Unemployment hits record low BY SUE NEWMAN

Ashburton’s unemployment statistics are breaking records for all the right reasons, but those low unemployment numbers are creating headaches for employers. For the three months to June 30, registered job seeker numbers in the district dropped to their lowest level in at least five years, 114, which equates to around 0.6 per cent. The previ-
ous June quarter low was 146, recorded in 2009. Rainer Irrigation assistant manager Lucas Cawte said his company had been seeking staff in recent weeks and finding the right people with the right skill mix had been difficult. “We’ve been struggling to find qualified sparkies and the more technical guys, but by comparison for the more unskilled roles we’ve probably had about half a dozen for each job,” he said.
Those applicants, however, weren’t people who were out of work; they were more likely to be people in work and looking for a change, Mr Cawte said. For Versatile franchise owner Kylie Carr, the search for construction staff has been tough compared to when she last went in search of staff in January. She’s been looking for hammer hands since May. Most of the responses were from out-oftowners, and while the selection
pool was small, Ms Carr said she had now filled her vacancies Of those registered as looking for work, around the district 30.7 per cent were aged 18 to 24 years. This is a significantly lower youth unemployment level than for any other June quarter. Most of those receiving an unemployment benefit, 78 per cent, had been doing so for less than one year. Across all benefit categories there were 1174 people on
income-tested benefits with the largest number, 395, on domestic purposes benefits. The majority, 42.5 per cent, had been receiving this benefit for between one and four years, 25.8 per cent had been beneficiaries for between four and 10 years and 7.3 per cent for more than 10 years. Included in the number of beneficiaries were 391 people on invalids benefits and 100 on a sickness benefit.

A Far North burglar who gained national notoriety as the ‘Buttcrack Bandit’ courtesy of an unflattering security image that went viral on the internet has been jailed for 18 months. Lane Lewis Junior Toto, of Kaimaumau, burgled the Houhora Liquor Store at Pukenui on Christmas Eve last year. Security camera images clearly depicted the cheeky burglar’s sizeable “builder’s crack” - which local police commented “any decent chippie would be proud of ”.

Killer’s downfall - cat fur
Fingerprints are not the only thing that killers can leave behind - add cat fur to that list. A British university said that its DNA database of British felines helped convict a man of manslaughter, illustrating how the genetic material of pets can be used by crime scene investigators. “This is the first time cat DNA has been used in a criminal trial in the UK,” said Jon Wetton from the University of Leicester.

Cash detector dogs, newly trained to sniff out illegal dosh, showed off their new skills at the Police Dog Training Centre in Upper Hutt yesterday. The five “currency” dogs completed two days of training where they learnt to pick up the new cash scent. They will work alongside customs and police officers. A recent trial involving two detector dogs from police and Customs resulted in the seizure of more than $350,000 in undeclared or concealed cash at Auckland International Airport, and while carrying out search warrants.
5 Surgeon stole heroin
Russian police say they have arrested a surgeon who stole some of the heroin he had been called on to extract from the stomach of a suspected drug mule. Police in the Siberian region of Krasnoyarsk say that after investigators discovered that some of the drugs were missing, they searched the surgeon and found a packet containing 5 grams of heroin hidden in his clothing. The surgeon, who was not identified, was under the influence of narcotics when he was apprehended, according to the police statement.
If Bolivia’s public records are correct, Carmelo Flores Laura is the oldest living person ever documented. They say he turned 123 a month ago. The native Aymara lives in a straw-roofed dirt-floor hut in an isolated hamlet near Lake Titicaca at 4000 metres, is illiterate, speaks no Spanish and has no teeth. He walks without a cane and doesn’t wear glasses. And though he speaks Aymara with a firm voice, one must talk into his ear to be heard.

Methven board’s days may be nigh By sue NewMaN The Methven Community board might have served its constituents well for over 20 years, but its days could soon over. With just a few hours remaining until nominations close in this year’s local body election, interest in board membership has been zero. While some sitting members have stated they won’t be seeking re-election, others have indicated they’re interested but their nominations have not come in. Along with another 115 community boards, the Methven board was created by the local government reforms of 1989. It is designed to carry out functions and exercise power delegated to it by the Ashburton District Council. It’s purpose is
to represent and act as an advocate for its community and to consider and report on any matter referred to it by the council. Boards must have at least four but no more than 12 members. At least four members must be elected while the remainder may be appointed. Other areas in the Ashburton District such as Hinds, Mt Somers, Mayfield and Rakaia do not have community boards. They have community or residents’ associations where committee and chair persons are elected at annual meetings. These associations do not have the same power as a community board but in the Ashburton District, their meetings are generally attended by district councillors who represent their ward.

One of the town’s oldest butcheries has shut up shop as the number of meat retailers in Ashburton has dropped from 11 to just two. The Tinwald Butchery on Archibald Street closed its doors to the public last week after trading for about 60 years, with last owner Brian McCormack looking to take on “new endeavours”. Trevor Emery ran the business for almost 30 years from 1973 before he decided to lease it out in 2001. But when Mr McCormack left last week he could not find a suitable replacement to steer the ship. “It’s quite a viable business to take over, but there doesn’t seem to be young people these days who are interested in running their own business and it’s hard to find qualified staff that can do it,” Mr Emery said. He said he would continue to do private contracting out the back of the premises, but the public retail section is “unfortunately” no longer open. The Tinwald Butchery is the latest to close its doors with at least seven other butcheries going out of business in the past decade. That leaves only two retail butcheries in Ashburton where it is believed there were once 11
With just a few hours until nominations for this year’s local body elections close, the number of people seeking election to the Ashburton District Council’s urban ward is growing. Sitting councillor Donna Favel, who ends her first term in office, has been nominated for the urban ward by Diane Rawlinson and James Lysaght. This brings the number of candidates seeking the seven urban council seats to 11. Sitting councillor and finance committee chair Neil Brown, has been nominated for the council’s eastern ward by Willy Leferink and Peter Webster. He joins fellow sitting councillors Stuart Wilson and Ken Cutforth as one of three candidates chasing the three vacancies for this ward. Two further nominations have been received for the Ashburton Trust from businessmen Terry McNab, nominated by Janet Holmes and Stuart Leadley and Jim Lischner nominated by Russell Anstiss and Ian Cullimore. He joins Bernard Davidson, Roger Paterson and Faye Watson who are vying for the six seats available around the trust board table.

He said butchery owners were forced to become “innovative” as they came into direct competition with supermarkets and takeaway outlets, while quality staff were sometimes hard to come by.
“A lot of people might have McDonald’s one night and fish and chips the next, so they are only really cooking three or four times a week and don’t need to buy so much meat. “Also with the likes of New World and bigger stores people buy meat there now, so it’s just those little one per cent hings that add up.” He has added a mobile abattoir
service to his business which helped generate more profit, and also supplied local supermarkets with his meats, while other butchers had taken on alternative approaches such as organic meats. Mr Hanson insisted high quality meats were still the “point of difference” for butcheries, but it was about shoppers realising that.
Ninety-three people will lose their jobs at Huntly East Underground Mine in more cutbacks announced yesterday by struggling State-owned coal miner Solid Energy. Miners will remain in limbo for the next four weeks as bosses consult over the 66 who will remain. Solid Energy told miners at a meeting yesterday the mine would remain open for maintenance over the next month, and miners would work reduced shifts. Production would be cut by two-thirds because the price of coal had dropped globally and Huntly East was too expensive to run, bosses said. Fourth generation miner and mechanical fitter Ross Vernon called for the resignation of State Owned Enterprises Minister Tony Ryall, who he said had overseen the mismanagement of Solid Energy which led to the losses. Miner Steven Lamb said he was “gutted” and would likely have to sell his house. Union officials said the job loss numbers were far higher than expected. National Advocate for Mining Ray Urquhart said there were no guarantees that there wouldn’t be further job losses. -APNZ

The sentencing of a serial paedophile will make schools look harder at their employment procedures, an Ashburton school leader says. Yesterday, former deputy principal of Pamapuria School, James Parker, was sentenced to preventive detention with a minimum non-parole period
of seven years. The sentencing relates to 74 sex charges relating to sleepovers with boys at his Awanui farm between 1999 and 2012. The high profile case shocked the nation, no more so than Netherby School Board of Trustees chairman Paul Skinner who said it would make schools question their procedures.
“We get a fairly good judge of character with certain questions we ask in interviews but then again this fella covered his tracks very well and got away with it for a long time. “Schools could look at their procedures and look at changes they could make to be more efficient and thorough . . . it’s like anything - when something extreme happens you look closer
at it.” The Ministry of Social Development this week announced controversial child abuse law changes, which include more rigorous vetting of workers who work with children. Mr Skinner said schools already did police and background checks and talked to key references before employing teachers.
Boy’s 2009 abuse claims ignored By MattHew tHeunissen James Parker “stoutly denied” any wrongdoing during a 2009 police interview when a boy complained he had been sexually abused by the former deputy school principal. The boy was left to face his pain alone, while Parker went on to commit countless more offences against vulnerable youngsters on his Northland farm. The boy who came forward in 2009 gave a heart-wrenching account of his ordeal in front of Justice Paul Heath at the High Court at Whangarei court yesterday. “I told some of my own family members about it but they didn’t believe me. They told me I was lying. I remember them saying ‘he wouldn’t do that’. This made me start to hate my family because they believed you over me,” he told Parker. The boy said he was bullied and teased at school, lost friends and even contemplated suicide because of what Parker did to him.

Farmer’s burn-off sparks brigade call-out By Myles HuMe

A controlled burn-off sparked Ashburton Volunteer firefighters into action yesterday, during what was a busy day for the service. About 2pm yesterday, two trucks and a water tanker headed to a State Highway 1 property near the Hakatere Marae, which was quickly determined as a controlled farm burn-off. “A member of the public called us when they drove by,” a spokesman said. The brigade was also called to a false alarm activation at Ashburton College about 8.30am yesterday after someone set off the alarm in the school gymnasium. Shortly after, about 10.30, they were then called to another false alarm at the Hotel Ashburton.
Sentencing date set A man who murdered his aunt and uncle at Pamapuria in the Far North on May 19 will be sentenced in the High Court at Whangarei on September 18. The date was set in the High Court yesterday, without an appearance by Edwin Harvey Maheno, who had earlier admitted two charges of murder. Ivan Maheno died at the home where he, his wife Carmen and nephew lived, while Mrs Maheno died late that night at Whangarei Hospital. Both had been shot twice. - APNZ
Edwards still sought Police searching for Phillip Edwards over the alleged abduction of a friend’s two-yearold son believe Edwards is in the company of 25-year-old Maryanne Nahi. Police have a warrant for Nahi’s arrest which was issued by the Hastings District Court on June 19 for failing to answer District Court bail. -APNZ
Driver surrenders The driver alleged to be involved in a hit and run in Flaxmere handed himself into police yesterday. Road Policing Sergeant Clint Adamson said the 27-year-old man presented himself at the station and admitted his role in the Tuesday accident on Kingsley Rd, which left 5-year-old Kayzah-Shae Wairama critically injured. Mr Adamson said the man would initially be charged with failing to stop and ascertain if there were injuries at a crash scene. -APNZ
Crash ‘inevitable’ A crash in which an overcrowded van holding a dozen unrestrained youths, some sitting on a couch, being driven by a tired driver who was texting, was “almost inevitable”, a coroner says. All 12 occupants were thrown from the van when it crashed into a bank and rolled in the early hours of July 17, 2010. One of the front seat passengers, Jesse Bleu Howe, a 17-year-old student, died from her injuries. -APNZ
Indecent exposure A man on a motorbike indecently exposed himself to two women cyclists in Nelson on Wednesday. Police are seeking information from the public in relation to the incident which happened about 5.45pm on the Brightwater cycleway between Pugh and Bryant roads. -APNZ
Body identified Police have named the man whose body was found in a car submerged in the Oparara River near Karamea on the West Coast. Cory Thomas Waines, 19, of Karamea, had been missing since Sunday. His vehicle was discovered submerged in the Oparara River about 9.30pm on Tuesday. His body has been recovered. -APNZ

Ashburton will be looking at a ‘solid’ rural property market moving into spring says local agent Paul Cunneen. While sales were surging in the North Island, the spring flush of properties coming to the market in the Ashburton District had yet to occur, but Mr Cunneen anticipated there would be strong demand from both sellers and buyers. “Because we’re so dairy related here now it’s been reasonably quiet for the past few months because most dairying deals are struck in spring through to March. The national
figures are strongly influenced by the North Island where calving starts earlier. That market’s also reflecting conditions post drought,” he said. Nationally the rural property market for the past three months was strong with the median price per hectare for all farms sold $20,667; a 15.1 per cent increase on the $17,955 recorded for three months ended July 2012. The median price per hectare rose 4.8 per cent compared to June. “Looking ahead locally, a lot of farmers are still making up their minds. The strong pay out will be a factor. That also can
bring properties to the market as a good payout also lifts values,” Mr Cunneen said. “I expect prices will lift but where they’ll go it’s hard to predict.” The median price for dairy farms nationally, was $34,882 per hectare (up $12,200 on July 2012), with the median production per hectare across all dairy farms sold, 861kgs of milk solids. The median price for finishing farms for the three months was $22,500 per hectare and for grazing farms, $15,367 per hectare. Few of these properties now came to the market in the Ash-
burton District, Mr Cunneen said. Ashburton’s lifestyle market was steady and while there was anecdotal evidence nationally of a lack of longevity of block ownership, Mr Cunneen said that locally the opposite was usually the case. “A lot of people buy these blocks and hang on to them for a long time. It’s not uncommon to see people sell up and buy bigger blocks,” he said. The national median price for lifestyle blocks rose by $13,500 (+2.8 per cent) from $475,000 for the three months to July 2012 to $488,500 for the three months to July 2013.

Speaking to Mount Hutt College’s Darren Ritchie you get the feeling he’s an assured teenager ahead of his years, but he admits even he’s nervous before embarking on his biggest business venture yet. Tomorrow Darren, 17, will travel to Hong Kong where he will join five other top Young Enterprise Scheme school pupils to represent New Zealand at the Fed Ex Junior International Trade Challenge. “We have been doing a little bit of practice on what we will have to do, but since we get the questions when we get there you can only prepare so much, which is a pretty nerve-racking,” he said. With fellow team member Samantha Scott – the head girl at Taradale High School in Napier – he will be tasked with creating a mock market entry strategy for an unknown product into a foreign country, competing against teams from eight other countries. “So for example, they would ask us to sell wool in New Zealand, a place where the product is already established, so you have got to be innovative, that’s the hardest part, figuring how to get it in there,” Darren said. Darren was put through his paces last weekend in Auckland during a dry run for the 48 hour Hong Kong competition where

Taggers caught on camera Camera footage of people who were suspected of tagging Christchurch’s CTV building memorial site has been released in an attempt to identify the offenders. Police believed the CTV site was tagged on the night of August 3, along with several other locations in the central city. Senior Sergeant Phil Dean said police were contacted yesterday by the owners of C1 Espresso cafe, who believed they had identified possible taggers in their own security camera footage. “The footage was extremely useful,” he said. “Once we had that information we were able to pinpoint the likely date, time and location of the tagging activity. “That gave us a starting point to review footage from our own crime cameras in the central city.” As a result of the footage, police had identified a group of individuals they wanted to speak to, Mr Dean said. A group of three males was seen on security cameras walking around the central city between about 11pm and 11.30pm. A number of locations in the vicinity appeared to have been tagged around that time, Mr Dean said. The tag locations matched the movements of this group, and in one image a man appeared to be writing on a set of traffic barriers. In addition to a sign at the CTV site, other locations tagged include C1 Espresso, a construction site fence on Armagh St, a power box on Manchester St, traffic barriers at the intersection of Cashel St and High St, and a number of signs around Lichfield St and Manchester St. “The fact that such a number of sites were tagged around the same time suggests that these were opportunistic incidents, and that the CTV and other memorial sites may not necessarily have been deliberately targeted. “All the same, the vandalism of these sites is extremely distressing for the families of those who died and for the wider community.” One hundred and fifteen people died when the CTV building collapsed in the February 22, 2011 quake - the single biggest lost of life. Mid Canterbury GPs have noticed a drastic reduction in flu cases this year as more people have been vaccinated. Just 25 people in Canterbury were admitted to hospital for influenza-like illness up to July 31 this year, compared to 392 for the same period last year. A record 207,860 influenza vaccinations have been distributed in the Canterbury District Health Board area, equating to about 42 per cent of the population, during the subsidised vaccine campaign period to July 31, making Canterbury the most heavily vaccinated population of all 20 district health boards nationwide. GP spokesperson Rachael Norman at the Sealy Street Medical Centre
said patients were reaping the benefits of mostly having remained flu-free this winter. “I have yet to see my first influenza case this winter, which is fantastic given winter is almost over,” Dr Norman said. The high number of patients choosing to be vaccinated helped protect the community at large, by limiting virus spread. “This is a promising trend and one which I hope continues,” she said. Actress Helen Moulder has been performed Playing Miss Havisham in big cities and theatres around the world, but a performance tonight at the Ashburton Trust Event Centre is one that she has been particularly looking forward to. With the main character of the play, Claudia, living ‘an hour and five’ out of Christchurch, she said she always imagined it set in Ashburton. Playing Miss Havisham is a solo show, and tells the story of a Kiwi woman who wants the role of Miss Havisham in a movie being made in New Zealand, while her husband, a retired farm accountant, has plans to drive through Africa. Ms Moulder plays each of the small town Kiwi characters, and said that the story is about what happens when desires clash. “It’s about our expectations in life, and transports you from Canterbury, through the wilds of Africa, to the lights of Wellington.” Although she has seen plenty of those bright lights, performing Playing Miss Havisham at over 300 venues around the world, Canterbury is still close to her heart.

Local artist Heather Sarin is ready to hit the global stage, as one of just 120 artists across the world invited to exhibit at the Biennale of Chianciano art festival in Italy next month. The only New Zealand artist to exhibit at the festival, she has less than two weeks before she will depart for Italy, and the smile is impossible to wipe from her face. The festival is one of the most important dates in the international art world, and thousands of artists apply to exhibit each year. Heather Sarin was especially asked to apply by the festival curators in London, who had seen pictures of her exhibitions in Ashburton. But being accepted in late May still came as a complete shock. “I got an email saying congratulations, and I was about to delete it thinking it was one of those scam things! I can’t even imagine what this will be like, I’ve never been to anything like it.” The invitation to exhibit at the festival is already opening doors for the artist, who has since been offered exhibitions in both London and Miami next year. A doctor accused of videoing himself having sex with a former patient was asked to take his clothes off before a tribunal yesterday to prove he was not the man in the video. The doctor, who has interim name suppression, was cross-examined yesterday before the Health Practitioners Disciplinary Tribunal. He is accused of having a sexual relationship with a young woman patient, and paying her more than $40,000. He says he was not the man pictured. The tribunal carried out a private physical exam of the doctor to determine whether he appeared to be the man in the video. The hearing continues. - APNZ

Home builders in the Ashburton District are getting a good deal when it comes to paying development levies. While their counterparts around New Zealand pay an average of $14,000 per section, in Ashburton the highest fee the Ashburton District Council charges is $5518 for sections in Ashburton. The development levy covers the cost of infrastructure work the district council has undertaken, such as storm water, water supply and waste water

facilities, council chief executive Brian Lester said. “When we do the Ashburton waste water upgrade for example, we build in spare capacity. “When someone builds and hooks into this they’re charged the levy for hooking into the service, it’s their contribution to the cost of that work.” The development levy also ensured that new home builders contributed to facilities such as the EA Networks Centre and the new art gallery, he said. “If they’re looking to prevent this happening then it’s very short-sighted; the devil will be
in the detail.” There would always be occasions when costs were higher such as when a developer wanted the town water supply extended to their property, Mr Lester said. This cost, however, was not strictly a development levy. Yesterday the Government decided it would change the Local Government Act to rein in council development contributions in an effort to improve housing affordability. Housing Minister Nick Smith said development contributions had trebled nationally over the past decade.
“This huge increase can be attributed to the local government law change in 2002 that gave councils carte blanche to charge whatever they liked and removed any check or appeal on these charges. “These charges now average $14,000 per section but can be as high as $64,000 per section,” he said. The Government plans to narrow the charges councils can put on new sections although councils will still be able to charge for infrastructure and resources directly associated with a new subdivision.

The rebranding cost $6000 and was designed by Christchurch firm A and G Nelson, after consultation with an advisory panel made up of Mayor Tony Kokshoorn, the council’s corporate planning and community manager Quecha Horning and representatives of the Mawhera Incorporation, Ngati Waewae, Tourism West Coast, Greymouth Business and Promotions Association, and Reefton film-maker Alun Bollinger. The council expected resistance to the change from some quarters but could not have expected the resulting outcry on Facebook, with the vast majority of submitters to the Greymouth Star page slating the design as amateurish. A Dunedin jury has given its verdict on 13 indecency charges without the accused man being present because he was in hospital. Wayne William Smith, 54, storeman, became unwell yesterday afternoon while the jury was considering his case and an ambulance was called
to the court building. Smith had been on trial in the Dunedin District Court on 10 charges of sexual conduct with a young person and three of sexual violation by unlawful sexual connection. The jury retired to deliberate about 12.30pm after Judge John Macdonald had summed
up the case and Crown counsel Craig Power and defence counsel John Westgate had put their closing arguments. Smith became unwell while in custody in a court holding cell awaiting the verdict. An ambulance was called and took him to hospital for medical checks. He was in hospital
when the jury reached its verdict shortly before 4pm. The jury found Smith guilty on nine of the 13 charges - all three of the sexual violations and six of the sexual conduct allegations. Smith is expected to be in court today to be formally remanded for sentence. - APNZ

Two local volunteers have been recognised this month for their countless long nights on the Ashburton Town Watch, with awards for Outstanding Service. Jill Newton has worked for the town watch in Ashburton for over 20 years, in a role that she describes as serving as the ‘eyes and ears of the police’. She has seen plenty of sights over her years of late night patrolling, with the range of people out on the streets changing as seasons came and went. President of the Town Watch, Russell Stockdale, received his award last week, and said that his time on the patrol was its own reward. “When you enjoy it and feel like you’re giving something back to the community, it makes it well worth it.” The two travelled to Christchurch to receive their awards last week from Senior Sergeant Grant Russell of the Ashburton police and Ann Smith from the Community Patrols of New Zealand.

Cancer father dies, son left to fight on By MorGan tait A father diagnosed with cancer as his 5-year-old son neared the end of his own cancer treatment lost his battle with the illness on Wednesday night. Chris Sutherland’s wife, Kelly, announced his death on their son Lachie’s TouchPauseEngage Facebook page, set up when the youngster was first diagnosed with stage 4 neuroblastoma cancer last year. “It is with much sadness that I write to let you all know that Chris passed away this evening,” she wrote. Two road workers scrambled up a fence to avoid a runaway trailer which had detached from a passing utility yesterday - but a third wasn’t so lucky. The Christchurch man, believed to be in his 40s or 50s was taken to hospital with serious injuries after being hit by the trailer on State Highway 73 near Christchurch Men’s Prison about 9.15am. Several Fulton Hogan workers carrying out road repairs scrambled when the trailer, loaded with steel house panels, became uncoupled from the passing utility and veered off the road. “Two of the guys climbed the fence to get away from [the out of control trailer],” a witness said. Police were investigating how the trailer became uncoupled, if its braking systems had worked and whether there were any issues with the weight of the load or the suitability of the ute for pulling the trailer. The Fulton Hogan workers and their vehicles had been well off the road when the incident happened, said Sergeant Clem Edmonds. Fulton Hogan released a statement yesterday afternoon saying the company’s key focus was on assisting the injured employee and his family. “Providing a safe workplace is a priority for Fulton Hogan and is a core value of the company,” it said. -APNZ

Lack of candidates concerning Coen Lammers EDITOR
T
he lead-up to the upcoming local elections has created as many talking points as the election campaign itself. With nominations closing at noon today, anyone interested to stand for mayor, council, community board, the trust or the Canterbury Health Board better get in quick. Looking at most of those bodies, if you put your name in the hat, you just about get a seat at the table without having a contest for the position. The lack of candidates 24 hours before the deadline must be a real concern for everyone in the district, even if we see a late flurry of candidates. Aside from the mayoral race, which could be the most fascinating contest in living memory, the other elected bodies are struggling to attract much interest. By lunchtime yesterday, only the voters in the Ashburton urban ward will have a choice, albeit a limited selection with nine candidates for seven positions. In the Eastern and Western wards, the council yesterday just received enough candidates to fill the current vacancies. The news is even worse for the Methven Community Board, where the electoral office was still waiting for the first nomination 24 hours from deadline. The election for the Ashburton Trust may also be unnecessary, with fewer candidates than the available six positions. This lack of interest in local government is a concern for everyone in the district and should be the top item on the agenda for the new council in their first meeting after the elections. Many have suggested that the current meeting times in the afternoons could be the problem. Critics feel that the times exclude those who are keen to get involved but are running a business or have a regular job that stops them from walking out on Thursday afternoons. It also raised the bigger question of whether 30,000 people in Mid Canterbury need 12 councillors. A smaller number of positions would create some genuine competition, which should result in more robust representation. And they could get paid better to reflect the workload. Finding good people is difficult, but finding good councillors is even harder.
YOUR VIEW Truck drivers I write in response to the articles in the Ashburton Guardian, 14 August, 2013, regarding the removal of the occupation of truck driving from Immigration New Zealand’s immediate skills shortage list (ISSL) in February 2014. The removal of truck driving from the ISSL will not preclude employers from recruiting and employing truck drivers from offshore. It will, however, require employers to demonstrate they have taken reasonable steps to find suitable New Zealanders. This means a labour market test undertaken in consultation with the Ministry of Social Development to ascertain whether there are suitable New Zealand citizens or residents available to be readily trained or are suitably skilled for the work on offer. Immigration NZ recommends that occupations be removed from the list in two main situations. Firstly, where visa
approvals are low, and other immigration mechanisms might be more appropriate to meet the shortages experienced by industry. Secondly, where an occupation has been on a list for a long time and industry has had considerable time to train or up-skill New Zealanders into these roles. Truck drivers have been on the ISSL for a number of years and it is considered that industry has had time to respond to the skill shortage through recruitment, retention and training of New Zealand workers and job seekers. The removal of truck driving from the ISSL is the result of extensive consultation with industry groups, other stakeholders and relevant government agencies alongside analysis of economic, labour market and immigration data. Cotton wool kids Over the past month I have been reading in your newspaper how our children are soft, overprotected and wrapped up in cotton wool. You ran a story about this as recently as Tuesday. However, it seems you have now changed your mind. Today I am reading that safety measures for our kids are minimal; that they are threatened and in danger. On the front page you have the call for underpasses in various places. Apparently our poor helpless little bumpkins are too precious to do anything as terrifying as cross the road on their way to school. And on page 4, those poor, tortured children that have to cross the railway line each day. The horror. It seems no amount of cotton wool, or teaching kids to look both ways, is good enough
for the principal of Tinwald School. He wants the trains moved out of Ashburton, which is the truly fascinating thing: the people of the generation that brags about the risks and dangers they were able to face as children are the same ones dispensing the bubble-wrap. They will tell you they were the most free but they are now raising the most sheltered and restrained children of any previous generation. If the stories published previously in this very paper are to be believed, we should let kids roam free, not waste money on underpasses or improving rail safety. They can learn from experience. In brief Stricken submarine Indian divers and engineers are struggling to refloat a stricken submarine in a Mumbai military shipyard after it exploded and sank with 18 crewmen on board. The fully-armed INS Sindhurakshak, returned by its original manufacturer Russia earlier this year after a major refit, went up in flames in a dock yesterday and sank to the bottom of the harbour. Bloody crackdown ‘deplorable’ US Secretary of State John Kerry has led the widespread global condemnation of Egypt’s bloody crackdown on supporters of ousted president Mohamed Morsi, branding the events in Cairo “deplorable”. The United States did not initially criticise the overthrow of Morsi, Egypt’s first democratically elected and Islamist leader, and has avoided using the term “coup,” which under US law would have halted some $US1.3 billion ($A1.44 billion) in annual military aid to Cairo. But Kerry’s comments, in which he called for elections, appeared to fully recant his previously expressed support for
Egypt’s military-backed government, on which he had recently backtracked. “Today’s events are deplorable and they run counter to Egyptian aspirations for peace, inclusion and genuine democracy,” Kerry told reporters. “The interim government and the military have a unique responsibility to prevent further violence and to offer constructive options for an inclusive peaceful process across the political spectrum. “This includes amending the constitution and holding parliamentary and presidential elections, which the interim government itself has called for,” he
said. Kerry said a political solution was the only option, but acknowledged: “It has been made much, much harder and much, much more complicated by the events of today.” The United Nations, the European Union, Britain, France, Iran, Qatar and Turkey strongly denounced the use of force by the military-backed interim government to clear two protest camps in Cairo. The action, which was followed by the declaration of a month-long state of emergency, has resulted in at least 278 deaths - including 43 policemen - according to Egyptian officials. Prince William has revealed he plans to visit Australia in 2014 with his wife Kate and the world’s most famous baby – Prince George. The royal tour will be reminiscent of the 1983 trip undertaken by Prince Charles and Princess Diana with a then nine-month-old William.Speaking at the Anglesey Show yesterday the Duke of Cambridge, 31, announced he wouldn’t be doing another tour of duty in Wales when his stint as an RAF search and rescue helicopter pilot ends in September. Instead the new family is expected to move permanently to Kensington Palace in London with William taking on more royal duties. Those duties will include, it now seems, an official visit to Australia in 2014. – AAP
It has taken him 33 years but an Australian professor believes he has found a way to outsmart cancer cells. The idea, says Professor Peter Gunning, is to target a weak spot with drugs that make them implode. So far the treatment has worked against the childhood cancer neuroblastoma and on melanoma. But that’s been in animal tests. Prof Gunning hopes to start
trials on desperately ill children with advanced neuroblastoma within two years. His concept dates back to the 1970s when scientists had high hopes they could develop a drug to attack the structure of the cancer cell. But treatments proved toxic to other parts of the body. The main problem is that cancer cells have the same basic structure as the heart and muscle, says Dr Justine Stehn, who works at the University of New South Wales oncology unit
headed by Prof Gunning and is lead author of a paper published in the journal Cancer Research. “This truly has been my life’s work,” says Prof Gunning, who started his project on April Fool’s Day in 1980 just as colleagues around the world were giving up. It took a lot of basic science and gruelling laboratory work but Prof Gunning and his team recognised there was a key part of the cancer cell structure that could be safely targeted. – AAP

Aside from Europe’s top two economies, there were signs of stabilization elsewhere, notably in Portugal, which expanded by a surprising 1.1 percent. Spain and Italy saw the pace of their economic contractions slow. The company, which sells bookings as it helps travellers share their experiences using social media, has nearly doubled its headcount from 17 at the end of last year to 30. Business is booming as customers come in from across Europe including some places hardest hit by Europe’s economic crisis. “We’re finally starting to see a bigger growth curve in Spain, and the strong growth in Italy has been a surprise,” Minube’s co-founder, Pedro Jareno said. “The improvements we are starting to see in the market are constant.” That brighter - or less gloomy - backdrop was confirmed in figures which showed that the longest-ever recession to afflict the eurozone came to an end in the second quarter of the year. Eurostat, the European Union’s statistics office, said the 17 EU countries that use the euro saw their collective economic output increase by 0.3 percent in the April to June period from the previous quarter. That’s the first quarterly growth since the eurozone slipped into recession in the last three months of 2011. The ensuing recession of six quarters was the longest since the euro currency was launched in 1999. The improvement made up for the previous quarter’s equivalent decline and was moderately better than the 0.2 percent anticipated in the markets.

Facebook could be spreading unhappiness through society as well as keeping people connected, research has shown. The number one social networking site is strongly associated with declines in well-being, psychologists claim. Scientists found the more time people spent on Facebook over a two-week period, the worse they subsequently felt. In contrast, talking to friends on the phone or meeting them in person led to greater levels of happiness. “On the surface, Facebook provides an invaluable resource for fulfilling the basic human need for social connection,” said study leader Dr Ethan Kross, from the University of Michigan in the US. “But rather than enhance well-being, we found that Facebook use predicts the opposite result - it undermines it.” The researchers recruited 82 young adults, all of whom had
smartphones and Facebook accounts. To assess their personal levels of well-being, participants were sent questions by text message at five random times each day for two weeks. The “experience sampling” technique is a recognised reliable way of measuring how people think, feel and behave in their day-to-day lives. Participants were asked how they felt “right now”, how worried or lonely they were, and to what extent they had been using Facebook or interacting with other people directly. Writing in the online journal Public Library of Science ONE, the researchers said higher levels of Facebook use correlated with greater loss of well-being. Volunteers were also asked to rate their level of life satisfaction at the start and end of the study. Over the two-week period, satisfaction ratings were found
to decline the more people used Facebook. “This is a result of critical importance, because it goes to the very heart of the influence that these social networks may have on people’s lives,” said University of Michigan neuroscientist and co-author Dr John Jonides. There was no evidence that people were more likely to log into Facebook when they felt
bad, said the researchers. In addition, loneliness and Facebook both had an independent impact on happiness. “It was not the case that Facebook use served as a proxy for feeling bad or lonely,” said Kross. Further research is planned to look at the psychological reasons for the negative effect of Facebook on well-being. - PA

Global information company Nielsen’s online retail report found 45 per cent of the 1.8 million Kiwi online shoppers now use a mobile device to browse for goods and services on the internet. Another 26 per cent have made an online purchase on their device. Of the shoppers, 288,000 used their smartphones and 239,000 used a tablet. The research revealed most smartphone shopping happened
during the day. Tablet usage spiked in the evening. Nearly two-thirds of all tablet owners and 19 per cent of smartphone owners have made a purchase online. And with 1.7 million Kiwi smartphone owners, there’s a lot of room to grow, says Nielsen’s associate director of research Tony Boyte. Mobile devices are convenient, immediate and paving the way for more Kiwi consumers to shop online from a variety of locations, he says. Trade Me’s Paul Ford says the rise of mobile use among Kiwis is unabated, with about 40 per
cent of site visits in June this year via smartphone or tablet a considerable jump from 13 per cent in February last year and just 2 per cent in April 2012. “We consider mobile the largest consumer behaviour shift we’ve experienced in the past 10 years. So, with technology growing by leaps and bounds, why does the username-and-password formula - a relic of computing’s Jurassic era - remain the norm? “The incredibly short answer is, it’s cheap,” says Per Thorsheim, a Norwegian online security expert and organiser of PasswordsCon, the world’s only conference dedicated to passwords. “If you want anything else - if you want some kind of two-factor authentication that involves using a software-based token, a hardware-based token or biometric authentication - you need something extra,” he says. “And that will cost you extra money.” The most popular passwords, infamously, are “password” and “123456,” according to Mark Burnett, whose 2005 book Perfect Password: Selection, Protection, Authentication was among the - AAP first on the topic.

Locals in the ring The Ashburton Boxing Club is hosting a tournament for the third straight year and hoping for their biggest showing of local boxers tomorrow night. Only two locals stepped into the ring in 2011 and only one, Christian Tikao, last year at the Celtic clubrooms. Tikao defended his Southland Championships title in Invercargill at the weekend and will be back in the ring but Ashburton boxing coach Colin Sheehan was hopeful all the local boxers will get into the ring with Connor Perriton, Sullivan Leonard, Declan O’Neill and Mellissa McGlynn all lined-up for bouts. The tournament gets underway at 7pm.

The 42-yearold Hamilton pro is currently in 22nd place on the Web.com Tour order of merit. Erakovic bows out New Zealand tennis No 1 Marina Erakovic has fallen in three sets to the 7th seed in the second round of the WTA Premier Tournament in Cincinnati yesterday. Erakovic, who won through qualifying and then beat top-20 player Carla Suarez Navarro in the first round, was defeated by tournament 7th seed and world No 9 Petra Kvitova 6-4 6-7(7) 6-3 in two hours 31 minutes. Two-time major-winning Rory McIlroy has revealed he will end his season contesting the Australian Open in Sydney. McIlroy confirmed his appearance after finishing in a share of eighth in the defence of his PGA Championship title at Oak Hill. The Australian Open will be staged at the Royal Sydney course from November 28 to December 1. “I’ve always enjoyed myself in Sydney so I am very much looking forward to returning to Royal Sydney.”- AFP
Aussies need to believe Australia have gone winless in their past eight outings and David Warner says the longer that streak continues the harder it will be for them to come out on top in the big moments. Warner admits that belief became an issue in Australia’s second innings collapse in the fourth Test at Chester-le-Street. Australia are fighting to remember how to win and Warner says that breakthrough victory will bring the confidence back. “I reckon that’s probably what it comes down to. Methven’s Amy Markillie is hoping to help her team defend their premier title this year. As a player-coach Markillie led Methven B to consecutive senior A finals, winning the title in 2011 over Hampstead A but couldn’t pull off the double going down to Collegiate A last year, before she sat on the bench for the As in their premier final win over Celtic. “Being a versatile player has allowed me to play both ends of the court, last year mainly
shooting and this year in the defence,” Markillie said. “We have versatility and depth in our team which gives us plenty of options on court.” Markillie has slotted into the defensive circle partnering Kate Cairns while captain Sally Williams has moved to the mid court, after Sarah Hewson departed earlier in the season, and Kylie Copland has returned to the side also giving coach Dianne McTigue options to experiment with various combinations throughout the season. Methven are on track for the
semi-finals, despite a slip up against Hampstead, but Markillie said momentum is key over the next few weeks getting their “timing and combinations” so they can go back-to-back. Their clash with College A in tomorrow’s fourth round comes a week before the big clash with title rivals Celtic. The injury-hit students upset United last week where their coach and Angela Mitchell played the second half at goal attack, giving Markillie the “interesting challenge” of potentially marking the former Silver
Fern. Methven will be wary as it is a crunch clash for College, needing to get the win to keep their semi-final hopes alive. The unbeaten Celtic are the only team guaranteed a semifinal berth and they are looking to make it 11 straight wins against United. Last year Celtic recorded 10 straight wins before dropping back-to-back games leading into the semi-finals. Hampstead A can lock in their semi-final spot with victory over the winless College B in the final game of round four.
Tactix announce player signings Canterbury Tactix captain Anna Thompson (right) has re-signed with the team for the 2014 season as the franchise announced a host of signings yesterday. Thompson, a versatile shooter and mid-courter, has played 75 matches for the Tactix and earned 11 test caps for the Silver Ferns after making her international debut in 2009. Also signing on for another ANZ Championship season
with the Tactix is former Silver Fern Julianna Naoupu. The 23-year-old shooter moved to Christchurch last season after playing for the Southern Steel and Waikato Bay of Plenty Magic. Naoupu and Thompson will link with current New Zealand under-21 players Sophia Fenwick and Zoe Walker. Walker made her debut for the Tactix in 2013, and was recently named the Tactix’s rook-
ie of the year. She was rewarded with selection into the national accelerant squad after an outstanding debut season. England international Jade Clarke returns to the franchise for the second consecutive year. The Tactix had tried to lure Magic defender Leana de Bruin down south but she spurned their advances, while goal shoot Jo Harten will join the Magic for next season. - APNZ

Vessey will start at tighthead prop as Northland look to hold aloft the Ranfurly Shield for the first time since 1979. Fellow Mid Canterbury products will be in action earlier in the day with Blues prop Tim Perry and flanker Gary Redmond likely to run out for the Tasman Makos against the Southland Stags in Invercargill. Bench crucial - Hansen All Blacks coach Steve Hansen has a spare front-row on his bench and he intends to use it this weekend as the new scrum laws kick in. New Zealand open their Rugby Championship campaign against Australia in Sydney tomorrow night and the new calls at scrum-time have been a hot topic of discussion in the lead-up to the test. The Ashburton College 1st XV has already achieved everything it set out to at the start of the season. College host St Thomas in the plate final of the Crusaders secondary schools competition with a fifth place finish the first of their new goals. It has already been a big season and after last week’s win over Roncalli it has the potential to be much bigger. Making the top eight was an unprecedented achievement and a goal at the start of the season, with goal number two
being the top-co-ed team in the Crusaders region. The win over Roncalli ticked off the second goal and earned them a playoff with the Highlanders co-ed champion Dunstan at the end of the month for a chance to go to the national co-ed top four playoffs. But coach Shane Enright has made sure that is in the back of his players’ minds, and at the front is performing in the plate final. “That’s the biggest issue. “We have a big game on the 31st, but we have to take that right out of our mind and head in prepared this week-
end’s game,” Enright said. The plate final is the focus but Enright has taken the opportunity to “expand their options” by making some changes. “We have made a few changes to help our options and give everyone a run and get everyone game time but we are still sending out a team we believe can win the game. “We’d like something in the cabinet so we are definitely going out to win.” College recorded a comfortable 25-8 win over St Thomas to start the second round, and if they can repeat the effort tomorrow will record a fifth place
finish, and then they can focus on a shot at South Island supremacy. In what is hopefully a good omen for next year, last year’s plate winners Marlborough Boys are hosting the competition final against Nelson Boys in Blenheim, after they knocked over defending champions Christchurch Boys’ and the previously undefeated St Bedes respectively in last week’s semi-finals. Win and win big is the message for the Mid Canterbury seniors in division one Mainland Football tomorrow. Mid Canterbury needs to register a big win over Selwyn United and hope the unbeaten Universities finally falter or are held to a draw by Hornby United to book a place in the division one cup final. Selwyn were the wooden spooners which Mid Canterbury beat 5-2 and drew 2-2 earlier this season but they will need to find their finishing touch if they are to cancel out Universities’ fourgaol advantage in goal difference. “I think we probably have to win by about eight goals to have any chance,” Mid Canterbury coach Peter Roberts said.

“That’s assuming Universities beat Hornby and I’m sure they will do but we just have to go out and try and score a lot of goals. Realistically Universities should be four or five too good for Hornby so 8-0 might not be good enough.” Down in division four cup play Mid Canterbury Eastern has a cross-pool friendly with Universities U21. After making it 16 games without a loss last week, Methven International head to Warren Park to face FC Twenty11 in the division five cup final. The Mid Canterbury Masters are away to Western, still holding top spot from FC Twenty11 on goal difference, while the Mid Canterbury Youth XI also head to Warren Park to meet Christchurch Boys’ High School 1st XI in 18th grade division one action.

Which teams will play for the division one cup will be decided tomorrow, but the league winner is still getting settled in the judiciary room. Another week of sanction and appeal had Mid Canterbury’s Peter Roberts describe division one as a “Mickey Mouse competition” due to the ridiculous nature of rulings and repeated appeals. Universities have been provisionally re-promoted to the top of the league competition. The students were initially deducted 13 points for fielding an ineligible player in five games but have had a reprieve, proving on one of the occasions there was no breach.

The Ashburton College girls’ 1st XV all-but booked a place in the Aoraki Secondary School Girls’ Rugby Championship with a convincing 45-26 win over Waitaki Girls’ on Wednesday night. Waitaki were the only team to beat College in the first round, and after a strong first half effort they proved no match as College
made it two-from-two in the top four round. College made the strongest of starts with Alice Mareko scoring a try set up by a superb offload from Nicole Purdom, but Waitaki retaliated quickly with a converted try through their forwards to take the lead. Purdom then scored College’s second try of the match, but the visitors matched that effort to
take a 14-12 lead at halftime. College went out after the break and produced an inspired spell of running rugby to blow the game open. Tries to Tessa Puleaga, Nicole Purdom and two from speedster Emma Waite along with three conversions from Naomi Cone put College out to a commanding lead at 38-14. With the game out of reach,
Waitaki still conjured up a fightback and scored two tries in quick succession. College had the final say with a try to Georgia Lysaght and Cone converted to seal the 45-26 win. College now head to Oamaru to meet St Kevin’s next week in the last leg of the top four round robin, and are in the box seat for the final as the only team to have won two from two.
