Mid Canterbury Federated Farmers and industry groups are scrambling to deal with a new set of rules aimed at improving water quality – which they fear will halt farm development. Environment Canterbury announced yesterday that controls on the leaching of nitrates will, for the first time, be set by the Land & Water Regional Plan, which covers a wide range of land-use activities with an impact on the quality of water. While ECan says the plan covers urban and rural settings, farmers feel they have been targeted. Hearing commissioner Peter Skelton says that once the rules are in full effect next year, farmers and land users will be required to manage and improve their environmental performance to reverse the decline in water quality.

“This is a core focus of the plan because activities in rural areas greatly affect the quality of our water, much of which is found underground,” professor Skelton said. Mid Canterbury Federated Farmers provincial chairperson Chris Allen was unavailable for comment yesterday. He has been involved in a group which included Federated Farmers, DairyNZ, and the Foundation for Arable Research which made submissions on the plan prior to notification. It is understood he was in a meeting to discuss the ramifications yesterday. On a number of occasions, Mr Allen has said farmers were not opposed to nutrient limits but were concerned about the Overseer tool used to measure nitrogen leaching.

Sharon Osbourne has written an open letter accusing her estranged brother of trying to cash in on her son Jack’s multiple sclerosis. Osbourne fell out with her brother David Arden following their father’s death in 2007. This week Arden, who also has MS, said he was desperate to help his nephew but was not able to get close to the family. His public plea did not go down well with Osbourne, who has taken aim at Arden in an open letter posted to her Facebook page. Tassy devils’ new home in NZ zoo Wellington Zoo is making a home for four Tasmanian Devils which are due to arrive there this week. The arrival of the Devils – following a seven-day stint in quarantine – will mark nearly 100 years since the species was last housed at the zoo. A specially constructed exhibit within the zoo’s Australian walk-through precinct Neighbours will house the three males and one female when they arrive. The zoo is a partner of the Save the Tasmanian Devil Programme, which was established in 2003 in response to a rare contagious cancer that decimated Tasmanian Devil populations, reducing their numbers in the wild by approximately 80 per cent. The programme, which involves institutes and zoos around the world, and was set up by the Tasmanian Government, has enabled the number of Tasmanian Devils living in zoos and wildlife parks across Australia to reach 550. – APNZ

Surgeons remove 25kg tumour Surgeons in Spain successfully removed a giant benign tumour weighing 25 kilograms from the womb of a 47-year-old woman. The head of obstetrics and gynaecology at Torrevieja Hospital in eastern Spain, Eduardo Cazorla, said that in his 20-year career he had “never treated such a case”, the hospital said in a statement. It said that scientific publications recorded only about five cases of such giant tumours – defined as bigger than 11.3kg – in the world. The woman was referred to the hospital by her family doctor after complaining of discomfort and weight gain in her torso. Doctors detected a “giant cystic tumour”, 41cm long, and removed the woman’s womb and both ovaries in a two-hour operation, extracting the entire growth in the process. “This type of operation is highly complex, given the distinctive size of the tumour,” the hospital said. “After five days in hospital and about three weeks’ rest, the patient completely recovered.” – AFP

Hi-tech bra for overeaters Microsoft researchers have designed a smart bra which monitors a woman’s mood in an attempt to prevent emotional overeating. The bra contains several removable sensors which monitor heart rate, breathing, skin activity and movement. In theory, the bra could determine when a wearer is stressed and likely to look to food for relief, Microsoft researchers wrote in a research paper. It would feed the data to a smartphone app via bluetooth and provide interventions such as deep breathing exercises to help the wearer overcome their urge. The researchers said the bra predicted emotions “significantly better than chance” after testing it on four women for four days. They compared the physiological data to the women’s self-reported emotions. “Based on these results, we conclude that building a wearable, physiological system is feasible,” they wrote. – AAP

Calls for stranger danger talks BY MYLES HUME

A young Tinwald School pupil was forced to flee to her home in fear after two teenagers in a black vehicle harassed her earlier this week. The incident has sparked calls for parents to talk to their children about “stranger danger”, after the pupil, aged 8, was followed on her bike while on her way to school in the morning by two teenage males in a black

utility vehicle with graffiti painted on it. The drivers were also seen doing burn outs on Melcombe Street at the time. It is the second time the school has been on high alert during the past year after a man exposed himself to two pupils on their way home from school in November last year. Tinwald School principal Peter Livingstone has sent a letter to parents and referred the incident to Ashburton police who

are now seeking information about the people involved. “She was on her way to a friend’s place before school near Nixon Street when the two males followed the pupil and drove alongside her, trying to get her attention. “She thought she needed to get out of there and ignored them, biking straight home,” he said. “The student did the right thing.” He said the girl was shaken,

but returned to school the day of the event. The school has not heard of any sightings of the teenagers since. “The attitude of these males was very arrogant, and they might think this kind of behaviour is acceptable but it’s not; to dominate a person through fear is despicable,” Mr Livingstone said. He said the event highlighted the importance of parents warning their children about

the risks of suspect strangers in the community. “It’s just so important that parents sit down and talk to children about what to do in these situations, parents can’t wait for schools to cover it in class because things like this are only timetabled in during the year.” He also stressed how important it was for parents to supply schools with up-to-date contact details so they can easily be contacted during such incidents.

Fire brigade members called in to clear fuel spillage A loader fell off the back of a freight truck, causing fuel to spill across State Highway One yesterday. Traffic was reduced to one lane for about an hour from noon when a northbound truck carrying a loader had to immediately stop after the machine fell off its trailer on Archiblad Street in Tinwald, Ashburton police said. The loader hit the road, causing the fuel tank to rupture and spill across the road. Firefighters from the Ashburton Volunteer Fire Brigade helped contain the spill and direct traffic, while contractors were called in to spread sand across the affected area. Ashburton police were also at the scene and took statements from the driver and witnesses. Senior Sergeant Grant Russell, of Ashburton, said it was too early to know if charges would be laid. Traffic was opened back up to two lanes about 1pm.

Parata blames ‘system issues’ By Myles HuMe

A major shift in the way primary schools taught maths and difficulty around finding quality science and maths teachers may be responsible for a slip in New Zealand’s education rankings, a Mid Canterbury principal says. This week the 2012 Programme for International Student Achievement (PISA) showed New Zealand’s ranking had fallen from 7th to 18th in science, 12th to 23rd in maths, and 7th to 13th in reading out of all OECD countries.

The study compared the performance of 15-year-olds across all countries, including 4000 Kiwi teens. The dramatic drop has sparked serious concern among opposition parties, unions and Education Minister Hekia Parata herself admitted “longstanding system issues” may have played a part. Mount Hutt College principal John Schreurs said it was “worth taking note of the rankings”. He was keen to point out a major shift in maths which put intense focus on numeracy, tak-

ing time away from other aspects such as geometry, measurement and statistics. He said the 15-year-olds in the study would have been in primary school at the time of that change. “We had some students that may have struggled to find the area of a shape because they didn’t have the knowledge, I think things have settled down a bit since but may be that could have caused a blip,” he said. Mr Schreurs said quality maths, physics and chemistry teachers are hard to come by, and it was sometimes difficult

to strike the balance between employing a good teacher with sufficient knowledge. Yesterday, criticism was leveled at primary schools for not having teachers who had enough specialist knowledge in maths and science. Mid Canterbury Principals’ Association president Neil Simons questioned whether the intensified focus on numeracy would be responsible, saying, “you need numeracy as a base for other aspects of maths”. He blamed Government funding cuts for a drop in science rankings, as schools could no

longer afford to bring in science teaching specialists, putting more onus on teachers. Mid Canterbury schools also had limited access to science equipment, he said. “Primary schools absolutely play a part in this (rankings), we are responsible for preparing these students as best we can for the next part of their life,” he said. Ms Parata said the PISA study showed New Zealand performed higher than the OECD average, but “the whole education system needs to be better geared to support all students”.

The people behind a successful pest trapping programme in the Mid Canterbury high country are finalists for a top conservation award tonight. The Lake Heron Conservation Group is a finalist for the

Canterbury Aoraki Conservation Board Award, which will be handed out at a function at the Christchurch Department of Conservation (DOC) office in Christchurch. Group member Ross Gordon said the trapping programme was born from a desire to see the native blue duck return to

the Lake Heron area. The first move was to get rid of predators from around the lake. That was four years ago and now they have around 140 traps around Lake Heron and to date have caught more than 600 critters – including cats, stoats, weasels, ferrets and hedgehogs. Mr Gordon said the group

was a three-way partnership between DOC, the Lake Heron landholders – in particular Philip and Anne Todhunter and the Wareings of Arrowsmith – and the community. The Lake Heron Conservation Group will be represented by two members at tonight’s awards.

Labour Leader David Cunliffe will be making a whirlwind visit to Ashburton today. Mr Cunliffe is expected to arrive in Christchurch about 2.30pm before making several appointments in the Rangitata electorate and heading on a fishing trip in Moeraki. Mr Cunliffe’s long-time friend and Rangitata Labour electorate committee chairman Glen Cameron said the new opposition leader would speak to the Guardian about 4pm before meeting with Ashburton Mayor Angus McKay. However, Mr Cameron said he would not be addressing members of the public. He will then pick up his mother from Timaru and head to a function in Temuka where he will meet with Rangitata Labour party members and affiliates to talk about policies and the party direction heading into next year’s general election. Mr Cameron said he and Mr Cunliffe would then drive south to Moeraki for a fishing trip until Sunday afternoon when the Labour leader returns home. Mr Cunliffe was brought up in Pleasant Point and has close ties to the electorate.

Aoraki polytech cuts Goff’s member’s bill to tighten up rules jobs, more to come By Myles HuMe

Aoraki Polytechnic this week decimated 24 jobs, and yesterday proposed to make further cuts including two roles at the Ashburton campus. On Wednesday, academic and schools staff were told 38 roles would be disestablished and replaced by 14 after a lengthy consultation period. The polytechnic’s four separate schools will be formed into one. The four head of school positions will be turned into a single role, while eight portfolio positions will be made. Office manager roles and administration positions will also go, among other significant changes. But yesterday, the polytechnic told staff it wanted to cut further jobs, this time in the corporate and campus area. It is believed seven jobs are on the chopping block as it wants to

disestablish a number of roles and replace some with new positions. The Ashburton campus manager and Ashburton campus administrator are among those set to be restructured. The campus manager role at Oamaru is also proposed to collapse, and a single position will incorporate the two roles. The campus administrators at Christchurch, Oamaru and Dunedin, along with Ashburton, are proposed to be scrapped. However, it proposes a new high skilled administrative position for the Ashburton and Oamaru campuses. If Aoraki Polytechnic’s corporate and campus restructuring proposals are given the green light at the end of the January after the consultation period, it could see 31 jobs cut in total through the two restructuring periods. She said the job cuts were concerning, as key academic staff had minimal involvement in developing the final structure, which she believed was based on the decisions of acting chief executive Alex Cabrera and consultancy firm Deloittes. Ms Smith said the consultation period for current corporate and campus structure was also too short. It comes as Aoraki Polytechnic experienced major operating deficits during the past three years, with forecasts of a $1.6 million loss and 400 fewer full time students this year. Mr Cabrera was “sincerely sorry” for the job cuts announcement. He hoped to put affected internal staff back into new positions to “mitigate the impact”.

A member’s bill put forward by Labour’s Phil Goff which would tighten up rules for foreigners buying rural land will be debated in Parliament after it was drawn from the ballot yesterday. Earlier this week the issue was highlighted in Mid Canterbury with the sale of a large dairy farm to Italy’s Barilla family, founders of the world’s largest pasta company. The Barillas purchased the Rakaia dairy farm belonging to Federated Farmers dairy chairman Willy Leferink and his wife Jeanet for $25m. The bill which is line with longstanding Labour policy, would amend the Overseas Investment Act by limiting the discretion the responsible minister has to approve applications to buy rural land. Cairns: ‘I was in the dark’

Former New Zealand allrounder Chris Cairns is one of three players being investigated by the ICC over allegations of match fixing. Bowler Daryl Tuffey and batsman Lou Vincent are the others. Neither the ICC nor NZC have been able to confirm the names as yet. Cairns has given a brief statement to Fairfax Media, for whom he writes a column. “We need to let the investigation by the ICC run its course,’’ he reportedly said. Mid Canterbury’s secondary school pupils were out in force yesterday. More than 800 Year nine and 10 pupils from Ashburton and Mount Hutt College took time away from class and engaged in a raft of activities as they wind down towards their summer break. However, both groups had somewhat contrasting focuses. Mount Hutt College held its annual Community Services Day, seeing pupils give back to those who have contributed so much to them throughout the year. Pupils took part in activities such as maintaining the Mt Hutt Mountain Bike Park, planting at the Ashburton Lakes and shifting more than three tonnes of shingle, among several other tasks, all for a good cause. “It’s an annual event we have been doing for the past 10 years or so that’s about being active in the local district and paying it forward,” Mount Hutt College deputy principal Kaylib Gorrie said. Ashburton College held its Get Out there Day, which allows pupils to seek new challenges and forge new relationships within the school. Their events included an aerial obstacle course in Christchurch, surfing, Italian cooking and dog training, among many others. Mount Hutt College principal John Schreurs saw the irony in the day. Mid Canterbury volunteer firefighters were called out twice early yesterday morning. The first call, shortly after midnight was for Ashburton Volunteer Fire Brigade members to assist the St John Ambulance lifting a patient, while the second was to a small vegetation fire on the side of the road at Valetta. Ashburton firefighters were also called to that, but members of the Mayfield volunteer rural fire unit dealt with it first and turned Ashburton back.

Man dies in fire A 36-year-old man has died after his makeshift shelter burnt down overnight Wednesday. Police said the man was the only person staying in the shelter in Marton near Wanganui when the blaze occurred. It is understood a lit candle may have been the cause of the fire. Police say the fire happened some time between 11pm on Wednesday 8.30am yesterday. - APNZ

Properties reclassified; 237 now red zoned A zoning review in Christchurch’s Port Hills has resulted in 237 properties being reclassified from green zone to red zone, and 33 going from red to green. The announcement would give property owners certainty and provide options for people to move on from areas posing a serious risk to life, said Canterbury Earthquake Recovery Minister Gerry Brownlee. Zoning in the Port Hills is based on life risk from rock roll or cliff collapse. Owners of eligible properties in the Residential Red Zone may decide to accept a Crown offer to purchase the affected properties. The Canterbury Earthquake Recovery Authority (CERA) completed the zoning review

A woman and her son were rushed to Ashburton Hospital after the car they were in smashed into a tree on a bend near the Thompsons Track and River Road intersection last evening. Methven Volunteer Fire Brigade deputy chief fire officer Gary Blackwell said it appeared the woman driving the southbound vehicle lost control on loose gravel on the newly sealed road, causing her to crash into the tree about 5pm. Methven firefighters, Ashburton and Methven police and a St John first response unit attended the scene. He said they pair were flown to hospital by the Westpac Rescue Helicopter, but suspected it was precautionary.

Car crashes into tree

following a Court of Appeal judgment released earlier this week in regard to a legal challenge by the Quake Outcasts group. The judgment found CERA’s zoning process was lawful, and that the Crown needed to review any offers made to owners of uninsured properties and vacant land to ensure they were consistent with the purpose of the Canterbury Earthquake Recovery Act. Labour’s Earthquake Recovery spokeswoman Ruth Dyson described the zoning review as an “inexplicable bombshell for many residents, coming a year late and with little warning”. Mr Brownlee conceded it had been a long and frustrating wait for Port Hills property owners. “We had to wait for clarifica-

tion from the courts about our zoning process, and we needed to make absolutely sure the final zoning decisions are correct, not just for those who live in the area now, but to protect people in the future. “Some of the property owners had indicated they wanted their land zoning to change from its initial status. But many did not actively seek a review, and it is these people who may be surprised by the outcomes of today’s announcement.” Of the properties that had changed in the review, nine were originally zoned red and the former owners had settled with the Crown. The former owners had the option of buying purchasing back their properties from the Crown, Mr Brownlee said. A further nine properties that

would be rezoned green were previously eligible for a Crown offer as red zone properties. The owners of those properties were able to continue with that offer process, despite their properties changing to be zoned green. Ashburton’s Christmas Community lunch organisers need volunteers to help run the annual event. Interested committee member Trevor Hurley said a meeting had been called for today to get more members on board to help long-standing organiser Maureen Bishop continue the event which had grown each year. “We are looking to get a committee to help out with running this great project that Maureen has been involved with.” The meeting will be at Community House at 1pm although anyone wanting

Ashburton’s St John Health Shuttle service had a busy year and does not look like letting up anytime soon. In one year, the weekday service travelled 19,200 kms, and transported about 100 people a month to Christchurch for a range of medical appointments. St John Health Shuttle team leader Elaine Vallender said there was a variety of clients who accessed the shuttle ranging from three-month old babies to a 92-year-old. On average clients went to 15 different locations a month including Christch-

urch Hospital, Burwood Hospital, plus other private hospitals, physiotherapists and doctors in Christchurch. They also went to specialists like optometrists, hearing and mental health services. Mrs Vallender said the service, supported by Four Square Supermarkets in the South Island, helped any person get to a medical appointment in Christchurch but were unable to transport themselves. Twenty-two volunteer drivers worked a roster system. The shuttle service will close for Christmas from December 20 but resumes on January 13, 2014.

Water plan alarms farmers Continued from page 1 ECan’s Land & Water Plan will set nutrient limits, but local water management groups – such as the Ashburton water zone committee, can impose more or less restrictive sub-rules. The committee is currently working on rules for the land south of the Hinds River. Farmers will use the Overseer tool developed to measure nitrogen leaching to work out how much urea (nitrogen) can be applied – if the amount breaches limits set in the plan resource consent will be required. “Declining water quality is a major issue in Canterbury and one that could take a long time to reverse in some areas,” Professor Skelton said.

He claims the plan enables economic activity, focusing on outcomes rather than inputs. “The focus is on outcomes rather than inputs,” Professor Skelton said. “Land users know their own businesses so they won’t be told what to do with their land. Whatever they do, however, they will need to meet the rules.” Federated Farmers meat and fibre chairperson Jeanette Maxwell, who farms at Mt Hutt, has a different opinion. She said ECan policy makers had failed to consider the implications of the plan, and fears it could lead to a moratorium on farming. Mrs Maxwell and her husband Alister operate a foothills sheep and beef farm, where there is sufficient rainfall to

offset the need for irrigation. But if they changed land use, by switching entirely to beef for example, they would have to apply for consents. However the farm is in a water red zone, the over-allocated Chertsey scheme, which would pose problems gaining consent. “The (hearing) commissioner will say this is only a fallback until we get to the zone committees – but some zone committees will ratchet down harder (on nutrient limits) and some will push back, there’s no telling which way it could go,” she said. Mrs Maxwell would like to see improved cooperation and engagement in the future direction of the plan, saying submissions made by the group chaired by Mr Allen were vir-

tually ignored. “The plan is the same as it was two years ago – no wonder ECan refused to sign a MOU (memorandum of understanding) with Feds,” she said. Despite the apparent focus being on rural activities, the plan also deals with water quality issues in urban areas and a variety of land-use activities, ranging from on-site wastewater to storing hazardous substances. Stormwater and sewage overflows are also touched on. Having accepted the commissioners’ recommendations, council’s decisions will be notified on January 18. The plan will then become operative later in the year, subject to any appeals on points of law.

Police release photo of suspect Investigators have released a photo of a man being sought over the attempted abduction of a 13-year-old girl who was dragged off her bicycle into bush near Timaru. Police have named Washdyke man Blaine Ross Hughes, 20, as a person of interest and say he is is believed to have information Blaine Ross Hughes that may help with their inquiries. The alleged abduction attempt on Tuesday in Washdyke, near Timaru, was stopped by a nearby resident who saw the attack and went to the girl’s aid. Detective Senior Sergeant Marion Neill said Hughes may be driving a green Isuzu Bighorn, registration YA9089, which was reported stolen yesterday from a Washdyke address. “This man may still be in the South Canterbury area, but he is also known to have associates in Christchurch and other parts of the South Island,” she said. “We are appealing for him to contact us, or for anyone who knows his whereabouts to pass that information on to police.” Police have described the alleged offender as a solidly built Caucasian, aged in his 20s, about 1.7m tall. He was clean-shaven with dark hair and dark complexion. The man was reported to be wearing a cap, a white hoodie with a grey triangular pattern and maroon jeans. Timaru police said they were continuing to appeal for information from anyone who was around Sir Basil Arthur Park between 7.45pm and 8.20pm on Tuesday, or who had information about the incident. The girl had been riding her bike on State Highway 8 near the park when she was allegedly approached by the man. A short time later he dragged her off her bike, across a fence and into an area of bush, Ms Neill said. A witness from a nearby property went to help her and the assailant ran away. A police dog team was unable to find him. - APNZ

Free for five hours An investigation will be conducted into how a “dangerous” criminal fled police custody in central Dunedin on Wednesday afternoon, sparking a five-hour manhunt. Tolu Maanaiama (27) escaped custody from the Dunedin Central Police Station about 3.30pm and was located by police at an associate’s residential address in the city about 8.30pm. He was arrested and charged with escaping police custody, kept in custody overnight was due to appear in the Dunedin District Court yesterday. -APNZ

Te Kanawa swansong Dame Kiri Te Kanawa will make what could be her swansong performance in Dunedin next year, as part of a re-branded Otago Festival of the Arts. Vandals hit trail Vandals have targeted the Beaumont section of the new Clutha Gold Trail, causing thousands of dollars of damage. Over the past three weeks, six signs, four bollards and a 1km marker post have been damaged on the cycle and walking trail, leaving the trust behind the project “absolutely disappointed”. Clutha Gold Charitable Trust chairman Rod Peirce said the damage amounted to more than $5000 and appeared to have involved a four-wheel drive vehicle. - APNZ

Mid Canterbury’s native birdlife is under threat from an unusual source. Beech trees are flowering prolifically, signalling the biggest seeding event in a decade, and the Department of Conservation fears it could lead to a plague of predators threatening

rare bird populations. Beech usually seeds every four to five years but climatic conditions over the past two summers — a cool summer followed by a warm one — appears to have triggered the onset of a bumper seed or beech mast year. There are significant beech stands in the Mid Canterbury foothills, and DOC is concerned large quantities of seed falling

onto forest floors next autumn will attract mice, rats and larger animals, such as stoats and wild cats that predate on rodents. “Our biggest concern is that when seed supplies run out next winter, large numbers of rodents and stoats will turn on vulnerable species like threatened forest birds, endangered bats and New Zealand’s unique giant land snails,” DOC spokes-

Wellington man hopes to find Katie from DC “Find me,” she said, before slipping away into the dawn of New Year’s Day. “Yeah, I’ll find you,” he said, before realising all he had to go on was her first name, Katie, and the fact she was from “DC” - presumably Washington. Reese McKee, 25, is hoping the magic of Christmas and the power of social media will reunite him with the mystery woman he met in Hong Kong last New Year’s Eve. The Wellington man said he was in Hong Kong when he ran into Katie after they both became lost earlier in the night. “I was just walking around and admiring the lights and found this girl just crying on the side of the road.

“I went and tried to help her out. She was lost. She’d lost all her friends. “I just cheered her up. I sort of have this undeniably bad sense of humour that no one can resist laughing at.” They went out drinking later and eventually reunited with her friends before parting ways at 6am, he said. Although he never got a contact number or email address, Katie’s final words, “find me”, stuck with him. After meeting Katie, Mr McKee said he spent weeks searching for her. “But it was pretty fruitless because I had nothing to go on. “I got the idea to use Facebook in June but the timing

Will Key go for survival at all costs? Coen Lammers EDITOR

N

ext year’s general elections will be a tight race as the National Government’s coalition partners continue to disintegrate. Prime Minister John Key is still on top of the opinion polls and Labour leader David Cunliffe has struggled to make a real dent into his popularity. Despite a number of new Labour policies failing to get traction, Mr Cunliffe may find himself in the box seat after the next elections without having to make much of an effort. The other current or potential coalition partners for John Key are doing such a successful job of alienating voters, that Labour and the Greens may just be the last ones standing and get the numbers to form a coalition. John Banks’ committal to trial on fraud charges is likely to be the end of the ACT party, which has only been making headlines for the wrong reasons. Colin Craig’s Conservatives could be a potential partner for Mr Key but many Kiwis will feel very uncomfortable with an extreme right-wing party with ultra-conservative and, at times, bizarre viewpoints becoming part of any Government. Still, with the Maori Party’s infighting threatening to make them irrelevant and Peter Dunne’s squeaky clean image fatally tarnished, Mr Key must be starting to become desperate. Cometh the hour, cometh Winston Peters. The leader of New Zealand First has been written off more often than a zombie in a horror movie, but keeps bouncing back and is again shaping up as the kingmaker in 2014. Mr Key refused to consider Mr Peters as a coalition partner in the past two elections, stating that it was a matter of political principle, stating that “we just do not find NZ First acceptable”. Mr Key gained a lot of credit for distancing himself from Mr Peters, but backed into a corner the Prime Minister is changing his tune and may end up taking a leaf out of Winston Peters’ book of broken promises and survival at all cost.

YOUR VIEW Second bridge Before the elections the mayor conceded that communications were a major issue. After the elections the mayor said that because the Citizens Association candidates polled so high compared to the others, council would need to take notice of their views. At his first opportunity he did the opposite. It seems as though the mayor is not only part of the communications problem, he’s not even listening to himself. To make matters worse he has declared he is more concerned about Transit NZ rather than the ratepayers. It seems as if Angus McKay is working for the wrong people. I do hope that our seven councillors who are working for the ratepayers will put in a vote of no confidence in Angus McKay, because that is what he deserves. If it looks like a fish and smells like a fish then it is definitely fishy. I would say that the whole thing was a jack-up by the mayor, the town clerk and the lawyer and their impartiality in all matters to do with our town needs investigating. I like living in NZ. One of the benefits of this is that we are a democratic nation where freedom of speech and the right to challenge is a given opportunity. Not so in many countries around the world. It was therefore unfortunate to read that councillor Urquhart has been challenged for precisely this opportunity. The BAG (Bridge Action Group) committee was a result and only exists primarily, because of the council’s inability to demonstrate an indepth decision on such an important infrastructure – that being a second bridge. It was spurred on by a newspaper article showing Mayor O’Malley shaking Brent Ennor’s hand congratulating him on the designation of land for a retirement village he planned to build. The following week the council had whipped that decision from under Mr Ennor’s feet to give the go ahead for a bridge instead. A presentation at the Tinwald Memorial Hall followed in which council presented their findings. After furtive efforts to cajole the audience into believing that handing them the biggest, fattest, hairy lemon was the right thing, democracy kicked in and concerned residents and ratepayers voted with their voices and their feet – the result – the BAG committee of which Mr

Urquhart was a member, along with many others. Obviously the end result is that Mr Urquhart is now councillor Urquhart voted in by a due and diligent process. If you Google “conflict of interest” it states that “a conflict of interest is a set of circumstances that creates a risk that professional judgment or actions regarding a primary interest will be unduly influenced by a secondary interest”. It is interesting to note from this that the land designation granted to Mr Ennor and then withdrawn by council at the time would have sat comfortably within that statement. It would explain why that particular case then went to court. It leaves councillor Urquhart’s time on the BAG committee as a “blip on the landscape” in comparison to council’s actions in the past. It is also interesting to note that councillor Urquhart was not the only councillor sitting around the table that had been a member of the BAG committee. In this respect I congratulate you Mr Dalziel for drawing the autocratic wild card and following in your predecessor’s footsteps. I also congratulate Mayor McKay for his empty promises. Welcome to politics councillor Urquhart – after all it is the shabby side of democracy! Sue

he silly season has well and truly kicked in and it’s been a very busy couple of weeks. We had our “warm up” Christmas work do on Sunday. A lovely dinner at Braided Rivers, then it was off to the Strassman show at the Ashburton Trust Event Centre. I haven’t seen the ventriloquist perform before and I must admit I was a little worried about whether or not I would enjoy it. I needn’t have worried! What an incredibly talented man and FUNNY! It was great to see the Event Centre full to the brim as well. So that’s the warm up out of the way, now on to the main event. We are joining forces with the Ashburton Trust team and having a Master Chef Cooking Competition at Jen’s Kitchen on Saturday night. Should be heaps of fun and I’m sure I’ll have some good stories to tell on the radio on Monday morning. Talking Master Chef, I had the pleasure of hosting the CRT Ladies night a couple of weeks ago at the Hotel Ashburton. Although daunting (big crowd) it would have to be one of the easier MC-ing nights I’ve had. Jax Hamilton and Brett McGregor were stars and had the ladies captivated. I can assure you from first-hand experience, they are both very talented chefs as well. That’s another good segue

to my next wee story. The St Joseph’s School leaving dinner on Tuesday night. My eldest, Joshua is finishing up his final year at St Joe’s before he heads off to Ashburton College next year. Ah the “terd” form memories or should I say Argh!!!! What a fantastic night! First up was a Mass for the senior students with extended family, well delivered by Father Jeff. Then out to the Celtic Clubrooms (where else) for dinner with just the students and their parents. The kids presented a very touching speech, thanking their

teachers and going over some of the highlights of their senior year. They then presented a Power Point display of their time at St Joseph’s School. The teachers and principal spoke of their pride of the senior students and of course wished them well in the future. I’m not aware of any other schools that have a similar event, but would highly recommend it. I’m pretty sure we can’t overdo telling our kids how proud we are of them. Which leads me nicely to this (segue city today); Carol in my office popped her head into the studio at 8.50am on Monday

with a note to call my old tap dancing teacher Elsie Morriss, when I was off air after 9am. I must admit and apologise to Elsie, that I immediately thought, “Oh my god, it’s that time of the year, have we got a reunion coming up or is she putting together some sort of performance for Christmas”. Thank goodness, that wasn’t the case, Elsie wanted me to know that she reads this column every week (that’s three readers and seven listeners I’ve got now) and she especially enjoyed last week’s one about the true meaning of Christmas. She said: “I can’t believe the little fella I used to teach was now 45.” Elsie also gave me a small flea in the ear about bagging my tap dancing years, she said my brothers and I were a pleasure to teach and never complained once to her. Then she finished the chat with this: “Phillip the main reason for my call is I wanted to tell you how proud I am of you”. How cool is that? (Yes I maybe got a wee bit of something in my eyes briefly). Elsie, thank you so much! You made my week. The silly season, a perfect time to give someone special to you (especially your kids) a squeeze and tell them how proud you are of them. Till next week. UK braces for wild weather Large parts of Britain have been warned to brace themselves for terrible weather conditions, with gale-force winds and the most serious tidal surge for 30 years threatening to flood the east coast of England. Commuters could face major delays as winds of up to 144km/h batter Scotland and northern and eastern England, forecasters said. The Environment Agency (EA) warned that huge tidal surges could top flood defences bring “significant coastal flooding”. In some places, sea levels could be as high as those during the the devastating floods of 1953, the EA said, although flood defences since then, including the Thames, Deptford and Hull barriers, should provide better protection than 60 years ago. Disruption is expected on a number of rail routes in northern England and Scotland. Areas most at risk of flooding include the North Sea coast from Northumberland down to the Thames Estuary and Kent. The UN Security Council will vote on a measure authorising thousands of African and French troops to end anarchy in the Central African Republic, where massacres have led to warnings of genocide-style strife. Bushfires in WA Firefighters are battling to create containment lines around an out-of-control bushfire with flames up to eight metres high in Western Australia’s Mid West region. The Department of Fire and Emergency Services said 70 volunteer firefighters were at the scene protecting assets, including homesteads. The blaze, started by lightning, was reported north of Dongara just after 8am (WST). The fire jumped the Brand Highway and was initially moving fast in a southwesterly direction. About 600 hectares have been burnt. - AAP

Bikies banned from bars Publicans in Brisbane’s nightclub district have turned their backs on outlaw bikies. The Valley Liquor Accord, which represents 50 bars and clubs, doesn’t want to risk a fine or put off other customers. Since late October, licensed bars and restaurants in Queensland can be fined $11,000 if they knowingly allow a member of the state’s 26 outlaw gangs on their premises wearing club patches and logos. If bikies refuse to leave when asked, they face a $41,250 fine. If they’re caught a second time they’ll be slapped with a $47,750 fine or six months’ imprisonment. - AAP

Court using Twitter The British government will issue guidance for Twitter and Facebook users about how they can avoid “inadvertently breaking the law” by revealing banned information from court cases. Legal advisories previously sent only to the mainstream media will be published on social media networks in recognition that newspapers and television no longer have a monopoly on news. There are strict rules in place in Britain on what can be reported or publicly discussed about a court case, with heavy fines levied on those deemed to have prejudiced a fair trial.AFP

Shares in the clothing retailer have lost two-thirds of their value this year as the company’s annual loss ballooned out to $13 million after it wrote down $4 million of inventory because it failed to get stock out to its stores as a result of it outsourcing its distribution centre as part of a move to Auckland from Christchurch to be closer to its major market.

The company wants to invest in its clothing, health and beauty products ranges but is struggling under a debt load of $21.1 million, it said yesterday. “The proposed sale of SchoolTex is a substantial step towards resolving the issue,” chief executive Richard Binns said in the statement. “The SchoolTex sale is forecast to cut PPGL’s debt load

On-line second hand machinery auctions attract overseas bidders New Zealand’s first auction company specialising in second hand agricultural machinery has delivered more than $800,000 in sales within 48 hours of opening. Ashburton-based Circle Auctions, offers both traditional and real-time online auctions of used farming and large machinery, and the inaugural auction saw online bidders registering from as far away as Pakistan, the United States, the United Kingdom and both ends of New Zealand. “The selection of an industryleading online auction management company was a critical ingredient,” general manager and auctioneer Chris Lindsay said. Any fears that Kiwi farmers would be nervous about bidding on the internet were quashed when the opening bid on the first lot was placed online. “To be honest I was a little surprised that the first bid we received happened via the internet,” Mr Lindsay said. Online bidding continued through-out the sale, with the top price paid for a single machine during the auction coming in at $115,000 (including buyer’s premium), purchased by a bidder from the North Island. Additional sales claimed several tractors and these are now heading south to Otago buyers.

Postie Plus will seek agreement from shareholders for the sale at its annual meeting on December 20, the Aucklandbased company said in a statement. It didn’t disclose the proposed buyer which it said is a well-known New Zealand company.

Preventing worker burnout BY DANICA KIRKA Volkswagen turns off some employees’ email 30 minutes after their shifts end. Goldman Sachs is urging junior staff to take weekends off. BMW is planning new rules that will keep workers from being contacted after hours. This surge in corporate beneficence isn’t an indication that employers are becoming kinder and gentler: It’s about the bottom line. After years in which the ease of instant communication via e-mail and smartphones allowed bosses to place greater and greater demands on whitecollar workers, some companies are beginning to set limits, recognising that successful employees must be able to escape from work. “Industry is now responding,” said Cary Cooper, a professor of organizational psychology and health at Lancaster University, who says the imperative to be constantly reachable by iPhone or tablet is taking a toll on the work delivered at the office. “Employees are turning up, but they’re not delivering anything.” After seeing colleagues lose their jobs during the Great Recession, workers are more inclined to come in to work, even when sick, surveys show. After hours, physical presence is replaced by the next best thing - a virtual one. Many employees fear switching off, instead deciding to work on vacation, during dinner and in bed with the help of smart phones, laptops and tablet computers. People also have more data than ever to process - whether they ask for it or not. Information overload cost American businesses just under $1 trillion in employee time lost

to needless emails and other distractions in 2010, according to Jonathan Spira, chief analyst of the New York research firm, Basex. The cost of replacing employees who leave in search of better work conditions is also a concern. A study from the Center for American Progress put the cost of turnover at just over a fifth of the employee’s salary for people making up to $75,000 a year. That goes up exponentially for top managers, with turnover costs as high as 213 percent of salary for very highly paid positions. After worrying about trimming staff numbers during the recession, employers are focusing on how to keep those who are left from burning out. One strategy, which Goldman Sachs has been trying, is to make people feel less at risk in their jobs. That’s not easy in most companies, much less so in investment banking, infamous for its competitive environment and gruelling work hours. To keep junior analysts from burning out in the attempt to prove their worth, the bank has decided to start hiring firstyear analysts as permanent employees, instead of taking them on as contract workers. It is also encouraging them to not work weekends. “The goal is for our analysts to want to be here for a career,” said David Solomon, global head of investment banking at Goldman Sachs. “This is a marathon, not a sprint.” Work conditions in banking came under scrutiny after an intern at Bank of America Merrill Lynch in London died from an epileptic seizure that may have been brought on by fatigue. Communications Minister Amy Adams said yesterday that she had been given an initial report from consultants Ernst & Young Australia into whether Chorus could deliver on its contracts. The preliminary conclusion was that copper price changes would have significant impact on Chorus’ financial position. Funding for Triplejump Auckland-based software firm Triplejump, which is planning to make its stock exchange debut next year, has secured close to $1m in research and development funding. It would be used to develop new functions for the company’s cloudbased online platform that automates the process through which institutions - such as banks and insurers - provide business protection advice and insurance to small and medium-sized companies. The US National Security Agency is collecting billions of records on the location of mobile phones around the world, The Washington Post has reported, citing documents from US intelligence leaker Edward Snowden. The information is added to a gigantic database that shows the locations of “at least hundreds of millions of cell phones” worldwide, a stunning revelation that suggests the eavesdropping agency has created a mass surveillance tool, according to the Post report. 400g beef mince 1 egg, lightly beaten ½ C fresh breadcrumbs 1 clove garlic, crushed 1T chopped fresh mint 1t finely grated lemon zest 1t dried oregano 1T oil 1 jar Select pasta sauce 1C risoni, cooked according to packet instructions Salad leaves to serve ½ C greek yoghurt ¼ cucumber, grated ■ Combine the mince, breadcrumbs, egg, garlic, mint, lemon zest and oregano. Roll the mixture into small, walnut-sized balls. ■ Heat the oil in a large frying pan. Cook the meatballs over a high heat until they are golden brown. Reduce the heat to low and cook for a further 4-5 minutes, or until the meatballs are

cooked through. ■ While the meatballs are cooking, place the pasta sauce into a small saucepan and warm over a low heat. ■ To make the Tzatziki dressing: Place grated cucumber in paper towel to squeeze out any excess

moisture, then add to bowl with yoghurt. Mix well. ■ Serve the meatballs with risoni, pasta sauce, salad and a dollop of tzatziki.

Coming off a shock loss to Coldstream, the Tech Sharks face their old foe Allenton in round four of the Pritchard Shield in Mid Canterbury senior cricket. The defending champion Sharks put the Bevan Stroud Memorial Challenge Trophy on the line, as well as the crucial win against a fellow shield contender. Both sides have suffered losses in the opening three rounds, and Allenton scraped home with a one-run win last week following their loss to Lauriston. Lauriston have back-to-back wins after their own opening round loss to Methven but they and Coldstream will be without some key contributors for their clash, with Coldstream’s Bo Houston and Lauriston’s Bevan Ravenscroft on Hawke Cup duty. After falling short if the win over Allenton Methven chase their second win when they host the Tech Stags.

Open grade tennis Dorie take a commanding lead into their bye week in Open A grade tennis sitting 14 points clear of second placed Hinds after four completed rounds. Hinds come off their bye to meet Hampstead, Allenton’s first scalp of the season last weekend. Allenton will be after back-to-back wins when they take on bottom of the table Tinwald. Top meets bottom in A reserve grade as the unbeaten Allenton go up against a winless Rakaia, who have lost their last two matches on count back. Premier show Ashburton is hosting the three-day South Island Premier Championship Show at the Ashburton Showgrounds starting today. It is the first time the event has been held in Ashburton, shifting from its usual base at the Christchurch Showgrounds. It is the biggest show for lead and ridden horses and ponies in the South Island with competitors travelling from all over the South Island to compete for the numerous showing titles on offer.

Jessie cleans up After a clean sweep at the Canterbury Junior Track Championships, Jessie Barlow-Todd is looking to carry some strong form into the Southland Championships this weekend. Competing in the 15-yearold girls’ grade Jessie won gold in all five events, the flying 200, sprint derby, points and scratch as well as her 500m time trail time being the fastest across all the women’s grades. She now has her sights set on a repeat effort in Invercargill starting tonight.

McIlroy a happy man Rory McIlroy insists he didn’t “need” a win, but admits reeling in Masters champion Adam Scott at the Australian Open felt pretty good. The two-time major winner started 2013 at the top of the golf world but endured a frustrating season before finally finding his way to the winner’s circle for the first time in more than 12 months. “Did I need the win? Karen Bishop was again the dominant player in Mid Canterbury Badminton this year, collecting five trophies. Bishop won the Masters Combined Cup, the ungraded Dou-

bles with Eung Donaldson, the mixed doubles with Kees Looij and despite beating them regularly her fellow players voted her in for the Sportsmanship Award. Bishop was unable to extend her A grade women’s singles streak, which stands at eight

years in a row and a total of 16 wins, but she still holds the trophy after they were unable to complete the competition. Antony White won the Men’s A grade singles with Looij and Daniel McCracken taking home the men’s doubles trophy while

the under 21 singles was won by Tim Mui. The most improved went to Joy Wilson. Badminton resumes in 2014 on January 30th with the first of the Thursday morning session before the Tuesday night sessions start on February 4.

■ GOLF

Strong finish for Aorangi golfers There was a delayed start to day three of the national men’s interprovincial golf championships yesterday, but it was a winning finish for the Aorangi representatives at the North Shore Golf Club. Aorangi notched their first win beating Hawkes Bay 4.50.5 yesterday. Their number one Cameron Grant was all square at the midway point, but then pulled

ahead on the front nine to win 2/1. Jordan Green was two up through nine and won 3/1 while Josh Smith (pictured left) maintained his three up advantage to win 3/2. Timaru’s George Wardell picked up the fourth point with a one up win, while Daniel Green came back from two down to finish his match all square.

Aorangi had proved no match for the defending champions Bay Of Plenty, beaten 4-1 in their only match on Wednesday, with Josh Smith providing the sole Aorangi victory beating William Howard 4/3, following losses to Taranaki and Wellington on day one. Today Aorangi will face up to the strong Waikato and Auckland sides.

Windies launch fightback By DaviD Leggat The West Indies were scrapping hard to stay alive in the first test against New Zealand yesterday. At stumps on the third day, having been asked to follow on 396 runs behind, the West Indies were 168 for two. They still trail by 228 runs with two days remaining. Darren Bravo will start this morning on 72, in sight of a fifth test hundred, while Marlon Samuels is on 17. Earlier veteran Shiv Chanderpaul was the one saving grace for the tourists as they were dismissed for 213. He hit 76, was barely troubled, until shouldering arms to be lbw to left armer Trent Boult. That was the end of the West Indian resistance as they lost their last five wickets in the middle session for 39 runs in the space of 51 balls. Chanderpaul reached 11,000 test runs during the innings, the seventh batsman to pass the milestone. Tim Southee and Boult did the bulk of the damage. Southee finished with four for 52 and Boult three for 40, while legspinner Ish Sodhi took two for 63. Following on, the West Indies lost Kieran Powell early but half centuries from Kirk Edwards and Bravo put the innings on a firmer footing. At one point Bravo took four boundaries in successive Southee deliveries. However Edwards went lbw to a smart piece of bowling from Sodhi for 59, having added 117 with Bravo. Samuels survived a tight lbw appeal from the same bowler, which used up New Zealand’s two review appeals until the 80th over is completed. The New Zealand bowlers also visibly tired, reigniting the debate over the wisdom of enforcing the follow on, as opposed to giving the bowlers a chance to put their feet up before the - NZH second innings.

A youthful Mid Canterbury side heads to Alexandra for their opening Hawke Cup two-day cricket match against Otago Country tomorrow. Australian batsmen miss first day opportunities By greg BuckLe The home side’s batsmen have failed to convert halfcenturies into big scores on a lifeless Adelaide Oval pitch in what could prove to be a costly start to the second Ashes Test. Mid Canterbury captain Jon Dampney was named the Heartland Player of the Year at the Steinlager Rugby Awards in Auckland last night. Dampney became the first Mid Canterbury player to receive the award, in the same season he became the first Mid Canterbury captain to lift the Meads Cup. He beat out team-mate Dwayne Burrows and South Canterbury captain Andrew Scarlett for the award, taking two trophies off Scarlett this season after Mid Canterbury won the Hanan Shield The 30-year-old loose forward has been a regular standout for Mid Canterbury, but under the tutelage of new

head coach Glenn Moore and taking over the captaincy he stepped up another level this season, and should be in line to be the 22nd player to play 100 games for Mid Canterbury. He led from the front and was a goto man in the lineout, and ultimately got to hoist the Meads Cup at the end of the season, after scoring a try in his side’s 26-20 win over North Otago. He was selected to the New Zealand Heartland XV, as was Burrows, and was named the Mid Canterbury Heartland Player of the Year after leading the team to the union’s first piece of national silverware since they won third division in 1998. Now he has made it two trophies in the same season.

Read, All Blacks, Hansen scoop awards BY PATRICK MCKENDRY The All Blacks, Kieran Read and Steve Hansen enjoyed a fitting conclusion to their perfect season when they were recognised at last night’s Steinlager Rugby Awards in Auckland. Read and Hansen took the player of the year and coach of the year awards, respectively, with the All Blacks winning team of the year all three won the same prizes at this week’s International Rugby Board’s awards. The recognition at Sky City in front of their peers puts a seal on the All Blacks’ 14 victories from 14 tests in 2013 - the first time a major rugby

nation has done so in the professional era. No8 Read was a standout player, particularly throughout the Rugby Championship and recent Northern Hemisphere tour. The latter produced three hardfought victories over France, England and Ireland. The judging panel included former All Blacks captains Andy Leslie and Graham Mourie, broadcaster Grant Nisbett and the NZRU’s Brent Anderson. Also in the running for team of the year were Super Rugby champions the Chiefs, who won back-to-back titles, the national sevens team who won the World Cup, and Canterbury who won the national provincial title

for the sixth year in a row. Canterbury halfback Andy Ellis won the ITM Cup player of the year.
