inflation, a managed current account deficit, disciplined monetary and fiscal policies and a global slowdown that threatens to undermine the growth prospects of many countries in the world. The current account deficit in Economics is: the difference between total imports and total exports, also taking into account service payments and receipts, interest, dividends and transfers. A current account deficit means that South African residents consume more than they produce, and must be financed by capital inflows from abroad.
THE YEAR 2014 Is it 204ME or is it 204Money? There was excitement as the two years, 2013 and 2014, split and as usual, New Year's resolutions were made by many. “2013 was not a good year, but 2014 is for me” many were heard saying. TV motivational messages like 204ME were flashed around on screen to give people more confidence to excel.
Imagine losing a week or even a month's salary. It will take a lifetime working to recover from that. Even the increase if successful will not cover for the loss but put one even in a worse situation when they go back to work. All the unpaid debit orders will not be covered by the following month's salary even with the successfully negotiated increase!
At the end of the first month, those motivational messages disappeared from the screen and a gloomy picture started to be painted. So many events happened in one month and set a somewhat sad tone for a year that started off as very promising. From Strikes (mines and post office), a weaker Rand, Repro rate increase and petrol increase accompanied by E-Tolls when visiting Gauteng not to mention the additional Trichard Plaza are all too many bad tastes for one mouth!
The solution then seems to be one and the only one that has puts many of our people in a debt trap thereby affecting the value of our currency negatively. One now has to approach financial institutions for a loan. They qualify for the loan after lying about their true expenses. In reality one now starts to live beyond what they earn. South Africa has a sound financial system and a low foreign debt exposure. Trade liberalisation has also improved the country's international standing and competitiveness. The Rand exchange value has just plummeted! It is now at low R18.51 for just £1 as compared to R13.77 for £1 the same time last year. A drop of R4.74 in one year! In January 2013, R8.48 could get you US$1 where as today R11.31 will get you US$1 a drop in the Rand of R2.83.
The mining strike has cost the country, the mines and the workers millions all combined each day, something that is not good for the country's economy locally and internationally. The balance of trade both in the nominal and capital accounts have been messed up right at the beginning of the year! As if that is not enough, the first pension payments are also now being affected by a postal services strike leaving our veterans stranded after spending all their servings assisting their grand children under their care, paying for their school requirements.
The Rand weakening against the major currencies is not something new although now it is reaching new lows. The Rand seldom weakens gradually and might well spike further before entering a period of strength. There are many factors to this; these include
The sad part about strikes and total stoppage of work is that losing just one day's pay is too much as it takes a while to recover that loss.

The increase in the repo rate announced this Wednesday by the Reserve Bank could mark the start of a gradual rate tightening cycle which can easily last up to four years, according to Paul Stewart, the head of asset management at Grindrod Asset Management. Following the Reserve Bank's announcement on Wednesday that its repo rate would be increased by 50 basis points, Paul says interest rates might rise by 150 to 200 basis points! Exactly what I was saying above, borrowing will become more expensive relatively and not a wise avenue to travel!

Fuel being an international commodity, a weaker Rand means that oil becomes more expensive to import and it has to go up as fuel is going up on Wednesday 5 February 2014 affecting that planned Valentine's spending! Combined with the 1.1 million new voters who registered for the first time in November, some 2.3 million new voters will have been added onto voters' roll for the first time since 8 November 2013. This is about 17 percent higher than the target the Electoral Commission had set of 2 million. Encouragingly, 79.89 percent of all new registrations this weekend – or 1 006 260 – are voters under the age of 30. This included: 691 002 voters aged 20 – 29 255 398 voters aged 18 and 19 And 59 860 voters aged 16 and 17 Along with new registration, a further 1.48 million registered voters also used the weekend opportunity to change their new voting station. And 183 377 people reregistered at the same voting station. In total, just short of 3 million people visited our 22 263 voting stations this weekend. That is 16 percent higher than the 2.5 million who visited voting stations in November. Prisoner registration was conducted at correctional service facilities throughout South Africa on Thursday and Friday last week. This process resulted in 9 949 applications for registration by prisoners. Registration remains open for eligible voters until 5pm on the day of proclamation which is expected later this month. Eligible voters can still register at their local IEC office until that day after which the voters' roll closes. FREEDOM FOR PREMIER MABUZA
Mpumalanga Premier David Mabuza has received his new Smart ID Card from Home Affairs. Although the process of applying and receiving it took him only three days.

s the first citizen of Mpumalanga, Premier Mabuza was afforded an opportunity by the Home Affairs Department to apply for his Smart ID Card first, in order to allow other members of the provincial legislature and senior citizens to follow. Speaking to journalists outside the Nelspruit Home Affairs Offices after receiving his card last week, Premier Mabuza said receiving his smart card was an indication that the past was slowly fading away. “The process of applying is very easy, I think people will like it,” said Mabuza. He added that the Provincial Government would certainly assist the Home Affairs Department achieve its targets of issuing at least 100 000 Smart ID Cards in Mpumalanga by the end of March this year by bringing the elderly to their offices. “We feel that it should not be difficult for old people to get their Smart ID Cards, we will assist Home Affairs by providing a comfortable transport which will make it easy for them to come in numbers,” said Mabuza.

Shortly after applying for his card on Tuesday 28 January, Mabuza described the experience as “freedom” and moving away from the painful past. He said he was finally “liberated” and urged the citizens to “rubberstamp” the newly founded democracy by getting their new Smart ID Cards. The roll-out of the Smart ID Cards in
Mpumalanga is currently taking place in Nelspruit, Witbank and in Middelburg. Piet Retief and Ermelo offices are expected to follow soon once they have been fully equipped. The Department of Home Affairs will soon be inviting citizens to apply for their Smart Id Cards according their dates of birth.

SUPPLEMENTARY EXAMINATIONS ARE AVAILABLE IN ALL SCHOOLS
T
he Mpumalanga department of education request all learners who registered to write the supplementary examinations to collect their admission letters (timetables) from their respective schools on 14 February 2014. These learners are equally requested to prepare and write this examination to improve their results. Supplementary examinations are written from 17 February to 25 March 2014. The examination centres have been clustered within circuits and information about the location of centres is available in all schools. 7871 learners have already been registered in 509 schools have been registered. Supplementary examinations are granted under the following conditions to a full-time, repeat and part-time candidate: If a candidate has not met the minimum promotion and certification requirements, but requires a maximum of two subjects to obtain the National Senior Certificate, he or she may: Register for a maximum of two subjects for
the supplementary examination in the following year. These subjects, must be subjects that he or she sat for in the previous end-of-year examination. This option may only be exercised once by a part-time candidate, namely after completion of the National Senior Certificate, that is his or her final end-of year examination. Candidates that repeat one or more subjects must be allowed to combine their subjects based on the current National Senior Certificate requirements to obtain a National Senior Certificate. In combining these subjects contemplated in subparagraph (2), the performance in the seven (7) subjects will be taken into consideration, provided that it meets the programme requirements of the National Senior Certificate as contemplated in paragraphs 9 and 10 of the policy document. National Senior Certificate: A Qualification at Level 4 on the National Qualifications Framework (NQF), promulgated in Government Gazette No. 27819 as Government Notice, No 744 of 20 July 2005.
If a candidate is medically unfit and, as a result, is absent from one or more external examinations, he or she may register for the supplementary examination. A candidate that does not satisfy the minimum higher education, higher education faculty requirements or the requirements for the specific occupation in the end-of-year examination may be allowed in terms of the following to register for the supplementary examination in the year following the end-ofyear National Senior Certificate examination, in a maximum of two subjects: (a) a candidate who is one requirement short in meeting the minimum admission requirements for Higher Certificate, Diploma and Bachelor's degree programmes requiring a National Senior Certificate; or (b) a candidate that provides documentary evidence that he or she qualifies for admission to a higher education institution or for an occupation, but does not satisfy the higher education faculty requirements or the requirements for the specific occupation.
For this purpose, the end-of-year and the supplementary examinations will be regarded as one examination sitting. If there is a death in the immediate family of a candidate, or other special reasons for the candidate's absence, he or she may register for the supplementary examination. In cases contemplated above, the internal assessment of the Grade 12-year will be used, including practical or oral assessment marks where applicable, in order to meet the internal assessment and external examination requirements. A candidate who did not write or complete the end-of year examination with a valid reason has the opportunity to write the supplementary examination for the specific examination question paper that he or she did not write in the end-of-year-examination. However, should the candidate select to write the entire subject, even though he or she has been absent for one or more examination question papers, the candidate should be allowed to exercise this option

he MEC for Public Works, Roads and Transport in Mpumalanga, Dikeledi Mahlangu yesterday voiced her happiness on the progress made on the D2969 road between Manzini and Swalala near Hazyview. MEC Mahlangu was on a visit to inspect progress made since the rehabilitation of the road started in July 2013. Mahlangu was accompanied by Councillors from the Ehlanzeni District Municipality, Mbombela Local Municipality and Departmental management. MEC Mahlangu started the day by speaking to the local community at the Manzini Community Hall at 10:00 in the morning. She stated that she is happy that local people are benefitting from the project as 25 locals have been employed. This includes adult males, females and the youth. She also assured the community that the R35 million project will be completed on time as the scheduled completion date is set for June 2014. “There is a lot of ground work that has already been done on the project. Grading has been done
and drainage systems are already in place. We want to make sure that we produce quality work. Before you see a tarred road; we will make sure that the work done underground is quality to prevent rainfall and heavy trucks from destroying the road in years to come.” said MEC Mahlangu. One of the local people employed on the project is Thulani Mathebula. “He says he is happy that he got employment on the project. “ Our local Councillors played a big role because they were fair when selecting people who will work on the project. I was one of the lucky people who got selected because I was unemployed before and now I am able to put food on the table for my family” said Mathebula. Another local person who is a member of the community is Sebenzile Bhanda. She says what the MEC did, shows that she cares about the people because she left her busy schedule to inspect the project. “This is great, because if the principals do not come to see for themselves what is happening on the ground; contractors tend to do shoddy work which gets dilapidated in few months after the work has been completed.” said Bhanda. MEC Mahlangu urged those who are employed to make sure that they acquire enough skills during the duration of the projects so that they can use to get further employment or start their own businesses.

On these occasions, we leave feeling like something was missing but unable to exactly pinpoint what. I hope to have your ATTENTION now. We are all familiar with the phrase "paying attention" right? Don't pay attention to him, don't pay attention to that, why are you not paying attention to me? These are common cries of the people around us. What are you paying your attention to? Did you know that your attention is your most valuable value of exchange? It is very true that most of us are busy spending our money on things that will earn
us the attention of other people. It is also very true that in most instances, we are ONLY willing to pay our money to something that has really earned our attention first. In order to succeed in life, another major Success word to pay more attention to is ATTENTION itself. You only get to be yours that which you have PAID attention for. Many of us know how to budget and manage our finances but we fail to budget and manage our inner God given currency, our attention. Many of us have therefore become impulsive attention spenders paying attention to any fly that passes by when you could have been using that amount of attention paying off our efforts to earn success. Let me conclude by saying, the world is
simply a catalogue which contains different products that you would ever desire, every day is a page and every date is a page number. Your attention is an amount of value that you have, to spend on anything you desire in the catalogue of life, how you spend it and on what you spend it depends on YOU. You are surrounded with everything you ever need, but to deserve you must be willing to pay your attention to the right things. Believe you me, there are so many people who don't deserve the price of attention they demand from you so are the problems you are busy paying your attention to. I wish I could ask you to give me that amount of attention that you are busy paying to your problems so I could pay it to get my solutions.

their love of poetry. The Mpumalanga Poetry Group from Breyten expressed their feeling and talent in Poetry and Music. This Poetry Group is doing their best to achieve their goals in Arts and Culture. The group is flexible and no matter how they struggle to get support, they never give up. Poetry is their food for soul. They always involve local residence and different communities to participate on their functions. 1 BACKGROUND INFORMATION This report indicates an overview of water quality status for the last three months (i.e. October 2013 – December 2013) across Mkhondo Local Municipality jurisdiction area. The report is generated from the monthly water quality results received from Gert Sibande District Municipality Water Quality Laboratory. However the report provides summary information on water quality results as required for legislation compliance and thus includes percentage characterisation of water quality against national standards limit/standards for the specified period.

2 OVERVIEW WATER QUALITY RESULTS Mkhondo Local Municipality serves as the Water Service Authority (WSA) and also Water Service Provider (WSA). The municipality provides access to water for the communities within its jurisdiction in accordance to the constitution of the Republic of South Africa (Act 108 of 1996), the Municipal Structures Act (Act 117 of 1998), Municipal Systems Act (Act 32 of 2000) and Water Services Act (Act 108 of 1997). Approximately 70% of the total population of Mkhondo Local Municipality resides in rural villages. The municipality uses its internal expertise and capacity to provide water services to the consumers with the four Water Supply schemes, (i.e. Amsterdam, Driefontein, Piet Retief and Rural Water Supply Scheme). 2.1 Mkhondo LM Water Schemes 2.1.1 Piet Retief Water Supply Scheme The Piet Retief water supply schemes abstracts raw water from Assegai river for treatment in two water treatment plants with a combined capacity of 12.4ml/day and distributed to over 45 000 population including communities in Piet Retief, Harmony Park, Kempville, Retville, eThandukukhanya and the surrounding areas. 2.1.2 Amsterdam Water Supply Scheme The scheme utilizes one water treatment plant which has been upgraded to 6.3ml/day. The plant is situated on the North Eastern side of the town on the banks of Dorps Dam along the Thole River where abstraction point is. The treated water is distributed to over 9 700 populations which includes Amsterdam, Kwa-Thandeka and the surrounding areas. 2.1.3 Driefontein Water Supply Scheme The Driefontein water treatment plant has a capacity of 7.5ml/day and receives raw water from Heyshope Dam and is located towards the South West of the dam. The plant provides water to a population of approximately 31 830 residing at Kwa-Ngema and Driefontein. It is planned that water supply will be extended to Dirkiesdorp community. 2.1.4 Rural Water Supply Scheme Drinking Water is provided to rural villages through the operation and maintenance of over 500 boreholes and four water tankers. The municipality experience challenges in these schemes related to water shortage, backlog and poor drinking water quality compliance caused mostly by contamination due to poor sanitation. 2.2 Water laboratory in use The municipality is using an independent laboratory GSDM Water Quality Laboratory. However the laboratory does perform some of the water analysis inhouse and also outsource for the other tests to Mhlathuze Water Quality Laboratory (Fully accredited laboratory) as per the National Specification of drinking water, SANS 241:2006 requirements. From Mkhondo Local Municipality approximately 45 water samples were taken every month for analysis at independent laboratories. 2.3 Water Quality Parameters All the samples gets analysed for each point and a total of 17 water quality parameters ranging from: · - Microbiological (E-coli, Total coliform, Heterotrophic count); · - Physical (Conductivity, PH and Turbidity); · - Chemical group (Fluoride, Chloride, Nitrate, Sulphate, Iron, Manganese, etc.); 2.4 Mkhondo LM Water Quality Overview During the three months period of October 2013 – December 2013, over seven hundred and forty eight (748) water samples were taken. The samples were taken from different positions of water supply schemes which include the treatment plants, reservoirs, household taps and boreholes and over 12 716 analysis were undertaken from those samples. Only forty eight (48) sample points failed to comply with class I of SANS 241:2006 and the other 700 samples complied with Class I of SANS 241 and thus equates to over 94% compliance.

The sample points that needs attention, marked yellow (i.e. failed to comply with Class I of SANS 241:2006) and most of them falls within the Rural water supply schemes such as Rustplaast and Thokozani area and the cause may be poor sanitation systems in those rural nodes. 1 CONCLUSSION The municipality remains committed in safe guarding public health through continuously and consistently monitoring drinking water quality. The three (3) months water quality results presented in this report with 94% compliance confirms the fitness of drinking water for consumption. The municipality is confident about the overall quality of drinking water supply at each and every tap, exception being some of the settlements are under Rural Water Supply Scheme. To sustain the excellent water quality achieved over the past three months, the following actions are currently or planned for implementation: • Continue with process controller's learner ship programme in the next financial year through assistance from LG seta, DWA, GSDM and COGTA, • Install an online water quality monitoring systems at Treatment Plants and Reservoirs • Extend the licence contract and operate the Municipal Assistants Software which will assist in reporting and continuously publishing the status of drinking water quality through the net, effective implementation of maintenance plan, etc. • Implement the recently developed water safety plans which includes management of water quality risks (i.e. Water Quality Risk Assessment) • Fill up the vacancies of the operators and ensure continuous reporting We embrace DWA policy that “Water Is Life” hence the Water Conservation Water Demand Management initiative is being formulated to stem water losses, increase revenue and improve the quality of Water Service Delivery with the ultimate objective of reaching the presidential directive of halving water losses by 2014. The municipality shall continue with the implementation of an Action plan for the acquisition of Blue drop and Green drop award in the financial year 2013/2014. This has been the plan and part of the turnaround strategy for Water Services which was adopted by council in July 2011. Daniye Primary School Team Picture 11 February 2014 Primary schools across the country are invited to become part of the biggest youth football tournament in the world by entering their under-12 teams in the Danone Nations Cup.

he South African leg of this worldwide competition will start in April and schools have until 27 March to get their entries in. The competition is organised with the support of the South African Schools Football Association (SASFA). Games begin at Cluster level with the winners progressing to Regional finals culminating in the nine provincial winners playing in the National finals to determine the national champion school
The eventual national winners are awarded the honour of representing South Africa at the Danone Nations Cup World Finals in Brazil later this year and will be one of 32 national champion schools from across the globe. Last year's world finals were in London and Mpumalanaga's Daniye Primary School represented South Africa and will be back in action again this year. “Most of the players from last year are still in the team and with our experience in London we could well win again this year,” said Yenzani Ernest Mabunda, Daniye's principal. Mabunda said that winning the title last year has had a positive effect on the school. “We

have become a popular school in the area with a 20% increase in our registrations as a result. It makes me proud as the headmaster to know that more kids want to be a part of our school.” For their achievements, Daniye was named the 2013 Developing School Of The Year at the SA Sports Awards and Mabuna says it was a huge honour to be recognised that way. “More kids have signed up for soccer this year, they know the benefits of being part of the schools soccer team.”
Njombo Aden Mabunda, who played for the team in London last year, said he never gets tired of talking about the trip. “We learned a lot. We got to learn about healthy eating and after we met all these countries we went back to school and started asking our teachers to teach about them. So we learned during the trip and even after the trip,” he said.
Going to London also changed the boys. “They gained a lot of confidence,” he said. “They came back as different people. The attention they received made them feel that they matter and that they are important too.”

he handover of 75 sets of soccer boots, 10 soccer kits, 1 volleyball kit; 2 netball kits and more than 50 soccerballs was made possible by local business that share MEC’s passion for community development and commitment to supporting the government’s programme of promoting healthy lifestyle amongst the youth, especially in rural areas. The donation of the sport items came after the youth of this community made a plea to the Office of the MEC to assist with sport development resources so that they may channel their energy into sport activities to avoid taking part in unlawful activities. “It is exciting to see the determination of the youth of this community. They showed their extraordinary love for sport everyday. “When I first spotted them playing, in this grounds, the situation was not good. One could not even notice whether they were teams

I am impressed by their willingness to do better and improve not only their lives but the entire community as well.” It was excitement all around, with the beneficiaries expressing their gratitude to the MEC Masuku and all the sponsors for their kindness. Ngodwana United players declared, “We’re very grateful for the support and love you have showed us. This means a lot to us - from now on we will know that it is school, and after school we engage in our sport activities. This will help us grow healthy as well as to stay away from criminal acts.”
