Hundreds of boaties are being forced to register their vessels to use Lake Hood, as aquatic authorities clamp down to improve safety. Yesterday, Environment Canterbury (ECan) and Lake Hood project manager Gary Casey revealed a new regulation which will require vessels over 10 horsepower to register with the Lake Hood Aquatic Park. The move is the first of its kind in Canterbury; with ECan deputy regional harbourmaster Ian Fox confirming it was a trial that could soon be rolled out across other boating areas within the ECan jurisdiction. Mr Casey said boats would be issued a sticker identical to their boat trailer registration which owners would stick on either side of the vessels to ensure it was visible from a distance. “We had issues last year with people coming from other areas and going the
wrong way around the lake, and some people just not adhering to the rules. “The registration covers two things; when you fill out the form people must read and understand the rules of the lake ... the other side of that is if people are boating dangerously then we can identify that boat and act.” With plans to fully enforce the rule at the end of this year, a final draft ECan Document says Lake Hood officials would have the authority to suspend or ban unregistered boats or vessels not displaying the correct information. Mr Casey said registration was free, and forms could be found on the Lake Hood website or obtained at Ashburton Marine, the Lake House and off officials who would be handing them out on weekends. Mr Fox said better knowledge around Lake Hood rules would improve water safety for boaties, swimmers and other lake users.

Two New Zealand start-up entrepreneurs are claiming a world first by creating a webpage while skydiving from almost 2500 metres. Chris Hirst and Leo Zhao jumped out of a plane above Auckland to show how easy it is to use their new web design and hosting tool Designbymobile. The innovation allows people to design and build websites on smartphones or tablets, as well as computers, and allows updates on touch screen devices at any time. The pair did two jumps and used the footage from the first jump to create the webpage in midair on the second jump, taking around seven minutes from jump to landing.

Kiwi opera singer Dame Kiri Te Kanawa makes her eagerlyawaited appearance on the British TV series Downton Abbey next week. A Helena, Montana, man who painstakingly gathered and reassembled parts of five $US100 bills eaten by his golden retriever has been reimbursed by the US Treasury for the damaged currency. The Independent Record reports Wayne Klinkel received a $500 check Tuesday (NZ time). His 12-year-old dog, Sundance, downed all but half of one of the bills in December. Sundance snacked on the cash in the family vehicle while Klinkel and his wife ate at a restaurant. Klinkel says he carefully picked through the dog’s droppings to recover parts of the bills and his daughter recovered more when the snow melted.

Oh Lorde! Lorde has made Kiwi music history by leapfrogging Miley Cyrus to hit number one on the US Billboard charts. The 16-year-old’s debut smash Royals had been sitting at number three on the Top 100 chart. It jumped past Katy Perry’s Roar and Cyrus’ Wrecking Ball to hit the number one spot yesterday. The achievement makes Lorde the youngest solo artist to top the Hot 100 since Tiffany, whose song I Think We’re Alone Now took over at number one on November 7, 1987, when she was 16 years and one month old. Lorde turns 17 on November 16.
Sinatra the daddy? American actress and celebrity campaigner Mia Farrow has admitted Frank Sinatra, and not Woody Allen, may have been the father of her son Ronan. Speaking to Vanity Fair magazine in an exclusive interview published yesterday, Farrow described the American crooner and film star as the great love of her life. Asked whether Ronan, 25, may actually have been fathered by Sinatra, Farrow admitted: “Possibly.” “We never really split up,” she is quoted as telling the magazine.

Three hands were raised in opposition yesterday when Ashburton District councillors voted on the future of a second bridge across the Ashburton River. Councillors Donna Favel, Stuart Wilson and Ken Cutforth did not support the council lodging a notice of requirement for land designation associated with the bridge when they were asked to sign it off. Their fellow councillors carried the day however, with the remainder and mayor Angus McKay supporting the recom-
mendation. The project has raised ire in the community for many months as the council struggled to identify the best route for the future bridge. After several attempts it settled on a route that will take traffic along Chalmers Avenue to a new bridge that will feed into a new road running through rural land to Tinwald’s east. It will require several strips of privately owned land to be acquired by the council. John Leadley supported the recommendation, saying the ongoing public concern would be addressed through the hearing process.
“Every detail will be looked at. This is just a path towards getting a piece of land for the future. I believe we’ve widely consulted on this. The designation is just a safeguard and this is a commonsense decision.” Because the designation application would be heard by an independent commissioner, every aspect of the project would come under intense scrutiny, mayor Angus McKay said. “Whatever the result from the independent commissioner, we’ll give some certainty to people who live along the proposed route and landowners with property along the route.”
Stuart Wilson wasn’t so sure. He asked why a promised report on the social and environmental impact on Chalmers Avenue had not been completed before this application was lodged. He was told this information would be part of the material presented to the commissioner. Councillor Robin Kilworth said the designation was for 15 years and in that time traffic habits and traffic treatments could change. “All this is doing is setting aside and designating an appropriate piece of land to allow this bridge to be built.” The council voted in July to
move ahead with the route it identified as option A. This impacts to varying degrees on about 11 properties on the Tinwald side of the new bridge. The impact on Chalmers Avenue properties is still to be fully assessed. Work on the second bridge is unlikely to start until 2026 but the council needs to ensure it has secured the land it needs for the project. It has already approved $1 million worth of expenditure - $700,000 to buy land on Carters Terrace and $300,000 for the land designation process.

They may not have always agreed on every issue, but the Ashburton District’s 12 councillors and mayor have presented a united front as they led the community over the past three years. The civic team has taken the district through a period of significant growth in both its economy and its population and has steered it through often turbulent waters as two large
scale projects – the art gallery and museum complex and the EA Networks Centre – have moved from planning stage to construction. A third project, the second bridge across the Ashburton River, has also provided significant challenges for the council as the final route has been hammered out and the project has moved into the land designation phase. The council has dealt with the
aftermath of the Canterbury earthquakes, the devastation it wrought on the central business district and the societal and infrastructural challenges that came from the influx of a large number of Christchurch people seeking temporary refuge. During this council’s term in office the Ashburton District has risen from the ninth fastest growing district in New Zealand to become the second fastest growing.
Yesterday the council met for the final time in this current term, ahead of local body elections on October 12. For three councillors this would be their last meeting with their peers as John Leadley, Robin Kilworth and Jim Burgess are not seeking re-election. They are three of the district’s longest serving councillors with Mr Leadley wrapping up eight terms, Mrs Kilworth six and Mr Burgess three, the council is los-
ing more than 15 years of experience. The district’s five rural councillors – Neil Brown, Ken Cutforth, Alan Totty, Martin Nordqvist and Stuart Wilson – will not face an election for seats in their wards, while the remaining urban councillors – Donna Favel, Jac Sparks, Darryl Nelson and Don McLeod – are all seeking re-election. Mayor Angus McKay is also seeking reelection.

Ballot papers sent to Auckland By Sue NewmaN

Voters in this year’s local body elections might be tardy in returning their ballot papers, but it seems they’re also confused. For the first time our elections are not being run through a locally based returning officer and while ballot papers can be hand delivered to the Ashburton District Council’s office, all returned papers make their way to Auckland. That, however, does nothing to take away the local from the local body elections council, community planning officer Gavin Thomas said. “When our returning officer retired we were left with insufficient time to train staff to take on the process. There is a significant amount of risk associated with getting an election right or wrong and there have been examples in the past of this happening, where results weren’t known for weeks.” The council opted to use the Independent Election Services company to run this year’s election and that company was no stranger to the district’s elections, Mr Thomas said. “They’ve always provided us with the software and the systems to undertake elections and they’ve provided back up to our electoral officer.” The company runs elections for 23 other councils equating to about 53 per cent of the country’s voters. They also ran last year’s by-election in the council’s eastern ward. Two electoral officers are based at the council, Phillipa Clark and Jo Naylor. If there was any change from previous years it would be in the timing of last minute voting, Mr Thomas said. “While we’ll have a ballot box available in the council’s reception until noon on October 12, if you’re posting your papers back you should think about getting these in the mail a day
Buller’s Stockton Mine has shed another 21 Solid Energy jobs in just over a month. On September 1, Stockton had about 584 mineworkers and 140 contractors’ employees The Westport News reported on Wednesday. However, Solid Energy stakeholder relations manager Vicki Blyth revealed yesterday that Solid Energy’s workforce had since fallen by another 21, to 563, since then. Nationwide, Solid Energy now had 756 fewer employees than at June 30 last year, she said. The company currently employed 902 people, including the 563 at Stockton. - APNZ
Haast Pass open The swinging door that has become the Haast Pass was open again yesterday after yet another closure on Wednesday. The NZ Transport Agency says further closures are expected with more rain forecast. State highway 6 reopened yesterday to all traffic from Haast to Makarora after being closed since midday on Wednesday after heavy rain. NZTA performance manager Pete Connors said about 40mm of rain fell in the Haast Pass area on Wednesday, bringing a small amount of rock and gravel down on to the highway, which was cleared yesterday. - APNZ

New speed limit on dangerous stretch of road The speed limit along a notoriously dangerous stretch of road in Christchurch has been reduced from 100km/h to 80km/h - but you wouldn’t yet know it from looking at the road signs. The 350m section of Shands Road from south-west of Trents Road, near Prebbleton to the Marshs Road intersection in Hornby has claimed two lives in the past five years.
A man whose body was found in a Blenheim creek on Wednesday has been named by police. Glenn Carl McGregor, 39, of Redwoodtown, was found beside a bicycle shortly after 11am by a member of the public near a cycleway in the Riverlands area. The police investigation is continuing into the circumstances surrounding his death. - APNZ

In that time it has also been the scene of six serious and 30 minor injury crashes. Traffic along the road has increased 35 per cent since the opening of the Southern Motorway late last year. As a result the speed limit along the road, along with several connecting roads, was supposed to be reduced from last Tuesday but as late as yesterday no changes had been made to signage, with 100km/h still the posted speed limit.
Selwyn District Council asset manager transportation Andrew Mazey said the changes would not come into effect until new signs were put up. This was despite Christchurch councillors having last month approved bylaw changes which stated that the new speed limit would be in effect from October 1. Mr Mazey said that the new signage would be in place within a week. “It takes some time for the
signs to be created and installed. The signage is a new design and includes the speed limit and the words ‘high crash area’ to warn motorists to reduce speed. “We are co-ordinating the speed limit changes with the police, who will only begin enforcement of the speed limits once the signage is in place,” Mr Mazey said Police have supported the speed limit reduction. - APNZ
Three men, including one with a weapon, forced their way into a Christchurch home, locked a man in a cupboard, and stole thousands of dollars’ worth of electronic gear. Police say the victim may know at least one of the offenders who burst into his Bishopdale home around 9.15pm on Wednesday. The victim was confronted at his front door by three men, one of whom was armed with a weapon, Detective Sergeant Hamish Wilson said. After an altercation, the three assailants tried to restrain the man using duct tape. “This was not successful and the victim was held down on the ground before being shut in a cupboard in another part of the house,” Mr Wilson said. “He was able to free himself after the offenders left. Fortunately he suffered only minor injuries.” Mr Wilson says a number of items of computer and electronic equipment were taken from the Raleigh Street address. - APNZ
Rotary books A story in yesterday’s Guardian about the gift of a book to every five year old starting school at an Ashburton District school next year may have confused readers. For three shows only, the Ashburton Trust Event Centre has been given an Arabian makeover ready to take the audience on a magic carpet ride. Mid Canterbury Children’s Theatre presents Aladdin Jr, a show that will appeal to audiences of all ages. The use of a set stage offering split levels and stairways in front of a silhouetted middleeastern roofline, is easily lit for effect and gives the company of 60 performers plenty of space to utilise. Lighting that is not overwhelming helps set the mood for each scene and the spectacular costumes highlight each of the characters’ roles and demeanours extremely well. The issues around diction and sound will most certainly be ironed out before opening night as the performers and technicians become more comfortable in their surroundings. The five narrators do an excellent job of leading us through the story. Their strong stage presence and clear singing voices help the show along immensely. As the story progresses we meet the Sultan (Cameron Wilson) who capably plays a strong leader, wanting the best for his daughter, Princess Jasmine (Annelise Diamond) as they set out to find her prince. Diamond worked hard at building the chemistry between her character and that of Aladdin. Her singing voice was well suited to the romantic melodies sung in the role.

Aladdin (Caleb Livingstone) acted his role well and obviously enjoyed playing opposite the Genie, whom he worked extremely well with. The Genie (Gabrielle Stringer) showed strong characterisation and a real confidence in her role and gave the show just the lift it needed. She captured the moods of the Genie wonderfully and made the characters around her work well. The evil, but slightly foolish, Jafar (Toby Lee) is out to ruin the dreams of the princess and Aladdin in favour of him being able to take over the Sultan’s rule. Lee portrays evil well and is ably and comically supported
by his Parrots (Oliver Bubb and Isaac Diamond). These two are well suited together and have their moments of stealing the limelight! Jafar’s guards also add humour to some tense situations. One of the real highlights for me was the work of the ensemble. They were bright and bubbly on stage and their singing and movement suited the numbers they were involved in. The dancing was clean and simple and added just the right effect without distracting from the storyline. Under the direction of Claire Bubb, musical direction of Angie Cresswell, and the choreography of Amber Bailey, Mid
Canterbury Children’s Theatre can be proud of their achievements with a very young cast. Mid Canterbury is fortunate to have such a dedicated team of professionals and an especially dedicated team of backstage volunteers to bring the experience of musical theatre to our young actors, singers and dancers. Tim Rice, who wrote the lyrics for this show, once said, “You’ve got to have a young element in a show. Any project needs youth and dynamism as well as old codgerdom and experience.” With the youth on stage and the experience directing them, he would be more than excited about what he would see.

Dogs believed poisoned at Auckland beaches By Matthew theunissen and Brendan Manning Dog owners at some of Auckland’s most popular beaches are baffled as to why anyone would lay deadly slug bait indiscriminately in a public area. At least seven dogs have suffered seizures which are suspected to have been the result of eating the poison while walking at Kohimarama and St Heliers beaches in east Auckland. Kohimarama Veterinary Clinic has sent a mass email
to its clients warning them not to take their dogs to the beaches, after six dogs were treated for severe shaking leading to seizures; symptoms indicating they had eaten slug bait. The dogs developed symptoms six to eight hours after visiting the beaches and required immediate treatment, the email said. The clinic advised people to avoid taking their dogs to the beaches until the issue had been resolved. Abbotts Way Veterinary Clinic in nearby Remuera
confirmed that about two weeks ago they had also treated a dog thought to have been poisoned by metaldehyde - the active ingredient in slug bait. While unable to go into specific details, nurse Yani Riley said the dog was thought to have been on one of the beaches before presenting at the clinic “tremoring and seizuring”. Treating dogs for metaldehyde poisoning mostly just involved supportive care and trying to keep them as calm as possible.
Auckland Council media advisor Lydia Blatch the council had been alerted to the reports. The poisonings were not due to the council laying baits for pest birds, she said. Auckland Council local parks manager Jane Aickin recommended pet owners keep an eye on their dogs or keep them on a leash while exercising on the affected beaches. Council parks officers were carrying out regular checks of the beach, and warning signs were being installed. - APNZ
French food giant Danone has confirmed it is seeking full compensation from Fonterra for damage caused to its business following the New Zealand dairy company’s botulism scare. In a statement, Danone said it had sent a notice of dispute to Fonterra on September 24. “Danone is determined that it should be fully compensated for damages caused by the recall on eight markets,” the company said. “Food safety is a non-negotiable priority and we are co-operating fully with local authorities and key stakeholders to determine the causes of the situation and clarify responsibilities.” While Danone did not provide a figure on the compensation it was seeking, Business Herald columnist Fran O’Sullivan has reported that the French firm is “arguing behind the scenes” that the brand damage has cost it around 200 million ($326 million). Danone products were recalled in eight countries, including New Zealand and China, after Fonterra suspected that 38 tonnes of whey protein, used in a range of consumer products such as infant formula, had been contaminated with a botulismcausing bacterium. It turned out to be a false alarm. Danone was hardest hit in China, where consumers remain highly sensitive to food safety scares following the 2008 melamine scandal, when six babies died and thousands more became sick after consuming dairy products tainted with the industrial chemical. - APNZ

Peter and Larraine McQuarters have the perfect answer to dealing with an out-of-control hobby – turn it into a revenue generating business. If it’s old, different or it’s something that no one else wants, over the years it’s probably found its way into the McQuarters’ sheds. And if that old item relates to entertainment or aviation then it has almost certainly found a safe haven on their Aeroview property. As their collection of memorabilia grew, so too did public interest and curiosity. And while they have hosted the odd private viewing of their collection, the idea of making a living from what was a hobby had been in the too hard basket, Mr McQuarters said. “The question has always been the same, why don’t you guys take this further,” Mr McQuarters said.

‘We knew the potential was there but until we decided the time was right to step away from a 33-year radio career the idea has remained on hold – until now.” Within a few weeks the McQuarters’ property, Aeroview, will become the Aeroview function centre, open for business as a retro themed venue for gatherings of up to 100 people. With a resource consent and building consent ticked off, they are on target to open up their private museum to the world this month as a themed social venue. “Our theme leans heavily towards showbusiness with a theatre that can be set up for dining plus lots of relaxing nooks
and crannies where people can escape for a drink and a yarn,” Mr McQuarters said. Small events will be catered in-house but they have struck a deal with commercial catering company All Fed Up to provide food for larger gatherings. “I reckon it will also be an ideal weekend destination for car club runs and the retro cinema will be a big drawcard for afternoon bus groups from around Canterbury.” Looking back, Mr McQuarters said Aeroview has come a long way from the day the couple bought it in 1996. Then it was just a paddock covered in gorse. “We moved around a lot because of work but wanted to
put down long-term roots. We came back to Ashburton and wanted a block of land. We found this on a Sunday drive, stood on this block opposite the airport and knew it was perfect. It even had a grandstand view of the airport.” They built a shed for their tools, then another to house their growing collection of things old, and finally built themselves a home. Mr McQuarters has been collecting memorabilia since his teens with an Edison phonograph his first piece. Most recently he acquired a Harvard aircraft which will be restored and put on display. “We’ve now got a lifetime of collecting stored here but we need to do some rationalisation, to cull some stuff so we end up with only the good stuff left. It’s the thrill of the chase that keeps you doing it but it gets a bit tedious once you have it and have to look after it.”
National insulation scheme breaks target By Sue NewmaN

Ashburton has played a role in ensuring a scheme to insulate New Zealand homes has not only achieved, but has broken its four-year target. Of the 235,000 homes insulated nationally as part of the Warm Up New Zealand: Heat Smart scheme, 1391 were in the Ashburton District. Those homes had subsidised
insulation installed between July 2009 and the end of September this year. When the Government launched the programme in 2009 to help make Kiwi homes warmer, drier and healthier, there was a target of 188,500 insulated by 2013, Energy and Resources Minister Simon Bridges said. “The programme has seen 235,000 homes insulated, di-
rectly improving the living conditions of many thousands of New Zealanders. This is a resounding success.” The Heat Smart programme is now drawing to its planned completion with its replacement, Healthy Homes, launched earlier this year. The new programme offers free ceiling and underfloor insulation for low-income households, particularly those
families with children and high health needs. It is expected to insulate around 46,000 additional houses over the next three years, Mr Bridges said. Warm Up New Zealand: Healthy Homes is being rolled out across the country by the Energy Efficiency Conservation Authority, with projects already announced in regions from Northland to Southland.
Booming tradie courses in postearthquake Christchurch have been given an $18.9 million cash boost from the Government. Courses at Christchurch Polytechnic and Institute of Technology (CPIT) have soared by 46 per cent since the quakes, and have been nearing capacity. The funding injection will help extend the CPIT campus, and bring on an additional 400 equivalent full-time students or up to 1000 student places each year until 2018. The money adds to CPIT’s $100m-plus redevelopment plan to rebuild and renovate its campuses. - APNZ

Kay Eagle has only two chooks after a third was killed by an intruder dog. Her untamed little chicks are now 18 months old but one, called Ginger because of the underlying colour around the neck, has been changing from a docile chook that lays an egg a day, into an aggressive, crowing creature. Ginger has her own half-hidden nest, where she has been laying an egg a day for the past few months. But late last week, Kay heard crowing about 7.30am and dashed out to check where it had come from. “It was Ginger, crowing. She is pretty tame, so I’ve picked her up to check her out and I see the beginning of spurs growing on her legs. I’ve Googled ‘hen to rooster’ and read its happens to one in 10,000 hens.” - APNZ
Kiwi buys island New Zealand businessman Michael Harte has just bought his own Mediterranean island, but he won’t be partying on its beach with his mates. “For one thing, I’m not allowed to,” he said. Mr Harte paid $4.8 million at auction for the pristine Budelli Island - an Italian national park considered to be one of the most beautiful islands in the Mediterranean. Budelli is part of the La Maddalena island group which lies between Sardinia and Corsica and is renowned for its “Pink” beach at the south-eastern part of the island. Mr Harte, the chief information officer for Australia’s Commonwealth Bank, said he liked the idea of being involved with a conservation project in Europe. When it comes to cellphone use by moviegoers, women in their 30s and 40s win hands down, Regent Cinema owner David Favel says. While he won’t be going as far as Hamilton’s Hoyts cinema in evicting cellphone users, Mr Favel said anyone who is caught using a phone is reminded that the cinema is a no-go cellphone zone. And that includes texting. “Before movies we run a public announcement asking people to turn cellphones off and we try to clamp down on phone use. We also have staff
moving through the theatre for 15 or 20 minutes of a session,” Mr Favel said. The worst case of cellphone use was a patron who was trying to record a movie. That person was asked to leave. Noise was generally not too much of an issue during screenings, but that depended on the time of day and the movie. School holiday screenings were generally noisier and that was an accepted part of children’s movies, he said. People had been asked to leave the theatre because they were creating a noisy distrac-
tion but generally Ashburton patrons were pretty good, Mr Favel said. “We get the odd complaint particularly when some people like to think they’re watching a DVD with their commentary.” The Hoyts chain is also considering banning latecomers to movies – if the main feature has started, then there will be no admission. That won’t be happening in Ashburton and while the odd latecomer turns up, Mr Favel said they were usually people from cities where trailers before a movie lasted for 20 minutes. In Ashburton trail-
ers usually run for only five minutes of screening time. Hoyts is also considering increasing its range of food to include hot dogs and chilli fries and adding wine and beer to its beverage list. That won’t be happening in Ashburton, Mr Favel said. “We’ll never allow alcohol in our theatre. It’s one of the last places you can go with your family where there is no alcohol.” Ashburton moviegoers shouldn’t go looking for hot food lines either – nachos and hotdogs won’t be featuring at the Regent Cinema any time soon.

Days packed with activities are about to begin for children in Methven, as the Methven Kids Fest kicks off tonight with a $2 Kids’ Market. With stalls run by children and nothing priced higher than $2, the market will provide the perfect opportunity for Methven children to raise some funds to cover the coming week of activities, which include DIY workshops, BMX biking, art, crafts and even young farmer challenges. plants to sell at the market, and with live music and entertainment planned for the night there would be something for everyone. Pilots in lucky escape By Kurt Bayer and Brendan Manning Two pilots had a lucky escape yesterday when their helicopter crashed during a training flight near the Waimakariri River in Canterbury. The Guimbal Cabri helicopter came down in an open field used as a major low-flying training area at the south end of Two Chain Road, near Swannanoa, around 4.20pm. The pair had been practising low-flying manoeuvres when the two-seater aircraft “hit the ground heavily,” police said. The small white chopper suffered damage to its left side,
wrecking the left skid. Its rotors still appeared functional. The qualified pilot, who was undertaking instructor training, suffered moderate spinal injuries, police said. He was flown to hospital by the Westpac Rescue Helicopter, which was diverted to the scene while en route to a less serious call-out in the Hundalee valley, far north Canterbury. The second person aboard, an instructor, suffered only minor injuries and remained at the scene until his wife came and picked him up, said the local landowner, Wanaka Helicopters’ pilot and instructor Simon Spencer-Bower QSM.
A local helicopter pilot said the helicopter was owned by Pacific Helicopter Training. A spokesman for the company said he couldn’t talk about the crash, citing Civil Aviation Authority (CAA) laws. Mr Spencer-Bower, who’s racked up thousands of hours’ flying time himself, doubted the CAA - who have not yet been available for comment - would get involved. The 65-year-old believed it was a minor incident. “These things (Guimbal Cabri) are pretty good these days,” he said at the scene - a field which forms part of the sprawling estate which has
been in his family’s hands for decades. He lets all helicopter and small fixed winged aircraft training operators based at Christchurch Airport - a short flight south over the Waimakariri River - use his property for low-flying, under 500-feet training. “The nice thing about New Zealand is that you can perform these manoeuvres - practising approaches to land and take off,” he said. Police and ambulance services also attended the crash, with a large cordon initially surrounding the crash scene. - APNZ
The trend for consented new houses appears to be flattening nationally after two years of growth, but Ashburton is faring a little better with a new house trend that is almost static. Statistics New Zealand figures show that year on year in August the number of new homes consented around the country levelled off. In Ashburton, however, while there has been a slight drop in numbers, from 233 to August 2012 to 225 to August this year, that decline represents a change of just 3 per cent. The biggest contributor to the decline was June where Statistics NZ shows that just six new house consents were authorised. That was the lowest number since five in February 2010. Nationally, the most recent low for house consents was in March 2011. Consent numbers peaked in September 2003. Over the past five years in Ashburton the strongest month for new home consents was August last year, 31. In August this year 25 consents were authorised. For the past five years to August 30, house consent numbers have grown by about 22 per cent: September 2008 – August 2009, 174; 2009 – 2010, 149; 2010-2011, 136; 2011-2012, 233; 2012 – 2013, 225.

Successful surgery for stabbed police dog By Brendan Manning and Patrice dougan A police dog which suffered a punctured lung after being stabbed during an Armed Offenders Squad call-out near Whangarei yesterday has undergone successful surgery and is coping well. Northland police dog Gus was protecting his handler when he was knifed during the incident west of Whangarei in the early hours of yesterday, police said. He was flown to Auckland with his handler for emergency
veterinary treatment, and is expected to survive his injuries. Police said Gus was doing well and will be monitored over the next 24 hours to see how he responds to treatment. Following his surgery, Gus was let out for a short walk at the vet clinic in Carrington, Auckland. Police thanked the staff at the vet clinic for their care and treatment of Gus, and members of the public for “heartening” messages of support. Northland police were called to an address in Parakao on
Wednesday after reports of a 37-year-old man in an agitated state carrying a knife and possibly a gun. When police and the Armed Offenders Squad (AOS) surrounded the property he stole a quad bike from a nearby house and made off, police said. He later ran on foot after police gave chase. AOS and the police dog handler tracked the man through thick bush, finally locating him around 4am, police said. The man then allegedly attacked, first stabbing Gus and then at-
tempting to stab his handler. A struggle ensued before police managed to subdue and arrest the man. A 37-year-old man was charged with aggravated assault on a police officer, attempting to kill a police dog, unlawfully taking a motor vehicle and assault with a weapon. The charges were laid at a special hearing at the Whangarei Hospital. The arrested man has been remanded in custody for a psychiatric report and will appear in the Whangarei District Court on October 14. - APNZ

Consents ‘taking too long’
Dotcom to discuss funding
BY CULLEN SMITH Frustrated builders say the city council is still taking far too long to issue consents, more than two months after Crown manager Doug Martin was appointed to fix the crisis. Mr Martin took over on July 15 after the city council’s accreditation to issue building consents was revoked by International Accreditation New Zealand. A city council newsletter on August 1 headed “Full Steam Ahead for Crown Manager and Council” stated the city could
expect “fast effective change to all aspects” of building consent functions. But builders this week said they had noticed little change and were still waiting far too long for consents to be approved. Canterbury Registered Master Builders’ Association president Clive Barrington said business was “cranking up”amid the city’s rebuild but consenting was holding things back. “They’re still very slow to be processed,” he said. Mr Barrington said his company, Barrington Construction
Ltd, had a large number of residential consents waiting for approval. “Some have been waiting an unacceptably long time - three to four months - and we’ve been waiting for one for over four months,” he said. “It puts pressure on our staff.” Mr Barrington said building activity now was similar to a boom period in 2004 “but consenting is slower than it was then”. “Nothing’s really changed. It’s still too slow. I guess the council is working through the issues and that will take a while,
but it’s not good enough,” he said. The Star asked the city council how many consents were waiting to be processed, how long building companies could expect to wait and the average time it was taking from lodging a consent to it being granted. But they couldn’t give an answer. A spokeswoman said the city council was “still developing its reporting capabilities to ensure its systems and processes are accurate”. “We therefore cannot collate this information at this time.” - APNZ

The competition to find New Zealand’s top native bird is already heating up. Voting in the annual Forest & Bird 2013 Bird of the Year competition opened yesterday, and by noon more than 300 people had already voted, with the morepork in the lead by almost 10 votes. The birds may not be able to vocalise their case but plenty of Kiwi faces have come on board as ‘campaign managers’ to collect support for their favourite bird, including singer Barnaby Weir, TV personality Wallace Chapman and even United Future leader Peter Dunne. Forest & Bird advocacy manager Kevin Hackwell said the passionately-contested poll was a great way to learn about the conservation issues our native birds face. “As well as underlining the quirks of our native birds, the poll helps to highlight some of the threats they face.” Votes can be cast at www.birdoftheyear.org.nz, where voters can also read more about their favourite birds and hear recordings of their birdcalls. BY PATRICE DOUGAN Internet entrepreneur Kim Dotcom plans to approach Team New Zealand next week to discuss funding an America’s Cup challenge. However, the Mega millionaire said he does not intend to be the sole sponsor of the team. Instead he plans to “convince” the Mega board to donate towards the bid, as well as fundraise for the team. “I definitely want to support Team NZ, but I’m waiting for everyone to just chill for a moment, I’m sure they’re going through a phase of depression after this loss,” he said. “But in about a week I want to start reaching out, and I’ll do that with a business partner of mine, and a friend of mine, who has supported Team New Zealand in the past and will facilitate meetings after that.” He described the sailing competition as a “very expensive sport”, and funding it a “very expensive exercise”. “When I say I want to support Team New Zealand, I will be a sponsor, not the primary sponsor, so there needs to be other sponsors participating,” he said. “But I think I can help with the fundraising efforts and I can make the whole activity of Team New Zealand much more visible internationally and try and help with additional funding.” He couldn’t put a figure on the potential funding. “I first have to understand what the whole budget is, how much is required, and then I need to probably form an alliance with some of my business partners to put together a significant amount, but like I said we would be a sponsor and not the only sponsor.” - APNZ
Family says ‘potent’ paint not suitable for outdoor use BY CALIDA SMYLIE AND MIKE DINSDALE A family of three, forced to seek hospital treatment after being exposed to “potent” imported paint, have rejected claims it would be suitable for outdoor use. Karen Odell, 46, of Porirua purchased the Han Hu paint for her daughter’s bedroom four weeks ago. The night after painting the
room in their Whitby home, Mrs Odell woke up struggling to breathe. A candle she used to test the oxygen levels in the room flickered out - and she believes she could have suffocated if she remained asleep. About 500 tins of the paint, imported from China by Whangarei businessman Toby Brasting, have been recalled by the Government. The paint was sold in Auck-
land, Tauranga, Hamilton, Rotorua, Wellington and Whangarei. Mr Brasting, who thought it was a water-based enamel paint, said it was only after Mrs Odell’s complaint that he found it contained petrol. It should therefore only be used outdoors, he said. However, Mrs Odell disputes this, saying petrol was not one of the products identified in official tests, and that using it outside would likely “poison your
neighbours”. “No way. Five weeks later and our house reeks, the fumes are as bad as when it was just painted and we stripped all the paint off the day afterwards. “If [Mr Brasting] is saying the paint could be used on the outside, he’s wrong. I would hate to put that on the outside - you’d poison your neighbours. It’s potent, it’s a killer.” Paint specialists and scientists who visited her house have also
been shocked by the intensity of the stench, Mrs Odell said. “There’s way more in there than just petrol. ESR [Environmental Science and Research] has told us there were six very nasty products in there and petrol wasn’t one of them.” Since inhaling fumes from the paint, Mrs Odell has been seeing a lung specialist about her ongoing health problems, including shortness of breath and pain in her lungs. - APNZ

A
ustralia’s new Prime Minister has again made it clear the country is happy to host Kiwis paying taxes into the nation’s coffers – but they should not expect equal treatment in return for their contribution. Tony Abbott’s position was made clear when he met with his New Zealand counterpart and “brother” John Key on Wednesday, during a flying visit ahead of the APEC conference in Indonesia this weekend. Once again the hoary old chestnut of equal rights for New Zealanders was discussed. Well, perhaps not discussed so much as slapped down the minute it was raised. Kiwis can cross the Tasman with relative ease and that’s exactly how Mr Abbott wants it to stay – so they can “work and pay taxes from day one”. And why wouldn’t he? These people are born and educated at no cost to Australia; a ready-made workforce who must return when sick, injured or worn out. No matter how long Kiwis have lived in the lucky country, they will be unlucky when it comes to any form of state support. It is very difficult for a New Zealander to circumvent second class status by obtaining citizenship, and virtually impossible for the over 50s. And make no mistake; decisions made concerning Kiwis are ruthless. Recently a preschooler born in Perth was denied access to special education. The option was not even open to privately pay for services due to his New Zealand mother’s residency status – she had lived in Perth since she was 12. But she was prevented from bringing him to New Zealand, to get the assistance he needed, by a court injunction imposed by his absent father. All of this seems very biased, considering Aussies are entitled to equal treatment in the New Zealand welfare and education systems. It’s understandable that the country doesn’t want hordes of Kiwis arriving and claiming benefits – but surely there should be some leeway for those who have lived in Australia and paid taxes for decades? Come on Mr Abbott – this is no way to treat “family”.
YOUR VIEW Off-licence hours I am surprised by the proposals of the District Council’s Local Alcohol Policy concerning offlicence hours which appear to have more drawbacks than advantages, specifically: Those people who preload before coming into town later in the evening will have already bought their liquor before 9pm and an earlier closing time is not going to have any effect on the amount of preloading taking place. The policy will penalise shift workers of whom there are many in this area who finish after 9pm, especially in the summer months. In our business and I am sure in other bottle stores we often have restaurants, bars and sports clubs which need to replenish stock late on Friday and Saturday nights. This will no longer be possible penalising both the owner and their patrons. Staff will lose income

through the proposal, in our case at least 11 hours per week will be lost with a flow-on effect to the local economy. It would appear that once again liquor legislators are pandering to the supermarkets. The supermarkets have been able to sell liquor whenever open but now will be restricted to the same hours as off licences. aylight saving – The good, the bad and the pressure. To me it signals the start of the barbecue season. And although on the surface BBQ season sounds like a good fun and social time, for the poor bloke hosting the BBQ it can be quite stressful. Often it means several of your mates standing around, consuming bottles of bravado, judging you and your cooking ability. Before you ladies go scoffing “My cooking is judged every day of the week”, it doesn’t end there for us poor fellas. While out helping (judging) with the BBQ some blokes are scanning their mate’s lawn, looking for patches of clover, weeds and any other imperfections. Oh yes, apparently a bloke’s lawn says a lot about the bloke, according to some. I can tell you from personal experience it’s not cool when your neighbour practises his putting on his lawn while you have the boys round for a BBQ. Yes I have lawn envy!! Mind you, the last BBQ I went to, the lads sat inside watching cricket with bottles of bravado in hand, while the host did the whole lot by himself. But we were happy to offer plenty of verbal support (judging) when the food was presented. And the lawn looked pretty good from the couch! This leads me nicely into this set of rules I found on Facebook this week.

(3) The woman prepares the meat for cooking, places it on a tray along with the necessary cooking utensils and sauces, and takes it to the man who is

(4) The woman remains outside the compulsory three metre exclusion zone where the exuberance of testosterone and other manly bonding activities can take place without the interference of the woman. Here comes the important part: (5) THE MAN PLACES THE MEAT ON THE GRILL.
The woman goes inside to organise the plates and cutlery. (7) The woman comes out to tell the man that the meat is looking great. He thanks her and asks if she will bring another beer while he flips the meat Important again: (8) THE MAN TAKES THE MEAT OFF THE GRILL AND HANDS IT TO THE WOMAN. (9) The woman prepares the plates, salad, bread, utensils, napkins, sauces, and brings them to the table. (10) After eating, the woman clears the table and does the dishes And most important of all: (11) Everyone PRAISES the MAN and THANKS HIM for his cooking efforts. (12) The man asks the woman how she enjoyed ‘her night off ’, and, upon seeing her annoyed reaction, concludes that there’s just no pleasing some women. Funny! Once again I need to reiterate I FOUND those rules on Facebook and DIDN’T make them up myself. Although I do recall saying to some lovely ladies in the past, “Carefully put the tongs down and step away from the BBQ and no-one will get hurt”. In conclusion, I want to wish all Mid Canterbury blokes the very best with their BBQs this summer, don’t worry too much about your mates’ critique. And I’m sure after reading this, you’ll have the love and support of your lady during this very stressful occasion. Tui billboard? Till next Friday. Hoo Roo.

Anti-bikie strike force By Ed Jackson Security has been ramped up at government buildings in Queensland after the state’s crackdown on Gold Coast bikie gangs. Queensland Police Commissioner Ian Stewart admitted security has been beefed up across the state following a bikie brawl outside a Broadbeach restaurant. However, he refused to comment on speculation specific death threats had been made against politicians. “I’m not going to talk about specific threats but I will say after events it was considered appropriate that further security measures be taken in the short term and they will be assessed on a daily basis,” Mr Stewart told reporters yesterday. “The community can expect to see more and more of these arrangements in place over the next 12 months but certainly today’s escalation was in response to a range of factors that we thought were appropriate to the current situation here in Queensland.” The Federal Justice Minister Michael Keenan visited the Gold Coast to announce the creation of a Queensland strike force to work alongside the state’s police. The strike force is the first to be created as part of the national anti-gangs squad. Mr Keenan said officers from
A jury has dismissed a lawsuit brought by Michael Jackson’s family seeking massive damages from tour promoter AEG Live over the pop legend’s 2009 death. At the climax of a five-month trial, the six-man six-woman panel agreed AEG Live hired doctor Conrad Murray, but found he was not unfit or incompetent for the job he was hired to do, a key requirement for the Jackson lawsuit to have succeeded. He said it would allow Queensland police to access the services of Commonwealth law enforcement agencies as well as other government agencies such as the Australian Tax Office. “The Australian Federal Police and Australian Crime Commission presence will be able to reach back to Canberra to get
any resources that they need from the Commonwealth ...,” Mr Keenan told reporters. “We’ll obviously be extending that to other parts of Australia over the next few months as well.” It’s hoped the coercive powers of the ACC officers will break codes of silence within bikie gangs. Mr Keenan said the federal government was committed to strengthening unexplained wealth laws. “We’re going to call you in. “Ask you where you got that
money from and if you can’t provide a satisfactory answer we will institute confiscation proceedings against you,” he said. Queensland Police Minister Jack Dempsey welcomed the federal co-operation and said it was an unprecedented step towards fighting criminal gangs. “Minister Keenan’s announcement today sends a clear message to these people that not only will they be targeted by Queensland police but Federal police will also be watching,” Mr Dempsey said. - AAP

The leader of Greece’s Golden Dawn party is to be taken to a high-security prison following his indictment on criminal charges as the government cracks down on the neo-Nazi group. Nikos Michaloliakos, the first Greek party leader to be jailed in three decades, will be taken to Korydallos prison in west Athens yesterday alongside one of his MPs and two more defendants after magistrates accused him of running a criminal organisation. They will be held there until their trial, a date for which has yet to be set. Four Golden Dawn MPs were charged with membership of a criminal group and the party’s deputy leader, Christos Pappas, is due to appear in court on the same charges.
Greek authorities are moving to dismantle Golden Dawn - which has 18 members in the 300-seat parliament - after the shock murder of an anti-fascist musician on September 18. Magistrates also ordered that a local Golden Dawn leader allegedly involved in the murder of the hip-hop artist Pavlos Fyssas should also be held in custody, as well as a female police officer accused of aiding the group. About 100 of the group’s supporters had gathered outside the court, carrying Greek flags and chanting “Blood, honour, Golden Dawn” when Michaloliakos arrived to deliver his testimony. They applauded as the 56-year-old mathematician and former disciple of Greek dictator George Papadopoulos entered the court building.
On Wednesday, four Golden Dawn MPs including party spokesman Ilias Kassidiaris were charged with belonging to a criminal organisation, in the first ever indictment against neo-Nazi MPs in Greece. If convicted they face up to 10 years in prison. Three were conditionally released while the fourth, Yiannis Lagos, was placed in pre-trial detention, as police reportedly found he had spoken to members of a gang that ambushed Fyssas on the night of his murder. Their release was seen as surprising given the gravity of the charges, but officials stressed that it did not mean acquittal. “My recommendation to everyone is not to rush. We do not have any conclusive judicial ruling (yet),” said Deputy Prime Minister Evangelos Venizelos. - AFP
Passengers and crew who abandoned a burning luxury yacht which later exploded and sank off Queensland say “we’re all safe, that’s all that matters”. Eight passengers and eight crew were aboard the 41-metre superyacht Seafaris when it caught fire before sinking off the Daintree coast at about 6am (AEST) on Thursday. All 16 shocked survivors arrived at Cairns marina about noon. They were exhausted and barefoot, and some wore only shorts after their rapid escape. - AAP
Pope’s poverty visit Pope Francis will outline how the Catholic Church should follow the humble example of St Francis of Assisi during an historic visit to the hometown of the saint whose name he adopted. Some 100,000 pilgrims and more than 1,000 journalists are expected to follow the Argentine pope as he visits the sites associated with the mediaeval saint in the hilltown in Umbria in central Italy. The son of a wealthy cloth merchant, Francesco Bernardone grew up an arrogant and war-mongering young man before his spiritual enlightenment. He famously shed his robes in front of his father in a renunciation of earthly riches and donned a sackcloth to live like, and for, the poor. - AFP
Drug ‘causes pain’ Three death-row inmates are suing the US state of Texas over a change in the source of a lethal injection drug, saying it creates “a high risk of excruciating pain”. In a federal court suit filed in Houston, Thomas Whitaker, Perry Williams and Michael Yowell called for a halt to executions until Texas can show “the integrity and legality” of the substances it plans to use. But the Attorney General’s office says the state intends to go forward with the drugs it has purchased for the executions. Yowell is scheduled to be put to death on October 9. - AFP
US shutdown continues Talks between President Barack Obama and top Republican leaders have failed to end a government shutdown, with both sides accusing the other of refusing to move off hardened positions. Revenue up, profit down “This reflects the change in revenue mix with an increase in lower margin fixed line revenues,” a spokeswoman said. “The increase in op-ex was caused by the increase in staff and costs brought in with the TelstraClear acquisition.” Vodafone acquired fixed-line operator TelstraClear and its Clear Communications subsidiary for $860.9 million cash last October, expecting to slash back-office duplication, use TelstraClear’s backhaul and transmission services, and cut its reliance on Chorus.
The combined businesses amalgamated as at March 31 and the performance of both the existing and acquired business “was in line with expectations in an increasingly competitive market,” the company said. TelstraClear was renamed as Vodafone Fixed and the net assets were valued at $843.6 million. Labour costs jumped to $233.6 million in the latest year from $158 million a year earlier while related party finance costs rose to $116m from $97.4 million. Cost of sales climbed to $757
million from $621.8 million. Vodafone New Zealand paid management fees and other charges of $48.3 million in the year to entities of its parent Vodafone Group, down from $56.6 million a year earlier. According to the parent’s second-quarter results, released in July, the New Zealand unit lifted mobile customers by 19,000 to 2.326 million as at June 30. But Hamilton accountant Bruce Sparrow - who is publicly opposing the NZICA-ICAA merger - said he had also no interest at all in joining CPA Australia. Sparrow is spokesman for a group of about 150 accountants who have called themselves Accountants Deferring the Decision (ADDs). “We belong to the Institute (NZICA) because we value its place in society. “It’s New Zealand-based at the moment and we don’t want anything to do with Australia,” he said. Sparrow said New Zealand accountants needed a New Zealand body, not an Australian one. “The Australian tax system is completely different to ours, as is the political system. We certainly need to bat for ourselves. The institute needs to be New Zealand-based.” While CPA Australia’s offer of zero fees was attractive in the short term, it would ultimately leave Kiwi accountants represented by an Australian group, Sparrow said. Members of NZICA have until October 30 to vote on the merger. If members vote in support, implementation of the so-called One New Institute is expected to begin next year. - NZH

Vodafone New Zealand posted full-year profit that dropped by more than two thirds as it took on costs related to the acquisition of TelstraClear and increased the proportion of lower-margin fixed-line sales. The country’s biggest mobile phone operator reported a profit of $55.9 million in the 12 months ended March 31, from $175 million a year earlier. Revenue rose by $149 million, or 9.2 percent, to about $1.77 billion but was offset by a $136m gain in cost of sales and $83.5m increase in operating expenses.

App-titude for healthy living By Kristen V. Brown An emerging digital revolution in medicine is underway. Beyond consumer-driven apps that count calories or encourage exercise, mobile technology is beginning to significantly change how doctors practise medicine. “We’re at a very interesting intersection of technology impacting clinical care, which hasn’t really changed dramatically in 50 or 60 years,” says Dr Michael Blum, director of the Centre for Digital Health Innovation at the University of California, San Francisco. “When we look back in 10 years, we’re going to be amazed how far we’ve gone.” The ubiquity of smartphones has already had an effect on clinical practice in numerous obvious ways. Doctors can speedily access important information such as drug dosage recommendations or disease profiles as well as a patient’s medical information. They can also more easily communicate about patients with specialists or other colleagues. Dr Paul Abramson began experimenting with other uses for mobile medical technologies on himself. He was getting regular headaches, with little clue as to why. A geek of sorts, who earned a master’s degree in electrical engineering from Stanford before heading to medical school, Abramson enjoys putting himself in the role of lab rat. Using his phone, he started tracking everything from caffeine intake and mood to barometric pressure and light exposure. This was possible, of course, because of the incredible number of gadgets all rolled into his iPhone.
It turned out the headaches were related to sleep; if he got enough shut-eye, the headaches disappeared. About a year ago, he started the Quant Coach program at his practice. The program’s roots stem from the tracking Abramson did on himself. “I just didn’t feel like I had enough information coming back to me from patients,” he says. His patients are instructed to track varying sets of information, entering the data into an app called Mymee. That data is sent to Abramson’s office and compiled in an open-source data visualisation software called FluxStream. An employee called a “quant coach” in his office then pores over this quantified data, summarising it for Abramson. He says the methodology has allowed him to solve some complex medical riddles - physical ailments, for example, that wound up related to less-thanobvious causes, such as environment. He can keep close tabs on his patients and amass a rich picture of all the factors that might be contributing to an illness. The potential applications for smartphones in medicine are growing more sophisticated. At the 2013 TEDMED conference in Washington, DC, an exhibition introduced the notion of the “smartphone physical”. It featured a collection of gadgets that, when hooked into a smartphone, can gather a raft of clinically relevant information. Tricked-out, the smartphone becomes something akin to a real-life realisation of Star Trek’s medical tricorder. Plug in the corresponding device, and the phone can determine blood pressure, monitor glucose or perform an electro-
Hi-tech fishing New trawling technology - billed as “the future of sustainable fishing” - has been unveiled to the New Zealand seafood industry at its annual conference in Auckland this week. The system, which has been in development in this country for almost 10 years, uses a large, flexible PVC tube instead of a traditional mesh net. New Zealand companies Aotearoa Fisheries, Sanford and Sealord are investing $26m into the commercialisation of the technology, called Precision Seafood Harvesting. Sanford managing director Eric Barratt said precision harvesting was the “biggest step forward” the fishing industry had taken in 150 years, and could be put to use in com-mercial snapper fishing within two years. The tube contains small portals through which juvenile fish can escape. - NZH
Value put on Meridian cardiogram. The NETRA-G is a small, plastic eye piece that, when hooked into a smart phone, can test visual acuity. Even so, digital health innovation is still in the early stages. One reason is that medicine has been relatively slow to embrace technologies already available. “Physicians are still bound to archaic technologies like pagers and fax machines,” says Dr Nate Gross, co-founder of Rock Health, a seed accelerator for mobile and web health startups. In one recent survey, fewer than half of attending physicians reported using smartphones for patient care. The complexities of developing new medical technologies have also been a hurdle. As Gross explained, young, brilliant techies and investors are more interested in the next Four Square or Angry Birds, which are easily understood and don’t require the extensive trials and testing an evidencebased medical iPhone app might call for. And many of the applications and devices that exist do not measure up to the rigorous
standards of medicine. Earlier this year, a study of apps that claim to identify cancerous moles highlighted the disparity of scientific rigour. The best performing app accurately identified moles that had turned cancerous about 98 per cent of the time; the worst app was accurate less than 7 per cent of the time. The US Food and Drug Administration has announced plans to regulate some apps, and issued draft guidance in 2011. But final regulations and clarification of which apps would be subject to them - are still to come. “There is a little bit of disconnect between the community developing these technologies and the actual health-care system,” Blum says. To be useful to the medical community, mobile technologies need to be at least as effective as traditional tools and pass rigorous standards and scientific evaluations for medical devices. Edison, an independent research company, has valued shares in state-owned Meridian Energy at $1.70 to $1.86 each. The valuation by Edison, which is not connected with this month’s float for the power generator and retailer, compares with the government’s valuation of $1.50 to $1.80 for institutional investors. Edison said Meridian was being priced with an attractive initial dividend yield and a semi-deferred payment structure that sees retail investors pay $1.00 per instalment receipt now and no more than $0.60 in May 2015. analysts have said Meridian, which accounts for 30 per cent of New Zealand’s electricity output, would be susceptible if the Labour/ Greens plan to take control of the electricity market. - APNZ
Mitsui bails out Japan’s Mitsui group has quit its only substantial interest in New Zealand oil and gas production, selling its 35 percent stake in the Tui oil field to its partners in the venture, New Zealand Oil & Gas, AWE, and Pan Pacific Petroleum. Mitsui sold its interest for a total of about US$14.9 million, with AWE and NZOG paying US$6.4m apiece and Pan Pacific paying US$2.1m. The decision comes just ahead of the most sustained period of new oil and gas exploration and production drilling in many years in New Zealand.

Spicy beef and aubergine cannelloni 500g Quality Mark lean beef mince 1 leek, trimmed and finely diced 400g can Madras-style curry sauce 1 C beef stock or water ½–¾ C chopped dried dates 2 tomatoes, diced 2T each chopped mint and coriander 1 aubergine, finely sliced lengthwise 2 large tomatoes, sliced 50g butter, melted ■ Brown the beef mince and leek in a dash of oil in a hot pan. ■ Add the curry sauce and water or stock and simmer gently for 10 minutes. ■ Stir in the currants or dates, tomatoes, mint and coriander. ■ Brush aubergine slices with oil and pan-fry until just brown. ■ Place large spoonfuls of mixture on to each aubergine slice and

Lowry Cup honours on the line
The Ashburton College girls’ senior basketball team play Auckland Girls High School in their semifinal for 17 to 20 places at the Secondary School national in Palmerston North today. After finishing fifth in pool play the oddity of the draw gave them a bye in the quarter-finals, as there were only five teams in pool A so they had no one to crossover with. Following their semi-final today the tournament concludes with finals tomorrow, where the will face Hamilton Girls High School or Napier Girls High School.

The Lowry Cup will again be one of the most fiercely contested bowling trophies in Mid Canterbury when 36 men look to qualify for the final on Sunday. The cup is the premier men’s open singles event, and over two days of competition the best men from around the clubs of Mid Canterbury will get whittled down to one. The large field will be spread over the Ashburton MSA and Allenton bowling greens for the qualifying round, as they all look to be the last man standing at the cup final the following Sunday. Defending champion Darren Turner is back, but he faces a tough field to retain the title, including the man he beat last year. Roger Gutberlet, a former winner of the cup in 2004-05 and runner-up the following season, is one of the strong list of entries looking to get their hands on the trophy. Peter Collins will chase a fifth Cup, having won four times in the past 10 seasons and 2011 runner-up Craig Carter is one of the bowlers looking for a maiden victory.
Both the Mid Canterbury sides suffered agonising defeats at their respective under 15 national hockey championships yesterday. The Mid Canterbury girls went down to Waikato 2-1 in the quarter-finals in Dunedin yesterday. Lydia McCosker hit home for Mid Canterbury but the northern powerhouse were able to fire in two goals to advance to the semi-finals, leaving Mid Canterbury to playoff for the minor placings. The girls play Central Otago today in their 5-8 place semi-final before taking on either Auckland or Manawatu tomorrow. In Christchurch, the boys lost to Hawkes Bay in overtime in the bottom eight quarter-finals. Goals from Hugh Donaldson and Josh O’Neil were match by Hawkes Bay for the sides to be deadlocked at 2-2 and send the result to penalty stroke which Hawkes Bay took out 3-1. Mid Canterbury have the bye today before facing off with either Otago or North Otago for 13th place tomorrow.
Rugby The Mid Canterbury under 16s lost to Canterbury Country 11-23 at the South Island under rugby finals in Westport. In typical West Coast weather, Canterbury Country moved out to a 17-3 lead in the driving rain at halftime with a penalty from Kieran Hunt. A second penalty from Hunt and a try to Logan Flett wasn’t enough to catch Country which added two penalties of their own to take the win, in what was a quarterfinal. Mid Canterbury now face Nelson Bays today, while the Mid Canterbury under 18s start their finals tournament in West Melton today.
Scorchers leave Volts cold Australia’s two representatives in the Champions League Twenty20 have finished last in their respective pools as three Indian teams qualified for the semi-finals on Wednesday. The Scorchers’ dismal campaign ended with a crushing sixwicket loss to the Mumbai Indians in Delhi, leaving them and Brisbane Heat with no wins from eight pool games. Perth’s thrashing did no favours for the Otago Volts, who were knocked out thanks to Mumbai’s speedy demolition of the Australians. Needing to reach a target of 150 inside 14.2 overs to surpass Otago on net run rate in pool A, Mumbai blasted the Australians from the outset in scoring 4-152 off 13.2 overs. All Blacks bracing for Ellis Park uproar By Wynne Gray Trips to Ellis Park have not registered well on the All Blacks results chart. They’re well down, in fact, but if there is any truth in the saying about defeat delivering more education than victory, the All Blacks have left Johannesburg with their kit full of new ideas. It is nine years since they last took the congested journey to the famous ground in one of Johannesburg’s less endearing suburbs. A police escort will clear some of the congestion, but the All Blacks will disembark to a cacophonous jeering.
It will be a new test experience for all but Andrew Hore and Keven Mealamu who faced that tumult in 2004. Those experienced hookers have been talking to the squad about what to expect and how to blot out all the distractions. That discussion will help but the occasion will astound a few of them. Richie McCaw has recovered from his knee injury to captain the side in his 120th test appearance - but his first at the famous arena - and Charlie Faumuina replaces the unfit Owen Franks at tighthead prop. Those switches mean Sam Cane, Dane Coles and Ben
Franks are in the reserves with Jeremy Thrush and Mealamu making way. “We know the South Africans will come at us with their physical game, but to win the championship they will have to score four tries so we are expecting more ball movement than we have seen in the past,” All Black coach Steve Hansen said. “So the answer is simple for us - we will have to match their physicality and be very accurate with our execution across the park, both on attack and defensively.” The sides met three weeks ago at Eden Park, but the powerful backdrop of curiosity over how they’d stack up was slashed

While the rugby world is thirsting for a blockbuster between the two top-ranked sides in the world, such expectation is often not matched with performance. Mid Canterbury are unbeaten at home so far this season, and if they can maintain that record against Thames Valley tomorrow, they could be playing a home Meads Cup semi-final. Currently in a three-way tie at the top of the ladder with Wairarapa Bush and the West Coast, a win tomorrow will put the Hammers into the Meads Cup semi-finals, while a bonus point will put them in the hot seat to host one. Home-field advantage is something the Hammers have savoured this season and in the past against the Swamp Foxes. The two sides have met five times, of which four have been played in Ashburton and Mid Canterbury has won the last three, with Thames Valley winning in 2007 and the match in Paeroa last year. While Mid Canterbury is a different side than last year for a third straight season Thames Valley have faded mid-season, winning their first four matches to be on the top of the table with Mid Canterbury, but have quickly fallen to ninth with three straight losses to King Country, Wanganui and West Coast. Mid Canterbury comes in with momentum after backto-back wins and want to keep building towards a home playoff. “It just about week after week trying to get better,” coach Glenn Moore said. “The boys are still really motivated and working hard with good energy and enthus-

iasm there, so it’s all good.” The defence has been strong and the attack has come along with the expansive game plan with the side’s fitness level also being a telling factor late in matches. The only concern is that injury and unavailability had question marks over the makeup of the forward pack last night, with Andrew Smith the only fully fit lock option. Logan Bonnington is unavailable while Paddy Davis and Ross McKay are both out injured, and player of origin Michael Barry is still recovering from a foot injury. Kody Nordqvist was questionable having been a late withdrawal last week. After a strong showing last week Moore said Tevita Ula would be at open side and captain Jon Dampney would remain at eight with the rest “to be decided” at training last night. The backline is reasonably settled with Will Mackenzie and Murray Williams as the inside back combination, while Peni Manumanuniwila shifts to second-five eighth and Dwayne Burrows to centre. Richard Catherwood is at fullback and Willie McGoon, with three tries in his two games, is on one wing. On the other wing Ashburton College’s Nete Caucau is set to get his first start after making his debut against South Canterbury and spending the full 80 minutes on the bench in Taupo last week, as did his college team-mate Setariki Koroitamana who will be on the bench again tomorrow.

Mark Jackman (left) is back in black after being named in Gordon Tietjens’ New Zealand sevens squad as they open the defence of their world series title on the Gold Coast next weekend. The 12-strong team features seven players that won the World Cup in Moscow in July and ten who played in last season’s World Series, with Wellington wing Ambrose Curtis the only new face. Curtis earns his first call-up after trialling for the team last year. The 21-year-old has played ITM Cup this year and was a member of last year’s national under-20s team.
Grace Sommerville will compete in the inaugural New Zealand Zonal swimming championship in Wellington today. After competing for the Ashburton Swim team for the past five days in the New Zealand Short Course Championships, Sommerville will swim for the Southern Makos. The new one-day competition will comprise four zone teams, with each comprising 20 swimmers 15 years and under and 20 swimmers 16 years and over, with the Makos made of the top swimmers from Nelson/Marlborough, CanterburyWest Coast, Otago and Southland.
Speedway action The second Sunday of the Ashburton Speedway season has two Mid Canterbury titles on the line. The Six Shooters and C grade drivers will race off for their respective Mid Canterbury titles with the other grades looking to accumulate points towards their season tally. Mathew Anderson was the man to beat on opening day in the six shooters, but there will be some hotly contested action in the wingless V6 sprintcars. organisers already have an eye on their December race meet which will be on a Saturday afternoon, hosting the final round of the DHL Saloon speed week. Some of the top saloon drivers in the country will compete in seven race meetings starting in Blenheim on December 6 before racing in Greymouth, Woodford Glen, Invercargill, Dunedin, Cromwell and culminating in Ashburton.

Lord of the rings BY MICHAEL BROWN In a drawer at Kieran Foran’s North Sydney home, is a ring. It’s made from nine carat gold and encrusted with 16 diamonds and on paper is worth about $6000, but is priceless to those who have one. Foran has this week found himself drawn to looking at the ring he earned for being a part of the 2011 Manly side who beat the Warriors 24-10 in the grand final. “Every now and then I pull it out and have a look at it just to remind me of the feeling,” he says. Foran will chase another ring on Sunday, when his Sea Eagles side tackle near neighbours Sydney Roosters in the NRL grand final. It’s a matchup as good as any in recent times and the 23-year-old can’t quite believe he will play in another final. “It’s crazy,” he admits. “You hear about players who go through their whole careers and never play in a grand final or never win a competition. To have already won one and now be playing in my second, I feel very fortunate. “I can’t believe how lucky I am to be a part of such a great footy club with so many great players.” Foran can consider himself one of those. He is among the top tier of not only five-eighths but also players in the game and last month was recognised by his team-mates as their player of the year. Together with Daly Cherry-Evans, they are widely acknowledged as the best halves combination in the NRL, which is scary for oppositions given the pair are both in their early 20s and have vowed to remain at Manly for many more years. What sets the Kiwis No 6 out from others is his maturity, toughness and competitiveness. He’s not afraid to take the ball to the line or hurl his 91kg frame
at players considerably larger than him, and it’s won him plenty of admirers. Manly patriarch Ken Arthurson said Foran reminded him of Bob Fulton, who was an original inductee into the Immortals club, telling The Australian “he just doesn’t know how to give in that kid”. Foran has actually toned things down this year. He vowed to change his game after talking to the coaching staff worried his aggressive ‘kamikaze’ tackling style was doing damage to his body as well as his attacking game. “Throwing everything into people is something I love doing but it’s not necessarily what the side needs,” he says. “They need me to be fresh and to attack and be on the ball. If I’m too stuffed because I have been throwing my body at blokes, then I’m not doing my best for the team.” If the match is anything like the last time the two sides met, it will be fierce. The Roosters beat the Sea Eagles 4-0 in the first round of the playoffs in a match that revived memories of a bygone era, given it was the lowest scoreline in a finals fixture in 21 years. It was a game Manly dominated statistically except on the scoreboard. It was also a match that was supposed to derail Manly’s title aspirations because they would be too tired. They outlasted Cronulla 20-18 and then came back from a 14-0 deficit to oust the Rabbitohs 30-20. One of the only times Cherry-Evans was surprised was when Foran knocked back the opportunity to join Des Hasler at the Bulldogs - Foran had a clause in his contract allowing him to leave if Hasler left the Sea Eagles - on a three-year deal worth A$600,000 a season. But Foran remained at the club that signed him as a 16-year-old. He couldn’t see himself anywhere else and didn’t want to walk away from his teammates, his friends. New Zealand men’s road champion Hayden Roulston will make a debut performance for Team Calder Stewart Road in the final round of the Benchmark Elite Cycling Series in North Canterbury tomorrow. Roulston and fellow New Zealand representative Shane Archbold from Timaru will rides in the Hell of the South race tomorrow as part of the Tinwald Cycling Club based men’s team in a real coup for team manager Bruce McClelland. “It’s great to call on two riders of their calibre and a big boost for the team,” McClelland said. The day’s racing begins with an 8km team time trial, and the addition of the two professional riders gives the team two big engines to drive them along. Roulston is back in Christchurch after racing for his Radioshack-Leopard Pro team in the World Team Time Trial Championships in Italy, and is using Saturday’s 127 kilometre elite men’s race as a hard training day for his participation in the Tour of Beijing that starts on Friday next week. “Being late in the season I’d really rather race on Saturday than face a training day by myself,” Roulston, said. “It will be good to have a hard hit out ahead of Beijing.” With Roulston and Archbold, a 2012 London Olympian who featured prominently in the Tour of Britain at the
helm of the 127km race, Tim Rush will fancy his chances at an overall podium finish, heading into the series finale in fifth. “They will surely be in contention but our focus is also trying to get Tim up on the general classification podium,” McClelland said. “There is a lot of shingle to contend with and luck will play a big part.” Last years’ Hell of the South was a war of attrition where a majority of the field didn’t make it to the finish. This year’s edition is thankfully on a different course, but still has potential pitfalls. The race starts in Rolleston, winds its way to Leeston and loops its way back to the finish line, via Coes Ford, and features two sections of shingle road. In the masters Reon Park will chase back-to-back victories for Team Calder Stewart, after a solo ride to win the fifth round in Queenstown. The men’s team may have some big guns but in the 99km women’s race Lauren Ellis will be looking to defend her seven point lead on top of the overall standings, having won two of the five races to date including the last round and finishing inside the top four in all five. Ellis, the first female winner of the Twizel to Timaru race a fortnight ago, starts the day with a slight advantage of team-mate Sharlotte Lucas with the next best another Benchmark Homes team-mate Hailey Mercer 45 points back.
