Without question, 2020 was a moment in time that will be talked about for years to come. As a business owner, we shifted on a weekly—and even daily—basis to ensure the safety and well-being of our staff, family, and community members. Yet as resilient as we are, it has been physically, emotionally, and financially difficult for us all. Still, despite restrictions, we were able to welcome many new businesses to Berwyn—from corporate additions that helped redevelop Ogden Avenue and Harlem Avenue, to small businesses that added continued character to our corridors. Our businesses grew in remarkable and innovative ways to address the constantly shifting realities of operating during a pandemic. Residents continue to support their friends and neighbors, and the balance of large and small economic models continues. Throughout the pandemic, the Berwyn Development Corporation worked quickly to identify resources for small businesses most impacted by the rolling shutdowns. In August of 2020, the BDC was selected by Cook County to take its efforts a step further and help Berwyn businesses apply, qualify, and receive Cook County COVID-19 Small Business Assistance grants. As one of a handful of organizations selected to assist across Cook County, the BDC’s activities played an outsized role in total outreach counts across this program for all partners. In line with continued economic highlights, the BDC is excited for the launch of the Berwyn EDA Revolving Loan Fund, made possible by a $2 million grant from the United States Economic Development Administration, and matched with a $500,000 commitment from the City of Berwyn. These funds will reinforce the programs and services that provide a much-needed infusion of capital as our small businesses transition out of this pandemic. Regardless of the challenges we have faced in the last year, I am truly proud of our community’s resilience. I hope you will join me and look forward to 2021 with a sense of hope and opportunity. DEVELOPING BERWYN Finish Line Grant Program
I
n 2020, the BDC successfully continued the operation of the Finish Line Grant Program. This grant program not only sought to assist businesses and property owners with rehabilitation and renovation of physical properties but was also expanded to include marketing costs. Eligible businesses and property owners must be located in one of our TIF Districts. While the program was developed to increase viability of redevelopment projects, we also know that the program was critical in driving private commercial investment. In 2020, the BDC committed more than $200,000 in grant funds, leveraging more than $1 million in private commercial investment. This grant fund commitment is more than twice as much as 2019 but leveraged more than five times as much investment. In 2021 the BDC has budgeted $650,000 for this grant program, earmarked for the Roosevelt, Harlem, and Depot TIF districts. 7-Eleven & Starbucks Now Open! Berwyn is excited to welcome two new tenants to the redeveloped southeast corner of Ogden and Harlem Avenues. Starbucks is now open at 7136 Ogden Avenue, and 7-Eleven is now open at 7144 Ogden Avenue. These businesses make a great addition to the already robust retail mix along Ogden Avenue, and will further drive economic activity on one of Berwyn’s busiest business corridors.
Available BDC Loan Programs The BDC Commercial and Micro Loan Programs are operated in conjunction with the City of Berwyn to retain and improve Berwyn businesses and to encourage new business investments. The loans may be used for almost any business-related expense, including build-outs, façade improvements, equipment, inventory and working capital.

or the past year, our community has been challenged with the effects of COVID-19. As a city, we pulled together resources to address the safety, health, and well-being of our community. As a leader, I was challenged daily to put forth an action plan that could have the greatest beneficial impact on our residents. The work that is done, is done in partnership with other organizations and institutions that are committed to making a positive impact on our community. I want to remind our residents that there are resources within our city to meet their needs, and we will continue to partner with additional organizations that can bolster our efforts of supporting all citizens of Berwyn. There is no doubt this pandemic will have a prolonged impact on our community, and I want to ensure that residents understand we are here to help. Collectively, we mourn the loss of beloved neighbors, friends and family. Though our spirits will continue to be tested, I ask that together we show each other compassion and care as we wind through the ongoing path of uncertainty ahead. In the meantime, I ask that we continue to all do our part to keep the community safe by practicing social distancing, frequent hand washing and wearing a mask. I know that together, we have the fortitude to weather this storm. As your mayor, I am proud of our community and remain committed to providing our residents with the critical resources they need. Putting the ‘Community’ in College Throughout the COVID-19 pandemic, Morton College has stepped up to the challenge of putting its students — and their families — first. or nearly 100 years Morton College has served an essential purpose in the community by providing a pathway for an affordable, attainable and meaningful college education for local learners — particularly for first-generation college students, immigrants and families with low-incomes. So when the COVID-19 pandemic swept into Illinois last March, the college knew it needed to engage, adapt and ramp-up its offerings to not only its students, but to its community at-large, said Blanca Jara, Executive Director of Institutional Advancement at the school. “It was extremely important to provide a lot of resources to our community, especially because they were the No. 1 impacted due to COVID with loss of jobs, lack of healthcare, lack of funding and food insecurity,” said Jara. “A lot of students are first generation and DACA recipients or undocumented; they don’t have a person per se they can relate to when it comes to trying to navigate college life. For us, we’re a resource to help our students — we have to be there for them. I always say, ‘We’re the smallest community college in the state of Illinois with the largest heart,’ because it really does feel like a family.”
Stepping Up Under the new reality of a pandemic, Morton College knew it would need to both readjust, and do its best to create a sense of normalcy. A key part of their strategy included keeping crucial lines of communication open across all fronts — with college President Dr. Stanley S. Fields even going the extra mile to give his cell phone number to any student who might need it. The school also began upping its online class offerings, while also giving students the option to utilize a hybrid schedule that would allow for some in-person learning. For those taking classes remotely, the college organized to hand out free laptops and wifi hotspots, as well as ensured staff and students had the technology it needed — like online access to grades and assignments. Morton also sought to help students financially by waiving lab and late registration fees, forgave some student balances, received over $1.2 million in CARES Act COVID-19 funds for students in financial need, and allowed students to apply for its Morton College Student Emergency Fund for as many times needed up to $500 each. “We want to support their efforts so it doesn’t seem like such a pause to their academic goals,” Jarra explained. “They can use that money for whatever they feel is necessary. Our intention with the student emergency fund is that: Life happens. If a student needs to make a choice between paying for school or paying to change their tire, that money is there to help them satisfy what they need to satisfy so it doesn’t cause any more disruptions to their academics. We know now since the pandemic that it’s actually much more than that — students need to support family members now because perhaps a family member lost a job, so we support them.”

The college also put its focus on providing resources that benefited the larger community, such as set up a COVID-19 information resource page, added a contact tracing class, and ensured its Panther Pantry, a free food source with fresh produce, canned goods, dry non-perishable items and toiletries, remained open for students and their families. The #MCTeaching&LearningSince1924 campaign, a blog series that appears on the college’s website and social media channels, was also created to highlight the hard work of staff and faculty, while also introducing them to the community they serve.
A New Tomorrow One positive phenomenon that has occurred since the onset of the pandemic is that Morton College has seen enrollment in its Community and Continuing Education programs skyrocket by 300% in the last two terms, according to the school. Jara said that because so many community members and businesses owners have needed to adapt to new business models and shift gears, they have sought out additional education through the college in the form of new certifications, training, professional development, and online courses — many of which are available at little or no cost. It’s a “silver lining” that is the result of intentional listening to the needs and wants of its students and community, and then tailoring its offerings to meet those needs, Jara said. With that in mind, Jara said she believes the additional online offerings have the potential to reach more people and can lead to more innovation in the community, as well as produce more graduates at the college. “I do feel like this is going to give an opportunity to get our students more educated because not everybody can learn in a classroom setting,” she said. Going forward, Morton aims to keep the momentum going by connecting its rich history with an exciting future via its alumni program, according to Jara. She hopes alumni can be part of the future of learning at the college by staying involved and up-to-date on happenings at the school. Now more than ever, there is much for alums to be proud of, Jara said, such as its historic capital improvements. Most importantly, the goal is to connect Morton’s alumni with current students to show them they’re not alone on their educational journey.
