L

ast weeks Guardian report of a young couple who had been the victim of a house fire in Hampstead again brings the matter of domestic insurance or the lack of general insurance into the spotlight.

The insured community effectively gathers around the affected member, reinstates them to their previous state and then moves on to the next calamity.

There are numerous examples of how adequate insurance has eased the pain of loss suffered by individuals and on a larger scale the community in which they reside. The fact that this couple have already suffered two earthquake events that meant that they had to change their housing situations, to be hit by a third event (fire) and having no contents insurance absolutely astounds me and I’m sure the insurance industry generally, in addition to this they are not unique.

My advice to landlords is to ask your tenants if they have contents cover and seek to sight the documents. This protects both you and your tenant. The reverse applies to the tenant. Yes, Insurance does matter. What is not widely known is that contents policies don’t just cover the material items that people own but that the policy has additional benefits. The benefits vary by insurer but as a matter of course they all include Public Liability cover. This liability benefit covers damage to other people’s property through negligent acts of the insured. It may be construed that abandoning a stove with a pan containing cooking oil is a negligent act. If that’s the case, the insurer of the house may well seek recovery from the tenant.

Sky’s the limit for tenants’ new aerials

T

he digital era is here! But what does that have to do with property management? Televisions – that’s what.

From September 2012 to December 2013, the old analogue system has shut down and only digital is available. Tenants renting property with an analogue aerial which comes with the property will probably have the right to expect the landlord will now provide a nice new “communication apparatus’’. This will more likely be an issue with owners of blocks of flats, where there is one TV aerial serving several units and it’s possible many landlords will be willing to make that investment. I have been asked by several owners about this and I have two opinions: 1. The law does not require an owner to provide an aerial, but if a tenancy is in place, and there is an old aerial in use by the tenant, there would be little chance of an owner avoiding the issue.

It’s like removing any chattel provided at the start of the tenancy, such as an oven, and expecting the tenant to go and get their own.

2. If a rental property with an analogue aerial comes vacant, a landlord might choose to remove it altogether so a new tenant would have to get a Sky dish or some other digital receiving device. In my view, not having a television aerial is acceptable but, in the interest of making the tenancy more attractive to a tenant, some owners will install something suitable. The advice I have had is that it is cheaper for a tenant to join Sky and have a dish installed which remains at the property when the tenant leaves, than to have Freeview or Cable. But that is something for tenants to check for themselves. I daresay there will be disputes about this, so we think it is good practice to be well prepared and bullet proof – just in case!

His call comes after the government announced proposals to make tenants liable to pay the equivalent of four weeks rent to cover any damage caused to property.

But carpet is pretty expensive so I don’t think four weeks’ rent is enough to cover that cost,” says Chin. “I don’t know who thought up the idea of restricting compensation to just four weeks’ rent – clearly they have plucked the number out of the air. Why they have not proposed five, six or seven weeks I can’t imagine.”

causing the apartment to burn down. The insurance company says all the students registered on the tenancy agreement are jointly liable for the replacement cost. “The government has taken this on-board and decided that it doesn’t sound fair and hence it wants to change the law,” says Chin. “But we have told them, along with the Insurance Council, that it was a one-off event and since that incident the insurance industry has decided that it won’t go after every tenant on a tenancy agreement – just the person responsible.” And that, says Chin, compounds the problem for landlords. “If the only penalty for causing major damage is no more than four weeks’ rent then tenants will think nothing of having a party, damage may be caused and the landlord then has to determine who is responsible. “The tenant will say ‘it wasn’t me’. So what is a landlord to do?” The answer, believes Chin, is compulsory property insurance paid for by tenants. “If the government is entertaining the thought of compelling motorists to buy insurance, then why wouldn’t they go one more step and make insurance a condition of a tenancy agreement? “The way I see it, that would be a benefit to tenants and protect their assets and

ith spring in the air it’s that time of the year when the house can get a good once-over. Why not go for the green alternative as opposed to chemical cleaners? Try these green methods to spring clean.

IN THE KITCHEN Appliances: Sprinkle with baking soda, spritz with water and scrub. The soda removes grime, grease and odours. Rinse with plain water. Inside the refrigerator, keep an open box of baking soda to absorb odors. After three months, put that used baking soda down the garbage disposal to freshen it. Counters: Spritz with 1 cup of white vinegar mixed with 1 cup of warm water. Wipe dry. Wood cutting board: Cut a lemon in half. Sprinkle the board with salt. Use the cut lemon as a scrubber with the salt. Aluminum pots and pans: To remove discolouration, mix 2 tablespoons of white vinegar with 1-1/2 tablespoons cream of tartar. Add to pot with 4 cups of water and heat over low heat. Simmer until stains disappear. For residue at bottom of pan, pour in 1/2 cup each of white vinegar and hot water. Let soak three hours, then wash. Copper: For the copper bottom of pots, sprinkle salt and lemon juice or vinegar over bottom and rub lightly, then wash. Cast-iron cookware: To clean inside of pan, sprinkle with salt and wipe. For outside of pan, wipe with waxed paper while still a bit warm.

IN THE BATHROOM Chrome: Dampen a cloth with white vinegar and rub faucets. Or use strong black tea that has been steeping in the pot; that shines chrome and cuts grease, too. Or rub fixtures with a half lemon dipped in salt. Porcelain: Rub with soft cloth sprinkled with salt. Bathtub ring: Add 1/2 cup of baking soda to the tub of water. Let sit a few minutes before emptying. Enamel: White vinegar removes mould and soap scum. Wipe it on with a soft cloth and rinse with warm water. To remove stains, make a paste of cream of tartar and hydrogen peroxide. Apply it, let sit a few minutes, then rinse clean. Shower curtains: To remove soap film, place the shower curtains in the washing machine with several old, large bath towels. Add 1/2 cup of vinegar and run on cold cycle (don’t add detergent). Remove curtains before spin cycle starts and hang immediately. Rewash bath towels with detergent.

IN ANY ROOM Glass cleaner: As an alternative to ammonia, try 1/2 cup cornstarch mixed with two litres of warm water. Rinse with a spritz of white vinegar mixed with water and wipe again. Use the cornstarch formula to clean vinyl blinds, too. Wallpaper: To remove dirt or marks on non-washable wallpaper, rub with a slice of plain white bread. The bread acts like an eraser. (This works on painted walls and wool carpet, too.) Acoustical tiles: Use a plain, dry sponge; it will erase grime. Mini-blinds: Put on plain cotton gloves and wipe down each slat by hand; the dust comes right off. Or try a used dryer softener sheet; its anti-cling properties pick up dust, too.

Showerhead: To unplug holes, soak the showerhead for two hours in a mix of equal parts of white vinegar and warm water.

Odours: Make your own air freshener. Combine a cup of white vinegar and 1/2 teaspoon peppermint extract. Fill a spray container or plant mister and spritz the air. Or put a small saucepan on the stove with 1 cup water and 1 tablespoon vanilla extract. Simmer for 10 minutes.

Tile: Mix 2 tablespoons vinegar (white or apple cider) with 1 quart warm water. Clean with soft cloth. Rinse.

Woodwork: Clean with soft cloth dipped in cold black tea. Squeeze one lemon into 1 quart water and use as a rinse.

Toilet: Pour one can of cola (Coke or Pepsi

Mix 2 tablespoons each of baking soda and salt, then add just enough white vinegar to make a paste. Apply paste to stain and let dry. Vacuum. (For a nasty stain, you may need to scrub in the paste.) Pet stains in carpet: While the stain is still fresh, mix 1/2 cup of white vinegar with 2 cups of warm water. Wet the area well. Sprinkle baking soda over area and scrub with a damp colourfast sponge. Rinse well with warm water and pat dry.

The Golden rules of renovating I

f there are three golden rules about renovating, says property consultant Jane Eyles-Bennett, they are: Buy well, don’t spend too much money and renovate wisely. Sound simple? She says you’d be surprised how many times she has seen renovations go badly wrong. Eyles-Bennett runs a business called Hotspace, helping people to maximise financial returns from renovations, through services such as online Renovation Action Plans. And she says there are some common rookie mistakes that are essential to avoid.

BUDGET Once you know how much you can afford to spend, break your budget down into percentages. Allocate 20 per cent of your total budget to the exterior, 10 to 15 per cent to the bathroom, 20 per cent to the kitchen and so on. “This means the whole of the property can be renovated without running out of money.” You can then work out what can be done for the amount of money you have to spend in each area. Eyles-Bennett says: “Obviously $6000 is not going to buy a whole new kitchen, so you need to figure out what you can do to your particular kitchen for $6000. What are the priorities? This is where one needs to stay unemotional .”

Before you begin a project, you really need to know your numbers. What is the property worth now? What could it be expected to be worth once it’s renovated? How much can you afford to spend on renovations? You can get an idea of what a property could potentially be worth by talking to real estate agents or property valuers. Local real estate agents can also advise on who will likely be interested in your property and what kind of work will appeal to them. For example, if you’re in an area that is popular with young families, paving a lawn to make an entertaining space is unlikely to be a good option. Eyles-Bennett says: “I start by identifying my

Whatever is in good condition try to re-use it. Look for anything that can be easily renovated - but be aware of false economy. “Also be aware of compromising the look of a space by re-using. It’s a fine line. What you do to a particular area will depend on the budget

As long as the numbers work and a solid renovation process is followed, then I believe money from property is definitely there to be made you have allocated to that particular area. If you have $10,000 for a bathroom, you could most likely gut it and start again. However if you only have $2000 then you’ll need to be super savvy with what you chose to do to it.” Things like just replacing tap fittings or door handles can make a big difference - and a fresh coat of paint will help rooms to look crisp and modern.

MIND THE GAP Watch out for hidden costs. Eyles-Bennett says: “Where something wasn’t accounted for at the beginning of the job, tradies often will charge an arm and a leg to get it done on the spot. I always suggest having a contingency. Surprise costs usually hit inexperienced renovators hardest.” She gives the example of a bathroom. An inexperienced renovator might budget for a new bath and a plumber to install it. “In fact, you need to factor in 1) a plumber to disconnect the existing bath, 2) removal and disposal of the existing bath, 3) installation of the bath itself, 4) plumbing the new bath (and taps/spout etc) in, 5) re-tiling the walls, side of the bath and the most probably floor. All of a sudden a $300 bath and a $150 plumber turns into a $1000 job. Make these sorts of mistakes through the rest of the

property and the profits may not be looking too good!”

SPEND WISELY If you are renovating a property to sell or rent, put your own tastes aside. Keep things as neutral as possible to appeal to a wide audience. Newbie renovators often spend too little or too much on a renovation - cheap materials in an otherwise good job, or splashing out on a house in an area where prices aren’t at the level where the renovation will pay for itself. “Also spending money on things that do not add value to the property or spending money in the wrong areas. For instance, spending $4000 on a laundry storage unit where (say) the overall budget is only $30,000. Or spending $15,000 on the exterior of the property where $4000 would have worked just as well.” And that old adage about buying the worst house in the street? Not true if you’re looking to renovate for profit, Eyles-Bennett says. Be realistic about how much you can actually achieve with your budget. “I think this is the number one reason people go over budget and lose money. As long as the numbers work and a solid renovation process is followed, then I believe money from property is definitely there to be made.”

ith the days getting longer it’s about time to take advantage of the extra light - letting some extra light into the house with clean windows.

For squeaky-clean, streak-free windows, get a lamb’s-wool window cleaner or scrubber (available at home-improvement or hardware stores) and a squeegee.

- Spray the screens with the water hose to loosen dirt, spider webs, dead bugs and debris. Then, use the soft-bristle brush and a bucket of soapy water to scrub away grime. Be gentle; you don’t want to damage or stretch the screens. Finally, rinse off the screens and let them air dry.

Dip the lamb’s-wool cleaner into the cleaning solution and apply it to the window; up, down, then sideways back and forth. The dirt is trapped in the wool. Then, use the squeegee to remove excess moisture. Wipe the squeegee blade after each pass.

- While the screens dry, tackle the outside of the windows. Using a clean, dry cloth, spray your cleaner directly on the glass and wipe the window from top to bottom. A dry cloth works best because - unlike brushes, razors or steel wool - it won’t damage the glass.

During winter months, grime especially tends to build up on the outside of windows. So here is a battle plan to tackle windows, inside and out.

- Dry the windows as you go, using either a squeegee or a microfibre towel, although any clean cloth will work. (Cloth nappies and old cotton T-shirts are great.) Wipe the window until all of the glass cleaner and water are gone. Clean coffee filters work well to remove remaining lint.

- First, get your tools in order. Before you begin, get a pencil, a bucket, soap, glass cleaner, a soft-bristle brush, a water hose and a squeegee or microfibre towel. - Remove all the window screens, so you can wash them first. Label the inside of each screen frame

For squeaky-clean, streak-free windows, get a lamb’s-wool window cleaner or scrubber

- Go indoors and wash the inside glass. Then, replace the window screens according to your labels. If you wiped vertically outside, wipe horizontally inside. Then you’ll know whether the missed spot is on the inside or outside. AAP
