Following a number of Parliamentary debates last autumn, in April the Government launched a public consultation into unauthorised encampments and
Whilst the majority in the traveller community are law-abiding and have good relations with the wider community, unfortunately there is a minority which considers themselves above the law. Sadly our area knows too well the disruption and damage which can be caused when people camp illegally, and the frustration resulting from illegal development, such as at Dale Farm. The MPs from the Basildon area, Rt Hon Mark Francois MP, Stephen Metcalfe MP and I, put together an extensive submission to the consultation. In this we pointed to where we feel the current raft of
powers to deal with unauthorised encampments and illegal development is deficient, where these could be strengthened and where an improvement in processes could speed up action from the Police and local authorities. In particular, in the submission we call for the Government to give serious consideration to legislating for the so-called ‘Irish Option’, which would make acts of deliberate trespass a criminal offence. This power, used with discretion of the local Police, would provide a timely way of dealing with unauthorised encampments – rather than the delays of several days as we see under the current system. The consultation is now closed, and the Government will now read through all submissions. I look forward to the official response.

RECIPE Stuffed Peppers
Ingredients: 1 bell pepper per person 1 small onion 2 cloves garlic 1lb minced beef 1.5 cups cooked rice 1 tin of chopped tomatoes 1 cup of cheese
Method: 1. Cut the tops off the peppers and deseed the insides

2. Put the peppers into a bake-proof dish filled with just enough water to cover the bottom. Sprinkle with salt. 3. Preheat the oven to 190oc, cover the dish with foil and cook the peppers for about 10 minutes.
6. Add in the beef and cook through for about 8 minutes. 7. Remove from the heat and stir in the rice and tomatoes. 8. Fill the peppers and then add the cheese on top.
4. Meanwhile prepare your fillings. For this recipe we have chosen a ricebased filling.
9. Bake uncovered for about 20 minutes then serve.

Neilsumner123@aol.com twitter.com/neilsumner123 In the warm early summer this year the grass grew rapidly and most of the hay cutting was carried out last month. Commercially grown hay provides some habitat and food for birds and insects but in such ‘improved’ grassland the diversity is limited, especially if fertilisers are used, and the time span in which they can breed and feed is limited by the season before the cut. Unimproved grassland may exist where landowners leave patches or margins around their farms or in some parks and in nature reserves where the grass is allowed to grow long, such as at Sweyne Park in Rayleigh or Mill Meadows in Billericay. Walking on the paths through this grass there is wildlife and colour around your feet. The yellow petals of Buttercups, Tormentil and Birds Foot Trefoil are obvious, as is the bright purple of Knapweed, Betony or Thistles and the white of Yarrow. More subtle are the mix of grasses, as they mature and turn to seed, close inspection revealing differences in colours and shapes. There are faint rosy tinges in the fluffy Creeping Bent and Yorkshire Fog and bright green in the stiff heads of Timothy. In the grassland it is the butterflies that are most eye catching, especially Meadow Browns. These are not as bright as orange Gatekeepers and Skippers and the females are dark as are the Ringlets. The colour variety is complete with Whites and Common Blues. Dragonflies, such as Southern Hawkers, zip over the grass catching small insects. And there is more below. Recently I joined groups of schoolchildren and Cubs being led by Essex Wildlife Trust. They swept with nets and picked up scores of creepy crawlies. Capsil bugs and Meadow Grasshoppers were prolific as were the bush crickets. Most of the latter were Roesels Bush Cricket, a colourful and increasingly common species. And glued to the grasses were the funnel-shaped webs of Labyrinth Spiders. The invertebrates are too numerous to list all although, on this and many other occasions recently, especially outside nature reserves, I found the Bumblebees to be few. A reminder that not all is well in this huge and varied insect kingdom on which so much other life depends - ourselves included.

MAYFLOWER ROTARY CLUB Thanks to the generosity of Billericay people Billericay Mayflower completed its year to the end of June having raised at least £36,000 for good causes both locally and beyond. The 2017-18 session closed in style with a final £2,000 boost from a midday jazz-in-the-garden barbecue. Then as Mervyn Rogers prepared to hand over to new President Carl Johnson members were gearing up for a highly successful SummerFest at Sun Corner on July 8 The final result of that is yet to be published. While the town basked in the summer sun, behind the scenes a Mayflower team is already hard at work preparing for their big event, Billericay Christmas Market on December 2, always popular with the support of families. Meanwhile, Mayflower’s new, less formal, satellite club created this year is thriving. Members who have already staged two successful events have high hopes of being established as the Rotary Club of Billericay Town in the near future once a membership target has been reached and admin completed. BILLERICAY LIONS CLUB I hope you managed to come and see us during the Billericay Volunteer Day exhibition at the Library. I also really hope you managed to come along to our 8th Billericay Beer Festival at Hannakins Farm Community Centre, and that you had as much fun as we did. To mark the 100th anniversary of Lions being founded, local Clubs funded the creation of a Centennial Path at Barrow Farm, a purpose built riding centre (between Chelmsford and Brentwood) designed to make riding accessible for people with special needs and disabilities. The Lions Centennial Path is now fully open, complete with plaques commemorating our Centenary. We are sure this path will help to enrich lives through riding in a more natural environment. Lions from across south Essex, including Billericay Lions, are holding the annual Disabled Sports Day at St John’s School, Hadleigh on the 28th July. This is an opportunity for disabled people from all over Essex to take part in some competitive sports. If you, or someone you know, would like to take part, please let us know. GARDEN PROJECT
N
oah’s Ark Pre-School (Billericay) opened in January 2003. Work to get the preschool up and running began in July 2001 as there were not enough pre-school places in the area. The Pre-school is located at the back of Buttsbury Junior School in Mill Hill Drive, Billericay. The land belongs to the Junior School, and the headmaster at the time agreed to let the piece of land for the pre-school. It took eighteen months of hard work to get the pre-school up and running. First the land had to be cleared and made ready for the demountable building to be erected on the site. Theresa Bay (Manager) was lucky to get a group of volunteers together to do fund raising events as well as securing grants from the Lottery New Opportunity Funds and local businesses. Essex County Council donated the demountable building, however it needed thousands of Pounds spent to get it to the required standard for Ofsted. Eventually, John Baron helped us secure the money from Essex County Council to spend on the building. Securing this money meant we had to become a Charity and not a business. The next thing we had to do was to form a committee as we were now a charity. The Pre-school still runs as a registered charitable organisation with a Parent committee. Our aim has always been to help working parents and we offer two sessions every weekday during term time from 09.00 -12.00 and from 12.30 – 15.30, for children aged two years to school age. Children can stay for both sessions and do a full day, bringing their own packed lunch. Children can also do either a morning or afternoon session
and stay for lunch either side of the session. We started offering a breakfast club in September 2017 from 07.45 – 09.00, which is also open to Buttsbury Infants and Junior School. The pre-school is registered to take a maximum of twenty one children at each session and we currently have 45 children on our register. We receive fifteen and thirty hour funding for three and four year olds. At present we have three children with English as an additional language and two children with Special Educational needs. The Pre- School currently has 7 paid members of staff as follows: - Theresa Bay (Manager and Safeguarding Officer) has worked at the pre-school as manager since we opened and also helped set it up - Loes Aldorino (Assistant Manager and health and safety officer) has worked at the pre-school since March 2003. - Gina Johnson (Special Educational Needs CoOrdinator) has worked at the pre-school for 6 years - Jenny Vincent (Equality Named Co-Ordinator) has worked at the pre-school for 4 years - Joanne Thompson (Behaviour Co-Ordinator) has worked at the pre-school for 3 years Sasha Dempsie has worked at the pre-school for 3 years - Julie Edwards (Administrator and relief staff) has worked at the pre-school since we opened and also helped set up Gina, Joanne, Jenny and Sasha have all had children attend the pre-school over the years and Sasha and Joanne have served on the committee.
When Noah’s Ark officially opened fifteen and a half years ago, we had to continue fundraising to get the garden up and running. Three months after opening we were able to have a lawn laid which gave the children more space in the outside area. Over the years the lawn has had new turf laid three times but sadly it is a very shaded area and desperately needs astro turf. We have also spent fundraising money on storage sheds, new equipment for the children, a small covered area etc. The outside area is so important for the children as our building is not very large. The outside area can be used to cover so many areas of the Early Years Foundation stage Curriculum and it is so important for the children to have a good outside environment to be able to learn and develop through play based activities. Sadly the garden has started to look very shabby and we do not have the funds to update the area. We have had to use our fundraising money on updating the building as it needed decorating inside and out and we needed new storage units. We had tried applying for grants with no success and so we were very fortunate that Matt Everard visited the pre-school to deliver some tyres that had been donated through BARK. He was not aware that the pre-school existed and after seeing the sad state of our garden set up the Noah’s BARK Garden Project 2018. We are so grateful to Matt and all the members of BARK who are helping us with this project as it will make such a difference for the children and the staff. Without their help we would have had to fundraise for years to get to this point. Our children are going to have such fun!!

The code to the cabinet will be issued to the Emergency Services and can be used by anyone in the vicinity. In the photo is Mr Bulpitt the Head of Brightside.

Jesus’ family were far from perfect - they had diffcult relationships amongst themselves too. So how did Jesus deal with relative values? The following three headings may give you a clearer picture:

Misunderstandings Have you ever thought your relatives don’t understand you? Well, take heart, they didn’t understand Jesus either. You might have expected his family to be proud of the things Jesus did - not a bit of it. Rather, it’s a case of ‘Who does he think he is?’ This is the boy who fixed our doors with his father. This is the lad whose bar mitzvah we attended. Who does he think he is coming here with a bunch of louts speaking about miracles and claiming to be the Messiah? They didn’t hold back from ‘cutting him down to size!’ His achievements were belittled. Whatever praise is deserved is denied. Jesus went from hero to zero. His whole family, including his mother, think he’s gone stark raving mad. You could be going through something like that yourself. It might be that your family doesn’t understand that you have a faith in Jesus. It could well be that your children are being teased by friends and family because they are following Jesus. Believe me when I say it’s not easy being dismissed as a religious crank. I know how it feels! Future Focussed Jesus didn’t try to control his family, nor did he allow his family to control him. Sometimes,

we try to please others in the hope that we can control their response to us, but we end up being controlled by them. It never works. If your father is all demanding, being the best daughter in the world will not lessen those demands. If your mother doesn’t like your career, a dozen job changes will not make the slightest difference. If you think that you can control people’s behaviour towards you then you are simply placing yourself in bondage to their opinions. It’s a game with unfair rules and it always ends in tears. Jesus didn’t attempt to play that game, and neither should we. In fact, Jesus had a radically different perception of who his family was. We see this in Mark 3:34: “Then he looked at those seated in a circle around him and said, “Here are my mother and brothers! Whoever does the will of God is my brother and sister and mother.” If his own family didn’t share his convictions, then at least he had another family who did. Today we call it the family of the church. Jesus’s had his mission to accomplish: to teach, to heal and then to tread the lonely pathway to the cross. He wouldn’t allow anything distract him from that - including his own family. There Is Hope What happened to Jesus family, then? Well, from what you’ve read so far, you might think ‘not much.’ But you would be wrong. In Acts 1:12, after Jesus ascended into heaven, we read: ‘The disciples went back to Jerusalem from the Mount of Olives. They all continued praying together with some women (get this) including Mary the mother of Jesus and Jesus brothers.’ Now that is some turnaround. Those who mocked Jesus now worship him. Those who pitied Jesus now pray to him. Jesus hadn’t bullied them, nor had he given up on them. But he persuaded them by his life and ministry. God still changes families today and the amazing thing is, he uses people like you and me to do it. A Prayer Heavenly Father, I thank you for the gift of the family. I pray for the healing of broken relationships. Where hatred reigns, may love prevail. Where anger rises, may peace endure. Where selfishness chokes, may sacrifice be known and where bitterness poisons, may your Spirit whisper truth, light, life and mercy to flow in, and through, every situation. In the precious name of Jesus I pray. Amen.

july savings roundup Are Premium Bonds primed for a rate reduction at National Savings & Investments? NS&I released its annual report at the end of June. At 149 pages you’ll need several cups of tea, or something stronger, to see you through it! With the government savings provider now responsible for £157bn of the nation’s savings, it accounts for 11% of the savings market and ranks alongside Barclays and HSBC only lagging Lloyds Banking Group (which includes the likes of Lloyds Bank, Halifax, Bank of Scotland, BM Savings), the market leader, who hold over £200bn of savings. What’s interesting is the funding target it has been set. Each year, HM Treasury gives NS&I a target and a range. Last year it was to grow savings by £8bn (with a range of £5bn – 11bn). It actually achieved £9.8bn. This year, its target is £6bn (with a range of £3bn - £9bn). This is a very low growth of just 3.8% and, when compared to the overall market growth of around 5%, could end up being a decrease in real terms. Why is this important? Well, NS&I really has three main ways of reducing savings coming in. It can withdraw products, it can

reduce maximum balances or it can cut pricing. It has already started on the first two options – it has withdrawn its Income Guaranteed Growth Bond from sale (which was only launched in April 2017) and it has reduced the amount you can put in its popular Income Bonds from £1m to just £10,000. Given that it’s no notice Direct Saver pays 0.95% (compared to the market leading 1.35%), it’s 1 Year Bond pays 1.50% (versus 2.05% being the best rate) and its 3 Year pays 1.95% (versus 2.35%), it’s not obvious where it could look for rate reductions in its ordinary savings range. However, its Premium Bonds prize fund interest rate is 1.40% which compares very favourably to the best instant savings accounts which offer around 1.25% - 1.30%. With £75bn now invested in Premium Bonds, they account for almost half of all NS&I’s deposit book and they grew by almost £6bn in 2017/18 tax year. Given the highly attractive rate, they must surely be a prime candidate for NS&I to slow down inflows and I’d be very surprised if there isn’t a rate reduction before the end of 2018. Why straight forward instant savings accounts are a better deal for savers
We’ve noticed an increase recently in instant savings accounts with alluringly attractive interest rates but hidden catches, which can prove costly. The number of bonus accounts is on the rise. While we don’t cover these on our own website, other comparison sites do, and we feel they seek to take advantage of savers who forget to move at the end of a lengthy bonus period. Post Office Money pay a headline 1.33% but a whopping 1.08% of this is a 12 month bonus. Coventry Building Society, usually a bastion of fair play, have also joined in with their 1.30% account boosted by a 0.30% bonus, also for a year. Limited withdrawals are another feature being used. Virgin Money’s Double Take E-Saver (paying 1.30%) is limited to two withdrawals a year, and closing your account counts as a withdrawal. So if you take out cash twice, you can’t have access to the remainder of your money until the following year. Sainsbury’s Bank Defined Access Saver, also paying 1.30%, allows savers three withdrawals a year but, if you make more, your rate will drop significantly to just 0.50%.
RCI Bank and Shawbrook Bank both pay 1.30%, with £100 and £1,000 minimum balances respectively, without any such restrictions, and have appeared in our best buys for the past year. We’d suggest savers looking for consistently attractive interest rates without any catches could do worse than look at these straight forward providers. Interest rates continue to rise, but slowly! In our May column, we ran a comparison on interest rates for savings accounts to show that rates had increased during the year, but only by very small margins and nothing like what many commentators were portraying. The good news for savers is that rates have continued to increase since with increasing competition driving the upward movement. The Financial Times reported last month that the number of savings accounts is at a six year high. The market can move quickly, so we always recommend that you check our website for the latest rates. AEROPHOBIA (Fear of Flying) The majority of us look forward to our holidays, and for a lot of us that means a trip in an aeroplane. For some this does not cause a problem, however, depending on the source it is estimated that around one in six of us suffer from fear of flying, “Aerophobia”, which is a form of anxiety. For some it means a touch of the collywobbles, for others it is a paralysing fear and means not being able to fly at all. Then, there are those who know they suffer from this type of anxiety yet try to put a “brave face” on it and will go through all the preparations; deciding on the destination; obtaining travel insurance; booking the flight and the hotel and then will cancel at the last minute. Sadly, for these sufferers, if they failed to notify their insurers of their fear in advance it could mean any claim made arising from the cancellation being denied as some insurers view the fear of flying as a pre-existing condition. The symptoms of aerophobia are very similar to those of any specific phobia and may include some (or all) of the following: 1) Heart palpitations; 2) Tummy upset; 3) Shaking; 4) A feeling of disorientation; 5) Muddled thinking; 6) Sweating, and possibly 7) Feeling snappy and irritable for no reason. For some suffers there can also be some physical disturbances such as sinus or inner-ear blockage; vertigo leading to dizziness; there may also be some underlining cardiovascular problem which then triggers a concern about developing deep vein thrombosis during a flight. Whilst it is far more dangerous travelling in a car than in an aeroplane, the fact that air crashes are relatively rare, when such an event does happen it is widely reported on all news media, which together with the fact that the aeroplane was carrying hundreds of people makes the event all the more
tragic. Couple this with the all the safety and security measures at the airport, plus the on-board safety demonstrations by the crew, it is not at all surprising that the thought that something bad happening creeps into our minds. The subconscious; the imagination goes into overdrive causing the sufferer to conjure up all kinds of devastating scenarios, each and every one, the suffer “knows” will happen. The dreaded “What If!” game is played over and over. Generally speaking it is rare for a fear of flying to be a stand-alone issue and is usually linked to other forms of anxiety disorder, for example a fear of heights or a fear of enclosed spaces, or indeed a combination of those. Similarly, the actual causes can be far ranging, for example it may be that as a very young child you saw, or heard news of a plane crash; your parents may have been sufferers and you picked up on their fear and trepidation. It may be that you have had a promotion at work which requires you to travel by air more frequently and it may therefore be that your fear of flying is caused by your fears about the promotion and the impact the travelling will have upon your family and social life. Whatever form your fear takes, or whatever the cause of your fear of flying maybe help is at hand. It used to take years of therapy to treat a fear or a phobia, however, there are now a number of different hypnotic and NLP techniques which successfully work on fears and phobias far more quickly; in some cases, as quickly as one session (overcoming the fear of flying can indeed be achieved in one session for many); for example by using an NLP technique known as a “time line” can help to you recognise the origin of the fear and help you to the view that origin from a new, rewarding and powerful perspective. Other cases may require a few more sessions, however, the results are life enhancing. Just think how much better your life would be if you were free from your fear of flying, and then have the freedom to visit all those destinations you could only once dream about.
