CLC won, through competitive tender, a Fire Door Replacement programme contract for Southampton City Council. Valued at £33M, the 5-year programme runs city-wide across Southampton City Council’s stock. Properties include 19 high rise blocks of flats, as well as medium and low rise (five storeys or fewer) plus some sheltered accommodation (generally two storeys). The majority of these buildings are post war/ 60s’ built. To over 8,000 apartments, the CLC team replaced Front Entrance Doors with Fire Safe doorsets.

Associated Fire Stopping Works included cable clipping, sprinkler installation and fire alarm replacement. Additional works included compartmentation, installation of signage and emergency lighting as well as replacement of communal doors with Fire Safe doorsets. In total, CLC replaced over 10,000 doors.

CLC worked closely with Hampshire Fire and Rescue Service and deployed a Waking Watch Service at some sites before works commenced to ensure the safety of the residents. As a locally-based contractor, CLC has a strong 15-year relationship with Southampton City Council. Amongst many previous contracts, CLC conducted a 7-year balcony replacement programme for SCC making their properties safe for residents. As well as aiming to be a leader in Fire Safety, SCC prioritises employing a local contractor and providing employment to local people including apprentices. CLC is able to support their client in both these goals.

SOLUTION

98% of the properties were fully occupied whilst works were conducted. So great care was taken to keep the residents fully informed before and during the works to minimise disruption to their lives. CLC hosted resident meetings to showed videos and share presentations of what the works would entail and achieve. Coffee mornings /evenings, and handdelivered letters to each flat kept the information flowing. Site Supervisors booked personal appointments to replace FEDs and to enter each flat for installation of sprinklers and compartmentation works. CLC also provides a follow up service to ensure doorsets are maintained and sprinklers are in working order.

In sheltered accommodation where residents may have mobility issues, CLC worked with the door supplier to design innovative bespoke solutions which included using door closers that activate in the event of a fire, and push-button-activated doors for wheelchair users.
