A staunch Ashburton supporter fears there’ll be “countless accidents’’ because of completion delays in the West Street and Walnut Avenue State Highway 1 intersection. Shirley Falloon said she was horrified to read on the Waka Kotahi NZ Transport Agency website of a delay to the installation of traffic lights at the intersection until “later this year’’. Falloon thought that was unacceptable, a claim the national transport body responded to by saying everything was going according to plan. Falloon, though, didn’t wear it. “This intersection is State Highway 1 for goodness sake!,’’ Falloon said of the project, which started last August and would also include the widening of SH1 on West Street to allow for turning lanes. Lights would also be installed at the East Street and Walnut Ave intersection, with turning bays added. “There will be countless accidents during this delay,’’ Falloon said. “Drivers, truck drivers and students use this intersection heavily and the potential for a tragedy happening here is very real.’’ Falloon was unhappy that there had not been any appropriate temporary signage while the work was being carried out, believing confusion now reigned. “Is it still a roundabout?,’’ she said. “Do we give way to those on our right? Should there be give way or stop signs installed?’’ Falloon pointed the finger firmly at Waka Kotahi, which she said had indicated they needed to finish the rail level crossing work before the lights could be activated. “Why wasn’t this project delayed until a time when it could have been completed in full?,’’ she said. “This delay is unacceptable and downright dangerous.’’

Purr-fect homes needed Lisa Fenwick Ashleigh Murray appears to be slammed with an overload of cuteness – but it’s becoming a problem. Murray, SPCA Ashburton’s team leader and foster and volunteer co-ordinator, is having to deal with a seemingly endless stream of cats and kittens. Are they cute? Of course, but SPCA Ashburton is short on space, helpers and time to handle the never-ending feline supply. It’s a double whammy of an unusually busy breeding season and Covid-19 having slowed everything down associated with adoption. People haven’t been able to easily get out to pick a new cat or kitten and local vets, hit by the virus, are behind in their desexing and vaccination process. In the tiny SPCA centre itself, they’re housing an exceptional amount of cats and kittens, with one litter even born on Tuesday morning (thankfully not while this writer was there, I would probably have passed out). There are around 35 in the centre and 50 are being fostered by kind Mid Cantabrians. “I would’ve expected the kitten season to have slowed down by now,” Murray said. “But we are in the midst of a very busy breeding season. We have cats and kittens arriving every day.” Mid Canterbury does have a high number of stray and wild cats roaming around, but why it’s worse this year, Murray was not too sure. “I don’t know, I guess it’s just there’s a lot of wild cats around, especially in the farming areas.” And that’s not unusual because where there are a lot of farms, there are a lot of feral cats. This isn’t just a local problem either, with centres across New Zealand still seeing kittens and pregnant cats coming in daily. “The SPCA currently has more than 2500 kittens in care nationwide and 360 that are available for adoption nationwide,” Murray said. “On top of this, we also have

Just a small percentage of the SPCA baby kittens that will be put up for adoption in the coming months. lots of adult cats that are looking for their forever homes.” Though the SPCA is short on space, Murray said they would never turn their back on cats in need. “We will always take in sick, injured and vulnerable cats or kittens,’’ the gently spoken team leader said. A cat and kitten foster care service was another option to relieve the pressure at the SPCA. Members of the community that could provide safe, warm and kind temporary homes for the cats and kittens, would be given all the necessary food and equipment needed to help the felines become healthy, friendly and used to being around humans.

“If kittens go out to foster homes, then they’re getting the home experience of the noises and the family environment, which they don’t get here,” she said. “By getting these kittens into homes we’ll be able to free up more space to help other animals at the centre.’’ So, Murray pleaded, please think about fostering a kitten without a long-term commitment because it’s a great way to help, especially the vulnerable ones. Everything you need is provided – food, medicines and vet care, toys and bedding, kitty litter. All you have to do is love them. “It’s a super rewarding way to help animals.”

‘Cut and paste’ climate change policy draws criticism Jonathan Leask

Councillor Stuart Wilson has rubbished Ashburton’s updated climate change policy, voting against what he called a “cut and paste’’ document with no local focus. The policy was updated by Ashburton District Council staff and was based on findings in the Canterbury climate change risk assessment technical report. The mostly unoriginal work annoyed Wilson, who thought

it was too generalised. He said “we have no such thing as wildfires” in Mid Canterbury since the introduction of irrigation, and he scoffed at the statement that 25 degrees was considered a hot day or extreme temperatures. “My giddy aunt,’’ he said, firing up over the tweaked policy. “Have they never lived in the Ashburton District? If we don’t get 25 degrees for quite a few days in summer, we think we are short changed.” Wilson felt that the policy relied too heavily on content in the Canterbury mayoral forum’s climate change risk report. “Why cut and paste something that doesn’t relate to our district?,’’ he said. “If it’s our policy, why are we

not stating what affects us?” While the technical details came under fire, there was support for the direction. Councillor Carolyn Cameron stressed that climate change needed to be endemic in the council’s decision making and approving the policy shouldn’t be “just paying lip service” to the issues. Mayor Neil Brown said if the policy wasn’t right, it could always be reviewed if the majority voted against it. That never happened because the policy was adopted, with Wilson and Angus McKay the only councillors opposed to it. The council’s resilience action plan, which would describe what the Ashburton council was doing to address climate change,

also got the go-ahead. But it, too, got the cold shoulder from some councillors. McKay and John Falloon questioned just what it would achieve and voted against its adoption, with everyone else in favour. “What we are looking at is only the actions of the Ashburton District Council and their employees. No-one else,” Falloon said.

Stump up with more cash Pressure on Govt for more flood protection investment Jonathan Leask A respected Ashburton agricultural expert is backing calls for the Government to stump up with more cash for critical flood protection work. Ian McKenzie, an Environment Canterbury (ECan) councillor, hopes the Government seriously considers recommendations to commit and co-invest in flood protection. That’s why he fully supports a report from Te Uru Kahika – Regional and Unitary Councils Aotearoa for urgent action and investment to face climate change-induced flood hazard risks. McKenzie said prevention was cheaper than recovery, so investing more dollars made sense. “[The report] makes a very coherent case that Government reinvestment in flood protection is a very rewarding investment in terms of dollars spent and benefits gained,” McKenzie said. “And a much better use of taxpayers’ money preventing disasters than dealing with disasters in their aftermath. “Flooding is the most frequent, most significant, and most avoidable natural hazard.” Since the Government ceased funding flood protection in the 1980s, McKenzie said there has been huge shift in land use, especially the spread of urban and lifestyle development across flood plains. “The owners of these assets, both private and public, have a much higher expectation of protection than farmers for their land.”

Scenes like the flood affected areas around Ashburton in June 2021 have highlighted the need to revisit funding models around flood protection, with calls for the Govenrment to contribute $150m per year to meet a funding shortfall. Council flood protection investment was now not enough, with about $200m annually poured into such schemes. But that had been estimated to fall short by an estimated $150m per annum. ECan chairwoman Jenny

Hughey said the May 2021 flooding caused about $20m of flood infrastructure damage in Canterbury, with $12 million to be borne by ratepayers and recovery work expected to take up to two years. “Ashburton was saved from greater damage by a well-designed urban flood protection scheme, but many rural landowners were severely affected,” Hughey said. Ashburton Mayor Neil Brown

said climate change was a national issue and ratepayers could not be expected to shoulder all the bill for critical flood protection work. “As the May 2021 floods in this district proved, cleaning up and making repairs after a flood takes a toll on finances, and physical and mental wellbeing,” Brown said. “With extreme weather events escalating, now is the time for central Government to step up.

I support this call for them to commit and co-invest in flood protection work.”

New trees to be planted on Oak Grove

We’d like feedback on two main topics: TOPIC ONE A row of trees on the edge of the Ashburton Domain along Oak Grove is being removed this week.

“It’s a shame as they have always provided a great show of autumn colour over the years, but we need to do this work now.”

The trees are a mix of Milus trilobata and Betula pendula, and Council Community Services Group Manager Steve Fabish said they had deteriorated to a point where it was better to remove and replant.

Replacement trees will be planted over winter, with the variety chosen for autumn colour and to provide shade for sports events in the area. Arborists started work on Tuesday and

expect to take several days to cut down about a dozen trees between Walnut Avenue and the tennis courts. The stumps will be ground out at a later time. People walking, cycling and driving along Oak Grove should exercise caution and follow signs put out by contractors around the work zone.

Awards will recognise youth volunteers Volunteering Mid & South Canterbury and Ashburton Youth Council have worked together to recognise the work of youth volunteers through a new awards event. Manager of Volunteering Mid & South Canterbury Dellwyn Moylan said young people gave their time across a diverse

range of roles and the awards would recognise their inspiring and selfless work. There are three categories that organisations, workplaces and schools can nominate young people in: Community and Social service, Cultural and Environmental and Sport volunteering. The young person must be aged 25 or under at the time of nomination.

Local government is worth fighting for Over the last few years, local government has had a reducing say in the communities they serve - primarily driven by government ideology but also through necessity, due to Covid-19 management policies.

Soon, District Health Boards will be replaced by Health New Zealand and a Māori Health authority. These large corporations have been established to minimise “postcode” health (ie the quality of your care depends on where you live) and also address health inequities.

The most obvious example is the mandating of the new legislation surrounding the management of our drinking, waste and storm water (three waters). Historically, this has been one of the roles of local government.

They will design, deliver and commission local health services. This may or may not be good for people in Ashburton, we don’t know, many questions need to be answered. What we do know is that we have to ensure that we will have access to quality health care in a timely fashion.

This Government has mandated that the management and control of three waters be passed over to one of four large water entities, thereby reducing oversight from a local perspective. How will we (locally) influence decisions around the management of our waters? 1

We can go on: The RMA is being reviewed - over the years millions of dollars have been spent on developing District plans, will these be irrelevant in the future? Waka Kotahi – the latest round of funding showed Ashburton

received a significant reduction in roading funds, despite having one of the largest roading networks in New Zealand and having sustained significant damage in the floods of 2021. How do we (again from a local level) influence this? This is a long-winded way of bringing me to my point. The role of local government is also under review. What will it look like in the future? Will the role of local government be removed or reduced? Will local government also be “cut back” so that we are more removed from decision makers and lose the right to choose how we invest in our community, lose the ability to make decisions as to how we want to live locally? Local government ensures there is a conduit to how we can influence decisions that impact us in our

community, and our community has a strong and accessible local government. We all need to protect it, to participate in decisions and have our say. This means participating fully in consultation, giving feedback and comment to your council representatives and making sure they reflect your concerns. The Annual Plan is out for review. This is a great opportunity to make sure we understand the direction you want for the Ashburton District and to exercise your right to contribute to the management of the Ashburton District Council. ashburtondc.govt.nz

Litter-free crew sets sights on Melrose Rd

Litter-Free Ashburton is holding a special pick-up litter day in the school holidays and hopes families will join them on a mission to clean up a section of Melrose Road by the Ashburton River.

The group meets on the second Thursday of the month to pick up litter around town but is organising an extra collection on Thursday 21 April to tackle Melrose Road. Litter-Free Ashburton spokesperson Bev Skates said families with school-aged children had asked if they could help the group. “These families said they could help during the school holidays so we have organised this extra mission. “We know Melrose Road is a popular

New closing times for EA Networks Centre pools EA Networks Centre is introducing new closing times for its pools and aquatic area, to help reduce operating costs for ratepayers and better reflect patterns of use. From Tuesday 26 April, the pools, sauna and spa will close two hours earlier at 7pm on weekdays and 5pm in the weekends. Closing times for the stadium will remain the same, while gym hours are also under review and could change in the future. Ashburton District Council Chief Executive Hamish Riach said Covid-19 had changed the way people exercised and the facility needed to ensure it ran cost-effectively by matching its services with community demand. Recent data had shown that only a small handful of people were using the facility in the final hours of the day. “Like many other businesses and recreation centres around the country, Covid has had a big impact on the EA Networks Centre and put pressure on our budgets. Closing slightly earlier makes good financial sense, while retaining a high level of service for the majority of visitors and our community.” The new hours will require some reshuffling, with evening aquacise classes moved to an earlier timeslot. The swim school will be unaffected by the changes and the pool will be able to stay open late for event bookings and swim meets. “Despite inflation, we’ve managed to hold

Let the election battles commence

S

itting back and watching an election unfold can be an interesting, and entertaining, exercise. What comes out of the woodwork in terms of both people and subjects can be gripping, with particular attention given to what potential candidates choose to hang their hat on, in terms of drumming up public support to take to the polls. Some people in the Ashburton District might not be fully aware yet, but we in fact have a local government election this year, in which we’ll select those who are to represent us at the council level over the coming three years. It’s always an intriguing aspect to determine who might be there and who might not be or what newcomers, or even perhaps former identities, will wish to try

Looking from the outside in, it’s hard to see a really serious challenge coming from within the current crop of councillors. Even if that might not be true, there’s a strong sense of loyalty to the leader from the group and finding a breakaway contender to go rogue seems unlikely. composure through both the first nationwide lockdown, and then through the devastating floods that tore through the district last year. Those instances will always endear people to a leader if they can show themselves to be willing to understand the plight of those around them. But Brown did a good job.

Perhaps there will be a new riser through the ranks. Someone completely out of the blue, or upon reflection perhaps not that much of a surprise. One thing is for certain. There are hundreds of people out there in our community who, by their own design, believe they can do a better job than those currently in positions of power around the council table. You’ve only got to scan your way through letters to the editor and social media commentaries to know that. In fact, if every single person that had taken the time to write a complaint or pass a comment about the council or an individual councillor or leader votes, then the Ashburton District looks a certainty to register its highest ever voter turnout on record. And that’d be nice to see.

Ashburton Altrusa celebrated its 48th birthday on April 4, which we marked with roses from President Denise, supper and birthday cake. The Altrusa District Fifteen Conference, in May, in Palmerston North, has been physically cancelled but will proceed with a Zoom Conference. One of the annual awards we enter at this time is the Letha H. Brown Literacy Award. This year our entry featured “Literacy Across the Generations” with Alphabet Cards for babies; a Book Marks competition for primary school children, and colourful scrapbooks for dementia patients. Donations were given to the Ashburton people of St John, Ashburton Fire Brigade, Riding for the Disabled, Grandparents Raising Grandchildren, and foodbanks at St Vincent de Paul and the Salvation Army. The recent Foot Clinic was affected by Covid with only 23 clients. Our for Meals on Wheels stint is approaching, with reminders for us to be vaccinated and masked.

We had a busy weekend on the local pistes with players coming from Alexandra, Dunedin, Timaru, and Christchurch. It was great to see so many local players taking part with good results. On Saturday the Stephen Kyle Memorial Trophy was won by a Christchurch team, with Nicky Foden & Richard Browne runners-up, while Karen Bensdorp and partner came in 3rd equal with another couple from Christchurch. In the Trophy Consolation local player Lyn Whinham and her Christchurch partner were runners-up. The Plate was won by Joan Healey and her Christchurch partner with Ellen Pithie and Peter Marriott coming in 3rd equal with a team from Papanui. The Plate Consolation was won by Jan Guilford and her Caversham partner, 2nd were Linda and Graeme Millard; 3rd equal were Francie Osborn and Colin Jones, Johnny Wright and Gary Hogg. Mid Canterbury’s horse and dog racing action

May holds key to inaugural running of The Race Matt Markham Aggression and Ricky May aren’t the words racing fans are often used to hearing together, but come tonight in Cambridge they may end up being a match made in heaven. May has picked up a catch drive in the $900,000 inaugural running of The Race – a new look slot holder race, the first of its kind to be held in New Zealand racing among all three codes. Ten slots were available for purchase by businesses, individuals and groups, and those buyers earn the right to select and negotiate with the connections of horses to fill their slot for the event. And May, who has won more than 3000 races and has his name to almost every major race to be held in New Zealand, is a big fan of the concept. “It’s something a little bit different than we would normally see over here, but it’s exciting. “The chance to get so many good horses together for one race for such big money with all the hype and attention that comes has big benefits.”

May has secured the drive in the race on noted Australian speedster Mach Dan, who will race in the slot procured by legendary harness racing owner, Ian Dobson. May and Dobson have a strong combination that stretches back decades, with horses like Christian Cullen and his daughter, Mainland Banner on their watch. So, it seems a good fit, but even May had to admit being a little surprised to get the call from the horse’s caretaker trainer, Mark Purdon. “It’s a bit of an honour to get the callup to drive in the first edition of this race, and to do so for Mark and Hayden Cullen as well as Ian, who has been such a big part of my driving career.” Mach Dan trekked across the ditch with one piece of weaponry standing him in good stead for tonight’s assignment – his gate speed. Which is why May knows he might need to drive a little more aggressively than he’s known for. “I’ve been watching all his replays over in Australia, gee, he can really fly the gate. “It’s nice to have that up the sleeve. “What it means, I’m not sure yet. We’ve got the speed to come out and if we need to use it, we will use it.” An outside chance with bookmakers for the event, which will see the winning connections and slot owner share a $400,000 pot, Mach Dan isn’t without a hope, especially if he’s able to find the markers as Cambridge is a noted leaders track. The race favourite is Self Assured from the Purdon and Cullen barn, but his chances are limited somewhat by a wide barrier draw, and the fact he’ll need to arguably do more work than any other horse in the race. South Coast Arden, who has beaten Self Assured on four occasions, might be the best bet in the event, with his staying prowess sure to be suited by a solid tempo throughout the 2200m journey.

Celtic keen to push for higher honours in 2022 Matt Markham It’s not a change in direction, but there’s a definite change in mindset unfolding out at Celtic in 2022. And if the coaching masterminds behind last year’s Watters Cup champions can pull it off once again, then expect the green machine to have a big role to play in this year’s Combined Country competition. Like a fine wine, the Celtic side traditionally get better with each game they play, and come Watters Cup time they are a force to be reckoned with for their fellow local sides, but this year the first target is to be more like that and really push towards getting a shot at the illustrious title. “We’ve probably let ourselves down at various times during the Combined competition, and not really lived up to where we should be,” coach Matthew Winter said. “It’s been frustrating, but there’s a real emphasis on going as deep as we possibly can this year.” Winter is again joined in the coaching ranks by former captain, Danny Hurley, with John Corcoran and Sheridan Hawkins

National recall for local indoor bowling duo Matt Markham It’s been a three-and-a-half year wait to slip back into the New Zealand blazer, but later this year Ashburton indoor bowlers Michael Lawson and Simon Thomas will get their chance again. Yesterday the pair were announced as part of the 16-strong squad who will head to Australia in September to compete against their Australian counterparts at Ballarat over three days of international indoor bowls. For Lawson, a mainstay of the sport locally here in Mid Canterbury, it’s his second time being selected in the national side having made his debut when the team last played back in 2019. The current president of New Zealand Indoor Bowls will play in two separate events over the course of the international, the Men’s Triples and the Mixed Fours and he’ll have the comfort of a familiar face down the other end of the mat, with Thomas skipping both sides. Making his ninth appearance for his country, this year’s match offers Thomas a chance at creating a little slice of history if he’s able to be successful. Australasian medals are handed out for overall victory in each of the disciplines

SHORT & SHARP Registrations open Registrations are now open for the 2022 Mid Canterbury Winter Pickleball Classic which will be held this year from July 15 through to July 17 at the EA Networks Centre. One of the fastest growing tournaments in New Zealand, the event can cater for up to 160 players from around New Zealand and further afar with plans in place to see the 2022 edition become the biggest yet. Introduced a few years ago to Ashburton, Pickleball has risen in both numbers and popularity locally with the Winter Classic a sanctioned event by the sport’s governing body.

Girls Got Game returns

Ashburton indoor bowler, Simon Thomas has been named in this year’s New Zealand Indoor Bowls side joining fellow local, Michael Lawson. played for, and Thomas is just two medals away from becoming the most decorated New Zealand player of all time. In the triples the local duo will be joined by Otago’s Daniel French. Together they won the Australasian medal when the two sides last met in Invercargill, and they’ve been a formidable combination at national championships in recent seasons as well. In the mixed fours, experienced inter-

national player Suzanne Mackie from Southland will play two, while Waikato’s Joy Archer will lead off the front. The news of the national side being announced comes just before the indoor bowls season is set to launch here in Mid Canterbury next week. The first tournament of the season will be the Methven Fours next Thursday night, playing at the Ashburton Indoor Bowls Stadium.

After a hugely successful inaugural running in 2021, the Girls Got Game basketball initiative is returning to the courts again this year. A free of charge event, the two-day workshop and camp caters for ages from Year 3 through to Year 8, offering young female basketball players the chance to fine-tune their skills and learn more about the game in a fun and relaxed manner. Squash dates set Tournament dates for the Midlands Squash circuit this year have been announced with seven clubs lining up to host locally. Hinds (April 22-23), Ashburton Celtic (May 13-14), Ashburton (May 3-4), Rakaia (June 10-11), Methven (June 24-25), Ashburton Collegiate (July 15-16) and Mayfield (July 22-23) will all host events during the season with Methven also set to host the Midlands Open on September 2-3.

Good Friday thriller

N

ew Zealand’s leg of DHL Super Rugby Pacific reaches a mid-season peak with the Crusaders and Blues playing a minor final in Christchurch on Good Friday. Crusaders coach Scott Robertson said, “In a little way this is probably the crescendo to the New Zealand leg before we get on tour with the Aussies,” he said. The Blues’ recent success had heightened anticipation for a return to the early years of Super Rugby when the two sides were consistent rivals for top honours. The statistic that the Blues haven’t won in Christchurch since 2004 was a source of pride to the Crusaders. “It’s a long time, isn’t it? “Every year it’s a statistic that comes up. And you want to make it another one through performance and effort. The record is built on a massive amount of edge. Every game has its narrative, and this one

is another special in its history. “Our game needs it, Super Rugby needs it. It’s a beautiful thing when these things come together on Easter Friday,” he said. It was a throwback to an era where personalities added to the contests with players like Carlos Spencer, Andrew Mehrtens, Justin Marshall and Ali Williams and the twists and turns involved. However, the game comes with the Crusaders showing the effects of a tough campaign, especially in the middle row. Zach Gallagher could be due for a start at lock after Quinten Strange suffered a calf injury last week that will keep him out for six to eight weeks, Mitchell Dunshea is out for the season, and Sam Whitelock is not ready to return for another week. Robertson had no qualms about using the rolling lineout maul that has been the source of discussion this week. The Crusaders liked it, they liked de-

The intensity and physicality of these New Zealand teams is hugely physical. Moana Pasifika throws some big bodies at you, so week after week. You’ve got to win those tight ones and build from there. The last three years the intensity has spiked, the contacts are keeping more and more and more in these games, and the bodies take a while to come right.”
