Controversial legal high retailer Garry Davies believes his local market stronghold will strengthen, predicting the Government will refuse further businesses from selling the products. The Rakaia R18 store owner, who has the legal high monopoly in Mid Canterbury, says he is at a loss as to what comes next as the Government stalls in its work to introduce new regulations for the industry, now expected to be in force by June. The current delay has shut out potential competition not approved to import, make or sell legal highs, as licences were only given to those who applied during the 28-day grace period after the law was passed in July. But Mr Davies - one of 170 licensed retailers - believed even when new regulations were released, no more legal high retailers would be allowed to set up shop throughout New Zealand. “But I don’t mind which way it goes, I’ll either be the only

Being the sole operator between Christchurch and Timaru, Mr Davies admits “it’s pretty reasonable”. “I’m not going to go into figures, but we are making a profit . . . and on a personal level I’m looking at investing in retail buildings in Ashburton.”
