s I write the September Chair’s Corner, I am reminded that summers in ND are too short. Kids are back to school and routines and schedules have changed for parents, teachers and caretakers and our traffic patterns are impacted as well. I too, have a new schedule/routine. I am fortunate to be able to join the University of Mary family as the Director of Public Affairs. It is an exciting time at the University of Mary with many changes that I am privileged and excited to be a part of. The opening of the Lumen Vitae University Center will be a spectacular addition to the campus and I encourage all to make plans to visit the campus soon. My role as Chair of the Chamber Board won’t change, and I appreciate the time I’ve been able to spend this summer on Chamber activities and programs. Your Chamber continues to lead the way in our communities and here are just a few ways we make a difference as we move toward fall. We announced a very strong 2018 Leadership Bismarck Mandan class recently, and as we kick off the 28th year of this program on September 21, we look for more great things from our future leaders in this class. Locally, we have been discussing the recommendations from the Bismarck Special Assessment Task Force, on which Board Member, Molly Herrington from KLJ represented the Chamber. I would encourage you all to find those recommendations as presented to the City Commission recently and bring your ideas and questions forward. Please contact the Chamber if you need to find a summary of those recommendations. The Chamber will continue to engage our local leaders and more importantly, our Members, as we work through these significant growth issues. There will be many more opportunities to provide input, but as we represent the business community, we have to be diligent in reaching out to our Members, provide as much education and information as possible on these issues, and then relay that back to our local leaders. It’s a bit early to tell exactly which direction the recommendations will go, or exactly what will be put on the ballot (if anything) in 2018 for voter consideration. Rest assured, the Chamber will be at the forefront of these discussions. Finally, I hope you all have a chance to partake in one of the many opportunities we’re offering for you to engage with other Chamber Members coming up in September. With events ranging from the Brats with the Brave event for our military families on September 5th, the exciting “Shot in the Dark” Night Golf Scramble on September 7th, to the very popular Celebrate Bismarck-Mandan event where we recognize outstanding businesses and teachers on September 14th, Fridays at the Chamber on September 15th, and our Member Mixer at Eide Bailly coming on September 19th – there is something for everyone this month with the Chamber!

UNDERSTANDING THE BISMARCK AND MANDAN RENAISSANCE FAQS: RENAISSANCE ZONE

When Bismarck’s Renaissance Zone began in 2001, the Civic Square building on Main Avenue and Sixth Street was valued at $500 — total. The taxes collected by the City of Bismarck were negligible. After a complete renovation on the formerly empty warehouse, Civic Square is now a multi-tenant office building worth $2 million. Last year, the City of Bismarck collected $22,500 in taxes from Civic Square.
American Bank Center Square was formerly an empty warehouse on Main Street, Mandan. Now, American Bank Center occupies the first and second floors and has room for an additional tenant on the third floor.
The Bismarck-Mandan Chamber of Commerce supports Renaissance Zones as economic incentive tools in Bismarck and Mandan. Chamber Connection is providing a selection of Frequently Asked Questions to inform what a Renaissance Zone is, what it isn’t, and what Renaissance Zones have done for Bismarck and Mandan.
How does the Renaissance Zone work?
The city designates a Renaissance Zone with approval from the state via the North Dakota Department of Commerce. Businesses within the zone apply for different types of projects such as new construction, rehabilitation, historic preservation or purchase of a new property with major improvements. Once a Renaissance Zone project is completed and verified by the city, the project is exempted from local property taxes and state income taxes for five years. Both the city and state have skin in the game, but neither entity contributes money.
How did the Renaissance Zone start?
The 1999 Legislative Assembly established Renaissance Zone as an economic development tool in the cities’ toolboxes. Bismarck began its Renaissance Zone in 2001. Mandan established its zone in 2005. The Department of Commerce approves city Renaissance Zones for 15 years. After that, a city must reapply for extension every five years. Mandan’s 15-year approval is in effect until 2020. As of 2017 Bismarck has been approved for its first 5-year extension.

What is the point of having a Renaissance Zone?
The Legislature opened up Renaissance Zones in order to encourage investment in downtowns or other blighted areas. “Downtowns are historic investments that have already been made in our communities,” said Daniel Nairn, a Planner for the City of Bismarck and administrator of Bismarck’s Renaissance Zone program. “Maximizing those investments and making sure we are growing it and taking care of it is a priority. The roads are there. Pipelines are there. The infrastructure is there. This maximizes cost and adds value in a way that doesn’t require new city services.” On the Mandan side of the river, Ellen Huber, Business Development and Communications Director for City of Mandan, sees similar benefits. “The program was designed to help breathe new life into buildings that were blighted,” Huber said. “Naturally those are typically historic areas like Main Street and downtown because that’s where towns took their root.”

In 2016, the City of Bismarck performed a Needs Assessment to evaluate areas within the Rennaissance Zone boundary that have not met the program’s goals. Projects may not be considered eligible if they have previously recieved Renaissance Zones exemptions, or are owned by a government or non-profit organization. Five blocks have been completed and no longer eligible. Four hot spots of unimproved areas can be identified within the zone.

To qualify for a rehabilitation Renaissance Zone project in Bismarck, for example, an investor has to add 50 percent of the building’s assessed value back into the building. If a building is valued at $400,000, the building owner has 200 Block of East Main Building rehabilitation and to invest at least $200,000. How many projects have been completed?
Bismarck — 105 projects have been completed out of 125 approved. 50 new businesses have been established and 458 full-time jobs have been created. Mandan — 62 projects have been completed. Six projects are in progress, and the 68 total number of projects has impacted 36 buildings. As a result of Renaissance Zone projects, 15 new businesses have been started in Mandan.
How have property values been affected?
Prior to 2003, Bismarck downtown property values were stagnant and, in some cases, declining. Downtown property values have increased an average 10.6 percent each year for 13 years. Property values jumped from $84.5 million in 2003 to $201 million in 2016.
How have taxes been impacted?
Once Renaissance Zone projects are completed, they are exempt from property taxes and income taxes for five years. Once a building is back on the tax roll, those missed taxes are typically paid back within 2-3 years due to the increased value of the building.

FEATURE What about the TIF District?
Tax Increment Financing is a federal program that is designed to create a pool of money for improvements. In Bismarck, TIF funds were used for parking ramps, quiet rail zones, landscaping, and street projects. The TIF district and Renaissance Zone formerly overlapped. Bismarck closed its TIF District on July 1, 2017.
Renaissance Zone is designed for for-profit businesses and residential within the designated area. Broadway Centre in Bismarck is a mixed-use building with both commercial and residential.
What has the Renaissance Zone done for the community?
Mandan’s 2005 Renaissance Zone was established following an underground diesel spill remediation settlement in 2003. “The Renaissance Zone program has probably been even more important in Mandan than in other communities because we had that compounded problem, and it was a tool to help revitalize downtown and these Main Street properties,” Huber said.
The program has also brought in more restaurants and retail downtown. Harvest Brazilian Grill occupies the former J.C. Penney building and has undergone a significant renovation exposing original brick that had been covered by plywood.

Broadway Center was Bismarck’s largest Renaissance Zone project. The building’s owner stated the mixed-use commercial and residential building might not have been possible without the Renaissance Zone incentives.

In addition to restoring the 1899 facade, the company remodeled their previously inaccessible second floor into a furniture showroom. “(Downtown has) become vibrant again,” owner Joe Woodmansee said. “Probably 12-15 years ago you would leave at 5 o’clock, and it was empty. Now, if you come downtown, obviously you see a difference.” The newly completed 100 West Main housing project includes 30 units for ages 55 and up. Nairn said the newly established downtown housing appeals to both Millenials and empty nesters. Janelle Frederick, Talent Management Coordinate in Human Resources for CHI St. Alexius Health, said promoting the city is important when attracting outside talent. “A lot of times I’m recruiting young recruits into the community; I’m recruiting new graduates,” Frederick said. “Having a vibrant downtown is something they are interested in — what kind of shopping we have, what kind of restaurants, what kind of night life. And safety as well — safety is one of the No. 1 things I promote with the good life in North Dakota.”

What are the priority areas?
Bismarck is focusing on the west side of the Renaissance Zone. Two of the newest Renaissance Zone approvals are on the western side. The former Main Street Tire will be renovated into a chiropractic clinic with additional tenants. “That one is very important to us because we like to create a visual gateway into downtown,” Nairn said. “We want to make an impression to anyone coming in.”

In May, Mandan held a downtown tour of vacant buildings and spaces to talk about project opportunities. The recently announced Rail Yard project would renovate the empty former Central Market building and is part of the city’s vision for west Main Street.

DRONE TECHNOLOGY MOVES BISMARCKMANDAN INDUSTRIES FORWARD

With around 400 people working in the fast pace and evolving drone industry, there are countless opportunities for businesses and organizations in North Dakota to use this technology, says Tom “Tommy” K. Kenville, drone expert and founder of the Unmanned Applications Institute, International (UAI International). Since 2010, UAI International has provided raw or processed data to clients across the state and country using unmanned systems. The consulting company has 11 employees, who, according to Kenville, together have flown more drones or unmanned aerial vehicles (UAVs) than anyone in the state. Along with providing data to industries such as agriculture, wind and oil, UAI International is an industry leader in research, training and education courses related to drones. The following businesses in the BismarckMandan area have also successfully adapted drone technologies in their industries.

MARKETING Shutter Pilots was established in 2014 by Mike Mabin, Ed Sargeant and Alexander Mabin, and features a team of aerial imaging professionals who provide low-altitude photography, cinematography and 2D/3D visualization using UAVs. The UAVs are equipped with high-definition cameras, GPS positioning systems and radio-controlled aircraft features that capture aerial imagery for commercial purposes. “At Shutter Pilots, we see a number of requests for aerial imagery to supplement television advertising and online marketing pieces. It’s amazing the impact that a difference in perspective can have on a piece,” says Sargeant. Aside from the creative outlets, Shutter Pilots provides services to engineering and architectural firms to supplement traditional site surveying. Shutter Pilots has locations in both North Dakota and Maryland.

AGRICULTURE Carmel Miller, associate professor of Agriculture, Technology and Natural Resources at Bismarck State College, says the agriculture industry is just getting started within the UAV industry. “Although some farmers and ranchers have adapted to the new technology, there is more research to complete and data to collect to see what else can be done more effectively when it comes to UAVs,” Miller says.

MEMBER PROFILE Featuring Todd Henderson Q: Tell us about yourself and your role within the organization. A: I am a North Dakota native and a graduate of the University of Jamestown when it was still called Jamestown College. I am the Vice President of Operations at Record Keepers and have been with the company 10 years this year. As a small business we all wear a lot of hats. My hat collection includes general management, sales and marketing, IT management, some basic accounting and whatever else the job requires on a daily basis. I am also a member of the company’s board of directors. I am a NAID Certified Secure Destruction Specialist (CSDS) and was the first person in North Dakota to earn that designation. Q: Briefly tell us the history of Record Keepers. A: Chad Spiry recognized a need for secure storage and management of business records and started Record Keepers in Fargo in 1993. Destruction services were added soon after. We opened the Bismarck location in 2009. Our service routes cover most of North Dakota and Western Minnesota, with on-demand services to portions of Montana and South Dakota. 10 | Chamber Connection
RECORD KEEPERS, LLC Q: What differentiates Record Keepers from its competitors? A: Experience is certainly part of it, as we have been safely and securely managing confidential information since 1993. We are also the only company in our industry in North Dakota to be certified by both the National Association for Information Destruction and PRISM International as well. Additionally, we are the only shredding or records storage company in the state to have successfully completed an SSAE16 audit. We are insured by Lloyd’s of London for the services we provide. Q: How has the growth of Bismarck-Mandan impacted Record Keepers? A: Bismarck-Mandan has been a great place for us to be. Our business has increased every year since we opened the Bismarck location, and it has given us a good base of operations for the western part of the state in general.

A: With constantly increasing awareness of privacy breaches and resulting regulations businesses are more scrutinized than ever with regard to how they manage their information. More and more businesses are hiring certified companies such as ours as part of their overall strategy to protect their information. Q: Have there been any monumental changes in the industry that you’ve had to deal with? A: The biggest thing is staying up to date with data and privacy regulations. Our customers look to us to help them with their compliance requirements and we need to be able to give them up-to-date, accurate advice. Q: What does the future of Record Keepers look like and the industry as a whole look like to you? A: Record Keepers continues to grow as we add more customers on a regular basis and as our current customers grow and thrive. Ten years ago our business was almost entirely based on managing paper records and today that is still the largest part of our business but we also store and destroy a large volume of other media types such as computer hard drives, tapes, CDs, DVDs and etc. Information management and protection is a growing industry and I don’t see that changing any time soon.

The Chamber and its Excellence in Business and Education Committee are now accepting applications for this year’s Student Chamber program! Only 18 students, nine seniors and nine juniors, will be selected to represent the Student Chamber 2017/2018 board. All applications are due September 11th. Every candidate will then be evaluated by our Excellence committee who will make the selections from Bismarck and Mandan public and private schools. Open to Juniors and Seniors in all Bismarck-Mandan high schools, the Student Chamber program is a great way to educate our budding graduates on local issues and initiatives that are going on in our community that they otherwise would not be aware of. Leadership and career development, financial literacy, and college readiness are some of the skills and education they will benefit from through this program. The students will meet one day a month, for two hours out of school. The program will include six board meetings in addition to an opening and closing event. This program is an honorable activity for students to list on college applications and job resumes. The application process is simple. Great Plains Food Bank and Gate City Bank have unveiled a new trailer design for the hunger relief organization that features images of both entities working together inside the Great Plains Food Bank statewide distribution center; and displays the strong commitment and partnership between the two in the fight to end hunger.

BPS ATHLETIC COMPLEX TO BE NAMED SANFORD SPORTS COMPLEX
Bismarck Public Schools announced that Sanford Health has secured the naming rights to the school district’s athletic complex in northeast Bismarck. It will now be called the Sanford Sports Complex. The Sanford Sports Complex, located west of Legacy High School, features turf and grass football fields, a soccer field, baseball diamonds and a track. When the final phase of the project is complete, the complex will also feature softball diamonds and tennis courts.
“Sanford Health is dedicated to youth development and the communities we serve, which is why we are excited to invest in the Sanford Sports Complex,” said Craig Lambrecht, M.D., executive vice president of Sanford Health in Bismarck. “For more than 30 years, Sanford has been partnering with Bismarck Public Schools by supporting student academics and performing arts and providing orthopedics and sports medicine to young athletes. By investing in facilities like this we are facilitating our youth through their transitions in
life. These students are our future leaders and we are devoted to setting them up for success.”
Dakota Community Bank & Trust is another major donor to the school district’s athletic complex. The football and soccer fields are named after this business. Dale Pahlke, President and CEO of Dakota Community Bank & Trust, says, “Dakota Community Bank & Trust is proud to support the Bismarck Public School system students in developing and furthering their athletic skills. We also believe athletics, along with academics, are vital to the growth of our youth.” The athletic complex is a public-private partnership that will provide more space for youth of all ages at all schools and colleges, as well as adult leagues, to run track and play football, soccer, baseball, softball and tennis year-round. The Bismarck School Board committed approximately $10 million to the project initially, and a committee is working to raise the rest privately.

Mandan’s track is officially known as the Leon House Track, in honor of our local coach and teacher. Leon House was joined by family and close friends at the dedication on August 12 at the Starion Sports Complex. House started coaching in Mandan in 1975 until his retirement in 2005. Previously, he coached in Devils Lake, Watford City and Fort Yates. House has dedicated 40 years to coaching boys’ and girls’ cross-country, track and field, basketball and football. Throughout his years of coaching, he has led his teams to 350 victories. BISMARCK LARKS HAS OUTSTANDING INAUGURAL YEAR
Bismarck and baseball. The two seem to operate in perfect harmony. This season was the first ever for the Bismarck Larks, but the nightly turnout suggests that the team has a longstanding championship pedigree.
Out of 36 home games at Bismarck Municipal Ballpark, home of Dakota Community Bank and Trust Field, 27 of them sold out by year’s end thanks to the support from the Bismarck/Mandan community. Attendance at the ballpark grew all season. Sellouts kept coming. No matter who was on the field, the fans were there to cheer them on. The numbers speak for themselves. In total, 47,724 fans have come to the ballpark this season with an average attendance of 1,491. Those numbers give the Larks the 6th highest average attendance in the entire Northwoods League (20 teams) and the 3rd highest in the North Division.

Q: HOW MUCH SUGAR CAN I EAT EVERY DAY? A: Everyone should enjoy an occasional
slice of carrot cake. However, sugar has made its way into many everyday products we buy like cereal and spaghetti sauce so it can be easy to eat too much. The American Heart Association recommends 6 teaspoons (25 grams) of sugar as a daily maximum but average Americans eat 19.5 teaspoons daily. Sugar has been linked to many serious health risks like obesity, diabetes, and cardiovascular disease. Higher glucose levels in people without diabetes have also been reported to increase the risk of dementia, with one study stating an increased the risk by about 18%.
The challenge lies in awareness and changing our daily habits. About 63% of children and 49% of adults have at least one sugar-sweetened soda daily. One 12-ounce can of cola has about 9.3 teaspoons (or 35 grams) of sugar, which is well over the suggested daily intake. Check the label on that spaghetti sauce and go for a walk instead of drinking that soda. You’ll feel better for it.

Q: DOES THE NEW OSHA STANDARD FOR SILICA DUST EXPOSURE AFFECT MY COMPANY? A: OSHA has determined a need to limit
worker exposure to silica dust and is taking additional steps to protect workers. About 2 million construction workers are exposed to silica dust in over 600,00 workplaces. Starting September 23, 2017, the construction industry must comply with the new OSHA standard. The general industry and maritime industry must comply by June 23, 2018. Employers have two options to help reduce worker exposure to Silica. Employers can either use a control method laid out in Table 1 of the construction standard found on: www.osha.gov/silica, or they can measure workers exposures to silica and determine the best control method. The new rule reduces the Permissible Exposure Limit (PEL) for crystalline silica to 50 ug/m³, and sets the Action Level (AL) at 25 ug/ m³ 8-hour Time Weighted Average (TWA). If the dust controls don’t limit exposure below the PEL, then the employer must provide respirators to the workers and start a respiratory protection program. Exposure to silica dust can cause silicosis — a lung disease that cause scarring of the lung and loss of breathing capacity, lung cancer, other lung diseases such as Chronic Obstructive Lung Disease (COPD), kidney disease, immune system diseases and activation of silent Tuberculosis.

Haussler Named Coaching Boys Into Men Coordinator
The Adult Abused Resource Center (AARC) has named former Bismarck High School Activities Director Jim Haussler as the new part-time coordinator for Coaching Boys Into Men, a violence prevention Jim Haussler and respect program focusing on male athletes in BismarckMandan and the region. Haussler, a two-time North Dakota Athletic Director of the Year award recipient, retired in 2015. He is a member of the North Dakota Track and Field Hall of Fame, North Dakota High School Coaches Association Hall of Fame and North Dakota Interscholastic Athletic Association Administrators Hall of Fame. Coaching Boys into Men (CBIM) is a nationwide program designed to help athletic coaches inspire in their male athletes the importance of respect for themselves, others, and particularly women and girls. This program helps build healthy relationships and prevent violence – stopping it before it even starts.
Bismarck School Board Appoints Member
After breaking a 2-to-2 deadlock, the Bismarck School Board chose small business owner Jon Lee to fill a 10-month term left vacant by the resignation of board member Scott Halvorson. Interviews of the 12 applicants took about more than two hours. Board members anonymously ranked each candidate’s responses to four interview questions on a 1-to-5 scale. After the interviews, the results were tallied. Lee with Bread Poets had the most points at 75; former school board member and attorney Lawrence King was second with 68. Jon Klein, a Basin Electric vice president, and Wendy Van Duyne, project manager and landscape architect at Bartlett and West Inc., tied for 3rd with 66 points. Lee began his School Board position in August. The regular School Board election is in June.

Jeffrey Lauer, MD, has joined CHI St. Alexius Health Infectious Disease Clinic. As an infectious disease physician, Dr. Lauer specializes in the diagnosis and treatment of unknown infections and assists in Jeffrey Lauer managing difficult, unusual, or complicated infections. Dr. Lauer received his medical degree from University of New Mexico, Albuquerque, N.M. He completed an internal medicine internship and residency at University Medical Center, Jacksonville, Fla., and infectious disease fellowship at University Medical Center, Jacksonville, Fla. Dr. Lauer is board certified by the American Board of Internal Medicine in the subspecialty in Infectious Disease. ASK-A-PRO PERKS NDSC Welcomes Three New Staff Members
The North Dakota Safety Council (NDSC) welcomed three new staff members this summer. John Woutat was hired as their First Aid Manager. Woutat is a native of Grand Forks and has more than 20 years of experience in training and emergency response gained during his time as an EMS responder, EMS training program coordinator, flight paramedic, 911 dispatcher, and certified firefighter. He has extensive knowledge in emergency medicine, trauma management, emergency response planning, and scene management. Woutat will manage the NDSC’s first aid department and provide training across the state. He is currently certified to teach adult CPR/AED and first aid. Mason Sisk was hired as the new Marketing Coordinator. Sisk is a native of Bismarck and, after earning a Bachelor’s Degree in Communication from the University of North Dakota, he served as an Assistant to the House Majority Leader during the 65th N.D. Bianco Realty Sales Awards legislative assembly. As Marketing Coordinator, he Bianco Realty has named Shirley Thomas and Tori will be responsible for producing marketing material, writing marketing content, increasing brand awareness Mathern “REALTORS® of the Month” Thomas and across the region and more. Mathern had the most closed sales at Bianco Realty The NDSC also welcomed Sarah Broker as a new for the month of July 2017. Thomas has been a licensed REALTOR® since 2001 and Mathern has been Office Assistant. Broker has an Associate’s Degree in Business/Marketing Management from North Dakota a licensed REALTOR® since 2010. State College of Science and prior to joining the NDSC, she gained professional experience in both administrative and sales roles. She will assist with daily office and administrative duties.
BSC Associate Professor Recognized by Association of Surgical Technologists
Trudy Riehl, associate professor and program director of surgical technology at Bismarck State College, was recently recognized as the recipient of the Fellow of the Association of Surgical Technologists (FAST) award. Riehl was honored at the opening Trudy Riehl ceremony of the 48th Annual Association of Surgical Technologists (AST) Surgical Technology Conference in New Orleans, La. The FAST award is AST’s highest honor designed to give recognition to those who have significantly contributed to the profession of surgical technology as practitioners, educators, researchers and administrators. Recipients of the FAST award are recognized as having upheld the highest standards and traditions of the surgical technology profession, including their devotion to the advancement of the practice of surgical technology through volunteer professional and community activities. Riehl has been an associate professor of surgical technology at BSC for 17 years. BSC students in the surgical technology program have achieved a 100 percent pass rate in the national Certified Surgical Technologist (CST)
