Housing Policy Matters…A Lot! As we hold committee and board meetings, attend functions and read industry literature, a clear challenge emerges for our members: the mounting regulatory burden that is challenging our capacity to build affordable market-rate housing. While regulatory impact may seem obscure to some, the burden really matters. Regulations now account for nearly 25% of the price of a new home. A mere 10 years ago, that burden was substantially less. We know that every $1,000 increase in the price of a home results in 2,000 fewer Twin Cities residents and 4,000 fewer Greater Minnesota residents able to purchase that home. There are several approaches BATC is deploying to address this regulatory albatross. One key is to get people elected both at the state legislature and in local government who understand our economics and will support housing. To that end, BATC was deeply engaged in the elections this November through Housing First with outstanding results. All 16 of our endorsees were elected (they are all housing champions); and 15 of the 18 candidates for which BATC provided independent expenditure support won. Four of the 15 ran for local office

– mayor and city council. We are now meeting with these champions to advance our agenda, which includes lessening the regulatory burden. The leadership of all four caucuses at the Capitol are well aware of BATC’s role in this election and it greatly strengthens our position. We have elevated BATC and home building in a dramatic way and we stand a chance to make headway this legislative session. We’re particularly excited to be working with the Minnesota Association of REALTORS® jointly on legislation. Together, we’ve developed a home ownership package that we believe will inspire action at the legislature and powerful support from our members. Our lobbying teams have already met with legislative leadership to share the initiative. Success in advancing a policy agenda in the modern age requires more than effective electoral efforts and powerful lobbying. In the rapid communication of today’s

world, it’s equally important to influence the public and influencers through issue advocacy. BATC will be using its Housing First Network in collaboration with a massive effort from the REALTORS to share the story of the importance of home ownership. Finally, successful public affairs efforts require an active grassroots network. Our legislative initiative and issue advocacy are bold and aggressive and we’ll be calling on our Home Builder Advocate Network (HBAN) to help us advance the cause. Please mark your calendar for February 23 for Housing Day at the Capitol, which we’re holding with the REALTORS. We’re anticipating record numbers of builders, remodelers, associates and REALTORS. Standing on some Pretty Big Shoulders As I begin the new year as your BATC President, I am humbled and excited for the opportunity to take on this new challenge. I’m truly grateful to the women and men who have gone before, those who have guided BATC with intelligence and passion, leaving me the much easier task of heading an organization that is strong, healthy and ready to face whatever the future may hold.

And I think our future is looking darned good for the next 12 months and beyond. Our political efforts were rewarded in November, with 20 of our 23 supported candidates winning their seats. This coterie of housing-friendly elected officials will help solidify our housing caucus and make the job of our lobbyists just a little bit easier. We’re seeing the overall economy continue a slow recovery, with forecasts for growth in home sales through the year. We may see a slight uptick in mortgage interest rates this winter, but on a positive note, that might just be the impetus to get more prospects into the market. And, while the nation remains divided, with the fall elections over, the government has a clear direction and hopefully will get down to business and fulfill the promise to

We’re prepared to assure you access to all the resources you’ve become accustomed to and much more. Need a sample contract? We’re also continuing to forge and solidify alliances with a number of key Minnesota business groups to support our common interests as we blaze a new trail, making new tracks. Forging alliances has proven exceptionally positive for BATC, and our next partnership is no exception. Working with

the REALTOR® Associations, we’re getting set for the biggest and most exciting Housing Day at the Capitol ever! We’re expecting hundreds of industry professionals to join us as we meet with our state legislators to talk policy, followed by a riproaring reception. This is really an event not to miss, so sign up now at BATC.org. Speaking of BATC events, we’ve continued to refine and grow all of our networking events. Over 750 members gathered together to celebrate the industry at last October’s BIG Night, our biggest awards gala in a decade. We expect April’s Builders & Remodelers Show to continue on a growth curve, and I know I’ll see a lot of you at this month’s Launch Party to hear Elliot Eisenberg share insights into the local and national economy. BUILDING INSPECTOR Peter Kulczyk Green Code Knowledge

Welcome to this new column in the quarterly BATC Digest. This is your opportunity to submit your residential construction and Minnesota building and energy code questions to be answered by a local building industry expert. We are pleased that Peter Kulczyk of Green Code Knowledge is available to answer your questions. Peter has three decades of extensive experience in the construction and building codes industry as an author and educator with extensive practical knowledge of residential building codes, energy codes and green building practices. His background includes working on staff with the International Code Council, as an instructor with the State of Minnesota Building Code Division, as a municipal Building Inspector and in various positions with residential and commercial construction companies in Minnesota. Peter is certified by the International Code Council as a Building Inspector, Plans Examiner, and Green BuildingResidential. He is also certified by the State of Minnesota as a Certified Building Official and Certified Instructor.

What is the difference between a Building Official, Building Inspector, Code Official and Chief Building Inspector?

The State of Minnesota Building Code (referred to as the “code”) only refers to the Building Official, who is the administrative authority of the code in his or her jurisdiction. Some folks refer to the Building Official as the Code Official. A Building Inspector typically works as a site inspector under the authority of the Building Official. In larger jurisdictions, there is sometimes a Chief Building Inspector appointed as a supervisor for the Building Inspectors. In many documents and training programs the four titles are often used interchangeably for convenience. In reality, it doesn’t make much difference what title is used.

Q

Does the code require that a proposed new house have a particular minimum square footage of floor area?

No. There is no minimum square footage addressed in the code except for some specific room areas within the house, such as 120 square feet of floor area for at least one room and 70 square feet minimum for sleeping rooms. A jurisdiction can establish minimum house floor areas in their local zoning code.

SO WHERE DO THE NUMBERS STAND? This legislative session, House Republicans will have a majority composed of 76 members compared to the 57 seats occupied by the DFL. One vacant seat (32B) will be filled on February 14th with a special election. In what was expected to be a fight to maintain the majority in the House, Republicans actually gained 3 seats from their previous 73-member majority.

As expected, the Republican caucus unanimously chose to keep Kurt Daudt (Crown) as the Speaker of the House and Joyce Peppin (Rogers) as Majority Leader (Joyce is a BATC Legislator of the Year). After six years as leader of the DFL caucus, Paul Thissen (Minneapolis) chose to step aside to allow new leadership. Melissa Hortman (Brooklyn Park) will take over the role of Minority Leader starting in January.

On the other side of the Capitol, the Minnesota Senate saw an unexpected change. For the past four years, the DFL held a 39-27 majority. In January the GOP will hold a 1-vote 34-33 majority. Despite the GOP caucus regaining the majority in the Senate, their current leader David Hann (Eden Prairie) lost in the process. Senator Paul Gazelka (Nisswa) was selected to take over the top job in the GOP caucus, while Senator Tom Bakk (Cook) will remain the leader of the DFL caucus.

BATC’S 2017 LEGISLATIVE PRIORITIES This legislative session, BATC will be working with the Minnesota Association of REALTORS® and other groups to advance homeownership at a price Minnesota families can afford through the Minnesota Homeownership Initiative. The legislation will emphasize first-time homeownership, greater efficiency and transparency in government decisions affecting housing, creating a better environment for construction of owner-occupied multi-family projects, and investment in construction industry workforce development programs.

Our marketing efforts, under the Parade of Homes, Remodelers Showcase and Artisan Home Tour remain immensely popular and highly respected. Yet we’re very aware that we cannot just continue the same old same old. We’ve been putting resources into understanding and adopting new media and online strategies that will help us meet the changing way families search, shop and make buying decisions. We’re investing in marketing to showcase the benefits of new and newly remodeled homes, with a goal of growing the pool of prospects ready and able to buy your homes and your remodeling services. On another front, we have joined with some 15 other construction groups to create

Project Build Minnesota, a recruiting campaign designed to bring young people into the construction field. This is a long-term effort aimed at students, teachers, counselors, policymakers and parents to showcase the amazing opportunities this industry offers. Stay tuned to the BATC Digest for further developments as we get deeper into this campaign. There’s plenty more to talk about, which I plan to do in the coming issues of BATC Digest, but please know that I and the rest of the BATC Board of Directors are committed to our association and our industry. Informed Marketing Last Spring’s research study designed to identify what BATC stands for (as opposed to what we fight against), also helped us better understand the motivations of new home and remodeling buyers. We’re paying close attention to these stats as we plan promotion for our 2017 tours. But even more important, this data will help us align our highly targeted digital Buy New and New and Newly Remodeled Homes Make your Life Better campaigns to key audiences as we promote our industry between tours.

Here are some of the key findings that you might find helpful in your own marketing: • • •

• Our promotional goal is to reach the most prospective buyers and housing-interested consumers possible, and then get them out to tour. Our prospects range from young millennials to aging boomers and almost everyone in between, and each group consumes information differently, which makes reaching our broad target audience challenging. Our solution is to diversify our media buy across a variety of channels, and augment it with a massive public relations effort. Read and see all about it in the new Brief!

22 percent of Twin Cities adults are thinking about making a move, and would consider new or newly remodeled homes when they do. Two-thirds of those prospective buyers believe that community is as important (1/3) or more important (1/3) than the home itself. These prospects trust BATC and they have confidence in the workers who do the hard work of building homes (carpenters, plumbers, roofers). 83 percent believe the decision to purchase a home to be very important or the most important decision you can make. 79 percent believe a strong housing industry is a very important part of the overall economy. The difference between an average year for home building and a great year is about three percent of our target audience of 240,000 households in the region. Currently, our target audience lives in the growth suburbs (44%) with 29% in stable suburbs and 27% in the inner cities. Of those folks, 33% already own a single family home, 25% own a multi-family unit, 5% used to own but now rent, and 37% rent. 55 percent want a larger home, 23% want a smaller home while 22% want a home of about the same size as they currently have. 58 percent want to stay in their current community, 19% each either want to move further out or closer to the core cities. 47% are looking for a home priced between $250,000 and $400,000, while 14% are looking at a price tag higher than $400,000.

Deserving Veteran Family Receives Helping Hand Jason served eight years in the U.S. Marine Corp, completed three tours of duty in Iraq and is currently serving in the Minnesota National Guard. After being discharged from the Marines, Jason returned to Minnesota where he found it tough to find a job. To complicate matters further, his wife Genella was experiencing medical problems due to complications from the birth of their son. Jason and Genella experienced financial difficulties and were not able to keep up with the expenses related to maintaining a home that was over 100 years old. The BATC Foundation, working with Rebuilding Together Twin Cities and Build Partner Soderbeck Design, was able to help Jason and Genella with some much needed repairs to their foundation, replacement of windows, flooring in the kitchen and bathroom, landscaping and a new set of home appliances. Jason and Genella’s home was also the focus of the BATC Foundation’s first ever BATC Member

Rachel’s Room We are delighted to be partnering with Special Spaces again to provide a “special space” to a very special little girl. Special Spaces is a non-profit that provides space makeovers for children with lifethreatening illnesses. This will be our third project with Special Spaces Minneapolis. This winter, Build Partner Ispiri will be remodeling a part of Rachel’s basement as a hang-out for Rachel and her friends. Rachel, who is 12, was diagnosed with severe Crohn’s Disease and a spinal malformation two years ago. Over the past two years Rachel has experienced many

hospitalizations related to her illness and continues to miss a lot of school. When she is able, she is active in Circus Juventas and theatre. She’s a world traveler, visiting Paris, Belgium and China. Rachel also loves music and sings in her school

choir. Rachel’s bedroom is tiny so she opted to have a room in her basement renovated to give her a place to do her homework, make crafts and watch TV with her friends. This project started in January so stay tuned for the “after” photos!

Foundation scholarship selections will give priority to those seeking to learn a construction related trade. This includes carpentry, HVAC, electrical, plumbing and others. Last year the BATC Foundation provided four scholarships ranging from $3,000 $4,000 each!

Green Path Energy Efficiency Conference The second annual Green Path Energy Efficiency Conference took place in October to a packed audience. The session started off with a forum on changes in energy programs by Xcel Energy, CenterPoint Energy and Minnesota Energy Resources (MERC). They did this by moving into the former Stock Lumber site in Oak Grove. They completed the move from Zimmerman in September 2016, and the new truss plant is on schedule to open in early 2017. With the addition of a truss operation and larger lumber yard in Oak Grove, ProBuild has added the perfect complement to their Lakeville locations. The Lakeville lumber yard, the millwork shop and design studio are one of the premier building material suppliers in the country, and will remain a destination for area contractors.

Gratitude is my Attitude Well, I have officially been your Director of Membership for a year now. What a great ride it has already been! The building community is such a special one. I think anyone who spends any time working within this industry understands that there is something different about the way we do things. When you attend a meeting at BATC, you may find a national builder, small volume builder, a boutique remodeler, a siding professional, a mortgage broker and an architect all coming together to brainstorm ways to grow our workforce or how to make the dream of owning a home come true. If you look at the agenda of any committee meeting, you will truly see that the decisions being made by the groups at BATC are changing

Over the past year, I have had the pleasure of talking to hundreds of members and nonmembers about their businesses, struggles, triumphs and plans for the future. It has been exciting and humbling. Exciting because I have gotten to be part of the ground breaking restructuring of BATC that so many of you have worked hard on. Throughout that whole process, I was hitting the roads making sure that our new members knew that our priority was (and always will be) our members and the growth of our local industry. New Spaces, one of our premier remodeling firms has been working primarily in the south metro for decades and is now positioned for growth into the western suburbs.

Bruce Ellenson Our deepest sympathy to the family of Bruce Ellenson who passed away peacefully on November 11th. Bruce had been a long-time BATC member, most notably representing Sears Contract Sales. He had been retired for several years and has been spending time with his grandchildren and on his boat “My Meds” navigating Lake Minnetonka. He will be missed.

Paul N. Steiner Paul N. Steiner, founder of Steiner and Koppelman, died at home on November 4th. Paul retired nearly 20 years ago after a long and successful homebuilding and commercial real estate career. He started building homes for GIs returning from WWII in Hopkins and ended his career as one of the region’s most recognizable builders of high-end residences. He proudly accepted one of the first Reggie Awards in 1958. Our deep sympathy to his family and friends.
