Three Waters questions remain: Mayors ask: ‘What’s in it for us?’ Jonathan Leask Two Canterbury mayors remain concerned their ratepayers won’t benefit from the Three Waters Reforms and instead be left to subsidise other communities. Ashburton and Selwyn mayors say their ratepayers have carried the burden of funding local three waters infrastructure but under the reforms may end up funding the work other councils have failed to do or fund the work from their own ratepayers. Mayor Neil Brown said the latest three waters announcement still leaves more questions than answers. The main question is still if Ashburton ratepayers will be any better off Brown said. “The ratepayers using the services, are they going to be any better off under this [reform] – I think not. “The water will be the same as what it has been, but they’ll notice it in their bills they get from three waters.” “That higher bill will then go to subsidising other communities.” Selwyn Mayor Sam Broughton was pleased to see the Government had listened to the recommendations but said “the benefit to Selwyn is yet to be proven”. “What they are trying to do for the country are things we did in Selwyn five or six years ago so we will end up paying for lots of things that will happen in other places to begin with.” Both mayors said the goal of the reforms is not the issue, it’s the structure in which it is proposed to be achieved that is

have a higher borrowing capacity and will double the number of staff and contractors to do the work. “The numbers don’t appear to stack up.” Brown still believes the Government needs to give the drinking water regulator – Taumata Arowai – time to settle in and give councils an indication of the scale of work they face before moving to the next phase. suggests the Government intend to surge forward towards the planned July 2024 handover.

Submissions slow to come in Jonathan Leask The community appears to be content with a proposed 9.4 per cent average rates hike with under 1 per cent submitting on the draft annual plan. The Ashburton District Council is proposing its highest rates increase in over a decade, but as of Monday morning there have only been 58 public submissions on the draft annual plan.

In a district with around 15,588 rateable units, the current numbers equate to a 0.37 per cent submission rate, or just 0.16 per cent of the entire district’s population of some 35,000. The numbers will likely increase in the coming days with consultation closing on Friday. The council doesn’t always publicly consult on its annual plans, as they often closely align with the long-term plan (LTP), which received 430 submissions last year. The last one the council publicly consulted on was back in 2016/17, which carried a 3.3 per cent rise, re-

ceived 58 submissions. A council spokesman said that it’s not unusual for the LTPs to receive a greater number of submissions as they usually contain the major funding decisions that generate a large amount of public interest. “However, we are very keen to hear from as many of our residents as possible on this annual plan.”

Countdown begins to Bookarama Malcolm Hopwood Ashburton Rotarians have the books, now they need the banana boxes to store them. This year’s Bookarama will be held from September 25 to October 2, and already the sorting has begun. Since last year the Rotary Club of Ashburton has received 15,000 books from household lots, social agencies and private individuals. The time-consuming task of sorting them into subject matter, evaluating those that’ll sell and discarding others that are shabby and torn has started. They’ve retained about 10,000 books from last year, sent several thousand to Samoan schools and weeded out those with limited appeal. Now the task of ensuring they have enough books, DVDs, CDs and children’s favourites to fill every category is beginning. Convenor, David Mead, and book manager, Lindsay Holland, are spending hours a week collecting books from around Ashburton and preparing them for their annual sale. Already they have about 25,000 but the number will be reduced to those that are likely to fetch top price of between $2 and $6. They know Bookarama is one of the milestones of Ashburton’s year with a number of collectors

Strong growth in farm staff pay By Pat Deavoll Average growth of 13 per cent in pay packages in the last two years is another reason for more New Zealanders to consider a career in agriculture, Federated Farmers president Andrew Hoggard says. The 2022 Federated Farmers-Rabobank Farm Remuneration Report showed that since the 2019/2020 survey, weighted average incomes in the dairy sector had grown 15 per cent (to a ‘total package’ average value of $67,251). They were up 14 per cent to an average of $66,859, in the sheep and beef sector; and up 7 per cent in arable (to $68,618). Federated Farmers provincial president and arable farmer David Clark said with five to ten per cent inflation growth and similar wage growth, interest rates would then respond, and “it was a dog chasing its tail”. “But I would agree that this rise in wages and salaries is deserved. It shows that a career in agriculture provides some very good employment opportunities. It’s closer to reflecting reality. “Working in the arable industry – rates of pay are comparable with the dairy industry across the various skill levels,” he said. “The arable industry has always provided

For example, in the last two years, the total value of the remuneration package for a dairy operations manager has jumped 25 per cent to an average of $107,593 and a sheep/beef stock manager is earning an average 18 per cent more in wages and add-ons for a total average of $78,076.” “So, as well as job security in a sector that has ploughed ahead through tough Covid times, plus the satisfaction of working outdoors and growing quality food for families, the survey makes clear there are solid pay packages available,” Hoggard said.

Wallaby containment spreading to Mid Canty

Pat Deavoll The wallaby encroachment is spreading from South Canterbury into Mid Canterbury and Environment Canterbury and Otago Regional Council are encouraging people to report wallaby sightings as part of efforts to control these serious pests. Wallabies are considered a pest under both councils Regional Pest Management Plans due to the harm they cause to biodiversity and productive land. Environment Canterbury (ECan) South Canterbury Wallaby programme lead Brent Glentworth said “They are nocturnal and appear in the evening to start their feeding programme. They are largely unseen unless on the roads.” William Rolleston of Blue Cliffs Station said wallabies were a significant problem on his property. “We undertake ground control, shooting around 4000 a year. Re-infestation is a problem in neighbouring areas such as the conservation estate in the Hunters Hills. “Wallaby numbers have exploded since the abolition of the wallaby board and a more co-ordinated approach is needed if the problem is to be tackled,” he said. “In the long term, modern technologies such as gene drive may be an opportunity to eradicate wallabies from the central South Island.” Canterbury has a containment area for wallabies that includes 900,000 hectares of land in South Canterbury, centred in the Hunter Hills, but also including the Two Thumb, Kirkliston and Grampian ranges of Mid Canterbury. Glentworth, said the signs have been placed in high traffic areas surrounding the containment area to target travellers who may not be aware of the animal’s pest status. The two councils work together as part of the National Wallaby Eradication Programme which has provided $27 million worth of funding over four years nationally to reduce and contain populations of wallabies and boost regional employ-

There is a general exemption from the transportation requirements for farmers working, actively hunting, or undertaking pest control on their own farm, but they are required to meet the new requirements if shooting elsewhere. There is good news about temporarily leaving firearms in the car while you go for lunch or grab some supplies: if the firearm is inoperable, stored away from ammunition and out of sight in a locked vehicle you can now legally leave it in a vehicle in a visible public place for up to an hour. Alongside the new requirements, the important basics of safe firearms handling and avoiding drugs and alcohol while shooting are the same. For sheep farmers, sheep measles is a big concern, so remind your visiting hunters that the labrador must be dosed for worms at least 48 hours before going on to farmland Although some landowners are exempt from needing a duck shooting licence, for those who are not, getting caught without a licence or using lead shot will now most likely mean a loss of firearms licence. Opening weekend is a traditional time for farmers to share their properties with visitors from town. Everyone just wants to have a good time with their mates and head home safe at the end of the weekend with a few ducks and some good stories. Wallabies compete with livestock, with three wallabies eating as much as one sheep.

Perhaps it serves Becker right T

alk about an inglorious demise, a fall from grace to match the very best of them and something for everyone to be aware of. That’s what has happened to tennis great and one of my sporting idols in Boris Becker. Boom Boom, as he was known, because of his thunderous serve and devastating tennis power game, now finds himself heading to prison on a two-and-a-half year sentence after being found guilty of illicitly transferring large amounts of money and hiding assets after he was declared bankrupt in 2017. The three-time Wimbledon champion faced a maximum sentence of seven years behind bars, and, in some ways, he was lucky. That was evident when Judge Deborah Taylor

Daryl Holden announced the sentence, telling 54-year-old Becker that he’d shown no remorse. “While I accept your humiliation as part of the proceedings, there has been no humility,” Taylor has been reported as saying. Ouch. But how had it come to this? How did he end up in such a financial mess? Remember, that Becker had accrued more than $US50 million career earnings on the tennis tour, had enjoyed a lucrative career as television commentator and became a hugely successful coach,

guiding Novak Djokovic to four Australian open titles. Where did it all go and what made him think he could get away it? Goodness knows, but during the trial Becker said his earnings had been swallowed up by expensive divorce payments and various debts when he lost large chunks of his income after retirement. Becker, as many will remember, rose to stardom in 1985 when he won the Wimbledon title as a ludicrously prodigious and unseeded 17-year-old. Just 17. Amazing really. He became the youngest Wimbledon men’s champion and for the next 15 years the big, redhaired German was a revelation. He lit up tennis when it needed it most. He was flamboyant. He thumped the ball harder and

with considerably more venom than anyone else on the pro circuit. He was magnificent and acrobatic at the net, with vivid memories of him diving full length for volleys on the grass at Wimbledon. The nicknames came quickly. Boom Boom, of course, but he was also dubbed Baron Von Slam and Der Bomber for the ferocity of his play as he won six Grand Slam titles to establish himself as a true global sporting superstar. I interviewed Becker after one of his final Wimbledon appearances and I remember his genuine physical presence. He was a big man, built like a blindside rugby flanker rather than an elite tennis athlete, and armed with a smile and natural charm that made him a fan favourite everywhere.

Unfortunately, off court, and as time has shown, was a much harder match to play for one of tennis’ all-time greats. But he’s certainly not the first sporting star to lose their way beyond their fields of dreams and he won’t be the last. In May, we saw that happen very close to home when former Warriors’ rugby league star and TV personality, Manu Vatuvei, was sentenced to three years and seven months’ prison for his role in a methamphetamine smuggling syndicate. Stardom and fame didn’t help big Manu and it certainly hasn’t made Becker’s life as simple or as easy, as you may have expected. From centre court to crown court – the rise and fall of Boris Becker has been one sorry, sorry tale.

Celtic hopes dashed by 83rd minute try Matt Markham A last-minute try and conversion sank the hopes of a Celtic victory on Saturday, but the news was a little bit brighter for Mid Canterbury’s other two sides in action in the Combined Country Rugby competition. Both Methven and Southern registered impressive victories in their matches to elevate their positions in their respective pools. Methven crushed Darfield on the other side of the Rakaia Gorge 35-8 while Southern also picked up a bonus point with a 38-3 win over Hornby at Denton Park. But it was a shock defeat to Hurunui for Celtic 20-22 that provided the biggest upset of the round. Celtic would have fancied their chances of success when making the long trip to Culverden having lost narrowly to Waihora but producing a strong performance against Glenmark Cheviot the following round to get things back on track. Down early thanks to a penalty, Celtic bounced back in style. Midfield, Isireli Masiwini scored twice in five minutes to turn the lead around to 10-3 in favour of the green machine, but two late tries inside the final three minutes of the first half changed the course once again. Down 10-15 at the break, Celtic were straight into their work in the second half with Raitube Vasurakuta grabbing a quick double. Neither of those tries were converted and it left an opening for Hurunui. In the 83rd minute of the match, their chance came, and they scored with the conversion sailing through the post to see defeat snatched from the jaws of victory for the Celtic side who will now lament two matches that they perhaps should have won. beaten Kaiapoi in what could well become a must-win match if they’re to really push for a playoff spot. In Darfield, Methven pulled together a strong performance to dominate from start to finish to see them with two wins from their two matches in the competition. After beating Woodend in week one, they were brought back to earth in the sub union round when Southern out-muscled them, but there was none of that on Saturday as they really hit their stride. A quick double to Manasa Bari inside the first 20 minutes really set the tone for the match. Tom Reekie added both conversions to put a rubber stamp on it. Darfield replied with a penalty, but Methven’s response was instant with Manasa Vula scoring and Reekie adding another two points to see Methven up 21-3 with 10 minutes to play in the first half. An unconverted try before the break for Darfield lessened the blow somewhat, but a determined Methven return in the second 40 completely shut out their hosts with Kris Wilder and Michael Hennings both scoring and Reekie again kicking both conversions to grab a 35-8 win

and, potentially most importantly, another bonus point for their efforts. Methven now sit second in their pool, just behind the unbeaten Lincoln, who they get to take on this weekend at the Methven Domain in what will be a huge match for both sides. Meanwhile, Southern showed they are on track with an equally as dominant performance against Hornby. Three first half tries to James Hastings, Callum Burrell and Tom Middleton, with a further four points from the boot of the latter put them in control at the end of the first 40 minutes.

They secured the bonus point quickly after the break when Angus McKenzie crashed over and then stamped their authority with further tries to Eric Duff and a second for McKenzie to seal the victory. After their first-round loss to Saracens, Southern are tied on competition points for second in the pool as they head into their bye round, sitting out this week’s play. Rakaia, who are in the same pool, are a bonus point win behind them and after the bye on the weekend will be itching to get back out on the paddock against Ohoka this weekend.

Defending Senior B champions, Allenton kept their unbeaten season intact at the weekend but it’s the lads from out under the Mount who seem to have everyone talking in the Michael Duff Memorial. Mt Somers is also sitting with a three-from-three record and have now retained the Bruce Beckley Memorial Challenge Shield twice this season already, turning their home ground at the Mt Somers domain into a fortress for visiting teams. They easily dispatched Rakaia on the weekend, winning 57-12 in a very one-sided performance. Such was the ferocity of their effort that after 20 minutes, they led 31-0 with five tries and three conversions. Rakaia bounced back with a try of their own, but a sixth try for the half gave the Mt Somers side a comfy lead at halftime. Simon Nothcote scored the second, then third of his tries for the day after the break and there was no looking back from there as they ran away comfortable winners. Midfielder, Jack Holland-Spinks enjoyed a good day at the office, claiming 18 points off the boot. At Allenton, a one-sided game looked well on the cards there too as visitors Methven had no answer for their hosts for the majority of the match. Two tries in the first half and a conversion from Ryan Bell had them up 12-0 at the break and when Bell added two more penalties early in the second half the lead looked insurmountable for the Methven side. But two tries inside the final 15 minutes of the match gave Methven hope, only for them to come up short, losing 18-12. Saturday’s other match was also a close one with Collegiate managing to hold off Southern. Southern took a 12-7 lead into the halftime break, but quickly found themselves down when Collegiate scored their second try for the day after 10 minutes in the second half. A penalty put the Southern side back in front with less than 10 minutes to play but a late try to Arron Heke was enough to get Collegiate home in front of their faithful supporters. The round’s other match between Hampstead and Celtic has been postponed due to a lack of players.

Rugby royalty turns out for Celtic Rugby royalty rolled out onto the paddock for the Celtic women’s rugby team at the weekend. Black Ferns great Kendra Cocksedge stepped into the Celtic Sea Snakes side for their clash against the University of Canterbury Rugby Club Viperettes in their clash as part of the Women’s Premier competition. Cocksedge came and joined the side for the day, playing in her traditional halfback spot as they battled it out against the University side. University won the match 43-10. The Celtic side haven’t had the greatest start to the season, but are turning up each week and getting out onto the paddock and playing well. It’s been a big week for them as well with national recognition on the social media channel, The Legend of Marty Banks which has more than 70,000 followers gave them a shout out on Friday night before the match. Enjoying the winning feeling Matt Markham Good things come to those who wait and for the Mid Canterbury Senior Women’s hockey side, Saturday was a good day. After some close, but near results to open their campaign in Canterbury Hockey’s Division One competition, they got their first win on the board at the weekend when beating Southern 2-1 at Nga Puna Wai in Christchurch. With a full complement of players for the first time this season, the side buried the demons of their three previous losses to earn a well-deserved victory against a handy side to get the ball moving for their season. But things didn’t start all that well. A sluggish opening quarter saw Southern on the attack frequently and they managed to sneak through the Mid Canterbury defence early to take the lead. The goal was enough to wake Mid Canterbury out of their slumber however and they settled down to their work. Late in the second quarter they received their opportunity and took it. After a play of short passes, the ball found its way onto the end of Sam Dalziel’s stick and she put it past the goalkeeper to draw the scores level. Less than two minutes later,

yellow card for five minutes, but were able to withstand the Southern challenge and rounded out the match to get that elusive first win on the board. Later in the afternoon, the Mid Canterbury men’s side made it a double for the day with their own win against Southern, a big result for them in the scheme of the

grabbed his side’s second just before halftime to extend their lead. In the third quarter it was again Marshall in the circle who showed his class to reverse stick one past the keeper to make it three for the day for the side. That was a lead that they would not relent as they rounded out the match with a whitewash.

Netball commits to better balance Mid Canterbury Netball is among the organisations from 12 Canterbury sporting codes, Christchurch City Council, School Sport Canterbury, and Primary Sport Canterbury to have made a commitment to align their junior and youth winter and summer seasons, so there is no overlap for young athletes and a true gap at the end of each season. A Memorandum of Agreement, believed to be the first in the country, signed by the collective, ultimately means that the participating winter sports have collectively agreed to a true winter season for their junior and youth competitions that will not start before April 30, 2022 and will not go beyond September 4. The participating summer sports have done the same, with their season starting October 15, 2022 and ending March 25, 2023. The signed agreement addresses several issues that the sporting codes have raised as high risks; some of these being impact on participation numbers and affected quality of experience for athletes and volunteers alike. The agreement has also highlighted the leadership of Canterbury sports and their commitment to Sport New Zealand – Ihi Aotearoa’s Balance is Better philosophy. Sport Canterbury’s sport development advisor, Mike Peacock, who has led this initiative said four key issues in both junior and youth sport provided the rationale for change.

Better philosophy were far reaching. “It’s about decreasing injuries due to the longer break between seasons, and more participants playing multiple sports which will result in less specialisation,” she said. “It’s also about keeping our young people in sport as it should result in less burnout, and allowing young people to regain that balance by playing both summer and winter sport.” It’s also hoped it could lead to growth and retention of volunteers due to shorter seasons meaning less time constraints, Tasker said.

PHOTO SUPPLIED “Overlapping seasons, which result in little to no recovery and less flexibility for young people to commit to playing multiple sports, young people specialising too soon, increased workloads resulting in burnout, and the rate of overuse injuries and overload,” Peacock said. Canterbury sports are also seeing a consistent decrease in volunteer numbers across the board. Benefits of aligning winter and summer sports season dates are numerous. Having sustainable seasons and a longer break post-season helps participants reduce ‘overload’ and the associated symptoms such as injuries

and burnout. The transition between winter and summer sports become more manageable and will mean less challenges for families and more down time, which gives the participants the ability to prepare to enjoy each new season. The alignment also allows young people more flexibility to play multiple sports. Another benefit is a longer renovation and preparation window for Christchurch City Council to prepare the sport fields between seasons resulting in a better experience for all. “Having a clear break between winter and summer seasons

makes the transition between playing both winter and summer sports so much more manageable resulting in less challenges for families and actually allowing everyone to have some ‘down time’ – plus the ability to prepare to look forward to each new season more,” Peacock said. “We also hope that all aspects of this change positively impact volunteer coaches, officials and administrators, who likewise, suffer burnout and fatigue as a result of workload and conflicting long seasons.” Mid Canterbury Netball centre manager Erin Tasker said the benefits of adhering to the Balance is

Goals galore in football action Matt Markham Goals, and plenty of them, were the order of the day for Mid Canterbury United football sides on Saturday – some of them good goals, others not so. Mid Canterbury United’s five senior sides were in action across the day and played their part in matches where a whooping 55 goals were scored at an average of 11 per match. For the Mid Canterbury United Seniors side in the New World Premiership they were on the wrong side of the ledger as they fell to a heavy 1-10 defeat to Waimak United at the Ashburton Domain. The match was always set to be a tough one with Waimak a formidable side in the competition, but for the majority of the first half, things were evenly poised. The visitors scored early, but Mid Canterbury stuck to their guns and defended well until the 38th minute mark where three quick goals before halftime saw the deficit extend to 0-4 heading into the break. A Luke Martin goal early in the second stanza gave some hope. But Waimak really extended, scoring six more goals in the match to win comfortably. The Mid Canterbury Reserves side, who are playing in Division 5, turned the tables on their rivals Universities with a dominant 8-0 win to continue their strong start to the season as they now have won all three of their matches to lead the competition early doors. The 17th grade side were also on the right side of the score sheet with a 7-3 win over Nomads, but it wasn’t quite as happy of a hunting day for the 15th grade team who fell heavily to St Bedes losing 2-16. The 13th Grade team made back some ground for the club though with a good 7-1 win over Oxford.

With the threat of closure on the table, the club is trying to entice new players to come along and give the sport a try. They begin tonight at 7pm with all welcome and no charge to take part.

Rep netball trials Mid Canterbury’s John Hay ticked up another major milestone in his outstanding harness racing career when he brought up his 600th training success at Rangiora on Sunday. The Elgin based horseman, who is also a member of the sport’s 1000 driving win club, reached the figure when promising pacer Wheels Of Fortune broke through for the first win of its career early in the day with Hay in the bike. Hay’s 600 wins have been more than 40 years in the making with his first coming back in November of 1980 when he prepared Roddy Dee to win at Wyndham. Since 1983, he’s trained a winner each season and maintained an excellent strike rate. Six group one victories sit at the top of the pile in terms of his achievements, the first coming with There’s A Franco in 1996 when she won the New Zealand Oaks, then Franco Enforce in the New Zealand Sires’ Stakes final on Cup Day the same year. There’s A Franco also won the NZ Standardbred Breeders Stakes in 1998 and the talented Franco Heir also won the Sires’ Stakes Final in 2002. All four of those victories came during Hay’s tenure

Mid Canterbury Netball has announced its schedule for this year’s Under 18 representative netball trials. The trials are open to anyone who registers that is Under 18 as of January 2022. The first trial will be held on Friday, May 20 at the EA Networks Centre from which an invitational trial will be held on the Sunday. This year the team will compete in a Queen’s Birthday tournament in June in Christchurch and also the Under 18 Nationals in July, also in Christchurch. Registrations for the trials can be made through the Mid Canterbury Netball website.

Doubles winners John Hay is all smiles after bringing up his 600th training success on Sunday. as the trainer for Spreydon Lodge. On his own right he picked up dual Group One success with the locally owned trotter, Houdini Star who won the Great Northern Trotting Derby and the National Trot. The six Group One wins are complemented by a further 16 group or listed races during his career. Hay is enjoying a good start to

this season with his 30 runners to the races netting six wins and six placings. He went close to extending that further on Sunday when Carana was a brave second in the feature pacing event on the card. His victory with Wheels Of Fortune wasn’t the only local success on the day with Gerard O’Reilly and his daughter Sarah combining for success with A Rocknroll Star.

Sarah handled the driving duties on the underrated pacer who made use of a sweet trip in transit to blast away from his rivals and win by an impressive margin – the second win of his 15-start career. Gavin Douglas also tasted success in the last race of the day when Lochart Shard picked up a well overdue win for trainers Mark Purdon and Hayden Cullen and driver, Jonny Cox.

Champions of the Ashburton MSA Petanque Club were crowned on the weekend when the club held its annual drawn doubles. In the women’s event, Linda Millard and Carol Hogg emerged the victors, heading off Karen Bensdorp and Rewa Kyle while in the men’s event, Henry Marriott and Stephen Fitzgerald were crowned winners ahead of Jonathan Crum and Richard Browne.
