There is growing optimism as we look toward 2025. I truly believe that we are standing at a pivotal juncture in our industry. With the recent electoral outcomes, our industry and our association are presented with a unique opportunity to make meaningful strides toward our goals of protecting and growing homeownership opportunities in Minnesota.
We’re seeing early signs of business-friendly policies in homebuilding, including a national effort to review regulations through the Department of Government Efficiency (DOGE) efforts. This has the potential to streamline federal-level housing policies and expedite project approvals, while also potentially sparking state-level reform discussions. There’s also an opportunity for economic stimulus policies to boost the housing market and provide tax incentives to drive new construction projects!
We can maximize these opportunities by executing our association’s strategic vision as we move into the future.
As it’s been since the housing crash, our foremost priority remains industry advocacy. For over a decade, we’ve been building an advocacy platform to shape the homeownership conversation. We will use our new political landscape to advocate for policies that support these goals and to protect our industry.
The next priority is building community throughout home tour platforms. The Parade of Homes, Remodelers Showcase, and Artisan Home Tours each present an opportunity to usher in the next generation of homebuyers. We will continue to engage these buyers on our home tours by enhancing the in-person experience amidst a digital world.
We also look forward to growing our workforce by expanding the Center for Housing Careers which attracts and trains the next generation of builders, ensuring our industry has the skilled labor it needs.

From tackling Minnesota’s housing crisis to challenging unlawful ordinances, advancing building code reforms, and ensuring bipartisan support for housing priorities, the team’s efforts are driving meaningful change. Here’s a closer look at how they’re championing solutions to today’s most pressing housing challenges.
MINNESOTA PRODUCES A HISTORIC, RARE OUTCOME DURING ELECTION SEASON HOUSING WELL-POSITIONED WITH BIPARTISAN CHAMPIONS
As the state’s leading association defending the housing industry and homeownership, Housing First Minnesota is very active in Minnesota politics. Going into the 2024 election season, our political program had two major goals.
Our first goal was to elevate housing and homeownership as part of the election discussion. There is no doubt that this goal was accomplished. More and more Minnesotans are viewing housing affordability and availability as a top issue and we will continue to engage the public in new ways as the legislative session begins.
Our second goal was to grow the bipartisan caucus of housing supporters. In 2024, Housing First Minnesota endorsed our most bipartisan and geographically diverse slate ever!
Following the November election, Minnesota’s election results have set the stage for a unique political
environment. For the first time in over 40 years, the Minnesota House is tied at 67-67 – a historic result that mirrors the 1979 power-sharing agreement between the GOP and DFL.
Coupled with the DFL retaining control of the Minnesota Senate by a slim 34-33 margin, Minnesota voters have elected what is likely the most divided state government in the nation.
Despite the divided landscape, our organization saw a major success on the endorsement front with 89% of our endorsed candidates winning their elections.
“This is likely to be the most divided Minnesota legislature that we have seen in a generation,” said Mark Foster, vice president of legislative and political affairs. “Only policy issues that can receive strong bipartisan support will be seriously considered. That’s where housing comes in. In recent years, members from both parties have elevated housing policy reform, and these issues should be a top priority for our newly elected officials to get to work on.”
The Minnesota Legislature will begin its 2025 session on January 14.
MINNESOTA’S GROWING HOUSING CRISIS DISCUSSED BY EXPERT PANEL
Minnesota is grappling with a deepening housing shortage, a critical issue examined in a recent panel discussion hosted by the Sensible Land Use Coalition (SLUC). The event brought together industry leaders and experts to discuss the state’s growing need for housing units of all types and explore potential solutions to this ongoing crisis.
SLUC, a network of land planning, development, and regulatory professionals from both public and private sectors, convenes regularly to address key challenges in Minnesota’s housing market.
This latest session, moderated by real estate attorney Bradley Schaeppi, focused on the state’s housing deficit and strategies to overcome it.
The panel featured Nick Erickson, senior director of housing policy for Housing First Minnesota; Evan Roberts, assistant professor at the University of Minnesota; and Cecil Smith, president and CEO of the Minnesota Multi Housing Association. Their discussion began by outlining the scope of the housing shortfall in the state.
According to Erickson, housing production in Minnesota has never fully recovered from the Great Recession and has been declining steadily since peaking early in the COVID-19 pandemic, leaving the state short by 106,000 units.
This number, derived from data by Up for Growth, is four times the current rate of housing production. As a result, the limited available homes have become increasingly unaffordable.
“To return to pre-pandemic affordability, home prices would need to drop by 30%, household incomes would have to rise by 60%, or the average 30-year mortgage rate would need to fall by 450 basis points,” Erickson explained.
One potential solution discussed was zoning reform at the state level, which advocates believe could provide more housing options and improve affordability for both buyers and renters. Roberts emphasized the importance of diverse housing types, noting, “The type of housing we’re allowing to be built is crucial. It’s part of a broader conversation about the kind of state we want to be.”
Erickson also highlighted the role of local governments in contributing to the housing
supply crisis. “Since 2018, the state has deferred to local governments on housing matters, and during that time, the housing deficit has doubled,” he said. However, local entities have also been instrumental in addressing the problem.
Last year, a coalition of housing industry members, community partners, and elected officials formed to advocate for state-level zoning reform. This diverse group, including some local government
leaders, aims to ease restrictions and increase housing production.
“Our coalition is one of the most broad-based and diverse in the country,” Erickson noted, adding that some local leaders were among the key supporters of the effort.
The coalition is expected to continue pushing for reforms during the 2025 legislative session, as Minnesota’s housing crisis remains an urgent concern.
In recent years, members from both parties have elevated housing policy reform, and these issues should be a top priority for our newly elected officials to get to work on.”

HOUSING FIRST MINNESOTA DEMANDS THAT THE CITY OF EDINA CEASE CHARGING UNLAWFUL TREE FEES
Housing First Minnesota recently sent a demand letter to the City of Edina regarding their unlawful “Building Code Tree Ordinance” and “Vegetation Ordinance.”
These city ordinances assert the power to impose fees and escrow requirements regarding the removal and replacement of trees. Those fees adversely impact housing affordability and go beyond the city’s statutory authority.
Earlier in 2024, numerous homeowners, builders, and property owners spoke at an Edina City Council meeting with requests to adjust these problematic ordinances.
In an article from the Minneapolis/St. Paul Business Journal, one homebuilder was charged a $19,000 deposit fee to remove a single tree blocking the project. These types of fees are not only impacting builders in Edina — two projects in Minnetonka
were blocked recently due to the city’s tree ordinances.
The letter insisted that the city of Edina modify the ordinances to comply with state law, or Housing First Minnesota would initiate a legal challenge. The demand letter also notes that retaliation against any members or other builders will not be tolerated.

ALTERNATIVE METHOD FOR FROST DEPTH
For several years, frost depth has been a conversation for code officials and legislators. The required foundation depths for frost protection have not changed in decades, while foundation insulation requirements and the average outdoor temperature have increased since the early 1980s.
In 2021, a Technical Advisory Group (TAG) was formed to determine if minimum footing depths required for frost protections should be further reviewed given changes to conditions. Nick Erickson, senior director of housing policy, worked with the Home Builders Association of Fargo-Moorhead to recommend changes to the frost depth map in the upcoming code cycle.
This fall, the administrative TAG took up this topic at a meeting, with Mike Swanson of Brandl Anderson serving on this TAG for Housing First Minnesota. The chief building official walked through an alternative method that saves cost by reducing the excavation depth, the amount of concrete, and the size of foundation forms.
COMMERCIAL CODE TAG APPROVES SINGLE-STAIR APARTMENTS
The TAG overseeing the Commercial Building Code (Chapter 1305) accepted a proposal to allow single-stair multifamily dwellings in Minnesota.
“The approval was a rare unanimous one,” wrote Stephen Smith of the Center for Building North America via LinkedIn.
“In practice, this means that starting in 2026, small multifamily buildings served by a single stair will be able to rise to four stories, up from the current three-story limit. The code change comes with some reasonable limitations – the most meaningful are that architects must limit each story to at most 4,000 sq. ft., with no more than four apartments per story.”
“We’re seeing greater scrutiny of the model building codes,” said Erickson, who is a member of the study group.
“More groups are advocating for building code reforms that will allow for greater flexibility, more housing, and greater affordability. Thank you to our coalition partners for leading on this item.”
The Commercial Building Code is still under technical review and this proposal will likely be included when the 2026 Building Code goes into effect.

Regional Economic Conditions: Construction Sector Outlook
The Federal Reserve Bank of Minneapolis reports an optimistic outlook for the construction sector in the Ninth District, which includes Minnesota, the Dakotas, Montana, northwestern Wisconsin, and Michigan’s Upper Peninsula. A recent survey conducted by the Fed’s Regional Outreach team surveyed construction firms across the Ninth District to gauge recent construction activity and the near-term outlook in the sector.
Conducted Oct. 29 – Nov. 18, 2024, the results indicate that local construction firms are experiencing improved conditions compared to the past two years.
KEY FINDINGS:
• Revenue Increases: Approximately 40% of construction firms reported moderate to significant revenue growth compared to the same period last year, a rise from less than 25% in November 2023.
• Sector Performance: The industrial and infrastructure sectors are leading in revenue and profit gains, while residential and commercial sectors show signs of improvement.
• Construction Activity: Overall construction activity in Minnesota has slightly increased from 2023 levels, driven by significant data center projects in Becker, Blue Earth, Faribault, Chaska, Rosemount, and Farmington.
• Residential Construction Trends: Single-family home permits in the metro area have grown, but multifamily construction has declined since 2023. Through October 2024, permits for new dwellings totaled 6,844, a 27% decrease from the same period in 2023. This includes a 9% increase in single-family homes and a 64% drop in planned multifamily units.
CHALLENGES IDENTIFIED:
• Labor and Material Costs: Firms continue to face challenges with labor availability and material input costs.
• Interest Rates: Nearly 30% of respondents cite higher interest rates as a concern, though this is down from 50% in November 2023.
Ron Wirtz, regional outreach director at the Minneapolis Fed, noted that the current outlook is “more optimistic than I was probably expecting, and certainly the most optimistic we’ve seen in a couple of years.”
This positive sentiment is attributed to moderating inflation, declining interest rates, and increased demand in certain construction sectors. However, ongoing challenges such as labor shortages and material costs persist.

FROM TIGHT SUPPLY TO MODEST PRICE RELIEF HOUSING
2024 has been a year of recalibration for the housing market as it moves past pandemicdriven extremes. Nationally, mortgage rates, home prices, and housing supply have painted a complex picture, while Minnesota mirrored many national trends with some local nuances.
MORTGAGE RATES: STILL HIGH BUT STABILIZING
Mortgage rates remained a dominant factor shaping the housing market in 2024. After peaking at over 7% in early 2024, the average 30-year fixed mortgage rate dipped to around 6.5% by mid-year.
“The decline in rates is welcome news for buyers, but affordability remains a challenge,” noted Freddie Mac in a recent report.
The high rates have created a “rate-lock” effect, where homeowners with previously secured low mortgage rates hesitate to sell. This reluctance has significantly contributed to tight inventory conditions nationwide and locally.
NEW CONSTRUCTION: RESILIENCE IN OVERALL HOUSING ACTIVITY
In the Twin Cities, there was a notable 15% year-over-year increase in single-family home permits in November, indicating sustained demand for new homes in the region. This suggests a strong appetite for homeownership and reflects confidence in the single-family housing market.
As of November, Twin Cities homebuilders had pulled permits for over 5,860 single-family homes for the year, a 15% increase compared to 2023.
HOME PRICES: MODEST RELIEF FOR BUYERS
Home prices, which steeply rose in previous years, have shown signs of softening. Nationally, prices increased by about 4.5% year-over-year through mid-2024 – reaching a peak in summer at $426,900, according to the National Association of Realtors.
In Minnesota, the housing market reflected the national narrative with some regional variations. According to Minnesota Realtors, the state median home price was up 5.3% to $347,500, and the metro median price was up 4.1% to $380,000 in October. However, inventory remains limited, with supply levels far below the six-month threshold for a balanced market.
LOOKING AHEAD
As 2025 approaches, the housing market is expected to see gradual stabilization. Freddie Mac forecasts continued declines in mortgage rates, which could invigorate buyer activity. However, affordability challenges and persistent supply constraints will likely temper recovery.
Zillow’s recent housing market forecast for 2025 anticipates a modest 2.6% increase in home values, mirroring the growth observed in 2024. Existing home sales are projected to reach 4.3 million, up from 4.1 million in 2023 and an expected 4 million in 2024.
Overall, Zillow’s 2025 housing market forecast points to a more balanced and active market, with modest home value growth, increased inventory, and evolving buyer preferences. Nevertheless, the unpredictability of mortgage rates remains a significant factor that could influence market conditions.

A BEGINNER’S GUIDE TO BUILDING SUCCESSFUL CAMPAIGNS
Email marketing can be a powerful tool for businesses looking to connect with their audience directly. From setting up an account to designing captivating campaigns, here’s everything you need to start a successful email marketing strategy.
GETTING SET UP
To begin, you’ll need an email service provider (ESP) to manage your list and send emails effectively. Common options like MailChimp, Campaign Monitor, and ConvertKit cater to different needs and budgets. Ensure the ESP you choose can handle list management, automation, and tracking, all of which are essential for growth and engagement.
BUILDING AN EMAIL LIST
An email list is invaluable, but building it requires intentional effort. Start by creating a lead magnet — a valuable free offer like a checklist or discount that encourages visitors to subscribe.
Lead magnets should solve a specific problem for your audience, showcasing your expertise and building trust. Promote your lead magnet through strategically placed signup forms on your website — such as pop-ups, landing pages, or footers — and consider incentivizing signups with exclusive access or discounts. Then, be sure to invite current and future customers to stay informed by using ‘sign up for our email list’ checkboxes in your contact forms.
DESIGNING EFFECTIVE EMAILS
Effective emails require more than appealing visuals — they need strong subject lines, well-crafted body copy, and an organized email flow to drive action.
• Use clear headings to break up content within the email and make it scannable.
• Short and mobile-friendly elements keep load times down.
• Consistency in brand elements (colors, fonts, and logo) helps build recognition..

CRAFTING ENGAGING SUBJECT LINES
The subject line is the first thing readers see and greatly influences open rates.
• Make it personal: Personalization in subject lines can improve open rates. Use the subscriber’s name or tailor the subject based on their previous actions (e.g., “Hey [Name], we have a deal just for you!”)
• Create a sense of urgency or curiosity: Adding words like “Last chance” or “Don’t miss out” can prompt quicker opens. Alternatively, create curiosity with teasers, such as “A surprise awaits…” or “Guess what we’re launching tomorrow!”

Once you’re ready to expand, consider engaging your audiences with tailored sequences, such as:
• Welcome sequence: This is typically a series of 2-3 emails introducing new subscribers to your brand, values, and offerings. It’s essential to make a strong impression — start with a welcome message, then follow up with educational content or exclusive offers.
• Nurturing emails: As subscribers move through your funnel, nurture emails keep them interested by offering value without a hard sell. Send educational content, helpful guides, or curated tips that relate to their interests. This approach builds trust and keeps your brand top-of-mind.
• Behavior-triggered emails: These automated emails respond to user actions, such as abandoning a cart or browsing certain product pages. These timely reminders are highly effective at re-engaging potential customers. For example, a cart abandonment email with an incentive (like free shipping) can entice customers back to complete their purchase.
• Re-engagement campaigns: Periodically, send re-engagement emails to subscribers who haven’t opened emails recently. A subject line like “We miss you!” or offering an exclusive discount can encourage them to stay active on your list.
COMPLIANCE AND BEST PRACTICES
Respect your subscribers by ensuring compliance with all regulations. This means always including an unsubscribe link, honoring opt-out requests promptly, and avoiding purchased lists. Regularly clean up your inactive or unsubscribed accounts to keep tabs on up-to-date engagement.
By focusing on quality over quantity and nurturing a valuable relationship with your audience, you can create a meaningful email marketing strategy that drives longterm engagement. Cold Climate Air Source Heat Pumps THE NEW AND IMPROVED
A Cold Climate Air Source Heat Pump (ccASHP) transfers heat between the outside air and your home, designed to work efficiently even in very low temperatures (5°F/-15°C or below).
Unlike traditional heating systems that generate heat, ccASHPs use a refrigerant cycle to transfer heat, making them more energy efficient.
“These systems have come a long way and are now more viable for Minnesota winters,” said David Hincks with Xcel Energy.
In colder months, the unit transfers heat from the outside air into the home, while in warmer months the unit transfers heat from inside the home to the outside air. Since heat pumps simply transfer heat, they can achieve higher heating energy efficiencies than traditional heating technologies such as electric resistance such as baseboard and space heaters, fuel oil, propane, and natural gas. While their efficiency decreases in extremely cold weather, modern ccASHPs can operate effectively with minimal need for backup heating systems.
Cold air has less heat energy, so ccASHPs become less efficient in extremely low temperatures, around 5°F/-15°C or below. In the past, supplemental or backup heating systems were often required.
However, modern ccASHPs are designed to operate efficiently in cold conditions, reducing the need for backups. Despite this, many contractors still install or keep backup systems as a precaution.
Types of Heat Pumps
Cold climate heat pumps are available in a range of styles and configurations. This variety allows for considerable flexibility in new construction and retrofit installations to meet residents’ needs. The type of unit chosen may depend on factors such as building characteristics, existing heating and cooling systems, and occupant preferences. The characteristics of each type of system include:
• Ducted vs. non-ducted
• Split vs. package
• Variable capacity heat pump
A New Standard
To ensure suitability for cold climates, ENERGY STAR™ has set performance standards. ENERGY STAR released guidelines in January 2022, and NEEP updated its specifications in January 2023 to identify heat pumps that meet these criteria.

Q. Why does my company need an OPP?
One of the most common traps owners and CEOs fall into is assuming their team is aligned. I often ask, “Do you believe your leadership team is on the same page?” Most say yes, but when I ask them to show me the page, they can’t. An OPP is the shared view for your company. Without it, strategy becomes fragmented, and accountability falls apart.
Q. What makes an OPP so effective?
An OPP condenses everything - your vision, values, and strategy - onto one page, making it impossible to lose sight of the big picture. It connects where you want to go (your North Star) with
how you’re going to get there. Instead of running hard but in different directions, doubling efforts, and missing critical goals, an OPP helps your leadership team operate as a single, cohesive unit, executing with precision towards shared objectives.
Q. How do you begin creating an OPP?
You have to zoom out before you can zoom in. Start with the question, “Where do we want to go?” That’s your North Star. It’s your ultimate bucket-list destination, the BHAG (Big Hairy Audacious Goal) 2 that aligns your team. From there, we break it down into a 3-Year Highly Achievable Goal (3HAG) 3, a 1-Year Plan, and then quarterly priorities. It’s a process of working backward to ensure every action aligns with the larger vision.

Q. I don’t see accountability on an ordinary day. How is an OPP different?
Accountability is built into every layer of the OPP. When a client of mine first came to me, they were successful on paper but chaotic in practice. Their OPP became a pivotal tool, turning abstract goals into clear priorities and measurable actions. Now, every quarter, they revisit the plan, recalibrate as needed, and keep moving forward confidently.
Q. What’s the one mistake I should avoid at all costs?
Doing it alone. I’ve seen too many CEOs try to map out their OPP in isolation, then expect the team to follow it without question. Strategy is a team sport.
When your leadership team is involved in creating the OPP, they’ve got their DNA in it and they’re driving it. That kind of buy-in transforms a strategy from something conceptual to something actionable and real
Q. When’s the best time to create an OPP?
Right now. The best time to plant a tree was 20 years ago. The secondbest time is today. The longer you wait, the more resources you waste running in circles. Starting an OPP today sets the stage for alignment and accountability tomorrow.

2025 will be an exciting year for the Housing First Minnesota Foundation and its upcoming build projects. On the horizon, the Foundation will soon break ground on the first-ever multi-unit complex which will support Minnesotan veterans and their families experiencing homelessness. This complex will include up to 22 homes in a townhome-style community and provide up to an additional 47 beds when completed. The complex will be a multi-year project done in partnership between Housing First Minnesota Foundation, The Minnesota Assistance Council for Veterans (MACV), and build partner Lennar. This community will provide veterans a place to call home as they move toward stability and self-sufficiency.
MACV’s holistic approach and proven track record have become a national model for ending veteran homelessness that other organizations and communities look to when addressing this critical issue.
Our nation’s heroes have protected and served us, and now is our time to help and serve them. Once construction is completed, we will be able to celebrate the functional end of veteran homelessness in Minnesota!
As a mission-driven organization that has a legacy of building and renovating dignified housing for those experiencing or at risk of homelessness, the Foundation’s focus is on partnerships that lead community build projects for vulnerable individuals, families, and veterans. One of its longest-standing partnerships is with MACV and we will have an impact on the futures of hundreds of veterans in the coming years. In 1997, a community of Minnesota construction companies decided to do something about the high cost of workers’ comp insurance in the industry. The plan was simple: join together to create a self-insured workers’ comp fund focusing exclusively on the Minnesota construction industry. A better solution created by the trades, for the trades. Today we insure over 25% of the Minnesota construction labor force: over 35,000 workers!
SAFETY FIRST, SECOND, AND THIRD
TBG’s safety services success stories rarely get told because success is the job site injury that doesn’t happen. In 2023 our team provided safety training to over 7,500 Minnesota construction workers, both at the job site and in our state-of-the-art training facility in Eagan. In 2025, we will be growing those training capabilities by expanding the training space in our building to accommodate 170 attendees, and the addition of a custom-equipped van than can bring safety training to our members.
A HISTORY OF FINANCIAL STRENGTH
We have distributed over $42M of surplus to our members, and our board of directors recently approved an additional $8.5M to be paid out in 2025. Like many in the industry, we encountered some financial headwinds in the Great Recession but pulled through it with a
renewed conviction and understanding of where we needed to be financially. For example, in 2017 we expanded our coverage footprint by offering a cross-border policy for our members who have employees who work outside of Minnesota.
TBG EDUCATION FOUNDATION: WALKING THE WALK FOR THE TRADES.
The labor market in Minnesota is as tight as it has ever been. TBG Education Foundation’s mission is to help close that gap. In 2024 TBG Education Foundation donated over $63,000 as part of its Tools for Schools program which helps fund school and community trades-based programming. In addition, $39,000 was given to Minnesota trade associations in matching funds for scholarships that enable more young people to get the education/training they need to start a career. A job in the trades can lead to a great career, and TBG Education Foundation is doing its part to make sure young people are exposed to that path.
