We are all busy working on our businesses in our neighborhoods and communities of Mandan and Bismarck throughout the year. While we focus on our customers, clients and employees, your Chamber continues to work for you; to continue to make this Chamber the best in North Dakota. Many of you have met our new President, Scott Meske and I’m thrilled to see him hit the ground running. We’ve thrown a lot at him in the time he has been with us. But thanks to the Chamber’s dedicated staff and volunteer leaders, Scott is quickly getting up to speed on our fantastic programs and services we offer for Members. Look for an in-depth profile of Scott in this issue. We are fortunate to have a leader of his caliber working for us and our communities. The Chamber Golf Scramble event was nothing short of spectacular on June 13. With perfect weather, great sponsors and partners, we produced a nearly flawless 27th Annual Chamber Golf Scramble. Thanks to Amanda Schwieters and the rest of the Chamber staff for a super event. The recent elections also give the Chamber an opportunity to advocate for you. New officials and returning officials alike need to hear the Chamber’s message. Over the next few weeks we’ll be reaching out to our local and state officials to ensure the Chamber continues to be the voice of our business communities. So what is our message this coming session? Chamber Vice President Ryan Parsons worked with Sandi Tabor and the Government Affairs Committee to tackle this very issue the past couple of months. There were four sub committees formed to help discern our legislative priorities in the coming 2017 State Legislature. After much research, the group named down: a) Infrastructure; b) Behavioral Health; c) General Business; and d) K-12 issues. The full Board of Directors and the Government Affairs Committee along with subcommittee chairs will work through the final list and present the plan to the Membership. This legislative session will be a challenge for all political sub divisions and local entities. It’s imperative we, as a business leading organization, know our priorities before the session starts. That will give Scott, Ryan and the Board a clear message and guide our approach to what we support, oppose or simply monitor. Thanks to the staff and committee for doing such outstanding work for the Membership. So while you and I are working on our business, the Chamber continues to work for us. You can be proud to be a Member of the Bismarck-Mandan Chamber of Commerce as we continue to be “leaders for prosperity and advocates for business.”

THE CHAMBER GETS A NEW CAPTAIN

When Scott Meske was looking to helm his own ship, he told the headhunter he’d been working with that he was willing to move away from Wisconsin, but not to the east or the south.

After serving as the head of the Williston Area Chamber of Commerce for two years, Meske started as President of the Bismarck-Mandan Chamber of Commerce in May.

Meske started as President of the Bismarck-Mandan Chamber of Commerce in May. Prior to working as head of the Williston Area Chamber of Commerce, Meske had been associate director of a trade organization, Municipal Electric Utilities of Wisconsin. In Wisconsin, Meske was working as a lobbyist and in government affairs; using his undergraduate degree in political science. “I got to know local government very well,” Meske said. After graduating from the U.S. Chamber of Commerce’s Institute of Organizational Management in 2011, Meske said he knew working with a Chamber of Commerce was a part of the non-profit world he wanted to pursue.

Meske served in Germany as an aide-de-camp for his uncle, a Brigadier General, and saw the Berlin Wall at age 22. He joined the mobile public affairs detachment and worked as a military journalist, and Meske eventually ended his time in uniform as a captain after 15 years.

“I learned how to wield a Nikon and IBM Selectric (typewriter),” Meske said. Prior to his work in the Chamber world, Meske said he focused on his government affairs work as being an advocate and a voice for others.

“There’s a dirty little secret in all of our state houses and in Congress — that is elected officials actually like lobbyists, because they speak for many,” Meske said. Meske said he felt destined for Chamber work. He said to run an association, whether it is an architects’ trade association or a Humane Society, you have to have a passion for the mission.

FEATURE Workforce development — If it’s not the No. 1 priority, it should be. Economic development — Has to be cooperative, inclusive, regional. We need to take an approach of “Why not?” Infrastructure funding – The top national issue for the U.S. Chamber and is also a top priority for us locally. Industry regulations — You can say that workforce is what’s hampering our economic development, but it’s not. It’s regulations local, state, federal. Behavioral health – Behavioral Health is a silent killer of our economy … It’s a business issue, and I want people to understand that. Behavioral Health costs an employer for an employee health plan; it’s a business issue. K-12 education funding – It’s a business issue. It directly impacts our tax base, quality of life. Tax exemptions – Tax exemptions are going to be one of the first things that the legislature is going to look at. There’s a couple hundred different type of tax exemptions … They’re all going to be on the table.

Meske said he watched Chamber membership increase as the oil boom died down. During the boom, Meske said businesses had no time to get involved with the Chamber. As growth slows down, the Chamber’s position in the community is on the rise. Once people stopped working 75-hour weeks, Meske said they had time to join the Chamber ambassadors and committees and attend Eggs and Issues events and Business After Hours mixers. Perhaps the most unique aspect of Meske’s work in Williston was running North Star Caviar, a joint venture between Williston Area Chamber of Commerce, Friends of Ft. Union Trading Post and Friends of Ft. Buford foundations. For more than 20 years, North Star Caviar has been harvesting caviar during North Dakota’s limited paddlefish snagging season. This year, approximately 2,500 pounds of caviar was harvested in May from female paddlefish. On the open market, North Dakota caviar sells for $160-$180 per pound. Buyers from New York, Chicago, Canada, Japan and even Russia bid on North Dakota caviar. Proceeds from North Star Caviar are distributed through community grants for cultural, historical and education programs, making it a truly unique Chamber venture.

Looking to the Future

Moving from the Williston Chamber to Bismarck-Mandan has had a lot of continuity with similar issues facing both communities and both Chambers. “The difference is magnitude,” Meske said. Meske praised the Bismarck-Mandan Chamber’s government affairs and local issues committees saying, “That’s my comfort zone — talking shop with the local elected officials.”

PRESIDENTIAL CANDIDATES CAMPAIGN IN BISMARCK By Cathryn Sprynczynatyk

Not every election year sees a visit from a presidential candidate in North Dakota, but 2016 brought candidates from both sides of the aisle to Bismarck. Donald Trump, presumptive Republican nominee for president spoke at the Williston Basin Petroleum Conference on May 26. Sen. Bernie Sanders, I-Vt., campaigned at The Bismarck Depot on May 13 in his quest to become the Democratic party nominee. During Trump’s speech and press conference and Sanders’ rally, both candidates spoke on topics of interest to Chamber of Commerce members.

Sanders on fossil fuel industry in North Dakota Now I understand that there are many people in North Dakota who work in the fossil fuel industry. They’re working hard and they’re doing their best to take care of their families. I got it; I understand that. That is why in the legislation that I have introduced, which is the most comprehensive climate change legislation ever introduced in the U.S. Senate — Our job is not to hurt any worker, we provide $41 billion to rebuild any community in America that was hit hard by the transformation of our energy system. Our job is not to hurt workers, and I consider myself perhaps the most strong, pro-worker member of the United State Senate. Our job is to save the planet, and we can do both of those things. Sanders on fracking and global trade agreements There is another issue out there that is looming that I think every year will become more and more important. That is the questions of whether in the United States and around the world we’re going to have enough clean drinking water to take care of our people. And that is why I believe we have got to ban fracking. Secretary Hillary Clinton, when she was Secretary of State actually pushed fracking technology on countries around the world. When we talk about why the middle class in this country has been in decline for the last 30 years, one of the reasons is a series of disastrous trade policies like NAFTA, CAFTA, permanent normal trade relations with China. 8 | Chamber Connection

These trade policies were written by corporate America with the express purpose of enabling them to shut down factories in America, move to low-wage countries and then bring their products back in here. I have vigorously opposed every one of these trade agreements. Secretary Clinton has supported virtually every one of them. Those trade agreements have cost us millions of decent-paying jobs. Sanders on minimum wage In my view, if you work 40 hours a week in the United States of America, you should not be living in poverty. Everybody here knows that a federal minimum wage or a state minimum wage of $7.25 an hour is a starvation wage. We’re going to raise the minimum wage in this country and every state in America to a living wage — $15.00 an hour. Sanders on health care When we think about the needs of the American people, when we think about what our rights should be, it is important that we look all over the industrialized world. And if you look at the United Kingdom, France, Germany, Holland, Italy, Scandinavia. If you look at our neighbors, your neighbor and Vermont’s neighbor to the north, Canada. You know what you find? Every one of these major countries guarantees health care to all of their people as a right — as a right, not a privilege. And I believe that. I believe that all of our people, young and old, poor and rich, middle class should be able to get the health care that they need, when they need it.

DONALD TRUMP

Q: What role do you think the federal government should have in regulating energy now that you’re here at this petroleum conference? A: I think the federal government should get out of the way. The federal government is in the way. We have so much potential energy that people wouldn’t even believe it. In fact my speech today is on energy. That’s exactly what it is. The federal government, the regulations that they have, they put the coal miners out of business. The coal mines are shut. What they’ve done to the coal — Hillary Clinton, she’s worse than Barack Obama. She actually openly said “I want to put the coal miner out of business. I want to put the coal mines out of business.” Essentially she’s saying “I want to put the steel mills out of business.” We’re not going to have any businesses left. Hillary, I can’t imagine how she could possibly do well in a place like Pennsylvania. She certainly didn’t do well in West Virginia. I think she made a big mistake. She’s catering to certain people. But I think ultimately jobs and these incredible people, the miners, they’re incredible people. I asked a couple of them, “Why don’t you go into some different profession?” They said, “Cause we love going after coal”. I’ll never forget the answer. You know, you think it’s dangerous, and you’re going deep down into these incredible crevices. I said, “Wow.” But they love doing what they do. That’s what they do. Q: Here in North Dakota fracking is on the forefront of everyone’s minds. Bernie has said he would ban fracking completely. Hillary has said higher regulation. How would you deal with the shale oil plays? A: Well, Bernie is going to ban fracking. … They want to absolutely knock out fracking. You do that and you’re going to be back in the Middle East begging for oil again. It’s not going to happen. Not with me. We’re going to open it up. We’re going to be energy-independent. We’re going to have all sorts of energy. We’re going to have everything you could think of, including solar. And I know a lot about solar. The problem with solar is it’s very expensive. When you’re going to have a 30-year payback, that’s not exactly the greatest thing in the world.

But I know a lot about solar. I’ve gone solar on occasion, but it’s a very, very expensive thing. Wind is very expensive. Without subsidy, wind doesn’t work. You need massive subsidies for wind. Q: For Main Streets, small businesses and Chambers of Commerce across America, what are the keys to economic vitality? A: Well, I’ll tell you two of them that are very, very important are lower taxes — we’re the highest taxed nation in the world by far — lower taxes, and the other one is we’re over-regulated. I will tell you, I made a speech last night in front of a group, and I said regulation — and this surprised me, really surprised me, I’ve seen it ever since I’ve been doing this for like 10 months or so — and regulation is even more of a problem for people than the taxes, which surprised me. But they’re both problems, so we’re going to lower, under my plan we’re lowering taxes very substantially as you know — from businesses to middle income, for everybody. So taxes are going way down. We’re going to allow trillions of dollars to pour into the country that are right now outside of this country where people and companies want to bring it in — they can. And we’re going to get rid of the tremendous number of rules, regulations, probably 75 percent of which are absolutely terrible for our country. The Affordable Care Act, which I supported, has done a number of good things, but not enough. We have 29 million people today without any health insurance, and many of you are underinsured with high deductibles and high co-payments. And every person here, every person in North Dakota, Vermont and America is being ripped off by the greed of the pharmaceutical industry. There is no rational reason why our people are being charged the highest prices in the world for prescription drugs. Then, on top of all of that, it turns out that we are spending much, much more per person for health care than other people of any other major country. That is why I believe and will fight for as President a Medicare-for-all health care system.

WELCOME TO THE CHAMBER, KARLY!

In June, I joined the Chamber as the Event Planning and Marketing Intern. It was an opportunity I could not pass up and since the day I started, it has been a perfect fit for me! I started college in the fall of 2015 and will complete my Bachelor’s degree in just two short years thanks to the University of Mary’s Year Round Campus option. I am the marketing and social media coordinator for the college’s recreation and wellness program, as well as a collegiate DECA member. When I am not working at the Chamber or attending my college classes, I own and operate my photography business called KP Photography- By: Karly Palczewski. I started pursuing photography in the summer of 2013 and I have been taking pictures of seniors, families, and children ever since!

LEADERSHIP BISMARCK-MANDAN ACCEPTING APPLICATIONS FOR 2016-2017 Leadership Bismarck-Mandan is now accepting applications for the class of 2017. Up to 18 applicants will be accepted into the program. Participants delve into today’s most compelling issues.

Community experts create issue day sessions on topics relevant to the Bismarck-Mandan area, including: economic development, energy, natural resources, agriculture, human services, law enforcement, military, emergency services, arts, leisure, education, legislation, political involvement, faith, ethics and values.

Most issue days are 1/2 day. Highlights of the program include a full day at the 2017 North Dakota Legislative Assembly, a full day tour of Coal Country, a full day retreat and a graduation ceremony. Following the issue days, the class will divide into groups, select a community project about which they are passionate and work to make that field project into reality. The 2016 LBMAA Alumna of the Year is Renee Stromme. As Executive Director of ND Women’s Network, she is the driving force behind "We Rise" and "Ready to Run". She works with the issues of human and sex trafficking and was named one of 10 White House Champions of Change for Women and Working Families. She was recently honored at the White House by the President of the United States. According to her nomination, “Renee Stromme lives her convictions. She makes no noise about her work. She lets the results speak for her. And the results are loud and clear. Renee Stromme’s leadership has improved the lives of women and families throughout the state. She has distinguished herself as leader to be recognized.”

TOTAL RESOURCE CAMPAIGN IS RIGHT AROUND THE CORNER

We are one month away from kicking off the Chamber’s 16-week Total Resource Campaign (TRC)! During this campaign we take the time to introduce business members to the value of their Chamber membership. It is also a way for you as members to select the programs and advertising opportunities that are most beneficial to your business. This is an opportunity to ensure you are getting a return on your investment and marketing your business to the fullest. Renewing sponsors have the right of first refusal for their sponsorships from the previous year; this is what we call the “renewal period.” The 2016 renewal period will begin on Monday, August 1st and end at 11:59 PM on Wednesday, August 31st. Starting on September 1st, all sponsorships that have not been renewed are up for grabs by anyone, so be sure to return all renewal contracts in on time to secure your sponsorships for 2017. The TRC campaign will conclude on Friday, November 18th. If you are a member business that hasn’t sponsored an event in the past, you will be approached to discuss involvement opportunities and the benefits of event sponsorships. More than a decade ago the Student Chamber of Commerce was started to engage young adults in a leadership program at the high school level. It was designed to nurture and enhance the skills of students from our community who wish to become involved in impacting the future. It has been endorsed by all of the community’s high schools, both public and private. It is designed for high school juniors and seniors to acquaint students with the community, develop and enhance leadership skills, provide opportunities to network with business and community leaders, and encourage young people to remain in or return to the community. Five years ago, the Chamber and our committee decided to start awarding a $500 scholarship to a Student Chamber member who has been extremely active for both their junior and senior years. This year, we are proud and pleased to announce that the Bismarck-Mandan Student Chamber of Commerce scholarship was awarded to Abbie Morlock from St. Mary’s Central High School. BSC CHANGES PROGRAM FOCUS TO CYBERSECURITY

Bismarck State College is preparing students for future jobs in cybersecurity with changes to its Computer Support Specialist program starting in fall 2016, when the name changes to Cybersecurity & Computer Networks. Faculty developed four core classes in cybersecurity to address heavy demand for such skills from business, industry and government. The core courses are Principles of Information Security, Computer and Network Security, Digital Forensics, and Ethical Hacking and Network Defense. “The way industry is going, it’s harder to compete if you don’t have some security background,” said Matt Frohlich, associate professor of computer information systems. “The biggest advantage to BSC’s program is students can be marketable and go into the workforce in two years.” Frohlich said they also enriched the program by emphasizing security in all Cybersecurity & Computer Networks classes. The different focus now qualifies students to obtain a position as a systems security or administrator officer. To accommodate the new content, a three-year option was added for students to complete the program at a less intense pace. Graduating in two years remains an option. Students are trained in system administration fundamentals and best practices to implement, administer and secure operating systems and computer networks. Convenient course delivery allows students to take classes on campus, online, a combination of both or to attend live, interactive class sessions through the Internet.

UNIVERSITY OF MARY SURPASSES MILESTONE IN VISION 2030 CAMPAIGN

The University of Mary recently eclipsed the 2,000gift mark for its Vision 2030 Capital Campaign. The watershed mark is significant as Mary exceeds $45.7 million towards its Phase I $96 million goal. “The beauty of this benchmark is that it was a $250 gift,” explained the Vice President for the Office of Public Affairs, Jerome Richter, the person spearheading the three-phased Vision 2030 Campaign of $272 million. “This 2,000th gift epitomizes the success of this campaign: we are blessed to receive gifts of all sizes and so deeply appreciate people’s generosity across the state and this region as they continue to support and believe in our efforts to enhance the quality of education for our current and future students.” Phase I construction is in full force on campus this summer as three projects continue to progress at the same time with different targeted dates for completion. The new female residence hall should be completed by August 1, the new fieldhouse should be finished by November 2016 and the Lumen Vitae University Center is scheduled to open in August of 2017. The state-of-the-art two-story Lumen Vitae University Center repurposes the current Fieldhouse and connects it to the McDowell Activity Center (MAC) that will also be renovated. This 80,000-square-foot structure features a new “Founders Hall” with one of the grandest views in all of North Dakota overlooking the Missouri River Valley and accommodating over 600 dinner guests for banquets or up to 1,100 for conferences or corporate and private meetings. Students cross “Main Street” from Founders Hall into one of the country’s only 24/7 dining centers. Other amenities include an American Bank Center branch, book and retail store, individual conference rooms, student lounges, coffee shop, clinic, Hall of Fame concourse and much more. Beyond these three projects, Richter says Phase I fundraising continues to move towards reaching its Phase I goal with expected new programs, new scholarships and more renovations — one of which is the highly anticipated School of Engineering to be located on north campus occupying two levels of the current University Hall building. 22 | Chamber Connection

On May 4th, the Bismarck-Mandan Young Professionals Network (YPN) celebrated its 11th anniversary and welcomed a new set of leaders at the organization’s Anniversary Celebration and Awards event. Along with new co-leads entering their positions, members also elected Amber Jensen, a Marketing and Operations Manager at MSA United Way and former YPN ambassador team co-lead, as the next vice president. Jensen, will serve one year as vice president before assuming the role of president. Stacey Thomas, a client relations specialist at Specialized Cleaning & Restoration, took over as president at the event, while TJ Jerke, North Dakota State Director at the Humane Society of the United States, moved from president to chairman of the network. Eric Flacksbarth, a tax senior associate at Eide Bailly LLP, will also serve as Secretary/ Treasurer on the executive team for a three-year term. The Bismarck-Mandan Chamber of Commerce, Development Association (BMDA), Realtors and the Homebuilders Association, in cooperation with the City of Bismarck, will be hosting a series of three forums to discuss Bismarck's road infrastructure needs, as well as possible funding scenarios. The objective of the town hall forums is to examine and discuss the issue of road infrastructure needs in Bismarck. The meeting will be begin with a presentation of infrastructure needs, priorities and possible funding options, and will be followed by a Q&A session. While the conversation will include the one-cent sales tax proposal, identifying and reviewing potential funding alternatives and discussing information on existing infrastructure funding is to be included. MIDDLE SCHOOL SPACE WILL BE TIGHT NEXT YEAR It’s a busy time--wrapping up one school year and preparing for the next. But when you add student enrollment growth, it becomes a more complicated puzzle.

Case in point: we have some elementary schools that have space, but others in growing parts of the community that are projected to be full again. When students from 17 elementary schools funnel into 3 middle schools, enrollment growth becomes problematic.

In 2012, we knew we would need middle school space by 2017-18. But we surveyed the community and learned they would not approve middle school space at that time when we also needed 2 elementary schools and a new high school to hold 9th graders moving up to that level. We said we would come back to voters for middle school space and that time is near. Following a 75-member Facility Planning Committee recommendation, the School Board has hired four local architects to do drawings and cost estimates to expand all 3 middle schools and to possibly add an auditorium to Bismarck High and some space to Century. We are hoping the costs are such that we can ask voters to keep the present mill levy in place, as some old debts are coming off, so their taxes WON’T increase unless their property values go up. We don’t have a timeline for that election yet, but we know it will take about 18-months to build the additions and renovate the middle schools. Principals are strategizing with their staff members on how to “shoe-horn” kids into those buildings next year (2016-17). Some things that will be in place at all or some middle schools include: • Using team planning and prep areas/classrooms for elective courses for students • Reallocating classrooms from other programs • Using staff work areas for small group instruction • Using the book room in the media center for office space and small group instruction • Using past storage areas for instructional spaces • Having teachers share spaces and travel with carts to better utilize space • Move LD specialists into team areas to make more room for the ED program • Moving the instructional coach to the media center • Adjusting lunch schedules and/or squeezing in more lunch tables • Using the cafetorium, auditorium and/or lunch room for additional teaching space • Converting some smaller spaces to offices for principals/assistant principals • Adding portable classrooms at each middle school; they cost about $10,000 to move • Increasing some class size numbers • Asking students to use alternate routes when moving from encore to core classes to free up space in the hallways. At a time when we’re preparing for increased enrollment, you may wonder or be asked why the School Board chose to close Saxvik Elementary School. The 75-person committee also developed criteria for closing schools, if need be, due to age, equity factors, cost to operate compared with dwindling enrollment, etc.

CORNERSTONE BANK TO PURCHASE MORTGAGE OFFICE IN SIOUX FALLS

Cornerstone Bank Holding Company has announced plans to purchase the First Interstate Bank Mortgage Office in Sioux Falls, South Dakota. A definitive purchase agreement was signed May 11 with the sale to be closed immediately following regulatory approval. Ten team members from First Interstate’s Sioux Falls location will join the Cornerstone Bank Team and will remain in their current location at 4930 South Western Avenue. Cornerstone Bank will begin serving First Interstate’s customers as of the date the sale is finalized. The North Dakota Community Foundation (NDCF) celebrated its 40th anniversary on April 23 with a banquet for its current and former board members, community leaders, and major donors. The organization is also planning several socials across the state for its hundreds of volunteers. The events are sponsored by the organization’s investment advisors. NDCF now manages approximately $70 million in charitable resources for communities, charities and citizens across North Dakota. “Our mission is to improve the quality of life for North Dakota’s citizens through charitable giving and promoting philanthropy,” said Kevin Dvorak, President and CEO of NDCF since 1995.

using photography to generate a 3D representation of an object or landscape. Add in aerial photography, and you get the ultimate birds-eye view of realworld scenes. Aerial images can be stitched together to produce measurable documentation for construction, environmental and archeological projects. When taking photos, precise flight patterns are used to help capture hundreds of images with a significant overlap. By comparing each of the images using photogrammetry, a 3D mesh of the location can be generated. Laverne Doris Carley lived near a school until her death in 2010 at the age of 86. Mrs. Carley donated part of her estate to the Richholt school building where BECEP is housed, as she wanted her estate to help fund education.

Grady Martin, FNP, DCNP, dermatology, recently joined the Sanford Health Seventh & Thayer Clinic in Bismarck. Martin graduated from Taipei Medical University in Taipei, Taiwan and received her Master’s degree from the University of Mary in Bismarck.
