W
elcome to 2018, Chamber members.
I am Ron Day; I am employed by Andeavor as the Director of Government & Public Affairs for North Dakota. Here is just a little back ground information on me; I worked at the Mandan refinery for four years in the early 90’s and then relocated out of state to work several other locations in the oil & gas industry. Then in 2001, my family and I jumped the opportunity to return to Bismarck Mandan and I return to working at the refinery. We are grateful to have had the opportunity to return to Bismarck Mandan and to what we call HOME. When not at work, you will find me enjoying golf, fishing, hunting, looking for that next log for my next woodturning project, or just enjoying time on my tractor working in the yard. I’m excited and yet humbled at the opportunity serve as the Chair of the Chamber Board and I look forward to what is possible and what we can create for the Chamber and the communities of Bismarck and Mandan in 2018. Thank you to Brenda Nagel for her year of services as Chair of the Board of Directors. That year of service neither started nor ends with 2017. Brenda served in 2016 as Chair-elect; she served in 2017 as Chair; and she continues to serve in 2018 as PastChair. Thank you to Brenda for her continued service to the Chamber of Commerce. Thank you to all departing Chamber Board for the time and energy you have devoted to serving the Bismarck-Mandan business community. The start of 2018 marks a very exciting time for the Chamber. We welcome Brian Ritter as the new President of the Bismarck-Mandan Chamber of Commerce. Brian brings a wealth of experience from his previous position as President/ CEO of the Bismarck-Mandan Development Association. Through a Joint Services Agreement, Brian is currently serving as President for both organizations. In addition, the Chamber Board of Directors continues to investigate the possibility restructuring the Chamber and BMDA organizations into a stronger and more impactful entity.
As we move into 2018, I ask that you feel free to contact myself, Brian any Board Member or Chamber Staff person and share your thoughts and ideas for forward progress. While we as Directors represent more than 1,300 Chamber Members, we are challenged at times to hear everything that is important to you. We want your voice to be heard. Finally, I invite you to join us on January 11 for the Chamber Annual Dinner. We will be sharing our vision for the Bismarck-Mandan Chamber of Commerce as we look into the future.

SPORTS COMPLEX GROWS MANDAN ATHLETICS

If you drive along Interstate-94 in Mandan, you can see Mandan is a city that plays hard. Driving along the interstate you pass by Raging Rivers Waterpark, the universal playground at Eagles Park, and the new Starion Sports Complex, which opened in September 2017.

“People drive along I-94, and they see the beautiful sports complex, and they look to the south and see the universal playground,” said Cole Higlin, Director of Mandan Parks and Recreation. “Those are two facilities that improve the overall impression of what the Mandan Community is. It really has taken outdated facilities that had outlived their life and updated them.” The Starion Sports Complex opened in September 2017 with the Mandan High School homecoming football game. The new sports complex houses football field, two ice rinks, gymnastics, and a track and field. The $22 million project received the approval of Mandan residents by way of a vote for a .75 percent sales tax increase in June 2015. The homecoming football game wasn’t the only sporting event to inaugurate the new sports complex. The first official ice practice was Oct. 9, and the Mandan High School hockey season opened in November. In December, Mandan was able to host a youth hockey tournament for 28 teams — the largest one ever hosted in the community — and there will be 11 more tournaments this season. On Nov. 11, Dakota Star Gymnastics welcomed Olympic gymnast Nastia Liukin who held a mini-clinic for Mandan gymnasts. “Since we opened facility, there are 100 people on the waitlist to get into Dakota Star Gymnastics,” Higlin said. “They didn’t have that before. Their numbers were stagnant.” 4 | Chamber Connection
Ice sports are also seeing growth. With the University of Mary starting a men’s hockey program, Higlin said they have verbal commitment to playing their games next fall at the Starion Sports Complex. In addition, the park district is now able to host a consistent public skate every Sunday and has seen their numbers double. “It’s a great facility; I don’t think there is another one like it in the Bismarck-Mandan area,” said Mandan Mayor Tim Helbling. “It’s a draw for the city of Mandan. It’s not just a draw for the football and gymnastics, it is a draw for the younger generation in our community. It’s not just about sports, it’s about keeping families in Mandan.” JLG Architects designed the Starion Sports Complex, and Northwest Contracting was construction manager at risk. If there were issues outside of the contract, the risk was not on the Mandan Park District. “We had $700,000 savings in contingency because of their efforts,” Higlin said. An incentive — 2 percent of contingency — was built in as an incentive for the contractor to say on schedule and budget.
www.bismarckmandan.com “Northwest Contracting did an amazing job helping us to stay on schedule,” Higlin said. With such a prominent location visible from Interstate-94, sponsorship naming rights were attractive to local businesses. Starion Bank sponsored the exterior naming rights. “Starion Bank has a long history of supporting the community and over the years we’ve partnered with many entities in a variety of ways,” said Craig Larson, Starion Bank CEO. “As soon as we heard the plans for a new sports complex in Mandan, we knew it was going to be a gamechanger, bringing enhanced recreational opportunities for residents and economic development for businesses — and we wanted to be part of that. As a community bank, we believe part of our job is to help the community thrive and that’s exactly what the Starion Sports Complex does.” Schwan Buick GMC Cadillac purchased interior naming rights. The Cadillac Rink is for competition, and the Buick GMC Rink is for practice. The ice resurfacer has a Cadillac Escalade wrap with Cadillac rims. “That really showed the enthusiasm of the project overall, that both Mandan and Bismarck businesses wanted to be a part of it,” Higlin said. Moving hockey and track to the Starion Sports Complex will benefit existing Mandan sports facilities as well. The park district is partnering with Mandan Public Schools to maximize use of the current All Seasons Arena. The new multi-purpose building will house volleyball, basketball, track, baseball batting cages, tennis, and indoor soccer practices.

Faris Field, which was built in the 1960s, is scheduled to be demolished and replaced by baseball diamonds. However, plans won’t be finalized until demolition and site survey have been completed.
“The goal of this is to try to encompass all of the activities we need in the park system in a multi-purpose field house in a smaller scale,” Higlin said.
The ability of Mandan to host even more tournaments and games is a benefit to Mandan economic development.

“This brings more people to our community and helps strengthen the whole environment to secure more restaurants and secure other types of businesses that people are looking for,” said Ellen Huber, Business Development and Communications director for City of Mandan. In November, the Mandan Economic Opportunity and Prosperity Committee hosted an opportunities session at the sporting complex. The event gave people an opportunity to learn about business incentive and real estate in the area. “It’s been a great opportunity,” Higlin said. “We appreciate the citizens of Mandan passing the sales tax and giving us the opportunity to create facility that will be used for a great many years.”

BSC: PARTNERING BUSINESS & EDUCATION

“With the change in the economy in the state, we’ve had to make some adjustments,” Skogen said. “Now, we’re poised now to enter what I think is going to be a new normal. That is where the college is going to have to look at partnerships and business practices and a variety of new revenue sources so that we can continue the trajectory that we were on prior to this speed bump that we hit.”

Bismarck State College has followed the same trajectory as the state of North Dakota. The state completely avoided the collapse of the national economy in 2008. Instead, North Dakota went on a trajectory of growth, and BSC went on a trajectory of growth. Now, according to BSC President Larry C. Skogen, the state economy and state budget have right-sized.
BSC’s National Energy Center of Excellence, which was built within the last 10 years, was funded through public-private partnerships.
Skogen said it isn’t sustainable to rely on the old model of state funds and student tuition. Whether you’re are a research institution like Arizona State University or a community college like Bismarck State College, the theme is public-private partnerships. “We’re at a point where it cannot be the same old thing in public higher education,” Skogen said. BSC’s National Energy Center of Excellence, which was built within the last 10 years, was funded through publicprivate partnerships. Basin Electric Power Cooperative provided the first donation so that the energy center could become a reality. “Public higher education is going to require those partnerships moving into the future,” Skogen said. “We’ve done a marvelous job of that at BSC, but I think we’re going to be seeing much, much more of that as we move into the future.” BSC’s public-private partnerships go well beyond private businesses writing a check. Every technical program at BSC has an advisory committee made up of local businesses. The companies donate of their time to give industry input on BSC’s technical programs.
When BSC has written textbooks for certain programs, the industry advisory committees have given feedback. Committee members speak to the classes, set up mock interviews, and allow students to tour their facilities. Businesses on the advisory committees have also donated equipment. When a business makes an upgrade, they might donate the previous equipment to BSC. For example, advisory committee members have donated equipment and welding rods to BSC’s welding program. Through a public-private partnership, MDU Resources worked with BSC 18-months ago to build a small wind turbine on campus. The 32-foot tower allows students to train before they would ever climb onto a 300-foot wind tower in the field. It also allows MDU Resources employees to stay up-to-date on their safety training. Employees can try out a new harness and descend the BSC tower a dozen times before they try out the harness in the field. Power Plant Technology is another one of BSC’s programs that has grown through public-private partnerships. The power plant program is one of BSC’s oldest, but it has changed continually with each change in the industry. The biggest enhancement within the last 10 years has been Interactive Learning Tools, which allow the students to work on a simulator or in a 3D environment.

FEATURE “A picture is worth 1,000 words especially now that it’s animated,” said Bruce Emmil, Dean of BSC’s National Energy Center of Excellence. “Now, what’s an animation worth? You can bring these pictures to life. If it’s a power plant system or whatever it may be, you can show how the system works.”
“It’s really a triple win,” Emmil said. “It’s a win for BSC; it’s a chance to us to reach out to an industry partner. It’s a win for the student, instead of having the expense of coming to Bismarck for a couple weeks. And it’s a win for the company, who gets a chance to look at the student as a potential hire.”

As these industry partnerships are established, companies such as Andeavor Refinery are sending their employees to BSC for continuing education and training. At BSC’s energy center, web labs have been developed to allow students across the country to log in and execute their coursework. The web labs can be accessed 24/7 from anywhere in the world. BSC has had soldiers in Iraq running these simulators. As BSC alumni, they have been able to register for the labs and run them in the middle of the night.
“In a regular operation environment, you never see that internal view,” Emmil said, “but to see the internal workings is extremely valuable from a training perspective.” Students can manipulate the Interactive Learning Tool, change variables and see how it responds. They can walk around the virtual environment, zoom in to certain subsystems, and get an internal view of equipment. “The technology changes so much that it’s really nice to be able to build these tools and tweak them as things change,” Emmil said.
Employees from Sanford teach classes and share their expertise, according to Carla Hixson, Dean of Current and Emerging Technologies. “For example, a technician who understands the blood banks and how the blood banks work will teach that portion of the program,” Hixson said. “We want to make sure the students have the most recent information, and the best person to teach that is the person who has to stay current in that industry.” Photo Credit: Bismarck State College
Through Interactive Learning Tools and online classes, BSC’s student base can spread across the country. In the power plant program, online students use the Interactive Learning Tools, perform 80 hours of job shadowing and can come to the BSC campus for 80 hours in the classroom. Or, instead of coming to BSC, they can complete 80 hours at a power plant in their area. BSC has established relationships with power plants as far away as Texas to achieve this.
The public-private partnerships extend well beyond BSC’s energy industry programs. The health care programs also have strong public-private partnerships. BSC has established a relationship with Sanford Health for their Medical Laboratory Technician program.

Sanford releases their employees to teach in the program, and the hospital benefits from investing in the next generation of graduates. “There is such a labor shortage for medical lab technicians, it’s a way for them to help grow their own,” Hixson said. “They would hire every graduate from this program if they could.” BSC’s Dakota Nursing Program has established public-private partnerships across the state. Nursing students are able to take classes through BSC from across North Dakota. The college has partnered with hospitals, clinics and nursing homes in towns from Hazen to Harvey to Ashley, where students learn and work in order to complete their degrees.

Students no longer have to walk across campus to get to the library. It’s now at the heart of the BSC campus.
“Both Hazen and Harvey have a facility where those students don’t need to leave their community to learn a nursing program,” Hixson said. The next programs in development at BSC are in the field of cybersecurity. The college is working to get approval from the State Board of Higher Education to establish a bachelor or applied sciences in cybersecurity. This would augment BSC’s existing cybersecurity program, a 2-year associate’s degree. “We’re well-poised to take advantage of our national footprint in energy and to take advantage of that through new programming in cybersecurity and networking,” Skogen said. “We’re working on partnerships for that to establish the right infrastructure of that program, the right technologies for that program. It really is an appealing career for young people right now, and we’re well-poised for that.”

Q: Miss America is a leadership position. What was your road from Bismarck kid to Miss America? A: I learned the importance of doing well in school, being compassionate towards others, and giving back to my community at a young age. My parents taught me that if I had a dream, I would have to work hard to make it come true. I have had numerous people along my journey try to define my capabilities. From attending an Ivy League school to training four summers with the Radio City Rockettes, I knew that only I could determine what my limitations were. The road to Miss America was never an easy one. It took me four years to win the title of Miss North Dakota. With dedication and persistence, I finally made my dream come true. I have learned that there is no set path or magical formula to become a Miss America. With a focus around four points — service, style, scholarship, and success — the qualities of what Miss America stands for can be found within each of us.

Q: Why did you found North Dakota Make-A-Wish Passion with Fashion? A: In 2007 two of my classmates, Amber DesRoches and Kayla Hillestad, were battling cancer. On my 14th birthday, Amber passed away. At her funeral, she requested all memorials be made to the Make-A-Wish Foundation. She had received a wish that allowed her to escape the reality of her illness and live life like a typical teenager. At this time, Kayla’s cancer had spread. She needed motivation to continue the grueling chemotherapy treatments. Kayla was in the wish granting process, but her wish was more expensive than average. Make-A-Wish North Dakota did not have the funds to immediately grant her wish. Knowing that the power of a wish could restore Kayla’s sense of hope, I took action by founding North Dakota’s Annual Make-A-Wish Fashion Show. I never expected my event to become an annual fundraising success; I was just trying to help my friend. Over the past 10 years, my event has included 23 North Dakota Wish Kids, involved 47 businesses, and raised over $78,500 to make wishes come true for North Dakota children. Q: What do you plan to do with your year of service as Miss America? A: Throughout this year I will be traveling an average of 20,000 miles a month and changing between locations nearly every 48 hours. From serving as a National Goodwill Ambassador of Children’s Miracle Network Hospitals to promoting my personal platform, MakeA-Wish, I hope my story inspires others to follow their dreams and give back to their community. I want our youth to look to my story and never be afraid of failure. In North Dakota specifically, I hope our youth realizes that no dream is ever too far from reach.

Q: How has growing up in North Dakota helped shape you into who you are today? A: In North Dakota I was raised with the philosophy that with determination and hard work, I could achieve anything. I learned that with every failure, there is a lesson; with every challenge, there is an opportunity. Whether it is raising over $78,500 for Make-A-Wish, or attending an Ivy League university, this mentality proved that nothing is impossible. This shaped me into a woman who is not afraid to transform her dreams into reality.

Q: What’s next? What will be your next steps after your year of service as Miss America is complete? A: The Miss America Organization is the largest scholarship provider to women in the nation. I earned a $50,000 scholarship for winning the title of Miss America. I will be applying this scholarship towards law school in the fall of 2019. I then plan to return to North Dakota to work, raise a family, and one day run for political office. I would love to become the state’s first elected female governor. If you believe in yourself and your capabilities, no dream is ever impossible. Q: You’ve said you would like to be North Dakota’s first female governor. What do you see as North Dakota’s future? A: I see North Dakota becoming a state with an increase in female leadership. Currently, women only represent 19.1 percent of those serving in the North Dakota legislature. North Dakota has never elected a female governor or a female to serve as North Dakota’s representative in the United States House of Representatives. I hope North Dakota realizes the benefits of bridging this gap, and we see these statistics change in North Dakota’s future.

Lemonade Day is a free, fun, experiential learning program that teaches kids how to start, own and operate their very own business – a lemonade stand. Lemonade Day has spread to over 60 cities in 23 states and three countries. We are proud to announce that this year Bismarck and Mandan kids will get to join in on the fun. Each child that registers receives a FREE backpack with an Entrepreneur Workbook or access to an online interactive program that teaches them the valuable lessons of Lemonade Day - including how to set a goal, make a plan, work the plan and achieve their dreams. Once a youth pays their investor back, they keep all of the money they earn and are encouraged to spend some, save some, and share some of their profits. Though the program is geared toward 3rd – 8th graders, anyone and everyone can be involved in Lemonade Day! LEADERSHIP BISMARCK-MANDAN: EMERGENCY SERVICES AND ARTS & LEISURE
MILITARY & EMERGENCY SERVICES The Leadership class met for Military & Emergency Services day in November at the Morton/Mandan Law Enforcement Center. The co-chairs for Military & Emergency Services Day took a new approach this year by alternating between emergency services one year and military the next. This year’s focus was emergency services. The class experienced tabletop exercises to learn how Morton and Burleigh Counties respond to disasters. The first table top exercise was titled “Cruel Breeze.” The theoretical scenario was this: In March of each year retailers are stocked up on fertilizers, pesticides, and chemicals for the growing season. A vehicle crash occurs between a local lawn and garden service truck and a semi-trailer hauling agricultural chemicals. A fire and plume of smoke occurs, but the chemicals are unknown. Firefighters work to determine if the chemicals are lighter or heavier than air. A shelter-inplace order is issued either in the lowest or highest level of homes based on the chemicals involved. ARTS & LEISURE At the end of November, the Leadership class met for Arts & Leisure day at the Hillside Aquatic Complex in Bismarck. Eileen Walsh of Dakota West Arts Council presented a study on the economic impact of the arts industry on Bismarck-Mandan. In 2015, the arts generated $43.5 million in economic activity in the community.
$24.4 million was spent by arts and culture organizations. $19.1 million was spent by audiences attending events. Arts and culture organizations in Bismarck-Mandan have 1,670 full-time equivalent jobs. Walsh said the economic impact study changes the conversation from arts as a charity to arts as an industry. Bismarck Parks and Recreation is celebrating the reception of the 2017 Gold Medal Award for Parks and Recreation Management. This is the highest honor in their field. Bismarck Parks and Recreation previously received the Gold Medal Award in 1993. Cole Higlin spoke on behalf of Mandan Parks and Recreation. Higlin has received multiple requests from North Dakota and Montana communities for presentations on how Mandan ran their successful sales tax vote to fund the Starion Sports Complex. Higlin discussed how they made decisions based on what they could staff in the Starion Sports Complex, not just what they could build. This was to avoid overbuilding a facility that they could neither staff with employees nor fill with sporting equipment.

Ritter, a Bismarck native and resident has nearly 15 years with the Bismarck-Mandan Development Association that started with a college internship and culminated with an appointment as the organization’s President/ CEO in 2013. His educational background includes both a BS in Business Communications and an MBA from the University of Mary as well as certification as a Certified Economic Developer from the International Economic Development Council. TWO NORTH DAKOTA WOMEN RECEIVE TOP HONORS FROM THE WOMEN’S BUSINESS CENTER
Center for Technology & Business (CTB), which operates the North Dakota Women’s Business Center, held their sixth annual Women’s Business Summit October 29-30 in Bismarck. The event brought together women from across the state for a unique networking and professional development opportunity designed to strengthen the state of women owned businesses in North Dakota.
At the luncheon on Monday, October 30, two attendees were awarded with top honors from CTB: April Lund with GYS Track Club and Deb Nelson with DLN Consulting Inc. April Lund was recognized with the 2017 CTB Outstanding Woman in Business Award. This award is meant to celebrate a woman who has made significant contributions to her organization, her profession, and her community. The award also aims to recognize a leader who serves as a role model and mentor for others. As a passionate advocate for health and wellness, April Lund is one of the most sought after and accomplished personal trainers and fitness & wellness coaches in the Bismarck/ Mandan area. April has emerged as an inspiration and leader in her community. As the Founder of GYS Track Club in the Bismarck/Mandan area, April coaches over 130 athletes to be their best, both physically and emotionally. She has a generous heart and a warm personality which is reflected through her many volunteer activities. In her free time, April is setting records all over the country. In the past two years alone, she has won over 50 races.
Deb Nelson, Founder and President of DLN Consulting Inc. was recognized with the 2017 CTB Woman Entrepreneur of the Year Award. The exclusive award is designated to the owner of a North Dakota Certified Woman Owned Business who has demonstrated staying power, innovativeness, April Lund forward thinking, and contributions to her community. Deb has over 25 years of experience in public relations and grant writing and has acquired more than $10 million in grants for projects in southwest and northwest North Dakota. DLN Consulting Inc. provides planning services, including grant planning and management, evaluation design and implementation, association Deb Nelson management, various business planning and short and long-term strategic planning. Deb is the administrator of the Vision West ND Consortium, which represents nineteen oil and gas producing counties in North Dakota. Vision West North Dakota’s goal is to implement the Regional Sustainability Plan for western North Dakota. The agreement includes official naming rights of the field in exchange for $225,000.

Luke Arnold has graduated from the American Council of Engineering Companies of North Dakota (ACEC/ND) Luke Arnold Emerging Leadership Institute. The Institute is a high impact program that fosters emerging engineering leaders by imparting skills and competencies identified by top ACEC/ND CEOs as critical for leadership success. Arnold is a senior project engineer and the municipal group leader for Moore Engineering’s Bismarck and Minot offices. He’s been with the company since 2012, in addition to 20 years of engineering experience in Wisconsin and Illinois. Arnold earned his bachelor’s degree in civil and environmental engineering from Marquette University in Milwaukee, Wis. He’s a registered professional engineer in North Dakota and Wisconsin, and is a member of the National Society of Professional Engineers and the North Dakota Society of Professional Engineers.

Don Morgan, CPA, has been named chief financial officer (CFO) for Starion Bank. As CFO, he will oversee all financial operations for the $1.25 billion bank. Since 2012, Morgan has Don Morgan been with Starion. He joined as vice president for credit administration and has served as chief credit officer (CCO) since 2013. A year later, he became a member of Starion’s Executive Team which is responsible for initiating key actions within the organization, reviewing financial data and setting major project priorities. Morgan has extensive banking and leadership experience, which includes 16 years in the areas of credit administration, commercial lending, market president and internal auditing. While the bank searches for a new CCO, he will oversee both the finance and credit departments. Fridley named new Foundation Executive Director
Fred Fridley has been named the new Sanford Health Foundation executive director for the Bismarck Region of Fred Fridley Sanford Health. In addition to his new role with the Foundation, Fridley will continue his duties as director of Sanford POWER in Bismarck and the senior public affairs specialist for the Bismarck Region of Sanford Health. Prior to joining Sanford Health in 2012, Fridley was the women’s basketball coach at the University of Mary in Bismarck.
Bagnell to Lead the University of Mary Football Program
University of Mary alumnus Craig Bagnell returns home as the Marauders’ seventh head football coach. A four-year Craig Bagnell starter at quarterback for the Marauders, Bagnell directed a record-setting offense the last three seasons at Bemidji State University. The 27-year-old Bagnell, who will be the youngest head coach in NCAA football, has compiled an impressive resume in a short period of time, including nationally ranked offenses and assisting Bemidji State University to one of its best marks during any three-year period. In 2016 BSU was ranked fourth offensively in NCAA Division II. A native of Polson, MT, Bagnell was a four-year starter for the Marauders from 2010-13.Bagnell graduated from the University of Mary in 2013 with a Bachelors of Science degree in mathematics.
