Leading by example I am deeply honored to serve as the new Chair of the Arizona Multihousing Association Board of Directors. 2019 marks the 52nd year of the AMA taking a leadership role in shaping the success and progress of our industry. As I reflect on our long history and countless organizational accomplishments, I cannot help but draw inspiration from the unyielding dedication and hard work it took to achieve them. I would like to personally thank all of our previous leaders for their contributions and for making our future successes more attainable. Now more than ever the AMA is operating from a position of strength in terms of financial stability, operational discipline, and forward-thinking organizational leadership. Steady and continued growth has been a hallmark of that strength. We are now the fourth largest trade association in Arizona and one —continued on page 4

This publication is a valuable resource guide which outlines AMA signature events, education classes, networking and charity opportunities. You will notice this year that we have continued our robust educational opportunities based of valuable feedback and record-breaking attendance from our members in 2018. AMA strives to provide our members with a wide array of networking events to build your business, education and professional certifications to enhance your team’s skills and lots of opportunities for all members to engage with their peers and serve on an AMA committee. Starting with the new look in this issue of the At A Glance you will notice lots of enhancements this year around the AMA. of the nation’s largest NAA affiliates. This type of foundation bodes well for future successes. As incoming Chair, I seek to accelerate the significant momentum created by Board of Directors and Committee Chairs of the past by amplifying our association’s impact, prominence, and importance. My priority is to energize the Board of Directors and our fellow members. The depth and experience of our existing membership is a signature strength. An energized AMA, with a focused goal of driving engagement, connection, and candor will most certainly build membership value and underpin expansion of additional memberships statewide. Although much has been accomplished in the past 52 years, we need to be even more strategic in an ever-fluid business environment. Continued success means enhancing our organizational strengths in conjunction with better identifying emerging threats before they occur. To borrow a phrase, “good to great,” the organization is poised to elevate education, advocacy of industry interests, network-

ing, and events to the next level. Our 2019 education calendar is stellar. The Tribute Awards process is already being enhanced through more objective processes with an emphasis on identifying the most qualified winners in each category.

We are over 265,000 units in membership, over 2,500 members, AMA is the 5th largest NAA Affiliate and the 4th largest trade association in Arizona. As we all enter 2019 please take a few minutes to contemplate how you can best serve AMA this year and make a commitment to do just that. WHO WE ARE The Arizona Multihousing Association (AMA) was founded in 1966 as a state-wide trade association to represent and serve the rental housing industry through a unified voice in legislative, legal and regulatory matters. The AMA provides services, products, professional development through educational programs, networking opportunities, and helps promote ethical, quality rental housing throughout Arizona. Major AMA events include Trade Shows, Reverse Trade Shows, Tribute Awards, Golf Tournaments, Maintenance Manias, and Dinner Meetings in both Phoenix and Tucson. Two Memberships for One Price AMA membership gives you membership and representation at the local, state and national levels. The AMA is the 5th largest affiliate of the National Apartment Association (NAA). When you join the AMA, you automatically become a member in the NAA.

2019 Public Policy Agenda GUIDING PRINCIPLES The Mission of the Arizona Multihousing Association (AMA) is to unite Multifamily Housing Leaders in one trusted voice for Arizona’s rental community. The AMA is committed to supporting policies that advance the Mission, enhance the regulatory environment for the apartment industry and provide quality and affordable housing opportunities for the state. 1) PROTECT AND PRESERVE THE ARIZONA LANDLORD AND TENANT ACT •O ppose any efforts to diminish private property rights in the state. •O ppose any efforts to upend the balance of the Act. •P reserve the statewide prohibition on rent control. • Oppose any efforts that would lengthen the eviction process or create unnecessary or costly regulation to the process. 2) PROTECT EXISTING ECONOMIC DEVELOPMENT TOOLS • Oppose efforts to eliminate or diminish the value of the Government Property Lease Excise Tax (GPLET) program or current Tax Increment Financing Districts. • Support the implementation of new economic development tools to encourage new investment in the urban core or areas of slum and blight. 3) SUPPORT LONG-TERM SOLUTIONS TO INCREASE THE PRODUCTION OF AFFORDABLE HOUSING •S upport efforts to create a statewide Affordable Housing Tax Credit program and other programs to incentivize the production of Affordable Housing. • Reduce government-imposed cost burdens including local land use restrictions, design guidelines and discretionary review processes to encourage private investment in affordable housing. • Support the restoration of the Arizona Housing Trust Fund to pre-recession levels. 4) OPPOSE ANY NEW TAXES, FEES OR EXCESSIVE REGULATION ON THE APARTMENT INDUSTRY • Preserve the statewide prohibition on residential rental tax. • Oppose measures that shift the property tax burden to apartment owners. • Oppose any new regulation that would unnecessarily increase the cost to develop or manage apartments in the state Arizona.

5) LONG-TERM STRATEGIES AND GOALS SUPPORT EFFORTS TO REFORM ARIZONA’S COMPLICATED SALES TAX STRUCTURE • Support the transition of the state’s prime contracting tax system to a system that taxes construction materials at the point of sale. • Support the repeal of speculative builders’ tax. • Support any efforts to streamline the administration the state’s taxes system. ADVANCE THE INTERESTS OF THE APARTMENT INDUSTRY • Support development impact fee reform to ensure that growth only pays its proportionate share of new infrastructure. • Support policies that limit patchwork regulation at the municipal level of government. AMAPAC & The Better Government Fund AMA Political Action Committee The Arizona Multihousing Association Political Action Committee (AMAPAC) raises funds to support elected leaders who are open and receptive to issues pertaining to the apartment industry at the state and local level. AMAPAC cannot accept corporate contributions and contributions to AMAPAC are not tax deductible. AMA Better Government Fund The Arizona Multihousing Association Better Government Fund (AMA BGF) is an industry defense fund used to independently support candidates and initiatives and to help support policies that strengthen the apartment industry in Arizona. AMA BGF can accept corporate contributions.

In 2018, for the first time ever, AMAPAC hosted a Live and Silent Auction at the home of Pam and Tom Shelton. Attendees of the auction bid to play rounds of golf with AMA Board Members at the annual AMA Golf Tournament. Due to the success of the event, the AMA may look at a similar event in 2019. Stay tuned!

These committees provide the foundation on which the AMA bases its programs and events. ARIZONA MULTIHOUSING CHARITABLE FOUNDATION (AMCF) BIG HEARTS COMMITTEE Regular and Associate Members Phoenix and Tucson Meet Monthly Raises money for and determines the direction of the association’s charitable causes. AMCF Big Hearts includes the Julie Hurst and Steve Peters Education Fund scholarship which is available to AMA members and their dependents for higher education. COMMUNICATIONS COMMITTEE Regular and Associate Members Meets Quarterly Reviews AMA communications including email communications to members, AMA website, Apartment News magazine, AMA public relations, social media, and marketing efforts. EDUCATION COMMITTEE Regular and Associate Members Meets 7 Times Annually Sets the direction of association education calendar including dinner meeting programing, working with direction from the trade show committee on the education conference.

EDUCATION CONFERENCE AND TRADE SHOW COMMITTEE Regular and Associate Members Phoenix Meets Monthly Jan.-Jun.; Tucson Meets Monthly Feb.-Sep. Plans and executes the annual trade show in Phoenix and Tucson. The committee determines the theme, plans special events, builds attendance and helps to market the event to the industry. GOVERNMENT AFFAIRS COMMITTEE Regular Members ONLY Phoenix and Tucson Meet Monthly Except July and August Determines the direction of the association’s lobbying and government relations activities, sets the policy direction for state and local advocacy efforts and works to educate members on legislation and regulations impact operations.

•D EVELOPER SUBCOMMITTEE Regular Members ONLY Meets Monthly Except July & August This Government Affairs subcommittee works with AMA lobbying team to provide direction pertaining to multifamily planning, development, construction and affordable housing related issues. MEMBERSHIP COMMITTEE Regular and Associate Members Meets Monthly Except June, July and December Provides energy, support and creativity that drives the recruitment and retention of membership. Mentors new members providing immediate connections and effective integration into the AMA. Makes recommendations and determination of member benefit programs.


SOCIAL RESPONSIBILITY COMMITTEE Regular and Associate Members Phoenix and Tucson Meet Monthly Partners with local, private, and public organizations to provide member communities with resources to create a better environment for staff, residents and neighbors. The Social Responsibility Committee includes the AMA Project S.A.F.E. and Smoke Free/Healthy Arizona Worksites Program (HAWP). TRIBUTE AWARDS COMMITTEE Regular and Associate Members Meets Monthly November-May Coordinates the nomination and judging process. Assists in the planning of an elegant awards gala through careful selection of theme, décor and program content. PHOENIX EVENTS COMMITTEE Regular and Associate Members Meets Monthly Plans and executes AMA signature events – Reverse Trade Show (March), AMA Golf Tournament (October) and Maintenance Mania (November).

CAMT, CAM, CAPS & NALP The AMA believes in the importance and impact that continuing education has on a career. Our industry is dynamic and always changing! The Arizona Multihousing Association supports our members who desire to pursue education by earning a professional certification from NAAEI. In an effort to support professionals who may require financial assistance to achieve a certification, the AMA awards over $7,000 in full and partial scholarships for our CAMT, CAM, CAPS, and NALP programs a year. AMCF Big Hearts Since 2005, the AMCF Big Hearts Committee and dedicated members of the AMA have raised over $1,000,000 to benefit at risk families and children of Arizona through the Arizona Multihousing Charitable Foundation (AMCF). In 2018, the funds raised through AMCF were distributed to UMOM New Day Center & Autism Speaks/SARRC in Phoenix, Our Family Services & Tucson Homeless Connect in Tucson, and the Julie Hurst and Steve Peters Education Fund scholarship statewide. Combining networking with fundraising, our AMCF Big Hearts Committees host annual fundraising events such as the Bowl-a-thon, Car Raffle, Silent Auction, Dollar-A-Door campaign, Gaslight Theatre, El Tour de Tucson, and Tucson Fun Run. Ambassador Program The AMA has opened applications for its Ambassador Program—AMA members must complete an application to be considered for the Ambassador Committee and complete the Mentorship Program. AMA Ambassadors perform many important tasks; most importantly, they help recruit and retain members, assisting the AMA in meeting its membership goals for the year.

• Mentorship Program The Mentorship Program is designed to ensure that Ambassadors fully understand the requirements of the committee and are trained to perform their roles within the AMA membership. Social Responsibility Committee Programs Project S.A.F.E. Project S.A.F.E. stands for Safety Awareness Family Education. Project S.A.F.E. is the AMA’s premier community program for properties to bridge the gap between their residents and their surrounding communities by providing high-quality safety education in a fun, family-friendly environment. Everyone can agree that a safe and secure home is critical to Arizona families. This program protects not only the residents and staff, but also protects the assets of our owners. It is a win for all involved. During the Project S.A.F.E. season from March 1 through August 31, properties hold events that bring their residents together to educate them on important and relevant community safety concerns. The wide variety of topics range from ID theft to cyber bullying identification and prevention as well as community and personal safety. After the events have concluded, the AMA recognizes the “Best Of” properties. Project S.A.F.E. is a proven, valuable program for property managers, staff, and residents alike. Residents and managers who have participated in Project S.A.F.E. have attributed many success stories directly to their participation in this program—from saving a drowning child to preventing a fire in a senior community.

Community Coalitions The mission of the Community Coalition Program is to lay a foundation of community awareness and involvement by providing educational meetings and networking to address the needs of the families and individuals who live and work within rental housing. The AMA Community Coalition program is a combined effort between the volunteer representatives from area properties, known as Coalition Coordinators, and the AMA. Meetings are scheduled over the lunch hour, and speakers are invited to share topics, issues, and resources that are relevant to community safety. Smoke-Free & Healthy Arizona Worksites Program (HAWP) A smoke-free property is healthier for the residents and the staff who work there. Smoke-free properties are less expensive to maintain, safer, and cost less to flip. In the last three years, the AMA partnered with Maricopa County to launch its statewide smoke-free program for the apartment industry. Using tobacco-cessation funding, the AMA is contracted to provide education and assistance to apartment owners, developers and managers regarding the dangers and health risks of smoking and to capitalize on the cost savings of going smoke-free. The AMA has also partnered with the Healthy Arizona Worksite Program (HAWP) which provides free training, tools, and resources to help management companies and businesses support employee health and wellness. The Julie Hurst and Steve Peters Education Fund provides funding for the employees of a company that is a member in good standing of the Arizona Multihousing Association (AMA) and their immediate family members. Immediate family members include children, spouse or dependent of a legal guardian. Administered by the Arizona Community Foundation (ACF), the Julie Hurst and Steve Peters Education Fund will distribute academic scholarships annually. The scholarships are for one year of undergraduate study for part-time and full-time students at an accredited college, trade/vocational school or university located in Arizona. Applicants may reapply in subsequent years to be considered for additional funding. The 2019 scholarship application opened January 3rd, 2019. Deadline to Apply: May 15th, 2019 History In 2015, the Arizona Multihousing Charitable Foundation decided to create a scholarship fund to provide post-secondary educational funding for the employees of AMA member companies in good standing, and their immediate family members. The AMA Board of Directors decided to name the education fund in memoriam, honoring Julie Hurst, a Senior Vice President with Riverstone Residential. Julie served on the AMA Board of Directors until her passing in 2012. In 2017, the AMA lost another dear friend, Steve Peters, a Senior Portfolio Director with Shelton-Cook Real Estate Services. Steve’s accomplishments in our industry inspired the Board to rename the fund to include his name. In 2018, the Julie Hurst and Steve Peters Education Fund scholarships were awarded to three participants—Madison Furnas, Daniel Sinclair and Kaitlyn Lockett. 54
