A Strong Finish to 2017 Labor Day is behind us, the first day of school has come and gone, the State Fair is over, and we’ll be driving hard to finish strong in Q4 of 2017. Even as we plan to close out the year with energy, I find myself reviewing our accomplishments thus far in 2017, and planning already for 2018.
David Siegel BATC Executive Director
But perhaps even more broadly, fall seems like the right time to reflect on how we are doing as an industry and as your industry trade association. Is BATC/Housing First Minnesota creating value for you as a member? Are we on top of industry trends and is our periscope up for future challenges you will face? Are we relevant? If BATC/Housing First Minnesota went away, would it matter? How can we create more value for you and make the business environment even more favorable for your success? These are the difficult yet inspiring self-reflective questions those of us in leadership at BATC/Housing First Minnesota ask ourselves. As I ponder these questions, I’m pleased with the answers. I’ve had several members tell me the value of membership in BATC/Housing First Minnesota has never been greater. That feels good. It’s our goal every day to deliver advocacy, marketing, connections and education that elevate our industry and your business. I think we’re doing that well. We are indeed on top of industry trends, whether it’s home interconnectedness (the Internet of Things), virtual and augmented
reality, the workforce shortage or regulatory codes. Most importantly, we’re not just tracking these trends, we’re trying to figure out how to respond to them in ways that benefits members. I do believe we are relevant. As your industry association, we are achieving collectively what no single member could accomplish. Whether that’s our charitable work through the BATC Foundation, our advocacy work, our workforce development efforts, awards, or industry and marketing events, we are focusing on doing together what no one homebuilder or supplier could accomplish alone. Your staff team and your elected Board of Directors take our responsibility to lead this industry very seriously. We put great time and energy into our efforts because we truly want to make a difference. We hope you close out 2017 in strength and that 2018 brings you continued success. We’ll not only be rooting for you, we’ll be working for you, and serving you, in the year ahead. We are humbled, honored and proud to be your industry association. Let’s finish strong and rise to even greater heights in 2018.
David Siegel, BATC & Housing First Minnesota Executive Director

a word from our president
We are Building Minnesota At every BATC committee meeting I attend, and virtually every industry function I’m at, the central topic of conversation is workforce. My generation had vocational training (shop class) in junior high and high school. These opportunities to explore the “what do you want to do when you grow up” question are no longer provided in our schools. Bob Michels I’m so pleased that BATC and our advocacy arm, Housing First Minnesota, identified this as an issue two years ago, and began laying the groundwork for a comprehensive, industry-wide effort that we call Project Build Minnesota. BATC, the Minnesota Builders Exchange, Associated Building Contractors and TBG Education Foundation have stepped forward to lead this effort, and we have made great progress. Working with Bolin Marketing, we conducted extensive primary and secondary research to develop the right messages for parents, students, counselors and teachers. We’ve used that messaging in building out our Project Build Minnesota website, which showcases career opportunities in our industry.

The site continues to grow as more content is added regularly. We also exhibited at the Minnesota School Counselors Association conference this spring, and plan to attend the Minnesota School Boards Association annual conference this winter as well as the conference for the Minnesota Association of Secondary School Administrators. We have a number of other organizations that are engaged as well, including the BATC Foundation, The Builders Group, TBG Education Foundation, Northwest Lumbermans Association, Minnesota Utility Contractors Association, several local builders associations and the Builders Association of Minnesota. have a powerful marketing plan developed and the four leading organizations are now seeking the funding to achieve it. Many BATC members have stepped forward to provide funding for this effort, and we particularly want to thank our lumberyards for their engagement and financial support. In addition, BATC and our partners are making state funding for this effort a priority in 2018. We will be seeking some state workforce development dollars to tell the great story of careers in our industry. Watch for more information and get ready to talk about this issue at Housing Day at the Capitol in the spring.

a word from our president
Speaking of the Capitol, 2018 brings with it one of the most important elections of the past several decades. After eight years in office, Governor Dayton steps down and the top elected seat in Minnesota becomes open. There are more than a dozen major candidates for the office and here’s what really exciting – Housing First Minnesota is interviewing all gubernatorial candidates to understand their thoughts on the regulatory challenges facing housing and to gauge their view of the need to build safe, durable homes at a price families can afford.
So far this year, I’m truly proud of what we’ve achieved. We were deeply engaged in elections one year ago and brought housing friendly legislators to the state house. That combined with our elevation and advocacy growth led to the most successful legislative session in our history. We held our first Housing Day at the Capitol with the Minnesota REALTORS, which was a smashing success. We’ve launched Project Build Minnesota to address our industry’s workforce issues. We rebranded and launched BATC’s advocacy efforts as Housing First Minnesota. We launched the new, statewide industry newspaper, Housing Industry News.
We held two outstanding Parade of Homes/Remodelers Showcases and a hugely successful Artisan Home Tour. We formed a new Legal Defense Fund for our industry and were engaged in the Harstad v. Woodbury case, a landmark legal effort on behalf of our industry. Our Foundation built a beautiful, new house for homeless veteran families, and expanded a facility for emotionally challenged young men in St. Michael.

We enhanced our reserve policy to ensure that BATC/Housing First Minnesota stays strong even in the face of economic challenges.
I’ll close by thanking our outstanding volunteer and staff leadership at BATC/Housing First Minnesota. It really is a privilege to lead such a forward-thinking association. n

We had a full audit of our association so our leadership, staff and members can be confident we are a best-in-class organization.
These changes came about because of the vision of our members and leaders to become engaged housing advocates in our state’s political and court systems through strength. We want to share this vision and our strength with everyone in the state of Minnesota. We want to get all building industry members engaged to make safe, affordable and durable housing for our neighbors a political priority. We look forward to mutual cooperation to build a strong Housing First presence throughout our state. Our board and staff are committed, are you?

STATE AUDITOR REBECCA OTTO (DFL)
Housing Discussions with Gubernatorial Candidates Begin The race to Nov. 6, 2018 has already begun. And highlighting next year’s election will be the race to succeed Mark Dayton as governor. The Housing First Fund views the race as one of the most important opportunities for the housing industry in many years. Our industry has changed a great deal since 2010 when Gov. Dayton first came into office. At Housing First, we are looking at this as an opportunity to elevate our industry, and work to be a part of the conversation about where our state is going.

We are inviting all candidates for governor to meet with a task group of industry leaders to talk about housing issues, regulatory pressures and our workforce challenges. We know that regardless of who is elected, we need to be able to communicate the key issues that are facing the housing/construction industry. We are optimistic that our invitation to the candidates will be a great place to begin that discussion!

Housing Laws Now in Effect Two major housing initiatives that were passed by the Minnesota Legislature and signed into law by Gov. Dayton during the 2017 legislative session became law Tuesday, Aug. 1.
Remove Barriers to Developing Owner-Occupied Condos/ Townhomes HF1538 (Chapter 87), amends the Minnesota Common Interest Ownership Act to provide for construction defect claims.
The Law Does the Following: •
Requires that a Homeowners Association mail each member of the association the nature of construction defect claim, the relief sought and the HOA proposal to fund the litigation.
•
Requires the Homeowners Association to receive majority approval from its members to proceed with a construction defect claim.
•
Prior to any construction defect claim, both parties must agree to mediation.
•
The association’s board of directors shall prepare and approve a written preventative maintenance plan,
maintenance schedule and maintenance budget for the common elements. The association shall follow the approved preventative maintenance plan. •
Expands the definition of a construction defect claim to a “civil action or an arbitration proceeding based on any legal theory including, but not limited to,...the loss of use of, real or personal property caused by a defect in the initial design or construction of an improvement to real property that is part of a common interest community, including an improvement that is constructed on additional real estate.” Representative Dennis Smith (R-Maple Grove) and Senator Kari Dziedzic (DFL-Minneapolis) were the chief authors of this legislation.
A Housing First Minnesota task force has assembled a Common-Interest Community work plan that will be made available to all BATC Members and Housing First Minnesota subscribers.
Public Notice for Housing Moratorium
The Law Does the Following: •
Requires a 10-day notice and a public hearing before enacting a moratorium that would regulate, restrict or prohibit activities relating to housing.
On Monday, May 15, Gov. Dayton vetoed HF 330, a bill that would have required public notice prior to the implementation of a housing moratorium. In his veto letter, Gov. Dayton stated: “Should a subsequent bill provide for a majority vote instead
of two-thirds, I would reconsider this legislation.” Housing First Minnesota continued to work with legislative leaders and the governor to find common ground on this issue in the closing days of the legislative session. And with that, the provision was included as part of the Jobs and Economic Growth Omnibus Bill, SF 1456, that Gov. Dayton signed into law. Representative Jim Nash (R-Waconia) and Senator Dan Hall (R-Burnsville) were the chief authors of this legislation.

Industry Leaders Discuss Labor, Regulatory Pressures Housing First Minnesota leaders hosted two of Minnesota’s members of Congress, Rep. Erik Paulsen (CD-3) and Rep. Jason Lewis (CD-2) to discuss the labor challenges and regulatory pressures facing the housing industry. Congressmen Paulsen and Lewis serve the highest growth areas of the state, where their constituents are impacted by the inventory and costs associated with these challenges. These conversations provide opportunities for deeper policy discussions, with the hope that over time the industry engagement with our congressional delegation will lead to a more balanced regulatory structure and labor market.

Regulatory Affairs Update It has been a busy summer on the regulatory affairs front at both the state and national levels. Department of Labor and Industry Preparing For New Codes
Townhome Maintenance Plans Now Required
At its summer meeting, the Construction Code Advisory Council (CCAC) discussed the 2017 Legislative Session, including fee reductions, changes to the contractor recovery fund and the BATC v. DLI technical fix.
When the housing industry’s common interest communities reform bill became law on Aug. 1, it added a requirement for developers of townhome and condos. The new law, part of the Minnesota Homeownership Initiative, requires developers to present the homeowners’ association with a maintenance plan when turning the homeowners’ association (HOA) over to residents.
Scott McLellan, Minnesota’s chief building official, also provided an update on the upcoming code changes. DLI staff have begun assembling a list of code changes and will work with interested parties to assemble their Technical Advisory Groups (TAGs). The CCAC will officially appoint TAG members at an upcoming meeting, with the TAGs beginning their work after the first of the year. The 2018 Residential Building and Energy Codes are expected to go into effect in the first quarter of 2020.
The maintenance plan requirement, which applies to common areas only, is now in effect for any HOA changing hands on or after Aug. 1, 2017. Housing First Minnesota has prepared a sample maintenance plan, which BATC members can access on the BATC website.

Remodelers Worry New Lead Paint Rules Will Make Home Renovations Unaffordable The Minnesota Department of Health (MDH) unveiled its proposed rule governing lead renovation, repair and painting (RRP) requirements in July, and many remodelers worry about its impact on the remodeling industry.
Housing First Minnesota has been leading on this issue, fighting for affordable home renovations and our remodeler members by: • •
The state’s proposed RRP Rules governing remodeling and renovation practices in pre-1978 homes will replace the Environmental Protection Agency’s (EPA) RRP Rule in Minnesota once adopted. Remodelers estimate that the cost of renovations to pre-1978 home will skyrocket. Initial estimates are that under the language released in July, RRP project costs would at least double in cost.
• •
Organizing a coalition of groups to ask MDH to revise its propose rules. Meeting with senior EPA officials, sharing the concerns of our remodeler members. Demonstrating to MDH the cost of its proposed rules. Proposing reasonable alternatives to MDH.
The Minnesota Department of Health met with interested parties in late August and is in the process of revising the proposed rules based on feedback from Housing First Minnesota. We will issue a revised cost analysis in late September and have committed to working with the Department of Health to ensure remodeling of pre1978 homes remains affordable.
Minnesota’s Proposed RRP Rules at a Glance: • Renovations and remodeling projects in Minnesota would adhere to Minnesota’s RRP Rule. • Minnesota Department of Health will enforce rules locally. • Cleaning and extra staffing make for costly labor charges. • Exceptions made for property owners doing work themselves. Final adoption of Minnesota’s RRP Rules is expected in 2018. Check blog.batc.org for updates.

Minnesota Looking To Increase Stormwater Permit Fees Construction Stormwater Permit fees could increase under a proposal from the Minnesota Pollution Control Agency (MPCA) as the agency looks to increase its fees for water quality program. The proposal to increase water fees comes after a report from the legislative auditor recommended the MPCA increase fees to cover the costs of its programs. MPCA sought public comment on its proposal this summer. Specific details on the increase in construction stormwater permit fees was not included in the information provided by the agency. Housing First Minnesota submitted comments on behalf of Minnesota’s housing industry, asking MPCA to consider the additional cost pressures the Construction Stormwater Permit, permanent stormwater management and related fees place on prospective Minnesota homebuyers. MPCA is currently evaluating and responding to the comments it received.
Controversial Federal Water Rule Rescinded The Trump administration announced in late June that it will repeal the Waters of the United States (WOTUS) rule. WOTUS, enacted in 2015, gives the Environmental Protection Agency and the Army Corps of Engineers the ability to protect “navigable waterways,” the effect of which has been delays and costly federal permits to build or modify lands near covered waterways. The main criticism of the WOTUS rule is that it includes an expanded definition of federally-regulated waters that includes canals, collection ponds, ditches and isolated wetlands that are nowhere near the waters it was intended to protect.
2018 Construction Stormwater Permit The MPCA is in the final stages of preparing the 2018 Construction Stormwater Permit, a draft of which is expected to be released in September. MPCA has said that other than a new format to the permit, few changes are in the works that would affect homebuilders and developers. Once the draft 2018 Permit is available, the MPCA will seek public comment before moving onto the final stages of rulemaking. The 2018 Permit will go into effect immediately upon its final adoption, which MPCA is hoping to complete later this year.
New State Minimum Wage Released On Aug. 17, the Department of Labor and Industry released the updated statewide minimum wages, which go into effect on Jan. 1, 2018.

Twin Cities Homebuilders Cautiously Optimistic About 2018 Minnesota’s homebuilders are in the middle of their best year in a decade, leading to an optimistic outlook for 2018, according to a survey from BATC and the University of St. Thomas.
NEW HOME DEVELOPMENT IN COTTAGE GROVE, MN
The survey, which is a partnership between the University of St. Thomas and the Builders Association of the Twin Cities, polls the same panel of 35 industry leaders annually in June and again in December about their expectations for the upcoming year in six key areas of the housing market. “The industry leaders we poll every six months are actively engaged in studying both the demand and supply side of the housing market,” said Herb Tousley, director of real estate programs at the University of St. Thomas. “Since they are involved in creating new housing units and adjusting supply-to-demand conditions, these individuals are close to the actual changes taking place in the market.” While builders are feeling optimistic about 2018, affordability issues and increased mortgage rates leaves builders a bit cautious as well.
Housing Starts: 65
Square-foot Sale Price: 74
Up from 61 in December 2016, the increase indicates a high expectation that the number of single-family housing starts will show a marked increase in 2018.
An increase of two points from December’s score shows continued expectations that home prices will continue to increase.
Land Prices: 23
Availability of Finished Lots: 60
Builders’ confidence in land prices fell sharply on indications are that the rate of increased land prices will accelerate in 2018, with higher land prices affecting home affordability.
The nine-point increase shows builders share increased optimism that there will be an increase in the availability of finished lots in 2018.
Cost of Building Materials: 24
Mortgage Rates: 28
The outlook for the expected increases in the costs of building materials continues to persist, increasing costs to buyers. These expected increases in costs could affect affordability, reducing the number of new homes built.
Unchanged compared to December, builders continue to expect mortgage rates to increase in the next 12 months. The affordability issues created by higher rates could put a damper on building activity.
The housing index scores from 0 to 100, with 50 being no change. Higher numbers mean respondants are more optimistic about the next six months, below 50 signals concern.

Although the code generally requires building permits for just about all structures, there are specific exceptions noted in Section MR 1300.0120, Subpart 4, “Work exempt from Permits,” that exempt “painting, papering, tiling, carpeting, cabinets, countertops and similar finish work” from requiring a building permit.

Many code officials are not concerned about replacement of cabinets and interior finish items, but they become concerned when the kitchen and bath projects start to involve the removal of interior walls (bearing and non-bearing); or they change the floor covering from a simple vinyl floor to a ceramic tile or quarry tile and maybe now they have changed to top riser height of a stairway that leads from this remodeled room to a basement below; or they change to a heavier floor covering that might exceed the design load of the existing floor systems; or they cut or alter the floor system for new plumbing or HVAC without considering structural loading;

No. The construction provisions in the code are generally written as a conventional document, within prescribed limits, and referred to as a prescriptive code. Building components such as footings, foundation walls, studs, joists, rafters, sheathing and many others have limitations based on criteria that has been established over decades of practice. When a building of otherwise conventional construction contains structural elements exceeding the limits of the code, then these elements must be designed in accordance with accepted engineering practice. For example, many components, such as engineered wood and metal trusses, engineered wood structural panels, pre-cast concrete floor and wall panels may have engineered data provided by the manufacturer. If the building official of the jurisdiction has determined that some elements of the structure exceed the limits of the prescribed code, or that additional information needs to be provided to show how an engineered element works with adjacent conventional construction (such as pre-cast concrete plank for an attached two-level garage), then the building official has the authority to require a design professional at no cost to the jurisdiction.

In the first chapter of the Minnesota Residential Building Code, Section MR 1300.0030, Subpart 2 (Application), it states “The State Building Code is the standard that applies statewide for the construction … of structures … governed by the code. The State Building Code supersedes the building code of any municipality.” In other words, the local municipal building official (or building inspector) “can render interpretations of the code but these interpretations shall comply with the intent and purpose of the code.” This language in the code also implies that the municipal building official cannot make the code more or less restrictive.

No. The building code does not address how long a weather-resistive exterior barrier material, such as a house sheathing paper, can be left exposed prior to the application of the cladding material but the manufacturer’s installation instructions probably do.

leading people
LEADING PEOPLE: The Foundation of Business Strategy Business success is built on a foundation of getting people to work together as a great team toward a common goal. Unfortunately, only about 20 percent of employees feel they are part of a great team. Great teams require strong leadership combined with clear people strategies and effective tactics. As labor markets tighten, it is essential to the success of your business to attract, retain and engage the right people. Unsure of how to achieve that in a demanding labor market?
Jerry Olson Resultants For Business Jerry@theresultants.com I help leaders gather great people and inspire them to achieve top performance, resulting in accelerated bottom-line results. This happens when the right people are in the right seats and are all working together toward a compelling vision. I also help leaders align people strategies with organizational strategies and more
Here are five strategies that can make an immediate difference in your business.
ONE
Attract the Right People.
Many business leaders and hiring managers believe they are great judges of character so rather than investing time and resources into proper interviews, they rely on their intuition and personal traits to choose the right people. Unfortunately, it was discovered that the very crucial requirements of the position were almost always vague and in some cases, completely missing. That hiring manager’s false confidence and lack of knowledge of the position likely means he will hire the person he likes rather than determining if he or she is the right person for the job. So, what does the “right person” really mean? To develop specific characteristics of the “right people” for an organization, it is important to start with the company’s Core Values. What mission does the business stand for or believe in? What behaviors support those beliefs? Taking the time to develop strong Core Values with accompanying belief and behavior statements provides a concrete set of criteria that can be used to attract and select the right people.

TWO
effectively lead, manage and hold people accountable.
Market more. Recruit less.
Smart business leaders market their company as a great place to work long before they have an open position. Companies should run ongoing marketing strategies based on their Core Values to attract people who share those values (the right people). Employers who do so always have a ready source of candidates who know them and want to work for them, resulting in less frantic recruiting for an open position. When a position becomes available, a list of interested candidates who share the Core Values already exists. Most businesses have clear strategies and dedicated resources for marketing their products or services. Put similar efforts and resources into marketing your company as a great place to work as well. When these marketing strategies are based on your Core Values, you’ll be attracting the right people. And, even better, the investment in this effort is modest when compared to the cost of open positions, undone work, missed opportunities and bad hiring decisions.
www.theResultants.com Resultants For Business (RFB) provides instruction and curriculum for BATC’s Leadership Institute. RFB is a business advisory firm serving entrepreneurs as a catalyst for breakthrough growth; helping owners and their management teams implement the framework, disciplines and tools proven to make companies great.
THREE
Be more engaging.
How many people in your organization dread or are less than excited about coming to work and just show up out of habit? How many are excited to work towards a common goal and are actively engaged in helping drive the company forward? Get people excited about your vision. Determine the “WHY” of your business. Simon Sinek’s “Start With Why” presentation can provide more clarity on this. Search for it on YouTube and view it during your next leadership team meeting to ensure everyone is on the same page before attempting to drill it down into the organization. Exceptional leaders are the “Chief Story Teller” or “Chief Evangelist” for their organization. They set and communicate long-term targets, paint the picture of the preferred future, bring people together to set annual objectives and set clear, short-term goals aimed to move the organization toward the vision. Telling the story of your preferred future and working together to create goals and objectives provides clear expectations about the vision and direction of the company.
Lead more.
FOUR Manage less. Too often people are promoted to a leadership position because they excel at their current position. These individuals may know the functions of the position through and through but that doesn’t necessarily mean they are effective at leading people. Far too often, there are unclear and unknown expectations about leading people, setting the new boss and his or her new department up to fail. With minimal leadership expectations and experience, the new boss manages the work rather than leads the people doing the work. Even worse but just as common, the boss slips back into doing the work rather than leading. Instead of leading by doing the work, lead by setting clear expectations about behaviors and accountability. The behaviors, or the “HOW,” should be based on the organization’s Core Values. Set clear expectations about the results to be achieved in each job aka, the “WHAT.” Measure behaviors and results against the stated expectations.
Do you want to be a leader with an engaged team that is excited about pursuing your vision? Are you ready to be in the top 20 percent of companies successfully accomplishing their mission with great people? Start practicing these five strategies and you’ll propel your team and your business forward toward your preferred future!
FIVE
Hold people accountable.
Stop punishing them. The average boss typically spends too much time punishing poor performers. Unfortunately, employees are often uncertain about the reason for the punishment due to unclear and unstated expectations. Far too often, managers want help fixing their performance review system because they believe it’s too difficult to complete annual evaluation forms for their employees. This usually means they don’t know what to say or measure because clear expectations weren’t set at the beginning. With clear, agreed-upon expectations about vision (direction), values (behaviors) and results, holding people accountable is easy. Measuring feedback and accountability for top performers provided with clear expectations early on, can be as simple as the boss asking, “what were the results of your work compared to the expectations we agreed upon?” as well as simple follow-up questions such as “what will you do differently to improve the results?” and “what obstacles are in your way and how will you overcome them?” With average to poor performers, the discussion and questions might be more challenging but should still be direct and measurable. In all cases, the discussion should be about expectations to meet, obstacles to overcome, resources needed to achieve the results and related consequences. In this setting, employees are never punished, rather they enjoy the rewards of achievement or the consequences of failure.

or they add or change windows that may need to be safety glazing (tempered glass); and in some situations that I have personally dealt with in the past, the builder assumes (incorrectly) that the kitchen project allows them to reside or reroof the house.
BATC'S 2018 HOSPITALITY SUITE
When I am accepting permit applications for kitchen or bathroom remodeling, I will typically run through a list, such as the items above, with the builder (permit applicant) to see if any of these applied to his or her project. If the project really was only a simple remodel that involved changing out the cabinets, sink, tub or toilet (water closet), then I would often not require a building permit but I would inform the applicant that they may need to obtain a separate permit for the plumbing, mechanical or electrical. If the applicant was modifying some walls or the floor loading, or installing some new glazing, then I would probably require a building permit for those items, but I would only base the permit on the installed value of those items. I believe the practice by some municipalities to require building permits for replacement of cabinets and interior finish items is not appropriate and possibly outside the intent of the building code. With that said, the Minnesota code does not make any reference to “Courtesy Permits” as noted in your question. On a related note, the Minnesota code charges the local municipality (building official) with establishing permit fees. In Section MR 1300.0160, it does note that “Fees established by the municipality must be by legal means and must be fair, reasonable, and proportionate to the actual cost of the service for which the fee is imposed.” Generally, this language implies that the permit fees are to cover the cost of the inspection service, which also means that a certain percentage of that fee probably goes toward the inspection staff technical needs (computers), transportation and support staff.

Artisan Home Tour Four Years Strong When BATC launched the Artisan Home Tour in 2014, our goal was twofold. First, to respond to requests from members who wanted a high-end tour that would give profits back to the industry. But every bit as important was the need to continue to grow and refresh BATC’s consumer brand. By adding a ticketed tour showcasing truly top-tier homes—the haute couture of residential construction—we’re reaching a wider consumer audience while solidifying our position as the best local resource for new and remodeled homes. We hoped to begin turning a profit after three years (we reached that goal in two). And, while reaching our financial goals, we were still able to donate almost $80,000 to the BATC Foundation over the past four years. Now, with significant growth in visits/ticket sales, the Artisan Home Tour has

St. Michael Project The BATC Foundation teamed up with Minnesota Design and Construction to update a kitchen and address safety issues in a group home run by the Saint Michael Foundation, a charitable organization established to provide financial and educational assistance to individuals with developmental delays. David Siegel BATC Foundation Interim Executive Director
There are four residents at the St. Michael Foundation-Ash House. They are a lively group of hardworking men with special needs who love to cook and spend time in their kitchen. The existing kitchen was a tight fit when occupied by two individuals. Since all residents must be accompanied by a staff person when preparing meals, there were always at least two people in the kitchen at a time.
@davidsiegel1 David@BATC.org
The kitchen entryway was near a set of stairs, which posted a safety concern when multiple people were occupying the kitchen. The St. Michael Foundation staff was especially concerned with the location of the stairs for one blind resident in the home. Minnesota Design and Construction is working to alleviate some of these issues and provide much-needed space for these young people by building an addition at the back of the house to enlarge the kitchen and dining areas. Along with their love of cooking, the men in the Ash House have a love for the St. Michael-Albertville High School football games. These super fans try to make it to every home game, so it was a natural fit when Earl Bauman, retired shop teacher, former St. Michael-Albertville football coach and owner of Minnesota Design and Construction, Inc., became the Build Partner on this project. This project is set to be complete in mid-October. Everyone involved from the BATC Foundation, the St. Michael Foundation and Minnesota Design and Construction is eager to see the finished project.

A New Home for Veteran Families This summer, the BATC Foundation and build partner Lennar worked in collaboration with the Minnesota Assistance Council for Veterans (MACV) to build a five-bedroom residence to house veteran families as they transition from homelessness. Owned and operated by MACV, the home is a special place for veteran families as they receive the support and tools they need to get back on their feet.
The project, an accessible, high-tech single-family home designed and built by Lennar and its charitable partners, was completed in just nine weeks. It is the first home MACV will operate that provides housing for homeless veteran families. It was also featured as a special Dream Home during the Fall Parade of Homes. The progress of the MACV home was livestreamed online and gave everyone who watched a look at the hard work and dedication put into the project. On Saturday, Sept. 9, representatives from Lennar Minnesota, the BATC Foundation and MACV, along with Sen. Foung Hawj, Rep. Sheldon Johnson, Connie Haddeland representing Rep. Betty McCollum and Kurt Johnson representing Sen. Amy

Klobuchar, shared their appreciation for the dedication and work put into the home at a key ceremony. “It may seem like a tiny drop of golden rain in the bucket to some people, but it means a lot to the people on the east side of St. Paul,” said Sen. Hawj. At the key ceremony, guests were invited to tour the 3,791-square-foot home featuring five bedrooms, four bathrooms and a detached two-car garage. The MACV home is intricately designed to accommodate wheelchair access with laundry, island kitchen, great room with its full height stone fireplace, owner’s suite and private bathroom all on the main level. It also features Lennar’s exclusive Wi-Fi certified program.

“
As you walk through, reflect on the skill, pride and passion all the tradesmen put into this home,” Bill Burgess, division president of Lennar Minnesota, said at the key ceremony.
Nearly everyone can think of a person or family member who has devoted their efforts or even their life to our country and freedom. The MACV home is meant to be a sign of appreciation, from all the participants involved to the veterans and their families who have fearlessly served this country. “This home displayed and revealed the most important things that I’m proud of, and that’s really the spirit of America and the spirit of Americans,” Burgess added.
Get involved!
If you’re interested in working with the BATC Foundation as a build partner for future projects, please contact Shelly Barrett at Shelly@BATC.org
While in the home, residents will work with MACV case managers who give homeless veterans the support and confidence to once again find success for a brighter future. The hope is that this home will function as a safe haven for veterans and their families during their period of transition.
Shelly Barrett BATC Foundation Coordinator
For more than 25 years, the Minnesota Assistance Council for Veterans has been assisting homeless veterans. MACV currently operates more than a dozen homes for single adults across the state and offers a variety of comprehensive services to help these men and women move ahead with their lives.

A Unique Industry Every quarter when the time comes around to write up my Digest article, I am forced to reflect on the last few months and what sticks out to me regarding membership. As I wrap up my second year at BATC, the first thing that comes to mind is pride in what we have accomplished. And I really mean the allencompassing “we” of the industry. Kristina Mahler As BATC members, we have accomplished a sense of success. The past 18 months saw a lot of change within our organization. We restructured and reworked our entire membership after making the decision to leave our state and national affiliates. We believed our value would grow and our members would continue to support the cause. Now, as we find ourselves a year out from the changes, I could not have imagined a more cohesive and healthy transition. As Director of Membership, I am often asked about this decision. To the point where you might think I would get tired of answering, but the opposite is true. I am so proud of the strategic steps and smart decisions made by our Board of Directors and staff. It is a group of forward thinkers who are focused completely on what is best for the Minnesota building
industry, not just what is best for BATC. As an industry, we have continued a steady pace of growth. We are building the foundations of new communities and remodeling existing ones to make them stronger than ever. The men and women working in the building industry are the perfect example of what our country is based upon. Hard work, innovative ideas and cohesive mindsets that create a forward moving cycle. The work being done by our Advocacy team is ground breaking and people are sitting up and taking notice. BATC/Housing First MN has become a major player up at the Capitol and we are already thinking ahead to the next round of elections. One of my favorite things that we are accomplishing is our Workforce Development initiative. As we all know, Baby

UPDATES Norbord’s “Thank a Framer” Campaign Recognized Unsung Heroes of Construction Norbord launched its “Thank a Framer” campaign to show its appreciation for framers who work tirelessly to build the structures that house our families, and to inspire the next generation of men and women to take up their tools. As part of the “Thank a Framer” campaign, Norbord donated $100,000 to the Home Builders Institute which will go toward training and educating new construction professionals to help ease the labor shortages that are afflicting the industry.

Minnesota Standard Showplace Rebrands to SPS Kitchen & Bath Showrooms Minnesota Standard Showplace has recently rebranded all of their showrooms and will now operate as SPS Kitchen & Bath Showrooms. This change was done to create consistency for their customer base, as most know them as SPS. The showrooms will still provide the same great products and services to builders, designers, plumbers and remodelers throughout the region.

CONDOLENCES Jim Stanton
John B. Rajkowski
Our deepest sympathy to the friends, family and colleagues of Jim Stanton, who died June 15. Jim held a wide range of industry leadership roles and has received several awards for his service with BATC. He was the 2010 recipient of BATC’s Robert L. Hansen Award for industry service. Jim was a leader in elevating the housing industry and will be greatly missed by all who knew him.
Condolences to all who were lucky enough to know John Rajkowski, who passed away on Aug. 21 after a courageous battle with cancer. John worked for the State of Minnesota for 21 years and was a skillful lobbyist who developed strong relations with legislators. Our thoughts are with his friends and family. He will be truly missed.
