The Many Faces of Ilocos Norte: A Traveler’s Guide

Nestled in the northern tip of the Philippines, Ilocos Norte is a province that seamlessly blends historical treasures with natural wonders. From pristine beaches to majestic mountains, from centuries-old churches to cutting-edge wind farms, this region offers a diverse tapestry of experiences for every type of traveler.

It offers a mixture of old and new tourist’s destination sites -- you can view some old churches and houses, empanadaan, cultural treasures, museums, Malacanang of the North, white sand beaches, falls to an exhilarating experience of seeing windmills, rock formations, sand dunes with artistic stones and mirror installations, viaducts, and water parks.

As Ilocos Norte Governor Matthew Marcos Manotoc says, it may take four days to have an exciting bird’s-eye view of the province’s landscape, including a visit to Solsona-Apayao Road and the charming and beautiful town of Adams. Its “I’m IN” campaign has indeed brought attention to the forefront, attracting local and foreign tourists.

THREADS OF TRADITION: THE PINILI INABEL CENTER

In the town of Pinili, about 49 minutes from Laoag City, lies a testament to Ilocano craftsmanship - the Pinili Inabel Center. Here, visitors can witness the art of inabel weaving, a tradition that has earned national recognition through Magdalena “Nana Daleng” Gamayo, a centenarian master weaver.

Gamayo, honored as a National Living Treasure in 2012, has not only preserved this ancient craft but elevated it with her contemporary designs and uncommon techniques. Her work, characterized by its refinement and durability, serves as a bridge between Ilocano heritage and modern aesthetics.

She is well-loved by the community, having taught younger weavers to master the craft of “inabel” weaving. Her “inabel” creations exude refinement and endure the test of time, serving as a testament to her mastery and acute sensitivity to color. “Inabel” is a fabric made of cotton that is popular for its softness, beautiful designs and strength.

A STEP BACK IN TIME: SITIO REMEDIOS HERITAGE VILLAGE RESORT

Situated in Currimao, the Sitio Remedios Heritage Village Resort offers visitors a portal to

the Philippines of yesteryear. This meticulously crafted resort, with its reconstructed Spanishera houses and plaza, provides an immersive experience of colonial-era Filipino life.

Beyond its architectural charm, the resort boasts pristine beaches along the West Philippine Sea. Guests can indulge in local culinary delights at Kusina ni Lam-Ang, savoring dishes like freerange chicken tinola, pinakbet, and the unique KBL (kamatis, bagoong, lasona) side dish.

ARCHITECTURAL MARVEL: THE HISTORIC PAOAY CHURCH

A short drive from Currimao brings you to one of the Philippines’ most iconic structures - the Saint Augustine Church, commonly known as Paoay Church. This UNESCO World Heritage Site exemplifies the country’s unique “Earthquake Baroque” architecture, its massive buttresses a testament to both aesthetic grandeur and structural resilience.

The church complex extends beyond the main building, featuring attractions like the San Agustin Prayer Garden and the Paseo de Paoay, where visitors can explore local shops and exhibits.

CULINARY HERITAGE: GLORY’S EMPANADA AT BATAC RIVERSIDE EMPANADAANCHURCH

No visit to Ilocos Norte is complete without sampling its famed empanadas. At the Batac Riverside Empanadaan, Gloria Aduana Cocson’s stall, Glory’s Empanada, offers a taste of local culinary tradition. Cocson’s recipe, perfected over decades, showcases the Ilocano values of resourcefulness and frugality.

There are several stalls in the empanadaan and one of these belongs to Glory’s Empanada, owned by Gloria Aduana Cocson, 83. Determined to help her husband raise their family, Gloria perfected her empanada recipe. Through hard work and determination, her empanada business grew and became so popular that she was awarded the prestigious “Kalipi Award” in 2003.

The empanadaan is more than just a food stop; it’s a cultural experience where visitors can observe the meticulous process of empanadamaking and sample other local delicacies.

HISTORICAL GRANDEUR: MALACANANG OF THE NORTH

Overlooking the serene Paoay Lake, Malacanang of the North stands as a testament to the region’s political significance. This former presidential residence now serves as a museum, offering insight into the Marcos era through its themed rooms dedicated to various aspects of Philippine life and governance.

Built in 1977, it was originally the official residence of former President Ferdinand Marcos Sr. and family when visiting his home province. It consists of seven rooms, with each one having a theme of historical events from the Marcos era such as Study, Agriculture, Diplomacy, OFW (overseas Filipino workers), Culture, Nation Building and Family.

CULTURAL REPOSITORY: MUSEO ILOCOS NORTE

Housed in a historic tobacco warehouse, Museo Ilocos Norte provides a comprehensive look at the region’s cultural heritage. Its collection spans traditional clothing, household items, and ceremonial objects from various indigenous groups, offering visitors a deeper understanding of Ilocano identity and history.

The newly inaugurated Ferdinand E. Marcos Memorial Stadium represents Ilocos Norte’s vision for the future. This state-of-theart facility not only hosts major sporting events but also serves as a community gathering space. It is the site of the 2024 Region I Athletic Association (R1AA) meet hosted by the Provincial Government of Ilocos Norte and the Schools Division of Ilocos Norte as well as the NBTC (National Basketball Training Center) North Luzon Regional Championship and the Little League Philippine Series Regional Finals. The 2025 Palarong Pambansa will be held in this new stadium.

MUST-TRY DINING DESTINATION: LA PRECIOSA

A dining experience at La Preciosa

For a taste of contemporary Ilocano cuisine, La Preciosa in Laoag City offers a refined dining experience. From classic dishes like pinakbet to innovative creations like their famed carrot cake, the restaurant embodies the evolution of Ilocano culinary traditions.

Owned by Pamela Palma Arrogoza, La preciosa an Ilocano restaurant and café on J. P. Rizal street in Laoag City. Its interiors are elegant but casual and homey, and are exuding the aura of a wedding reception. It looks like a house converted into a restaurant.

NATURE’S WONDERS: SUBA SAND DUNES IN PAOAY, CAPE BOJEADOR LIGHTHOUSE AND KAPURPURAWAN ROCK FORMATION

Ilocos Norte’s natural landscapes are as diverse as its cultural offerings. The Paoay Sand Dunes provide an exhilarating experience for adventure seekers, while the Cape Bojeador Lighthouse offers panoramic views of the West Philippine Sea.

Meanwhile, the Kapurpurawan Rock Formation in Burgos showcases nature’s sculptural prowess, its white limestone cliffs shaped by millennia of wind and waves.

The sand dunes of Ilocos Norte were created by the interaction of the wind, sea, and river

that together cause erosion and deposition. The size of the dunes varies depending on a number of factors, including the currents, weather conditions, nature of winds, amount of sediment, and type of vegetation in the area.

The whole area spans about 88 square kilometers and is best known as a great spot for 4x4 jeep rides across the sand and sandboarding. Artistic creations are also installed along the sand dunes and arts and music festivities are held here to boost tourists’ attractions.

The Cape Bojeador Lighthouse, also known as Burgos Lighthouse, claims to be the highestelevated, still original and active Spanish era lighthouse in the country.

The lighthouse was first lit on March 30, 1892, and is set high on Vigia de Nagpartian Hill overlooking the scenic Cape Bojeador where early galleons used to sail by. After over 100 years, it still functions and serves ships that enter the Philippine archipelago from the north and guide them safely away from the rocky coast of the town.

Situated right next to popular tourist attraction Bangui wind farm, the Kapurpurawan rock formation can be found on the rocky coast of Burgos.

It is known for its creamy white and streamlined limestone formations, which have been sculpted by different oceanic and weather forces. Moreover, it is a noteworthy geological formation by the beach, accessible by hiking or horseback riding. The tourist attraction was named after the Ilocano word “puraw” which means “white”, in reference to the white limestone formations formed over time.

SUSTAINABLE TOURISM: BANGUI WINDMILLS AND PATAPAT VIADUCT

The Bangui Windmills stand as icons of sustainable development, providing clean energy while becoming a major tourist draw. Similarly, the Patapat Viaduct offers both infrastructural functionality and breathtaking coastal views.

Connected to the Luzon Grid, the Bangui Windmills supply 40% of Ilocos Norte’e electricity needs. Each windmill is 70 meter (230 feet) tall, with 41 m (135 feet) long blades. It is arranged in a single row stretching along a 9-kilometer (5.6 miles) shoreline of Bangui Bay, facing the West Philippine Sea. The Patapat Viaduct is also known as the

Patapat Bridge, the fourth longest bridge in the Philippines and is located in Pagudpud. It is elevated 31 meters (102 ft) above sea level. It is one of the most scenic and photographed destinations allowings passersby to admire the beautiful Pasaleng Bay and the scenic mountain view on the other side.

LET’S TALK TRADE: ARNULFO SALT REFINERY

Pre-colonial trade show that sea water salt is among the products brought home to the Cordillera villages by the Igorots’ trade with their Ilocano counterpart in the lowland. Pasuquin town in Ilocos Norte is famous for its salt-making refinery and is also one of the major sources of livelihood among its residents.

The whiteness is the result of a heavy purification proces and refining, designed to remove salt impurities and give salt its white color and fine texture.

For those seeking relaxation, Saud Beach in Pagudpud offers pristine white sands and crystalclear waters. Meanwhile, 18° North Camping provides a unique blend of comfort and nature, allowing visitors to enjoy the beauty of Bangui Bay while indulging in modern amenities.

Gov. Matthew Manotoc: Steering Ilocos Norte’s Tourism Renaissance

When Matthew Joseph Marcos Manotoc took over the governorship of Ilocos Norte, the northern province faced significant challenges. A strong typhoon had devastated the region, and the global COVID-19 pandemic loomed large. Yet, through resolute leadership and unwavering conviction, the young governor has orchestrated a remarkable turnaround, harnessing the province’s abundant natural resources.

PIONEERING SAFE TRAVEL AMIDST A GLOBAL SCARE

Ilocos Norte’s commitment to safety and innovation during the pandemic has not gone unnoticed. In September 2021, it became the first Philippine province to receive the World Travel and Tourism Council’s (WTTC) Safe Travels Stamp, recognizing its adoption of globally recognized health and safety protocols.

“During the Covid-19, tourism was the worst hit po and we tried to find ways to continue first and foremost the safety of our people. We’re the first province to reopen for tourism. Thanks to former tourism secretary Berna Romulo-Puyat. Our tourism department has been very active in seeking accreditation from the WTTC,” Ilocos Norte Gov. Matthew Manotoc, with a glint in his eyes, tells Balikbayan Magazine in an exclusive interview.

A CAMPAIGN THAT CAPTIVATES

Ilocos Norte, one of the first destinations in the Philippines to reopen for tourism, was also part of the pioneer Ridge and Reef Tourism Corridor among Region I provinces and Baguio City. WTTC recognized the presence of safety nets for stakeholders in the industry, specifically the establishment of a tourists’ triage, the regular conduct of hotel inspections, and its pioneering effort to prioritize tourism workers in its vaccine rollout: “Ilocos Norte is one of the first provinces that has started rolling out vaccines for its tourism sector as part of its program towards herd immunity.”

The province’s “I’m IN” ad campaign, that has brought it to the forefront, has become a tremendous cynosure among the local tourists. “We have launched our new ‘I’m IN’ tourism ad campaign in 2021 which pushes Ilocos Norte to the forefront, to carve out our place amongst the premiere tourist destinations in the country. We were able to develop new tourist attractions such as the Paoay Lake Water Park and the stacked stones and mirror installations at the Paoay Sand Dunes.”

It had some pocket events, for instance having some drive-in film showings in the sand dunes. This November the province had invited Ilocano and non-Ilocano residents to participate in Himala sa Buhangin (miracle in the sand) event during the Himala Arts and Music Festival at Paoay Sand Dunes with some arts installations to be appreciated.

It has other attractions like the white sand beaches, the windmills, the rock formations, the cultural treasures, the old churches, the museums, the Malacanang of the North, the Patapat Viaduct, Solsona-Apayao Road, and the charming and beautiful town of Adams, among others. Its updated Tourism Masterplan by world-renowned Ilokano architect Jun Palafox has been completed and would guide its tourism developments moving forward.

“Ilocos Norte is still underdeveloped and underpopulated, and we’ve really a lot to do (to make it highly industrialized),” candidly admitted Gov. Manotoc. Even with all of these innovative programs, he seeks to invest more in the preservation and creation of businesses, jobs and livelihoods and provide support to ailing but vital industries, for he sees more stability in industries and believes businesses are more sustainable.

A known youth and health advocate, Governor Manotoc has improved the nutritional status of Ilokano children through the revival of the ‘Nutribun’ feeding program.

EDUCATION THE BEDROCK OF PROGRESS

Gov. Matthew took a psychology course at Claremont McKenna College in California, a sports management from the University of California-Los Angeles, and a certificate in management development from the Asian Institute of Management. In 2018, he obtained a certificate in Harnessing Organizational and Individual Capacities for Excellent Services in Local Government Units course at the University of the Philippines-Diliman. Three years after, he took an executive course in agriculture development at the Mariano Marcos State University. In 2023, he attended the National University of Singapore’s Stanford Graduate School of Business.

He ran as a provincial board member representing the 2nd legislative district of Ilocos Norte and he won. He was also declared as the Senior Provincial Board Member of Ilocos Norte, which made him the third highest-ranking official of the province. From 2016 to 2019, he was also chairman of the National Movement of Young Legislators-Ilocos Norte Chapter.

Speaking of education and the province’s Scholarship Program, Gov. Manotoc mentioned the Sirmata Provincial Learners Scholarship Program of Ilocos Norte that was approved in January 2020. “It integrates all existing scholarship programs of the Provincial Government of Ilocos Norte and increases its benefits.”

Some of the salient features include the increase of benefits for academic scholarship with a semestral stipend of Php20,000.00; the merging of Community and Youth Leadership Scholarship into one, naming it as Sirib Youth Leaders Scholarship; and the creation of the Doctor of Medicine Scholarship.

Aside from being family-oriented, hardworking, determined and persevering, the Ilocano people place a high value on education. “Recently, we added Senior High School Scholarship, Culture and Arts Scholarship, Agriculture and Fisheries Scholarship, and Juris Doctor Scholarship,” said Gov. Manotoc.

NEW FRONTIER

In terms of promotion of sports tourism,

there is the rehabilitation of the Ferdinand E. Marcos Memorial (FEM) Stadium, which has the current seating capacity of more than 12,000, occupying around 43,820 square meters of land.

“It’s becoming a favorite place for runners and sports enthusiasts. The new stadium also features an open southern end, which includes an outdoor amphitheater and a sloping lawn that leads to the university belt,” elucidated Gov. Manotoc, who is an avid golfer and basketball player (later turned basketball coach) and co-founder of Espiritu Manotoc Basketball Management (EMBM).

Then there were the successful holding of NBTC (National Basketball Training Center) North Luzon Regional Championship and the Little League Philippine Series Regional Finals. “Palarong Pambansa 2025 preparations are underway and we are to host this national event, promoting youth engagement in sports.”

It should be noted that the province hosted the SurfIN Ilocos Norte and the Philippine Kiteboarding Association’s Surfing Competition, both in Pagudpud in 2022. “We want Ilocos Norte to be the sports hub in northern Luzon.”

Behind these accomplishments, he believes in sustaining a peaceful, environmental, innovative initiative that is crucial in ensuring progress, development and growth. With sustained peace and order, he believes that the Ilokano community can thrive, families can achieve their ambitions, and the youth can build on their dreams.

No matter the crisis, its people have always survived, and ultimately, they have prevailed. The Ilocanos have proven that the true resiliency of Ilocos Norte is not only in its leaders but in its people.

“We have seen that, regardless of the calamity. We stand tough and we stand together. The Ilocano spirit always prevails,” he concluded with alacrity.

And something he said still lingers in this writer’s mind: to focus on what is important and stay humble for being humble allows one to rationally acknowledge ways one can improve on. He never fails to say po and admits mistakes. Humility can produce more happiness, positive emotions, and well-being because a person has a clearer understanding and a vision to lend a helping hand to a fellow Filipino.

The transformation became necessary after President Ferdinand Marcos Jr.’s team discovered significant structural damage from termites and seismic activity upon his assumption of office in July 2022.

Today, the complex stands as a masterful blend of function and serenity. Six key structures— the main house, pavilion, gym, guest villa, swimming pool, and personnel quarters—form a harmonious whole. Visitors follow a fountain-

lined path to the main entrance, where carefully curated tropical gardens create an atmosphere of calm far removed from Manila’s urban bustle. Inside, the walls showcase prestigious artwork, including pieces by National Artist Fernando Amorsolo, celebrating the nation’s rich cultural heritage.

The pool area, metamorphosing into a modern design and cleaner lines, has an outdoor dining and lounging spot and a cabana that accommodates a seating area for guests.

The property’s history dates back to the 1930s when President Manuel Luis Quezon acquired rice fields south of the Pasig River, opposite the Office of the President, and converted them into Malacañang Park. Architects Juan Arellano and Antonio Toledo originally designed the rest house for informal presidential activities and social functions.

Over the decades, each administration has left its mark on the property. In the early 1960s, First Lady Evangelina Macaraeg Macapagal initiated a contemporary-style refurbishment and named it Bahay Pangarap. During President Ferdinand Edralin Marcos’s term, National Artist for Architecture Francisco T. Manosa added Filipino elements, earning it the moniker “Bahay Kubo” (nipa hut).

Subsequent administrations continued to modify and repurpose the property. President Fidel Valdez Ramos renamed it Bahay Malago (beautiful house) and used it as a clubhouse for the Malacañang Golf Club. President Gloria Macapagal-Arroyo conducted an extensive renovation in 2008, reimagining it as an alternate venue for official government functions and social events.

The recent renovation, initiated by First Lady Louise Araneta-Marcos, embraces the concept of modern Filipino architecture. Architect Conrado Onglao incorporated locally made furniture and elevated elements such as the bahay kubo’s pyramid-shaped roof and expansive sliding glass panels for doors and windows.

affordable vacation haven. It serves as a serene home away from home for families and friends, providing a unique set of 6 two-storey villas, 2 junior suite rooms, and 2 deluxe rooms, all spacious for one’s comfort and enjoyment.

A two-storey villa, suitable for four to ten persons, contains two bathrooms, two air-conditioners, two double beds and a queen bed, with a kitchen, dining area, and living room on the ground floor.

A junior suite room, ideal for two or three persons, contains a bathroom, an air-conditioner, two double beds and a single bed, with a small fridge. A deluxe room, perfect for two persons, has one bathroom, one air-conditioner, and either two single beds or one king-sized bed.

The rooms are clean, and utensils and cooking wares are readily available, allowing visitors to cook their own food.

“Our place is not too far from parks, bars, and shopping activities. The Sheridan Villas Boracay is situated within Station 3, which makes it suitably close to natural points of interest,” said its officerin-charge Evelyn Grace Dioso, who hails from Bugasong, Antique, with alacrity.

Aside from being near the beach, it is not too crowded, which is perfect if you wish to stay at the beach peacefully. “It only takes 15 to 20 minutes to reach the hub of Boracay,” noted OIC Dioso.

Likewise, I witnessed how easily the staff could be called if you need anything. The vacation haven offers complete facilities and amenities, too. A complimentary breakfast is served between 6 a.m. and 8 a.m.

Truly, the Sheridan Villas Boracay left an indelible mark in my memory as a traveler. Before I left this happy environment, I promised to return to this same place that I called home. I came, I saw, and I smiled.
