ATTITUDE. . . . Your Enemy, Yet Your Best Friend! The New Years’ resolutions are slowly fading away, some may say well in time to make way for new ones but how far have you achieved in what you resolved at the beginning of this year?

Eventually when you do decide to answer, you answer with a very low, rough tone reflecting total lack of interest “Hello”. The person on the other side of the line will also pause for a second wondering if he/she called the correct number.
It all lingers around attitude really, good or bad. A good attitude will open doors for you that you never thought possible to open. On the other hand, a bad attitude can be like your worst enemy closing all doors including those that were already open in front of you!
Instead of maintaining his excitement and good attitude, your bad attitude will take to the stage and start dancing like an excited demon! The person on the other side of the phone will not go straight to the good news but enquire if you are ok. The demon in you will continue to excel uttering negative and discouraging words. Slowly the good news that was destined for your ears will start to change shape in response to you bad attitude. By the time the person on the other side decides to pass the good news to you, if he is strong enough to continue, it will be sanctioned and edited out to fit in with your state of mind and the end result will not be as good as it should have been. In fact it will not benefit you the way it was originally intended.
Let us start with bad attitude. Bad attitude is like a demon embedded in you, a demon that is resident even in your subconscious mind. This is because sometimes when you are not fully aware, you infringe on other people’s peace of mind and only become aware, if ever you do, when they throw it back at you. Someone said: “A bad attitude is like a flat tyre, if you do not change it, you will not go anywhere!”

STATE OF THE PROVINCE ADDRESS The preparations for the official opening of the Mpumalanga Provincial Legislature as well as the delivery of the State of the Province Address are proceeding well and are already at an advance stage. This significant annual event, which will be held on the 28 February 2014, comes immediately after the State President has delivered the State of the Nation Address in Parliament in Cape Town. This will be the sixth rise of the Mpumalanga Provincial Legislature where the Premier, Mr DD Mabuza, will deliver the State of the Province Address, his last for this term, before the 2014 elections. LEKGOTLA EXPRESSED SATISFACTION The executive council held its quarterly extended cabinet Lekgotla over a three-day period [from Wednesday until Friday] this week to assess the government work done in the past five years as the term of office for the current provincial administration is coming to an end. The Lekgotla is attended by the executive council, mayors, heads of provincial departments, chief executive officers of parastatal and municipal managers. By Zibonele Mncwango
T
he Lekgotla expressed satisfaction on massive achievements by the current provincial administration and stressed that indeed government has a good story to tell as Mpumalanga is now a much better place than it was before 1994. By delivering the services to the public, the provincial government is content that it has restored the dignity of the people. Although some people are yet to get their free government houses, many now have shelter over their heads, and many have access to clean drinking water. During the Lekgotla all members of the executive gave account of what their departments achieved and these shortcomings which will require the attention of the next administration shortly after the elections. The Lekgotla also appreciated the government's comprehensive rural development programme [CRDP], that it had begun to make some headway in touching and changing the lives of the poor for the better. The Lekgotla was also briefed about the progress made with regards to the support given to three departments that had been placed under curatorship. It was reported that the Department of Community Safety, Security and Liaison was out of the woods in terms of its financial problems, however they were still challenges in the Department of Health, and Department of Agriculture, Rural Development and Land Affairs. The Lekgotla cited significant progress in the area of education in that for the past four years, there has been an upward trend on the matric pass rate. Both the MEC and the head of the department of education were commended for the job well-done. The department's turnaround system over the last years has been recognized as having been the key achievement of the current administration. The department of education has improved its governance systems, has received better audit outcomes and has been efficiently and effectively managing the matric examination. The Lekgotla noted that this year alone, the number of learners in pre-grade increased to 75 274 and that there has been a consistent improvement in matric
results from 47.9 in 2009 to 77.6 in 2013 through a targeted interventions especially in the underperforming areas within the province. The Lekgotla noted that the number of no fee school increased from 900 to 1 646 and that the government's nutrition programme has been extended to all quintile 1 3 secondary schools thus benefitting close to 875 learners. In the department of health, a remarkable progress has been made in the fight against HIV and AIDS, although Gert Sibande District Municipality remains a concern as it is number two in the country with high infections. The Lekgotla again expressed excitement that through other government's interventions in the fight against HIV and AIDS, life expectancy has now improved. Through targeted interventions, maternal mortality has been reduced from 157 to 112 per 100 000 live births. Despite this progress, the Lekgotla conceded that more still needed to be done. Although most of the achievements and the shortcomings of the current administration will be presented during the State of the Province Address next week [28 February 2014], Mpumalanga Premier David Mabuza took an opportunity to thank the citizens of Mpumalanga for entrusting him and his executive council to lead government in the past five years. He said they [executive council] were humbled for the experience afforded to them in directly changing the lives of the people for the better. He added that in the past five years the current administration has maintained some stability in the province. He subsequently asked the members of the executive to prepare hand-over reports in order to make the transition smooth and help the up-coming administration to be able to continue where they left off. “Those of us, who are political representatives, are humbled by the opportunity to lead government. It was not an easy journey, we fought along the way, but our intentions were the good ones. We knew that leaders come and go, we are however confident that our people will recognize the difference this democratic government has made in their lives over the last 20 years. “We trust that the transition will be smooth like a relay. The journey continues, indeed we have a good story to tell, The entire landscape of our beautiful province has changed,” said Mabuza.
2014/5 NATIONAL BUDGET SNIPPETS Staff Reporter Tabling his 2014 Budget Speech in Parliament on Thursday, Minister Gordhan projected the Growth Domestic Product to increase from 2.7% in 2014 to 3.4% in 2016.
The state will build 216 000 houses and connect 905 000 households to electricity over the next two years, Finance Minister Pravin Gordhan said in Parliament on Wednesday.
The unemployment rate remains at an average of 24% - which Minister Gordhan said was unsustainable.
During his speech, the minister also acknowledged a budget tip from Pretoria resident Sharon Bosii, who suggested that government offer incentives to help small businesses.
He said government had a strategy in place to deal with the high levels of unemployment. This included stepping up the implementation of the Expanded Public Works Programme; the implementation of the Community Work Programme in every municipality by 2017; the introduction of the Youth Employment Tax Incentive last month which has already recorded 56 000 beneficiaries and the establishment of the Special Economic Zones, industrial incentives and support for small agriculture and labour-intensive sectors. Minister Gordhan said skills development and Further Education and Training (FET) programmes had been ramped-up while government had stepped-up its support for Small and Medium Enterprises and the fostered partnerships with the private and public sector development agencies through the Jobs Fund. The old age and disability grants will increase from R1 270 to R1 350 in April, says Finance Minister Pravin Gordhan. The foster care grant will be R830, while child support grants increase to R310 a month in April and R320 in October.
“This budget allocates R6.5 billion over three years to support small and medium enterprises,” Minister Gordhan said. Smokers will from now on pay roughly 68 cents more for a packet of cigarettes. A 340ml can of beer will cost 9 cents more, while a bottle of whiskey will go up by nearly R5. The increases take effect immediately. The general fuel levy will be limited to the inflation-related 12 cents per litre from 2 April and the Road Accident Fund levy will increase by 8 cents. But, there was also good news coming out of Minister Gordhan's speech. The Finance Minister announced a personal income tax relief of R9.25 billion and 40% of the relief goes to South Africans earning below R250 000 per year Minister Gordhan also said the mooted carbon tax has been delayed and will not be implemented in 2016. He said this was done to allow for further consultation on the proposed tax.

he learners from Broadholm, Idalia, Nongena, Samlee, Thokomala, Westoe, Zandspruit, Rivebend and Lithole primary schools will all be absorbed and move to their new home called Izimbali Combined School in Amsterdam, about 35km north of Piet Retief. The school is also a Maths, Science and Technology academy.

A decision to build a “small heaven” boarding facility for the children living in the farming communities came after Premier Mabuza undertook a visit to the farm schools around Mkhondo Municipality with members of executive for education and public works respectively. According to the Premier, while flying around Mkhondo in a helicopter about three years ago, the GPS co-ordinates indicated the existence of a school on the ground, however they could not see even a single building, up until they decided to drive on the road. It was then that they started seeing shacks and mud-houses. While interacting with parents, it was clear for Mabuza that there was no chance for education for the children around those farming communities. He told the parents that he would build a boarding school and that he would gather all the children to come stay and concentrate on studying as he had realised that most of them were vulnerable after they had become orphans and headed families instead of going to school.

Creator. One day we all have to answer to the Master. You may be in the same scenario with the blind man. God healed, blessed, or even provided you, but you don't have peace with Him. You only serve Him when hardship comes, or when you need a something from Him. It's time you have peace with Him regardless of your benefits. The only way to receive this peace is only through the mediator Christ Jesus (1 Timothy 2:5; Rome 5:1). Through Christ you may have peace in the midst of any challenge or success. I can say like one of the songs that says “it is well with my soul” Let it be well with your SOUL by having peace with your Creator.

SAHRC, SAPS PLEDGE TO WORK TOGETHER IN MATTERS OF POLICING AND HUMAN RIGHTS The South African Human Rights Commission held a meeting on Friday with the National Police Commissioner of the South African Police Services, Riah Phiyega, police top management, and experts in policing and human rights matters to discuss particular areas of human rights concerns in relation to the work of the police. The SAHRC considers this meeting as valuable in establishing a long term process to address the country's pressing issues on the use of force by police, police killings, the causes of public protests, the violence of public protests. We recognize that we have to step out of our trenches and meet each other around the negotiating table. The meeting, which formed part of the SAHRC’s Section 5 meetings, comes at the backdrop of recent alleged incidents of police brutality and the disregard of the civil and political rights reported during the service delivery protests in the country. The SAPS has been in the public eye on matters that are raising serious human rights concerns, including the deaths of protesters both in the street and in police custody. These include the reported incidents in areas such as Mothutlung in Brits, Relela in Kgapane Limpopo and Bekkersdal in Gauteng.
The meeting noted that more often the police are drawn into conflicts as tail-end interveners. It was noted that it is not SAPS’ duty to provide clean water, sanitation, roads and other services. The SAHRC acknowledged that the police are often challenged to walk the tightrope when dealing with public protests on one hand, and everyday needs of policing on the other. The SAHRC deplores the loss of life during protests, and is equally seriously concerned with the high levels of violence at some of the protests The SAHRC is encouraged by the assurance by the SAPS of a continuous, much more intense process of engagement between the SAPS and the SAHRC. For this reason, the two parties agreed to meet again in March to engage further on policing and human rights issues, and to tackle challenges that have been very well articulated. Three years ago, C & Z Professionals set out to prove that South Africa can create opportunities and jobs for all, by involving previously disadvantaged people (PDI) in manufacturing.
W
e produced a system document(190 pages) and a training manual translated into Zulu and Sotho(89 pages). Depending on the area we can translate into the local languages. After the training we picked the participants' ideas on a one-on-one basis. We can confirm that the previously disadvantaged people have brilliant product ideas based on their day to day experiences, coming out after the training and
we also patent them where necessary. We know that it is easier to teach production processes because machines are repetitive, than to teach Accountants, Business Plans and Syndication. The proof is that PDI operate machinery in many of the factories in our country, after being shown how the machinery operates and they repeat the process, over and over again with minimal supervision. The problem is that they can't organize the factory and
how to manage it. Therefore we assisted the pilot participants in Soweto and Dundee in KZN by providing technical drawings, identified machinery, drew plant layouts and business plans for each participant. The factories will be in one place, thus an industrial park which is used for co-managing the businesses by bringing in, when they start to manufacture, the missing skills to reduce failure rate.
Our accounting practice will do real-time accounting and payroll for all participants. We produced an 840-page master business plan. We are now appealing to government to fund these projects en-block as the PDI cannot access bank finance on their own. We also want government or corporate South Africa to finance each subsequent industrial park just once to start it.
