Greetings Bismarck-Mandan friends! Graduation parties are complete and school’s out! While the kids are officially on summer break, at the Chamber EDC we are still focusing on the impact of education to our very dynamic workforce in Bismarck and Mandan.
Our feature story this month focuses on preparing the workforce of tomorrow by focusing on K-12 education by highlighting the outstanding efforts of our local public and private schools, as well as the educational opportunities provided by our top three higher ed institutions Bismarck State College, University of Mary, and United Tribes Technical College.
Next, I want to encourage you to join us as we kick off our Lunch on the Patio series in a special event at the Bismarck Public Schools Career Academy on June 12. We will be celebrating the career of Dale Hoerauf as he retires after a stellar 40-year career in preparing tomorrow's workforce.
2024 is an election year and June is an important month because we all get to exercise our right to vote. So, make sure you dig out your May copy of the Connection magazine to see who is on the ballot in our local races and get to your polling location to make your vote count. Among other important races, you will have the opportunity to vote on the Home Rule Charter One Cent Sales Tax for Burleigh County which is an opportunity to positively impact your property tax bill. Mark your calendars for June 11 and get out and VOTE!
Our Chamber EDC staff often hears the question, “how do I get the most out of my membership?” Have you been to a Chamber EDC Mixer yet this year? Our June Mixer is scheduled for June 13 at Subaru of Mandan and I’m looking forward to seeing you there. Mixers are free to attend for all employees of a member employer, so how about you make it a team event? Mixers are great because they provide a platform for you to throw ideas at other businesses and think differently. Remember, no one business is smarter than all of us collaborating!
If you are really looking to immerse yourself in our community, have you considered applying for the next cohort of Leadership Bismarck Mandan? This program has been instrumental in engaging emerging leaders in local business and community issues. EDUCATING TOMORROW’S WORKFORCE: K-12 AND BEYOND

The discussion about the shortage of workforce is as common in North Dakota and locally in Bismarck and Mandan as the question, “How’s the weather?” In the Bismarck and Mandan community, the role of K-12 education has taken a prominent role in preparing tomorrow’s workforce, whether the student ends their education at high school graduation or decides to go on to further their education at a higher ed institution.
In today's rapidly evolving world, preparing the future workforce starts early, with the foundation laid in K-12 education. As we aim to equip our children with the skills and knowledge necessary for success in the workforce, it is essential to foster an environment that nurtures their curiosity, creativity, and critical thinking.
K-12 education sets the stage for lifelong learning and career development. From learning the basics of reading, writing, and arithmetic, to exploring science, technology, engineering, arts, and mathematics (STEAM), students are exposed to a wide array of subjects that shape their interests and aspirations.
However, education goes beyond textbooks and classrooms. It is about providing hands-on experiences, fostering collaboration, and instilling a growth mindset that encourages resilience and adaptability.
According to Dr. Mike Bitz, Mandan Public Schools Superintendent, “most employers want some basic skills, but I think they more or less want people who are collaborative, workers who can serve people, who can solve problems, and who have soft skills. These are some of the behaviors we try to teach in our classes at Mandan Public Schools and they are behaviors that will serve the student well no matter what their future holds.”
When the new high school opens in the Fall of 2024, there will be further opportunities for Career and Technical Education (CTE) classes, and Dr. Bitz recognizes that they’ve taken a page or two from the Bismarck Public School playbook when it comes to offering CTE classes, but at the end of the day, it’s about being able to find CTE teachers.
Dr. Bitz is hoping to encourage local businesses to consider allowing employees in jobs such as auto body and mechanics to take a few hours away from their work, paid by their employer, to come to the school to teach for a couple of hours a few times a week with hopes of exposing those students to their workplace.

Mandan Public Schools has 1206 students enrolled and students took a total of 1069 credits of CTE courses.
In the long run, this could help to fill positions upon graduation and create that return on investment by the employer in allowing their employee to teach the future auto body mechanic, etc. “Filling the critical teacher positions in CTE is going to be crucial to our success in offering classes kids want to take,” says Dr. Bitz.
The situation with filling CTE teacher roles across the river at Bismarck Public Schools isn’t much different, according to Dr. Jeff Fastnacht, Bismarck Public School Superintendent.
BPS has been successful over the years with the Career Academy which has become a model to which other school districts, in state and out of state, have hoped to emulate. BPS has taken a partnership approach with employers in HVAC, plumbing, construction, and medical sciences, etc. With the creation of the medical sciences center at the Hughes Building for middle school and high school, students are being exposed to health care careers much earlier and the new CTE building focused on building skills (HVAC, construction, etc) that will open in the Silver Ranch Development in NE Bismarck, the Career Academy is able to offer students the much needed hands on experience that they really want. This crucial aspect of preparing tomorrow's workforce is introducing students to the world of work through experiential learning opportunities.
In addition to classes at the Career Academy, students are also exposed to internships, job shadowing programs such as the program organized annually by the Chamber EDC Workforce Development Team, and partnerships with local businesses and industries. By bridging the gap between the classroom and the workplace, students gain valuable insights into various careers, develop essential skills, and build professional networks early on. They also find out what type of work they want to do in their future and what they don’t want to do.
Additionally, in today's digital age, it is imperative to incorporate technology into education. Teaching coding, digital literacy, and computational thinking not only prepares students for careers in technology but also equips them with valuable skills applicable across industries.
At BPS, the largest school district in the state of North Dakota, “our goal is for all of our graduates to leave school Choice Ready,” says Dr. Fastnacht. “That means they have the essential skills needed to succeed, including life skills, soft skills, and career skills.”
The Choice Ready framework is designed to prepare students no matter where they go after graduation. Teens will be ready for college or post-secondary education, ready to enter the workforce or trades, or ready to enroll in the military and armed forces.
Career training (CT) isn't just for students who are pursuing a trade or seeking technical education after they graduate. Any student can benefit from learning soft skills that support them in the workplace. Teachers across BPS develop projects and assignments that support the core curriculum while focusing on skills like timeliness, communication, problem-solving, critical thinking, and collaboration.
“We believe in CT for all,” says Dr. Fastnacht. “Career Technical Education is for every kid no matter what career they go into. They could become a plumber or they could become a doctor.” Soft skills will better prepare students to adapt to an uncertain future. Technology continues to change countless jobs across almost every industry, but research shows that strong social and emotional skills, as well as high levels of cognitive thinking, will help employees adapt and thrive to workplace changes.

Bismarck Public Schools has 7,315 students and 1900 students are currently enrolled in CTE classes.
Along with developing soft skills across all grade levels, BPS creates opportunities for students to find their passions and learn about specific careers. Starting in elementary school, students are exposed to new career options and learn what different professionals do. As they get older, they have opportunities to enroll in courses that give them career training and prepare them to enter the workforce.

With the creation of the medical sciences center at the Hughes Building for middle school and high school, students are being exposed to health care careers much earlier.
Student testimonials from St. Mary’s Central High School point out their appreciation for the opportunity to receive the hands-on education at the Bismarck Career Academy.
"I've taken CNA and Intro to Nursing through the Career Academy and both of these classes have given me hands-on experience in healthcare. In my CNA class, I participated in clinicals at Missouri Slope and took the state exam to become a licensed CNA. Intro to Nursing has given me a head start in college-level nursing classes and has allowed me to teach and interact with people of all ages. I highly recommend taking these classes through the Career Academy if you are interested in healthcare; they set you up for success and give you so much hands-on experience” according to Grace L., Senior.

While preparing tomorrow's workforce is a collective effort that begins in K-12 education with numerous opportunities in CTE, there are a large portion of those students who will go on to post-secondary education. In our community, options are diverse with Bismarck State College, University of Mary, and United Tribes Technical College with numerous degree options in fields of study with employers waiting for graduates to fill critical roles.
According to Bismarck State College President Doug Jensen, Bismarck State College offers career and technical education courses and programs that allow high school students to complete their first year of college for the program or earn an industry credential while still in high school. Some of those CTE areas include electronics, healthcare, cybersecurity, mobile application development, and more.

Students can start logging flight hours at the Career Academy that count towards their private pilots license.
“These are great opportunities for high school students in our community to save money and begin their career pathway early. Young people are innately curious, and curiosity is a powerful tool when it comes to career exploration. In recognizing this, Bismarck State College has expanded CTE summer youth camp offerings to expose K-12 students to more careers and allow them to dig into career pathways earlier,” says BSC President Doug Jensen. “From welding to cybersecurity to healthcare and more, young people have opportunities to really explore their interests and talents and learn how they can turn those into careers.”
Both BSC and University of Mary are striving to meet workforce needs, and foster community by expanding access to crucial educational services, primarily in our region and especially in Bismarck-Mandan. The recently announced MysticMarauder Community Commitment, a trailblazing initiative spearheaded by institutional leaders Dr. Doug Jensen and Monsignor James Shea, represents the two schools’ latest and boldest effort toward this endeavor. An endeavor that ultimately helps to fill workforce gaps for Bismarck and Mandan.
Under the provisions of the Commitment, graduates of Bismarck State College have the exclusive opportunity to join the University of Mary’s global network of virtual learners for an unprecedented price.
Any BSC alumnus who completed their associate’s degree during their Mystic days can earn their bachelor’s online from Mary at BSC’s current per-credit tuition cost for 300- and 400-level courses. While Mary’s upper-division tuition rate falls far below those of many private colleges and universities across the nation, BSC’s lies even further toward the affordable end of the public range, meaning that bachelor’s degree seekers with BSC diplomas can begin or resume their studies at Mary for a fraction of the university’s typical cost of virtual attendance.
In addition to the efforts of BSC and University of Mary, United Tribes Technical College (UTTC) is also working to fill workforce gaps. With certificates, associates of applied science, and baccalaureate degrees in much needed workforce areas such as automotive technology, business administration, welding, heavy equipment operations and more, UTTC supports native and non-native students. UTTC is also uniquely positioned to support their students with young families by providing family on-campus housing and an elementary school for the children of college students at Theodore Jamerson Elementary. UTTC collaborates with University of Mary and Bismarck State College to provide seamless transfer for students between the respective systems. According to Dr. Leander McDonald, programs such as heavy equipment operations and welding are at maximum capacity with enrollment in other offerings at UTTC trending positively.
Mystic-Marauder Community Commitment
Eligible offerings under the new agreement include flexible undergraduate pathways in such vital areas as elementary education, special education, accounting, business management, and nursing (RN to BSN). Students can enter their chosen programs as early as this summer and tailor their course schedules to their individual needs and goals.
Besides streamlining enrollment for BSC graduates, Mary’s implementation of the agreement promises to boost the Bismarck-Mandan area’s supply of skilled professionals year by year. Such an influx of leaders and innovators would in turn promote prosperity and stimulate community development, filling tomorrow's workforce.
Beyond K-12 and post-secondary education, lifelong learning is increasingly becoming the norm in today's workforce. As technology continues to reshape industries and job roles, individuals must embrace continuous learning to stay relevant. Employers play a crucial role in supporting employee development through training programs, mentorship, and opportunities for advancement. By fostering a culture of lifelong learning, embracing technology, and providing hands-on experiences, we can empower the next generation to thrive in the ever-changing landscape of the global workforce.

A LEGACY OF INSPIRATION:
TRIBUTE TO AN EXEMPLARY EDUCATOR IN CAREER AND TECHNICAL EDUCATION

It’s been said that Dale Hoerauf is the Godfather of Career and Technical Education (CTE). Dale will tell anyone that he talks to, that he is simply “living the dream.” Dale will retire in June after 40 years as an educator in the Bismarck Public School District where he has spent his entire career in CTE.
Once you know Dale’s background, it is easy to understand how he came to be the Director of Career and Technical Education at Bismarck Career Academy. Dale grew up on a farm and enrolled in classes at then Bismarck Junior College in the auto tech program.
After working locally at a dealership doing auto tech work, Dale saw an ad for an auto tech teacher at Bismarck Public Schools, and as Dale would say “The rest is history.”
Dale started teaching in 1984 and continued teaching auto tech classes while completing his online bachelor's degree in teaching from Valley City State College. Dale understood the value of education and went on to receive a master’s degree in secondary education and teaching from University of North Dakota.
Dale’s 40-year journey in CTE has left an indelible mark on generations of learners. In a recent conversation with Dale, he shared that the teacher relationships he’s witnessed with the students over the years is simply remarkable.
In the realm of CTE, where theory meets practice and dreams take shape, Dale found his calling and led his team of educators to explore and understand what students needed to feel successful. In Dale’s 40-year tenure, he’s seen a great deal of change. Dale has always been complimentary of the vision of the Bismarck Public School District and their willingness to take the chance on CTE. He understands the huge commitment from the School Board and is appreciative.
In the fast-paced landscape of modern education, where trends come and go, Dale remained steadfast in his principles. He championed hands-on learning, advocated for industry partnerships, and pioneered new approaches to pedagogy. Dale’s ability to unleash the innovative spirit and forward-thinking mindset of the teachers in his care ensured that their students were always at the forefront of technological advancements and market demands making the Career Academy the envy of other school districts across the state and beyond.
When asked what Dale will miss the most after retirement, it was evident his love for both teachers and students was equal. He admits he really wishes he could know more about the student success stories. He is also proud of the partnerships with other schools outside of Bismarck Public Schools such as St. Mary’s Central High School that have been able to take advantage of the classes offered at the Career Academy. He also shared his love of seeing students from all the high schools in classes together at the Career Academy in a neutral setting.
Dale’s advice for parents trying to help their student decide on classes is to allow them to explore all of the options. Success is not always defined by pursuing a fouryear degree.
“A student who takes an auto tech class may not intend to work in that field, but knowing how your car works will be a valuable skill in life, regardless of your ultimate career.”

Dale cannot stress enough the importance of working with industry partners to create the learning experience needed by a CTE student. The partnership with Silver Ranch that will bring together students and industry to solve problems in a positive learning environment will create positive outcomes for the student and create a workforce ready student upon graduation. Another aspect of the success of the Career Academy are the industry and parent advisory committees. A continuous dialogue with industry partners and parents has allowed the Career Academy to continue to grow their programs and meet the student where they are.
The communities of Bismarck and Mandan will be fortunate that Dale and his family will stay in the area after retirement. What is next for Dale? He hopes to spend more time with his family and do some volunteering. Don’t be surprised if you don’t see him leading tours of middle school kids who are interested in what the Career Academy has to offer as they work on completing their high school registration.
To our esteemed educator, we offer our deepest gratitude for 40 years of service, dedication, and unwavering passion. Your imprint on the world of CTE is profound and enduring, a testament to the power of one individual to ignite change and shape the future. As you embark on this new chapter of your journey, know that your impact will not be forgotten, and your legacy will continue to inspire generations to come. Tell us about yourself and your role within your business.
A: My name is Tyler Perry and I am the founder and president of Better Roofing and Contracting. I oversee all the day-to-day operations. We are the only business in the area to be selected as a National Roofing Advisory Council member. With this recognition, we have been able to provide a higher quality of services to clients who needed professional help on their residential issues such as siding damage, roofing, shingles, and gutter services.
Briefly tell us the history behind Better Roofing & Contracting LLC and how you got started.
A: After working for our family-owned roofing company since 2001, I took a leap of faith and decided to open my own roofing and contracting business in 2010. Since then, Better Roofing and Contracting has grown steadily over the years. Not only do we take care of our clients in the Bismarck-Mandan area, we also take care of clients in the surrounding communities in Central North Dakota.

How has the growth of Bismarck-Mandan impacted Better Roofing & Contracting LLC?
A: The growth of Bismarck-Mandan has opened the opportunity to present our business and culture of our business to many more residents. Our work speaks for itself. With nearly 25 years of roofing experience, I believe the community values our experience and knowledge in the industry. So, we are thankful to have excellent word of mouth marketing from many happy clientele.
What trends are taking place in your industry?
A: In the roofing industry, we are seeing more options for roof coverings. Hail resistant shingles are gaining ground in the shingle market along with Stone Coated Steel Shingles and Rubber Shingles. These types of shingles, in most cases, give the homeowner a discount on their homeowners insurance.
Have there been any monumental changes within your industry that you’ve had to deal with?
A: With the amount of insurance work we do, we have noticed homeowners’ deductibles increase substantially in the last two years. This has made it difficult in some instances for the homeowners to cover these costs. However, Better Roofing and Contracting has a wide range of high-quality product, and despite these insurance challenges, we are confident we can provide a superior product to fit all residential or commercial budgets.
What does the future Better Roofing and Contracting look like and the industry as a whole look like to you?
A: Better Roofing and Contracting has had steady growth year after year, and we don’t see that slowing down anytime soon. Especially as quickly as Bismarck-Mandan continues to grow. As word of mouth continues to spread about our high-quality work and professionalism, our footprint continues to expand into the surround communities.
As products continue to evolve and provide clients with many different options, the way we show up to the job site is evolving. We are the first roofing and contracting business in the state to utilize new technology to make installation and/or repair more efficient. We have four Equiptor B4000’s in our fleet. These machines allow us safely drive on the client’s lawn to either get the debris off the roof and/or lift up the new material to the roof vs. rolling out tarps and throwing the old roofing material onto the ground and potentially getting nails and debris through out the grass. When we back off the lawn, there are no markings that we were ever on the lawn.

A: We value the work the Chamber EDC does to represent small businesses like us. We also appreciate the many opportunities they provide to allow us to network with other Chamber EDC members at their events. By attending events, we feel more involved within the business community. The Chamber EDC also hosts numerous small business professional development opportunities on a wide variety of topics that have been super useful to myself and my team.

NORTH DAKOTA SMALL BUSINESS DEVELOPMENT
CENTERS (ND SBDC) exist to help North Dakotans start, manage, and grow their business. A network of credentialed business advisors offers expert customized guidance and resources to help small businesses and entrepreneurs accelerate growth regardless of their place in their development stage.
The ND SBDC offers services to assist small businesses in any stage of development. Services include Entrepreneurship, Market Research, Business Planning, Legal Structuring, Trademarking, Patents, Financing, Workforce Building, Marketing, E-Commerce, Franchising, Acquisition, International Trade, and more. CHAMBER EDC RECEIVES RWIP GRANT
The Regional Workforce Impact Program aims to empower locally led solutions to North Dakota's diverse workforce needs, recognizing the impracticality of a one-size-fits-all approach. By establishing a regional funding mechanism, the Department of Commerce enables communities to address specific challenges and increase workforce participation tailored to their regions.
To showcase the essence of the Bismarck-Mandan area, the Chamber EDC has received RWIP funds to produce a diverse range of videos featuring testimonials from various demographics, including local business owners, community members, HR representatives, college graduates, and families who live work and play in Bismarck-Mandan. Additionally, drone footage will be utilized to highlight regional growth and create visually appealing assets for targeted advertisements. This initiative not only addresses immediate workforce needs but also lays the groundwork for long-term community growth and inclusivity. Sharing testimonials from successful community transitions and addressing promotional asset limitations are essential steps toward alleviating regional workforce shortages.

Our team had the privilege of learning alongside economic development professionals from across the state, gaining invaluable insights and forging connections that will shape our work in the coming year at the Economic Development Association of North Dakota (EDND)'s Spring Conference in Grand Forks, ND.
From engaging discussions with site selectors to informative sessions with utility providers forecasting trends for site selection, the conference was a useful tool to the team. Panels on Financial Incentives, Talent Attraction, Workforce Development, and Infrastructure Forecasts provided a comprehensive view of the economic landscape ahead.
Development conferences like this are just one of the many ways our team strives to stay at the forefront of economic development. By equipping ourselves with the latest trends, insights, and connections, we aim to be a reliable resource for businesses considering development in our area.

My deep roots in Bismarck, having been born and raised here, fuel my passion for our community and its residents. In my role, I am dedicated to attracting individuals to our area, fostering their integration into our workforce, and ultimately, nurturing their love for Bismarck-Mandan.
Before joining the Chamber EDC, I earned my bachelor's degree in business administration from Arizona State University. My internship experience as a human resources intern at Starbucks' corporate headquarters in Seattle further enriched my skills and knowledge applicable to my role.
Outside of work, I lead an active lifestyle, enjoying activities such as cooking, yoga, spending quality time with loved ones, and exploring the beautiful trails and walking paths that grace the Bismarck-Mandan area.

In an effort to get to know the Chamber EDC staff a little better, we will be sharing team profiles in the upcoming months. The first update focuses on the leadership team here at the Chamber EDC. Our leadership team consists of Brenda Nagel, President & CEO; Christine Nelson, Vice President for Sales and Events; and Nathan Schneider, Vice President for Economic Development.
As most of you know, Brenda Nagel started in the role of President in July 2023. She has the overall responsibility for the Chamber EDC including building relationships with members, helping to shape and guide our strategic plan, and ensures the team remains focused on our goals. Brenda is also directly responsible for the Communications Team and the Office and Accounting Manager. You’ll hear more about this team in an upcoming issue.
Christine Nelson leads our Sales and Events team and has the overall responsibility for planning and executing the many amazing Chamber EDC events. She is also responsible for the sales team which includes membership recruitment and retention, Total Resource Campaign sales (sponsorship of events) and ad sales for our Connection Magazine and other advertising opportunities. At the Chamber EDC Annual Dinner in April, we released our Annual Report.
In an effort to be accountable to our Chamber EDC members, this year's Annual Report features the breakdown of our programs and events, the individuals and members who help guide us as a major business leader in our community and a complete listing of all the Chamber EDC members who help us move business forward.
ACCEPTING LEADERSHIP APPLICATIONS FOR 2024-2025
Leadership Bismarck-Mandan is now accepting applications for the Class of 2025. Up to 18 applicants will be accepted into the program. Participants delve into today’s most compelling issues.
Community experts create issue day sessions on topics relevant to the Bismarck-Mandan area, including: economic development, energy, agriculture, legislation, political involvement, human services, law enforcement, military, emergency services, arts, leisure, healthcare, and education.

Most issue days are 1/2 day. Highlights of the program include a full day at the Capitol during the legislative session, a full day retreat, and a graduation ceremony. LUNG CANCER DETECTION ENHANCED AT SANFORD BISMARCK WITH INTRODUCTION OF ION ROBOTIC TECHNOLOGY
Sanford Bismarck now offers Ion technology, a robotic-assisted platform for minimally invasive peripheral lung biopsy, which will enhance the detection of lung cancer.
The Ion technology provides oncologists the ability to navigate to distant regions of the lungs to locate and test areas that could be cancerous.
“The Ion robotic system enhances our ability to diagnose lung cancer at any stage, which can significantly improve the survival rate for patients,” said Anthony Tello, M.D., pulmonary/critical care department chair. “The advanced 2D and 3D imaging capabilities and the robotic-assisted precision allow for more accurate biopsy procedures, ultimately leading to earlier detection and intervention."
“Early detection is key to improving the outcomes for patients with lung cancer,” said Brittney Mueller, vice president of operations. “Sanford Health is committed to bringing new technologies like Ion to the residents of western North Dakota in an effort to keep care close to home and advance the fight against lung cancer.”
Sanford Health Primary Care providers will be screening their patients at risk for lung cancer and referring those found to have lung nodules to the Sanford Lung Nodule Clinic, located inside the Bismarck Medical Center at 222. N Seventh St. in Bismarck. Patients will then be evaluated and tested.

BASIN ELECTRIC’S FIRST-EVER DYNAMIC LINE RATING INSTALLATION ENHANCES GRID CAPABILITY
IN NORTHWESTERN NORTH
In collaboration with Western Area Power Administration (WAPA) and Ampacimon, Basin Electric is investing in technology that will enhance grid capability in northwestern North Dakota. To allow for more electricity to flow across currently operating transmission lines this summer in the area, the cooperative is installing 19 Ampacimon Dynamic Line Rating (DLR) devices on WAPA’s 75-mile-long Williston-to-Charlie Creek 230-kilovolt (kV) line.
The DLR devices are transforming how transmission capacity is managed by offering real-time data, including conductor temperature and wind dynamics information. The information is transferred via a cellular connection and processed to calculate a new transmission line rating. This rating defines how much electricity a transmission line can carry at any given moment and is used by transmission operators and reliability coordinators who dispatch and control the system. Unlike the traditional line rating process which uses static assumptions to set transmission ratings based on seasonal temperature and wind considerations, this dynamic approach allows for a more flexible and efficient use of transmission lines by capturing real-time measurements of the lines allowing for increased generation and load service during certain conditions.
This is the first-ever installation the cooperative has done using these types of devices.
Ampacimon held a training for Basin Electric’s lineworkers at the cooperative’s Transmission Systems Maintenance facility in Menoken, N.D. on May 13. “These devices allow you to bridge the gap on congested lines, and to safely increase the capacity on the lines by measuring the conductor temperature and the wind speed,” said Jonathan McGinnis, application engineer at Ampacimon. Later that day they travelled to the Grassy Butte, N.D., area to install the first devices on the WAPA transmission line.

"This was a collaborative effort by both WAPA and Basin Electric and underscores our dedication to investing in technologies that enhance the grid’s existing capability," said Basin Electric Vice President of Transmission Jeremy Severson. “By investing in initiatives like this DLR project, we are aiming to take full advantage of the transmission capacity of these facilities that will bridge us until additional transmission is constructed. The goal is to fully utilize the capability of the transmission system we have in place, maintain reliability, and to minimize congestion on our grid. The utilization of that existing capacity ultimately helps keep costs low to maintain affordability for our members and rural America."
This deployment of advanced monitoring technologies is one of the many ways Basin Electric continues to invest in expanding generation and transmission capabilities to maintain and enhance reliability for its membership. The cooperative is currently building about 580 megawatts of natural gas generation near the Pioneer Generation Station, northwest of Williston, N.D. The project is referred to as Pioneer Generation Station Phase IV and is Basin Electric’s largest single-site electric generation project to be built in the state in 40 years. The cooperative is also building major transmission lines and several substations in western North Dakota to maintain reliability and service of the power grid in the region including two 345-kV lines that will double the load serving capability in the region. These two projects equate to roughly $500 million invested to serve the membership. Looking to the next five years, Basin Electric’s financial forecast projects $4 billion in capital expenditures to maintain reliable power.
The cooperative anticipates more DLR devices could be installed in the future. “We will continue to work with WAPA and our members to see if there are more congested transmission facilities or other critical lines that could take advantage of this technology,” Severson said. “The advancement of line monitoring will be a vital stepping stone until additional transmission is developed across our region. In addition, these monitoring devices will also allow visibility into icing and galloping situations. These are common issues in our northern area and would give our transmission operator somewhat of an advanced notice of impending system conditions by receiving the data from these sensors.”

BSC TO NAME HALL AFTER FORMER PRESIDENT AND ARTS AND HUMANITIES ADVOCATE
Former Bismarck State College president Dr. Larry C. Skogen will soon have a building named in his honor on the college campus he served for 13 years.
Skogen served BSC from 2007 to 2020. The decision to name the hall after him is a reflection of how his passion, dedication, leadership, and commitment to advancing the arts and humanities positioned BSC to fulfill this need within the BSC and Bismarck-Mandan communities. During his time as president, Skogen was dedicated not only to the arts but also to expanding students’ abilities within and access to the arts – creating a college and culture of learning. In addition, he understood the critical importance of a modern library and how it is central to all students, especially those in humanities, arts and transfer programs.
LEA Hall opened to students and the public in 2015 and, at the time, was given its current name to represent the academic areas located inside. The 40,000-square-foot facility brought BSC's English and Visual Arts departments together into a modern space, and it replaced the college’s aging library with a 21st century learning commons.
The three-story brick building includes full library offerings, art studio spaces, a campus art gallery, eight high-tech classrooms, and faculty office space. It is connected by a skyway to the Jack Science Center, and an arts courtyard behind the building showcases a beautifully manicured outdoor space for students and visitors.

Doug Wiles has accepted the City of Bismarck’s offer to fill the vacant Assistant City Administrator position.
Wiles has served as the City of Bismarck Forester since 2015. He is a graduate of the University of Mary with a Master’s Degree in Public Administration and the University of Idaho with a Master’s Degree in Natural Resources Management.
Wiles succeeds Jason Tomanek as Assistant Administrator after Tomanek was hired as the City Administrator in February. The Assistant City Administrator is one of three appointed positions, along with the City Administrator and the City Attorney, within the structure of the City of Bismarck organization.
Wiles is now the City of Bismarck’s thirdever Assistant City Administrator, following Tomanek and Keith Hunke. The Assistant City Administrator has traditionally planned, coordinated and directed the procedural and administrative duties of the Administration Department, such as the preparation of supporting meeting materials, managing the city’s liquor and gaming licenses, and overseeing communications activities.

Mandan Public Schools is pleased announce Julie Ketterling as the new Director of the Morton Sioux Special Education Unit (MSSEU). Ketterling will succeed current MSSEU Director, Tracy Klein, who is retiring after 34 years of impassioned service.
Ketterling will step into the Director role after serving five years as a MSSEU Program Coordinator. Prior to becoming a Coordinator with MSSEU, she had in-depth experiences; as a teacher for students with emotional disorders and learning disabilities.
MSSEU consists of six school districts beyond Mandan and two private schools within Mandan. The unit provides special education supports and services to students from early childhood to adult transition age (ages 3-21).

Open Road Honda Technicians Riley Kovaloff and Trent Mattern recently completed week long training courses at the American Honda Motor Company facility in Irving Texas.
Riley Kovaloff was earned certifications in Advanced Chassis Service, Advanced PGMFI, Advanced Carburetion and Routine Maintenance. Kovaloff earned the Bronze level Award after completing the on-line courses and over 20 hours of classroom training.
Trent Mattern was award eight certifications including Advanced Electrical Service, Advanced Chassis Service, Advanced Engine Service and Advanced Fuel Induction Service. Mattern has earned the Red Level Award, the highest award given to a Honda Powersport Technician. This prestigious award was earned upon completion of 39 on-line courses and 81 classroom hands-on modules. There are fewer than 50 Red Level Technicians in the US.
To achieve certification, the technicians were challenged to demonstrate both their knowledge and their tactile skills. This training insures that Honda technicians are able to keep abreast of technological changes and service procedures.

Darcy Neigum has been named vice president of electric supply for MontanaDakota Utilities, effective June 4. He will replace Jay Skabo, who plans to retire June 3 after more than 20 years of service.
Neigum joined the company in 1995 as a results engineer at a coal-fired power plant. He held a leadership role with another company in the corporation before returning to Montana-Dakota to become the director of power production technical services. He currently is director of electric system operations and planning, a position he has held since 2008.
Neigum has degrees in electrical and electronic engineering from North Dakota State University and a Master of Business Administration from the University of Mary. He and his wife Kim live in Bismarck and have two adult children, Emma and Aaron.
