The BDC is a public-private partnership with the City of Berwyn that provides chamber services and economic development to all segments of the Berwyn community. The BDC is a 501(c)(3) not-for-profit membership organization that serves business and individual members. The BDC focuses its efforts on those activities that will improve the overall climate for local businesses and residents, in addition to encouraging the development of new commercial venues and employment opportunities. The BDC continually strives to develop new programs, services and special events that promote Berwyn businesses and the community.

LETTER FROM THE BOARD PRESIDENT
As the Executive Director for the Berwyn Development Corporation, I’m excited to share our 2019 Annual Report. Within this report you will find valuable information on how the Berwyn Development Corporation contributed to economic development in the City of Berwyn. The BDC began the year with a strong boost to our economic development efforts, securing 12-year extensions for both the Roosevelt and Depot TIF districts. This new financial stability allowed the BDC to project TIF budgets for the next several years and brainstorm new opportunities. In a parcel-by-parcel analysis, the BDC was able to identify a further $800,000 in funding between Berwyn’s three TIF districts. With these new funds identified, the BDC secured an additional $70,000 in organizational funding from the City of Berwyn – the first such increase in nearly 8 years. With these successes in-hand, the Berwyn Development Corporation continued its strong business attraction outreach, providing information to more than 190 new business leads. This outreach provided direct results: this year Berwyn welcomed 13 new businesses to the community with ribbon cutting ceremonies. These included new locations for the Slice Factory, Old Navy, and Pet Supplies Plus. The BDC continued to support our existing business community through outreach and funding. In 2019, the BDC provided direct service to our members by hosting 25 seminars and educational events, more than 10 community events, and marketed Berwyn at 59 conferences and trade shows. The BDC also provided economic development information to 159 existing businesses, conducted 10 face-to-face retention interviews, and collected 36 business retention surveys. The BDC issued new commercial loans to three Berwyn businesses, collectively supplying $87,000 in capital. Through our newly introduced Finish Line Grant Program, the BDC committed $86,920.11 in funding to 12 Berwyn business and property owners. These funds leveraged more than $201,794.02 in commercial investment. Our staff is proud of the accomplishments we achieved for Berwyn, and we look forward to an even more dynamic 2020.
It’s hard to believe that we’ve completed yet another year of progressive economic development in Berwyn. The Berwyn Development Corporation worked diligently in 2019 to continue promoting our vibrant community and strong business environment. I am delighted with the work we’ve done, and proud to continue serving as Board President into 2020. 2019 saw a significant shift in our relationship with the City of Berwyn. Under our new contract, the BDC focused on specific metrics and deliverables in our goal to continue building and celebrating a Berwyn #FullofCharacter(s). As we move forward into 2020, this contract will be crucial in driving our economic development efforts. While we celebrate the wins of 2019, we are even more excited about the opportunities that 2020 will bring. The extension of our Roosevelt and Depot TIFs led the BDC staff to think of new and innovative ways to bring additional economic development resources to more of our business community. Because of this exercise, the BDC is pleased to announce the creation of the Ridgeland TIF, and the extension of the Harlem TIF boundary along the entirety of Cermak Road. This will allow an overwhelming majority of our businesses and commercial property owners to take advantage of both the Pay as You Go and Finish Line Grant Programs. The funds in these programs have been increased in 2020 to $100,000, $150,000, and $250,000 in the Roosevelt, Depot, and Harlem TIFs respectively. After the extension of the Depot TIF, combined with the parcel analysis and TIF budgeting in 2019, the BDC recognized an opportunity to finally begin the long-awaited Depot infrastructure improvements. These dollars will allow City staff to bring more of the community’s infrastructure up to current standards and should begin sometime in the early fall. The BDC is pleased of the collaborations and partnerships that took place in 2019, both with businesses and taxing bodies. Much of the feedback received from our community will be added to the Community Strategic Plan, which will be adopted in 2020. This plan will further assist our organization in our efforts to serve the Berwyn community in 2020 and beyond. I look forward to meeting our continued economic development goals.

BDC CONTRACT WITH THE CITY OF BERWYN Below is a report detailing the Berwyn Development Corporation’s progress on economic development initiatives from January 1, 2019 through December 31, 2019. Pursuant to the agreement between the City of Berwyn and the Berwyn Development Corporation, the following is an update on progress of core services to be supplied by the Berwyn Development Corporation to the City of Berwyn. A. Business Attraction: i. The BDC provided information to 164 new business prospects on land, buildings, demographics, labor force, housing, education, and other relevant information. ii. The BDC provided information to 36 new business prospects on infrastructure, engineering, site planning, and other relevant information. iii. The Berwyn Development Corporation provided information to the Illinois Department of Commerce and Economic Opportunity on available commercial properties for listing on their website. iv. The BDC engaged in the following business attraction services on behalf of the City of Berwyn:
a. BDC staff reviewed existing incentive programs to make recommendations and provide feedback from the development community. The BDC began tracking feedback by way of commercial transfer stamps, business licenses, and building permit touches. This information led to the creation of the Vacancy Report, Transfer Stamp Supplemental Memo, and Business License Report.
b. The BDC launched the following programs in 2019:
1. The Finish Line Grant Program: A matching grant for the rehabilitation of existing properties in Berwyn’s TIF districts. The program is a sliding scale based on investment total and availability of funds.
a. The BDC received applications from 12 businesses and property owners in 2019, committing a total of $86,920.11. These funds leveraged more than $201,794.02 in commercial investment.
2. Pay As You Go Incentive Program
c. The BDC established relationships in the real estate community by meeting with real estate professionals and participated in community events (Trade Shows) as time and resources permitted. BDC staff attended 59 events, including the following:

d. The BDC attended the City’s Development Services Team meetings as requested.
e. The BDC worked with the City of Berwyn to host the first Berwyn Council of Presidents. This event led to the launch of the Community Resident Survey. The survey was sent out to a representative sample of 1,800 households, as well as morning Metra commuters. Data gathered was presented at the Berwyn Strategic Planning Session on October 2, 2019. Feedback from the survey, the Strategic Planning Session, and follow-up meetings, will be used in the development of a strategic plan for the community in 2020.

BDC CONTRACT WITH THE CITY OF BERWYN B.Business Retention and Expansion i. The BDC conducted 10 Business Retention Visits with owners, presidents, or chief executives in an effort to collect information and build stronger relationships with our business community.
ii. The BDC conducted 36 Business Retention Surveys to supplement the information gathered through visits. iii. The BDC sought out information from the business community
b. The BDC served as a resource to our business community, providing economic and real estate information to 159 existing businesses looking to expand or relocate within Berwyn.
c. The BDC updated information on Berwyn’s economic profile, expanding the depth and breadth of information available on our website. This included an available properties map, sales tax data (in our annual and quarterly reports), and a vacant property map.
d. The BDC conducted nine (9) business corridor roundtables, including the Depot District (x2), Roosevelt Road (x2), Harlem Avenue (x2), Cermak Road, Central Berwyn, and Ogden Avenue. iv. The BDC began to maintain a database of all Berwyn businesses and work with the Permit Administrator to revamp the City business license process.
1. In 2019, the BDC received information for 337 commercial permits awarded by the City of Berwyn. Each permit contact received between 1 and 4 “touches,” or communication attempts. BDC staff received feedback from 49% of those contacts.
a. These permits accounted for more than $8,529,267.04 in private commercial investment.
2. In 2019, the BDC received information for 4,319 residential permits awarded by the City of Berwyn.
a. These permits accounted for more than $26,605,515.88 in private residential investment.
C. Miscellaneous a. The BDC operates the Commercial Loan and Microloan pools to assist community businesses with financing options. The BDC issued three new loans in 2019:
i. Heritage Funeral Home - $47,000 for the renovation of ADA compliant restrooms, as well as engineering for the construction of a parking lot.
ii. Capri Due - $10,000 for the restaurant expansion into the adjacent property.
iii. Eagles Club - $30,000 for the repaving and striping of their parking lot. b. The BDC submitted an application to Fannie Mae’s Sustainable Communities Innovation Challenge for a $250,000 grant in order to introduce e-bikes and increase transit connectivity for Berwyn residents.
c. The BDC continued to serve as the TIF Administrator and hosted the annual Joint Review Board meeting with taxing bodies. In our TIF meetings, the BDC provided attendees information on new 4-year budgets, the approved 12-year extensions of the Depot and Roosevelt Road TIF Districts, the proposed boundary extension of the Harlem TIF District, and the creation of a new Ridgeland TIF District.

STRATEGIC PLAN The Berwyn Development Corporation met in May of 2018 for a strategic planning session with the City of Berwyn. Based on the status of economic development initiatives in the community, the City and the BDC identified Immediate, Short-Term, Mid-Term, and Long-Term initiatives.

GOALS MET 1. The BDC utilized information from the City, combined with corridor walks, to create a land use and vacancy list. The BDC utilized geographic information system software to map these vacancies and create a Vacancy Report and Supplemental Commercial Transfer Stamp Memo. The BDC also utilized permit data from the City to create a Building Permit Report. These reports were presented to City Council and will be published quarterly moving forward.
LONG-TERM (12+ MONTHS) 1. The BDC established a business outreach and retention strategy using Synchronist forms and online surveys. The BDC will anonymously pool this data and use it for effectively targeting community resources. 2. The BDC conducted the community-wide Resident Survey to gather additional information. The survey, combined with the Strategic Planning Session, will be used to draft a Community Strategic Plan in 2020. 3. The BDC began utilizing the vacancy and building permit reports to identify “challenge areas.� These areas will be high priority as the BDC ramps up efforts for vacancy reduction. BERWYN.NET

BUILDING OUR COMMUNITY SURVEY In 2009, the Berwyn Development Corporation conducted a Property Owner Survey to gauge the success of the WhyBerwyn? Marketing campaign and produced an internal report on the effectiveness of the campaign. In 2019, the BDC moved to build on that survey from 10 years ago with greater depth, a broader scope and with a clear action plan to help cast the vision for the City of Berwyn.

COMMUNITY COMMUNITY STRATEGIC PLANNING SESSION Ninety residents came together to go over the results of the survey, provide feedback, and conduct workshops on some of the issues highlighted in the survey. Attendees were either nominated by a city leader or were self-nominated through the resident survey. Redevelopment Projects in Partnership with the City of Berwyn
COMPLETED IN 2019 In 2019, the BDC successfully Launched the Finish Line Grant program. This grant program is geared towards assisting business and property owners with the rehabilitation and renovation of buildings in our TIF districts. The goal of the program is not only to assist in redevelopment projects but also to increase the economic viability of our community. In the first year of its rollout, the BDC committed $86,920.11 which, in turn, leveraged more than $201,794.02 in private commercial investment. In 2020, the BDC has budgeted $500,000 for this grant, earmarked for the Roosevelt, Harlem, and Depot TIF districts.
