Building upon our successes of 2022 as AMA continues to flourish
The apartment industry in Arizona continues to flourish despite some record inflation and increasing rental occupancy. We learned during the pandemic, now two years in the rearview mirror, that AMA is a strong and cohesive organization. As an organization, we will undoubtedly face challenges in 2023 especially on the legislative and regulatory front.
However, plans have already been put into place to address some of the issues we will face. One is the Arizona Legislative Housing Supply Study Committee. It was formed to review data regarding the lack of adequate housing statewide. We look forward to several proposals focusing on ways to address the housing crisis.
In 2022 AMA defeated 18 legislative proposals that would have negatively impacted rental housing including rent control, rent caps and mandatory eviction mediation to name a few. We anticipate many if not all the proposals returning in 2023 and will be laser focused on
defeating legislation that is detrimental to the rental housing industry.
As we look ahead to 2023, we anticipate more positive changes. We will continue to see significant growth of our membership. We now have more than 360,000 units in membership and hope to grow by another 20,000 in 2023. We continue to be a top NAA affiliate for unit growth.
In 2022 the AMAzing AMA team won the NAA Affiliate of the Year Excellence Award. I could not be prouder of this team and what they do day in and day out for our members. Our members are in good hands.
AMA is a world class organization due in large part to our volunteer board leadership and many volunteers. Of course, this was on full display as we celebrated the 30th anniversary of the AMA/Cox Communications Tribute Awards in August. It was great to see so many members come out for that momentous event.
Providing leadership, relevant member events and education programs are 2023 Board goals
I am honored and excited to be taking on the role as 2023 Board Chair as the Arizona Multihousing Association begins its 56th year of being the voice and advocate for the state’s apartment industry. With the support of my fellow board members, I have no doubt we will deliver on and achieve goals we have set for the new year.
AMA provides leadership for Arizona business and government. In that regard, AMA will continue to be the “go-to” voice for Arizona housing issues. AMA has been among the top industry organizations in Arizona and will continue to be.
This includes advocacy for the industry through the Better Government Fund (BGF) and the Arizona Multihousing – Continued on next page

Courtney LeVinus AMA President and CEOAssociation Political Action Committee (AMAPAC). To help address the state’s housing supply crisis, AMA is an active participant in the AZ Housing For All program.
As a complement to its outreach, AMA is excited to announce that we will now be offering education programs for free to our members in 2023.We will have many of our regular favorites and add courses relevant to our membership including resident retention, appliance repair,
reading blueprints, and active shooter awareness, to name a few. Then there’s AMA’s events that include the golf tournament, lunch and learns, latte with a lawyer, trade shows, and the Tribute Awards.
With more than 100,000 new residents moving into the state each year, our industry will continue to be an economic engine. That translates to more than one million new Arizonans this decade, and about 10,000 new apartments each year to meet the rising demand for housing.
This organization is all about our members. My goals are to focus on regular member engagement at events and education as well as on the committees.
As your 2023 Board Chair, I will make sure we achieve those goals.

Q: What are your goals as Board Chair for 2023?
A: So many goals, so little time. At the top of my list for 2023 is increasing member engagement and it starts with our board. I’m excited to lead the charge on redefining how we show up for our members. Another goal that’s at the top of my list is putting a spotlight on the AMA’s value proposition. I look forward to working with my fellow industry leaders on increasing the awareness and appreciation of what the AMA does for its members.
Q: How do you see the Arizona apartment industry shaping up in the new year – do you foresee more runway or more headwinds?
A: With all indications pointing to a possible recession, we are definitely feeling the headwinds in both occupancy and rent growth. However, considering we’re coming off of nearly two years of record-setting rent growth, I see this as a return to normal historical trends. Even with a looming recession, the single most pressing issue facing Arizona’s apartment industry in 2023 is the ever-growing possibility of rent control. The key to combating rent control is to increase supply, but with NIMBY-ism on the rise, it’s getting harder for developers to get deals done. That said, I view this as a great opportunity to demonstrate the value of the AMA.
Q: What is driving interest in people who chose to live in rental housing rather than owning their own home? Amenities? Location? Convenience?
A: I don’t think it’s a secret that more people are choosing to rent rather than own, and the main reason is affordability. With the rising cost of home prices and interest rates, people are opting to rent. The freedom, flexibility, and affordability of renting are all compelling propositions.
Q: Is the industry seeing a shift in demographics as to who is now a renter vs. who is a homeowner?
A: As a developer of luxury leased home communities, we are seeing more renters by choice; they have good credit and can afford to buy but choose to rent. The reasons vary
from those wanting to wait and see what happens with the housing market, to those intentionally looking to downsize and simplify their lives so they can travel and not hassle with home repairs and landscape maintenance.
Q: Big cities across the U.S. for years have attracted people who want to live in an urban setting with numerous live-work-play amenities. Is Metro Phoenix seeing this movement as well?
A: As one of the top Sunbelt states, Arizona offers beautiful weather, a business-friendly environment, and affordability. All of those elements contribute to attract people from all over the United States. And while downtown Phoenix is still a draw, the suburban markets are seeing a lot of the growth as more people are working from home in some capacity.

AMA was founded in 1966 as a state-wide trade association to represent and serve the rental housing industry through legislative, legal, and regulatory matters. The AMA provides services, products, educational programs, networking opportunities, and helps to promote ethical, quality rental housing throughout Arizona. Guiding Principles
The Mission of the Arizona Multihousing Association (AMA) is to unite multifamily housing leaders in one trusted voice for Arizona’s rental community. The AMA is committed to supporting policies that advance the Mission, enhance the regulatory environment for the apartment industry and provide quality and affordable housing opportunities for the state.
1 Protect and Preserve the Arizona Landlord and Tenant Act
Preserve the statewide prohibition on rent control.
Oppose any efforts to upend the balance of the Act.

AMA Protecting the Industry and Addressing State Housing Shortage
The rental housing industry continues to face targeted attacks nationally and in Arizona. From the repercussions of the eviction moratoria to the specter of rent control, the industry is being directly affected by a rapidly changing regulatory environment that is becoming increasingly hostile.
Everyday, one can’t open the paper without seeing another hit piece lambasting developers or attacking rental property owners and managers. Political candidates at the state and local levels are building entire careers by taking dead aim at rental property owners. While a traditionally a pro-private-property-rights state, Arizona’s political landscape has changed dramatically, and with it, the surety that harmful policies like rent control won’t surface here.
Media outlets and state legislators continue to attack the eviction process as to fast, unfair, unethical and in need of so-called “reform” meant to diminish the rights of rental property owners. Rent control proposals – no longer bound to the geographical limits of New York, California and Oregon - have recently surfaced in Arizona. While thus far such ill-conceived measures have been defeated in the state Legislature, there has been increasing support both nationally and locally for bringing those policies to our doorstep.
Just look at this past year: Arizona legislators introduced eighteen bills directly aimed at the rental housing industry, including:
Five Rent Control bills introduced, including capping rental increases to 5% annually.
Three bills extending the eviction timeline and prohibiting owners from non-renewing a lease contract unless for cause.
Allowing a resident to opt-out of amenity fees including solid waste collection fees and smart home options.
Creating a statewide “Source of Income” class of residents and requiring owners to accept residents with government housing vouchers.
Requiring owners to use court created forms for all eviction-related notices and pleadings.
Allowing cities and towns to enact Inclusionary Zoning to require developers to set aside a percentage of their units for affordable housing.
While the Arizona Multihousing Association continues to be the most effective voice for the industry, attacks like these mean that defending and supporting the work of the AMA has never been more crucial – or more difficult.
The AMA is also taking the lead on addressing the state’s growing housing shortage. In 2022, the AMA spearheaded efforts to overhaul the myriad of layered zoning and land use regulations that have stymied the free market’s ability to address the growing demand across the state.
Ultimately, the AMA successfully passed legislation to create an eleven-member Housing Supply Study Committee to examine these barriers and recommend changes to the legislature in December.
With the Arizona Legislature set to convene in 2023, AMA leadership has outlined a proactive campaign meant to tell “our side of the story” to a full range of stakeholders – everyone from elected leaders to statewide media, to the business community, and most importantly to Arizona’s nearly 7 million residents. This comprehensive effort requires two things: Engagement by AMA members, and an increase in financial resources. The AMA is funding this effort by growing its Better Government Fund (BGF). While the AMA surpassed our $1 million goal in late 2020, the Board is determined to grow the BGF, ensuring our war chest never runs empty at the time that it’s needed most.
The BGF, established in 2010, historically has been used to protect the state’s apartment industry from harmful legislation, to support candidates for office who support the rental housing industry and to fund the legal fight against civil actions that would severely curtail private property rights or financially harm Arizona’s rental housing community.
Why does AMA need to grow the AMA Political Action Committee (AMAPAC) and the Better Government Fund (BGF)?
Nationally and locally, the political and media landscape is changing for rental housing providers.
The AMAPAC fund will be used to:
Support elected leaders who are open and receptive to issues pertaining to the apartment industry at the state and local level.
Preserve the statewide prohibition on rent control and inclusionary zoning.
Oppose efforts to diminish private property rights in Arizona.
Protect the careful balance of the Arizona Landlord-Tenant Act.
Oppose efforts to lengthen the eviction process or add unnecessary and costly regulation.
Support long-term solutions to increase the production of rental housing including affordable and workforce housing.
Independently engage in political campaigns to support candidates who understand and help solve the issues facing the rental housing industry and to oppose candidates who are hostile towards rental owners and private property rights.
Preserve key private property protections.
Prepare for impending litigation related to private property rights.
It is through AMAPAC and BFG that the apartment industry has a strong and unified voice at the Arizona Capitol and in city halls throughout the state. It is critical to have elected leaders who truly value what our industry brings to our state’s economy and who will work tirelessly to lead Arizona towards a bright future.
AMAPAC and BGF provide the organization with the resources necessary to combat legal, regulatory, and legislative issues aimed at harming the apartment industry. They support and advance policies to strengthen the rental housing industry.

INDUSTRY PARTNER COMMITTEE (IPC) MEETINGS
IPC Meetings are quarterly networking events for Industry Partner Members held at member properties in the Phoenix and Tucson areas. At each event, attendees get to learn how to do business with a new management company, preview a premier property, and network with peers. The AMA is looking for Regular Members to host an IPC event at one of their properties—hosting involves providing food & a tour of the property. AMCF BIG HEARTS
Since 2005, the AMCF Big Hearts Committee and dedicated members of the AMA have raised over $1,200,000 to benefit at risk families and children of Arizona through the Arizona Multihousing Charitable Foundation (AMCF).
In 2022, the funds raised through AMCF were distributed to UMOM
New Day Centers and SARRC in Phoenix, and the Resident Relief Foundation and the Julie Hurst and Steve Peters Education Fund scholarship statewide.
Combining networking with fundraising, our AMCF Big Hearts Committees host annual fundraising events such as the Bowla-thon, Car Raffle, Silent Auction, Charity Week, Dollar-A-Door campaign, El Tour de Tucson, and Tucson Fun Run.
AMBASSADOR PROGRAM
The AMA has opened applications for its Ambassador Program— AMA members must complete an application to be considered for the Ambassador Committee and complete the Mentorship Program. AMA Ambassadors perform many important tasks; most importantly, they help recruit and retain members, assisting the AMA in meeting its membership goals for the year.
Mentorship Program
The Mentorship Program is designed to ensure that Ambassadors fully understand the requirements of the committee and are trained to perform their roles within the AMA membership. It includes attending a variety of AMA events, one-on-one interviews with the Ambassador Chairman, and a commitment to maintain a high level of participation throughout the year. Upon completion, Ambassadors receive a certificate and an Ambassador name badge to identify them as they perform their many duties within the Association.
Welcome New Member
Select Ambassadors make calls to new members to follow up on the new member experience, and suggest ideas as to which of the many benefits of membership will be most effective for them.
Event Support

The Julie Hurst & Steve Peters Education Fund
In 2015 the Arizona Multihousing Charitable Foundation created a scholarship fund to provide post-secondary educational funding for the employees of the AMA member companies in good standing, and their immediate family members. The AMA Board of Directors voted to name the education fund in memoriam, honoring Julie Hurst, a Senior Vice President with Riverstone Residential. Julie served on the AMA Board of Directors until her passing in 2012. In 2017, the AMA lost another dear friend, Steve Peters, a Senior Portfolio Director with Shelton-Cook Real Estate Services. Steve’s accomplishments in our industry inspired the Board to rename the fund to include his name.

Apartment Maintenance Pathway Program
Training the next multifamily workforce
With double-digit growth expected in Arizona for general maintenance and repair workers, the multi-stage Apartment Maintenance Pathway program is preparing a future workforce for the multifamily industry.
The Arizona Multihousing Association is partnering with the Refrigeration School Inc. (RSI), Chicanos Por La Causa, ARIZONA@WORK, the City of Phoenix, AZP Multifamily, and the National Apartment Association in the six-week program.
Once participants complete the course – hands-on training based off the Certified Apartment Maintenance Technician (CAM-T) curriculum – they will be placed with AMA management company member companies for an eight-week paid internship program.
If both the candidate and the company find it to be a good find, a formal and permanent employment offer will be extended. Candidates will also have the opportunity to take their CAMT certification.
The program has placed over 20 individuals with maintenance careers in the multihousing industry!
The Apartment Maintenance Pathway program has two stages:
Stage 1:
The first stage is the training stage. RSI has partnered with ARIZONA@WORK to provide training for the Apartment Maintenance Pathway program.
Approved applicants 18 years or older can receive the six-week training course from RSI which includes certificate of completion from RSI and Certified Apartment Maintenance Technician Certificate from CAMT.
Stage 2:
The second stage is the paid internship which includes paid on-the-job training at $18/hour by the NAA Employer Partner or AZ@WORK for up to 8 weeks; and a paid internship location that will be based on the geographic location of the employer partner.
The focus of the internship is to give the candidate hands-on experience as an
apartment maintenance technician that can lead to a full-time job with that employer partner. These positions have competitive entry-level salaries and include full benefits in the $18 to $22 an hour pay range.

The AMA Community Coalition program is a combined effort between the volunteer representatives from area properties, known as Coalition Coordinators, and the AMA. Project S.A.F.E.
Project S.A.F.E. stands for Safety Awareness Family Education.
Project S.A.F.E. is the AMA’s premier community program for properties to bridge the gap between their residents and their surrounding communities by providing high-quality safety education in a fun, family-friendly environment. The wide variety of topics range from ID theft to cyber bullying identification and prevention, as well as community and personal safety. After the events have concluded, the AMA recognizes the “Best Of” properties for best use of theme, best flyer, and highest participation

Community Coalitions
The mission of the Community Coalition Program is to lay a foundation of community awareness and involvement by providing educational meetings and networking to address the needs of the families and individuals who live and work within rental housing.
