Finally, it remains unclear how the proposed ‘Mobility Framework’ would differ in practical terms from the existing ‘Freedom of Movement’ regulations, and whether it would allow us to end the current system of uncontrolled immigration from the EU. People voted ‘Leave’ for a controlled and fair immigration policy which did not discriminate on the basis of nationality. I struggle to accept the Chequers Agreement, and urge the Government to think again – there is still time before the autumn.

August Savings Roundup Will the Bank of England Base Rate rise and is this good for savers? At the time of writing, the financial markets are pricing in a 90% likelihood that the Bank of England will raise the base rate from its current level of 0.50%. Base rate hasn’t been above this level for almost a decade – since March 2009. Back then, savers could earn over 6% for putting their money away for a year and 7% for five years. How savers would love a return to those days! By the time you read this, we will know whether the Bank of England’s Monetary Policy Committee (MPC) voted to raise base rate at its August meeting. Last month saw a 6-3 vote against a rise and we expect the August vote to be a close call. We have a nagging feeling that we may see another month with the base rate unchanged, with concerns about the economy and Brexit being enough to see another month of hold. Regardless of which way the MPC vote, a base rate increase is on the cards very soon. Those with mortgages know that this means an increase in repayments – with those on fixed rates knowing that this only buys them time before an increase hits. What does it mean for savers? This was a question I covered with Simon Read in the Daily Mirror on 31st July. Roll back a decade and the interest rates on savings broadly followed changes to Bank of England base rate. Banks and

building societies were often guilty of passing on rises to mortgage holders immediately and somewhat later to savers but there was certainly a correlation. Over the past few years, there’s been a complete decoupling of any connection between savings rates and Bank of England base rate. The government has pumped money in to banks through its Funding for Lending and Term Funding Schemes which has reduced appetite from the larger banks and building societies to price competitively to attract deposits from savers. The void has been filled by a raft of new banks who have entered the savings market since 2009. We’ve seen almost 40 new providers join the savings market in the UK. These banks have competed strongly on price and their demand for savings to fund their lending businesses has spared savers from even worse rates from the historic lows witnessed. It is this competition and demand which is driving savings interest rates and we see little reason why this will change, regardless of any base rate rise, as it has been completely out of sync with base rate for several years. The larger banks and building societies still have more savings deposits than they need and we think they are likely to pass on little or none of the benefit of any base rate increase to their savers, instead using it as an opportunity to improve their profits. Savers hoping for a base rate
increase to improve their returns are therefore likely to be disappointed. Will the regulator intervene in the savings market? At the end of July, the Financial Conduct Authority (FCA) issued a discussion paper ‘Price discrimination in the cash savings market’ looking for feedback on various ways it could improve competition in the market. Its chief proposal is to introduce a basic savings rate (BSR) to savers with easy access savings accounts and easy access Individual Savings Accounts (ISAs). There is over £1.5trillion of savings in the UK and around half of this is held in either easy access accounts or easy access ISAs. The FCA has found that savers who have held their account for over five years are earning on average 0.82% less than those who have opened their account in the previous two years. In the case of ISAs, the difference is 0.87%. Given that 45% of customers have held their savings account for more than five years, a large number of savers are significantly worse off compared to those who have switched recently. Contrary to popular opinion, loyalty from long term savers is not being rewarded. We will be covering the discussion paper in more detail shortly in a blog on our website. However, we are keen to see savers share their views with the FCA – either directly to the regulator, or with us, which we will collate and provide with our response.
In the meantime, our top six best buys for easy access all pay between 1.25% – 1.31% and we are aware of over twenty accounts in the market paying 1% or more. If your easy access savings are not achieving at least this, we strongly recommend moving them to get a better return on your hard earned money. Don’t wait in hope of a base rate rise or regulatory intervention improving the interest you earn! Business savings rates covered and improvements to the website We’ve been busy making a number of enhancements to our website to help savers. Neilsumner123@aol.com twitter.com/neilsumner123 The wildlife of a site is very much linked to the history of its use and this is especially true for Mill Meadows Local Nature Reserve in Billericay where centuries of grazing have created the species-rich grassland we have today. Last year the Mill Meadows Society were awarded a grant of £62,000 from the Heritage Lottery Fund (HLF) and, after months of preparatory work, we are now installing maps, launching a new web site and making footpath improvements which will help people to enjoy the wildlife and history of this special nature reserve. Our celebration starts with the Art Exhibition in Billericay Library which runs until 31st August. With the help of the Billericay Art Trail we asked local artists to submit work inspired by the past and present wildlife and landscape of Mill Meadows. The response was 32 artists creating more than 50 pictures. The exhibition is free to visit and will feature a quiz for children, with a chance to win a special prize, and a People’s Choice vote, with the favourite to be announced at the Mill Meadows Fayre. The Mill Meadows Fayre is a celebration of the heritage and all that is special about Mill Meadows. Taking place on Sunday 9th September at Mill Meadows from 11 am to 4.30 pm, the Fayre promises to be a fantastic community family day out to round off the summer. It features music from Folk Down Left and Heads Up jazz band, The Mayflower Morris Men and Hawthorn Heavy Horse display. We have ‘resurrected’ a famous character from the past, Thomas Wood, to be our ‘Master of Ceremonies’. Thomas Wood is famous for his diets and no doubt will tell you more about this on the day and you can read about it in our new History of Mill Meadows which will be published soon. Local poet Jacques Bottjer (https://www. poetrytosucceed.co.uk) will give his perspective on Mill Meadows and there will be a photographic display including some wonderful old photographs of the site. Face painting, children’s archery and ‘build a windmill’ are some of the activities on offer for children, while adults will enjoy sampling the specially-created Mill Meadows Ale and local wine from Billericay Brewery. Hot and cold refreshments and many stalls offering local produce and crafts make for an all-round great day out. Eight members of the rugby club turned up to the Noahs Ark Pre-school in July to move 16 tonnes of sand and lay artificial grass. This is one of the final parts of the Noahs Ark project carried out under the auspices of BARK (Billericay Acts of Random Kindness). The pre-school had very dilapidated grounds that they wanted to turn into a safe and fun play area. However, as they run as a charity, there were no funds to achieve this. So…… • A quiz night was held to raise funds • Platinum Detail incentivised further donations with a free car wash • Groundworks were completed by Eaglestone Ltd landscaping at no charge • A team of volunteers painted the lengths of fence around the grounds • Others supplied bacon rolls, cake and drinks to keep everyone going on work days. • Play equipment and a shed were donated The children and staff at the pre-school will benefit but many others have enjoyed the events and made new friendships. This project is just one example of the ethos behind BARK. BARK is a community movement which aims to strengthen our community and improve things in our town. Billericay Wishing Line. This project challenges the community to pool
our resources and make the wishes of our elderly residents come true. Billericay seemed genuinely inspired by this idea and there was a flurry of activity and some lovely offers and messages received when the first round of requests was published. The Co-op and the library have agreed to help advertise the Billericay Wishing Line and a display will be going into the Co-op when the next round of wishes have been collected. There are plans for a retro beer and singalong fundraising event for the wishing line towards the end of the year. Gather your vintage wardrobe now in preparation!
B.A.R.K’S WISHING LINE The idea is that wishes are gathered from older people and the community are challenged to make these wishes come true. Wishes are advertised in public areas and wishers and granters are put in touch to make them come true. Other ideas Although these projects are great, BARK isn’t really about projects. It’s about individuals being inspired to do something for the benefit of another person. Small acts of kindness that spread through the community. Examples could be: • Paying something towards someone’s grocery bill at the checkout; • Offering someone a lift when they are struggling with heavy shopping;

at screens. Let’s take the time to look up and gaze at real people. Don’t forget that holidays are supposed to be where we rest and relax, and we can’t switch off if we are permanently switched on. Switching off is good for your mind: Psychologists suggest that the overload of information we get from using the Internet is changing the way the brain works. Memory skills are in decline and we no longer reason in a linear fashion, using sustained arguments, but, instead, think only in disconnected fragments. Many frequent users of the Internet confess to struggling to read through a chapter of a book. Switch off on holiday and, in digital silence, let your mind be at peace. Switching off is good for your relationships: Holidays are an essential time to connect with those around us, whether a spouse, family or friends. There are many couples, and families, living busy lives who go away on holiday needing to have issues discussed, bonds built or even wounds healed. Yet, sadly, this may not occur because they are too busy staring at their smartphones. To put social media before talking to your partner or family is to make a tragic statement about what matters most in your life. Switching off is good for your spirit: Some people have such an intense relationship with their smart phone that it can only be described as idolatry - some would call it an addiction. We were created to relate to each other, and to God, and it’s all too easy for the digital world to get in the way of both relationships. RECIPE Kimchi Fried Rice
Ingredients: 170g Kiimchi 1/3 cup Kimchi juice 1 tbsp Gochujang ½ tbsp Soy Sauce 2 tsp Toasted sesame oil 560g cooked short grain rice 1 tbsp vegetable oil 1 scallion (finely chopped) 2 sunny side up eggs
Method: 1.Take the kimchi and squeeze out as much juice as you can into a measuring cup. This can be set aside to use as kimchi juice. 2. Whisk the juice together with the gochujang and soy sauce until the gochujang is dissolved.
Your kitchen will thank you for the scent it creates. 5. Pop in the rice and stir fry until it is uniform in colour. 6. Add the kimchi juice mixture and turn the heat up. Stir fry until the rice starts
3. Drizzle the sesame oil on the rice and break up any big clumps using a wooden spoon. 4. Put the vegetable oil in the frying pan and heat over a medium-high heat until hot. Add the chopped Kimchi and stir fry until it starts to brown.

A popular pub in Billericay has been recognised as having one of the UK’s best beer gardens after emerging triumphant from a competition run by national pub chain Vintage Inns. The King’s Head was crowned as the regional winner of The Marvellous Vintage Inns Garden Competition for Essex. The contest, which began in April, aimed to find the very best spots in which the British public could enjoy their favourite drink in the summer sun. The judges unanimously opted for The King’s Head thanks to its perfectly manicured displays, ample seating space and beautifully kept lawns. They secured a Fever Tree garden kit in honour of their achievement.

BILLERICAY ROTARY CLUB What another Spectacular Soapbox Derby we held on Bank Holiday Monday, May 7. Watched by 10,000 spectators – a record - and raising more than £30,000 for our designated charities. Cheques for Medecines Sans Frontiers (Doctors Without Borders), Barrow Farm Riding for the Disabled, Little Havens Children’s Hospice and Chernobyl Children’s Lifeline were presented to their representatives at a special invitation lunch at Reids resturant on July 2. Also represented were officers from the other Billericay service clubs without whose support the event could not run. And, hot off the press, the good news is that we will be staging the event again on May 6th 2019! In addition, we have supported the Rotakids from Quilters and Buttsbury Junior schools with their specialised charity projects. Buttsbury Juniors, with money raised from their sponsored skip and our additional help were able to hand over a cheque for more than £4,000 in aid of Great Ormond Steet Hospital. Club members and the entire school were present when the cheque was handed to a representive from GHOSH. We remain active in other fields, not least annual Kids Out Day when we took thirty-plus disadvantaged children from Thriftwood School for a special day at Old Macdonalds Farm.
