A Unified Voice for Housing
Over 90 years ago a group of Minneapolis-area builders came together to elevate the professionalism and quality of our industry. They also came together to present a unified voice before government agencies and the public.
In 2023, so much has changed, but the core of our mission remains largely the same. Our education, green building, awards, and networking events are rooted in advancing and celebrating the professionalism and success of our industry. Our nation-leading home tours are platforms dedicated to showcasing the quality of craftsmanship and home performance in our projects as we look to grow homeownership opportunities.
And, as we are all aware, the need for a unified voice before Minnesota government agencies and the public has never been greater.
The early months of 2023 have made this abundantly clear. While we had hoped that our newly elected legislature would follow the data and prioritize housing supply and homeownership access, they’ve thus far decided to go down a different path.
Where many states are lifting barriers and addressing zoning modernization head-on, Minnesota remains focused on new regulations and avoiding the housing modernization discussion.
As the leading voicing for housing and homeownership in Minnesota, Housing First Minnesota is at the forefront of this debate, advocating for our industry and our customers, the homeowners of Minnesota. We stand on the
shoulders of previous industry leaders who had the foresight to build an advocacy platform that places our voice squarely in the state’s housing discussion. Our professional staff, expert consultants, and industry volunteers will continue to elevate the homeownership message and advocate for our industry. But given the challenges facing our industry, they need all of our industry to come together to make our voices heard.
As it was in the 1930s, now is a time for us to come together. In the coming weeks and months, look for opportunities to advocate for our industry and the future of homeownership in Minnesota. I am confident that a united housing industry will advance homeownership opportunities.

Advocacy In Action
It’s a busy time of the year for your Housing First Minnesota advocacy team as the Minnesota Legislature is in full swing. There are many proposals this session that would have major impacts on housing. Your Housing First Minnesota advocacy team will continue to work with the Legislature to advance proposals that will help provide more homeownership opportunities for all Minnesotans, while also working to combat legislation that would harm housing.
Bills to Watch
HF 2235 (ELKINS) LEGALIZE AFFORDABLE HOUSING ACT
This bill addresses several key areas where Minnesota’s housing policies are increasing costs and preventing the creation of needed starter homes. It has many provisions that would lift unnecessary roadblocks, strengthen our housing market, increase housing affordability, and make Minnesota more competitive in the region.
HF 1859 (FEIST) / SF 1988 (SEEBERGER) SUBCONTRACTOR
WAGE ENFORCEMENT EXPANSION
This bill would completely upend the relationship between general contractors and subcontractors. It has potential to significantly disrupt the housing industry and subsequently the housing supply of the entire state. Additionally, it would likely hamper entrepreneurship opportunities and force businesses to consider moving their work to neighboring states. Finally, the constitutionality of this bill is questionable.
HF 772 (KRAFT) / SF 1368 (PORT) ENERGY CODE CHAOS
A bill that has potential to create energy code chaos. This bill was originally drafted to modify the adoption process for the energy code for new commercial buildings. But, authors’ amendments that have since been adopted have expanded the scope of the bill to include the residential code.

HF 1402 (HANSON) / SF 1146 (PRATT) STREET IMPACT FEE
AUTHORIZATION, NEW HOMEOWNERSHIP TAX
This is a topic the industry has been engaged on for many years following the landmark ruling in Woodbury v. Harstad that ruled cities do not have the authority to charge this homeownership tax. This bill has potential to raise the cost of housing by $5,000-$10,000 per house.
HF 685 (AGBAJE) / SF 365 (BOLDON) BAN ON CORPORATE
CONSTRUCTION OF SINGLEFAMILY FOR RENT
There are many concerns with this bill:
• Bans new single-family rental construction without addressing subdivisions already approved.
• Bans new duplex and triplex construction unless one unit is homesteaded or the entity qualifies as exempt.
• Provides builders fewer options when buyers cancel the purchased home already under construction.
• Enacts market restrictions that can have unintended consequences.
• Investors often purchase properties that require significant improvements.
• Lacks any strategy on addressing how to fill the gap in production of homes.
HF 2164 (KRAFT) / SF 2735 (MCEWEN)
This bill would raid the contractor recovery fund in order to include claims against solar installers going back to 2016. The industry is opposed to the fund being retroactively available for businesses that have not paid into the fund.
BUSINESS MANDATES: Paid Leave Program and Sick Leave Requirements
If signed into law, businesses of all sizes would see a $1 billion tax increase to be paid by employers and employees to fund a statewide paid family and medical leave insurance program. Additionally, all employers would be required to offer up to 24 weeks of paid leave to employees - 12 weeks for paid family leave and 12 weeks of medical leave each year.
While the end goal is admirable, these legislative proposals would have significant impacts on the ability of businesses to determine benefit offerings and leave. We also know that the vast majority of businesses already offer some form of paid leave. These decisions are best left to you as an employer and not the state government.
Moreover, these bills as written are simply not tenable for employers. HF2/SF2 would create a new, mandatory 24-week paid leave program for all Minnesota employers and employees. This would make it nearly impossible to find replacement workers given the state’s historic worker shortage. Additionally, SF 34/HF19 would require costly new sick and safe time requirements.

INDUSTRY EVENTS: Housing Day at the Capitol
Nearly 100 Housing First Minnesota members gathered in St. Paul in March for Housing Day at the Capitol. Attendees were given an update on the housing market and the obstacles the industry faces before they descended upon the Capitol to share those issues with their legislators.
Housing Day at the Capitol is an important event to help lawmakers understand the need to prioritize housing and homeownership as they continue with the remainder of the legislative session.

LEGAL UPDATE: Corcoran & Dayton Building Permit Fees Hearing
In April, Hennepin County Judge Francis Magill will hold a hearing on Housing First Minnesota’s lawsuits over building permit fees in the cities of Corcoran and Dayton. Although the facts of the cases are similar, the legal actions are two separate matters: Housing First MN v. City of Dayton and Housing First MN v. City of Corcoran. On March 10, Housing First filed its briefs supporting its motion for summary judgement. A decision from the judge is expected this summer.

The region’s top-ranked builder in 2022 is Lennar – Minneapolis/St. Paul, as shown from the results of a recent builder survey by Housing First Minnesota. Lennar has held the top spot since 2006. Rankings are based on annual gross revenue as reported by respondents for for-sale housing.
Together the Top 25 Builders accounted for $3.5 billion in gross revenue and 6,285 housing units in 2022. Of those housing units, 5,212 were single-family homes and 1,073 were townhomes or multifamily units. Lennar reported gross revenue at $859,551,233 for 1,224 single-family homes and 407 multifamily homes closed in the 2022 calendar year for a total of 1,631 total units.

Great websites are easy to navigate, provide relevant and captivating information, and emphasize brand recognition — all while guiding the user to take an action. But how do you craft an unbeatable website that perfectly encapsulates your business? Here are 9 tips to keep in mind.
1. Differentiate your brand.
Articulate what sets your company apart from all the noise out there. Are you a leader in energy efficiency? Is every home smart-home enabled? Do you have an iconic floor plan feature? Boldly incorporate those value propositions anywhere you can.
2. Show a ‘product’ comparison.
Show what your business is doing better than the average competitor. Use a chart, numbers, or video breakdown to highlight a side-by-side comparison.
3. Design a consistent theme.
Invest in the photography, video, renderings, and web design to build out a visually appealing website. Treat each page like a new opportunity to showcase your brand.

4. Build for how buyers shop.
Take inspiration from retail sites that consumers are familiar with and create a convenient browsing experience. Don’t reinvent the wheel!
5. Support users at all stages.
Whether it’s a user’s first visit to your website or a longtime customer, make sure they can find all the necessary information quickly and easily. Think of the common questions ‘Where? How much? What kind?’ that new visitors would have and proactively provide that information.
6. Create abundant conversion opportunities.
There should be clear and compelling call-to-actions (CTAs) everywhere. Drive your website visitors to take action and schedule a tour, call your sales team, or fill out a form to move them along to the next stage of your lead process.

Make
it mobile friendly.
Sixty percent of users visit websites from a mobile device. Make sure your site is accessible for all kinds of smartphones. A “Call now” button that automatically dials or driving directions compatible with Google Maps are important accessibility features for a seamless user experience.
8. Keep it simple.
Refine your menu header and footer so they are clear and easy to navigate. And don’t try to cram too much information on one page. The self-guided experience should be seamless and not overwhelming.
9. Maintain fresh content schedules.
Upload SEO-friendly, evergreen content where you can, but consistently refresh images, blogs, and product details to remain relevant.

There is a renewed desire for flex spaces and adaptable features that easily change as the family’s needs change. Maximizing a home’s layout allows homeowners to spend extra money on the luxurious finishes — so we expect to see more focus on quality.

Homebuyers are looking for their homes to provide a sense of wellbeing. They want their homes to support their day-to-day health — both physically and mentally. Q. What is Housing Affordability Institute?
In 2018, Housing First Minnesota founded Housing Affordability Institute, a 501c(3) nonprofit housing policy think tank. The Institute has played a critical role in reorientating the housing policy discussion in Minnesota.
Its first project, Priced Out: The True Cost of Minnesota Broken Housing Market, was released in February 2019 and highlighted the state and local housing policies in Minnesota that are pricing new homebuyers out of the market.

Q. What has been Housing
First Minnesota’s role in the policy discussion?
Unlike most heavily regulated industries, housing is predominantly a state and local issue. For our industry and our members, it is critically important to be engaged in the policy discussions at the state capitol, at state agencies, and in city halls. Crafting better housing policy is essential for homeownership to be attainable for future generations and for the industry to grow.
What makes Minnesota unique is that here the housing industry is driving the housing policy discussion. Because of
our membership’s expertise in every facet of housing, Housing First Minnesota and its members are able to lead the housing discussion. This is done through the association’s strategic communications platforms, as a part of our advocacy efforts, and through Housing Affordability Institute.
Given the depths of Minnesota’s housing challenges, having skilled professionals who can explain why housing costs as much as it does and what to do about it, ensures we focus on the topics and solutions that will do the most good for the housing market and future homeowners.
Last year, the association’s leadership saw a need for continued investment the Institute. In January, the Institute launched new programming aimed at increasing understanding of Minnesota’s housing problems and the solutions necessary to increase housing affordability, inventory, and access. Our programming includes policy research, white papers on affordability issues, events, and commentary.

Q. Zoning is at the forefront of the housing debate at the moment. Why is this topic getting so much attention?
Zoning determines what is built and where — but there is far more at play.
Due to reliance on outdated policies that favor large lots that many new homebuyers can no longer afford, much of the new housing in the area is approved via planned unit development. Because of this, zoning in the Twin Cities includes more than height, width, and setbacks. Zoning controls paired with private negotiations determine project density, community features, offsite improvements, luxury aesthetic mandates, extra-large garages, and other requirements that add to the cost of housing.
In the past, this process has been used to force builders and developers to accept illegal and unauthorized terms and

conditions as a requirement for project approval.
All of this has an impact on housing affordability and access.
Q. Aside from zoning, what else is driving the policy conversation in Minnesota?
The critical lack of housing and the impact this has on housing affordability and access are at the core of much of the policy discussion, including zoning.
On the rental side, there has been a lot of focus on rent control policies and the conversion of single-family homes from for-ownership to rentals. On the existing home side, there are concerns over sharp increases in home prices.
These are symptoms of a broken housing ecosystem, one that is chronically undersupplied due to roadblocks to affordability and new construction. Increasing the understanding that
Minnesota must increase affordability and access is an important job for both Housing First Minnesota and Housing Affordability Institute.
Additionally, there are two obstacles faced by the industry that contribute to the discussion.
The first is NIMBYism. Elected officials face pressure from a vocal minority of residents who are opposed to new housing, particularly new starter homes. The second is that state and local policymakers don’t often view policy decisions as a housing issue and the impacts on housing affordability and supply are not considered.

Housing for Heroes: New Beginnings for Veterans
A safe home is a basic necessity and essential to a person’s well-being, especially to those that have endured trauma. The Foundation has partnered with Minnesota Assistance Council for Veterans (MACV) and Lennar to build transitional housing for veterans who are experiencing or at risk of homelessness. These Housing for Heroes homes will change the lives of veterans and will be a place of peace and healing.
We hope you will join us in our mission to build futures through housing.

A few cold days didn’t stop this project! The sewer and water were installed and inspected. Framing is underway. This Housing for Heroes project is scheduled to be completed by the end of May.

Congratulations to John Kraemer & Sons, Inc. for taking home the Home of the Year award at the National Association of Home Builders Best in American Living awards for their Wayzata Bay Coastal project.
“This home is really well scaled, especially the gables with the flat roof in between on the rear exterior,” said the judges. “Even the double islands — which don’t always make sense — work well in the kitchen to help delineate space and provide more storage. The living areas also enjoy a lot of natural light from all of the windows, but the design is broken up in a way to help retain the warm, traditional aesthetic of the home.”
Remembering George Rossez
Our deepest condolences to the friends and family of George Rossez, who passed away in late December. George Rossez founded Advent Construction Company in the 1970s and was an active member of the association throughout his time building and remodeling homes. He will be greatly missed by all who knew him.
