4th Asian Virtual Conference on Institutional & Action Research 2022
Message
Greetings from Sri Lanka!
I
AVCIAR 2022
t is indeed a great pleasure to issue a message for the 4th Asian Virtual Conference on Institutional and Action Research 2022 organized by the Asian Society of Teachers for Research. The theme of the conference is “Revivifying Organizations through Institutional and Action Research in the New Normal.” I consider that this is really important because at the moment, the pandemic has created a situation where everyone in the country have to take certain actions. We can see the deaths of 5.48 million as of now, and cases: 305 million. In 2020, the United Nations Department of Economic and Social Affairs announced that the COVID 19 pandemic is to slash the global economy out to by 8.5 trillion US dollars over the next two years.
2
Also in the year 2020, the pandemic pushed more than 34 million people into extreme poverty. “Revivifying Organizations through Institutional and Action Research in the New Normal,” this particular theme is really important. As we know in action research, we are talking about the individual research, the collaborator research, and the countries that get together. They need to do more research because we need to understand the institutional effect on us, and also, how we are going to face these challenges we have at the moment for our institutions; we have at the moment for our specific regions, as well as for other countries. So I considered this time is one of the very important time period. We have certain challenges as researchers, as scholars, as academics. Once we start to conduct research, there are many problems. Now, we encountered the reaching out to people as one of the challenge because of the technology. You go to the remote areas, it is very difficult for you to talk to the people. How we are going to reach to the people which actually want to observe and do research is one of the challenges we need to understand. We need to, in that particular situation, minimize the exclusion. So everyone, if you want to do research, if you wanna do a study, we need to consider these issues. Moreover, we have to consider the ethical perspective which is one of the important component: how to get the consent of the people, the devastated people which always have many, psychological problems, and social issues. How we race to them and how we understand their issues and as researchers, as scholars, how we are going to disseminate the knowledge for decision making. So decision making actually be done by the authorities, but we also should make sure to have good information to disseminate for the people. In Management, we are talking about how we need to convert challenges or threats as an opportunity. So, this is kind of a forum where we need to understand where we can use the knowledge, the new knowledge to add value to the existing domain of knowledge, for the betterment of our people. Because nowadays,
January 20-22, 2022 • Via ZOOM Teleconferencing
Message we do not discuss about Gross Domestic Product. We like to discuss about gross domestic happiness. The Gross Domestic Happiness means happines of the people. The happiness which always exceed satisfaction. We need to understand the victimized people. We need to understand how we are going to eradicate poverty for sustainable development. That is something where we need to always identify. We need to always think as scholars. I just want to quote one of the very important quotation: “the bigger the challenge, the bigger the opportunity for growth.”
AVCIAR 2022
The ASEAN Research Organization can be considered as one of the leading research institution in the region. It has always been concerned about DNC factors: Dissemination, Networking, and Collaboration in the world of research. Even though a scholar is from a geographically small country, his/her contribution in the field of research is of immense value and demonstrate how large he/she is in terms of value that is being added to the current stock of knowledge. I hope the conference would be one of the most memorable for all presenters with contribution and network in the field of research. It is a great challenge to organize such an event and the organizers of this even should be praised and admired for the organizing such a difficult task. Finally, I take this opportunity to wish you all a very insightful conference. Thank you very much!

Message
Dear Professors, Researchers, Teachers and society members,
I
am so excited regarding this precious occasion, the 4th Asian Virtual Conference on Institutional and Action Research 2022 (AVCIAR 2022). Themed “Revivifying Organizations through Institutional and Action Research in the New Normal” which will be conducted virtually via ZOOM Teleconferencing. The AVCIAR 2022 aims to:
AVCIAR 2022
(1) share best practices in using scientific evidence to revivify institutions and organizations in face of the COVID-19 pandemic; (2) disseminate results of thesis/dissertation in tertiary and graduate education levels; and (3) to draw new perspectives in solving educational and organizational problems and issues in the new normal. From the theme and aims of the conference above, it is obvious that we have to get involved in solving the challenges at all school levels to improve both the quality and efficiency of the 21st century education in the face of the COVID-19 pandemic. To achieve these goals, we all need to examine and select the best published works to share as the basis for offering solutions to revivify our own institutions and organizations affected by the ongoing pandemic. We should come up with new perspectives in addressing issues in institutions and educational system, in general and challenges that may happen in the future. Wishing all of you, professors, researchers, teachers, and all members of the Asian Society of Teachers for Research Inc., all in peace and prosperity.
4
Sincerely yours,
DR. CHAN ROATH

Message
Dear Fellow Researchers
T
oday, we are together on the virtual conference of the 4th Asian Virtual Conference on Institutional and Action Research 2022 (AVCIAR 2022) on January 20-22, 2022. This is a good opportunity for us to have a discussion by sharing our experiences in research and the products. The theme we have chosen is “Revivifying Organizations through Institutional and Action Research in the New Normal.” At this moment, we have been living with the pandemic and therefore, there have been some changes in our ways of doing things, including teaching and doing the research for our knowledge and science development. With this theme, we have to revive our organizations where we are working.
The AVCIAR 2022 today, is aimed to share our best practices in using scientific evidence to revivify our institutions and organizations while facing the COVID-19 pandemic. Besides that, we also disseminate the results of thesis/ dissertation in tertiary and graduate education levels, and finally we can also draw new perspectives in solving educational and organizational problems and issues in the new normal. With the objectives above, we believe that this conference provides us with some knowledge through sharing the results of the research we have done. Action research can be dealt with the evidence for improving both our methodology of research and our way of teaching based on the research we have shared today. We expect that we can find the state-of-the art strategies and methods for teaching our students both for doing the research for their thesis and dissertation and writing as well as publishing the results in the research journals. Again, thank you for participating in this virtual international conference of AVCIAR 2022 today and God bless you all!

The Importance of Artificial Intelligence in Action Research “What gets measured gets managed.” - Lord Kevin
N
owadays, the Pandemic brought us a “New Normal” with rapid changes and unexpected challenges. Many organizations in different sectors are at risk of disappearing. In education, institutions are dealing with how to continue operating despite the lockdowns. Teachers, researchers, and administrators worldwide learn how to cope with these challenges to pave the road to education. Some of them are making heroic efforts to spread the word. The mission is to help communities to ensure education by all means. In addition, technology has brought education to millions of learners. We not only have the 2030 agenda objectives to achieve. Due to the Pandemic, new challenges require innovative and bolder efforts for sustainable development. Indeed, action research is vital to determine what practices are working and which ones need to be changed, redesigned, substituted, or extended. In this historical shift where Artificial Intelligence is transforming virtually every industry, we have witnessed great results in language learning. Get to know the importance of A.I. in action research. These new technologies are potentially effective for automated, reliable, and effective data collection. Artificial Intelligence can become very useful to conduct action research to enhance and transform education in the “New Normal.”

“From Teachers to Scientist in the Workplace: Doing Action Research as Bedrock of Pedagogy

Board Member, Asia Pacific Educational Research Association Singapore Originating from practitioners of organizational development of the world, action research is intended to be a second stage of a research process where the first part of the action research is a descriptive-inferential design. Action research do not require empirical experiment. An action research is not an experiment because it is only one group and does not have a control group. The purpose of the action research methodology is to capture the effects or impact of interventions or solutions to organizational problems. Such impacts would go a long way to transforming organization into its previous sense of wellness. The promotion of action research is the mantra “SCIENTIST IN THE WORKPLACE.” Other than being an empowered teacher that transfers content and skills to the students, a teacher also needs to be a scientist wo is keen to observing and collecting data by using a scientific process to determine if what he/she/they are doing actually make sense and makes students learn. A teacher should be a first-world thinker who is able to use research as a bedrock of pedagogy. A teacher who only uses practice teaching, uses a hit and miss method. However, an educator who utilize all the scientific findings creates less risk, less uncertainty and that teacher is in a better position to be more effective and successful in the classroom. As scientists in the workplace, teachers should also publish, advocate, and disseminate the results of your action research for a scientist know that the real journey of a research does not lie in its completion and publication but in its translation and utilization.

“Action Research for Modern Day Business Problems”
I
n a VUCA environment during the post covid-19 pandemic, when disruptions in the business world is the new normal and change is not anymore a mere constant, it is important for organizations to adopt an experimental approach when addressing the modern day challenges. Traditional research methods become rigid and extraneous when trying to address these dynamic disruptions, especially when the researcher is an expert outsider. Action research can be used as an alternative to improve practice and recommend desirable improvement in the organization. It is worth noting that when employees concurrently work and learn by means of the action research model, organizations transform into becoming an ‘action research system’ that can have a great impact on the overall organizational growth and development. The theoretical development in the field of action research is growing as this method is deemed to be the ideal framework to develop new strategies and capabilities within the organization when addressing complex scenarios in an uncertain global environment. One such case where action research led to a pragmatic solution to an existing problem is discussed in the keynote speech.

T
o the keynote speakers, virtual presenters, observers and guests in this 4th Asian Virtual Conference on Institutional and Action Research 2022, it is my great honor to deliver the AVCIAR 2022 Declaration: Synthesis of Abstracts. From mandating massive or granular lockdowns, institutionalizing contact tracing applications, observing public health protocols, and requiring vaccination cards in different establishments, the COVID-19 pandemic has shaped society, business, industries, universities and governmental institutions into a new normal. A new normal where we continue to grapple the effects of the pandemic and adjust our lives and livelihood to the reverberations caused by the COVID-19 virus. The surge of the Delta and succeeding Omicron variants also complicate the already catastrophic scenario as the said variants continue to challenge the efficiency of vaccines and efforts to herd immunity. We could also not deny the fact that vaccine inequality among nations and disinformation about the vaccines which is pervasive in social media hurt efforts to curtail and possibly end this three-year pandemic in the soonest possible time. As the end of the Covid-19 pandemic nowhere in sight, our ability to adapt and adjust as individuals and institutions are our best line of defense to navigate such unique times. However, our attempts for adaptation when not backed by science is futile. If there is one thing that the pandemic has taught us, it is that we need to listen to researchers and scientists in making institutional reforms and changes to suit the need to adapt to the pandemic. Decisions and policies regarding pandemic mitigation and resolution should be based on scientifically treated data, and information vetted by experts of the field and what better way we can achieve these things is by doing high-quality, ethical research. In the individual organizational context, Institutional and action research provide great objective information as support for public and private organizations, institutions of higher learning, business establishment and the likes in the planning, policy formulation and decision-making of stakeholders in the face of the COVID-19 pandemic. The Asian Society of Teachers for Research, Inc recognizes the importance of action and institutional research in the face of the new normal as it holds the 4th Asian Virtual Conference on Institutional and Action Research 2022 on January 20-22, 2022 through Zoom Teleconferencing. Themed “Revivifying Organizations through Institutional and Action Research in the New Normal” this virtual conference highlights institutional and action research outputs in the forefront of the COVID-19 pandemic. Most research outputs in the Education stream to be presented in the Conference reflect the change in modality of education in all academic levels as a response to the COVID-19 pandemic. There are significant number of studies on distance, modular, flexible, and blended learning effected in different educational institutions. The research review study on the modular distance learning in the area of Education during the new normal provides data based on different research outputs on the effectiveness of modular, distance learning. Studying the modular learning modality, the study on the adaptability of learner’s behavior through modular distance learning looked into Grade 6 learners while the study on modular learning modality’s impacts to students’ perceived self-efficacy

surveyed college students. Two studies which is identical determined the adaptability and effectiveness of flexible learning modalities of a state college is only differentiated by the courses of the respondents: one study on students of Information Technology while the other on Civil Engineering students. On the other hand, the study on the parent’s perception on modular-based learning proved that the changes in the setup of education have affected not only the students of different ages, levels and courses but also, their parents. Studies on learning innovations as a response to the pandemic will also be presented in this Conference. Studies on the acceptability of the worktext as learning modality, effectiveness of Pear Deck learning media, and the extent of implementation of radio-based instruction as a distance learning modality show the responsiveness of educator-researchers in developing learning modalities which are apt and in sync with the times. A significant number of institutional research studies are to be presented in this conference. The study on school managers’ motivational strategies and its relationship to teachers’ level of job satisfaction gave way to the creation of a development plan. The study on the security management capability of a state university formed basis to the formulation of a security management action plan. A strategic planning approach was suggested as the result of the study on the SWOT (Strengths, Weaknesses, Opportunities and Threats) of a maritime higher education institution. The study on the assessment of the research training environment of a private higher education institution provided a picture as to the graduate student’s perception in terms of the research culture of the said private higher education institution. By using data envelopment analysis, the study on the efficiency of 12 Police Precincts show that some differences in operating environments have significant influence on the efficiency of these precincts. The study on the impact of the mechanized reaper to the livelihood of farmworkers, enhancing cognition in personal health insurance management, an assessment of a public market, and the effect of COVID-19 on the salt farming industry are some of the studies to be presented in the Business and Management field. Some research outputs on Agriculture and Environmental Sciences stream will also be presented in this conference. The study on the novel bacteria immobilized cellulose acetate/poly(ethylene) oxide nanofibrous membrane for wastewater treatment revealed the removal of methylene blue in aqueous media using an isolated species of bacteria. The study on alternative planting strategy for Brassica rapa evaluated the productivity of snow cabbage grown in banana trunk. The study on Smart Approaches to Reinvigorate Agriculture as an Industry in the Philippines (Project SARAI), a project which seeks to develop and implement science-based crops and cropping system technologies, protocols, and long-term strategies geared towards maximizing crop yield and minimizing adverse environmental and climate impacts on a certain crop (rice and corn), showed promising results in trials. I personally congratulate The Asian Society of Teachers for Research, Inc. headed by the ASTR Honorary President, Dr. Chan Roath and its Executive Director, Mr. Russel Obsioma for gathering such a wide array of research outputs for this 4th Asian Virtual Conference on Institutional and Action Research 2022. These studies and more to be presented in this two-day international virtual conference is a testament that no pandemic can dampen our quest to human knowledge.

Radio-Based Instruction (RBI) as Distance Learning Modality: Input for Instructional Supervision in New Normal Setting MARY GRACE B. LLANTOS, Ed.D. https://orcid.org/0000-0001-7226-7220 gracellantos7@gmail.com Department of Education Philippines
AVCIAR 2022
As a response to the disruption of classes brought about by the COVID-19 pandemic, the use of radio as a distance learning solution is a powerful way to reach the most marginalized learners. This study aimed to determine the extent of implementation of Radio-Based Instruction (RBI) as a distance learning delivery modality as input for instructional supervision in the new normal setting. The descriptivecorrelational method was utilized in this study. Data were gathered using questionnaire checklists. Weighted Mean and Chi-square were applied to analyze the problems. The results affirmed that RBI which was implemented via plug-and-play radios with USB port/s that can play recorded audio files was effective. Learners can listen to their lessons which they can repeatedly listen to until they fully understand and master them, without the constraint of possible signal interferences or absence of broadcast. In conclusion, when used correctly, RBI can be an effective and reliable means for the continuity of education. With such, instructional supervision plays a vital role in ensuring its effective implementation. It was recommended that aside from the technical aspect of implementing the RBI, it is also important to emphasize contextualization of content to make learning more realistic for the learners.

Measuring Efficiency Using Data Envelopment Analysis: Application on 12 Police Precincts in Davao City, Philippines JESSON REY F. SABADO https://orcid.org/0000-0000-0000-0000 jessonsabado@umindanao.edu.ph The University of Mindanao Philippines Topic introduction. The main purpose of this study is to determine the efficiency of 12 Police Precincts in Davao City, Philippines. The inputs and outputs for police performance measurement were first identified. Data Envelopment Analysis and Multiple Regression Analysis were used to measure efficiency and changes to overall services between 2015-2017. To sharpen our efficiency estimates, we use window analysis, and output-oriented DEA models with both constant and variable returns to scale. The problem of the presence of non-discretionary input variables is explicitly treated in the models used. Potential improvements in technical efficiency of police precincts are examined by readjusting the particular output/input indicators. The analysis indicates that some differences in operating environments especially the socioeconomic factors such as residents and young people’s population have significant influence on the efficiency of police precincts. Assessment of the Research Training Environment of a Private Higher Education Institution in Cagayan Valley, Philippines MARILYN P. GAOAT https://orcid.org/0000-0002-9013-6408 marilyngaoat@gmail.com University of La Salette, Inc. Philippines Research is essential to improve the practice of a profession and is indispensable in graduate studies. This study was carried out to assess the graduate students’ perception of the research training environment of a private university in Cagayan Valley, Philippines, using a cross-sectional survey involving 86 graduate students. The data were collected using the revised Research Training Environment (RTE) Scale (Gelso et al., 1996). The study found that graduate students somewhat agreed that the research training environment provided positive reinforcement, integrated science and practice, taught relevant statistics, focused on varied investigative styles, instilled science as a social experience, demonstrated faculty modeling, and promoted early involvement in research. It also showed that the students’ assessment of the RTE did not significantly differ based on the number of years they have been in the program. The student’s perception of the nature of the RTE did not relate to their gender, age, and program of study. The important limitations of the study are that the collection rate limit the generalizability of the results, proportionate distribution of questions across programs, and self-reported demographics information. A longitudinal study is recommended to measure changes in the graduate students’ assessment of the institution’s research training environment.

MASCARA https://orcid.org/0000-0001-6591-5680 ashnormascara@gmail.com Mindanao State University- Main Campus Philippines The study focused on the assessment on the development contributions of the Sangguniang Kabataan Officials*. The study used the descriptive method of research, using a quantitative approach with the use of cross-sectional survey design. It further used frequency count, percentage distribution, and weighted mean to present, analyze, and interpret the data collected. The quantitative approach was used only for the youth constituents to determine their response and qualitative approach specifically interview was used to determine the side response of the SK Officials. Based on the data obtained, majority of the respondents were knowledgeable on their powers and functions. However, no projects and programs were implemented for the reasons that first, the SK Officials lacked the knowledge how to execute their powers and functions. Secondly, time constraint was one reason because the SK Officials were attending school. Third, there was a political inference. Lastly, they were not receiving their salary as stipulated to the existing law. Thus, based on the findings, it is highly recommended that SK Officials must be strictly supervised and oriented by the Barangay Chairman assisted by the Director of the Department of Interior and Local Government for them not to ignore their responsibilities as SK officials just because of lack of knowledge. *Sangguniang Kabataan (SK) is a Filipino term referring to Youth Councils.

Novel Bacteria-Immobilized Cellulose Acetate/Poly(ethylene oxide) Nanofibrous Membrane for Wastewater Treatment DOAA ZAMEL https://orcid.org/0000-0003-4702-7609 doaazamel@science.helwan.edu.eg Helwan University Egypt In this study, electrospun cellulose acetate - poly(ethylene oxide) nanofibrous membrane was found to be unique in immobilizing bacterial cells. Here, removal of methylene blue in aqueous media was achieved by using isolated species of bacteria (Bacillus paramycoides) from industrial wastewater and immobilized on cellulose acetate- poly(ethylene oxide) nanofibers using DMSO as a solvent. The decolorization time was varied from 0 to 72 h, different dye concentrations from 20 to 200 mg/L and bacterial cells count was investigated to achieve the maximum MB removal by bacteria-immobilized CA/PEO nanofibrous membrane. The effective dye decolorization was achieved within 48 h and MB removal % was around 93%. Furthermore, reusability of the bacteria-immobilized CA/PEO nanofibrous membrane was tested. It was found that after the 4th usage, 44% of the dye decolorization capacity still could be achieved. These results are promising and suggest that bacteria-immobilized CA/PEO nanofibrous membrane could be economically feasible and eco-friendly when used in MB removal from industrial wastewater. Combination of both adsorption and biodegradation methods was found to be effective in MB removal from aqueous media.

Farming has been done in traditional techniques since the beginning of time until the advent of technology in agriculture. With the advancement of technology, farming has become more accessible and modernized, but it has affected many people who depend on agriculture. The study aims to find out the impact of the mechanized reaper on the livelihood of farmworkers in select barangays in one of the cities in Northern Luzon. The researchers used the basic qualitative design using the interview and observation as the prime data gathering procedures. Farmworkers who were not landowners and were primarily involved in farming for the landowners from different select barangays were chosen as participants of the study. Results showed that technological innovations like the mechanized reaper had caused severe impacts such as unemployment and migration among the participants, thus leading to engagement in alternative livelihood endeavors like poultry and livestock production, and some went to attend seminars to enhance their farming skills. This study provides ramifications to policymaking to generate sustainable opportunities to improve the economic well-being of the farmworkers. Future studies should look at the effects of mechanization on farmer landowners and the challenges they confront as a result of farmworker displacement and subsequent migration to other areas in search of a job.

This paper aimed to determine if the motivational strategies of school managers can impact the behavior of teachers. This study focused on the motivational strategies using Alderfer’s ERG theory of existence, relatedness, and growth needs. However, the level of job satisfaction used Herzberg’s motivationalhygiene theory in working conditions, relationships with coworkers, recognition, and achievement. The descriptive method was used with the questionnaire, weighted mean, t-test, and Pearson r as statistical tools. The results revealed that the respondents strongly agreed on the three needs factors; teachers were highly satisfied with their working conditions, coworkers, recognitions, and achievement. Motivational strategies in relatedness and growth needs, job satisfaction with coworkers, recognition, and achievement have a significant relationship. A development plan for the improvement of these strategies is created. In conclusion, motivational strategies are practiced; two groups do not differ in their perceptions, teachers are contented and comfortable in working conditions, coworkers, recognition, and achievement. Job satisfaction is not affected by strategies in working conditions. Relatedness and growth needs have a bearing on the teachers’ satisfaction with coworkers, recognition, and achievement. Hence, it is recommended to continue those strategies and satisfaction of teachers, implement the development plan, encourage parallel studies, and conduct correlating motivational strategies with variables such as performance, teachers’ retention, and morale.

In the present technological age, concerned stakeholders should innovate pedagogical approaches to achieve authentic learning. Four commonly used teaching pedagogies were presented in this study: lecture method, cooperative learning, inquiry-based learning, and learning with emphasis on communication skills. The level of awareness, attitudes and utilization of these four common teaching pedagogies by Bachelor in Elementary Education (BEEd) faculty members were explored using an educational-descriptive-quantitative approach. Results show that respondents are highly aware of inquiry-based learning but are only moderately aware of lecture method, cooperative learning and learning with emphasis on communication skills. The faculty respondents have the most positive attitude on cooperative learning compared to the other three pedagogies. Contrary, the utilization of the four pedagogies in teaching are comparable. Although lecture method is the least preferred method, it is still commonly used because of its practicability in terms of class size, and convenience to the teacher. The other three pedagogies are also considered and moderately practiced. The proposed synergistic pedagogical model is formulated to intertwine the captured awareness, attitudes and practices of the BEEd faculty members on the four commonly used teaching pedagogies. Synergistic teaching pedagogy is a new concept where a planned decision and utilization of the different pedagogies will be implemented. This is done so that the weakness of one pedagogy will be compensated by another pedagogy.
