Legislative Leaders Echo BATC-Housing First Priorities Leaders of BATC-Housing First Minnesota recently attended the Minnesota Chamber of Commerce Session Priorities dinner on the opening day of the legislative session. This annual event draws more than 1,700 business and policy leaders from across the state. It’s the who’s who of state and local politicians, lobbyists and interest groups. Gov. Mark Dayton addressed the assembly, and following his remarks, a panel featuring all four major legislative leaders from both parties discussed key issues for the session. Senate Majority Leader Paul Gazelka (R), Senate Minority Leader Tom Bakk (DFL), Speaker of the House Kurt Daudt (R) and House Minority Leader Melissa Hortman (DFL) participated in the panel. Here’s what’s tremendously heartening…our top two legislative priorities – workforce and regulatory overreach – were touted by our legislative leaders. Our industry’s top priorities this session are simple: First, we need a much stronger focus in our state highlighting construction careers. Let’s return technical education to our high schools and correct our state’s overemphasis on four-year degrees. Most importantly, let’s create a cultural movement that reminds us all that working with our hands to create and build is a noble way to earn a living. This is a message we’ve been highlighting for several years as we’ve created Project Build Minnesota, a collaborative organization of construction associations with a goal of showing students, parents, counselors,

faculty and administrators what a wonderful career path our industry provides.

Second, let’s talk realistically about the hits to housing affordability that our overeager regulatory environment creates. Legislative leaders acknowledged that we need to remove barriers to business success and regulate appropriately. This, too, is a drum we’ve been beating for half a decade.

How rewarding to see that our efforts are in fact making a difference. BATC-Housing First Minnesota has played a central role in elevating these issues. We’ve spent the past five years aggressively lobbying these two issues, promoting them via issue campaigns, covering them as we engage in electoral advocacy and sharing our story in face-to-face meetings with key state influencers. Other business groups have helped and collectively we’ve begun these movements.

ASSOCIATION COLLABORATION After another wildly successful Housing Day at the Capitol with more than 320 attendees, we continue to feel optimistic that our industry message is being heard at the Capitol. This powerful day on the hill was the result of our strong partnership with the Minnesota Association of REALTORS® and the passion of all our members who bring housing to the forefront of Minnesotans’ minds. Next up, we hope you’ll join us for Housing Day at the Fair this August. This day is another great event that we share with the REALTORS® to celebrate our industry while helping spread the word about the importance of housing in Minnesota. Project Build Minnesota continues to be a focus as we collaborate with other construction-related associations and business groups to address the industry’s workforce challenge. The construction industry represents one of the top segments of the Minnesota economy, and Project Build

Minnesota’s efforts are addressing the need for skilled labor in the field. We’re asking our legislature to step up, support this cause and help Minnesotans realize the importance of this industry to our economy.

2018 Legislative Session: Housing Industry Priorities Advancing Following a successful 2017 legislative session, BATC-Housing First Minnesota once again teamed up with the Minnesota Association of REALTORS® to create a handful of proposals aimed at addressing the workforce crisis, regulatory burden and affordability for first-time buyers.

Since the beginning days of the legislative session, the reception from the public and legislators has been very supportive.

Construction Workers Wanted It is clear that the labor shortage is among the biggest obstacles facing our industry and that this is a long-term problem. BATC-Housing First Minnesota has joined with The Builders Group, Minnesota Builders Exchange, Associated Builders and Contractors and several other organizations to create Project Build Minnesota. The goal of Project Build Minnesota is to remind folks that mastering a trade, for those that enjoy working with their hands and building things, is a smart choice. With the help of significant donations and contributions from industry members, Project Build

Minnesota plans to move ahead in 2018 with its first round of marketing. The industry-wide campaign will work to educate Minnesota’s young adults, their parents, teachers and counselors about the career paths available in construction and that it is a noble, exciting way to build communities and shape people’s lives. BATC-Housing First Minnesota and ABC have worked closely with legislative leaders, Rep. Regina Barr (Inver Grove Heights) and Sen. Rich Draheim (Madison Lake), to ask for financial support for Project Build Minnesota.

Reducing the Regulatory Burden for Minnesota Families SF 2567, a bill that would reduce the regulatory burden for Minnesota families, was heard in the Senate State Government Finance and Policy and Elections Committee on March 2. BATC-Housing First Minnesota President Tom Wiener (Cardinal Companies), regulatory affairs manager, Nick Erickson, and legal counsel Peter Coyle testified in support of the bill. “The various regulations relating to stormwater rules, building code, energy code and all of the land use requirements add up to make building an affordable home extremely difficult, and sometimes impossible,” Wiener said. The legislation would provide a mechanism to review proposed regulatory rules that have a cost impact of $1,000 or more. This would allow a committee of either the House of Representatives or the Senate to do a cost benefit analysis on rule changes. “The primary driver of the high cost of housing in our state is the multitude of local, regional and state regulations,” said Erickson.

“City fees, Met Council land policy and rulemaking processes for the wetland conversation act, construction stormwater permit, building code, energy code, plumbing code and electrical code are all examples of rules processes that impact housing. And while we have confidence in the technical expertise in each of the agencies and rulemaking processes, we simply aren’t seeing an emphasis on the broader affordability impacts that these accumulating rules create.”

SF 2567 has been laid over for inclusion in an omnibus bill and is expected to be heard in the House of Representatives in the near future.

No More Sprinklers During the 2017 Legislative Session, the sprinkler mandate for twin homes was conformed with the BATC v. DLI courtcase. The impact of this legislation was positive and immediate. “The sprinkler mandate added between three to eight percent to the price of twin homes,” said Nick Erickson, regulatory affairs manager. “These added costs came at a time when other regulatory changes from the state added roughly an additional $15$20,000 in construction costs.” In February, Erickson testified in the House Job Growth and Energy Affordability Policy and Finance Committee as he shared the positive impacts.

Presenting the State of Housing to the Senate BATC-Housing First Minnesota executive director David Siegel had the opportunity in March to share the “State of Housing: The Homebuilding & Remodeling Perspective” presentation with the Senate Agriculture, Rural Development and Housing Policy Committee. “There’s good news as Minnesota’s housing industry continues to climb out of the housing crash,” said Siegel. “However, housing affordability and workforce challenges present a real threat to our housing market and economy. Addressing the challenges of the housing industry must be an all-hands, bipartisan effort.” During the 30-minute discussion with the committee, Siegel presented data on single-family permits and discussed the price point distribution from 2006

Advocating for Homeownership as Minnesota Addresses Tax Conformity BATC-Housing First Minnesota has been engaged in the federal tax conformity discussion that is occurring at the state Capitol in response to the Federal Tax Cuts & Jobs Act (TCJA) enacted in December. TCJA made numerous changes to the federal tax code, including provisions affecting current and prospective homeowners. As the legislature considers changes to Minnesota’s tax code, we will be there representing the interests of our members, including being strong advocates for homeowners and homeownership.

Building Code Technical Advisory Groups The Minnesota Department of Labor and Industry (DLI) is engaged in review of a wide range of codes affecting new construction. To assist the department, it formed several Technical Advisory Groups (TAGs) to provide insight. Since mid-January, TAGs have been hard at work reviewing the proposed changes to Minnesotaâ&#x20AC;&#x2122;s building codes. Representatives of BATC-Housing First Minnesota were appointed to the Code Administration, Energy Code, Residential Building Code and Structural Code TAGs and have been providing input on the various code changes from the perspective of home builders and homebuyers. The TAGs completed their work in mid-March. Recommendations for each code topic will be presented to the Minnesota Construction Code Advisory Council later this year. DLI Commissioner Ken Peterson will consult the recommendations of the TAGs and Council before presenting Minnesotaâ&#x20AC;&#x2122;s draft building codes.

Governor’s Housing Affordability Task Force

Last December, Gov. Mark Dayton formed a task force to examine the high cost of housing in Minnesota. BATC-Housing First Minnesota has attended meetings of the task force as well as its Homeownership Work Group, including testifying at multiple workgroup meetings. Participation in the task force has allowed BATC-Housing First Minnesota to frame the discussion around increased housing affordability for all Minnesotans and demonstrate the strength of its advocacy program. In March, BATC-Housing First Minnesota responded to the task force’s call for proposals by submitting solutions to address the problems of surging regulatory cost and the industry-wide labor crisis. The proposal called for funding of Project Build Minnesota by the legislature (HF3810/SF3430), the passing of BATCHousing First Minnesota’s regulatory reform bill (HF3044/SF2576) and for local governments to wave local regulations for publicly funded housing projects.

Water Quality Report Released For the past year, a workgroup made of state agencies and interested parties has been examining how various state agencies should approach water refuse rulemaking. The Minnesota Department of Health issued the report resulting from this effort in early March. While not a binding rule, this draft report outlines standards from which future water reuse rules will be based, including stormwater reuse for irrigation and water reuse within a home. The report also included a breakdown of which state agency has authority over a specific water reuse rule, water quality standards and additional criteria for water reuse. In October, BATC-Housing First Minnesota asked the interagency workgroup to take a step back from the draft report, noting concerns over the process and questions about the research used to develop the final report. In addition to the comments submitted on behalf of the industry, Nick Erickson, regulatory affairs manager, participated in several work groups discussing the report.

Housing First Minnesota Files Brief in Support of Harstad in Suit Against Woodbury’s Fees

Housing Affordability Institute

In February, BATC-Housing First Minnesota submitted a friend-of-the-court brief in support of Twin Cities developer Martin Harstad’s suit against Woodbury’s traffic fees. Harstad sued the City of Woodbury in 2015, contending the city’s Major Roadway Assessment fees, which are used to pay for anticipated but not confirmed traffic-related improvements throughout the city, were not permitted under state law. In September, the Court of Appeals upheld a lower court’s ruling that these fees are unlawful.

BATC-Housing First Minnesota staff and the steering committee of the Housing Affordability Institute, formerly known as the Legal Defense Fund Committee, have been working to establish the new entity. Watch for more news in Q2.

The Minnesota Supreme Court granted Woodbury’s petition for review in November. Rochester-area developer and BATC-Housing First Minnesota member Frank Kottschade and the National Association of Home Builders joined BATC-Housing First Minnesota in submitting the amicus brief. The Minnesota Supreme Court has not yet set a date for the hearing.

MnDOT and City Zoning The Minnesota Department of Transportation (MnDOT) Aviation Unit has spent the last several years working on legislation to reaffirm its role in zoning in communities across the state. The State of Minnesota requires cities with or near airports to account for the airport traffic when zoning. Zoning in these communities must meet the standards set by MnDOT. MnDOT‘s aviation unit and BATC-Housing First Minnesota’s advocacy team met to discuss the legislation and the overall role the department plays in zoning in communities across Minnesota.

Among the many topics discussed were Minnesota’s regulatory environment, the construction workforce shortage and the role of the Metropolitan Council. BATC-Housing First Minnesota has invited all major gubernatorial candidates to meet with the task group of housing industry leaders and will continue to elevate housing as a priority during the 2018 elections.

Hundreds of BATC-Housing First Minnesota builders and remodelers

participate in the Parade of Homes, Remodelers Showcase and Artisan Home

Tour every year. Our home tours are designed to connect our members to local consumers and showcase why new and newly remodeled homes are the best choice. But have you ever wondered how we got to our 70th year?

The first Minneapolis Parade of Homes was held with 12 homes in Edina – home to the first baby boomers

1949

Where Dream Homes Come True became the official Parade of Homes slogan and the logo was updated for a fresh 90s look.

1995

Parade of Homes celebrated 50 years with a commemorative logo.

1998

ParadeofHomes.org added resources and searches for builders and remodelers to provide year-round functionality.

The first official Parade of Homes logo was introduced. The custom chrome-look lettering was oh so 80s!

ParadeofHomes.org created an online digital tour guide. The Foundation’s Dream Home program began with two exclusive high-end homes selected as fundraisers for the charitable arm of BATC-Housing First Minnesota. The $5 entry fee helps raise dollars to support their work building and remodeling homes for families in need.

The Remodelers Showcase was folded into the Parade of Homes family.

Completes Renovation for Homeward Bound The BATC-Housing First Minnesota Foundation/HomeAid Twin Cities and build partners, Minnesota Rusco and Contract Interiors, celebrated the completion of their latest project for Homeward Bound this January. The project included the renovation of two bathrooms and new flooring in a Brooklyn Park residence that houses 32 individuals with disabilities. These renovations will allow for much easier access and safety measures within the bathrooms. The durable, high-quality carpeting will provide a more welcoming environment for many years to come.

The BATC-Housing First Minnesota Foundation/HomeAid Twin Cities is well underway with our latest renovation for Avivo. Four units of an eight-unit brownstone apartment building in Minneapolis are receiving a complete overhaul with the help of build partners, The Kingdom Builders and Crystal Kitchen Center. The updates include new flooring, paint, millwork, cabinets and appliances.

AVIVO specializes in proving services to women who find themselves struggling with chemical addiction relapse, co-occurring chemical and mental health diagnoses, homelessness, criminal backgrounds, and a desire to re-unify with their children. This facility houses women along with their children as they engage in recovery.

If you read this article every quarter, you have probably caught on that we love our members. All 1,200+ of you bring something unique to the table. I’ve spent hundreds of hours meeting with new and existing members as part of my job. Every single one of you has a story to tell and a priority that is special to your business. That being said, pretty much every single one of you has a desire to belong to something bigger than you, spend time with other industry professionals and network with individuals who may help you in the success of your business. Hello! The Member Bash is your chance! As most of you know, we are big on business around here at BATC-Housing First Minnesota. Generally, if we have an event, there

is some element of business or education pinned to the top of it and networking becomes a natural outgrowth. But the Member Bash is JUST about celebrating you and getting together to socialize and network in a casual environment. We will not be giving an economics presentation. We will not invite OSHA to present on workplace hazards. We will not be discussing the impact our elected officials have on our business. We will not be talking about land development issues. However, we will be enjoying adult beverages, eating amazing food (probably from a cute little food truck), playing games for Member Bucks, indulging in ice cream treats and listening to good music. Just some good, old-fashioned celebrating YOU … our favorite member! (Don’t tell the other members that you are our favorite!)

Here at BATC-Housing First Minnesota, we really enjoy a good party. And when I say we really enjoy a good party, I actually mean that we live to party. Have you always wondered what it would be like to hang out with a dozen puppies? Us too. So we did it! Ever wanted to find out if that guy you know from BATC-Housing First Minnesota events band is any good? Us too. So we brought them in! (Newsflash, they were awesome.) Ever wanted to stand around outside in beautiful weather with a beer in one hand and an ice cream sandwich in the other? Us too. So we invited all of our BATC-Housing First Minnesota members and did it. Do you know what I’m talking about yet? Time to get excited about the Member Bash!

Kayla joined BATCHousing First Minnesota in January and helps coordinate Contractor University’s online and classroom continuing education courses for contractors, realtors and building officials. In addition, she will assist in carrying out the annual Artisan Home Tour and help support the Minnesota Green Path program. She previously worked as the marketing director for UTVS, the student television station the St. Cloud State University, and was the assistant to the sales team and event manager for Finance & Commerce. Kayla recently bought a home in Forest Lake with her husband, Tommy, where they love spending time with their son, cat and new puppy. She has a passion for photography and enjoys being able to remodel their new home. Welcome, Kayla!
