In just seven years the Ashburton District’s population has increased by 13.4 per cent, with 1425 new homes built to meet growing housing demand. Combined with an economy that is one of the fastest growing in New Zealand and the district is looking at a very strong future, Ashburton District Council chief executive Andrew Dalziel said.
Statistics NZ released population statistics from this year’s census and they show Ashburton as one of New Zealand’s leaders in terms of growth. In 2006 the district had a population of 27,372 and had grown at a rate of 524 people a year to hit 30,041 in this year’s census. Our district is now New Zealand’s fifth fastest growing in terms of population, and while the council
had estimated its population would sit very close to this figure, it was good to have it confirmed, Mr Dalziel said. “This is all very positive for us, particularly when you see that 20 districts are not growing. It will be good for us in terms of engaging with the Government and applying pressure for it to understand we have more people than ever and for
it to pay its fair share. Hard data is everything.” Ashburton had dealt with a 13.4 per cent population increase with little pain in terms of its infrastructure and it was still well placed to absorb additional people over the com-

ing years, he said. “We’re well positioned for that growth with our building team now up to spec with 14 and two contractors. We’re well prepared and we have plenty of subdivisions available.” While Ashburton did not match the rampant growth in neighbouring Selwyn (up 32.6 per cent) Mr Dalziel said the two districts had different growth styles. “We’re growing more from our own expansion, our own businesses, rather than like Selwyn which is growing out of Christchurch,” Mr Dalziel said.

Gales blow EA’s repair bill BY SUSAN SANDYS

Monday’s gale force winds has seen EA Networks power repair costs soar, and raised the spectre of climate change impacting on power prices. The strong winds throughout Mid Canterbury on Monday cut power to over 250 homes, and as of yesterday afternoon there were about 40 consumers still without power. EA Networks manager Brendon Quinn said linesmen were working until about 11pm on Monday night restoring power, and would most likely be undertaking similar hours last night. The majority of customers would have power restored by last night, with the remainder being restored this morning. The cost of repairs, which was “a bit under $100,000”, was

on top of last month’s $350,000 repair bill from the September 10 windstorm. “It can be pretty expensive,” Mr Quinn said. EA Networks was absorbing the cost, however, it was inevitable any continuation of such events would be reflected in increased power prices. “Not at this stage (will there be power price increases as a result), but it depends how bad they (extreme weather events) get in the future,” Mr Quinn said. And with climate change, it was predicted that such extreme wind events would increase. Meanwhile, Mt Hutt Ski Area received damage from the winds, which ripped off corrugated iron from the roof of the Summit Six top terminal. Ski area manager James Mc-

The woman alleged to have had an affair with Auckland mayor Len Brown is Bevan Chuang. She stood in the recent elections in the Albert-Eden Local Board - Maungawhau Subdivision elections and is currently the chair of the Asian Women and family Trust and member of the Ethnic Peoples Advisory Panel. Mr Brown confirmed the extra-marital relationship yesterday after a story by freelance journalist Stephen Cook on the Whaleoil blogsite reported that the newly elected mayor had a two-year affair with a woman 25 years his junior. In a statement released yesterday, Mr Brown replied to the “highly personalised allegations” made on the blog site yesterday. He said he had a relationship with a woman that lasted about two years. “I told my wife previously, and she and I are working through the issues privately. We are looking to protect our children as best we can. “These are matters of an entirely personal nature and I ask that the media respect my family’s privacy.” Mr Brown said the woman was not a council employee but served on a council advisory board. The Ashburton District now has the fifth fastest growing population for any local authority area in New Zealand. Figures from the 2013 Census released yesterday by Statistics NZ, show our population has grown by 13.4 per cent since the last census in 2006 to hit 31,041, up from 27,372 in 2006. In 2001 our population was 24,443. The census breaks down the district into a number of area units which in rural areas include villages. The fastest growing part of the district is the Hinds area at 20 per cent growth.
This now has a population of 2646. Second fastest growing area is the western side of the district which includes the villages of Methven, Mt Somers and Mayfield and their rural hinterland. The number of people calling this area home now numbers 4356, up 17 per cent on 2006. The average growth across Ashburton town has been 11.2 per cent, (west 9 per cent and east 13 per cent) with Tinwald and the Plains Railway area growing almost 20 per cent. Statistics NZ’s earlier population predictions suggested, that at a medium rate of growth, the Ashburton District would reach its current population in 2021;

people, with a drop of 2 per cent, but strong population growth in eight out of 10 of Canterbury’s territorial authorities has ensured Canterbury remains the second largest region in New Zealand outside of Auckland. Canterbury’s census night population count was 539,433, up 3.4 per cent on 2006. Across Canterbury Kaikoura was the only territorial area to lose people, it is down 1.8 per cent. Westland, the Chatham Islands and Gore have also had a population decrease since 2006. They are among 20 territorial authority areas with a falling population.

Strong economic growth has been a key factor in ensuring Ashburton’s population has leaped ahead in the past seven years, says Grow Mid Canterbury chief executive Rob Brawley. And he doesn’t see any reason why the growth that now sees the Ashburton District with the fifth fastest population growth in New Zealand, shouldn’t continue. “We’re still poised for strong growth. Our infrastructure is good, it’s not under stress so we can handle a reasonable level of growth. It wouldn’t change our lifestyle a bit if we got more people,” he said. On top of a 13.4 per cent growth in population, Ashburton continued to have year on year economic growth of 4.5 per cent over the past 10 years. “This why our population is growing, you can’t have population growth without economic growth.” Most of Ashburton’s growth was in the agricultural sector or linked to this sector and there was still plenty of opportunity for growth there; the biggest challenge would be managing environ-
mental issues, Mr Brawley said. “There’s still scope for more irrigated production. Farmers are working better and smarter and experiments in the district are being done into different farming techniques to further intensify but with lower environmental impact; and there’s every indication that there is further potential for growth.” In addition there was also potential for growth in the agricultural support sector and in further processing in areas such as vegetables, dairying and small seeds, he said. “There are so many opportunities for growth as we’re the irrigation industry’s testing ground.” While Selwyn was New Zealand’s fastest growing district, Mr Brawley said that district, particularly the town of Rolleston, was growing on the back of being a dormitory town for Christchurch and a relocation point for city businesses. Ashburton’s growth was new business, local business growth and agricultural sector growth, he said. “We’ve handled our growth well, without growing pains and we know we can continue to grow without compromising our lifestyle.”

Jobs could be on the line at Aoraki Polytechnic as it continues to wrestle with its financial woes. In a release distributed to media yesterday, Aoraki Polytechnic acting chief executive Alex Cabrera said a proposal had been distributed to staff looking into staffing positions, structure and its business model.
“Processes like this are always difficult but like every organisation we need to ensure day-today sustainability and continue to adapt and evolve,” Mr Cabrera said. He was not willing to speculate on the outcome of the review. The polytechnic, which has a campus in Ashburton, is forecasting 400 fewer equivalent full-time students than expect-
ed, along with a $2.3 million deficit for the end of the year. The proposed model has been put to staff for consultation to seek their feedback, before decisions will be made concerning the roles and structures. The revelation comes after the polytechnic posted an operating deficit of $1.6m in 2011 and last year broke even after a projected deficit of another $1.6m, but that was largely due
to reduced depreciation charges and the postponement of some planned capital expenditure. In 2011, the polytechnic cut about 11 jobs across its Christchurch, Ashburton, Timaru, Oamaru and Dunedin campuses and streamlined its courses. Aoraki Polytechnic said no decisions would be made until the consultation process was over next month.

The drowsy driver who caused a head-on smash that killed Timaru financier Allan Hubbard has been fined $2500 and disqualified from driving for 12 months. Andrew John Earl, a 42-year-old plasterer from Mosgiel, was earlier found guilty for the September 2, 2011 crash after his ute crossed the centre line and collided with a car being driven by Mr Hubbard’s elderly wife Jean. And it has become so bad the army’s Family Store manager has asked management to erect a sign informing people not to dump substandard items. A long-serving Timaru police officer has joined the Ashburton policing ranks where he will now embark on the next chapter in his career. Sergeant Bryan Ennis spent his first day on the job at the Ashburton Police Station yesterday, where he has now assumed his new role as sergeant after being promoted from his senior constable position in Timaru. Mr Ennis takes the spot of Sergeant Sean Buchanan who steps down into a constable role on the highway patrol. After spending his entire 16-year-career in the South Canterbury city, Mr Ennis said he was excited about the move that will see him take on a more supervisory role.
“First I’ll be looking to familiarise myself with the area and the station, then I plan to be getting my feet on the beat around the community,” he said. Mr Ennis will join Janine Bowden, Steve Burgerhout (highway patrol) and Jennifer Hooke (detective) as the station’s sergeants, with Grant Russell in the senior sergeant role. Mid-south Canterbury area commander Inspector Dave Gaskin said a rigorous interviewing process determined the station’s newest sergeant, and it was Mr Ennis’ experience, enthusiasm and strong work ethic that quickly became prominent. “He will pick up a supervisory role and in Ashburton the role and responsibility is a lot greater than the bigger stations,” he said.

The annual Methven Hutt Fest this weekend has not only got local teens excited, it is drawing plenty of former students to the district. Kicking off at noon on Saturday, featured bands this year include New Religion, Undecided, Unnecessary and Full House, as well as a range of singers and individual performers. This will be the fourth year of the annual concert, which gives young singers and musicians the chance to get on stage and perform for the community, building confidence and experience that is already beginning to show fruit. Arrested twice A Hamilton man has been arrested twice in five days for allegedly selling synthetic cannabis, once near a school holiday programme venue, police say. The 35-year-old man was arrested on Friday, allegedly while in the process of selling synthetic cannabis to a woman and her adult son, Detective Senior Sergeant Nigel Keall said. The sickness beneficiary was allegedly found with 65 packets of synthetic cannabis and about $460 in cash. Five days earlier, he was arrested and allegedly found with the same number of packets and $3000 in $20 notes. He was charged with selling or supplying non approved psychoactive product and possession for sale/supply of a non-approved psychoactive product and appeared in court on Saturday. The Kiwi team is in the lead after the first leg of the ANZA Challenge yesterday, which will see 20 New Zealand and Australian sportspeople race from one end of the country to the other this week. The teams will hit Ashburton tomorrow on the third leg of the relay style race, which will see them run and cycle between Christchurch and Dunedin – a 361km trip. The teams will need to race at an average a speed of 30km/h
to make the trip in 12 hours, but while the cyclists from each team will power through Ashburton some of the members of each team will take a break to meet local schoolchildren, shake the hand of the mayor and do a bit of speed fundraising on the streets before heading back into action. With team members ranging from Olympians to a celebrity chef, the sporting abilities vary but the motivation is the same; to raise money for the Halberg Disability Sport Foundation. Ultra fast broadband roll out on schedule Come May next year, the frustration of slow internet speed will be just a bad memory in Ashburton. The team from Chorus is working its way across town, laying ultra fast broadband (UFB) cable that will see warp speed internet access available to every property. When the roll out is completed, Ashburton will be one of the first towns in New Zealand to have the option of 21st century connectivity available to every address. Local area manager Shaun Dancer said the roll out is on schedule and in some areas ahead of schedule. Once Chorus’ work is completed then homeowners will be able to have fibre optic cable installed from the street to their home. For street-side houses that connection will be free but if the cable needs to run for some distance, there may be a charge. With large parts of Ashburton already able to use UFB, the uptake has not been great, but currently there is just one

Mt Hutt skifield prepared for Olympic training BY SUSAN SANDYS Mother Nature has been on Mt Hutt’s side for a change as the skifield prepares for a winter Olympic athlete training camp. About 30 freestylers are to arrive today in time to make use of a superpipe the skifield has constructed. The superpipe has been shaped by a specialised grooming team, which has had the benefit of extra snow in the area after an avalanche last week. Mt Hutt Ski Area manager James McKenzie said yesterday avalanche control work after last week’s snowfall resulted in snow thundering into the superpipe area at the bottom of the Towers ski run. “It means that the superpipe now has a huge amount of snow,” Mr McKenzie said. The athletes, here for one month from Australia, America, Japan and Europe, will be soaring up to nine metres from the high walls of the huge
halfpipe as they practice for next year’s Winter Olympics in Russia. The training camp is an exclusive invite-only affair, featuring some of the world’s top
freestylers including Olympic gold medallist Torah Bright. The athletes themselves are paying for the skifield’s work to create the superpipe, and additional terrain park terrain
as required, but Mt Hutt is not making money out of it, Mr McKenzie said. With international media following the athletes, including ESPN, the ski area be-
lieved hosting the camp had plenty of promotional value. “Now the ski area is closed the mountain has just become one big terrain park,” Mr McKenzie said.

Population growth significant Coen Lammers EDITOR
T
he Ashburton District continues to grow at a rapid pace but yesterday’s census count was not as high as some had expected. These statistics may be only remotely interesting to many, but they have real significance for authorities and businesses. Much more will be revealed when the detailed data around age, ethnicity, gender and the like are released later in the year, but the current official population of 31,041 is still a vitally important figure. For starters it confirms that this district has the fifth fastest growing population in the country, which is only topped by Selwyn, Queenstown, Waimakariri, and a bit surprisingly, Carterton. The 13.4 per cent increase since the last census in 2006 means that local authorities now know what they need to gear up for. The population total determines how much funding the district receives from central Government for its services and even how much our local councillors are being paid. The new council members must be rubbing their hands, because that pay increase is long overdue as the current rates are still based on the previous population of 27,372. For the council, however, the new benchmark figure will not have been a total surprise and may even have come in at the low end of their estimates. Last year the population was estimated to be 30,600 and 30,100 in 2011. That assessment has proven to be close to the mark. Interestingly the growth appears to be shared around the district, with major growth of up to 20 per cent in Hinds, Tinwald and Methven areas, while Ashburton West and Fairton only expanded by a single digit. The growth in population has stimulated our local economy, by strengthening the local work force, its earning potential and the spending at local businesses. On the flipside this steady increase will continue to put pressure on local services, especially the water management and the housing market, both for rental and purchase.

Councils must invest for the future Andrew Dalziel

O
ne of the functions the Ashburton District Council carries out for the New Zealand Government is conducting regular citizenship ceremonies. Right now increasing numbers of people who qualify to become New Zealanders are choosing to live in Ashburton; People who agree with our vision of ‘Ashburton as a district of choice for lifestyle and opportunity’. Earlier in the year BERL ranked Ashburton as the second best performing district in the country in terms of economic activity. Our district is also one of the fastest growing in New Zealand. Statistics New Zealand was scheduled to release the latest resident population figures yesterday. All things being equal, we should have confirmation that more people than ever are living in the district. To cater for growth, councils have to plan for investment in infrastructure over long periods of time. New Zealand local authorities are assetintensive businesses. Collectively the country’s 78 councils own $96 billion of fixed assets and infrastructure. The majority of council assets are high-cost long-life infrastructure assets. Things like water and waste water schemes, roads, pavements and recreational facilities. These are big ticket items that communities need or want to function effectively, and that help build integrated communities that are interesting and enjoyable places to live and raise a family. Taking on debt to fund these types of assets doesn’t sit comfortably with many of us

at first glance. However, when thought through it frequently makes good sense for councils to loan fund their infrastructural investments. Councils must plan for the future. We invest with a 30-year plus timeframe in mind when looking at infrastructure and community assets. We therefore need to build to meet the growth in population we expect over that period. This means the assets are not normally fully utilised from day one but have extra capacity to cater for future residents. It is not viewed as fair to burden today’s ratepayers with the bill for investing in assets that will last 30-plus years and that have extra capacity. Loan funding this investment is an efficient way of spreading the cost over the lifetime of the asset and to ensure future residents pay their share. Economists call this intergenerational equity. Councils must be fiscally
responsible. We need to ensure our capital expenditure, debt and interest cover are all at prudent levels. The key question for each council is “What is a responsible level of debt?” When we look at borrowing money to fund infrastructure we need to focus in on how much debt we will take on relative to the assets we have and our ability to repay the debt. The key metric or indicator of a borrower’s capacity to service debt is the debt serving cost ratio. This is the interest we pay on debt as a portion of the income we receive. The international benchmark for councils is close to 10 per cent. We wouldn’t want to go higher, and Ashburton District Council has formally set 10 per cent as the upper limit that is not to be exceeded in our financial strategy. Where does the Ashburton District Council sit with debt? The council’s gross debt at financial year end June 30, 2013,
was $37.6 million. The interest cost of servicing that debt was $2.3 million. The council’s total income was $54.7 million. The result is a debt serving cost ratio of 4.2 per cent, well within the 10 per cent upper limit. It is also important to keep in mind that debt figures can be misleading if not viewed in the wider context of the council’s overall financial position. If we factor in the Ashburton District Council’s current cash and investments our net debt figure reduces to $16 million. The up-and-coming cost of the $32 million EA Networks Centre in particular will push our figures higher in the short to medium term, but our debt profile will remain comfortably within limits set in our financial strategy and well within our ability to service. The council’s long-term plan forecasts gross external debt of $57 million in 2022, but a net debt of just $7 million. Our debt profile highlights two key features of our district. We are growing faster than almost any other district in the country and we are investing in good quality local infrastructure that will raise the levels of service we provide to our community. The two features are strongly linked. Population growth, with more ratepayers, makes it progressively easier for us to repay loans taken out for this investment. Having a district with sound infrastructure and community facilities makes us an attractive place to live – helping us retain existing residents and attract new residents. This is not just growth for growth’s sake – this is investing in the ability of our local business community to grow and prosper and attract the employees they need to ensure they are as successful as they can be. Toyota cutting jobs Toyota will axe up to 100 jobs and must slash the cost of building cars in Australia to ensure the future of its local manufacturing operations. The company will call for voluntary redundancies at its Altona plant in Melbourne, where it currently employs about 2500 people, with the jobs to be go by the end of November. In December it will cut production from 470 to 430 vehicles a day in response to a major fall in demand from the Middle East. Toyota has recently built about 100,000 cars a year in Australia with 70 per cent of those destined for export markets. - AAP
Quake toll up to 20 At least 20 people have been killed after a major earthquake tore down buildings and triggered landslides across three popular tourist islands in the central Philippines. Fifteen of the confirmed fatalities were in Cebu, the second most important city in the Philippines and a gateway to some of the country’s most beautiful beaches, civil defence office spokesman Reynaldo Balido told reporters yesterday. There were fewer people about with schools and offices closed for a public holiday, possibly saving lives. The quake had a magnitude of 7.1 and struck just 20 kilometres underground on the neighbouring island of Bohol. - AFP

A bomb ripped through a crowd of Sunni worshippers coming out of a mosque in northern Iraq after prayers at the start of a major Muslim holiday yesterday, killing 12 people and wounding 24, a police official said. The attack took place in the oil-rich city of Kirkuk, 290 kilometres north of Baghdad,
said Police Colonel Taha Salaheddin. The bomb went off as worshippers were leaving the alQodus mosque after morning prayers for the beginning of the Eid al-Adha holiday. No one immediately claimed responsibility for the attack. The police sealed off the area around the mosque.
More than 5000 people have been killed in Iraq since al-Qaeda and other militants stepped up attacks following a deadly security crackdown against a Sunni protest camp in April. Much of the violence tearing through Iraq is the work of the local al-Qaeda branch, a Sunni extremist group. While it is possible that Sun-
ni insurgents could be behind mosque attacks, hoping to stoke sectarian hatred, Shiite militias may also be behind such assaults. The latest attack came despite tight security measures imposed by security forces to prevent attacks during the fourday Eid al-Adha celebrations. - AP

Snitching bikies can avoid long jail terms BY PETRINA BERRY Bikie gang members can avoid the extraordinary jail terms threatened by new laws in Queensland if they turn informer. The laws being rushed through state parliament will hand bikies engaging in serious criminal activity such as murder or dangerous drug possession an extra 15 years of mandatory jail time. The penalties for bikie gang office bearers are even harsher: an extra 25 years on top of their initial sentence. And those sentences could be served in a special maximum security jail which the government has proposed to specifically house the state’s worst bikie criminals.
But in what Premier Campbell Newman says will be an effective way to gather intelligence, jail time will be waived if an offender gives authorities information about bikie gangs and their criminal activities. “The only way they can get off those additional mandatory penalties is essentially to provide information that’s of use to the police to help bring down the gang,” Mr Newman said. The government was also seeking royal assent to list all bikie gangs as criminal organisations, including the Finks, the Rebels, the Bandidos and the Hells Angels. If a new gang is created in the future, the government can add them to the list based on police evidence.
Mandatory prison sentences, laws banning bikies from owning, operating and working in tattoo parlours and hefty jail terms for assaulting police are the first anti-bikie laws the Newman government are expected to pass in parliament on Tuesday night. Attorney-General Jarrod Bleijie said it would be up to jurors to determine whether an offender was a member of a criminal gang, or a “vicious lawless associate.” “Where you may currently under law face a five-year sentence (for grievous bodily harm), it can potentially be a 25 to 30year sentence (for gang members),” he told reporters. “This is where the deterrent kicks in.” - AAP
A small homemade bomb caused a blast at a luxury hotel in Myanmar’s main city, wounding an American guest. The injured American woman was taken to hospital with wounds to her thigh and her hand after the blast ripped through a guest room at the Traders Hotel in central Yangon yesterday, police said. “It was a time bomb attached to a clock,” said a police official who visited the scene of the explosion. Officials said they had detained a 27-year-old man who previously stayed in the hotel room. - AFP

Spurred by mortgage rates at the lowest levels since the 1960s and “aggressive” competition among the banks, the stock of residential mortgage debt rose 6 per cent in the year to August -- faster than the incomes out of which it has to be serviced. Lending to borrowers with high LVRs has grown twice as fast, which pushed the share of new lending at high LVRs over 30 per cent. new capital, mainly from US investors. That’s left it flush with $230 million in the bank to fund its global growth plans. The company sold 9.92 million shares at $18.15 apiece, 1.1 per cent above their price last week, to Matrix Capital Management, Peter Thiel-backed Valar Ventures and other US investors. Yesterday’s boost means the new shares have already appreciated 11 per cent. The sale represents 8 per cent of the enlarged capital of the company and gives it a much wider cash buffer to fund growth as it chases 1 million customers, almost five times
its current customer base of 211,000. Valar and Matrix last injected funds into Xero in November, with $60 million of new capital, while buying $22 million of shares from director Craig Winkler, Drury, and cofounder Hamish Edwards at the same time. The shares have surged 159 per cent this year, and are more than 20 times the $1 they were sold at in the company’s 2007 initial public offer. It is now the eighth biggest domestic company on the local stock exchange. Milford buys in on Xero $180m Milford Asset Management has revealed it contributed $16 million to Xero’s $180 million capital raising. Auckland-based Milford, which manages over $2.3 billion of investments, said in a statement yesterday that its “main objectives is to invest in growth orientated New Zealand companies and Xero definitely fits that bill”. Milford’s Trans-Tasman Fund, Dynamic Fund, Active Growth Fund and Active Growth KiwiSaver Fund were named as the funds which contributed the $16 million as part of the capital raising. “One of Milford’s founding principles was to invest in New Zealand companies with strong global ambitions. These companies create jobs, economic growth and wealth for shareholders. “Hopefully Xero is the beginning of a new trend as far as New Zealand companies are concerned,” Milford’s Brian Gaynor said. Shares in Xero broke through the $20 mark yesterday, closing $20.58 each, up 4.47 per cent. This comes on the back of Monday’s share price jump of 9.75 per cent. Xero’s shares have risen 284 per cent in the last year despite the firm having yet to make a profit. The Wellington-based company announced on Monday that it raised $180 million in
banking licences. The Reserve Bank estimates that home sales will be between 3 and 8 per cent lower than they otherwise would have been over the first year. A BNZ/Real Estate Institute survey of real estate agents found a net 41 per cent reported fewer first home buyers in the market. But Spencer said households who borrow at high LVRs were the most vulnerable to a fall in house prices. “In the event that house prices fall, these borrowers are more likely to see the value of their house fall below the amount of debt they have outstanding, particularly if they have entered the market recently.” “In due course, we expect housing supply to catch up with demand, and for demand to be further moderated as interest rates return to more normal levels over the next couple of years,” Spencer said. - APNZ

The Reserve Bank has rejected claims that its curbs on lowdeposit mortgage lending will have the perverse effect of reducing how much new housing gets built. In a speech to the Property Council in Auckland yesterday deputy governor Grant Spencer reiterated why the bank has imposed a ‘speed limit’ on high loan-to-value ratio (LVR) lending, what its best guess of the impact will be and the indicators it will be watching to decide when to remove the restrictions. While the bank estimates that house price inflation will be between 1 and 4 percentage points lower than it would otherwise be over the year ahead, Spencer said house prices would still remain high relative to incomes and rents. “In this sense it is hard to see how these restrictions will materially reduce the existing incentives to develop new residential property. Give canned salmon a second look
D
on’t under rate canned salmon. It’s tasty, versatile and if you use the product that’s canned in spring water, thereby avoiding the added oil, it’s also healthy. Salmon from the can is great simply tossed with a few salad ingredients for a lunch with a slice of fresh crusty bread and it’s also a great ingredient in party snacks and savouries. Add to that its value as the base for a hearty dinner and it would have to be one of the best pantry standbys around.
2t prepared horseradish 1/4 t salt 1/4 t hot pepper sauce 1/4 t Worcestershire sauce 1/2 c chopped walnuts 1/4 c chopped fresh parsley ■ In a medium bowl combine all ingredients. ■ Form the mixture into a ball and wrap in plastic. ■ Chill in the refrigerator 3 hours, or until firm. ■ On a large piece of wax paper, mix walnuts and fresh parsley. ■ Roll the ball in the walnuts and parsley until thoroughly coated. ■ Chill in the refrigerator until serving.

Salmon quiche 220g Cheddar cheese, cubed 1/4 onion, diced 4 eggs 1 (350ml) can evaporated milk 1 pinch salt 1 pinch ground black pepper 1 pinch garlic powder 1 pinch dried parsley 1 pinch dried sage 1 (14 ounce) can salmon, drained, flaked and bones removed 1 (20cm) pie crust 1/2 C shredded Cheddar cheese, divided
1 (14 ounce) can salmon, drained and flaked 2 eggs, beaten 1/4 C dried breadcrumbs with herbs added 1/2 C mashed potato 1 medium onion, minced 1 clove garlic, minced 1/4 t dried dill 1/4 t celery salt salt and pepper to taste 2T olive oil ■ In a medium bowl, combine all ingredients except oil ■ Form mixture into patties ■ Heat olive oil in a medium skillet over medium heat. ■ In batches, cook patties about 5 minutes on each side, until lightly browned.

■ Preheat an oven to 190°C. ■ Place cheese, onion, eggs, and evaporated milk into a blender. ■ Season with salt, pepper, garlic powder, parsley, and sage, then blend until smooth. ■ Spread salmon over the pie crust. ■ Sprinkle 1/4 cup of shredded Cheddar cheese then pour the egg mixture on top. ■ Top with the remaining 1/4 cup of shredded Cheddar cheese. ■ Bake in the preheated oven until a toothpick inserted into the centre comes out clean, about 30 minutes.

Star player quits AFL For most of his AFL career, Daniel Kerr was brilliant. But by the end, he was simply too banged up to carry on. Kerr officially announced his retirement yesterday, with ongoing knee issues forcing him to call it quits despite having a year left to run on his contract. The 30-year-old becomes the sixth Eagle to retire this year, following Adam Selwood, Mark Nicoski, Andrew Embley, Ashton Hams and Brad Dick out the door. Surprise recall for Fallon By Michael Brown The parallels are noteworthy. Four years ago, Rory Fallon made his All Whites debut a month before New Zealand’s World Cup playoff against Bahrain. It was a debut he didn’t think was possible after playing for England at youth level. This time around, a month out from a likely matchup with Mexico for a spot at next year’s World Cup, Fallon has earned a surprise recall to the national side after believing his All Whites career was over. The 31-year-old last played for New Zealand at last year’s ill-fated Oceania Nations Cup campaign in the Solomon Islands, but he now looms as a strong possibility to be included in the final squad to play the fourth-placed team from Central and North America for a spot at next year’s World Cup. He’s tall and strong, so could play as a target man or be used as an option off the bench, and there’s a vacancy with Chris Killen out for the rest of the year with an Achilles injury. “It’s a pleasure to be back,” Fallon said from Port of Spain where the All Whites take on Trinidad and Tobago today. “I have really missed it. I never thought I would get the opportunity again because it wasn’t looking great. It’s opened back up again for me and I have taken it with two hands. “I haven’t played for a year and, when you don’t play for your national team for a year, you think the worst. Big day for Cambridge trainer Roger James has a chance of a midweek trans-Tasman double ahead of the realistic prospect this Saturday of the Cambridge trainer celebrating his first Group One victory in Melbourne. He will be represented today by the well-bred debutants La Pin and Tipilk at Avondale and at Caulfield with the highly-regarded mare Zonza. James will then put the finishing touches on Silent Achiever, who will attempt to credit him at the weekend with his 26th Group One winner, and fifth in Australia, when she takes her place in the $A2.5 million Caulfield Cup. “I think she has had, in my mind, the perfect preparation
for her,” James said. “She’s better placed at a mile and a-half and in handicap company. “This was one of the two main aims for her.” Silent Achiever’s lead-up form has been sound with sixth placings in both the Gr.1 Underwood Stakes and the Gr.1 Turnbull Stakes. Stablemate Zonza booked her trip to Melbourne with a firstup win at Te Aroha over 1400 metres and will step up to a metric mile in an $A135,000 event at Caulfield. New Zealand-bred and owned mare Quintessential has been retired, with a confirmed booking to Fastnet Rock. The decision follows a below-par effort yesterday morning when she trailed Silent Achiever in a track gallop at Flemington in the lead-up to Saturday’s $A2.5 million Gr.1 Caulfield Cup. “She didn’t show her usual zest and she’s usually a fantastic trackworker,” said Adrian Clark, who manages owner Greg Tomlinson’s bloodstock interests. “Silent Achiever had her covered and that’s not good enough going into a Caulfield Cup. Discussions were held with Michael Walker, who rode her, Damian Browne, who was booked to ride her on Saturday, trainer John Sargent and with Greg.”
Challenge awaits I Do Allan Sharrock and Mark Chittick have one eye firmly on the future with their plans to give I Do her chance at the highest level. The Taranaki trainer and the Waikato Stud principal are co-breeders and joint owners of the mare, whose summer programme will focus on the December 7 meeting at Trentham. “Mark and I know she might be a length off the best, but we’re keen to have a crack at the Captain Cook Stakes,” Sharrock said.

Smith tipped for new role By Steve HepBurn The time is right to put Ben Smith into centre says All Black coach Steve Hansen. Smith, who has starred in the black jersey on the right wing this year, will move into the No 13 jersey for Saturday night’s Bledisloe Cup match at Forsyth Barr Stadium, replacing Conrad Smith, who is on a sabbatical. Hansen said the move infield for Smith had long been on their radar and he was confident Smith would do the job. He is not concerned the Otago man will lose his great form by moving off the wing. “There is always a risk of changing someone in the form that he is in,” Hansen said. “But we have always said we needed to find another centre. Conrad has been the one and only for a long time. “Now is the time to do that. “Ben has been the guy we have earmarked for a long time. We started the season off wanting him to play him on the wing in that early part of the season as we wanted to fill the jersey out and to be been comfortable in it. “And he has done that.” Smith could have hardly done better when on the flanks. He scored eight tries in the Rugby Championship, a try-scoring record, and was a constant threat as the All Blacks went on a winning run to take the competition for a second straight year.
Hansen labelled Smith’s efforts as making him the player of the championship. “He is in a rich vein of form. He is very confident. “So we have said this is the right time to have a look at this project. “He has played well against Scotland last year which gives us confidence he will do a good job for us.” Smith does not have a truckloads of games at centre behind him, both for the All Blacks and Highlanders, but Hansen is not unduly worried. “He has trained there quite a bit because he has been our cover for centre. “If Conrad was to go off he would have gone there and he went to second-five against Argentina. It is not like he is going in there cold. He has got a bit of training time there.” Smith’s move inside will be a boost for the recalled Cory Jane, who was back training with the All Blacks yesterday, for the first time this year. Jane is back in contention and he may get back in black as early as this Saturday. Though Hansen was not drawn on Jane starting, the Wellington man is likely to see playing time on Saturday. “Before he was injured he was world class. We expect him back there quite quickly. There are two issues about Southee: readiness and what lies ahead.

Ashburton trainer Wendy Stevenson would have been smiling after her two horse outing at yesterday’s Ashburton Trotting Club workouts. Her four-year-old mare Paradise Spur showed she knew what race day was all about when she turned on a good performance in a workout for non winning trotters, heading home the field over 2400m in a time of 3.23.4.
The Pegasus Spur-Galleon’s Paradise youngster ran the mile in 2.16.3, 800m, 61.5secs and 400m 28.4 secs. Paradise Spur came home two lengths clear of another Pegasus Spur mare, five year old JD Spur. In the next race for one or more win pacers, her second runner, four year old Top Brass (Art Major-In the Making) ran home tidily in second in just a head behind Be Me with Ben Waldron in the sulky. Locke staying with Warriors BY MICHAEL BROWN Fullback Kevin Locke (right) is remaining with the Warriors next season, and the club are also hoping Jerome Ropati signs on for another year after offering the centre a new deal. Locke, who still has one year left on his present contract as well as an option for a further year, had been linked with a move away from Mt Smart Stadium after the club secured England fullback Sam Tomkins. A handful of NRL clubs showed interest, including the Bulldogs, but nothing has even-
tuated and the Warriors have agreed with Locke that he will return in 2014. They wanted the matter resolved before the 24-year-old left with the Kiwis for the upcoming World Cup the New Zealand team flew out of Sydney on Monday. “We have told him that he’s highly valued and want him to stay and he said he would love to stay,” Warriors chief executive Wayne Scurrah said. “It’s been our intention to see him stay and compete for a firstgrade spot next year. “Kevin has consistently said he wants to stay and we have
consistently said we want him to stay and that’s where we have got to.” Locke will provide backup at fullback, along with Glen Fisiiahi, and is interested in a move to the halves where he played his junior football. It’s an increasingly congested picture there, however, with the impending arrival of Chad Townsend from Cronulla alongside Shaun Johnson and Thomas Leuluai. Locke could also play on the wing, where he has played at NRL level before, or as a utility off the interchange bench. Ropati will be offered a one-
year deal to extend his Warriors career into an 11th season. The 28-year-old has had a wretched time with injuries over the past three years, playing only 15 games, so it’s expected he will be offered a vastly reduced contract from his last deal. “It’s our desire to keep Jerome,” Scurrah said. “Everyone would acknowledge that he’s had an injury-interrupted last period with us but we still think he’s a more than capable player. “He ticks all the boxes off the field so we would love him to have another chance at the club next year.” - APNZ
