CIDB Malaysia allocates RM70 million to help construction industry players affected by MCO The Construction Industry Development Board (CIDB) Malaysia has allocated RM70 million to implement several strategic programmes aimed at enhancing the capabilities and capacity of construction industry players affected by the Movement Control Order (MCO). Senior Works Minister Datuk Seri Fadillah Yusof said the allocation is aligned with Malaysia’s policy to increase the use of technology, reduce reliability on foreign workers and create local jobs. The programmes are scheduled to be implemented this year, and are aimed at training a total of 30,000 industry players consisting of contractors, construction workers and youths in the areas of building skills, supervision and management as well as the adoption of technology in construction. “It is estimated that a total of 17,700 local workers and youths will be able to benefit from training programmes in the form of “Skilling, Reskilling, Upskilling”, where accreditation will be provided. In addition, CIDB Malaysia will provide apprenticeship programmes, offering 6 Building & Investment | www.b-i.biz
placement opportunities for 7,800 local youths at construction companies to obtain training and working experience,” said Datuk Seri Fadillah in a statement. “A total of 3,700 construction personnel and local youths will also be trained in the field of project supervision and management, while another 400 will be trained in the field of construction site security,” he added. Datuk Seri Fadillah also highlighted that in addition to these efforts, CIBD Malaysia will launch several initiatives to enhance the use of technology among contractors. It plans to develop local manufacturers with industrialised building system (IBS) capabilities and facilitate local contractors in switching from conventional systems to the IBS. CIDB Malaysia will also provide subsidies to industry players to purchase Building Information Modelling (BIM) software. “CIDB Malaysia has also developed mobile applications named Contractor4U to facilitate homeowners to search and obtain services from local small contractors. SIRIM-MITB to collaborate on project utilizing hybrid renewable energy for timber and wood drying

SIRIM Berhad has collaborated with the Malaysian Timber Industry Board (MTIB) in “Hibrid Tenaga Hijau Pengeringan Kayu-Kayan Tempatan” project, which is expected to be implemented in October this year. SIRIM President & Group Chief Executive Prof Ir Dr Ahmad Fadzil Mohamad Hani stated that the project will involve energy audits and the effectiveness of kiln drying on timber products. “The project will help timber-based companies to reduce the cost of electricity, including the proposed use of renewable energy namely solar energy,” said Prof Ir Dr Ahmad Fadzil when speaking at the Sirim-Industry Engagement programme, which was held 21 July 2020 at Zenith Hotel in Kuantan, Pahang. The programme was officiated
by Pahang Menteri Besar Datuk Seri Wan Rosdy Wan Ismail and was also attended by the Deputy Chairman of the Pahang State Agricultural Development Corporation (PKPP), Datuk Seri Shahiruddin Ab Moin. Commenting further on the programme, Ahmad Fadzil said SIRIM is offering various applications and technology services in an effort to increase the productivity of industry and entrepreneurs in Pahang. According to him, until December last year, a total of 136 SMEs and micro enterprises in Pahang are involved in the Marketing and Financial Entrepreneurship Development Programme. In addition, a total of 1,470 SMEs including 25 from Pahang have participated in the industrial technology improvement programme.
NCT Group signs MoU with Future Inno Park to develop Industrial Hub in Kuala Langat NCT Group of Companies (NCT Group) and Future Inno Park Sdn Bhd has signed a Memorandum of Understanding (MoU) pertaining to NCT Group’s Kuala Langat Industrial Hub development project dedicated to the electrical and electronic (E&E) industry. The MoU signing took place on 17 August 2020 at Bilik Gerakan MTES, Bangunan Sultan Salahuddin Abdul Shah (SSAAS) Shah Alam, in the presence of NCT Group Founder, Dato’ Sri Yap Ngan Choy and Dato’ Jeffrey Ng Chin Heng, Director of Future Inno Park and an active Chinese business leader. Malaysia’s first courtyard by Marriott makes its debut in Penang Property developer Tropicana Corporation Berhad, in partnership with Marriott International, has launched Courtyard by Marriott Penang on 4 September 2020. It is the first Courtyard by Marriott in Malaysia and the 17th Marriott International brand in the country. The launch was officiated by YAB Tuan Chow Kon Yeow, Chief Minister of Penang. BMDAM 43rd Annual General Meeting The 43rd Annual General Meeting of the Building Material Distributors Association Malaysia (BMDAM) convened on 27 August 2020 at its premises with incumbent President, Mr Bill Lee (Makin Juta Sdn Bhd) in the chair. PRESIDENT’S ADDRESS In reviewing the Association’s activities over the past year, the President remarked that BMDAM will continuously strive to unite and promote the common interests and rights of its members by providing good exposure to their respective products and services via the Association’s website, email and social network; disseminating information received from the Government, related associations and government bodies about the construction industry activities and concerns, SOPs and Government Stimulus Packages available to assist industry players affected by the COVID-19 pandemic. The President further commented that weak growth has been recorded across most economic sectors amid the imposition of the Movement Control Order (MCO) followed by the Conditional and Recovery MCO during 2Q 2020. Recent statistics showed the value of construction work done in 2Q 2020 contracted by 44.9% (1Q 2020: -6.3%) year-on-year basis, amounting to RM19.8 billion (1Q 2020: RM35 billion). He also encouraged BMDAM members to take advantage of the BMDAM Common Defaulter Database, offered by the Association in collaboration with Experian Information Services (Malaysia) Sdn Bhd (formerly known as RAM Credit Info, RAMCI) since year 2018, as a means to control respective companies’ credit risk. The President stated that BMDAM has a total of 147 members to date, and in an effort to lessen the members’ burden in the time of pandemic, the Association will waive the annual subscription fee for the year 2020/2021. 12 Building & Investment | www.b-i.biz

jarke Ingels Group (BIG), Hijjas and Ramboll have been selected as winners of Penang State Government’s international competition to design a masterplan for Penang South Islands in Malaysia. The proposal, entitled BiodiverCity, will provide locals with roughly 4.6kilometres of public beaches, 600 acres of parks and 25 kilometres of waterfront. An Urban Mosaic of three diverse islands, the project establishes new urban design guidelines, mixing programmes, addressing pedestrian and mobility networks, building sustainably and harvesting resources. Supporting the Penang2030 vision, whose primary focus is centered on liveability, socially and economically inclusive

development and environmental sustainability, the masterplan proposes “a global destination where cultural, ecological and economic growth is secured and where people and nature co-exist in one of the most biodiverse places on the planet”. Located at the southern shore of Penang Island, the project will span three islands to bring together a series of mixeduse districts of 15,000 to 18,000 residents across 50 to 500 acres, and a continuous 50 to 100m buffer around each district. Creating connections and supporting edge ecologies in reserves, parks, corridors and urban plazas, the masterplan introduces “water, air, and land-based autonomous public transportation network, aiming for a car-free environment where streets serve as a safe and welcoming thoroughfare for bikers and pedestrian”. In fact, districts are connected below platforms, maximizing pedestrian networks on land. BIG founder Bjarke Ingels said in a statement: “BiodiverCity will have an integrated system of localized water resources, renewable energy and waste management, tied altogether in a humanmade ecosystem. personal mobility, forming a multi-modal environment of movement. The resultant urban landscape will be a celebration of Penang's position as a truly global crossroads of the world - economically, ecologically and socially.” BiodiverCity’s first island, or The Channels, encompasses a 500-acre digital park including spaces for research, development and local business opportunities. Moreover, it will house future “conferences, education centres and a family-oriented park where locals
and guests can explore the world of technology, robotics, and virtual reality”. The second and central island, The Mangroves is dedicated to businesses. Composed around urban wetlands, this zone creates a suitable environment for Mangrove forests, “an important natural infrastructure that doubles as effective powerhouses for sequestering more than four times as much carbon as a typical forest”. The Bamboo Beacon, at the heart of the island hosts meetings, conferences, and major events, while other civic amenities are distributed throughout the city. The buildings, constructed with low-carbon materials such as bamboo and Malaysian timber in combination with green concrete, are also designed to be sustainable. They will also incorporate green roofs, facades, public and private open spaces. The Penang South Island vision includes an adaptive infrastructure management platform to harness the site’s renewable resources provided by the sun, wind, rain and ocean. The platform will be ‘plug-and-play’ and include governance to incentivize the use of emerging green technologies as part of an evolving resource management solution,” said Shonn Mills, Global Director of Ramboll. Finally, the Laguna, BiodiverCity’s westernmost island, organized around a central marina, encompasses eight smaller islands. Forming a miniature archipelago, this oasis holds floating, stilted and terraced housing takes advantage of the natural setting of Tanjung Gertak Sanggul. In addition, “a network of ecological corridors will connect the forest reserves to coastal beaches, while supporting habitats and communities across the islands”. GUANGZHOU EVERGRANDE STADIUM

hina has started construction on the world’s largest purpose-built football stadium in Guangzhou, China. Developed by Chinese Evergrande real estate group, the construction of the Guangzhou Evergrande Stadium began on April 2020 despite the COVID-19 pandemic and is planned to open by end of year 2022. The Guangzhou Evergrande stadium will be home to one of the Chinese Football Association’s Super League teams. Located adjacent to Guangzhou South Railway Station, the new stadium will include 100,000 seats – breaking the capacity record of Camp Nou stadium in Spain, home to FC Barcelona. For the past 9 years, the Guangzhou Evergrande football team is accommodated in the Tianhe Stadium that has a capacity of 60,000 seats. Dubbed as "Lotus Flower Stadium", the lotus flower-shaped stadium is expected to cost around 12 billion yuan (US$1.7 billion) to complete, according to Evergrande Group. In designing the stadium, the team takes cues from "lotus" flower, which highlights the characteristics of Guangzhou's "flower city". The lotus flower is one of the most essential symbolic

Xu Jiayin, the Chairman of the Board of Directors of Evergrande Group, also actively participated in the project. Jiayin personally conceived the concept, modified the plan, and planned the business and format. The design was conceptualised by Hasan A. Syed, design principal at Gensler’s Shanghai office. ASIAN CONSTRUCTION GROWTH TO SUFFER DRASTIC SLOWDOWN IN 2020
G
rowth of the Asian construction sector is expected to slow drastically in 2020, chiefly due to the COVID-19 pandemic. Throughout the first half of the year, outbreaks in major construction markets across Asia such as China, Indonesia, India and the Philippines have prompted a number of downward revisions to impending growth forecasts, and as a consequence, growth of the region as a whole is expected to slow down as well. Relative to other regions across the world, Asia continues to be the fastest growing construction market in 2020. Real growth for the Asian construction sector is now expected to remain flat at 0.2% y-o-y in 2020, compared to the initial forecast of 5.3% y-o-y back in January. The near-term slump could potentially be followed by a strong pickup in construction activity in the infrastructure sector, especially as pro-infrastructure policies aimed at rejuvenating economic activity are being pursued by some governments in the regions, taking advantage of today’s low interest rate environment. A time lag associated with project implementation will mean that this year’s growth is unlikely to be rescued by these policies, but medium

to long-term prospects remain robust. A large part of Asia’s growth will be contributed by the resilient Chinese construction sector, which contributes to more than half of the total value of the Asian construction sector. China’s construction sector is expected to outperform its most of its regional peers and grow by 1.8% y-o-y in real terms. This is despite a dismal performance in 1Q 2020, where the sector shrunk by 17.5%. y-o-y, mainly a result of lockdowns imposed by the local governments in the most affected regions of Hubei, Zhejiang, Guangdong and Beijing. Restrictions were gradually eased towards the end of 1Q 2020, allowing most construction work to resume albeit with safety measures to prevent the spread of COVID-19. Also, the Chinese government stated its intention to accelerate infrastructure projects to spur growth of the construction sector, and the wider economy. This is backed by a record issuance of CNY1.03 trillion worth of local government special bonds in May 2020, to finance various transport and ICT infrastructure projects across the country. Growth of the construction sector has rebounded strongly in 2Q 2020 at 7.8% y-o-y in real terms, and an even stronger performance is anticipated in the second half of the year driven by government spending. Besides China, Vietnam is expected to be an outperformer in Asia as well, mainly helped by its successful Covid-19 containment strategy. While all construction markets in Asia are expected to suffer a fall in growth rate this year, the degree of slowdown in Vietnam’s construction market will be one of the smallest. Vietnam’s construction sector is currently forecast to grow by 5.7% y-o-y, down 1.5 percentage points from initial forecast of 7.2% y-o-y, which places Vietnam as the fastest growing construction market within South-East Asia in 2020, outperforming regional peers the Philippines, Indonesia and Thailand.
Key projects currently in progress include segments of the North-South Expressway and Line 1 of the Ho Chi Minh City Metro, as well as buildings such as the Spirit of Saigon Tower and Lotte Group’s Eco Smart City Project, both located in Ho Chi Minh City. The recent passage of the new Public-Private Partnership (PPP) Law, though beneficial to growth of Vietnam’s infrastructure sector in the long-term, is not expected to lead to a material boost in construction activity in 2020, as proposed PPP projects will still have to undergo feasibility studies, tendering and bidding before construction. Laggards in the Asia region include Singapore, Malaysia, India and Australia, all whom have been hit hard by lockdowns to the extent that a recovery in 3Q 2020 and 4Q 2020 is unlikely to salvage the drastic slowdown in the first half of the year. In Singapore, the outbreak of COVID-19 in dormitories housing foreign migrant construction workers has led to a severe manpower crunch in 2Q 2020, a situation compounded by the government’s decision to impose a partial lockdown which restricted construction activity. These collective factors led to a collapse of the Singaporean construction industry in 2Q 2020, where advanced estimates point to a growth rate of -54.7% y-o-y. Singapore is expected to post the sharpest decline in growth, with a forecast standing at -10.8% y-o-y in 2020. Likewise in Malaysia, lockdown measures in 2Q 2020 had restricted the movement of goods and labour, and certain construction works were halted. Demand for housing is expected to take a severe hit, given the persistent property overhang situation in Malaysia that have worsened over the past four years, as well as falling income levels due to economic difficulties across the board. Meanwhile in India, the number of COVID-19 cases increased sharply in May and June 2020, despite the government imposing a nationwide lockdown in April. At the point of writing, the number of confirmed positive cases is third globally, behind the United States and Brazil. Given the population density of Indian cities and the poor living conditions in certain areas, India is at risk of a prolonged COVID-19 outbreak that would have a substantial impact on its economy. The most direct impact of this would be on its buildings sector, where demand for housing is expected to fall, and businesses to hold back their capital expenditure plans in light of economic uncertainty. Also, government spending on infrastructure will be limited this fiscal year as funds will likely be reallocated to support struggling industries. The aforementioned phenomenon is not unique to India – the governments of Indonesia and the Philippines have also been forced to temporarily decrease spending on infrastructure to address other pressing issues. India’s construction sector is expected to shrink by 3.0% y-o-y in FY2020/21, which runs from April 2020 to March 2021. In Australia, the construction sector had been hit by the both the bushfire crisis in January 2020, and the outbreak of COVID-19 from February onwards. Even though initial efforts to curb the transmission of COVID-19 have been relatively successful, there has been a re-emergence of new clusters in the state of Victoria, which prompted the state government to reimpose lockdown restrictions in July 2020. Again, the slump in construction activity is expected to be led by the buildings sector. According to data provided by the Australian Bureau of Statistics, the total number of dwelling units approved for construction fell by 11.6% y-o-y in May 2020. A further breakdown is as follows: the value of residential building fell 17.3%, while the value of non-residential buildings fell 7.1%. Australia’s infrastructure sector on the other hand, will act as a cushion to growth slowdown, driven by government spending on reconstruction efforts on infrastructure damaged by the bushfire crisis, as well as its commitment to advance projects included in its 10-Year Infrastructure Investment Program. Australia’s construction sector is expected to shrink by 4.0% y-o-y in 2020. Risks to these forecasts are weighed decisively towards the downside, given uncertainty over the length of the coronavirus pandemic and its potential to cause further disruptions to construction activity. Fresh outbreaks in Hong Kong, South Korea and Australia showed that markets are always at risk of outbreaks even if they have achieved prior success in the clampdown of virus transmission. Based on Fitch Solution’s internal proprietary data, as well as datapoints provided by the World Health Organisation, the construction sector in countries such as Sri Lanka, Malaysia and Vietnam would be hit hardest in the event of a second outbreak due to a combination of poorer medical infrastructure and poorer fiscal position. Another major downside risk to this forecast is the reduction in foreign direct investments across all Asian economies in 2020. With COVID-19 pandemic severely affecting the economic prospects of most countries, investment outflows into foreign infrastructure markets could be dampened. Markets that are more reliant on FDI include Vietnam, Indonesia, the Philippines and Bangladesh, and a slowdown in FDI inflows could further reduce financing available for the both buildings and infrastructure projects. DEALING WITH NON-CERTIFIED STEEL WIRE MESH IS ILLEGAL
SIRIM QAS International shares how to identify and avoid using CQ Mesh in the construction field
A
ccording to CIDB Act 520, steel wire mesh needs to be certified and obtain Perakuan Pematuhan Standard (PPS). PPS is issued by the Construction Industry Development Board (CIDB) itself whilst certification can be obtained from SIRIM, an appointed Certification Body or other approved certification bodies. Under Section 332, any person who deals or undertakes to deal with construction materials specified in the Fourth Schedule without CIDB PPS shall be deemed guilty of an offence. “Deal” means to handle, use, manufacture, supply, market, transfer, sell, or buy, whether wholesale or retail, import, or export. Regrettably after long years of awareness and enforcement, non-certified steel wire mesh – also known as CQ Mesh – is still readily available in the market. Recently, CIDB has received feedbacks and complaints from various industry players on CQ Mesh being supplied and used in the construction field. WHAT IS CQ MESH? Wire mesh is a factory-made machine-welded steel fabric for the reinforcement of concrete conforming to MS 145 : 2014. Generally, CQ Mesh refers to wire mesh that does not comply with standards, customarily in some or all of the following:

1) Out of mass tolerance (under-size) This is the most cliché issue found in the industry, where manufacturers seek to gain extra revenue by supplying wire mesh with mass per meter (kg/m) much lower than the allowed tolerance requirement stated in the product standard. 2) Mechanical properties failure Mechanical properties like tensile, yield, tensile/yield ratio and elongation (Agt) play a fundamental role in the integrity of concrete structures. When there’s failure in one of these mechanical properties, it could be due to poor steel quality, manufacturing process, or habitually by out of mass tolerance (under-size) bar. 3) Absence of rolled on bar mark Rolled on bar mark is used as a manufacturer’s identification mark. Steel wire mesh without the bar mark will not show any sign of traceability from steel wire mesh supplied for construction usage to the actual manufacturers. In the event of loss of wire mesh tagging, which contains wire mesh information, it is still possible to trace and track the product through the rolled on bar mark.
4) Improper identification tag The proper identification tag with required information is essential to provide necessary product details and certification information to all relevant parties. Typically, CQ Mesh did not come with proper and complete tag information. Instead, it is supplied with hand-written tags with just elementary information. MISUSE OF SIRIM CERTIFICATION MARK In certain instances, suppliers of CQ Mesh may use an approved SIRIM Certification Mark on the identification tag to highlight the impression of legitimacy and compliance. Such misuse of SIRIM Certification Mark is an enormous predicament in the industry as it sought to mislead consumers. SIRIM QAS International takes a very grave assessment on this matter and will initiate legal action against offenders.
2) Check identification tag - incomplete information, for instance, mesh reference, steel grade, sheet size, and quantity means CQ Mesh. HOW TO IDENTIFY COMPLIED MESH The following are some necessary steps to govern if mesh complies with MS 145 : 2014 and MS 146 : 2014. The first two checks are visual observations. 3) Quick test - Cut the wire from the mesh and ensure both ends are trimmed at right-angle to the bar. Weigh the sample (kg) and measure the length (m). Calculate mass per meter by dividing weight per meter. Refer to the table below for the minimum and maximum for weight per meter for preferred diameters.

mid an ever densifying downtown – Peabody Plaza carves out a pocket park to create an even more vibrant Nashville. Located on a bluff overlooking the Cumberland River and adjacent to Ascend Amphitheatre, Rolling Mill Hill is positioned in a vibrant live, work, and play neighbourhood. Peabody Plaza replaces a 250-space surface parking lot to introduce a park and 290,000 square feet of office space with retail and restaurant opportunities enlivening the ground plane. As part of a multi-site master plan, the design approach strategically buried a 1,005car parking garage five stories below grade and positioned the building along the western edge of the site to create space for a pocket park. The 37,500-square-foot park anchors the site and, along with a promenade, establishes a pedestrian connection between SoBro and the Cumberland River Greenway. The north edge of the park is punctuated by an 8,000-square-foot restaurant space featuring patio dining that engages both the park and promenade. Patterned with precast concrete panels, brick, Oko skin, and glass,

the façade is an ever-changing reflection of the surrounding city. The façade pattern is derived from the organization of the adjacent historic trolley barns. The pattern erodes to all-glass corners at both the southeast and northwest corners to denote major entry locations. The lobby frames views of the pocket park while its angular ceiling recalls the undulating topography of the Rolling Mill Hill neighbourhood. The monumental stair promotes healthy activity and is backdropped by a vertical feature wall that reinterprets the building façade. The 6,000-square-foot amenity deck at Peabody Plaza is oriented to capture views of the skyline and the Cumberland River. Designed to echo elements of the park below, the amenity deck also introduces 5,745 square feet of a functional green roof which decreases heat-island effect, reduces stormwater runoff, and improves stormwater quality. From ten development proposals, this design was selected by the city in 2016 for its introduction of park space and below-grade parking which serve to advance MDHA’s Rolling Mill Hill neighbourhood. utch architecture studio OMA has recently completed the Galleria department store in Gwanggyo, South Korea. The store is the sixth branch of Galleria, Korea’s first and largest upscale department store franchise founded in the 1970s, and has remained at the forefront of the premium retail market in the country since. Located at the center of this young urban development surrounded by tall residential towers, the Galleria department

store has been designed to be a landmark for the area’s housing district. “The first time we came to Gwanggyo the entire city felt as one big temporary condition, missing any sense of permanence. That is why we conceived the project as a point of gravity for Gwanggyo – in the shape of a stone cube, as if it was the origin of the city,” explained OMA partner Chris van Duijn. The cube-shaped building is clad in tessellated triangles of stone. The mix of beige, brown and earthy colours is designed

to make the building appear like a slab of rock or a cross-section of earth. Breaking up the geometric shape of the 10-storey department store is a multifaceted-glass passage, which is wrapped around the building, projecting from the facade. “On every level there is a relationship among the loop, the central space and the surrounding shops. The route is sometimes excavated from the building, eating its way through the stone, and other times the glass openly exits the façade, creating a steel structure of regular triangular grids,” said Van Duijn. Van Duijn also explained that the glass-enclosed passage starts at ground level and passes twice around the building, providing access to each floor and finally the roof terrace. “The building includes other, more public oriented programme than retail, including a culture centre and a roof garden at the top levels of the buildings. So the loop should attract people to take the long route (540m) from the sidewalk up to the roof and stimulate other activities to occur than only retail,” he continued. A food market and deli are located in the building’s basement, with eight retail floors above it. Along with stairs and lifts all of the floors are connected by the glass external loop. The department store’s upper floors, which are also access for the passageway, contain leisure facilities. The eighth floor contains bars and restaurants while the ninth and tenth a multi-screen cinema and the eleventh a space described as the “lounge and academy”. “Through collaboration with world-class architect OMA, it is well received both domestically and internationally for its creative architecture that is distinct from typical department store format,” said Hanwha Galleria president and CEO Eun Soo Kim. “Galleria Gwanggyo is the most beautiful department store and is expected to become a unique landmark representing Korea and the world, providing a new inspiration to customers.” (Source: Hong Sung Jun, courtesy of OMA)

midst the climate crisis, food and water scarcity pose tremendous threats to human civilization. Once abundant agrarian societies, rich with food sources, Bangkok and cities across Southeast Asia have fallen victim to unregulated urbanization on rice-producing regions. The once fertile marshlands have transformed into paralyzed concrete developments – no longer able to breathe, absorb water or grow food. To revive the land on which it stands, the Thammasat University Urban Rooftop Farm unites principles of modern landscape design with traditional agriculture of rice terraces, to transform wasted space into a productive organic rooftop farm. The form of the building is developed from the H-shaped floor plan, rendering the elevation that resembles a large mountain with a massive green space of garden covering upper part. Covering an area of about 236,806 sq ft, Thammasat University Urban Rooftop Farm is the largest rooftop farm in Asia. MANAGING WATER ON A MOUNTAIN OF RICE FIELDS Although concrete absorbs and reflects most heat, it barely absorbs any water, leaving cities like Bangkok at risk of urban flooding whenever it rains. To address this issue, the project’s landscape architect integrated the earthwork of rice terraces
with modern green roof technology. By mimicking traditional rice terraces, the Thammasat University Urban Rooftop Farm has become an all-in-one solution – as a public green space, urban organic food source, water management system, energy house, and outdoor classroom – which serves as an adaptation model for anticipated climate impacts that can be implemented and developed across Thailand and Southeast Asia. With each cascading level, the Thammasat University Urban Rooftop Farm is able to not only absorb rainwater but also slow down runoff, both for up to 20 times more than a normal concrete rooftop. While controlling stormwater peak rate and volume, this water management system also retains and utilizes runoff efficiently to grow food for the campus. Any runoff is filtered through each layer of soil and later saved up in four retention ponds, which can collect the water up to 11,718m3 for future use and irrigation during dry spells. As intensive agriculture expands, monoculture crops continue to scour natural food sources and leave trails of deadly chemical fertilizers and toxic waste behind. By cutting chemical pesticide and fertilizer use altogether, the Thammasat University Urban Rooftop Farm offers an organic farming as model for sustainable landscape management to transition from chemical-dependent agriculture for the sustainable health of people and the environment, as well as the economy. Landscape In addition to preventing runoff pollution from entering drainage systems, and later on rivers, lakes and oceans, the rooftop farm’s vegetable terraces also filter the rainwater – often carrying air pollutants into water bodies – through several layers of plants and soil before it leaves the site and reaches residential water sources and marine ecosystems. The plants, too, help remove harmful pollutants from the atmosphere. BUILDING CLIMATE-RESILIENT CITIES FROM WASTED CONCRETE SPACE The mountain-shaped rooftop farm utilizes its vast space as an infinite source of clean energy, not only in terms of organic food but also solar power for the community. Taking advantage of the abundance of sun Thailand receives, the Thammasat University Urban Rooftop Farm harnesses readily-available solar energy at zero production cost, producing 500,000 watts per hour to pump water for irrigation on its urban farm as well as generate electricity inside the building underneath it. Placed on the south side of the architecture, the solar panels of the Thammasat University Urban Rooftop Farm – covering 38,373 sq ft of the roof – is exposed to sunlight all day long. This renewable photovoltaic system helps cool air both inside and outside of the building, reducing greenhouse gas emissions from and spending on energy consumption. Similarly, it can also improve insulation to retain cooling temperature. FEEDING THE PEOPLE FROM A SINGLE ROOFTOP By utilizing traditional ingenuity from rice farmers on the sloped hill and mountain terrains across Southeast Asia, the Thammasat University Urban Rooftop Farm can grow up to approximate 135,000 rice meals each year to feed the community. By building both the organic food source and destination in close proximity, the system is able to reduce emissions and waste – produced during production, processing, packaging, transportation, and disposal– from start to finish. Growing a variety of indigenous plant species and a naturallybred strain of rice tolerant to floods and droughts, the Thammasat University Urban Rooftop Farm serves produce fresh from the farm roof to the table. Any food leftover from the plate and the kitchen – once edible food is distributed to the local community – is composted and sent back to feed the farm as organic fertilizer to grow nutritious crops for the next harvest. By creating a localized food supply chain that produces allorganic vegetables, Thammasat University Urban Rooftop Farm is able to reduce both emissions and pollution from its production, consumption and disposal by cutting chemical use, energy consumption, and food waste while encouraging a low-impact plant-based diet. CREATING A LOCALIZED, SUSTAINABLE, AND CIRCULAR ECONOMY To help damaged ecosystems, contaminated food sources, and undercompensated farmers recover from the aftermath of industrialized agriculture, the Thammasat University Urban Rooftop Farm creates employment for students and staff inside and surrounding the campus, while giving them the opportunity to contribute to feeding the community and conserving the ecosystem through sustainable agricultural practices. By establishing a functioning and self-sustaining farming model that puts the human well-being and ecological health at core, the Thammasat University Urban Rooftop Farm is redefining the operations of Thailand’s agricultural sector.
