Locals given better shot at council jobs BY SUE NEWMAN

Value for money rather than local loyalty will continue to win the day when the Ashburton District Council shops for goods and services. In its new procurement policy, the council has stopped short of adopting a ‘buy local’ directive but has given locals an assurance they will be included in the mix when bids are called for business. Under the suppliers section the policy states that “all requests for verbal quotes, written quotes and closed tenders must include at least one local supplier when there is a known supplier that offers the goods or services required”. On several occasions over the past year Ashburton businesses cried foul after the council opted to send business out of town. In some instances the work was not offered locally and in others locals tendered but missed out on securing jobs. The council’s response was

to draw up a new procurement policy that spelled out the principles that must be adhered to when goods and services were bought. The new policy focuses on securing best value for money over the life of the goods, service or asset purchased and a requirement for purchases to be made in an open, fair and accountable manner. Also included is a requirement for “local suppliers have the opportunity to compete for council business”. When it signed off the new policy yesterday at the council’s finance and community services committee meeting, councillor Robin Kilworth wanted the council to compile a list of prequalified businesses it could have on its books. This would not guarantee work and would not signal any contractural arrangement, she said. The council will invite suppliers to register their interest in being considered for the prequalification list.
