Finishing Strong in 2024

As we enter the final months of 2024, it’s clear that this year, while challenging, has been one of the great successes for Housing First Minnesota. At the state capitol, we faced numerous legislative challenges that could have negatively impacted our industry and homeownership. However, through dedicated advocacy, we stopped most of these harmful proposals from becoming new laws. For the proposals that did pass, we were able to improve them from their initial proposals and soften the impact on the industry and Minnesota’s housing market.

Our home tours continued to evolve, with a stronger digital presence and growing community engagement across all our events. We’re proud of the increasing connection between our industry and the communities we serve. Additionally, our Foundation achieved new milestones in fundraising, which has enabled us to expand the reach of our charitable projects.

These achievements wouldn’t have been possible without the incredible partnership between our members, staff, and growing base of industry allies. But as we near the end of 2024, we have more work to do.

We are concluding a successful fall home tour season, where the benefits of newly built and remodeled homes were showcased as we inspired our community. Looking ahead, the November elections will play a key role in setting the stage for the next legislative session, where we will again champion reforms to modernize zoning and housing regulations. This will include a renewed

focus on engaging partners and our industry. Look for ways to help us share the message of homeownership opportunities and the positive economic impacts of a strong housing market.

I want to thank each of you for your tireless efforts to elevate our industry and extend the opportunity of homeownership to all Minnesotans. Let’s finish strong in 2024!

Housing Costs Elevate as a Campaign Issue

As voters face rising housing costs and a bleak outlook on homeownership, housing affordability has emerged as a prominent issue in the presidential campaign. A recent Redfin survey of 3,000 U.S. homeowners and renters reveals that housing affordability is a top concern across all age groups, with Gen Z identifying it as the most critical issue. An impressive 91% of Gen Z voters view housing affordability as “very important” or “somewhat important” in their voting decisions.

Further emphasizing the issue, a July Wall Street Journal poll found that housing affordability is the second biggest concern for voters, following grocery prices. In Minnesota, the Center of the American Experiment reports that 84% of 18- to 34-year-olds are worried about their ability to afford a home.

“This trend has been building for many years,” said Mark Foster, Housing First Minnesota’s vice president of legislative and political affairs. “As housing costs continue to climb and new housing options are constrained by government policies, it

is no wonder that an increasing number of voters are urging candidates to address this issue.”

POLITICAL RESPONSES:

• Kamala Harris: The vice president proposes $25,000 in down payment assistance for first-time homebuyers and supports increasing housing construction to address shortages. “There’s a serious housing shortage,” Harris said. “In many places, it’s too difficult to build, and it’s driving prices up. As president, I will work in partnership with industry to build the housing we need both to rent and to buy.”

• Donald Trump: The former president focuses on borrowing costs, stating, “Under this administration, groceries are up 57%, gasoline is up 60% and 70%, mortgage rates have quadrupled, and the fact is, it doesn’t matter what they are because you can’t get the money anyway. Young people can’t get any financing to buy a house.”

REGIONAL IMPACT:

In July, the Twin Cities experienced a 3.5% year-over-year inflation rate, surpassing the national average of 2.9%, largely due to rising housing costs.

Foster emphasizes that “housing affordability is likely to remain a top-tier issue for some time.” He warns that without significant policy changes, the challenges of supply and cost will persist.

As the election approaches, housing affordability remains a critical topic, influencing both voter concerns and campaign strategies.

CANDIDATE ENDORSEMENTS:

Housing First Minnesota’s Political Action Committee (PAC) recently endorsed 44 candidates for election and re-election to the Minnesota legislature. Housing First Minnesota’s PAC endorsement reflects each candidate’s demonstrated commitment to a vibrant housing market that ties together the communities of our great state. These leaders share our goals of providing the opportunity for homeownership for everyone, everywhere.

“Homeownership opportunities and housing affordability rank as one of the top issues for more and more Minnesotans,” said James Vagle, CEO of Housing First Minnesota. “As we saw last legislative session, addressing the barriers unnecessarily driving up the costs of housing is an opportunity for bipartisan agreement. Without significant statewide reforms, our housing market will remain woefully undersupplied.”

“As voters consider their options at the polls, these legislative candidates stand out as leaders committed to addressing the complex issues that are having a real-world impact on Minnesota’s housing market. We look forward to working with these housing champions during the 2025 legislative session.”

The endorsement process utilizes an analysis of a candidate’s voting record, candidate questionnaire, and demonstrated support for Housing First Minnesota’s policy platform. Further endorsements may be considered prior to the general election.

Interest Rate Cuts on the Horizon?

THE FED’S NEXT STEPS COULD RESHAPE THE HOUSING MARKET THIS FALL

Mortgage rates have held steady for most of the spring and summer at around 6.5% on a 30-year fixed mortgage, according to Freddie Mac. This period of stability has provided a much-needed respite from the housing market turmoil caused by mortgage rates reaching a 20-year high.

But all eyes are on the Federal Reserve as it hints at potential interest rate cuts in the near future, possibly as soon as early fall. This speculation stems from signs that inflation is cooling off and the job market is starting to show some weakness.

Analysts are buzzing about the possibility that the Fed could kick off a series of rate cuts starting mid-September, with more reductions likely by the end of the year or early 2025.

If these rate cuts occur, mortgage rates could begin to dip a bit lower, offering a glimmer of hope for

homebuyers who’ve been squeezed by high borrowing costs over the past year.

However, despite a potential decrease, rates are expected to stay above pre-pandemic levels, so housing affordability may not improve drastically for everyone.

Beyond mortgage rates, the multifamily sector is also under pressure. Construction has slowed and developer confidence is down, which could mean fewer new units hitting the market — a concern at a time when inventory is already tight.

This is particularly evident in the Twin Cities, where the housing market remains competitive and home prices continue to rise. According to a recent report from the Minneapolis Area Realtors, the median sales price in the metro area climbed 2.7% in July to $385,000.

This local trend is mirrored nationwide, where low inventory is keeping home prices elevated, making it tough for first-time buyers to break into the market, even if mortgage rates do edge lower.

As September approaches, the Fed’s decisions could be a game-changer, influencing not just mortgage rates but also the broader housing market.

EV Growth in 2023

IN 2023, A RECORD-BREAKING 1.2 MILLION EVs WERE SOLD IN THE US, ACCOUNTING FOR 7.6% OF TOTAL LIGHT AND MEDIUM VEHICLE SALES, ACCORDING TO ESTIMATES FROM THE KELLY BLUE BOOK. THIS IS A SIGNIFICANT INCREASE FROM THE 5.8% RECORDED IN 2022.

IN MINNESOTA, THE MN DEPARTMENT OF TRANSPORTATION REPORTS THAT 6.2% OF CURRENT YEAR MODEL SALES IN 2023 WERE EVs.

Stay True to Your Brand

Not every trend will be appropriate for your brand — and that’s okay. Know what pop culture moments are a good fit and recognize when it’s time to stay silent. There will always be another trend on the horizon!

As the year draws to a close, our thoughts naturally turn to the changing seasons, upcoming celebrations, and promise of a fresh start. Yet, amid the flurry of activity and obligations, we often neglect to pause and reflect on the year that has passed.

As Housing First Minnesota Foundation looks ahead to the new year, we have much to be thankful for and reflect on from the past year.

Housing First Minnesota Foundation’s mission is to partner to build safe housing for Minnesotans in need, with a vision to provide dignified housing in the pursuit of ending homelessness.

2024 was a year of growth for the Foundation. We expanded the Housing for Heroes program, completing three additional homes in the Twin Cities for veterans and families experiencing homelessness. This brings the total number of Housing for Heroes homes to 14, each of which can accommodate up to eight veterans and their family members annually. The Foundation is also in the early planning stages for new building initiatives to support homeless youth in

the Southwest Metro and single mothers with children in the North Metro. And, we are moving closer to seeing our Veteran Village become a reality.

As we continue to grow, our partnerships are more important than ever. We are incredibly grateful for all our nonprofit and builder partners who donate their time, energy, and resources to bring these projects to life. With these key partnerships, we will continue to expand our reach and make an impact on homelessness in Minnesota.

Understanding Minnesota’s Green Path Certification Levels

When it comes to building energyefficient homes, Minnesota’s Green Path is at the forefront, offering homeowners and builders a clear, trusted roadmap. The Green Path certification program is designed to ensure that homes not only meet but exceed modern energy efficiency standards. The program offers three distinct levels of certification: Energy-Tested, Advanced, and Master. While all levels represent a commitment to energy efficiency, Advanced and Master certifications take sustainable building to new heights, delivering unparalleled performance and value.

“The Green Path certification provides us with a clear, third-party endorsement of our commitment to energy efficiency and sustainability,” shared Mya Jacobs with Eternity Homes. “It has influenced our approach by making us more intentional about the materials and methods we use.”

This intentionality is at the heart of what sets Advanced and Master certifications apart, with builders that make use of the certifications prioritizing long-term savings and environmental responsibility.

The Core of the Green Path Certification Program

Minnesota’s Green Path starts with the Energy-Tested Certification, which ensures homes meet fundamental energy efficiency standards set by the Residential Energy Services Network (RESNET). Energy-tested homes receive a Home Performance Report (HPR) and the Home Energy Rating System (HERS) Index Score. This level of certification is a solid first step, providing homeowners with assurance that their new home is designed to reduce energy consumption, resulting in lower utility bills and a more comfortable living environment.

Going Beyond: Advanced and Master Certifications

Advanced Certification is where homes truly start to differentiate themselves in the realm of energy efficiency. To achieve this level, homes must incorporate things like enhanced insulation, high-efficiency HVAC systems, or superior windows and doors, among other features. This results in a lower HERS Index score, reflecting significant energy savings. The Advanced Certification is ideal for builders and homeowners committed to exceeding the norm and investing in long-term efficiency and sustainability.

“There are a lot of opportunities for residential homebuilding to increase energy efficiency for not only our homeowners but for our communities and our planet,” said Scott Hockert of Hanson Builders.

Master Certification represents the pinnacle of energy-efficient homebuilding.
