MAYFLOWER ROTARY CLUB Money raised by Billericay Mayflower Rotarians at summer events is already being spent on good causes both here and in some of the world’s disaster areas. Thanks to the generosity of local people the £4,700 raised at the highly successful SummerFest at Sun Corner plus another £2,000 from a Jazz in the Garden event at Little Burstead sent the July Rotary year off to a flying start.

These figures plus cash already in the pot meets a huge “shopping list” including, among others, a major £11,000 boost for local school projects, help for families of handicapped children and emergency donations to areas like the Indian flood disaster. The busy club that raised up to £50,000 in a single year – and had fun doing it -- is now preparing for its biggest challenge, Billericay Christmas Market on Sunday December 2 when a crowd of more than 20,000 is expected to throng the High Street. Members are also preparing for another success story as the satellite club it launched earlier this year is gaining members under chairman Lynn Talbot and is hoping to become a club in its own right as The Rotary Club of Billericay Town in the new year. BILLERICAY LIONS CLUB At a presentation at the September meeting of the Lions Club of Billericay, the wives and partners of the Lions Club members, donated £1100 to Carers Choices, who provide day care services to those in need and their carers. All the monies were raised by their ladies from their activities over the past year, including their table top sales at the Reading Rooms in Billericay High Street. In the photograph, Lisa Hull (left), wife of last years Club President, presented the cheque to a delighted Angela Allum, The Silver Birch Centre Manager, who thanked the ladies for all their fund raising work and said that the monies would greatly assist in the continued work of the three centres across South Essex. He should also take small businesses out of Corporation Tax altogether, giving a major boost to SMEs which account for 99.9% of private sector businesses.

Writing ahead of the Budget, I hope that the Chancellor will ensure that the principles of hard work and enterprise continue to be rewarded – a thriving economy should help

Evidence suggests, as illustrated by the ‘Laffer Curve’, that reducing taxes increases the overall tax take by reducing incentives to avoid (and evade) tax and encouraging further economic activity (which is taxable). President Trump’s recent tax reductions have produced record tax receipts for the US Treasury, and we should emulate this example. The Chancellor must address our spending on defence. Recent events

remind us of the importance of strong defence, and it is imperative that our ‘full spectrum’ capability is maintained. An under-resourced military is not a credible force, and potential adversaries must not be permitted to draw the wrong conclusions from this. Finally, the Chancellor ought to remedy the situation of the Equitable Life policyholders. These people acted responsibly in saving with a well-regarded and longstanding institution. The ombudsman’s report underlined how maladministration, including by government, contributed to its collapse. Whilst the Government deserves credit for establishing the Equitable Life Payment Scheme, this has only covered a proportion of people’s losses, and it is right that these are covered in full as per the ombudsman’s report.

The danger then, and now, is that we don’t learn from history. Professor Washington A.J. Okumu, one of the initiators of the ‘Truth and Reconciliation Commission’ in South Africa, wrote: “Looking back at past history is important because without a knowledge of history and one’s links to the past, humankind is a social amnesiac … prone to repeating the same mistakes time and time again.” As the news headlines remind us on a daily basis, ours is not a peaceful world. But, in the relentlessness of suffering, we know that an end is in sight. When Jesus entered our world, he was taking that first step towards us, into the no-man’s land of our broken world, risking everything on the possibility of peace. It was to cost Jesus his life, but in his death and resurrection, the truce was sealed. Not just for a day, a temporary respite, but a new start, an eternal peace. Some people suggest that Remembrance Sunday is outdated and a relic from the past and that we should stop remembering. It’s a dangerous thing, in my view, not to remember, and even to choose not to remember, all that Remembrance Sunday represents. Remembrance Sunday is not a day

to glorify war, but rather, a day to remember those men and women who gave their lives and continue to do so in conflicts around our world, in the ultimate sacrifice for our freedom. It is a day that should never be forgotten and one that we have a responsibility to pass onto the next generation. On this Remembrance Sunday may each one of us commit ourselves to learning from the past and work towards a peaceful future. As the Kohima Epitaph reminds us: “When you go home, tell them of us and say; for your tomorrow we gave our today.” You can do this by joining in the Act of Worship at Emmanuel at 9.15 am (lasting for 40 mins) when members of the Air Training Corps and Army Cadets join with us before we parade (leaving the Fire Station at 10.35 am) and gather, with the Royal British Legion, Churches Together and representatives from many Civic and Community groups, at the War Memorial in the High Street for an Act of Remembrance at 10.50 am. The Billericay Town Council, along with many others across our nation and Commonwealth, will be gathering for a final ‘Battle’s Over’ commemoration at 6.55 pm at Sun Corner which includes the lighting of the Beacon. The ‘Beacons of Light’ tribute is a poignant reminder of the darkness brought by war so evocatively captured in Sir Edward Grey’s quote from 1914: “As the lights go out and the beacons are lit it is timely to reflect on what we might learn from our forefathers’ experiences. We owe it to those who have gone before us to help the younger generation, further removed by time from war, to see beyond the mud and the blood and the casualties. We might learn about national resilience and community spirit, and in being repaired to fight the war we might have to fight, there is a much better chance of deterring that war from ever happening.” May I encourage you, and your family, to join with us on this most poignant of days? Savings Roundup What does the Autumn Budget mean for savers? The Chancellor of the Exchequer, Philip Hammond, announced his budget on Monday 29th October. Usually budgets are at 12 noon on a Wednesday, so the 3.30pm timing on a Monday has caused a little furore! The change was due to the Chancellor wanting to pull forward the timing, to avoid clashing with the final month of Brexit negotiations in November. Initially it was scheduled in for Wednesday 31st October – until aides pointed out this was Halloween! Fortunately for savers, there weren’t any tricks, but it was a budget short on treats also. There were no headline announcements on savings but there was some good news buried in the 102 pages of budget detail. The treats: • Premium Bonds – there were two surprise changes. Firstly, they have had their minimum investment reduced from £100 to £25. Secondly, they can now be purchased by people other than parents and grandparents for children under 16. Given the prize pool is paying an attractive 1.40% and over £75bn are held in them, they are hugely popular with UK savers. • National Savings & Investments – earlier in 2018, it was announced that government backed NS&I was to have a reduced funding target of £6bn, with a range of

£3bn - £9bn. In essence, the range gives NS&I flexibility but the reduction to £6bn of net new savings was unwelcome. Given that NS&I have actually taken between £11bn and £18bn in the previous three years, £6bn is a significant reduction. However, the budget has raised this to £9bn with a range of £6 – 12bn. This is good news as it reduces the likelihood of further interest rate reductions from NS&I. • Personal tax allowances increase – a manifesto commitment from the Conservatives was to raise the tax free personal allowance to £12,500 and the 40% higher tax rate to £50,000 by 2020. This is going to happen a year earlier than planned and come in to effect in April 2019. This is good news generally but particularly relevant for savers who go over their personal savings allowance, the amount of savings interest they can earn without paying tax (£1,000 for basic rate savers and £500 for higher rate). • Junior ISAs – the limit for JISA’s will rise to £4,368 (from £4,260) with effect from April 2019. The tricks: • ISA allowances – there were no changes to the ISA allowance which remains at £20,000. This was somewhat expected given it had risen strongly from the £15,240 in 2016/17 tax year but effectively is a tax rise as more people will go over their allowance – indeed the government is

forecasting an extra £5m a year of tax revenue as a result. • ISA simplification – with seven different types of ISA available, there was hope that ISAs might be simplified but sadly there were no changes to reduce the number of them or simplify what is available. In summary, it was a quiet budget for savers with some small areas of good news and limited bad news. Nottingham Building Society launches best easy access account since 2015 Last month we wrote about the new bank from Goldman Sachs called Marcus, which caused a stir with its new savings account paying 1.50% and attracting over 50,000 savers in its first 10 days. However, it’s been quickly topped by Nottingham Building Society who have launched an internet based eSaver account paying 1.55%. The account can be opened with a minimum balance of £1,000 from aged 16 and upwards and allows unlimited withdrawals. It’s maximum balance of £250,000 is unlikely to be an issue for most savers too! It’s internet access and lack of restrictions is likely to make it hugely popular. Nottingham is the 8th largest building society in the UK with 60 branches. Given it has a deposits of around £3bn, which is smaller than challenger banks like Charter Savings, Paragon and Shawbrook,


it is unlikely that this account will be available for long so definitely one to move quickly on. Charity’s festive fun run returns A local charity is bringing their festive fun run back for its 11th year this December. Little Havens Hospice are holding their annual Run Santa Run event in Wat Tyler Country Park in Basildon from 10am on Sunday 2nd December, which is the perfect way to get into the Christmas spirit with friends and family all whilst raising vital funds for charity. Registration is now open and participants can choose between a 4.5k Santa Run and a 2k Reindeer Run for those with little legs! Santa outfits (complete with a hat and a beard!) or Reindeer antlers with a flashing nose are included in the ticket price. The YOUR TOWN NEEDS YOU! The Basildon Local Plan was approved by the Council on October 18th. It has two more stages to go before final adoption, which the Council hopes will be in Q3 2019. For Billericay the Plan involves; • around 2,800 new homes on 12 sites • almost all on Green Belt land • Very limited enhancement of transport and social infrastructure • No meaningful commitment to build new homes that will be genuinely affordable for the younger generation. We believe this plan will be disastrous for the quality of life in Billericay, for existing and new residents -- overdeveloping it, overcrowding it, and stretching its services and amenities to breaking point. Basildon Council has an obligation to publish a plan to build houses, but not so many. It could have mitigated the effect on Billericay by claiming the Green Belt as a constraint, likewise the lack of adequate infrastructure. But instead housing has been allocated to Billericay with little regard to sustainability. Very few new jobs are planned for Billericay, so a large proportion of new residents will be commuters. We fear for the impact on the already challenged train service, especially with so much other building happening all down the line to Southend. The only significant road ‘improvement’ is the so-called relief road in the south west, which will dump traffc o nto t he L ondon oad. W e c an foresee traffc g ridlock a t n ew p oints a round the town, not just in the areas directly affected by the new building.

Ancient Frith Wood is still under threat, with one developer still trying hard to drive a road through it. esidents of Frithwood Lane will be blighted by the proposed route of new road as it will go through their front gardens. We have yet to hear any convincing arguments as to how this Plan is beneficial to Billericay. Overwhelming rejection of the Plan in previous public consultations has been completely disregarded and when the housing number was increased by 60% there was no further consultation at all. Developers, council offcers, and the government all appear to have had considerable influence over this Plan. The people of Billericay have had none. The next stage is the ‘ egulation 19’ Public Consultation, which the Council says will be launched in November. This time we really do have an opportunity for our views to be heard as they will go directly to the independent Planning Inspector who is charged with being impartial and objective. We believe this Plan is fundamentally unsound and we need to convince the Planning Inspector of that through a mass public response showing the depth and strength of feeling in Billericay. Instructions and guidance as to how to go about this will be on the Billericay District esident’s Association and BAG websites, and in a leaflet to be distributed to all households. Don’t miss this opportunity, because it will be the last as far as this Local Plan is concerned. RESIDENTS OF FRITHWOOD The LANE STAND TOGETHER The south west of Billericay will be significantly impacted by the Basildon Local Plan, with 60% of the 2,800 homes planned across four large sites. This area has also been chosen for the so-called relief road which, is claimed, will ease congestion in some parts of the town, but is clearly needed to facilitate the building of 1,700 new homes. The route of his major road takes in Frithwood Lane - a quiet lane, which in parts is too narrow for two cars to pass. The lane is used extensively and safely by children, dog walkers, horse riders and other residents as access to Frith Wood and Laindon Common beyond. The plans would necessitate the widening of this lane, despite there being houses on both sides, and yet the council seem unable, or unwilling, to address residents’ concerns on its impact. The residents of Frithwood Lane have formed The Frithwood Lane Action Group (FLAG) to fight against this relief road and on Sunday, 14th October nearly 200 residents from across Billericay came together in the rain to show the strength of feeling against this proposed road. Residents are angry and feel they are being purposely kept in the dark regarding plans for the lane. According to Sue Woodland, spokesperson for FLAG, all locally elected Councillors were invited to Frithwood Lane and asked to explain how residents will be affected by the new road, but responses simply directed residents to the forthcoming public examination of the Local Plan (Regulation 19) and no Councillors attended.

Quoted estimates for this road range from £16.7 to £60 million, before any further land acquisition expenses in Frithwood Lane and yet, no credible evidence exists to guarantee better traffc conditions. Planned house numbers have increased in order to pay for a road that appears to be little more than access for that very housing. FLAG are grateful for the continued campaigning by BAG and believe a widespread response to Regulation 19 is Billericay’s last chance to have their voice heard. FLAG encourage everyone to take this opportunity to stand up for their town and would particularly encourage residents in the directly affected areas to come together to ensure their neighbours are informed and supported in having their say. Neilsumner123@aol.com twitter.com/neilsumner123 It has been 6 years since my first Nature Notes. I’m grateful to Around Town for being able to share thoughts and observations. Articles are usually started on walks in the countryside and this one is beginning from a bench overlooking a shallow valley of meadow towards an escarpment of woodland. It is a beautiful autumn morning, misty and multicoloured in tree and sky. Every few minutes a flock of woodpigeons, sometimes numbering over a hundred, comes from the north east. In the stillness, I can hear the singing of their wings as they pass overhead. Scanning the sky reveals little else though, a few gulls and starlings and one or two chaffnches w ith t heir white wing patches drop into the trees. The winter migration of thrushes and finches is sluggish this year. A Green Woodpecker gives its soprano clucky call and bounds from the oak. These birds are doing well here but have disappeared from many places to the west. Our local nature reserves should be a place to enjoy the surroundings, for relaxation and quiet contemplation but the naturalist is always taken note of what is there and what is not and pondering the causes and the possibility of remedial work. This is no more so than when walking in farmland. Woodpigeons and the crow family are plentiful but stubble fields full of flocks of small birds are a distant memory in much of Essex. I haven’t seen a stoat or a weasel for a while perhaps because, since starting this column, even the rabbits have become depleted. It may be delightfully atmospheric under a low November sun but countryside without wildlife is like an art gallery with no pictures. In that time there have been happier stories on our coasts. EWT and the RSPB have created and expanded many wetland reserves and we are seeing new species moving north as Europe warms. An iconic moment for me this year was the Cattle Egret perched on the back of a heffer at Blue House Farm. Some visiting species, such as the Curlew which breeds in moorlands, are in trouble. We can still hear their mournful bubbling whilst watching great flocks of duck, geese and plover rise and fall against our big skies on the internationally important Essex coast. But their future depends on more than this one piece in the jigsaw. We can do much to protect nature locally but its future depends on global policy and co-operation.

SALON OWNER, JIM SHAW, OF ESSENSUALS TONI & GUY BILLERICAY, FINALISES FOR INTERNATIONAL HAIRDRESSING AWARDS Local hairdresser and barber and Owner of Essensuals Toni & Guy Billericay has just received the incredible news that he has finalised for the International Hairdressing Awards for the Best International Men’s Commercial Collection. The International Hairdressing Awards was created by a hairdresser for hairdressers and was founded with the aim of giving hairdressing the prestige it deserves and showcasing the business in its rightful place, one where talent, art and creativity are recognised and values. The awards are one of the most important awards in the industry worldwide, which recognises the best hairdressers in the world, while at the same time awakening new vocations, discovering new talents and giving the best international professionals the prominence they deserve. For Jim to finalise for the awards is an incredible achievement, being up against so many hairdressers from around the world. To finalise, Jim had to submit four commercial men’s images, which were then assessed by a jury panel prior to deciding on the finalists for the Best International Men’s Commercial Collection category. Prior to the final, the three finalists selected will have their collection scored by the five members of jury with the winner being announced at the awards ceremony on the 3rd February 2019. The ceremony will feature a purple carpet (to fit in with the International Hairdressing Awards branding) and catwalk show with some of the most renowned hairdressing brands in the world. As 7 times finalist and Winner 2007 of The Men’s British Hairdressing Awards we asked Jim how it feels to be in the final again and to now be recognised Internationally, “It is always a great honor to have your work recognised by such an amazing institution as The British Hairdressing Awards that do so much for our industry.
