As our cities grow and property becomes more expensive, the age-old Kiwi dream of a standalone property with a quarter-acre section looks like it’s going out of fashion. Apartment living is becoming the choice for a greater number of New Zealanders, whether they’re first-home buyers looking for a starter property, older people looking to downsize or just people who want to live in a lowmaintenance home in the middle of all the action. Whatever your reason for buying an apartment, you need to do your homework first, says Real Estate Authority (REA) chief executive Kevin Lampen-Smith. “When you buy a stand-alone property, you need to consider its certificate of title, its physical state and geographical location and any issues presented by nearby properties or plans for the area. Those issues are magnified when you’re buying a property that’s legally and physically linked to its neighbours,” Lampen-Smith says. Apartments, units and townhouses in New Zealand are usually unit title properties. This means that when you buy the apartment or unit (and any ‘accessory units’ such as garages, car parks, private courtyards and storage areas included in the record of title) you’re also buying an undivided share of the ownership of the common property - lifts, laundries, lobby areas, driveways and gardens.

As the owner of a unit title property you automatically become a member of the body corporate (all the unit owners acting as a group). You and your fellow members pay annual fees to the body corporate and it in turn looks after the management and maintenance of the property. “Lots of people like the idea of buying an apartment because they want a property that they’ll never have to worry about maintaining,” LampenSmith says. “However, you will have to pay for insurance and management expenses, plus any services that the body corporate arranges like rubbish collection and gardening or cleaning of common spaces.” In most cases, you’ll also have to contribute to a long-term maintenance fund (LTMF). If a lift in a multi-unit property needs replacing or repairs, most people would agree that all the members of the body corporate should contribute (through the LTMF) to make this happen.

AN APARTMENT “Where it gets tricky is when there’s a problem in an apartment (that belongs to an individual) rather than a defect in a common or shared area,” LampenSmith says. “A recent Court of Appeal decision about a 12-storey Mount Maunganui apartment complex found that the repair works to several units affected the overall weathertightness of the whole building. The court found that some of the costs should be shared between all the owners, because they related to an ‘interlinked and indivisible’ weather-tightness issue.” In other words, if you’re looking to buy Apartment A, but Apartment Z has some issues that could affect the whole building, Apartment Z’s woes may be your problems too. Of course, when you’re looking at apartments you’re unlikely to have the will (or even the opportunity) to knock on the doors of would-be neighbours and ask if their places are sound. But Lampen-Smith says you can ask the real estate agent if the building has any weather-tightness issues and about its current earthquake rating. “If the answers to either (or both) of those questions are vague, or unsettling, dig deeper,” Lampen-Smith says. “In any case, you should ask the real estate agent or the seller to give you copies of the complex’s long-term
maintenance plan, and at least the last 12 months’ worth of body corporate meeting minutes. “You can also request a copy of the complex’s contingency plan (which will show you if there are other costs on top of the body corporate fees). Remember to ask for a copy of the building’s insurance policy, too. Get your lawyer to check through all these documents and identify any potential issues or concerns. What about my tulip and hyacinth bulbs that I chilled and then planted last year? Do I need to re-chill those ones?

Yes – but only tulips and hyacinths. And it’s only essential if you experience fewer than five frosts a winter. But even if you do get enough natural chilling in winter, fridge chilling can still give benefits – taller stems and earlier flowering. Tulips and hyacinths are native to areas which experience quite cold winters and they need this cold period for the bulb to complete the development of the flower bud deep inside. Sure signs you should have chilled your bulbs are if they produced unusually short stems or the bulbs failed to flower at all. Done correctly, chilling your tulips and hyacinths will result in perfect spring flowers.

Once you’ve chilled your bulbs for around eight weeks it’s time to start planting in mid to late May when soil temperatures are cooler. Before you plant, work the soil with a fork to a depth of 25cm. This is deeper than the bulbs need to be planted but will allow their new roots to easily push further into the soil. Then plant your bulbs around 15cm deep – it’s cooler down there. Once planted give your bulbs a light watering. In cooler parts of New Zealand you can plant tulips and hyacinths successfully in pots, but because pots warm up so quickly, even in winter, I don’t recommend them for warmer areas. Apply a bulb fertiliser (available from your local garden centre) once the shoots emerge, and water it in well.
How and when do I chill my tulips and hyacinths? And can I put them in the freezer? 1. Early to mid-April is the perfect time to start chilling your bulbs. Too early and you’ll stunt the flower bud development because the bulb is not ready for it yet. 2. Use a paper bag. It’s very important the bulbs can breathe and plastic bags cause sweating and rot may develop. 3. Keep the bulbs to the side of the fridge, not at the back where the cooler plate may ice up and damage them, or where condensation may cause mould to develop. 4. Never put bulbs in the freezer! The freezer is too cold and will kill your bulbs. 5. Keep fruit out of the fridge while you’re chilling your bulbs. Ripening fruit releases a gas called ethylene which can cause severe damage to the developing flower bud in the bulb. If you can’t keep fruit out of the fridge, include an ethylene-absorbing sachet in the bag with the bulb. This will prevent ethylene damage and suppress mould growth (they’re actually really good in the vege compartment too, to make your veges keep longer).

If you live in a warmer area and chilled them before planting the first time, it is probably a good idea to lift them and repeat that for subsequent years. Ideally, you will have harvested them during December/January and left them in an airy place for some weeks until you start chilling them now. However, if you didn’t lift your bulbs and they’re still in the ground, it’s best to leave them there now. Areas that have had rain may have caused roots to start already and we don’t want to disturb that. In December/January you can lift them and follow the above instructions.
