Sights and Sounds of a Pinoy Summer

The smell of ripe mangoes fills the air, their sweet aroma mixing with the scent of the nearby ocean. The scorching midday sun beats down as kids splash and shriek with delight in the salty waves. For those of us who grew up in the Philippines, these are the unmistakable markers of summertime from our past.

Summer wasn’t just a season, but a glorious, never-ending stretch of adventures, traditions, and simple joys that made childhood so magical. With no school and few responsibilities, the roughly three-month summer break was our biggest canvas for exploring, playing, and creating lasting memories.

Those endless sun-drenched days were spent in pursuit of fun wherever we could find it. Triple-digit temperatures were the perfect excuse to run through the sprinklers or have water balloon fights that cooled us off while soaking everyone in sight. When the rains came, we didn’t run inside but danced joyfully in the refreshing downpours, splashing in the newly formed puddles on neighborhood streets.

Summer was the season of beaches, swimming holes, and sun-kissed adventures. Family road trips to the provinces took us to hidden coves and majestic white sand paradises where we built sandcastles, rode the waves, and played games along the shoreline until our skin turned golden brown. Fishing for our dinner, scouring rock pools for marine life, and camping under the brilliant starry night skies filled our summer nights with enchantment.

Perhaps the best part of a Philippine summer, though, was the abundance of delicious fruits that became the star ingredients of our favorite treats. Hawkers selling ice-cold saba con hielo (banana con leche), halo-halo, and scramble (brain freeze-inducing crushed ice drenched in colorful syrups) lined the streets to satisfy our cravings. We sucked every last drop of juice from freshly sliced picos (green mangoes) sprinkled with salt before wiping our chins and smiling contentedly.

More than just recalling memories, a Philippine summer was also about making new ones that would stick with us forever. Using our vivid imaginations, we created our silly games, daring each other to ever-riskier stunts or impressive athletic feats. Fireflies danced around us at night as we snuck out for games of hide-and-seek and ghost stories with neighbors and cousins. Those bonds of friendship forged during the most carefree days of our lives remain some of the strongest we’ve ever had.

Reminiscing my past summers made me realize the importance of embracing both new experiences and old traditions. While those endless summer days are long gone now, closing our eyes can instantly transport us back to the warmth, laughter, and magic of our Philippine childhood summers. The nostalgic reminiscing is more than just memories – it’s a powerful feeling of freedom, innocence, and pure joy that we’ll forever cherish in our hearts.

Elevating the Filipino Voice: The Passion and Purpose of Congressman Toff De Venecia

In the heart of Manila’s dynamic theater district, a young actor and director was igniting stages with works that fearlessly tackled societal issues and captured the spirit of the Filipino people. Little did Christopher “Toff” Vera Perez De Venecia know then that his creative voice would one day resound throughout the halls of Congress, championing the very arts that fueled his passion.

Today, as a legislator and the principal author of the landmark Philippine Creative Industries Development Act, De Venecia has emerged as a powerful advocate for the nation’s artistic and cultural sectors. His multifaceted background – spanning theater, film, journalism, and entrepreneurship – has uniquely positioned him to spearhead efforts to uplift Filipino creativity on a national and global scale.

THE PHILANTHROPIC TRAILBLAZER

“As a legislator, I have taken up the cause of championing the Philippine creative industries and lent it the voice it has sorely needed in Philippine politics,” De Venecia tells Balikbayan Magazine in an exclusive interview, reflecting on his journey from the stage to the legislature.

His experiences as a TV and film actor, columnist, magazine editor, theater director, and founder of acclaimed companies like Sandbox Collective and 9Works Theatrical provided an intimate understanding of the challenges faced by artists and cultural workers.

It was this first-hand knowledge that drove De Venecia’s commitment to craft policies and legislation empowering Filipino creatives. “Having engaged with the stakeholders of a rather overlooked sector during the pandemic, I know what it’s like to be creative in a country that doesn’t seem to value or give you that much support,” he acknowledges. This experience solidified his resolve to be a champion for the arts, culture and creative industries he holds dear.

LANDMARK ACHIEVEMENT: THE PHILIPPINE CREATIVE INDUSTRIES DEVELOPMENT ACT

One of De Venecia’s most significant legislative achievements to date is the passage of Republic Act No. 11904, or the Philippine Creative Industries Development Act (PCIDA). This groundbreaking law seeks to propel the nation’s economic growth, nation-building efforts, and creative expression, with the ambitious goal of positioning the Philippines as the number one creative economy in the ASEAN region by 2030.

PCIDA provides a comprehensive framework to support and nurture the country’s creative industries, from infrastructure development and promotion to fiscal incentives, subsidized rental schemes, start-up funds, and digitalization grants. “This landmark law provides the necessary framework and support for Filipino creatives, those even abroad, to thrive and contribute to the nation’s cultural and economic development,” De Venecia proudly states.

AMPLIFYING THE FILIPINO BRAND GLOBALLY

A key legislative priority for De Venecia is leveraging the power of cultural diplomacy to reinforce and promote the Filipino brand and identity on the global stage. His proposed House Bill 10144 seeks to strengthen the Sentro Rizal, converting it into a cultural diplomacy hub attached to the Department of Foreign Affairs.

“The Philippines can make use of cultural diplomacy as a tool to attract more foreign investments, create more jobs, boost tourism, and stimulate economic development, especially in the creative sector,” he explains. By showcasing the nation’s cultural assets – from award-winning actors and musicians to world-renowned chefs, designers, and artists – De Venecia believes the Philippines can espouse a more positive national reputation and foster economic prosperity.

He cites acclaimed talents like actress Dolly de Leon, Broadway star Lea Salonga, chefs, designers, and musicians who have achieved global recognition, asserting, “By leveraging our cultural assets, we can both improve the lot of our people and espouse a more positive national reputation to the international community.”

SUPPORTING BALIKBAYANS AND OFWS: A MULTIFACETED APPROACH

De Venecia’s legislative efforts extend far beyond the creative industries, encompassing initiatives to support balikbayans and overseas Filipino workers (OFWs) across various sectors. In employment, he has authored laws like the Caregivers Welfare Act, One Town One Product Law to promote local entrepreneurship, the Cultural Mapping Law to equip cultural workers, and the proposed Freelance Workers Protection Act.

In healthcare and education, De Venecia has worked on bills benefiting centenarians, teachers, barangay health workers, and upgrading education services. For balikbayans in the creative sector, PCIDA mandates enhanced support through infrastructure, marketing, fiscal incentives, subsidies, grants, and more.

FOSTERING GLOBAL SOLIDARITY AND ECONOMIC GAINS

De Venecia envisions strengthening ties between the Philippines and its global diaspora communities through cultural exchange programs and nurturing a shared sense of belonging. “Living outside the Philippines, you are on the frontlines of espousing the Filipino brand abroad,” he states, urging balikbayans to showcase Filipino culture through cuisine, films, music, and more.

He believes that by fostering interculturality and equitable interaction between diverse cultures, the Philippines can generate shared cultural expressions, ultimately leading to international solidarity, cooperation, and domestic economic gains. “This is where my Sentro Rizal Bill comes into play,” he explains, envisioning a platform for cultural exchange and mutual respect.

APPROACH TO NATIONAL DEVELOPMENT

While championing the creative industries remains a core focus, De Venecia acknowledges the multifaceted challenges Filipinos face today. “Challenges such as poverty, healthcare access, unemployment, and environmental degradation persist,” he states. Addressing these issues, he believes, requires a comprehensive approach involving government initiatives, inter-agency collaborations, private-sector partnerships, and community engagement.

In the creative sector, limited access to funding, inadequate infrastructure, and regulatory constraints often impede the growth of enterprises, particularly at the local level. To overcome these barriers, De Venecia emphasizes the importance of private sector involvement, as outlined in PCIDA. Initiatives like the Philippine Creative Industries Development Council and Local Culture and Arts Councils aim to promote regional investments and leverage expertise from the private sector to drive national development.

A RESOUNDING CALL

As De Venecia conveys to the readers of Balikbayan Magazine, the path to elevating Filipino creativity on the global stage requires collective effort and unwavering determination. “A warm salute to each of you for being the backbone of the Philippine economy, sending billions of dollars in remittances back home each year. Truly, you are the epitome of Filipino resilience,” he acknowledges, recognizing the invaluable contributions of the diaspora.

Drawing inspiration from the 2005 UNESCO Convention, which recognizes cultural diversity as a rich asset for sustainable development, De Venecia urges balikbayans to embrace and celebrate their cultural heritage. “Prepare Filipino dishes, frequent Filipino restaurants, binge-watch or produce Filipino films and dramas, listen to or perform Filipino music. There are many ways to promote and celebrate the creativity that makes us unique,” he encourages.

In his passionate call to action, De Venecia’s voice resonates with a profound sense of purpose – a purpose rooted in his personal journey, his artistic soul, and his unwavering belief in the transformative power of creativity. “Let us all work hand in hand in elevating Filipino creativity to the global stage,” he implores. “For truly, #TheFutureIsCreative.”

Anakbanwa is an unprecedented arts residency program initiated by De Venecia in the fourth district of Pangasinan. Another landmark initiative of de Venecia is the Galila Arts Festival, a multiarts event. Earlier, he spearheaded the restoration and the transformation into tourist destination and heritage site of the MacArthur House, the Home Economics building of West Central Elementary School which served as Gen. Douglas MacArthur’s headquarters. Addressing participants from around the world at the roundtable discussion during the 3rd World Conference on Creative Economy in Bali, Indonesia. Rekindling Wanderlust: Winter Escapade 8 Beckons Balikbayans Back to the Philippines

Revenge travel was all the rage at the recently concluded Winter Escapade 8, the annual balikbayan travel initiative of the Department of Tourism (DOT) and Department of Foreign of Foreign Affairs (DFA) which made its triumphant return after a three-year hiatus due to the pandemic.

This year, over 250 enthusiastic participants, including nearly 50 from the United States, embraced the opportunity to delve into the rich tapestry of Philippine culture and heritage.

DFA Secretary Enrique Manalo extended his appreciation to the tour participants “for choosing the Philippines as the place of respite from the winter chill” and acknowledged that the increasing participation in this program “is proof positive of the consistent and growing interest in the tourism, culture, and heritage of the Philippines.”

“This was one of the best years in terms of the participation and the enthusiasm of the participants,” Philippine Ambassador to Canada Maria Andrelita Austria told the Asian Journal. “We listened to what they really wanted so we made sure that there was something for every type, the more adventurous ones or the ones who want to relax.”

The ambassador expressed her fondness for swimming with the whale sharks in Oslob, emphasizing the abundance of natural resources and environmental treasures present in the country. She underscored the

“We tend to forget how beautiful the Philippines is,” she emphasized.

The ambassador also brought gifts to the governors of Bohol and Cebu who hosted reception dinners for the guests.

“We wanted to tell a story of the potential of the Philippines so we thought, rather than to bring a gift from Canada, we brought a gift that is exported to many countries like the U.S. and Canada,” Austria explained. “It’s a little-known secret that the Philippine crab meat is the closest relative of the Maryland blue swimming crab, yung alimasag natin. People from the U.S. buy that and make them into Maryland crab cakes.”

“It’s like the story of our people, how we are so adaptable and how we are essential to many of the countries but we Filipinos do not know about it,” she added.

Creating memories

From February 18 to 27, eager travelers embarked on a journey that spanned the enchanting landscapes of Manila, Bohol, Cebu, Guimaras, and Iloilo, forging unforgettable memories and fostering crosscultural exchange.

Among them was Edith Sobeng from Vancouver, a seasoned traveler whose curiosity was piqued by fliers promoting the tour at the consulate during her dual citizenship appointment. Despite initial apprehensions about joining a group tour for the first time, Edith found herself captivated

by the diverse array of experiences awaiting her.

“For me, every moment is a highlight. The first time I joined, we explored Bohol, Dumaguete, Siquijor, and Cebu, so Iloilo is a new addition for me. There’s just so much to see and do,” Edith remarked, reflecting on her sixth Winter Escapade adventure.

Expressing her admiration for the Philippines’ natural beauty, she emphasized the importance of promoting tourism for economic growth. “I have no complaints about this tour, especially with such a lively group. It’s wonderful to see so many millennials this year,” she added, already looking forward to future excursions.

For Iloilo City Mayor Jerry Treñas, hosting balikbayan tour groups such as the Very Important (VIP) Tour and Winter Escapade is an opportunity they grabbed so they can proudly showcase their city to the world.

“Our involvement with the Very Important Pinoy Tour of the USA and Winter Escapade Tour from Canada was due to a partnership with DOT and TPB and Rajah Tours,” the mayor remarked. “We are very honored and proud to be chosen as one of the destinations for these tours projects; Iloilo City has the best of both worlds, they say it is where the past meets the present.”

“Of course, we welcomed the chance to host because we want our balikbayans to experience our city’s beauty, its development and improvements, its gastronomic offerings, and we know by hosting, we will be able to promote investments and increase economic activities within the city,” Mayor Treñas

added.

Noriel Favis from Edmonton echoed Edith’s sentiments, describing his fourth Winter Escapade as an enriching experience that surpassed his expectations.

“It was hectic visiting three cities, but we enjoyed every moment. The abundance of delicious food was a highlight, although we may have been short on sleep,” he chuckled.

From exploring the vibrant streets of Iloilo and Guimaras to rediscovering the charm of Bohol’s landscapes, Noriel cherished every moment shared with his family of 16, including several first-time participants.

Joining the tour to accompany his grandmother, Lola Lillian Soriano from Maryland, Ynigo Munoz found delight in exploring iconic landmarks such as Cebu’s historic pilgrimage sites and the picturesque shores of Balicasag Island in Bohol.

“I relished every moment of our travels, from exploring Intramuros to embarking on island-hopping adventures. It was a truly unforgettable experience,” he exclaimed, grateful for the opportunity to create lasting memories with his loved ones.

For Sarah Gonzales, the Winter Escapade offered a chance to explore beyond Luzon, a departure from her usual travel routine. Snorkeling in Moalboal, encountering sardines and sea turtles, stood out as a memorable experience, reigniting her love for the Philippines since her last visit in 2016. Encouraged by her aunts who had previously embarked on the journey, Gonzales and her family eagerly joined the tour, seeking to immerse herself in the diverse beauty of the country.

Reflecting on her adventure, Gonzales voiced a desire for a smaller group size to enhance the quality of activities and allow for a more leisurely pace. Despite feeling rushed at times, she appreciated the opportunity to explore four different regions and recommended the Winter Escapade to those seeking a comprehensive tour experience.

Lucy Reyes, representing the Philippine Canadian Nurses Association in Calgary, found the trip to be both eye-opening and nostalgic. Immersed in the natural and cultural wonders of the Philippines. She was particularly moved by the warmth of the welcome extended by Governor Gwen Garcia and her team in Cebu.

However, she noted room for improvement, particularly the Sinigang Valley tour, suggesting a separation between advertising and tourism activities to enhance the overall experience. “As tourists, we wanted to sightsee, not listen to lectures,” she quipped.

Despite these observations, Reyes commended the organizers for their exceptional organization, citing the Winter Escapade as the most well-coordinated tour she had ever participated in. Encouraged by Consul General Zaldy Patron to join the journey, Reyes found inspiration in reconnecting with her roots and discovering the unparalleled beauty of her homeland.

Iloilo City’s Tourism Vision: An Interview with Mayor Jerry Treñas

Mayor Jerry Treñas of Iloilo City has been on a mission to put his beloved city on the global map as a premier tourist destination. With a vision fueled by pride and opportunity, Mayor Treñas spearheads initiatives to showcase the city’s beauty, heritage, and gastronomic delights to the world.

In a recent interview with the Asian Journal, he shed light on various initiatives aimed at promoting Iloilo City as a premier tourist destination

Over the past few months, Iloilo City welcomed hundreds of balikbayans and other guests from the United States and Canada to experience its beauty, development, gastronomic offerings, and investment potential.

“We are proud of our city, and we grab every opportunity that we can get to showcase it to the world,” Mayor Treñas shared. “Our involvement with the Very Important Pinoy Tour of the USA and Winter Escapade Tour from Canada was due to a partnership with DOT, TPB, and Rajah Tours. We are very honored and proud to be chosen as one of the

destinations for these tour projects.”

When asked about the city’s appeal to international tourists, the mayor highlighted its rich cultural heritage, including churches, preserved heritage architecture, old mansions, and modern developments and business areas that guests can visit.

Iloilo is at the heart of the Philippines, so it is fondly called the “City of Love.”

“This is seen in its people’s kind, gentle, sweet “malambing” ways. Here you can ask for directions and everybody can speak to you in English and point you to your destination and add the best places to eat in as a bonus,” the mayor remarked. “This is the Ilonggo hospitality.”

Regarding the economic impact of tourism promotion, Mayor Treñas noted a significant increase in tourist arrivals, which increased by 255% since the pandemic, with the local economy benefiting from various sectors such as accommodation and food services.

He emphasized the importance of sharing the city’s beauty and heritage locally and globally, which translates

to increased economic activity and job creation.

Mayor Treñas also discussed the city’s engagement with overseas Filipino communities, particularly in highlighting cultural events like the multi-awarded and globally-recognized Dinagyang festival. He underscored the festival’s significance as a cultural and religious celebration in honor of the Sto. Nino and held every fourth Sunday of January, drawing visitors from around the world.

“Hundreds of thousands of visitors come over to see this, it is our busiest time of the year and this is a festival that has leveled up since it started because the public and private sector, the academe and the local Church, work hand-in-hand to make this a successful event indeed,” he said proudly. “It is our main tourist event that people do not want to miss and experience -- the dance competitions, the street dancing, the drum beats, and the devotion, and not to forget the array of food and merrymaking.”

involved and engaged in preparing for the influx of international tourists because the mayor believes in inclusion and collaboration. They hold workshops with stakeholders and training for vendors and hospitality services groups to receive tourists both local and foreign.

Despite all the accolades that the city has received, Mayor Treñas and his administration are not resting on their laurels just yet and continue to work and find ways to enhance the overall tourism experience, starting with infrastructure development.

From revitalizing the city’s public markets – they have seven, one per district – to improving all the plazas while preserving the city’s historical integrity, the mayor said they are working to make Iloilo City ready for the next generation and for its visitors.

The city has heritage and urban planner architect Paolo Alcazaren and the NHCP (National Historical Commission of the Philippines) working together to bring the plazas to their former glory but with the modern touches of solar lighting and landscaping.

Looking ahead, Mayor Treñas mentioned future initiatives like gastronomy circuits and bike festivals to sustain and further boost tourism.

In closing, Mayor Treñas extended a warm invitation to Filipinos in the diaspora to visit Iloilo City, experience its culture, heritage, and hospitality, and become its ambassadors. He likewise emphasized the pivotal role of overseas Filipinos in bolstering Iloilo City’s tourism sector and urged them to not only visit and immerse themselves in the city’s vibrant culture and warm hospitality but also to consider investment opportunities, including retirement options.

“Iloilo has the most OFWs/Balikbayans in the country, and I believe that there is no other best promoter but the OFWs/Balikbayan which are the best ambassadors for Iloilo City,” he said.

Culinary Crown: Iloilo City Reigns as UNESCO Gastronomy City

Iloilo City, known for its rich culinary heritage and vibrant gastronomic scene, achieved a significant milestone in November 2023 by being named a UNESCO Creative City of Gastronomy. This prestigious recognition, announced by UNESCO Director-General Audrey Azoulay, marks Iloilo City as the first and only city in the Philippines to become a City of Gastronomy.

Mayor Jerry Treñas expressed his gratitude, acknowledging the collective effort of the Ilonggos in preserving and promoting traditional cuisine.

“Iloilo City is the first and only city (for now) in the Philippines to be named as a UNESCO Creative City of Gastronomy. We are now part of the international scene. I share this award with the Ilonggos, who like me, love to cook our traditional food,” Mayor Treñas told the Asian Journal.

The journey towards this recognition involved extensive collaboration across various sectors, including the local government, private enterprises, academic institutions, and community groups.

“This award is a result of teamwork and collaboration among the LGU, our consultants, the private sector, the academe, and our communities, which continue to happen as we uphold this title by working on innovative projects that strengthen our relationships and linkages with other creative cities in the network,” the mayor added. “What this shows as with every other successful endeavor of the city is that when everyone works together, everything comes out better.”

Through workshops and consultations, the stakeholders from different gastronomy sectors contributed their insights, paving the way for Iloilo City to showcase its culinary heritage and sustainable practices on a global platform.

This designation reflects Iloilo’s rich culinary heritage and reinforces its role in preserving and promoting Philippine food culture. The city is renowned for signature dishes such as La Paz Batchoy, Pancit Molo, local favorites like

The city’s designation as a Gastronomic City underscores its commitment to preserving its culinary identity while embracing innovation and sustainability.

Mayor Treñas highlighted ongoing initiatives such as revitalizing public markets and introducing gastronomy circuits to boost tourism and celebrate Iloilo’s unique food culture.

“We are revitalizing our Public Markets, of which we have seven, one per district. Markets are important as vendors and sellers come to meet here and contribute to the economy, but as a Gastronomy city, markets are where some of our food culture is preserved,”

the mayor said. “We want to give both vendors and sellers a good and clean experience. But we will, of course, still preserve the look of our markets which have so much history with our people.”

In 2022, the city launched a 208-page cookbook “Flavors of Iloilo” containing heirloom recipes, a homage to ancestors who have cooked for their families likewise as a means of preserving traditional Ilonggo recipes.

Treñas said the city would continue to push for more innovations, such as introducing the metro as a global gastronomic hot pot as “prevalent in the Ilonggo culture and tradition” like in fiestas and other celebrations.

The UNESCO Creative Cities Network celebrates cities that recognize creativity as a driver of sustainable urban development. With Iloilo City’s

inclusion, the network now comprises 350 cities worldwide across various creative fields.

Department of Tourism Secretary Christina Garcia Frasco congratulated Iloilo City for its remarkable achievement, emphasizing its significance in promoting Filipino culinary heritage to both domestic and international visitors.

“The Department of Tourism extends its sincerest congratulations to Iloilo City, under the leadership of Mayor Jerry Treñas, for its remarkable entry into the UNESCO Creative Cities Network. Iloilo City is a gastronomic haven for both Filipinos and international visitors, and a hallmark of our Filipino culinary heritage,” Secretary Frasco said.

Secretary Frasco further emphasized, “The Department of Tourism commits to continue its support for our creative cities under the Marcos administration’s thrust to further develop, promote, and expand our tourism product portfolio towards multi-dimensional tourism. This includes a strong focus on the food and creative industries, which will undoubtedly bolster the Philippines’ attractiveness as a preferred destination for travelers.”

Iloilo City is the third Philippine city, alongside Baguio and Cebu City, to join the prestigious UNESCO CCN. Baguio City became a UNESCO Creative City of Crafts and Folk Art in 2017, while Cebu City was recognized as the country’s inaugural UNESCO Creative City of Design in 2019.

With these latest additions, the UNESCO Network now boasts 350 cities across more than one hundred countries. The UNESCO CCN was launched in 2004 to foster collaboration among cities that recognize creativity as a fundamental catalyst for sustainable urban development. The network covers seven creative fields: Crafts and Folk Art, Design, Film, Gastronomy, Literature, Media Arts, and Music.

Creative cities are committed to developing and sharing experiences to make them more inclusive and sustainable, establishing partnerships between the public and private sectors and civil society, and fostering professional and artistic exchange programs and networks, among other actions.

Iloilo City’s recognition as a UNESCO Creative City of Gastronomy not only affirms its culinary prowess but also positions it as a cultural hub for gastronomy enthusiasts worldwide. As the city continues to celebrate its heritage and culinary innovation, it welcomes visitors to experience the flavors of Iloilo and embark on a gastronomic journey unlike any other.

Preserving Tradition: The Journey of Asin Tibuok from Bohol’s Shores to the World

INthe quiet town of Alburquerque, Bohol, 11 miles from the nearby capital of Tagbilaran City, a cherished tradition lives on. Here, amidst the soothing sounds of the sea and the salty air, artisans like Veronica Manongas-Salupan continue the age-old practice of making “asin tibuok,” or unbroken salt, treasured for its pureness and handcrafted excellence.

Veronica, a third-generation “asindero” from Alburquerque, represents one of the few remaining families in the town dedicated to the meticulous art of producing asin tibuok. Reflecting on the recent unexpected surge in popularity of their craft, she humbly acknowledges the foresight of their ancestors in laying the foundation for this enduring legacy which they hope to continue at Tan Inong Asin Tibuok Kabilin.

Gratitude fills the hearts of the Manongas family as they extend appreciation to their steadfast supporters, including Filipino American businesswoman Lennie DiCarlo, whose visionary efforts have brought the flavors of asin tibuok to the United States since 2017. With approximately 3,000 pieces bound for the U.S. this quarter alone, the journey of asin tibuok transcends borders, captivating palates and igniting culinary imaginations.

From the kitchens of renowned chefs to the social media feeds of influencers, asin tibuok has garnered acclaim, earning accolades from esteemed institutions like the Culinary Institute of America. Veronica and her family’s dedication to preserving the pre-colonial tradition has not gone unnoticed,

culminating in her recognition as one of the esteemed winners of the 2024 Lakbay Bukid Awards, honoring her role in farm tourism development.

“We hope to maintain the quality of the asin tibuok and that people continue to support and use it,” Salupan told the Asian Journal. “We will continue to do this to honor the legacy of our ancestors who gave it to us.”

The revival of asin tibuok stands as a testament to the enduring spirit of heritage preservation. In an era where artisanal craftsmanship is celebrated as the pinnacle of culinary excellence, this rare sea salt holds a special place. Beyond its culinary allure, asin tibuok embodies the rich tapestry of Bohol’s cultural heritage, drawing visitors to the humble shores of Albur.

The actual process is quite laborintensive as Tan Inong workers showed us when we visited Albur recently as part of the Winter Escapade Tour of the Department of Foreign Affairs and Department of Tourism.

First, the coconut husks are soaked for 3 to 4 months to absorb the salinity of the seawater. Then, they are chopped, dried, and burned to become gasang, or ash. Seawater is then filtered through the gasang to extract the salt, resulting in tasik, which is boiled in handmade clay pots for up to eight hours until it forms the recognizable egg-shaped mass of salt.

Resurgence

Before the revival of asin tibuok, the industry lacked financial viability. Artisans primarily engaged in saltmaking to exchange for rice grains with farmers. However, in recent times, this dynamic has shifted. Even affluent individuals in the province have begun purchasing their asin, which now commands prices starting at around P800 pesos.

Adversity struck with the passage of Republic Act No. 8172 in 1995, mandating iodine supplementation in all manufactured salt in the country. The law wanted to eliminate iodine deficiency disorders by mandating all salt producers and manufacturers to iodize their products. Coupled with the toll on their father’s health, salt production at Tan Inong’s halted, casting a shadow over their endeavors.

Veronica’s brother, Fr. Cris, embarked on the ambitious task of reviving the art of asin-making in 2010, facing resistance from fellow artisans daunted by the laborious process and uncertain returns. Undeterred, he pressed forward,

securing a loan to breathe life into their ancestral craft.

As tourism in Bohol blossomed, a glimmer of hope emerged, culminating in a fortuitous 2016 meeting with Lennie DiCarlo, founder and chief executive officer of xroads Philippine Sea Salts.

With renewed vigor, the Manongas family resumed their production, guided by a commitment to quality and authenticity. As demand soared, aided by the efforts of individuals like Bea Crisostomo, the ranks of asin-makers swelled, breathing new life into an ageold tradition. Today, four families in Bohol continue the legacy, perpetuating the timeless art of crafting asin tibuok.

Recognized by the Slow Food Ark of Taste in 2016, asin tibuok stands as a beacon of cultural heritage, a testament to the enduring legacy of Bohol’s shores. From the hands of Veronica’s grandfather, barangay captain Saturnino (better known in the village as Tan Inong), to the skilled artisans of today, each grain of asin tibuok encapsulates the essence of tradition, honoring the ancestral wisdom passed down through generations.

As Veronica looks towards the future, her hopes are simple yet profound: to preserve the quality of asin tibuok and ensure its continued appreciation by all who savor its unique essence. With unwavering dedication, she and her family stand as stewards of a timeless tradition, honoring the legacy of their ancestors and the enduring spirit of Bohol’s shores.

During our visit to Alburquerque on the Winter Escapade Tour, Tan Inong workers demonstrated the laborintensive process of making asin tibuok. Coconut husks soak for more than three months, absorbing seawater salinity, then chopped, dried, and burned to ash. Seawater filtered through the ash extracts salt, which is then boiled for up to eight hours to form the iconic egg-shaped salt mass. Veronica Manongas-Salupan is a third-generation asindero along with her siblings who helped revive the family’s Asin Tibuok business back in 2010.

A Very Important Pinoy Tour

In a bid to bolster tourism in the Philippines with emphasis on the untapped countryside – the Department of Foreign Affairs, Department of Tourism, Tourism Promotions Board and its implementing partner Rajah Tours – are intensifying their campaign to attract Fil-Ams and other diverse groups in North America to visit the Philippines from July 21 to 30 this year.

Originally christened as Ambassadors, Consul Generals and Tourism Directors (ACGTD) Tour to visit the Motherland, this flagship project was launched in 2005 by the late Secretary of Foreign Affairs Albert Del Rosario with the support of all foreign posts in the U.S. and Canada. There was an initial 350 participants. It gained traction with 500 adherents the following year.

In 2008, the program registered 605 visitors and fluctuated to 184 in 2017 due to the declaration of martial law in Marawi and Davao in these two featured destinations. It was scrapped in 2010 and 2016 due to national elections and 2020, 2021, and 2022 at the height of the COVID-19 pandemic.

Lately, the group tour is billed as, “Very Important Pinoy Tour.”

Rajah Tours Chairman and CEO Alejandra Cruz Clemente who flew from the Philippines via New York to Los Angeles met with the media, community leaders, Philippine Airlines executives, and three stalwarts from the Los Angeles Philippine Consulate at Chinatown to pitch for the joint government and private sector’s tourism project. Ms. Clemente lamented the lack of push, publicity, or media coverage for this effort. She emphasized, “While we are recovering, we need help. Our tourism will get a boost 10-fold when the Bulacan International Airport will become operational.” She added, “It takes time but we’re getting there.”

The Philippine Consulate General of Los Angeles was represented by Deputy Consul General Maria Alnee A. Gamble, Consul for Cultural Diplomacy Marie Cris P. Chieng, and Cultural Officer Edelmira Valencia.

Ms. Clemente, a native of Mangatarem, Pangasinan said, “We are developing new infrastructures and tourist destinations like Northern Mindanao particularly Cagayan de Oro, Iligan, Bukidnon, and Bacolod in the Western Visayas Region.”

“Our country has very rich culture. We want our compatriots living in North America to witness cultural immersion themselves and meet the indigenous tribes featuring the indigenous customs of Iligan and Maranao natives: weaving, culinary arts, cultural dances, and Masskara Festival of Negros Province. We are arranging cultural presentations during the tour. It would be full of adventure if the participants would like to go water rafting, zipline adventures agricultural tour, explore the Silay ruins and the powdery white sand beaches.”

The main objectives of this tour are to entice Filipino Americans to deepen their appreciation of their Motherland, its rich history, heritage, and culture and to experience the warm hospitality of the Filipino people; to attract Fil-Americans and foreign tourists to invest in the Philippines, promote the Philippines as a retirement haven for Fil-Ams and foreigners and contribute to the socio-economic development of the country in terms of foreign exchange earnings.

While dissecting the apparent lack of push, a reporter suggested to Tourism Secretary Christina G. Frasco to conduct a roadshow like what former Tourism Secretary Richard Gordon did when he journeyed to Los Angeles many years ago with entertainers – generating nostalgia.

Other issues cropped up regarding sanitation, cleanliness, restrooms, cigarette butts strewn all over, among others.

Clemente also decried not implementing some seven to 10 congressional bills which she helped design that became law but marketing and promotion still lack funding. There was also a comment that the branding shift from Ambassador’s Tour to Very Important Pinoy Tour might have confused potential parties.

To assure the safety and security of the participants, all government apparatus including local and provincial authorities and the Philippine National Police will be tapped. An audience with the President Ferdinand R. Marcos, Jr. is yet to be confirmed.

A Delegate’s Perspective: Highlights and Takeaways from the Landmark US-Philippines Trade Mission

As I stepped off the plane in bustling Manila, I couldn’t help but feel a sense of excitement and anticipation. This was my third visit to the Philippines in the last five months, but this time, I was part of a prestigious delegation - the 2024 Presidential Trade and Investment Mission (PTIM), led by U.S. Secretary of Commerce Gina Raimondo.

The PTIM was a first-of-its-kind business undertaking, delivering on President Joe Biden’s commitment to work with Philippine President Ferdinand R. Marcos Jr. to advance the nations’ economic ties and internationally recognized labor rights. A delegation of 22 senior executives from prominent U.S. businesses and nonprofit organizations had converged in the Philippines’ capital last March 11 and 12, and I was honored to be among them.

From the moment we arrived at the Fairmont Makati hotel for our opening breakfast briefing, led by Ambassador MaryKay Carlson and Secretary Raimondo, I knew this would be a truly transformative experience. As a smalltown boy, the son of an Army dentist and an artist, I had never imagined I would one day have the opportunity to address a head of state. Yet, that’s precisely what unfolded as we made our way to the Malacañang Palace to meet with the Philippine Cabinet and President Marcos.

The genuine warmth and hospitality that the Filipino people extended to us was truly humbling and gratifying. It felt like being home with family. Most Americans have never visited the Philippines, often overlooking this vibrant nation on the other side of the world.

As we were ushered into the grand Malacañang Palace, individually greeted on the red carpet by Secretary Alfredo Pasqual, I couldn’t help but feel a sense of awe and privilege. After welcoming remarks from Philippine and U.S. officials, each delegate shared a brief introduction, and then several of us, including leaders from Google, Sol-Go, UltraPass ID,

United Airlines, and Visa, had the honor of addressing President Marcos and the Cabinet directly.

As we discussed investments, progress, and challenges in the Philippines, I was struck by the genuine interest and support from both President Marcos and Secretary Raimondo. Their words reinforced the deep commitment from both nations to foster economic cooperation and growth.

Following the formal business meeting, we were treated to a sumptuous lunch at the Palace, where I had the chance to sit next to Atty. Ivan John E. Uy, the Secretary of the Department of Information and Communications Technology (DICT). It was in that moment that I truly appreciated the meticulous planning that had gone into every detail of our visit - nothing was left to chance.

From the Palace, we proceeded to the iconic Solaire Resort to meet with the Private Sector Advisory Council (PSAC). Despite the notorious traffic in Manila, we had the privilege of a police escort, which was an exhilarating experience in itself. Sabin Aboitiz, Chairman of PSAC and Aboitiz Group, welcomed us with encouraging words about the potential for economic collaboration between the US and Philippines.

LT Group and Ana Margarita HontiverosMalvar from Aboitiz Equity Ventures, I couldn’t help but feel a sense of connection and possibility.

Learning that the LT Group was one of the largest conglomerates in the Philippines, owning Philippine Airlines, Lucio Tan III was eager to introduce me to the airline’s senior leadership to explore potential partnerships.

The day was capped off with a reception at the Solaire Resort, where I had the pleasure of dining between Cezar Consing, President and CEO of Ayala Corporation, and Secretary Ivan Uy of DICT. Earlier, I had requested assistance in navigating the bureaucracy within the Philippine Health Insurance Corporation (PhilHealth) to address some challenges. To my amazement, Carloz informed me that the CEO of PhilHealth was a good friend of his, and within 24 hours, we had a meeting scheduled with the CIO. The level of connection and problem-solving was truly astounding.

As if the day couldn’t get any more remarkable, we were treated to a thrilling performance by the legendary Lea Salonga. As a longtime fan of her work, especially her Broadway debut in “Miss Saigon,” watching Lea perform in such an intimate setting was a true highlight for me.

The following day was no less eventful. We were hosted by the Philippine business community, including the American Chamber of Commerce, U.S.-ASEAN Business Council, Makati Business Club, and Management Association of the Philippines. It was inspiring to witness the collaborative spirit and shared values that underpin the U.S.-Philippines economic relationship.

Throughout the entire PTIM, I was struck by the genuine warmth and hospitality of the Filipino people. Their joy in welcoming American visitors and showcasing their rich culture was truly humbling and heartwarming. It felt like being home with family, even though this was a foreign land to most of us.

As my official duties as a PTIM delegate came to a close, I couldn’t help but reflect on the transformative nature of this experience. From addressing a head of state to forging new business connections and witnessing the vibrant Filipino culture, this was truly a journey I will never forget. The genuine warmth of the Filipino people, the high-level engagements, and the meticulous planning that ensured nothing was left to chance all combined to make this a truly rewarding and lifechanging business trip.
