REAPING A HARVEST After years of planting seeds and nurturing our relationship, the Northstar MLS agreed to add two fields to its database based on the direct request of BATC – one field allows the placement of a HERS score, while the second indicates if the home has green certification. This is a key step in the future of Minnesota’s Green Path.

Spring is the time we plant. Fall is the time we harvest. If we have planted well, nurtured our crop over the summer, watered regularly and weeded diligently, we are blessed with an abundant harvest in the fall. We can think of this timeless cycle as a metaphor for activity at BATC. This spring, we began several important activities. We planted the seeds for a powerful Independent Expenditure Fund – Housing First. Our goal is $700,000, which we’ll use in a bi-partisan approach to elect candidates in 2014 that are favorable to our industry. We’ve achieved nearly $400,000 thus far, and this already puts us in the ranks of elite Minnesota Political Action Super PACs. As of this writing, our Large Volume Builders and our Associates have been particularly generous, and we thank them heartily.
This spring also brought forward an extension of BATC’s Parade of Homes brand to a new, high-end Artisan Home Tour. We officially launched the new tour, and at the time of this writing, we have twelve confirmed homes (with a few more expected) and several major sponsors. We’re still watering this event, planning for a full bloom in June of 2014. Last year, we completed BATC’s umbrella brand strategy. It’s a roadmap to keeping our brand powerful. It brought us our mission statement: “Helping our member businesses grow through marketing, advocacy and industry connections,” and our vision, “To be the leading voice for builders and remodelers.” It also helped us to identify our brand personality of being rock-solid, influential, trusted and action-oriented. With our brand strategy in hand, we knew it was time to create an overall Strategic Plan.

Spring again found us “planting” our ideas and building out the strategic plan. We have five Strategic Goals for the next two to three years (with so much changing so fast these days, five-year plans are out of favor). The first of these goals is to become the premier brand for builders and remodelers. A key objective of that goal was to evaluate all of BATC’s events, with an eye toward pruning and focusing.
UNDERSTANDING THE VALUE OF NARROWING OUR FOCUS, BATC will concentrate on major events for 2014. We have heard consistently from you, our members, that you are exceptionally busy, don’t have additional staff, and that BATC simply has too many activities. With this feedback in hand, and understanding the value of narrowing our focus, BATC will concentrate on major events for 2014. It’s a shift, and for some it will take getting used to, but we’re convinced that it’s the right
step for our Association and our members. The anchors of this new approach are B3 – Builder Day on the Hill March 12, the Builders and Remodelers Show on April 3 and The BIG Night (Building Industry Gala) celebrating all-things residential construction and BATC. You’ll hear more about our Strategic Plan in the coming months, and we intend for this powerful document to guide us. It will not sit on a shelf, rather, it will drive BATC to greater heights and impact for our members and our industry. And finally, in 2013, we saw the hard work of the Dues Task Force and the new dues formula, come to fruition. This new landmark formula increases BATC’s capacity in the public policy arena, while protecting the investment we make in the all-important Parade of HomesSM and Remodelers Showcase® Like any garden, even as we harvest, new seeds are planted for the next crop. But fall is the time to celebrate that harvest and to be proud of the good work we’ve achieved over this past year. What a thrill – to have successes in 2013 that drive us to even greater efforts and heights in 2014. Like you, we’re now planning for the year ahead, and we’re striving for a bumper crop.

BATC will continue to flourish because BATC is
“OF, BY, AND FOR” the Builders and Remodelers of our housing industry.
Fellow members, This year has been a fruitful one. As an industry our permit activity is reaching numbers we haven't seen in years. Members are reporting that buyers are tired of waiting and are now on the move. The Fall Parade of HomesSM entries (which outpaced our predictions) enjoyed healthy traffic and qualified potential buyers. The Remodelers Showcase® also enjoyed great traffic with people energized to make changes they had been just dreaming about until now. We are feeling that the market has returned. We are also feeling the pressures of increased material prices, labor shortages and the threat of new regulations, including the Home Indoor Sprinkler System mandate; issues on which BATC continues to focus. BATC has been key in organizing a Housing Coalition to fight for and promote our industry. BATC has members seated on task groups with the Minnesota Pollution Control Agency (MPCA), Minimal Impact Design Standards (MIDS), Metropolitan Council and others who are working to shape better policy and regulation. BATC’s Housing First independent expenditure fund is successfully raising funds to support Housing Industry Champions. This function is a

key to influencing housing friendly policy so we don’t have to fight costly legal battles after the fact. BATC’s Foundation has grown this year with a new Executive Director, new projects, new focus on a legacy mission and an opportunity for a reuse store. BATC held a successful job fair and is making plans for more, as well as encouraging school curriculum in the trades. We are working on a new scholarship program and developing a speakers bureau of members for outreach. BATC has updated its bylaws, created a Policy Manual, developed and implemented a five-point Strategic Plan that prunes and focuses our efforts on the most effective services for our members. BATC has been working very hard on and will launch the Artisan Home Tour in 2014. BATC is successful due to a hard working talented staff and the incredible engagement of you, its members. BATC will continue to flourish because BATC is “Of, By, and For” the Builders and Remodelers of our housing industry! Another Industry Achievement FROM LOWELL PRATT Written by Wendy Danks
It was 40 years ago in 1973, when Lowell Pratt and his brother Len decided to give home building a try. Both had graduated from college with teaching degrees, but within a year or so discovered they hankered for something different. “We decided we enjoyed being outside, and being creative,” Lowell explained.

Thus was born Pratt Construction, Inc. The brothers didn’t go at it half-heartedly either. They started right in building homes, which included plenty of hands-on framing along with all the other tasks required of young, start-up building firm owners. Over the years, Pratt Homes has expanded and contracted product lines and
OCTOBER/DECEMBER 2013
geographic areas as the market evolved. They’ve been leaders in foreseeing trends, with detached villas, condos, townhomes and remodeling projects filling their portfolio over the years. Their core business, though, has generally centered on move-up single-family homes in the northeastern suburbs. With their business doing well, Lowell became involved
in the builders association early on. He was active and committed to the industry as a whole, and in 1988 was elected President of the St. Paul Area Builders Association. He did a second stint at the helm, this time of BATC, in 1998. (Len did his time too, serving as St. Paul President in 1983.) Lowell has generously contributed his time, energy

and talents to a whole lot of industry efforts, most notably during the creation of Minnesota’s contractor licensing law. Lowell, as many of you know, isn’t afraid of a challenge, so when the state and local associations called, Lowell agreed to chair the licensing task force in the late 1980s. Over the next four years, Lowell spent many many hours talking — to people all around the state to figure out what the best licensing options would be for Minnesota builders, to legislators to draft the right bill, and to agencies and committees, testifying before them to share what he’d learned. In the end, the quite reasonable licensing bill that was passed was thanks, in large part, to Lowell. When it came time to apply for builder licenses in the early 1990s, Lowell sent one of his staff with the application to the Department of Commerce. Unbeknownst to him, there had been a mini-conspiracy between the key players (the DoC staff, legislators and builders association leadership). The DoC had been waiting for Pratt Homes to make an application before any other licenses were granted, giving Lowell Contractor License #1 (or 000001). He says that having License #1 is truly an honor. But, it’s also a huge incentive to make sure Pratt Homes survives through thick and
thin. It’s not even an option to Lowell to restart under another name for whatever reason.
Artisan Home Tour With his huge store of knowledge and ability to get things done, it was natural that when several builders came to BATC last year asking us to consider creating a high-end home tour, Lowell came to mind to serve as task force chair. Lowell agreed, primarily because he’s always believed that “BATC needs to keep housing events of by and for builders,” and when there were profits, the profits should go back to work for the industry. Throughout late 2012 and early 2013, Lowell met with dozens of builders, bringing together focus groups and task force members to iron out the best way to create a unique and successful tour with “builders more in control and providing associates a better program,” he stressed. Lowell successfully kept everyone focused on that goal, and is proud of the plan that’s now in place to launch in June of 2014. (Look for more AHT details on page 21 and at ArtisanHomeTour.org.) All Lowell does for the industry, he insists, is nothing more than pay back. “I can’t say enough about the Association and what it’s done for me and my company,” he says. “I’m able to count competitors as my very good friends. I enjoy

being able to communicate and share back and forth with other association members. And the educational opportunities at NAHB and locally have helped us grow. When we went to college there wasn’t such a thing as a degree in home building, and the Association was where we were able to get what we needed to be successful.” And he still believes getting involved with BATC is a must for young people getting into the industry. It’s pretty amazing what Lowell is able to get done in his business and for the industry, and that’s all on top of a busy family life. He and his wife, Wendy, have four kids, seven grandchildren, two cats (Lowell says they’re Wendy’s), plus a cabin on the North Shore of Lake Superior. When asked about any plans to retire, Lowell laughed. He’s been thinking about it, and kind of longs for freedom from the burden of responsibility that a business owner and builder faces, especially someone dedicated like Lowell. But in the end, employees he cares about and customers with whom he still is committed are impediments to just up and retiring. And, it’s probably not going to be easy for someone like Lowell to just relax (even though gazing at the lake and golfing are high on his priorities these days). Lowell says when he does get around to retiring, he’ll

stay active and spend some much needed time with his best friend, wife Wendy. He’s looking to hang out with the grandkids and to giving his children some time to themselves. “It’s so important to spend time together without the kids to remember why you got married in the first place,” he said.

In prior articles we discussed S & T of the FOURSTAR program. Now is the time to consider your company’s ability to absorb risk. The FOURSTAR program emphasizes the framework to better protect your business. S.T.A.R. is an acronym for: SShifting appropriate risk; T-Transferring risk through insurance agreements; AAssuming low severity risks; R-Reducing high severity risks. An experienced insurance professional has said “If the police or the fire departments arrive, or you have been served with legal papers, then it’s time to make an insurance claim. Most other losses should be
absorbed.” Each loss should be carefully considered and discussed with your insurance professional, but there is a direct correlation between insurance premiums and losses paid. A. Assuming or Absorbing low severity risks would be to increase your deductibles or just pay the small claims yourself. It is critical to consult your agent on these decisions as deductibles can stack up over different policy terms, and some types of claims are less incriminating to your loss history. R. Reducing high severity risks is more involved. These large losses hit hard such as jobsite accidents, construction

defect claims and claims where police or fire departments are called. Be intentional about demanding a safe jobsite. Use best practices and proven materials. Insure for these incidents. Working with a certificate tracking service can help reduce the severity of a claim on your record that should have been subrogated. The basic principles of Risk Management are simple, yet the benefit is only realized when these principles are consistently implemented. METROPOLITAN COUNCIL FORECASTS A GAME CHANGE IN DEVELOPMENT PATTERNS In what can best be described as a sea change, the Metropolitan Council’s preliminary forecast calls for over 900,000 new residents in the next 30 years and a marked change in development patterns. Council officials say the region’s economy will remain robust, but real estate demand and development patterns will differ from previous decades. Changes in demographics, preferences and travel behavior are slowing growth at the developing edge of the region, with stepped-up growth in Minneapolis, St. Paul and the inner suburbs. They cite the following rationale for the forecasted changes:

PREFERENCE FOR ACCESSIBILITY: Proximity to jobs and other destinations is more desirable as households increasingly anticipate traffic congestion and volatile gas prices. Last year, the Council forecasted a population of 3.74 million people in the region by 2040, with growth of nine to 10 percent per decade. The preliminary local forecasts project the population, household and job growth of individual communities to 2040. The Council’s forecast anticipates 41 percent growth in the region’s number of households to 2040, 37 percent growth in employment and 31 percent increase in population. Council officials say natural growth—births outpacing deaths—will account for the majority of the region’s population growth to 2040.
WHERE IS THE GROWTH PROJECTED? Growing communities like Plymouth, Maple Grove, Chanhassen, and Woodbury are projected to continue growth, although some observers believe the forecast underestimates the growth potential in these areas. The surprise winners in the growth projections are core and first ring suburbs such as Minneapolis, St. Paul, Golden Valley, and St. Louis Park. While each of these cities had virtually
no growth or a slight decline in population over the past decade, the Met Council projects an about-face for each of the communities.
WHAT DOES THE FORECAST MEAN FOR BATC? The forecast is a commonly referenced data point in planning throughout our region. Infrastructure decisions ranging from sewer and water, to transportation and transit calculate these projections in their system determinations. Additionally, the comprehensive planning process required to be completed by all metro cities in the 7-county region will use the forecasts to plan out growth within individual cities and towns. In short, the forecast matters. Given its relative importance, BATC’s Public Policy Committee is engaged in the Met Council’s planning process, as part of the Thrive 2040 effort. It’s too early to determine whether or not the Met Council’s population forecast passes the reasonableness test and is supported by other similar data. Exploring this issue more deeply and in collaboration with local governments in our region is our next important step.

GROWING THE GREEN PATH DID YOU KNOW… If your new home is tested by a RESNET rater, you can get a MN Green Path Home Performance Report (HPR) at no additional charge? Help consumers understand that new homes in Minnesota are superior to resale
homes (which often have HERS scores of 130 or more), and to average new homes across the U.S. (the HERS index home of 100). A Green Path HPR will give you an attractive and consistent “window sticker” to show your
buyers the benefits of a newly built home. Get a head start on labeling requirements that will likely be included in the upcoming Energy Code by talking to one of the local RESNET rating services. They can help you get subsidized testing through Xcel and Center Point Energy, and ensure your homes receive a Green Path HPR. Goodbye Too Soon
Dennis Kliner, age 59, died peacefully with his family at his side on July 6, 2013. He spent 33 years in the home-building industry holding a variety of positions, most recently as the Vice-President of Construction for Lennar Homes. He retired from the company in 2008.
Tuck Thomas, Timberridge Homes, passed away suddenly on September 10th. He is survived by his loving wife of 36 years and their three kids.
A Long Life Our sincere condolences to the family of Becky Harasyn, Xcel Energy, for the loss of her father, Richard “Dick” Scherz, age 83.
