LIFT Literacy Instruction for Texas (LIFT) has been offering adult literacy and educational services to the Dallas/Fort Worth area for more than 50 years. LIFT offers adult literacy, GED preparation, ESL, and Family Literacy programs to thousands of adult learners. Beginning in October 2013, LIFT began a 5-year strategic plan called “Bend the Trend.” The plan consists of 3 strategies: (1) relocate the organization to the Opportunity Center in South Dallas 2) grow the number of satellite campuses through strategic partnerships with social service providers, and (3) develop strategic partnerships with employers in specific industries to provide on-site classes.
ABOUT THIS STUDY LIFT chose to engage [bc] as part of an additional consulting service offered through the Communities Foundation’s Data Driven Decision-Making (D3) Institute. [bc] is providing Dallas area nonprofit organizations with a data analysis package to inform decisionmaking on a specific problem or challenge defined by the non-profit.

EXECUTIVE SUMMARY Through research and analysis, [bc] has mapped and profiled LIFT’s current service delivery and identified key demographic factors commonly associated with low literacy populations. This report offers recommendations to guide LIFT’s potential expansion in Dallas County. Currently, LIFT, has 14 outreach locations around the Dallas/Fort Worth area that serve approximately 3,313 individuals, ages 18 to 90, through its various programs. LIFT has served the region for over 50 years. While much research has been done on childhood literacy, low literacy among adults is largely unstudied. Indicators commonly associated with low literacy rates among adults include poverty, English proficiency, race, ethnicity, immigration, and unemployment. In this study, estimate data from the American Community Survey were used to identify geographies with a prevalence of adult literacy indicators and risk factors. In Dallas County, these include neighborhoods in South Oak Cliff, near Fair Park, and Pleasant Grove. It is recommended that explorations for service expansion start in these neighborhoods. Social service and ESL adult education providers in and near identified neighborhoods are located and listed. Examples of these include primary and secondary schools with higher prevalence of ESL students, workforce centers, churches, and libraries. It is also recommended that literacy outreach efforts begin at community centers already integrated and engaged within the community. Partnerships and alignment with other organizations should maximize impact in areas with the highest need.

ADULT LITERACY THE PERSISTENT STATISTIC
The last National Assessment of Adult Literacy (NAAL) was conducted by the National Center for Education Statistics(NCES) in 2003. At the time, 21% of adults in Dallas County had below basic prose skills. This is compared to 19% at the State level and 14% at the National Level. The results were not encouraging, since statistics for Dallas County had worsened since 1992, when only 16% of adults had below basic prose skills (3). In the 2003 study, it was revealed that adult literacy is often linked to social, economic, and educational indicators. Individuals with low income and low education attainment were much more likely rank in the lowest level of literacy. For instance, it was estimated that 55% of illiterate adults did not obtain a high school diploma and 56% of illiterate adults were unemployed. It was also estimated that black and Hispanic populations were more likely to experience adult low literacy rates than other races or ethnicities. Finally correlations between basic oral English proficiency, age of learning English, and basic English literacy were observed. No new assessment has been conducted since 2003, and the current literacy rate for Dallas County is unknown. However, indicators connected to literacy paint a grim picture. In 2012, it was estimated by the American Community Survey (ACS) that 19.2% of Dallas County residents spoke English less than “very well� and 9.3%, or approximately 240,000, adults over the age of 18 did not speak English well or at all. Further, 23%, or nearly 400,000, adults did not have a high school diploma. Of these, nearly 70% selfidentified as Hispanic. According to these estimates, roughly half of Hispanic or Latino adults in Dallas County had no high school credential in 2012. As immigration in Texas is projected to grow in the coming decades, the demand for adult education courses is also expected to grow (4). Other studies link immigrant families in poverty to illiteracy, where social and economic stressors often compound literacy outcomes for childhood and secondary education (5). Of the top 20 growth occupations in Texas, 80% will require a high school diploma. The demand for job candidates with advanced literacy and post-secondary education skills in the 21st century economy predict a greater demand for adult education programs (4) (5). The demand is particularly acute in urban areas of Texas which have experienced a rapid growth in individuals eligible for adult education services (4).

CURRENT SERVICE DELIVERY DEMOGRAPHICS (6)
LIFT offers classes in English Language Immersion (ESL), GED preparation (General Education Development), and Adult Basic Education (ABE), which is comprised of two separate literacy curricula. The first was initially created by the Texas Scottish Rite (TSR). The second was designed by Shelton School of Texas and now called Sequential English Education (SEE). Both ABE curricula were adapted by LIFT to meet the needs of their adult learners. A majority of students are enrolled in ESL programming (61%) followed by GED(23%), ABE (14%), and supplementary programming (1.2%). The student population of LIFT classes is primarily composed of working age adults between the ages 25-44 (52%) followed by ages 45-64 (34%). 58% of LIFT students are of Hispanic or Latino origin and 25% are black. Most LIFT students have no high school credential (65%). The typical ESL student is Hispanic, between the ages of 25-64, with some high school education. Nearly 80% of ESL students at LIFT are of Hispanic or Latino origin. The demographic make-up of LIFT’s GED and ABE services is slightly more diverse and is instead comprised of a majority of black students(51%). 73% percent of LIFT’s ABE and GED students do not have any high school credential. 75%

LIFT serves approximately 3,313 students from across the North Texas region at 14 different sites, including LIFT’s headquarters located at 1610 Malcolm X Boulevard. The headquarters is strategically placed in a central location to encourage expansion to target areas in South Dallas, Pleasant Grove, and Oak Cliff. LIFT’s locations in Plano, Irving, Garland, Mansfield, and South Dallas are well placed and draw students living in nearby areas. Approximately 61% of students are enrolled in LIFT’s ESL Program and come from across the DFW area. Higher concentrations of ESL students live in Irving, Plano, Frisco, McKinney, Mansfield and Garland. 37% of LIFT students are enrolled in the ABE and GED programs. While the programs draw from a wide geographic area there are very clear concentrations of students in the inner ring of suburbs to the south east of the city center. Areas of high concentrations include Cedar Crest, Forest Hills, and South Dallas. The following pages map the concentrations of ESL and ABE/GED students and highlight the top five zip codes of participation. These ZIP codes of top participation are compared to the demographic indicators of interest including the percent of total adult population unable to speak English very well and percent of total adult population without a high school credential. PROJECTING ADULT LITERACY SERVICE NEEDS A MULTI-CRITERIA METHODOLOGY
To make complex decisions, multi-criteria evaluation methods are used to identify geographies within Dallas County where needs for a particular service are most acute. Adult literacy can be assessed using proxy measures from the American Community Survey’s 2012 5-year estimates aggregated at the census tract level. (4) Primary indicators identify the essential areas of need. For ESL programs, the primary indicator from ACS estimates is the percent of population that speak English “less than very well.” For ABE/GED programs, the primary indicator is the percent of adults, over age 25, without a high-school diploma. Secondary indicators identify the areas of compounding risk factors. Secondary indicators are determined by literature review and by their ability to predict the primary indicator through a regression model. The presence of one or more secondary indicator increases the likelihood of the primary indicators presence and essentially help identify geographic areas where demographic risk factors of low adult literacy are layered. Each indicator is standardized and weighted based on LIFT program staff expertise. The primary and secondary indicators are then summed together to create a composite map. The resulting composite displays a weighted index on a scale of 1-10. Geographies with an index of 1 are areas where no to very few weighted indicators of need are present. An index of 5 indicates areas where at least half of of the indicators are present, and 10 where most if not all the indicators are present.

ESL WEIGHTED COMPOSITE MAP The final map on the opposite page displays the results from the multi-criteria evaluation and indicates areas suitable for ESL service provision on a scale of 1-10. Areas with low population densities (<1000/sq mi) and weighted indices < 5 were masked to highlight areas of higher population densities and greater need. Areas with the highest suitability for ESL programs include East Dallas, Oak Cliff, West Dallas, Pleasant Grove, East Irving, Farmer’s Branch, South Richardson, Vickery Meadow, and Garland. LIFT’s ESL sites are well placed to meet the needs of communities in the north and west of Dallas County. LIFT’s strategic expansion to Oak Cliff, South Dallas, and Pleasant Grove is well-founded. Inactive locations were defined as ESL class sites that were active within the past 2 years. Partnerships and alignment with these other organizations should maximize impact.
WEST DALLAS & OAK CLIFF - Neighborhoods most in need of ESL services include La Bajada, Lake Cliff, Jefferson Blvd, Kidd Springs, Dallas Land & Loan, Bishop Arts District, Walton Walker, and Keist-Polk areas. Active ESL providers in the region tend to be concentrated in West Dallas, where need may not be as pronounced based on demographic indicators compared to areas further south.
EAST/SOUTH DALLAS & WEST PLEASANT GROVE - Needs for ESL services are concentrated just north of I-30 and Fair Park, and neighborhoods adjacent to the Trinity Forest. Active ESL providers in the region are generally located North of I-30 and do not provide much coverage in the South. Highest suitabilities for ESL services are in the Mill Creek, Park Dale, West Pemberton Hill, throughout West Pleasant Grove neighborhoods.
EAST PLEASANT GROVE - This area has very few active ESL services and would likely benefit from LIFTâ&#x20AC;&#x2122;s program expansion as population in the region grows. Highest suitabilities for ESL services are in the West Kleberg and Rylie neighborhoods. Active ESL providers in the region include Eastfield College and the A.C. New Middle School ESL program for parents.

WEST DALLAS & OAK CLIFF - Areas of acute GED/ABE service needs southwest of the Trinity River include neighborhoods throughout West Dallas, along Jefferson Boulevard, The Heights, Routhmeade Place, and along the western edge of the region.
SOUTH DALLAS/WEST PLEASANT GROVE - This region shows a very high prevalence of primary and secondary risk indicators associated with adult illiteracy. Neighborhoods with the highest need index are near Fair Park, near the intersection of I-30 and Buckner, and in areas throughout Pleasant Grove.
EAST PLEASANT GROVE - The need in Pleasant Grove is most acute in the south of the region, where the only active GED provider in the region is Eastfield College.

POTENTIAL PARTNERS: SCHOOLS The need for ESL and bilingual education for children and adolescents may be indicative of the need for ESL and family literacy education for adults (19, 20). The Texas Education Agency collects information on ESL and bilingual education enrollment from public and charter schools throughout Texas (21). Clusters of schools with high ESL and bilingual enrollment are East Farmers Branch, South Richardson, Garland, North Irving, Oak Cliff, and Pleasant Grove. Schools throughout Dallas County with enrollment percentages above 75% are listed in the appendix. The map below shows the relative percentage of students enrolled in these programs by school location, which roughly corresponds with the weighted ESL index shown beneath.

POTENTIAL PARTNERS: EMPLOYERS Five broad industry sectors attract employees from census tracts with Need Index scores greater than 5. These include Construction; Manufacturing; Retail Trade; Arts, Entertainment, Recreation, Accommodation, and Food Services; and Other Services, Except Public Administration. (23) When compared to Dallas County as a whole, the census tracts with index scores greater than 5 provide more than 40% of the entire workforce of these industries within Dallas County. (24) In fact, more than 65% of those who live in Dallas County and work in the construction industry come from tracts that score above 5 on the Need Index for GED and ESL services. Clear trends can be seen from this information - those who may be in need of ESL and/or GED services likely work in industries that require fewer credentials. While only five industries exceed 40% for both ESL and GED areas, other industries come close to that point - with only the Information (27.5%) and Finance, Insurance, and Real Estate industries (28.5%) falling below 30% for both groups. RECOMMENDATIONS From our analysis, it is apparent that the strategic targeting of service delivery to neighborhoods at high risk of low-literacy such as Oak Cliff, South Dallas, and Pleasant Grove, would be an effective way to meet those in need of ABE, GED, and ESL services offered by LIFT. By reaching out and seeking collaboration, alignment, and strategy with both active and inactive ESL providers and partnering with community organizations and workforce solution centers already working in these key geographies LIFT is poised to see greater impacts and stronger outcomes. This report identifies primary and secondary schools with large proportions of ESL and bilingual enrollment both outside and inside target expansion areas. Strategic ESL and Family Literacy-based partnerships with these schools may see shared outcomes of stronger student performance and increased adult literacy and involvement among parents. Finally, this report identifies key industry sectors that have disproportionate representation from areas of high low-literacy risk. These sectors include Construction, Manufacturing, Arts, Entertainment, Accommodation, and Food Services, Other Services (except public administration), and Retail Trade. By identifying and partnering with employers within these sectors with jobs available to neighborhoods of high need, LIFT may improve employee performance and decrease the negative external impacts of illiteracy.
