SHOW DAILY Government agencies discuss Counterfeit airbags at cic The Collision Industry Conference (CIC) hosted a panel of members from the National Intellectual Property Rights Coordination Center and U.S. Department of Homeland Security to discuss the pressing issue of counterfeit airbags with collision industry members on Tuesday, July 29 in Detroit, in hopes of further spreading awareness of the problem at hand. ● William Hayes, deputy special agent in charge, Office of Investigations, Michigan and Ohio The panel explained that through an initiative called “Operation Engine Newity,” personnel meet with multiple OEMs to discuss best practices of combating the growing threat of counterfeit airbags – parts that can possibly cause fatalities or severe injuries among motorists. These counterfeit parts not only have the potential to explode and harm motorists when deployed during a crash, but also may deploy prematurely during shipment, harming those aboard aircraft or in vehicles that transport the products. In addition, the products may contain harmful chemicals that can be fatal if ingested or touched. “We are very aggressive about this,” Florell explained to the audi-

ence. “This threat is out there, and [collision repairers] will be the ones who see it first.” The panel suggested that the best method to resolve issue is to secure the supply chain. To do this, department members will often make undercover purchases of counterfeit parts online – a primary source of false marketplaces – then seize the website and remove it from the Web. The department will then put a banner in its place that states the website has been seized by the federal government, in hopes of further educating the public about the risk of ordering parts from illegitimate marketplaces. However, panelists acknowledged that collision repairers also play a key role in preventing the spread of harmful counterfeit parts. While it’s sometimes difficult to dif-

ferentiate counterfeit airbags from OE with the naked eye, the panel encourages repairers to report suspicious items to the Intellectual Property Rights Coordination Center (www.iprcenter.gov). Industry members can further assist in resolving this issue by following these guidelines: ● Deal with reputable individuals when purchasing parts. If a part is extremely cheap, it is most likely counterfeit or stolen. ● Be wary of online marketplaces. Many websites mirror the design of OEMs or other reputable sources but may contain broken English or misspellings. ● Do not buy parts from China or Hong Kong, as 82 percent of all counterfeit goods seized come from these countries. ● Report counterfeit parts to www.iprcenter.gov.
CIC Announces Randy Stabler as New Chairman Collision Industry Conference (CIC) Administrator Jeff Hendler announced on Tuesday that Randy Stabler, owner of Pride Auto Body in Van Nuys, Calif., will succeed State Farm Claims Consultant George Avery as CIC chairman. Avery will officially pass the gavel to Stabler at the CIC scheduled at the SEMA Show in November, as that will be Avery’s last official CIC as chairman. Stabler will then handle CIC chair duties for 2015, starting in Palm Springs, Calif., in January.
SCRS Open Board Meeting Updates Industry on Association’s Activities The Society of Collision Repair Specialists (SCRS) held its open board meeting on Monday, updating the industry on the association’s latest topics of focus. Executive Director Aaron Schulenburg discussed members’ issue with rental days, specifically the formulas by which insurers determine how many days there should be and that many repairers believe those formulas produce unrealistic delivery dates. The matter has been transitioned to the CIC InsurerRepairer Relations Committee for more study and discussion. Schulenburg also discussed some recent commercials produced by Liberty Mutual which repairers felt were demeaning. SCRS felt the insurer promoted the campaign at the expense of the industry, and ul-

timately Liberty Mutual agreed, pulling the ads from the air. The issue of clearcoat blending has come up again too among members, said Schulenburg, an issue he thought had been cleared up by the OEMs and refinish manufacturers not approving of the procedure. “I feel like we’re back to the future,” Schulenburg said. “Ten years ago, no refinish manufacturer would stand behind that.”

SCRS ended up forwarding several documents from 2003-2004 to various insurers to support this stance. Schulenburg also announced that, for the first time ever, SCRS, as part of its Repairer Driven Education sessions at the 2014 SEMA Show, would be hosting an industry-specific full day forum on Wednesday of SEMA week called the OEM Collision Repair Technology Summit.
2014 I-car conference: driving excellence in technology The I-CAR Conference kicked off yesterday with the question, "Are you ready for 2025?" Ford talked about its F-150, and ensuing discussions centered on lightweighting, the changing DNA of the vehicle, and advanced electronics, communications and safety.

CIC Insurer-Repairer Relations Committee Discusses Rental Days On Tuesday, the Collision Industry Conference’s Insurer-Repairer Relations Committee discussed the controversial topic of rental days. The Society of Collision Repair Specialists (SCRS) first took up the conversation months ago when many members complained that formulas used by insurers to determine average number of rentals days often led to unrealistic expectations. SCRS thought it logical to transfer the discussion to the CIC Committee and pair it with a thirdparty study on the topic. One of the findings was that the variance in average rental days was quite large. According to Mitchell data, the number was 14.1. CCC Information Services data showed 11.3, and SCRS’ own data showed 14.28. Some of the findings of research done by UpdatePromise included: ● Average length of rental per state was 10.7 ● Ranged from high of 11.8 in the northeast to 9.1 in the northwest Out of data mined from the CSI of 8,000 shops, the findings were: ● The number of times a promise date changed had a direct impact on CSI ● Consumers will tolerate one to two promise date changes, but up

to 14 were observed among some shops. ● If a shop gave an expectation of when the car was going to be delivered too early, CSI diminished. ● If you offered a promise date in less than a day, it caused consumers to lose confidence. ● If you waited more than three days to deliver a promise date, consumer’s confidence was severely diminished. Panelists participating in the discussion included insurers, repairers and rental car company representatives. When examining whether rental coverage was extended by the insurer when the shop determined the car would not be delivered by the formula-derived promise date, repairers said “sometimes” and “sometimes not.” It was the “sometimes not” replies that brought the rental issue to the attention of SCRS. “Members brought this concern to us from Connecticut, Montana, Hawaii, Texas and Maryland where there were instances where you had carriers setting hard-and-fast formulas,” said Aaron Schulenburg, executive director of SCRS. “And when those times weren’t being met, the carriers came back to the

shop and said, ‘You didn’t hit this time limit and these are the days you’re responsible for paying for that rental. But the shop didn’t sell that rental coverage policy or didn’t profit from the sale of that policy. They’re doing the repair and there are things that come up in the process. There are numbers we can look at, but there’s a lot of flux in the system and lots of things that influence how long that repair could or should take. “We talked to one carrier regarding one of their formulas and how it fell outside of industry averages, and they knew that. They said, ‘Yeah, we understand, but we need to set higher expectations because our insurer competitors are also setting higher expectations.’ And I think there needs to be some point where we as an industry reconcile what we’re doing with the estimated average length of rental. Because, as a consumer, if we tell them it will be five days and it will really be 15 and we can do a better job of knowing that up front, we can do a better job of giving them a better experience. A longer repair is not going to make it a worse experience, but thinking it will be shorter and then it ends up being longer will make for a worse experience.”
