PLENARY SPEECH Article Citation as Means to Measure Journal and Author Impact GENARO V. JAPOS, PhD, DoDT, DM, DHRM
President Philippine Association of Institutions for Research, Inc.
A
rticle Citation is a popular means to indicate publication quality for both the article authors and the journal. When metrics are applied, article citation becomes author or journal impact. Citations depend on factors such as: field dependence, journal dependence, article dependence and author/reader dependence. Some articles are better cited than others. Team authored or co-authored papers get more citation than solo-authored articles. Articles in multidisciplinary journals get more citations due to their large public audience. High-impact journals get higher citation rates. Research review articles also receive higher citations. Some old papers continue to be cited also receive more citations. When scientists seek research grants, file for tenure or promotion or apply for faculty positions, they are required to show evidence for impact factor scores of the journals in which their papers were published. A journal impact factor is based on two elements: the numerator which is the number of citations in the current year to items published in the previous two years, and the denominator which is the number of substantive articles and reviews published in the same two years. Today, the publish or perish doctrine is replaced by get published and be cited or you die.

ABSTRACT SYNTHESIS
DR. ALEXANDER S. ACOSTA
I
Conference Chair, International Conference on Developmental Education School Principal, Philippine School Doha State of Qatar
n its quest for endless seeking for truth and for the continuous desire to advancing knowledge in a dynamic macro-society, research has always been a fundamental tool for bringing change, for elevating the world, and for transforming lives. These are the very core why scholars, researchers, and experts always convene themselves and present their findings and recommendations in fora, seminars, and conferences that will make their scholarly works accessible, functional, and contributory. Being advocates for research, not only to satisfy curiosity but also to be a catalyst, offer more promises than hopes. Promises that assure mankind that while the Earth still revolves around the sun, possible areas for research can neither be completely covered nor widely explored. Through the passionate move of the Asian Society of Teachers for Research in collaboration with the Philippine School Doha and EPM and Associates Graduate School Program to hold the International Conference and Development Education 2018, it accepts and peer-review research findings of scholars that are potentials for possible further discussions and for enhancement among the participants and attendees during the paper presentation. Anchored on the theme: The Role of Development Education in the transformation of Individuals, Communities, and Societies, this conference has revealed four significant contributions to be transformative, collaborative, generative, and responsive. Transformative speaks of behavior and attitude particularly on how people should be treated not just as clients but as individuals who deserve the utmost care and attention when being dealt with. When positive dealing with people is evident in a chaotic situation, this provides a calmic effect that exudes gratifying, amplifying, and exemplifying experience between and among individuals. Furthermore, the lives of OFW’s are unstable and risky and if not for our family to experience a good or better life we would prefer to stay in our motherland. A study on defying the work-life challenges and reintegration preparation of OFW’s clearly reveals the transformation of OFW’s in the way they look at things not just to be strong amidst difficulties but to be wise in planning ahead when the time comes that they will go back to their families. With the diverse cross-cultural changeovers that are truly upsetting, OFW’s have learned to develop reinforcing conviction to get ready for any eventualities and have equipped themselves with skills that will make their lives stable when they go back to the Philippines.
Theme: The Role of Development Education in the Transformation of Individuals, Communities and Societies

While Filipinos are known to be hospitable and to be “One day Millionaire”, two studies proved that transforming lives of individuals require the will to change, the ability to deal, and the determination to be self-empowered. The synergy of the minds spells the power of individuals to collaborate with one another not only ideas but also unified strengths. Despite differences, the aim of the collaboration is to magnify oneness of decisions, actions, and plans particularly on leading people, on establishing linkages, an on coming up with decisions. To be collaborative, a leader must know his leadership attribution not to be supreme over others but as his contribution to maintaining the good relationship. This is a study being extended to leaders of schools whose minds are fresh, provocative, and full of ideas upon which are the sole reason for making or unmaking the organization. Leaders can never collaborate with and work in isolation. They need people to follow them, work with them, journey with them. Leaders are expected not to build their empire but they are expected to empower people and collaborate with them. The leadership mantra is on proversified leadership that integrates the collaborative minds of leaders who never to be stagnant and to be mediocre in terms of adapting new leadership styles that can offer total quality management that magnifies “zero defect” in management which is close to impossible but at least in TQM, leaders are reminded that “zero defect” should always be the basis of delivering a good performance. This is why collaboration has a significant impact on reshaping the dynamics of communities centered on global leadership. The significance of education should never be disregarded nor underestimated as this opens doors of opportunities that are not confined from the facts and figures found in the references but in the actual conduct of research empirically treated and highly generative. Three studies are generating facts that can make life in rural or urban areas uplifting and motivating through business. The study on dragon fruit industry in La Union and the peanut industry in Northern Philippines suggest a very lucrative business of which the findings show that the shortage of peanuts in the area can be resolved if farmers will be given enough capital for business while there is also an encouragement of increasing the dragon fruit production in La Union. The studies proved that the call for action from the government sectors to help the farmers generate the right capital and water supply is pressing and urgent and may this seminar will reach to the government so that immediate action can be given. Another, highly potent and generative study was on the issue of the excise tax of tobacco production in the Philippines where the pressing concern of providing passable roads from farm to market will ease the burden of the farmers. Change is permanent. When a change occurs people resist but resistance is part of the process of change. This is the perspective of those who advocate change. These are progressive people who see things positively despite the presence of drastic change. One study proved how teachers, professors, and other school personnel felt the change of the system of education in the Philippines from the Restructured Basic Education to the K-12 basic education. Having prepared of the eventualities, teachers and professors are positive that the change would bring about and ensure the smooth flow of the transition in the education system. Furthermore, inflation is not endemic in the Philippines but it is a pandemic phenomenon of which even Qatar is affected. A study on operation strategy to achieve sustainability in the light of oil oversupply and price deflation opens the minds of the oil industry in Qatar to review on the policies and operation strategies, standards and procedures in order to sustain the oil price deflation and to keep in balance with the global inflation. One finding of the research has put the premium on how to mitigate strategies for risk management while dissecting the anatomy of construction project delays of which the medium scale companies are largely affected. Such mitigation will maintain the progressive impact on construction delays in the state of Qatar. The powerful impact on research has evolved through time and space and in this conference, convergence of scholars has widened the landscape of research as it continues to expand the role of development education in the transformation of individuals, communities, and societies that will surely reshape the world to be more transformative than being responsive, to be more collaborative than being cooperative, to be more generative than being informative, and to be more progressive than being aggressive.

Within the dynamics of school leadership, considering amass of theories and leadership practices, leading and managing people in an organization with different cultural background and mores has been a challenging task for school administrators of Philippine Schools Overseas. Using an in-depth semi-structured interview as the primary data collection strategy, this qualitative study which employs phenomenology as its design was conducted to identify the unique leadership skills PSO administrators utilize to make things work positively in their respective schools. It probed into the proversified leadership skills of 11 school administrators representing Philippine Schools Overseas (PSO’s) in the Middle East and North Africa (MENA) to include six countries specifically the State of Qatar, United Arab Emirates, Sultanate of Oman, Kingdom of Bahrain, Kingdom of Saudi Arabia and the State of Libya. Interestingly, the structural analysis of the individual and collective leadership experiences of school principals and coordinators has revealed three distinct leadership skills namely: attributory leadership skills, participatory leadership skills, and contributory leadership skills. These leadership skills are evidently practiced by these administrators; thus, considered as leadership contribution in the plethora of institutional leadership functions not only for educational but also for the corporate environment. Global Leadership and Managerial Skills Assessment: Basis For A Proposed School Heads’ Development Program LIZA O. JUANICH https://orcid.org/0000-0001-5586-4082 liza_juanich@yahoo.com Palawan National High School Philippines This study was conducted among nineteen public secondary school heads and 586 secondary school teachers in the City Schools Division of Puerto Princesa, Philippines. It aimed to evaluate the global leadership competencies and managerial skills of the respondents which was categorized as a descriptive research. A multi-aspect-researcher-made questionnaire was tailored and content-validated to comparable samples. In the treatment of data, t-test and multiple linear regression was used to determine which characteristic or profile has contributed to the perceptions of global leadership competencies and managerial skills of the public secondary school heads in Puerto Princesa. It was revealed that the school heads educational attainment together with their years of management experience and position or designation have significantly contributed to the perceptions of the school heads’ global leadership competencies and managerial skills. Almost all dimensions of global leadership competencies and managerial skills were rated very satisfactorily by the school heads themselves which the teachers seem to affirm. However, the differences in mean scores of the groups were found to be statistically significant. As a result, the findings were used as basis for the formulation of the Proposed School Heads’ Development Program for the public secondary school heads of the city schools division of Puerto Princesa, province of Palawan in the Philippines. Secondary School Teacher’s Perception of their Principal’s Leadership Styles: Predictor of Teacher’s Performance? LEO A. CAPULONG https://orcid.org/0000-0000-0000-0000 leocapulong17@yahoo.com Philippine School Doha Doha, State of Qatar Since time immemorial, a number of educational managers and scholars in the field had always been in a search for a variety of ways on how to improve the delivery of instructions and the quality of education so as to ameliorate the standards of living. However, schools still require skilled leaders and excellent teachers in order to be effective. This quantitative study utilized one hundred sixteen (116) randomly selected participants from the Division of Pampanga, who were interviewed and asked to answer the researcher made questionnaires concerning principals’ leadership styles. The performance of the teachers was assessed through Competency-Based Performance Appraisal System for Teachers (CB-PAST), which showed that the teacher-respondents were highly proficient on the performance of their duties. On the other hand, most principals practiced the democratic way of leadership. In general, it was found out that the leadership styles of principals do not predict the performance of the teachers. The results showed that each leader needs to know when to exhibit a particular leadership style because varying leadership styles are needed for different situations. Moreover, teachers must be flexible enough on their performance since they are facing different styles of leadership in the workplace as portrayed by their principals. ACOSTA https://orcid.org/0000-0003-4314-7435 icacosta@vcu.edu VCU School of Arts, Qatar Doha, State of Qatar The Philippine Educational System is undergoing a major overhaul that shifts from a 10-year education to 12 years known as Enhanced Basic Education Curriculum or K-12. The purpose of this mixed-methods sequential explanatory study was to identify factors that determine readiness of select higher education institutions to the full implementation of the K-12 program. Results were obtained through a survey questionnaire in the quantitative phase and followed up with semi-structured interviews from purposely selected participants. In the quantitative phase, five factors were found to be predictors of readiness, they are: eligibility, staffing guidelines, course streamlining, workforce surplus management, and alternative programs, while in the qualitative follow-up; the phenomenological inquiry yielded five essential themes related to readiness, namely: requalifying the teachers, retooling the teachers, realigning the curriculum, reclassifying the teachers, and redirecting professional development. Both, the quantitative and qualitative findings from the two phases of this study prove that the higher education institutions are ready for the new structure and demonstrate active involvement in ensuring a smooth transition and successful implementation of the new program. Implications and recommendations are provided for policy makers, concerned government institutions, higher education institutions, and teachers to consider in adopting the country’s biggest education reform agenda. The global economy presently considers entrepreneurship as a driving force for economic progress. One of the venues to have this driving force take into effect is the school which can encourage entrepreneurial thinking among the senior high school students. The study aims to propose an Enhanced Entrepreneurial Program (EEP) for teenagers based on socio-demographic factors and entrepreneurial inclination of students in Philippine School Doha (PSD). A descriptive type of research was employed. Survey questionnaires were distributed to the respondents and data gathered were encoded, tallied, and computed using the statistical tools and Microsoft Excel. The study revealed that most of the students of PSD do not have family-owned businesses, but they have strong entrepreneurial inclination. The assessment of sociodemographic factors does not influence entrepreneurial inclination while the combination of all success factors does not significantly affect entrepreneurial inclination. The findings of the study concluded a proposed EEP. The school has still to accept EEP for their student’s awareness, increase in knowledge, and encourage entrepreneurship as a subject. A further study on this subject is recommended to continually assess the entrepreneurial inclination of the students let alone identify if progress has been made after this undertaking.
