Spring Progress

As we look back at the second quarter of 2024, we see progress in big and small gains.

In our work at the Capitol and with the building code update process, we encountered challenges on the labor and climate change front, but we succeeded in improving the most concerning versions of these proposals. And while our zoning initiative stalled at the end of the session in conference committee negotiations, we advanced further than we have in decades of this work to bring more housing choices to our market. This progress is important as we work to expand homeownership and protect our industry.

Perhaps the biggest progress of all was the growth of our grassroots network, as well as our coalition of organizations advocating for zoning modernization. Housing First Minnesota is the leading voice and convener, but we cannot do this alone. Our growth in creating an expanded coalition, as well as industry engagement, is a critical next step toward solving the housing supply crisis. Our thanks to all who took the time to connect with their legislators on behalf of this important legislation!

Outside of the Capitol, we saw progress on the charitable front as our Housing First Minnesota Foundation broke both its fundraising and attendance record at our April Gala. The generosity of so many in our industry was tremendous to see as our Foundation grows as a leading philanthropic organization in our community.

Finally, our work to modernize Housing First Minnesota for the future continues as we develop our digital platforms to better connect the industry and

enhance our home tours. This work is challenging and ongoing, but so critically important. Our Parade of Homes digital app launched successfully in Q1, and we are excited to extend this to the Artisan Home Tour in the fall.

As members of the housing industry, we know how important it is to work the plan and to celebrate progress along the way. The same holds at Housing First Minnesota, where we are thankful for all of our members who continue to help us grow as we look to the future.

2024 Legislative Session Recap

WHERE DOES HOUSING STAND AFTER THIS SESSION?

The 2024 legislative session officially concluded in May after a rollercoaster ride in both the House and Senate. Throughout it all, your Housing First Minnesota advocacy team worked around the clock to advocate for the housing industry and ensure action taken by the Legislature would positively impact the future of homeownership in Minnesota.

Session kicked off in February and the early days included the announcement of the “Minnesotans for More Homes” initiative. This package, introduced by a bipartisan cohort of legislators, attempted to address the housing crisis afflicting the state by allowing the construction of more homes of all types and price points.

One of the largest and most diverse coalitions ever seen at the Minnesota State Capitol supported the initiative. Housing supply, affordability, land use, and zoning reform truly took center stage in St. Paul for the first time in decades.

Unfortunately, this agenda was met with fierce opposition from local governments. Their lobbying organizations argued legislators should prioritize “local control” and legislative leadership ceded to their requests. Nevertheless, the foundation for land use reforms was established for next year’s legislative session.

Additionally, Housing First Minnesota led a successful industry defense against an array of issues including:

•The creation of a paint license

•The creation of a new housing tax

•A dramatic expansion of the residential energy code

•The banning of single-family-for-rent construction

•A mandate on electric vehicle chargers in single-family construction.

The only opposition issue to advance is a new independent contractor test for the construction industry. Housing First Minnesota mounted a comprehensive defense throughout session including testimony from multiple industry experts and attorneys, an array of amendments to improve the bill, and a wave of industry grassroots engagement.

Ultimately, the Legislature and Gov. Walz pushed forward despite broad construction industry opposition, and the bill was then signed into law. Housing First Minnesota plans to organize educational opportunities to help our members understand and comply with the new law.

Overall, the Housing First Minnesota legislative team led the industry defense and served as a convener in the housing and homeownership advocacy discussion.

We thank you for your support throughout the session and we look forward to the continued conversations about protecting the industry and advancing homeownership opportunities for all Minnesotans.

TOP ISSUES You Need to Know:

PASSED: New criteria for independent contractors

Despite broad construction industry opposition, a new independent contractor test will be implemented for the construction industry. The previous nine-factor test will now be a 14-factor test. Additionally, severe penalties will be imposed for violations.

NOT ADOPTED: Licenses to purchase paint

Language was proposed to require paint contractors to complete an exam in order to buy certain types of paint. The language was discussed, but never heard in committee in either chamber.

ONGOING: Changes to the residential energy codes

Dramatic changes to the residential energy code were originally included in a larger omnibus bill proposal, but no changes will go into effect this year. Expect further discussion on this issue in the coming years.

NOT ADOPTED: Single-familyfor-rent construction ban

A ban on single-family-for-rent housing has been argued in previous legislative sessions.

Housing First Minnesota staff worked closely with legislators to gain clarity and an exemption for builders and developers who do this type of residential construction. The bill was not passed.

PASSED: Changes to the Minneapolis 2040 plan

After a court dismissed the 2040

Comprehensive Plan, city developers and environmental groups worked together to earn a legislative fix. Housing First Minnesota supported the language, and the bill was passed.

NOT ADOPTED: Electricvehicle requirements in new residential construction

Following new requirements for EV infrastructure in commercial and some multifamily projects, new legislation was proposed that would require EV-ready infrastructure in new homes. The language was ultimately not adopted.

Despite slowdown, construction industry reports some improvement in market conditions

A recent survey of regional construction firms by the Minneapolis Federal Reserve shows that despite a broad slowdown in construction activity and falling revenue, better days may be ahead. The survey gathers input from construction firms across the region and construction sectors including, nonresidential/ commercial, infrastructure, residential, and industrial. Housing First Minnesota is a participating organization in the survey.

According to the Fed, firms that reported worsening revenues year-over-year outnumbered those reporting improving revenues in its April survey. Many firms also reported significantly higher labor and material costs exceeding 5%.

Despite this, the share of firms reporting worsening revenues fell since the spring 2023 survey, as did the share reporting significantly higher costs. The residential sector reported the biggest improvement in firms expecting to see revenue increases.

When asked about revenue and profits compared to one year ago, 41% of the responses reflected that high construction costs and the inability of firms to pass those cost increases on to clients have led to flat or shrinking profits.

Price increases were similar across different sectors and different types of work. However, among respondents from the Twin Cities, there were significantly fewer firms

that reported price increases — compared to the rest of the district.

According to the Fed, a Twin Cities plumbing supplier reported in the survey that manufacturers appear to be returning to the “standard once-a-year 3-5% increase.” Most have halted the pandemic-era practice of twice-a-year price hikes, he said.

While on a snapshot basis, the reports don’t look great, by comparison, there is significant improvement in several areas compared to the previous survey. That could be why the industry remains mostly positive with half of respondents saying they were optimistic about the next several months ahead.

NEW ENERGY STAR ® WINDOWS: ACCESSIBLE AND AFFORDABLE

In 2023, ENERGY STAR updated its windows specification for the first time in nearly eight years, raising performance by 18% to achieve ENERGY STAR certification. The difference is considerable and comes with considerable confusion. To help Minnesota builders sort through the changes, Xcel Energy reached out to ENERGY STAR to discuss the new requirements and debut its new search tools.

“There’s a big jump in U factor performance with Windows, version 7 so everyone’s concern is meeting that standard with the right product,” explains Doug Anderson, program manager for ENERGY STAR Windows, Doors and Skylights. The U factor measures how much heat a window allows to pass through it. “We created a window finder tool that has over 1,300 window product lines from over 100 product manufacturers. There’s a wide variety.”

The tools Anderson is referring to let the user select products suited specifically to Minnesota’s climate that are made by companies selling products in their geographic area. Filters include:

•Category (Window, door, skylight)

•Climate zone (Search by zip code)

•Company (All brands available)

•Product Type (Double hung, casement, etc.)

•Frame material (Wood, vinyl, steel, etc.)

• Most efficient (Ranked by efficiency)

Anderson points out that there is no correlation between higher cost and better performance and that a short search can help narrow the field.

“With a little shopping, you can find affordable, high-performance products,” he says. “Just because it’s high priced does not mean it has great thermal performance.”

While some builders are choosing triple-pane windows to meet the new requirement, Anderson explains that triple panes are not required to meet the Version 7 criteria. He says there are high-performance double-pane options and other trade-offs that will work. He recommends comparing prices and warranties and choosing at least doublestrength or heat strengthened 3mm glass for durability. He also cautions that windows facing east and west with a higher solar gain can mean higher temperatures in the summer.

Rob Buchanan of Xcel Energy’s Energy Efficient New Homes program, which works with builders to create higher efficiency homes, adds that manufacturers will react to market demand.

“The more builders and consumers ask for better selection and price among high efficiency windows, the greater selection we’re likely to see,” Buchanan says.

Considerations for MN

•Windows have a wide range of prices – high cost does not mean high-performance.

•Triple-pane products are not required to meet V7 criteria.

• Consider high performance double-pane as an option.

• Use Northern zone trade-offs.

• EPA analysis estimates a $50-$75 price increase for triple-pane windows.

•Compare prices and warranties. (Manufacturer and glass warranties)

• No callbacks for failed IGU (Insulating glass unit) seals or collapsed glass IGUs.

• Request at least double-strength (or heat-strengthened glass) 3mm glass.

Submitting an award-winning entry

Your hard work deserves recognition! Here are our best tips to knock your individual or company award submission out of the park.

1. Read through the requirements.

With a slate of new awards and updates to our criteria, make sure you familiarize yourself with what’s required before you start — eligibility, categories, fees, dates/deadlines, evaluations/scoring, selection, and who the judges are (if applicable).

2. Gather materials.

You may need to gather customer testimonials, photos, floor plans, or information from multiple people within your organization to complete the entry form.

3. Start early.

You don’t want to go to the work of putting together a submission only to miss the deadline. Make sure to allow time for drafting, review, photo selections, editing, and, if needed, client approvals.

4. Go into detail.

Take full advantage of the maximum word counts and photos allowed — the more content you provide, the better judges can comprehend the scope of your submission.

5. Get personal.

Make your submission memorable and unique. Tell the judges why you made certain decisions, what obstacles you overcame, or how you collaborated with partners. Share what sets this entry apart from the others and back your claims with evidence.

6. Save an external file.

Compile your submission in a Word Document before starting the online submission process. That way, if your internet connection is interrupted or you must finish later, you don’t lose any hard work.

7. Get ready to celebrate.

UNDERSTANDING THE 4 TYPES OF NEW-HOME BUYERS

The quest to understand new homebuyers in our ever-changing housing market is a continuous journey. Despite the digital age’s transformative impact, many traits of these buyers remain surprisingly consistent. Erick Martinez, executive vice president and owner of Blue Tangerine, shared his insights at this year’s International Builders Show in Las Vegas, highlighting the firm’s latest research that boiled down today’s homebuyers to four main groups.

During an educational session at the event, Martinez presented the results of a survey that captured the sentiments of 500 individuals. These respondents had either purchased a home after 2020 or were planning to buy one by 2025. With a high confidence level — boasting a 95% confidence interval and a margin of error of just ±3.9 percentage points — the survey offered robust insights into current homebuyer preferences.

Martinez’s research distilled today’s homebuyers into four primary groups, each with distinct preferences and behaviors. Notably, the survey revealed that a substantial 74% of new-home buyers still prefer to complete their purchase in person. However, 40% of respondents expressed a desire for some steps of the buying process to be conducted online. With each buyer having different preferences there is a greater need to set your sales strategy to meet the needs of each buyer.

Preferrers prioritize working with a homebuilder during the buying process. These respondents say they’ve identified certain homebuilders they’d like to work with, research these builders, and trust their builder to advise them during the buying process. They want the best, and that means a new home that looks like it has been designed by a professional.

Blue Tangerine’s survey revealed four types of current and prospective homeowners. They differ with respect to how they want to work with a homebuilder, how much they prioritize research, how autonomous they want to be, and the extent to which they use online resources to guide the homebuying process.

and do not have somebody they can trust during the process. These respondents feel strongly about the buying process — they say it is a nightmare. Second, they are overwhelmed by the sheer quantity of decisions they must make to buy a home. Third, they are not sure what information they need to make a good decision about buying a home.

Martinez noted that couples can be all intermixed versions of these buyers.

“You can have polar opposites that are all interconnected. Builders cannot afford to ignore any one of these segments because they each represent a quarter of the homebuyer market, and there are no major demographic differences across the segments. This was surprising as we expected the Online Preferrers to be significantly different from all other segments,” said Martinez.

Martinez noted that sales teams and marketers instead should focus on the common ground between the different segments and strategies that appeal to each type of buyer. For example, a strong website with detailed information about the build process can help build trust for the Builder Preferrers, all while providing transparency and details for the Researcher and Online Preferrers. Builders should start chipping away at some of the barriers and questions buyers may have before they meet with the salesperson.

“We’re not saying replace your model homes, people still want to go inside and feel and touch things, just invest some energy in the online lead process and you will see an improvement in your sales,” said Martinez.

Martinez emphasized the powerful role of testimonials and positive online reviews when appealing to all four types of buyers. The survey revealed a common desire among these buyers: they want clarity on what their budget can truly achieve. By being transparent with pricing on your website, you not only build trust but also streamline the sales process, making your sales team’s job easier.

These findings underscore the necessity for a flexible sales strategy that accommodates the diverse preferences of modern buyers. As the housing market continues to change, understanding and adapting to these buyer needs remains crucial for success in the real estate industry

Q. What is Building Talent Foundation doing to help address the industry’s talent shortage in Minnesota?

Building Talent Foundation (BTF) is a national nonprofit organization dedicated to addressing talent shortages in the residential construction industry through innovative workforce development solutions. BTF was introduced to Minnesota through the generous support of Housing First Minnesota, Lennar Foundation, and some members of Leading Builders of America companies.

Here in Minnesota, BTF promotes careers in construction to youth and career changers; connects job seekers to training and employment opportunities, and provides support to industry employers in identifying the best job candidate for their open positions. We organize career events in schools and hiring events with our employer partners, and we engage volunteers across the industry, as role models to the next generation of homebuilders.

Our efforts have been substantial. In Minnesota alone, BTF has organized 24

career events with nonprofit training programs, technical colleges, high schools, and other community/recruiting partners. Additionally, we’ve facilitated nine different soft skills training sessions and engaged over 550 career explorers. These initiatives not only provide valuable opportunities for individuals to explore careers in the skilled trades but also contribute to building a stronger and more resilient workforce in our community. At BTF, we are committed to continuing our efforts to bridge the skills gap and support the growth of the residential construction industry in Minnesota.

Q. What are job seekers looking for with an employer?

Job seekers are primarily looking for employers who offer on-the-job training, talent development, and a safe and positive work environment. These aspects are key priorities for job seekers as they seek opportunities for career growth and fulfillment in the residential construction industry. BTF published the Homebuilding Workforce Engagement Study in 2021 that discusses the key to retention is employee engagement.

Q. What has the response been from employers?

The response from employers has been overwhelmingly positive. They have been actively engaging with BTF daily, utilizing our platform to post open positions on JobsToBuild.com and participating in our hiring events to connect directly with job seekers. The success stories speak for themselves – employers have successfully made hires at no cost to them through BTF. Impressively in Minnesota, not a single job seeker who found employment through BTF has left their employer. This remarkable retention underscores our deep commitment to talent retention and ensuring the right match between employers and job seekers.

Veteran Village:

A Groundbreaking Effort to End Veteran Homelessness in Minnesota

Our Housing First Minnesota Foundation, along with build partner Lennar and the Lennar Foundation and service partner the Minnesota Assistance Council for Veterans (MACV), is taking a significant step toward ending veteran homelessness with their announcement of a Veteran Village project earlier this spring.

According to the Minnesota Department of Veteran Affairs, over 200 veterans are currently experiencing homelessness throughout the state. Our Housing First Minnesota Foundation, Lennar, and the Minnesota Assistance Council for Veterans (MACV) aim to bring that number to functional zero.

The Veteran Village, a first-of-its-kind project, is designed to house up to 60 veterans and their families who are experiencing or at risk of homelessness.

The initiative marks a significant milestone in our Foundation’s mission to provide safe and stable housing for veterans and their families.

“This project represents a monumental step in our ongoing mission to eradicate veteran homelessness in Minnesota,” said Sofia Humphries, executive director of the Housing First Minnesota Foundation. “By providing safe and stable housing, we are not just giving our veterans a place to live, but also the dignity and support they deserve for their selfless service to our country.”

The project was made possible through an aggressive fundraising campaign earlier this year, the largest in our Foundation’s history. Nearly $1.5 million was raised to support the Veteran Village project, and now the Foundation is entering a new

phase of fundraising, with the goal of raising another $1 million by fall 2025.

Many donations of time, talent, and treasure throughout the campaign came from individuals and businesses in all corners of the housing industry. Our Foundation would not be able to complete these ambitious projects without the industry’s support.

Our Housing First Minnesota Foundation has a long history of building and remodeling homes for Minnesotan veterans in need, completing 11 Housing for Heroes build projects and providing over 33,000 square feet of housing for veterans experiencing homelessness. Currently, the Foundation is also building three homes in Minneapolis, which will provide 10 more beds for veterans.
