Rakaia now belongs to Selwyn

The people of Rakaia have become the Rangitata Electorate’s sacrificial lamb in the redraw of electoral boundaries. The Electoral Commission was forced to play a juggling game as it moved the lines between electorates to reshape those that had exceeded or plunged below population guidelines. The draft boundaries were released yesterday. With a population of 64,142, the Rangitata Electorate was seven times over the permitted 5 per cent variance on the 59,679 quota and a cluster of 1600 people in and around Rakaia township have been pushed into the Selwyn Electorate. The new boundary dividing Selwyn and Rangitata runs from Wolseley Road in Rakaia, down Ulundi Road, along Thompson’s Track to State Highway 1 as far as Waddells Road where it travels towards the coast joining Kyle Road at the Pendarves-Rakaia Road corner. It then swings into Awaroa School Road and then turns into Mainwarings Road. For the people of Rakaia, finding they

were destined to be part of the Selwyn Electorate was a huge disappointment, said community association chairman Neil Pluck. “We don’t see ourselves as part of Selwyn at all. We have a relationship that’s been built up over a period of time with Jo Goodhew ... the relationship is there, she’s connected to us,” he said. With Rakaia in the Selwyn Electorate and the rest of the district in the Rangitata Electorate, Mr Pluck said it would be complex when a member of parliament needed to be involved in district-wide issues. In having its political representation moved north, Mr Pluck said Rakaia wasn’t stepping into unknown territory as it had always had strong links with the area and the people across the Rakaia River. Once he’d had a chance to talk to the community and get their thoughts on the boundary change, Mr Pluck said the option of lodging an objection from the community association on the new boundary lines would be considered.

A US man has been reunited with his nowvintage motorcycle nearly 50 years after it was stolen. Donald DeVault (left) received the 1953 Triumph Tiger 100 (left) yesterday. The 73-year-old DeVault learned two weeks ago that California authorities had recovered his motorcycle at the Port of Los Angeles. The bike was about to be shipped to Japan when customs agents who checked the vehicle identification number discovered it had been reported stolen in February 1967. The bike was valued at $300 in 1967. Today, it’s worth about $9000. DeVault’s first reaction? To hug the man who found the bike. His next move was — naturally — to take the motorcycle for a ride in the parking lot. DeVault had had the bike for only a year or two when it was taken from his fenced backyard. – AP

Giving schools the power to search electronic devices for suspected cyber-bullying is “an absolute necessity”, Ashburton College principal Grant McMillan says. Mr McMillan is one of several principals working on new guidelines that will shape the way schools operate day-today from the beginning of next year. The guidelines, in response to changes to the Education

Act, will include rules on how schools can search pupil property and seize banned items while providing clarity around how schools can deal with suspected cyber-bullying. Mr McMillan said the guidelines were beginning to take shape but would likely be refined as they were rolled out. But giving schools the power to confiscate and search cell phones for explicit or sinister material was a major step forward. “I think that’s the part of the Act which is the best written

and most specific that will be taking effect at the start of next year,” Mr McMillan said. Cyber-bullying has been identified as one of the major forms of abusive behaviour among youth in Mid Canterbury after a scoping document was produced by Safer Ashburton District this year. Currently, schools can view electronic devices if the pupil handed it over, which Mr McMillan said happened in most cases. However, if a pupil refused to, current guidelines created “a

grey area” for schools. “In the main, things won’t change much day-to-day, but in the one or two instances where a student is really not co-operative and we are extraordinarily concerned for the wellbeing of a student it will help. “It does mean we will have the legal ability to require them to hand over the item to ensure students are okay.” He said having the guidelines could also act as a deterrent for pupils. Mr McMillan said the hardest task for schools was keeping

up with cyber-bullying and being able to nip it in the bud before it was spread through text messages or went viral on social media. A criminal spokesman for the Law Society questioned whether the new powers handed to schools would breach the Bill of Rights. He reportedly said what schools were calling for could be unlawful and if someone was using electronic devices in a criminal manner they should be dealt with by police.

It will be an almost entire family affair for the Saunders at the Longbeach Coastal Challenge on Sunday. For the first time, Pennie and Mark Saunders and their two sons Hugh, 8, and Will, 7, will compete in the same sporting event, seeing them traverse the Longbeach Estate for the seventh edition of the challenge. However, there will be one family member missing on the

track come Sunday. That will be in the form of four-year-old Luke. “Well it’s not quite the whole family, it may be a bit far for Luke but I’m sure the wee fella will be cheering us on,” Mrs Saunders said. Being four out of the 1000 excepted competitors to run, walk or mountainbike the three courses, the Lagmhor family epitomise what the Longbeach Coastal Challenge is all about. While Mark will be lining up in the half marathon as he

trains for the 33km running leg of the Coast to Coast, Pennie and her two sons will be running the 5km course – a new addition organisers have introduced this year to attract more families. “This will be my third time in the event, I walked the 12km (in 2011) and then ran it last year. But this time with the shorter run we can let the boys join in because 12km may be a little far for them,” Mrs Saunders said. Running the rural roads surrounding their farm and school

cross countries have provided the ideal preparation for the quartet, who will be looking to push each other along the picturesque Longbeach coast. The Longbeach Coastal Challenge sees competitors start on the picturesque farm property of Tannaghmore, with the three courses leading racers over farm tracks and stream crossings to the beach before traversing through gullies towards soaring cliffs with a spectacular view of the Pacific Ocean.

Prime Minister John Key will get a $9500 pay rise this year and all MPs a $3500 increase under changes announced yesterday afternoon. The Remuneration Authority’s released its decision on pay for MPs, recommending a 2.2 per cent increase, backdated to July. This meant Mr Key’s salary would jump from $419,300 to $428,500, and his deputy Bill English’s pay packet would go from $297,400 to $303,900. Cabinet Ministers would earn $268,500, up from $262,700 and Leader of the Opposition David Cunliffe’s pay would be $268,500, up from $262,700 The base salary for backbench MPs would rise from $144,600 to $147,800. Mr Key had told the authority that a 1.4 per cent increase was appropriate, in line with the Consumer Price Index. The authority said that MPs were entitled to an increase in their salary of 2.8 per cent, but it decided on a lower increase given the continued need to restrain public sector expenditure after the global financial crisis. Travel allowances were cut to $6500 a year. Once this decrease was taken into account, the increase to an MP’s pay package was 1.96 per cent. - APNZ

The people of Rakaia might be feeling disenfranchised by the redrawing of electoral boundaries, but the outcome could have been far worse, says Rangitata MP Jo Goodhew. In the boundary redraw released yesterday by the Electoral Commission, the Rangitata Electorate has been reshaped to exclude an urban and rural strip along the Rakaia River. This includes Rakaia township and an area from the state highway to

Waddells Road and then follows a curved line down Mainwarings Road to the sea. It includes about 1600 people. “It’s a small change, possibly smaller than I might have thought but it’s still split a community and splitting communities is always problematic,” Mrs Goodhew said. The immediate concern of one district dealing with having more than one member of parliament could be allayed by the experiences in many parts of New Zealand, she said. “MPs do work together. What

A new Auckland electorate has been created in the Upper Harbour area and is likely to appeal to Conservative Party leader Colin Craig. The Representation Commission yesterday released its draft boundaries for the 2014 and 2017 elections. Only one extra electorate seat will be created, although the boundaries of many others will be rejigged. A total of 27 electorates of the current 70 will have no boundary change. The total number of MPs in Parliament remains at 120 (although at present there is a one-seat overhang of 121) but the ratios will be filled by 71 electorate seats and 49 list MPs, rather than 70 and 50. The Representation Commission lists its main changes as follows: North Island General Electorates The Auckland region has increased from 23 to 24 general electorates. Key changes include: Upper Harbour has been created by drawing population from the neighbouring electorates of East Coast Bays and Helensville in the north and from Te Atatu in the south Kelston has been created by drawing population from the existing electorates of Waitakere, Te Atatu, Mt Albert and New Lynn The existing electorate of Waitakere has been replaced as a result of the proposed boundary changes to the Te Atatu and Helensville electorates and the new Kelston electorate Helensville has lost population to East Coast Bays and Upper Harbour and gained the western rural areas from Waitakere and New Lynn and also from Rodney Auckland Central has lost population to Mt Albert at Westmere and Grey Lynn

Mt Roskill has gained population from Maungakiekie and Epsom in the east and lost population from New Windsor to New Lynn in the west In addition, Maungakiekie has gained population from Manukau East and Tamaki Hunua has lost population to Botany in the Flat Bush area and at the southern end to Waikato, and has had boundary adjustments with Papakura. South Island General Electorates The number of general electorates in the South Island is fixed by the Electoral Act at 16. The commission says major boundary changes in the Christchurch area were required because of significant population movement from Christchurch East, Christchurch Central and Port Hills electorates. At the same time Waimakariri, Wigram and Selwyn have increased beyond the permitted electoral population limit. Key changes include: Christchurch East has gained population at Shirley and Mairehau from Christchurch Central, and at Bromley from Port Hills Christchurch Central has gained population at Redwood from Waimakariri, and at Sydenham and Beckenham from Port Hills. Selwyn has lost Banks Peninsula and Halswell to Port Hills, and gained Hei Hei from Wigram and Rakaia from Rangitata. The Commission is proposing to retain the current boundaries for seven South Island electorates: Nelson, Kaikoura, WestCoast Tasman, Dunedin South, Clutha-Southland, Invercargill and Ilam. Maori Electorates There are no changes to the existing boundaries for the seven Maori electorates: Te Tai Tokerau, Tamaki Makaurau, Hauraki Waikato, Waiariki, Ikaroa-Rawhiti, Te Tai Hauauru and Te Tai Tonga. - APNZ

Geraldine was left out on a limb and while no one was happy with that outcome, the MPs involved made sure it worked, she said. “No one likes to be cut off so I can understand their concerns but I’m quite surprised the change we’ve had is this small.”

For some MPs new boundaries could change their political future, but Mrs Goodhew believes the Rangitata adjustments are unlikely to have a significant impact on how her votes will fall. The Rangitata Electorate’s population was 64,142, 7 per cent above the limit of 59,679. A variance of 5 per cent is acceptable. The boundary change brings it down to 4.7 per cent above quota. Mayor Angus McKay is not happy the district has been divided by the Electoral Com-

mission. It was important communities of interest were kept intact, he said. There was still a chance of change because these were still draft boundaries and there was an objection process still to be gone through, Mr McKay said. “I’ll be discussing this with the community association chair next week and with our present MP to see where we go from here.” On the positive side, there was a school of thought that believed there were benefits in having two MPs allied to one district, he said.

More than 40 local businesses are expected to take part in the Rokkaku fight, taking to the skies to battle for the prestigious business trophy. The weather forecast predicts light cloud for the free event on Sunday, which will kick off at 11am at Lake Hood. The day will feature plenty of unique kites, a giant Rokkaku kite battle and free kite building for children, with all proceeds from food stalls going to Westpac Rescue Helicopters. It’s taken two weeks but finally Methven’s latest Lotto player to strike it rich has been found. A Methven woman was stunned yesterday when she took a ticket in the November 9 draw into Methven Four Square to be checked. The ticket was popped into the slot and the reaction was instant – the ticket was a first division winner. For almost two weeks the woman had been sitting on a ticket that would leave her with a tidy $142,000 pay day. The woman, who wishes to remain anonymous, couldn’t believe it when the retailer who checked her ticket told her she was a First Division winner. “When she said I was a winner I thought I’d won $22 or something … not $142,000! I was absolutely dumbstruck. I’ve been playing the same numbers for years and had never won anything big. “A few weeks ago I was thinking about changing them in case that helped – I’m so glad I decided against that.” Since news broke that Methven had a big win rumours had been circulating in the village about the identity of the Lotto player. The win was the talk of the town. The guessing game, however, is unlikely to end now the prize has been claimed. The winner said she is still thinking

Progress made in poverty fight By JoHn GiBB Some encouraging progress is being made by the country’s 20 district health boards in the fight against child poverty, Children’s Commissioner Dr Russell Wills says. The DHBs had been responding positively to a collaborative Compass initiative aimed at

strengthening joint learning and shared leadership over this key community issue, he said in Dunedin yesterday. He was commenting in a talk, titled Expert Advisory Group on Solutions to Child Poverty, at the Paediatric Society of New Zealand’s 65th annual scientific meeting. The paper’s co-author Prof

Jonathan Boston, of Victoria University of Wellington also noted New Zealand had “a relatively high proportion of children living in poverty, particularly for sole parent families”. “Other countries with similar GDP have lower rates and some countries have reduced their child poverty rates through changes in government policy.”

Child poverty had marked, life-long effects on health, education and social outcomes, the paper noted. A recent Compass programme noted that New Zealand had “poor child and youth health outcomes, with high levels of preventable ill health and marked health inequalities”. - APNZ

The pole, outside Ross Cottage on Flynn’s Road is believed to detract from the heritage value of the cottage. Rakaia police are warning Mid Cantabrians to be alert to an international scam that has left two residents out of pocket. Senior Constable Mike Jackson, of Rakaia, said an Ashburton and Rakaia resident had been duped out of “large sums of money” after a classified in the Guardian advertised

a 1994 Toyota Coaster Motor home for sale for $15,000 on November 2. He said police had linked the scam back to England, but it was unlikely the money would be recovered. Mr Jackson said the unfortunate incident sent a strong warning. “The message is don’t go handing over large sums of money without seeing the

goods if something is for sale.” The classified advert had an email address attached which the victims used to contact the scammers. Ashburton Guardian sales and marketing manager Desme Daniels said advertising staff followed accepted procedure when staff received an online classified listing. was not usually the case with false listings. “The day after we received a call from a concerned reader who thought it may have been a scam, the police were notified. All staff at the Guardian were alerted to the advert,” she said. She said staff had managed to defuse another bogus advert the following week.

Land Information New Zealand has shone the spotlight on the Ashburton District Council’s road naming policy and found it wanting. The council has been forced to re-name a new road in an Allenton subdivision after it was rejected by LINZ. A road entering a subdivision at 101 Allens Road had been signed off as Allens Place but LINZ said this was too close to the original name and was therefore confusing. The road has now been renamed Alton Place. The council will now amend its road naming policy to meet LINZ requirements, particularly around house numbering on un-named private rights of way.

Testing the water Alan Totty and Stuart Wilson tested the water yesterday when they chaired their first meetings of the new Ashburton District Council term. The pair are both new to chairmanships but were clearly unfazed by their elevation from rank and file to leadership positions. Mr Totty worked his way through a short environmental services committee in just 30 minutes, with Mr Wilson taking a little longer to carve his way through the roads, water pipes and sewage and wastewater systems that made up the service delivery agenda. The council’s first committee meetings provided new councillors Alasdair Urquhart and Russell Ellis with an opportunity to look, listen and learn and gave two councillors who were re-elected after resigning during the last term - Peter Reveley and Rod Beavan the chance to start peppering staff with questions.

Three-car pile-up A three-car pile-up north of Whangarei yesterday injured three people and caused major traffic disruption on State Highway 1. The crash occurred about 10.30am near the intersection of Saleyard Rd and SH1 when three vehicles collided nose-to-tail. - APNZ

Flight diverted An Air New Zealand flight from Auckland to Tauranga was diverted to Hamilton yesterday afternoon after a problem with the aircraft’s landing gear. An Air New Zealand spokeswoman said flight NZ2710 was diverted due to an issue with the automatic system controlling the landing gear. “The landing gear was deployed using the backup manual system.” The aircraft was being reviewed by engineers with passengers transported to Tauranga by road. - APNZ

By Daria Glesser “The early bird catches the worm” may sound normal to most of us but when it comes to other cultures it couldn’t be more unusual. Latin Americans would say: “A quien madruga Dios le ayuda” which literally means “the one who wakes up early gets help from God”. The Italians; “Il mattino ha l’oro in bocca” meaning, “the one who wakes up early has gold in his mouth”. While in Japanese you would hear “waking up early brings benefits.” Fascinating isn’t it. It just goes to show how people interpret the same idea through their own culture. And tomorrow’s Newcomers’ Christmas celebrations will be no different as the Christmas variety show Around The World brings a host of cultural Christmas celebrations under one roof at the Ashburton Trust Event Centre. The Mid Canterbury Newcomers Network asked some of the participants to share their stories. “A Chilean Christmas is unforgettable,” Chileans Paula Molina and Felipe Gomez said. “Everywhere you go, shops, cafes, work places you will see beautiful “Pesebres”. The Christmas Eve dinner traditionally sees delicacies like Pan de pasqua (bread stuffed with candied fruit), Turkey or Chicken with a range of Chilean salads.” Cesar Porto and Flavia Martin from

Brazil said their Christmas usually had a European flavour. “That is why the traditions and food is quite diverse. It’s not uncommon to find a German stollen and an Italian panetone sitting next to the Christmas feast, showing that there is also a European influence,” say Flavia and Cesar, who is going to host the programme. In some countries people do not celebrate Christmas, but have their own holidays which are considered spiritually significant. Krishay Nadan, 11, and Jestena Raj, 9, who will represent the Indian culture at the variety show, spoke of the Divali Festival - a festival of lights celebrated with friends and family. “It is an official holiday in India, Nepal, Sri Lanka, Myanmar, Mauritius, Guyana, Trinidad and Tobago, among others. “We have a lot of people in Ashburton from these countries and they all get together to enjoy this special day,” they said. Ashley Gee, of China, said she loved spending Chinese New Year with her family, with her Christmas treat being a seafood ice block. Along with several others, each of these cultures will be on show at the Newcomers Christmas variety show Around the World tomorrow night from 7pm at the Ashburton Trust Event Centre. The future of Mid Canterbury waterways looks bleak, according to a new report released by the Environment Commissioner. The report, titled Water quality in New Zealand: Land use and nutrient pollution, is the result of a collaborative research project conducted between the National Institute for Water and Atmospheric Research and Motu Economic and Public Policy Research. Projecting land use in 2020, it states environmental problems caused by nutrient run-

off from farm land are expected to worsen as more land is converted to dairying, as a result of attractive global milk prices. Excessive nitrogen, primarily from cow’s urine, and phosphorus lowers water quality by boosting the growth of invasive weeds and slime, clogging waterways and causing potentially toxic algal bloom. This in turn impacts on food chains and sensitive ecosystems – and the recreational use of rivers. Parliamentary Commissioner for the Environment Jan Wright said conversion farmland from beef and sheep to dairying was causing the most dramatic rise in nitrogen and

phosphorus run-off. The land use model forecasts that by 2020, dairying will cover 650,000 hectares more land than in 1996 when the dairy boom was in its infancy – 70 per cent of the increase is in Canterbury, Otago and Southland. Dr Wright said higher stocking rates on dairy farms was also contributing to run-off problems. Mid Canterbury is home to the country’s largest dairy herds, and according to the 2012 Agricultural Production Census statistics, the number of cows had grown by 72 per cent in the preceding five years.

The average head of cows per hectare on Mid Canterbury farms is now 3.54, well above the national average of 2.83. While dairy farming was not the only land use generating high nutrient loss rates, the land area under other uses – such as horticulture – had scarcely changed. “The outcome of the modelling exercise is not good news,” Dr Wright said. “It is almost inevitable that without significantly more intervention we will continue to see an on-going deterioration in water quality in many catchments – particularly in Canterbury and Southland.”

Truck loses load A vehicle lost a load of metal and damp concrete on State Highway 2 yesterday morning, between the intersection of Welcome Bay Rd and the Affco meat works at Rangiuru. Police said it appeared a heavy motor vehicle had lost the load about 8.15am, possibly due to the tail gate coming unlocked.

Summerfest canned Youth music festival Summerfest has been canned for 2014, due to a lack of funding. Creative Tauranga chief executive Tracey RudduckGudsell said she was “gutted” families and youth would miss out on the popular alcohol-free musical festival, due to be held in February. In October the former Tauranga City Council voted not to give any financial support to the festival, which has attracted more than 20,000 people since 2012.

Fishermen rescued Two Te Puke fishermen had to be rescued when their boat flipped on the Maketu Bar yesterday. Maketu coastguard Shane Beech said people in the car park saw the 5m fibreglass boat overturn about 10.30am and raised the alarm. The boaties, in their late 50s or 60s, were wearing lifejackets but were in the water for about 20 minutes before members of the coastguard pulled them aboard. - APNZ

Burnt in house fire One person suffered burns in a Rotorua house fire yesterday morning. Fire Service northern communications shift manager Steve Smith said they received several calls for the Edmund Rd fire at 9.54am. The fire was well involved when firefighters arrived and one person was taken to Rotorua Hospital with burns. Farmers are well aware of the challenges ahead when it comes to water pollution, Eiffelton farmer and Federated Farmers’ environment spokesperson Ian Mackenzie says. He was commenting on the Water Quality in New Zealand report, which examines the relationship between land use and nutrient pollution. The report was released yesterday by the Commissioner

for the Environment, Dr Jan Wright. “Dr Wright conceded at the launch water is complex and the modelling arguably represents the worst case,” Mr Mackenzie said. “It does however highlight the cumulative effects of land use intensity upon water. It represents our future if we do absolutely nothing but that is not a future we’d like to be part of.” He said farmers were well aware of the challenges ahead, and resources were being di-

rected into finding practical, working solutions. “For example Fonterra has confirmed that its farmer suppliers will, within the next two weeks, have fenced off 24,000 kilometres of waterways. “Much of the good news is outside the scope of Dr Wright’s report – such as the National Objectives Framework for fresh water management that was released for consultation only two weeks ago.” The strategy will give communities the power to develop

their own wish-list for water, which is environmentally, culturally, economically and scientifically based. National bottom lines are proposed, based on the input of the country’s top freshwater scientists. “We know this will not be easy and will need some sacrifice from agriculture and urban communities alike. “If anything Dr Wright’s report confirms this is a sound policy track,” Mr Mackenzie said.

Lorde grabs four awards at NZ Music Awards Even with her debut album Pure Heroine released too late for consideration in this year’s Vodafone New Zealand Music Awards, Lorde has come away with four Tuis at last night’s ceremony in Auckland. Stabbing inquiry Police investigating the discovery of a woman with a knife embedded in her abdomen are not seeking anyone in connection with the investigation. The injured 48-year-old was found at a Knights Road property in Lower Hutt on Tuesday. She was taken to Hutt Hospital in a serious condition. Rangiora death A 17-year-old youth who was lying down on a Christchurch road was killed when he was hit by a car early yesterday morning. The incident happened on North Brook Road, Rangiora, about 3.40am, acting Inspector John Robinson said. It is also not known if the youth had been drinking or was asleep at the time. - APNZ

Assets recovered About $250,000 worth of assets have been recovered from convicted fraudster Michael Swann, including a $160,000 Rolls-Royce found stashed in a container. Mr Swann spent four years and eight months in jail for his part in defrauding the Otago District Health Board of $16.9 million. Justice David Gendall ordered the assets be forfeited yesterday, saying the items were either owned by Mr Swann or purchased from proceeds of his offending. - APNZ

A convoy of Mid Cantabrians left Timaru bound for Nelson this morning, but with an absolute top speed of about 60km/h, it’s going to take a while. That’s because the group are riding motorised scooters. They’re taking part in the Undie 700, a fundraiser as part of Movember, the month-long campaign to raise money for men’s health. “We all did it last year for the first time, but this is the fourth time they have run it,” rider Jeanette Price, part of a group of seven Ashburton riders taking part together, said. They’ll join around 30 other scooter riders taking part and hoping to top last year’s fundraising effort of around $10,000. “We just heard about it through the grapevine and thought it sounded like a bit of fun, and it was,” rider John Hetrick said. That’s why they’ve gone back for more this year. They’ll travel around 580km and the scooters will have a top speed of around 60km/h, but on the many hills some may struggle to hit 30km/h. “We try to keep to the left as much as possible but it can get a bit hair-raising in parts, like up the Lewis Pass,” Mrs Price said. Participating scooters had to cost less than $700. If they didn’t – like Mrs Price’s 2012 model Suzuki scooter – the

rider had to pay a fine and raise some extra money. Other riders in the group have opted for scooters with a few more miles on the clock – most dating back to the 1970s.

But they’re all in good working order. Just in case they do break down though, they’ll have a support crew driving ahead. It’s a serious cause, but it’s a fun ride. It’s not a race, although

internally there will no doubt be bragging rights up for grabs for the first to finish. Money is raised through sponsorship and donations which can be given to members,

or through their Movember website pages. Today the group ride from Timaru to Culverden, where they will stay. They’re expected to reach Nelson late tomorrow.

Families plead with TVNZ to withhold mine body photo

Jury finds Te Awa guilty

By ViV Logie Pike River Mine families yesterday pleaded with TV One News to not air a photo that shows a body lying on the floor of the mine. Someone leaked the photograph to the television station on Wednesday. The news channel said on Wednesday night it had decided against screening it out of respect for the families of the 29 men, but families’ lawyer Colin Smith said the families had been given until 4pm yesterday to say whether or not they agreed to releasing it publicly. “I’m very concerned for the family members who don’t want the images released. The timing was bloody terrible. They are dealing with the third anniversary and this brought all the trauma back. “Some families are in shock

- it’s really disappointing,” Mr Smith said. Some families saw the disturbing photograph for the first time during the Royal Commission of Inquiry in Greymouth earlier this year. Mr Smith said while some families had indicated they were agreeable to releasing the image, at least one family had strongly disagreed. “It is clear that some families do not want the picture released and we have always said that each family will respect the others’ wishes. “That being the response from the families, we will be making a clear request that the photo never be released,” he said. “There are some families who think that the release of the image would help the cause in terms of the recovery, but that is not an option any more as others are against it being in

the public arena.” He said they were “very, very disappointed” that the image had been leaked in the first place, and he would be more disappointed if the media did not respect the wish of the families. Mr Smith said he did not believe the confidential information leaked to the media had come from family members, as they would not have had access to it. “The lawyers have that information.” Grey District Mayor Tony Kokshoorn said that due to the location of the body in the mine, it could be narrowed down as to who was in the image and therefore it should not be published. “The media and the public need to show dignity and respect in regards to this matter, and no one should speculate as to who it could be.” - APNZ

By HeaTHer Mccracken The man found guilty of kidnapping and murdering Hamilton woman Rae Portman maintains his innocence, his lawyer says. A High Court jury yesterday found Paraire ‘Friday’ Te Awa guilty of murder and kidnapping, and found Dean Michael Addison guilty of kidnapping and two drugs charges. The men had pleaded not guilty to the charges. Ms Portman went missing in June last year, and was found dumped in a pit and covered in rubbish bags on an Ardmore farm near Auckland three months later. The 33-year-old was four months’ pregnant when she died. The court heard that Te Awa had bound and gagged Ms Portman and put her in the back of a car, before driving from Papakura to Hamilton where he strangled her with a motorcycle strop at an indus-

trial site. Addison had ordered the kidnapping of Ms Portman, who was involved in drug dealing, to teach her a lesson, the court had heard. He was also convicted of supply of methamphetamine, and possession of precursor drugs for the purpose of manufacturing methamphetamine. Yesterday outside court Te Awa’s defence lawyer, Peter Kay, said the verdict was “largely anticipated” but Te Awa was very disappointed. “He still maintains his innocence, there’s no question about that, and he resolves to carry on as long as it takes. “He maintains he didn’t do it, that’s the bottom line, but at the same time he understands how the jury reached their decision.” He would not rule out an appeal, but said that decision would be up to Te Awa, who was “extremely upset” and crying after the verdict. - APNZ

Be wary: It could save your nest egg Erin Tasker

t’s unfortunate, but seems to be true; you really can’t trust anything these days. Scammers are everywhere. And there’s not much that can be done about it. Most of them are probably based in some far corner of the Earth, near on impossible to track. They think it’s their right to try and dupe people out of their life savings. They send letters advising that you’ve won the lottery and there’s some amazing amount of cash just waiting to be deposited into your bank account. Chances are though, they’ll probably need you to give them some money first, or to give them all of your banking details. Anything like that should be an immediate red flag. But these people are getting more cunning as time goes on. Take a good look at those emails that arrive in your inbox, supposedly from your bank or another seemingly trustworthy source. The logos are spot on and a few years ago people probably would have responded straight away because, after all, it was from the bank ... wasn’t it? While some scams are plain obvious, with many today, the devil is in the detail. Not so long ago we listed a car for sale online. A response came from someone asking what seemed like a legitimate question, via text message. The text asked me to email him. It wasn’t until the reply arrived that I became suspicious. It was the way it was worded; the English wasn’t that great and some just didn’t make sense. Soon after, I got an email from Trade Me warning me that a non-legitimate person had contacted me in relation to one of my listings. It couldn’t say who, or what listing, but I knew. Turns out I was right to be wary. And unfortunately that’s the best way to be these days.

I

s it time we went back to the “old school” ways? Maybe I’m just getting old and grumpy, but what I see more and more is a total lack of respect in our younger people. Of course I’m not talking about all our younger folk, because some of them are awesome young adults. I’m talking about the youth that have no respect for people or their property. The ones that know they can get away with crime because they are minors. This week a friend of mine had her son’s scooter stolen from her porch. It was a favourite toy of her son’s, so much so she had his name engraved in the side of it. So she did the right thing and reported it to the police and she was very happy with the way she was dealt with by our local boys and girls in blue.

But she also took matters into her own hands and posted on the popular Facebook page “Items for sale in Ashburton” a plea for any information about her son’s scooter. Within minutes replies came in from people who had seen a scooter that sounded a lot like the missing one for sale on a similar Facebook page. To cut a long story short, a fake buyer for the scooter set up a sale and the scooter was retrieved. The police were kept up to date and said that they had had dealings with the thieves in the past but due to their age their hands were pretty much tied. That must be incredibly frustrating for the cops, especially when they keep having to deal with the same minors time and time again. A whole heap of the problem I reckon is lack of consequences. These kids know there is not a lot the authorities can do, so they keep on breaking the law. I have a couple of questions now. Question 1: If the kids aren’t accountable for their actions because of their age, shouldn’t their parents be? Question 2: If corporal punishment was brought back into schools

and homes, would these same kids learn from a young age about consequences for their actions and respect for others? I had a pretty good childhood, apart from Mum making us boys tap dance of course! We had a leather strap in our home that would leave a nice red stripe across your butt if you stepped outside the boundaries. The strap wasn’t brought out and used at the drop of a hat, it was kind of like losing your job. A warning, followed by another warning, then ouch! If we were down the street with Mother and testing the boundaries a bit we would get a squeeze of the hand (warning).

I must say we deserved it every time we got the strap and (here’s the kicker) we learnt not to do what we had just done again. CONSEQUENCES! I remember chatting to a local principal during a school visit. I told him that I got the strap for fighting (which is odd, because I normally win my fights by about 50 metres) at his school. He said to me, if he was allowed, there’d be half a dozen kids who’d get the strap in no time at all and that would probably sort them out right away. I know some will say the return of corporal punishment will lead to an increase in child abuse, but has it got any better since Sue Bradford got her way? I’d suggest not. Till next week. Hoo Roo.

Altar boy to despot A former Catholic altar boy who became one of Africa’s most brutal rebel commanders, Lord’s Resistance Army (LRA) chief Joseph Kony has sowed terror across four nations for almost three decades. Combining religious mysticism with an astute guerilla mind and bloodthirsty ruthlessness, Kony has turned scores of young girls into his personal sex-slaves while claiming to be fighting to impose the Bible’s Ten Commandments. While battling the Ugandan government, he and a dwindling band of expert guerilla fighters have earned a grim reputation for the abduction of children and mutilation of civilians. Currently believed to be hiding out in a remote jungle area of Central African Republic (CAR), in recent years Kony has seen his forces dwindle to a few hundred as regional armies - backed by US special forces have come together to hunt him down. Yesterday, it emerged Kony had tried to negotiate food and safe passage from CAR’s leader, amid indications he is seriously ill. Forces of the self-proclaimed prophet, accused of overseeing the abduction of tens of thousands of children, roam border regions between the Democratic Republic of Congo, CAR, South Sudan and Sudan. In 2005 he - along with four of his deputies - were the first people indicted by the International Criminal Court (ICC) in The Hague for war crimes and crimes against humanity. A member of the Acholi ethnic group, Kony was born in April 1963 in northern Uganda, according to US advocacy group Enough. After a basic primary school education, he took up arms in around 1987, following in the footsteps of another messianic rebel, Alice Auma Lakwena, a former prostitute who is believed to have been either his cousin or aunt. Lakwena, who died in exile in

US customs agents have seized a horde of “priceless” ancient Korean artefacts, brought to California by a US serviceman deployed in the Korean War six decades ago. The nine seals of the Korean Empire and Joseon Dynasty were recovered in San Diego, after a local man approached a Washington-based antiques dealer seeking to have them valued. “The nine Korean seals recovered by HSI special agents are worth millions in the antiquities business, but they are priceless to South Korea,” HSI’s Seoul attache Taekuk Cho said in a statement. - AFP

The face of terror: Joseph Kony has cut a murderous swathe across Central Africa.

Kenya in early 2007, believed she could channel the spirits of the dead, and also told her followers that holy oil she gave them could stop bullets. Kony claims the Holy Spirit issues orders to him on everything from military tactics to personal hygiene, terrifying his subordinates into obedience. Lakwena - and then Kony’s rebellion claimed to be defending the Acholi people against President Yoweri Museveni, who seized power from northern military rulers at the head of a rebel army in 1986. Despite widespread northern resentment against Museveni, Kony’s policy of abductions soon lost him the support of local groups, who suffered in the government’s brutal war against the LRA. Kony, 50, who speaks broken English and Acholi, has only rarely met outsiders but in an interview with a western journalist in 2006 he declared that he was “not a terrorist” and had not committed atrocities. “We want the people of Uganda to be free. We are fight-

ing for democracy,” he said. Despite that, ex-LRA abductees say they were forced to maim and kill friends, neighbours and relatives, sometimes by biting them to death, and participate in gruesome rites such as drinking their victims’ blood. In the mid-nineties, the LRA conflict spilt into neighbouring countries after the Sudanese government in Khartoum began backing the group in retaliation for Uganda’s support of southern Sudanese rebels battling for independence. When Sudan signed a peace deal with the southern rebels in 2005 support for the LRA dried up and, after being forced into neighbouring DR Congo by the Ugandan army, Kony agreed to peace talks. But negotiations dragged on and, amid mutual distrust and anxiety over the ICC warrant, Kony repeatedly failed to turn up to sign a deal. In December 2008, the Ugandan army - backed up by other regional armies and US financial support - launched airstrikes

against the LRA’s bases in Garamba national park in northeast DR Congo. The attack failed to capture or kill Kony and his top commanders and the LRA splintered into small groups, butchering and abducting its way across a vast area. In late 2011, President Barack Obama deployed around 100 US special forces troops to the area to help regional armies track down Kony. Kony surged to unexpected worldwide prominence in 2012 on the back of a hugely popular internet video that called for his capture. Made by US-based advocacy group Invisible Children, the Kony2012 film became one of the most fastest-spreading internet videos in history after more than 100 million users across the globe clicked on to watch it in just a few days. Despite the increased pressure, after more than 25 years in the bush Kony remains a master of evasion, ditching satellite telephones in favour of runners to communicate and living off wild roots and animals. - AFP

A haul of cocaine with an estimated street value of $US48 million ($A51.60 million) has washed ashore on a beach south of Tokyo, with authorities suspecting seafaring traffickers. An elderly local resident found 80 kilograms of the drug inside backpacks that were tied together and reported it to police, Jiji Press and other media said. The bags were outfitted with a buoy and illuminated markers and authorities suspect that they were lost by seafaring traffickers. Police reportedly said the drugs had an estimated street value of 4.8 billion yen ($A51.60 million). - AFP

Attack on Commonwealth Fiji’s foreign minister has labelled the Commonwealth “irrelevant” and says the Pacific nation is in no hurry to rejoin the international organisation that suspended it four years ago. The grouping of mainly British ex-colonies said in a statement this week that it looked forward to Fiji returning to the Commonwealth once democracy is restored in elections scheduled for September next year. But Foreign Minister Inoke Kubuabola said Fiji did not need the Commonwealth and it was “irrelevant”. - AFP

‘Worm has turned’ for job market ANZ says the “worm has turned“ and employment trends now looking positive. Total job advertising in New Zealand rose by 4.5 per cent in October, seasonally adjusted, suggesting unemployment will continue to fall in the coming quarters, ANZ said. The rise in October followed a 1.3 per cent lift in September, ANZ said. The ANZ’s job ads index is 9.75 per cent higher than a year ago. In a report headlined “the worm has turned”, ANZ said

the upward trend in job advertising was more definitive. Newspaper ads rose 6.1 per cent, building on a strong rise in September, and internet ads rose 4.2 per cent, their fifth consecutive monthly increase. The level of internet ads was 11.9 per cent higher than a year ago. Regional numbers were volatile but internet ads rose in all three main centres. Touch of Venice comes to Auckland By Anne GiBson A touch of Venice is about to hit Auckland as plans progress for a new canal to be dug through the centre of Auckland’s Wynyard Quarter. The canal is to be flanked by wide public walkways, shops, apartments cafes and restaurants. Rod Marler, Waterfront Auckland development general manager, said the trench for water could be about 5m to

8m wide and run 150m to 200m long, but have wide street edges and walkways either side, creating a public space which could be about 20m wide. A spokesman for the organisation said the canal was talked about in his organisation as Water Lane, but there was nothing official about that title. Marler said the internal canalway would run east to west, parallel to Pakenham St and Madden St off Halsey St. The big new feature of the

western reclamation’s development would be intersected by bridges and other accessways to bring a touch of the waterfront into the precinct, around the area where apartments are planned. Waterfront Auckland expects to announce who will build a new five-star hotel, offices and the first 650 out of a planned 1500 apartments in the next few weeks. Taco Bell stores within the next two-to-three years. With the rise of outlets like Mexicali Fresh, Mexican food is a growing segment of New Zealand’s quick service restaurant market. Creedy said that growth in popularity made Taco Bell an even more lucrative prospect for Restaurant Brands and he expected its introduction to prompt the same kind of consumer excitement that surrounded the launch of Carl’s Jr. “I think Taco Bell brings the speed of service, which is what people want, and affordability,” he said. “It’s got those two things going for it. Taco Bell is back on the menu for New Zealand fast food operator Restaurant Brands. The Auckland-based company announced its intention to introduce the Mexican restaurant chain in this country a few years ago. But Restaurant Brands chief executive Russel Creedy said the plan was put on hold after Taco Bell’s parent company, American fast food giant Yum Brands, pulled back on a rollout of the brand into new markets outside the US. “I think they felt they needed to consolidate the supply chain part of it,” he said. In the meantime, Restau-

rant Brands has begun opening Carl’s Jr stores in New Zealand. Its eighth Carl’s Jr store opened in Otahuhu this week. Creedy said the company had reached the point where another brand could be added to its stable - which also includes KFC, Starbucks and Pizza Hut - and he believed Yum was once again interested in rolling out Taco Bell internationally. “Taco Bell is certainly on the radar,” he said. “I’m keen to go have a look at that now ... and just update myself on where they’re at and have some further discussions around possibly bringing Taco Bell to New Zealand.” Creedy said Restaurant Brands could begin opening

Gap between haves, have-nots A new report on internet use in New Zealand has revealed those who are left on the wrong side of the ‘digital divide’. Poor, elderly, Maori and Pacific people and those in small towns have less access to the internet, and make less use of core services offered online. The World internet Project survey, released yesterday, shows 92 per cent of Kiwis use the internet, while five per cent never have, and three per cent have in the past, but no longer do. The report said income had a clear impact on internet access, with those earning below $35,000 least likely to be online. This was most pronounced among those aged over 65, with 39 per cent of low-income elderly having no internet access. Lead researcher, AUT’s Professor Allan Bell, said the report showed how those groups were being left behind. “The biggest structuring of the internet is by age, but what you see is when you combine certain age groups with certain income brackets, you get smaller subgroups, which are in fact not necessarily small in numbers, who may be disadvantaged, in particular older people with a low income.” Maori and Pacific people were also less likely to have internet access than New Zealand Europeans or Asians - although Maori and Pacific people had a higher uptake of music-streaming services such as Spotify. The jury’s still out Jurors failed to reach a decision and will return for a third day of deliberations to determine how much Samsung Electronics owes Apple for copying key features of the iPhone and iPad. A previous jury found Samsung guilty of infringing Apple patents in making and marketing 26 devices, and it ordered Samsung to pay US$1.05 billion. But US District Judge Lucy Koh tossed out US$450 million of those damages and ordered the new jury to recalculate damages for 13 of the devices. Apple is demanding US$380m. Samsung says it only owes US$52m.

It seems obvious to face solar panels directly towards the sun: south or north, depending which part of the world you’re in. Still, one study in Texas, found that facing them west could bring more benefits. The study found that panels turned to the west generated nearly 50% more electricity during peak demand hours than did their southernfacing counterparts. Homes with west-facing systems also produced slightly more electricity. Future research will study what difference the pitch of the roof makes. The obvious isn’t always the best thing.

New bat-toy The Bat is a small but fully autonomous military drone that has been used for a while for surveillance. It’s launched from a hydraulic rail launcher at sea or on land and retrieved by having it fly into a large net. It can travel at up to 112 km/h. In recent tests it succeeded in jamming radar signals. That means it could be used to protect aircraft against radar and surface-to-air missile guidance systems. Wouldn’t it also jam the radar of the planes it’s protecting?

Edgy vision The Argus II is a retinal implant for adults with retinitis pigmentosa which causes a slow loss of vision ending with blindness. The Argus II system uses a tiny camera in a pair of glasses to capture an image, process it and send instructions to 60 electrodes that stimulate cells in the retina. Those cells in turn send visual information along the optic nerve to the brain, creating the perception of patterns of light.

If you add all the meat at once, the pan temperature will drop significantly and the meat will stew rather than seal. ■ Cook the noodles according to the packet instructions while the meat is cooking. ■ When all the meat is sealed, return it to the pan. Scrape any remaining marinade into the pan,

add eggs and toss to combine well. Add the spring onion and cabbage and stir-fry so that the cabbage becomes coated in the marinade and begins to soften. ■ Drain the noodles thoroughly and add them to the pan, folding them through the other ingredients. Continue cooking until the mixture begins to look almost dry, then add the bean sprouts. Serve in bowls.

Early winners clash Two first round winners square off in round two of senior cricket’s Pritchard Shield tomorrow. Round one of the Mid Canterbury Cricket competition belonged to the Tech Sharks, who kept up their winning form to show they’re still the ones to chase. Tomorrow they take on Methven, who beat Lauriston by a mere 17 runs. Meanwhile, at the Ashburton Domain two teams will take to the field searching for a win to open their accounts. The Stags host a Coldstream side coming off a disappointing loss to Allenton, while the other match of the round sees Lauriston host Allenton.

Mid Canterbury Special Olympians Shane Pringle and Joanne Inwood have been getting their eye in before playing bocce at the National Special Olympics in Dunedin.

Cup campaign heats up Mid Canterbury’s senior cricket side will have its final hit-out this weekend, before starting its 2013/14 Hawke Cup campaign. The side travels to Oamaru to take on North Otago in its final preseason match, with the Hawke Cup zone matches getting under way the following weekend. Mid Canterbury’s first Hawke Cup match will be away against Otago Country. Mid Canterbury coach Garfield Charles said he was pleased with how his young squad had fared in its opening two pre-season matches. Mid Canterbury won the Ron Biggar Memorial Trophy for the first time since 2006. “It was the first piece of silverware of the year so that’s great,” Charles said. “And both games were comfortable victories actually.” He said his side hadn’t really been pressured at all in its opening two games, but North Otago on Sunday was an unknown quantity. Hawke Cup cricket would be a big step up again for the young squad. “It’s a very tough competition. Just to get a challenge is quite tough. It’s quite a big deal; it’s the pinnacle of the district association competition,” Charles said.

The Mid Canterbury Special Olympics team has been putting in plenty of training ahead of the upcoming nationals. A total of 1604 Special Olympic athletes will descend on Dunedin for the opening ceremony on November 27 for three

days of competition. Mid Canterbury is entering the secondsmallest team, with five athletes, two bocce players and three swimmers, while hosts Otago have the biggest team. Liam Bartley, 16, was a standout performer in the pool at the regional qualifier back in February claiming four medals but

it was the performance of the bocce team that was the real surprise story. The Mid Canterbury team had been without an actual bocce facility to practice on after being turfed out of the Mackenzie Centre in March last year and were without a proper game for almost a year, but cleaned up the competition.

The boys’ pairs won gold and the women’s pair silver before they combined to walk away with gold in the fours, but they will only send Joanne Inwood and Shane Pringle to the nationals to contest the singles and pairs. In the pool Bartley is joined by Trevor Nish and David Gosney.

Black Sticks down Chile in World League warm-up The women’s Black Sticks have overcome a slow start to defeat Chile 6-2 in the first of three warm-up games in Santiago before heading to the World League Final in Argentina.

Ashburton rugby sevens star Mark Jackman has missed out on selection in the All Blacks Sevens squad bound for Dubai and South Africa on Sunday. Coach Gordon Tietjens named his 12-strong side yesterday at a training camp in Mt Manganui for the next two legs of the Sevens World Series. However, Jackman was not included in the side despite a successful return from injury during the Gold Coast Tournament last month. Jackman recently signed a one-year contract with the All Blacks Sevens side with another 16 players. Tietjens named nine players from the side that won the Gold Coast leg, who will leave for Dubai on Sunday before heading

to Port Elizabeth a week later. Jackman was left to make way for rising sevens star Gillies Kaka, who returns from injury for his first tournament of the new season, and World Cup team member Bryce Heem, who is back in the squad after a strong ITM Cup season with Tasman. Tietjens named a relatively experienced squad. “It’s important that you have those experienced players around you, but it’s really the form players that have performed right throughout the week, they have trained very well and are very fit.” The All Blacks Sevens won in Port Elizabeth last year, but have not won in Dubai since 2009, claiming second prize last year. “It’s a tough pool with Kenya,

Top Mid Canterbury tennis player Rhys Cromie could have a fight on his hands as he vies for a record eighth Gala Cup title this weekend. Cromie won his seventh Mid Canterbury Championship Gala Cup men’s singles title last year, equalling the record set by AC Browne in the 1950s. But this year he’s already suffered a rare singles loss to newcomer Neil McCann, who will this weekend take second seed spot behind the reigning champion. Good entries have been received for the men’s draws at the annual Mid Canterbury Championships, and the de-

fending champions are back to defend their titles in both the men’s and women’s A grade singles competitions. Cromie headlines a 13-strong men’s singles draw along with McCann, with Tony Brosnahan third seed and Jason Feutz fourth seed, despite no longer playing regular Saturday competition tennis. Cromie will look to make it another double when he teams up with his older brother Jayden in the A grade men’s doubles, while the A grade and A reserve women’s doubles have been combined, with three pairings to face off in a round robin format. The A grade women’s draw features 2012/13 winner Ash-

leigh Leonard – who upset last year’s top seed Rebecca Robinson to claim her first Gala Cup title. There are four girls vying for the title this year, with Leonard’s toughest opposition expected to come from second seed Stacey Hopwood. Only two entries in the A reserve women’s singles means it will be a straight final between Tessa McCann and Erin Connelly-Whyte, while Sam Bubb leads a seven strong men’s A reserve singles field. A favourable turn of events has seriously bolstered the Mid Canterbury Sevens side’s chance of being a top contender at the South Island rugby sevens in Timaru tomorrow. Experienced Heartland and sevens players Jon Dampney, Will Mackenzie and Richard Catherwood passed fitness tests on Tuesday and gave coach Mark Cousins the green light to join the 12-strong squad. Dampney (thumb), Mackenzie (leg) and Catherwood (knee) all looked in serious doubt for tomorrow’s qualifying tournament for the national sevens in January, after sustaining injuries following a long club and Heartland season. “We really weren’t sure about them, but all these Heartland players, including Dwayne Burrows, I have coached in national tournaments for Mid Canterbury and to have that sort of experience is really good,” Cousins said. A relatively green side was unofficially named on Monday but the return of the experienced trio will see

teenager Jay Aitken, Aleki Hifo, Seta Matoli, Paulo Matoli and brothers Toafa and Romeo Touli dropped from the squad. Cousins conceded it was the toughest team he has had to name since taking over the side. “All those players played really well in the lead up tournaments and it’s a shame to have to let them go, but the biggest factor here is experience,” Cousins said. After bowing out in disappointing fashion last year, Cousins is excited about the prospect of this side. With only six teams signed up to play, the top five go on to play in the national tournament in Rotorua next year. That means Mid Canterbury just have to make the semi-finals, or take on the unenviable prospect of playing off for fifth – either way they do not want to be anchored at the bottom of the table. Cousins said his side won’t be the biggest or the strongest, but what it does have is a tight-knit side with strong depth that has shown some strong form in the lead up tournaments. The tournament will air live on Sky Sport 1.
