A
fter a winter that seemed like it lasted for more than just a few months, I along with everyone else in Bismarck-Mandan am ready for a change. And that seems appropriate given some of the things happening around the Chamber. I’m referring of course to the potential restructure of the Chamber and Bismarck-Mandan Development Association (BMDA). To summarize the discussion that’s taken place since last October, the Chamber and BMDA are actively involved in a process of determining whether or not the two organizations should be restructured as one in an effort to accomplish even more for our community. After initially addressing the question of, “Why is this best for Bismarck-Mandan?” and determining that it was in fact in the community’s best interest, the discussion proceeded to, “How would we do it?” At that point, two separate subcommittees were formed with the goal of developing recommendations as to how a restructured organization would be governed and funded. After spending three months doing that, the subcommittees’ recommendations were then vetted with our leadership along with five separate focus groups encompassing a wide variety of businesses from across Bismarck-Mandan. Using the feedback gathered during those focus groups, the recommendations were modified and then presented to both Boards who ultimately voted to pursue the restructure. While both organizations have voted to proceed with the restructure, the process is not yet complete. We will now be preparing for operations as a restructured organization by working on bylaws, budgets and more. Once those details have been finalized, they will be presented to both Boards for a final vote that would allow the restructured organization to begin operations on or by January 1, 2019. While that obviously represents a significant change for the Chamber, it’s by no means the only thing happening here. For instance, we are in the midst of developing our 2019 Legislative Agenda which will form the basis for our efforts during the 2019 Legislative Session which is fast approaching. We are also working hard on this summer’s signature events such as Lemonade Day and the Chamber Golf Scramble. And of course, we are always busy supporting and recognizing our members via the Golden Eagle Award, Celebrate Bismarck-Mandan and more. Plus, summer means Fridays at the Chamber, which are always free to attend! So while change may be the theme for my President’s Corner this month, what remains the same is our commitment to serving our members and our community. UTTC MAKES AN IMPACT, ECONOMICALLY AND CULTURALLY The President of United Tribes Technical College is working to get out the message that UTTC has an economic impact on Bismarck-Mandan. Building on an economic impact study in 2010, UTTC President Leander R. McDonald released another economic impact study in 2017. “United Tribes is an active economic development member of the community,” McDonald said. The 2010 study, executed by TK Associates International, found that UTTC has a $34 million economic impact on BismarckMandan. In seven years’ time, the impact has almost doubled to $59.6 million, according to the 2017 economic impact study by the North Dakota State University AgriBusiness and Applied Economics Department.
UTTC has an economic impact of over $59 million to the Bismarck-Mandan region.
Part of the economic impact comes from students moving to Bismarck-Mandan to attend United Tribes. UTTC is not able to house all of the students, so many rent or buy residencies in town. McDonald said the rebounding oil boom has resulted in an increase in students from the Mandan, Hidatsa and Arikara Nation. He said the students are moving to Bismarck-Mandan to get away from oil activity, and they are buying homes and staying here. “They’re buying their groceries here, buying cars here, they are renting cable. They are buying their cell phones here,” McDonald said. Sixty-seven percent of the student population is from North Dakota, mostly from the five tribes that govern UTTC. Thirty-three percent is from outside North Dakota, with the majority coming from reservations in South Dakota. McDonald said he views United Tribes like Grand Forks and Minot’s respective Air Force bases. They help the communities grow financially.

“We see ourselves the same way,” McDonald said. “It’s not only us here in town, but it’s also our sister colleges of University of Mary and Bismarck State College who have an impact. How much does post-secondary education bring in to help the city?” Since McDonald became President three years ago, he has made it a goal to raise the UTTC wage scale to match the broader Bismarck-Mandan community. When he started, minimum wage at the college was $8.35 per hour. Now, that has been raised to $11.00 per hour so that UTTC minimum wage isn’t below fast food wage levels. McDonald is still working to get elementary school wage levels at Theodore Jamerson Elementary School to the same level as Bismarck Public Schools’ pay scale. They raised the wage scale $2,000 this year and are watching to see how it impacts the budget before they make another increase next year.
POWWOW AND TRIBAL LEADERS SUMMIT
According to the 2010 economic impact, UTTC brings $4.2 million into the community during powwow week alone. Due to different methodology, the economic impact of the powwow was not singled out in the 2017 study. Still, McDonald said the economic impact has only increased since 2010. Hotel rates go up and restaurants get full during powwow week. Katt Chapin is chair of the 49th United Tribes International Powwow.

“(Powwow) is a special event that brings everybody together in song and dance and visits — a time for everybody to get together,” Chapin said. “For non-participants what’s special about it is our culture. You’re going to see something significant. The regalia is unique.” McDonald said the powwow is an annual, three-day event for people to get together and see one another. Naming ceremonies and giving ceremonies are held during that time. Veterans overseas try to come home for the powwow. Warrior songs are sung for all veterans. “Those are the type of activities that occur here at United Tribes, and those are the activities that bring honor to our culture and our people,” McDonald said. United Tribes’ powwow is a contest powwow with participants competing for money. Participants come from all across the United States and Canada. Visitors come from as far as Germany to enjoy the event. “When I was younger, United Tribes was the hugest powwow to come to,” Chapin said. The powwow will have 70 different arts and craft vendors with Native American-owned art, pottery, jewelry and apparel. For a first-time attendee, Chapin recommends attending Grand Entry. “We want to get more of the community involved and participating in one the events or even coming to the powwow to watch,” Chapin said. The powwow caps off UTTC’s events week, but the annual Tribal Leaders Summit starts it. Tribal leaders from throughout the Great Plains and the nation come to Bismarck to partake in the summit. This year’s topics include opioid drugs, higher education, and tribal governance. One of the featured speakers is Jefferson Keel, President of the National Congress of American Indians.

FEATURE “(Keel) has been a great leader for Indian Country, and we’re glad to get him,” McDonald said. Students at United Tribes are required to attend the Tribal Leaders’ Summit. “The students are exposed to tribal leadership and what’s happening in real time,” McDonald said. UTTC faculty are also encouraged to attend. The majority of faculty at United Tribes are non-native, and McDonald said summit provides an important cultural education for them. “The more familiar (the faculty) are, the better they are going to be in their classrooms,” McDonald said.
EDUCATION AND INDUSTRY PARTNERSHIPS The foundation of United Tribes Technical College is in technical education and skills training. In recent years, UTTC has developed four-year degrees in elementary education, environmental sciences and research, business administration, and criminal justice. All programs are working to build strong ties with their respective industries.
Sheridan McNeil, Career and Technical Education Director, said each program at United Tribes has an advisory board populated by those who work in the respective industry. For example, the advisory board for UTTC’s automotive program meets at least once per semester to discuss new technology, trends in the automotive industry, et cetera. “They see the work our students are doing; they see the curriculum,” McNeil said. “They really help guide our program to help maintain that certification.” Advisory board members also get a sneak peek at the graduating work force. “They really nab our students as they are ready to graduate,” McNeil said. Another program where graduates get snapped up is the welding program. UTTC’s welding program is certified through the American Welding Society. Faculty from United Tribes also travel to Williston to certify their graduates. All UTTC graduates are American Welding Society certified welders.

The United Tribes nursing program also has strong ties with businesses in the Bismarck-Mandan community. UTTC students complete nursing clinicals at CHI St. Alexius Health, Sanford Health clinics, Dacotah Foundation mental health services, Missouri Slope Lutheran Care Center, and Prospera Community nursing home facilities.

“There is a huge nursing shortage nationwide,” said Jan Lynch, Chair of the UTTC Nursing Department. “It’s our goal to facilitate getting as many nurses out there as quickly as we can.” United Tribes has several new academic programs in development. The college currently has a preengineering program. They are working to develop a program that would have two years of engineering at UTTC followed by two years at University of North Dakota. Last month, McDonald testified at the Bureau of Indian Affairs in Washington, D.C. Currently, all training for BIA law enforcement happens in New Mexico. UTTC would like to become a northern tier training facility for BIA law enforcement.
McDonald said that goal is that when United Tribes students walk across the graduation stage, they have a job waiting for them. “We’re a resource. We’re a resource for workforce development,” McDonald said.

THE STATE OF THE HOUSING MARKET IN BISMARCK-MANDAN: REAL ESTATE REMAINS STRONG IN THE COMMUNITY

“We have a very healthy housing market in BismarckMandan,” says Nancy Deichert, Executive Director of the Bismarck-Mandan Board of REALTORS®. “Buyers have more options in today’s market than they did a few years ago.” But with a current uptick in oil activity, growth in local business and job opportunities, and rising interest rates, Deichert says the inventory may not hold. “However, as always, a property that is priced appropriately, has been well-kept and updated, and is in a desirable location could be advantageous for both the seller and the buyer.”
A DIFFERENT MARKET
According to Mary Shelkey-Miller, president of the Bismarck-Mandan Board of REALTORS®, the market is different today than during the peak of oil activity from 2011-2014. “When the inventory was incredibly low, buyers were just buying ‘something’ because it was available,” she notes. “It is important to note the market is ‘different’ now, but that doesn’t make it ‘bad.’” Shelkey-Miller says there are more properties for sale today, but this is proving to be a positive in the market. “What people don’t see is there are as many homes under contract today as there have been in recent years. There is activity in all price ranges in the market right now.” Desri Neether, president-elect of the Bismarck-Mandan Board of REALTORS®, says properties in BismarckMandan are selling at a healthy pace. “With the increase in supply, buyers are spending more time searching for the ‘right’ home.” Ninety-two percent of home buyers start their home search online and begin looking nearly a year before they are ready to be on the market, Neether notes. “There is the perception, because there are more homes on the market, sellers will consider low-ball offers. In reality, lowball offers can cause a seller to completely disregard the offer.” “For sellers, the reality that home prices are not what they were in 2011-2014 can be hard, but if priced correctly, it will sell, and it will typically sell before the average days on the market of three to four months,” she adds. 8 | Chamber Connection

There are several reasons people are buying and selling homes, including families growing, empty-nesters downsizing, and individuals relocating for jobs. Neether says buyers are looking for homes with updated kitchens and baths, which tend to sell faster. Currently, the average sale price for a single-family home in Bismarck-Mandan is $256,500, and sale prices have remained stable, only dipping about one percent in the last three years. “Our biggest demand drivers are millennials, who outnumber all other buyers and are expected to peak in two years and really start buying,” says Neether. “The biggest opportunity we have in Bismarck-Mandan and around the nation is affordable single-family housing. There are very few entry level homes available for sale.”
BUILDING TRENDS
“The peak of homebuilding occurred in our community in 2013-2014,” says Chad Moldenhauer, owner, K&L Homes Inc. “While more homes were being sold, it was difficult for consumers to make an educated decision given the scarcity of homes and the high demand for them. For home builders, there was more potential for sales. However, recruiting and retaining qualified employees and subcontractors to build the homes was a challenge.”

Q: Tell us about yourself and your role within the organization. A: My name is Luke Schaefer and I am the Executive Director of Missouri River Educational Cooperative. MREC is one of eight regional education associations (REA) in the state and we exist to increase opportunities for students, educators, and schools. Q: Briefly tell us the history of Missouri River Educational Cooperative. A: The MREC began in 2005 when 37 public school districts, through a joint powers agreement, decided to increase opportunities for students regardless of geographical, financial and school size barriers. MREC began with a part-time director who would oversee the regional activities. The MREC now employs over 85 employees.

Q: How has the growth of Bismarck-Mandan impacted Missouri River Educational Cooperative? A: As schools have experienced growth in both the number of students and the diversity of students, MREC has continued to be responsive by adding programming such as our Counseling Program for schools who cannot find a full-time counselor. Additionally, MREC added a English Learner Consortium where we assist schools in meeting the needs of English Learners. Q: What industry trends are taking place? A: As a Service Cooperative, we continually seek innovative strategies to help schools meet the social, personal and academic needs of their students to prepare them to be choice (career, college, military) ready. Professional development strategies aimed at increasing student engagement in the classroom has become an important focus.

A: Assistance is frequently requested regarding STE(A) M Education (Science, Tehcnology, Engineering, Arts, and Math). A more focused approach to learning has occurred through students engaging in the design process of identifying, testing, and solving problems. Additionally, increasing the amount of personalized learning for students has become a frequent request, often through a multi-tiered system of supports for students. Q: What does the future of Missouri River Educational Cooperative look like and the industry as a whole look like to you? A: Innovation is vitally important to our work with schools, educators, and students. We continually seek grants that further our mission of support to schools and strive to become more effective as a service provider. We are excited to find new ways to assist schools in their endeavors to educate students for careers that may not even exist yet.
Q: Missouri River Educational Cooperative became a member in 2011, why do you continue to renew each year? A: MREC values the connections and networking that comes with being a Chamber member. Understanding the needs and direction of business and industry is critical to our assistance and support to schools. Since 2015, we’ve assisted the Bismarck Mandan Development Association in engaging teachers in a summer internship. Q: What should Chamber members know about Missouri River Educational Cooperative that may assist them? A: Students, educators, and schools benefit greatly when MREC discovers new partners to move programming and support forward. Whether it’s a career symposium sponsored by the HESS corporation, Manufacturing and Engineering Days hosted by Doosan Bobcat, or connections to business representatives with the Missouri River Area Career and Technical Center, MREC appreciates our business and industry connections to serve our schools and students.

Leadership BismarckMandan is now accepting applications for the class of 2019. Up to 18 applicants will be accepted into the program. Participants delve into today’s most compelling issues. BISMARCK - MANDAN
Community experts create issue day sessions on topics relevant to the Bismarck-Mandan area, including: economic development, energy, natural resources, agriculture, human services, law enforcement, military, emergency services, arts, leisure, education, legislation, political involvement, faith, ethics and values. Most issue days are 1/2 day. Highlights of the program include a full day at the Capitol during the legislative session, a full day retreat and a graduation ceremony. Following the issue days, the class will divide into groups, select a community project about which they are passionate and work to make that field project into reality. CHAMBER AND BMDA VOTE TO RESTRUCTURE The Bismarck-Mandan Chamber of Commerce and Bismarck-Mandan Development Association (BMDA) Boards of Directors have voted to proceed with a restructure of the two organizations.
Both Boards voted last October to investigate a restructure of the organizations based upon a recent change in leadership, a convergence of the missions of both organizations and a desire to more efficiently utilize existing resources. Three months later, both Boards voted to continue the process by forming separate subcommittees to develop recommendations as to how a restructured organization would be governed and funded. “The question of whether or not to pursue a restructure of the BMDA and Chamber is not a new one. What’s different now is that so many different factors have come together to create an opportunity that we simply couldn’t ignore,” said Chamber Board Chair Ron Day. Both organizations then vetted the recommendations developed by those two subcommittees with five separate focus groups encompassing a wide variety of businesses from across Bismarck-Mandan. Using the feedback gathered during those focus groups, the recommendations were modified and presented to both Boards who ultimately voted to pursue the restructure. “What these recommendations support is the restructuring of two organizations into one unified business development organization governed by one board of directors and supported by one funding structure,” said BMDA Board Chair Kevin Magstadt. While both organizations have voted to proceed with the restructure, the process is not yet complete. The organizations will now begin drafting bylaws, developing a budget in support of the subcommittee recommendations. Once those details have been finalized, they will be presented to both Boards for a final vote that would allow the restructured organization to begin operations on or by January 1, 2019. Members of both organizations, as well as the public, can follow this process via the BMDA and Chamber’s publications and a series of monthly communications beginning in June that will document the transition and various aspects of the restructured organization’s value proposition.

STUDENTS GRADUATE FROM CHAMBER PROGRAM Annually, the Chamber of Commerce’s Excellence in Business and Education Committee selects juniors and seniors from both public and private schools in the Bismarck-Mandan area to serve on it’s Student Chamber of Commerce Board. Students are selected based on their academic achievements, as well as how well they can communicate their passions, goals, and life accomplishments. We are encouraging everyone in the community to get out and support our young entrepreneurs as they open up their own little businesses in the form of a lemonade stand. The Excellence in Business and Education Committee of the Bismarck-Mandan Chamber of Commerce have finished presenting this year’s Outstanding Teacher of the Year Awards.
This completes the 31st year of honoring educators in both Bismarck and Mandan on a primary, secondary, and post-secondary education levels. With the help of Dan’s Supermarket, the Bismarck-Mandan Chamber of Commerce and its Excellence in Business and Education committee are proud to continue this tradition of celebrating teachers in our area. After receiving 39 nominations, 36 educators accepted the nomination and qualified for the Crystal Apple, a symbol of excellence in education and outstanding achievement within their profession. WEIGEL NAMED 2018 SBA NORTH DAKOTA SMALL BUSINESS PERSON OF THE YEAR The U.S. Small Business Administration (SBA) 2018 North Dakota Small Business Person of the Year is Kari Weigel, Executive Director and Owner of Sylvan Learning Center in Bismarck and Fargo, North Dakota. Sylvan Learning Center is a franchise business that offers personalized tutoring on a number of subjects, as well as study skills and ACT prep courses, primarily to students in grades K-12.
Since purchasing the Bismarck business in 2008, Weigel has acquired the Fargo center and expanded to three satellite locations throughout the state of North Dakota. Her business also operates after school STEM programs in five schools in Bismarck and Fargo. This growth has allowed Weigel to increase her number of employees by about 50 percent. When Weigel determined she needed a new building to meet her growth plan, an SBA 504 loan helped her construct it. “Kari Weigel is an outstanding example of the entrepreneurial spirit,” SBA North Dakota District Director Alan Haut said. “It’s my honor to recognize her achievements and I’m pleased that SBA helped support her business growth.” The SBA Small Business Person of the Year award – part of National Small Business Week April 29-May 5, 2018 – recognizes small business owners who demonstrate staying power and substantiated history as an established business with at least three years of business operation. Winners must also show growth in net worth and business expansion, increase in jobs and sales, innovativeness of products or services, response
to adversity and contributions to communityoriented projects.
In addition to running a growing business, Weigel is involved in her community. BALLOT REQUEST TO INCREASE 911 FEES The Central Dakota Communications Center (CenCom) is a consolidated public safety communications facility serving the City of Bismarck, City of Mandan and all of Burleigh County. CenCom responds to 9-1-1 calls, nonemergency calls, alarms and other events, provides lifesaving pre-arrival instruction and coordinates dispatching of law enforcement, fire, emergency medical and other services. CenCom also manages the core technology used by public safety to respond to the aid of the community, visitors and travelers.Currently located at 2301 University Dr. (Bismarck Airport property), CenCom has outgrown the facility and does not meet necessary standards at this location. As such, a request to increase the local 9-1-1 fee by $0.50 per mobile device will be on the ballot on June 12, 2018 in Burleigh County. The ballot request to increase the 9-1-1 fee is to provide necessary, dedicated funding to purchase, lease or construct and operate a new public safety communications facility to serve the participating communities now and into the future. If approved, it is expected that the increased 9-1-1 fee will generate approximately $500,000 per year.

The priority option for the use of those funds is to pursue a public/private partnership with Dakota Carrier Network (DCN) and co-locate at their Bismarck facility, leveraging DCN’s expertise and investment to provide a suitable operational environment for CenCom and the critical information technology systems used by public safety. The Bismarck City Commission, Mandan City Commission and Burleigh County Commission have individually endorsed this initiative as has the Bismarck-Mandan Chamber of Commerce Board of Directors. The Best Communities for Music Education designation is awarded to districts that demonstrate outstanding achievement in efforts to provide music access and education to all students. To qualify for the Best Communities designation, Mandan Public School District answered detailed questions about funding, graduation requirements, music class participation, instruction time, facilities, support for the music program, and community music-making programs. Mandan elementary students are required to participate in 90 minutes of music instruction per week. Students at Mandan Middle School have the opportunity to participate in choir, band, or both. There are also extracurricular opportunities to participate in jazz band, marching band, show choir, and Braves Singers. Mandan High School students may participate in one of three choirs and also may choose to audition for the extra-curricular activities of swing choir and the high school musical. Music history, music theory, and guitar are also music classes offered at MHS. MHS students may be a member of several different band opportunities, including three levels of concert band, three levels of jazz band, pep band, and field marching band. Mandan Band ensembles and individual student musicians consistently place in top positions at local, state, and national festivals and the MHS Concert Band I was recently selected as the North Dakota Governor’s Band for 2018. “Mandan Public Schools considers music to be an integral part of our curriculum and an excellent way to engage our students in the 4 Cs that are part of our core beliefs - Creativity, Collaboration, Communication, and Critical Thinking,” said Dr. Mike Bitz, Superintendent. “Receiving the Best Communities for Music Education designation is a validation of our hard working music staff, the dedication of our music students, and the support for music provided by our community.”

UNIVERSITY OF MARY RECEIVES $5 MILLION DONATION
The Energy Transfer / Sunoco Foundation and Energy Transfer Partners (ETP), announced a $5 million commitment to the University of Mary’s Vision 2030 campaign at a press conference held today on campus. Three of the $5 million dollars is a contribution towards the University of Mary’s new state-of-the-art engineering facility while $2 million will be given for workforce development in the state.
The $3 million portion will help fund University of Mary’s new 18,200-square-foot state-of-the-art engineering facility. Construction will start within six months, as requests for proposals (RFPs) have recently gone out. Currently, there are 60 freshmen and sophomores enrolled in the engineering program since it began two years ago, with another 40 to 50 incoming freshmen expected this fall. With record enrollment, and attracting more that 50 percent of its student body from outside the state, the University of Mary intends to use the remaining $2 million – to be presented at a later time in concert with the announcement of a comprehensive plan – to help develop and equip North Dakota’s talent pool of skilled workers in engineering, computer programming, IT, and other areas of critical need. This effort is in line with University of Mary’s and ETP’s commitment to the state of North Dakota and leadership in workforce issues.
“This contribution is part of our commitment to be a valued business partner in North Dakota,” stated Kelcy Warren, chairman and CEO of Dallas-based Energy Transfer Partners, which was named as one of Forbes’ 2017 Best Large Employers. “We are pleased to have the opportunity to help more young men and women become engineers through Mary’s growing program. We are also happy to support Mary’s continued leadership in developing North Dakota’s workforce for generations to come.”
This donation brings University of Mary’s record-setting three-phased Vision 2030 Capital Campaign total to over $81 million—only $15 million shy of its Phase One goal of $96 million. When the campaign is completed in 12 years it will have raised a total of $272 million. With over 200,000 square-feet of new space created on campus within the last two years, Vision 2030 is part of a continued effort and mission to better serve the needs of this region and beyond — begun in 1959 by the university’s founders, the Benedictine Sisters of Annunciation Monastery.
“We are so humbled and thankful to receive this gift, which accomplishes two things in harmony with one another,” said University of Mary President Monsignor James Shea. “Our engineering program will help solidify the industry need and will also help fulfill the intense need for workforce development. Our aim is to form engineers who are both at the top of their field in terms of their academic and technical preparation, but also who are culturally prepared for the workplace and ready to become employees of choice as well as fine citizens. It’s exciting because a few years ago the engineering industry asked for our help and support to be a hub in western North Dakota for talented, smart, innovative, liberal arts and values-based engineering students who can be integrated into the workforce from a new School of Engineering here on campus. AMERICAN BANK CENTER BREAKS GROUND ON NEW NORTHWEST BISMARCK LOCATION
In order to provide more convenience for its customers, American Bank Center is building a new location at 1615 Burnt Boat Drive in Bismarck, next to the Eckroth Plaza. The estimated completion date for the building is winter 2018.

Rauschenberger Appoints McMerty as Deputy Tax Commissioner
Tax Commissioner Ryan Rauschenberger announced the appointment of Sandy Sandy McMerty McMerty as deputy tax commissioner. McMerty is a 12 year employee of the state, most recently serving as deputy commissioner at the Department of Commerce. She holds a Bachelor of Science in Business Administration and a Bachelor of Science in Communication from the University of Mary. As deputy tax commissioner, McMerty will be responsible for leading the agency’s research and policy team, assisting the tax commissioner in all areas of tax administration, working with legislative committees regarding state tax policy, and serving on boards and commissions as needed and directed by the tax commissioner. McMerty will succeed former Deputy Tax Commissioner Joe Morrissette who was appointed to the position in 2014 by Tax Commissioner Ryan Rauschenberger. Morrissette was recently appointed by Governor Doug Burgum to the director of the Office of Management and Budget position. Rauschenberger extends his congratulations to Morrissette as well as his gratitude for his time at the Office of State Tax Commissioner.

The Credit Union Association of the Dakotas (CUAD) is pleased to announce that Greg Tschider, long-time attorney for the association, was officially inducted into the CUAD Hall of Fame on Tuesday, April Greg Tschider 10th. The induction took place during the association’s Annual Summit Awards Banquet that was held at the Embassy Suites in Scottsdale, Arizona. The CUAD Hall of Fame Award gives recognition to individuals who have shown exceptional dedication and given outstanding service to the credit union movement in the Dakotas. Tschider has represented credit unions since 1973, advocating on behalf of their interests at the local, state, and national level. As an accountant, CPA, and lawyer, his expertise has been a valuable asset for the association and for credit unions all across the Dakotas. In addition, the example of leadership and professionalism he has displayed throughout the years has served as inspiration to many in the industry.
Make-A-Wish® North Dakota Names Godfread as Regional Director
Make-A-Wish® North Dakota has named Amanda Godfread as its first-ever Regional Director located in Bismarck-Mandan. Godfread brings over 15 years of public relations experience to this new role for the statewide chapter. Amanda graduated from the University of North Dakota (UND) with a Bachelor of Arts in Communication and French and served her alma mater through the Alumni Association and UND Foundation for seven years. She has also served the state of North Dakota through the Office of the Governor before becoming the Director of Strategic Engagement at Odney. She was one of the founders of the Greater Grand Forks Young Professionals, and in 2015, Amanda was named one of the top professionals in the upper Midwest by Prairie Business magazine in its annual 40 under 40 list. She has served as a Make-A-Wish volunteer for the past year. Amanda and her husband, Jon, have three children. With the chapter’s statewide headquarters based in Fargo, Godfread will be the liaison to the western part of North Dakota for wish families, donors, media, volunteers and other community partners. The chapter has a staff of seven and over 150 volunteers across the state.

Petrovic, a GIS technician, Sandra Petrovic comes to KLJ with five years of experience in geographic information systems. She earned a bachelor’s degree in geography in Belgrade, Servia. Schafer, a project assistant, earned an associate degree from Bismarck State College. She joins KLJ with four years of Megan Schafer office experience. Nichole Fischer, a graphic designer, earned her associate degree in commercial arts from Bismarck State College. Previously working at the North Dakota Safety Council, Fischer comes to KLJ with over 12 years of graphic design experience. Nichole Fischer Van Beek, a human resource assistant, earned a bachelor’s degree in human resource management and business from Dickinson State University. She has nearly two years of human resource experience. Fritz, market director for energy and natural resources Channa Van Beek division, has more than 20 years of high-level industry experience. Most recently serving as President and CEO of WBI Holdings, Inc., a pipeline and midstream company. During his career he has also owned his own consulting firm, and served Martin Fritz as Executive Vice President of Midstream Operations, Land and Construction at EQT Corporation. Additionally, he earned his juris doctorate degree from The Dickinson School of Law, Pennsylvania State University and practiced as an attorney for a number of years.
Mandan Public School District hires new Assistant Superintendent
Jeff Fastnacht, Superintendent at Ellendale School District, has been hired as the new Assistant Superintendent for Mandan Public School District. Fastnacht spent the past 16 years as Superintendent at Jeff Fastnacht Ellendale, along with six years as an elementary principal and information technology staff person for that district. He also taught fifth grade in Britton, S.D. for five years. Throughout his career Jeff has focused on the needs of students including enhancing instruction with the use of technology, creating strong student support programs, and most recently developing robust school to work partnerships. Fastnacht was selected to represent all school Superintendents in 2015 by holding the position of president for the North Dakota Association of School Administrators (NDASA). Fastnacht also was selected as the North Dakota Superintendent of the Year in 2011. Fastnacht earned his Bachelor of Science in elementary education and his Master of Science in school administration from Northern State University. He has been accepted to the doctoral program at the University of Mary. Fastnacht replaces Dr. Jeffery Lind, who has been with Mandan Public Schools for six years and will be retiring as of June 30.

DCN’s Kaeding announces retirement, Domres promoted
After more than 20 years as DCN’s Director of Sales, Kevin Kaeding will retire on July 20, 2018. Kaeding joined DCN in Kevin Kaeding January 1998 and has been instrumental in growing its government, wholesale and commercial sales. Kaeding’s shoes will be filled by Todd Domres who has served as DCN’s Business Development Manager for the past four years. As the new director of Todd Domres sales, Domres’ responsibilities will to be to expand DCN’s government, wholesale and commercial sales programs, and develop its diversification strategy. Prior to working for DCN, Domres was a telecom sales and business development manager who led a nine-person sales team that exceeded annual revenue and order goals while under his direction. PERKS Sanford announces project director for Bismarck Region
Nicki Cain has been named the new project director for the Bismarck Region of Sanford Health. As the project director, Nicki Cain Cain will oversee the planning, implementation and tracking of projects and initiatives for the Bismarck region; lead multi-disciplinary groups through the process of discovery, design and implementation and will be responsible for the progress and performance of all projects and initiatives. Cain graduated from North Dakota State University with a bachelor’s degree in microbiology and a master’s degree in public health. He previously served as the improvement advisor for the Bismarck Region of Sanford Health. Cain has been with Sanford for four years.
Schuler Named Business Banking Manager
Mark Schuler has been named Business Banking Manager for Wells Fargo in Bismarck and Minot. In his new role, Schuler will lead a team serving businesses with annual sales generally from $5 million to Mark Schuler $20 million, providing a range of services, including credit, cash management, risk management, succession, and wealth management. A 24-year Wells Fargo veteran, Schuler worked in Sioux Falls, S.D., Minneapolis, Minn., and Scottsdale, Ariz., before joining the team in Bismarck in 2016. Schuler is a graduate of the University of South Dakota and the University of South Dakota School of Law. He also serves as a trustee of the University of South Dakota Foundation and the Bismarck State College Foundation.

Will-Moore Elementary School principal Brad Barnhardt has been selected as the new Assistant Superintendent of Elementary Schools for Bismarck Brad Barnhardt Public Schools. Nine people applied for the position; two internal and two external candidates were interviewed by a team of elementary principals and central office administrators. Barnhardt has an Elementary Education degree from University of Mary and a graduate degree in Educational Leadership from Aurora University in Illinois. He has been the principal at Will-Moore Elementary for five years. Before that, Barnhardt was a principal, dean of students, and elementary teacher in Sycamore, Illinois.
