ll year round, our team works incredibly hard to produce events that bring value to you. Whether they’re educational or social in nature, one of the benefits of your membership is the opportunity to participate in these events and we’ve got even more coming up. For instance: •

On Tuesday, October 20 from 12:00pm – 1:00pm we’ll be hosting another edition of Chamber EDC 101: Maximizing Your Membership. This is an event we hold periodically, primarily for our new members, to talk about how you can become more engaged and take advantage of all the benefits of being a Chamber EDC member. • And the 2020 State of the Cities will be held on Tuesday, November 3 from 7:30am – 9 :00am at the Ramkota. Attendees, both virtual and in-person, will first have an opportunity to hear from both Mayors Bakken and Helbling as to their outlooks for their respective cities. We’ll follow that up with panels that include leaders from Bismarck-Mandan schools and parks to talk about new developments in their areas. Head to www.bismarckmandan.com to register. There are going to be more events, but these are just a few. Also, I want to commend our team for adapting and changing our events this year in the face of COVID-19. Whether it’s been by adopting & developing best practices or adding a virtual attendance option, our events this year have gone very well thanks to their ability to adapt. You’re also going to notice in this month’s Connection that for the first time ever, we’re featuring legislative candidate profiles. It’s an ‘even’ year for Legislative Districts here in Bismarck-Mandan, that means races in Districts 8, 30, 32 and 34. Unfortunately, due to COVID-19 concerns and restrictions, it just wasn’t possible to hold debates in those areas. However, recognizing that we needed to do something to spotlight these very important races, our team stepped up and made these profiles possible. And did so in very short order, so thank you to everyone who made this possible. Finally, while we’re on the topic of the Legislature, in just a few short months we’ll find ourselves starting another Legislative Session. In preparation, the Chamber EDC’s Board of Directors recently passed our 2021 Legislative Agenda that will focus on two main priorities; the ability to seek voter approval of a street utility tax as an alternative to special assessments and COVID-19 business assistance. The agenda is far more detailed than this, obviously, but these are the two areas where we’ll focus our efforts. We’ll be convening meetings with area legislators and members in the coming months to further discuss our agenda, so stay tuned and participate where you can. There’s obviously a lot going on right now and that’s a good thing. That means we have a vibrant, growing community. However, we’ll never lose sight of the fact that we’re first and foremost a membership organization who is here to serve our members. WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? Now’s the time for conservatives to lead North Dakota into the future, with a focus on strengthening the economy and making government more efficient and effective. My background in agriculture and business as well as local government will bring a much-needed perspective to the legislature. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? As a rancher, I know firsthand the hardships that come with working in the industry. We should make sure farmers and ranchers have what they need to make a living and that includes removing unnecessary regulations. As a business owner, I know how the government can stand in the way of economic growth. We must continue to keep taxes low, diversify our economy, and expand our workforce. North Dakota is leading the way in energy. Our wealth of resources can pave the way for America to be 100 percent energy independent. This is why I believe we should have an all-of-the-above strategy to accomplish this mission.

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? This pandemic has forced us to make sacrifices and changes that we never dreamed about. If elected, my goal is to prioritize our goals on the future that will be in the best interests of people not just industry and big money. I will fight with dignity and respect for the people of North Dakota, because our lives will never be the same and party loyalists are tearing us apart. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? I believe in a living wage and Medicare for all. The needs of the people far out weigh the needs of the corporations and mega wealthy. I am interested in adopting an amendment that will overturn Citizens United and create a publicly funded with federal matching elections. I want to end gerrymandering and secure our democracy. Freedom comes with responsibility, and we must redirect our collective moral consciousness to end warfare and secure peace. I think term limits will keep our leadership fresh and accountable to us ... the people.

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? The number one reason is the desire that I have to make North Dakota, and specifically our region of the state as good, as it possibly can be. In our “citizen legislature” we have a chance to serve at the behest of our fellow citizens of North Dakota and to make decisions that impact their lives, hopefully in a positive manner as much as possible. I have been fortunate to serve on many boards and associations and to grow up in rural North Dakota — my background in agriculture and industry and also the experience in these fields make me very well suited to tackle the challenges of District 8.

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? My goal, if elected to the North Dakota State Legislature, is to bring to the table what matters most to the citizens of this community and to the state of North Dakota, to be a liaison to the legislature for any resident and as a result to enhance and maintain our quality of life.

WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? Work to strengthen the economy and ensure that North Dakota is the best place to do business. We are incredibly rich in resources and should continue to utilize these resources in leading the nation in many areas.

WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? My vision is to grow North Dakota’s economy in new ways, while caring for our people and our land.

I will ensure 100 percent transparency in all legislative business as required and even if not required by law and will challenge anyone that fails to do so. Also, I will do my very best to ensure complete accuracy and accountability.

If elected, I will: • Support the requirement for a safe, affordable, and reliable food supply. • Support increasing access to affordable healthcare. • Support 100 percent paid 2-year community college tuition for any North Dakota resident. • Work tirelessly to address the state’s severe shortage of mental health and addiction services. This is a crisis for our state and for every family affected by the lack of access. • Support the need for fiscally responsible legislation and transparency in government.

DISTRICT 8 HOWARD C. ANDERSON JR., R.PH. Senate Republican

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? To serve the people of District 8 and the whole of North Dakota. I have a long history of working with the legislature since my first effort testifying before the Natural Resources committee at the request of the local Wildlife Club back in the late ’70s. My experience as a business owner at Turtle Lake Rexall Drug, Sodas and Things in Underwood and McClusky Drug, working with the North Dakota Pharmacists Association and later as Executive of the North Dakota Board of Pharmacy. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? Unique challenges for this biennium will be to continue the good things the legislature has begun in recent sessions while working within the constraints of a much lowered income forecast. These things include the social services assumption by the state to give property tax relief to each citizen of the state. To continue the mental health and justice reform initiatives begun in the last three sessions. And to continue the efforts to vertically integrate our agriculture production, oilfield production of oil and natural gas, and to make our coal fired energy plants economically viable partly by the addition of value-added products and carbon sequestration.

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? During the last two legislative sessions, I've had the opportunity to sponsor and promote important bills and resolutions that enhanced public safety, invested in education, and supported business development and job growth. I’m seeking reelection to continue championing the best ideas that provide positive outcomes for District 30 and our State. During my professional career, I've been fortunate to have had experience leading a large organization and starting a small business. I've seen firsthand how good policy and fiscal responsibility lead to success. I believe as a citizen legislator I can apply these same principles to state government. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? As a State, I believe that providing for the education, safety, and health of our children is our No. 1 priority. There is no better investment we can make than funding a quality education for our State's youth. Additionally, this session I will continue to be an advocate for programs designed to protect our at-risk children. No one has been impacted by COVID-19 more than our parents and children. As we move forward, we will need to look to the future to determine the best ways for the State to support North Dakota families.

MIKE NATHE House of Representatives Republican

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I have had the privilege of representing District 30 the past 12 years. During that time I have been heavily involved in passing landmark legislation in re-doing the K-12 funding formula, setting up a program to develop our technology sector and in the 2019 session statewide infrastructure funding commonly known as the “Prairie Dog” bill. My experience and track record of getting things done, listening to my constituents needs and working with my colleagues speaks to why I am running and my qualifications. I have had the honor of working for the people of District 30 and hope to continue that for the next four years. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? Being a member of the House Appropriations Committee, one of my priorities is of balancing the state budget along with making sure we fund our top priorities in education, infrastructure, health care, and making sure we keep supporting the business community in our state. Also, we need to take a hard look at how we are going to manage the Legacy Fund earnings. We need to develop a policy as to how we can best use these earnings so that the legislature and the people of this state know how it will be used in the future and the benefits it will bring.

DISTRICT 30 DIANE LARSON Senate Republican

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I’m excited to be running for re-election to the Senate. It is a citizen Legislature that includes people of various backgrounds that come together to do the best we can to make good laws. My background of graduating with a degree in Education from University of North Dakota and 23 years of working as a youth worker at the Police Youth Bureau in the Bismarck Police Department has equipped me to bring unique perspectives to the Legislature. I am running for the Legislature again because as Chair of the Senate Judiciary, I have enjoyed working on updating our state’s Juvenile Court Act and look forward to helping to bring some of these changes to the next session. I enjoy listening to a variety of issues that are important to my constituents and working to employ common sense solutions. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? My top priorities are public safety and the preservation of family values. I’m grateful for the excellent law enforcement community that are so willing to protect us from any who would try to do us harm. Our families deserve the right to pursue life, liberty, and happiness. I am pro-life and with God’s help, I will do what I can to protect all lives.

DISTRICT 32 PAT HEINERT House of Representatives Republican

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I am running for re-election to the North Dakota House of Representatives with the intent to continue on the House Education and Energy and Natural Resources Committees. Both of my committee assignments are extremely important for our community. With Bismarck being the largest school district in North Dakota, we need to make sure we are in communication with our schools and working towards fulfilling the needs of our school districts. Student Aid Payments are a priority for me on the State level, as every dollar the legislature can contribute into student aid, the better our school system(s) can provide a fantastic level of education for our youth. My experiences and qualifications have helped me adjust and excel in the legislature. I have 39 years’ experience in law enforcement with my final 12 as Sheriff of Burleigh County. This position provided me great budgeting and budget management experience. I also spent four years in car sales with three of those years as a sales manager. I am a graduate of St. Mary’s Central High School, I am a graduate of the University of Mary with both an undergrad and Master’s Degree in Management.

KRISANNA HOLKUP PETERSON House of Representatives Democratic-NPL

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I am running for the legislature because we need someone in office who truly understands what it is like to have a family member with disabilities. I am a mother, an advocate, educator, and person involved with many groups including a non-partition group called Braver Angels. This group openly discusses politics and listens to each other. We gain an understanding of why people believe what they believe. I am willing to look at all sides to decide what is best for my district. We need people who can stand up and approach issues like disabilities head on. I feel we need more women in our legislature who will not be afraid to speak out. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? My top priority is to examine how human services operates. It is a very large percent of the entire North Dakota budget. We need to find ways to make sure the average North Dakota family can get the help they need. Many children are denied services they desperately need. I would like to help prevent this from happening.

WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? My top priority upon re-election will be to help our community secure State funding for infrastructure. This is absolutely a necessity as our community has for so many years funded growth on our own, receiving limited State funds. We as local legislatures are working with The Chamber and local Commissioners to look at projects that State funding can be obtained to assist in. This project is significant for our community as our bottom line is in need of financial support.

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I am running to make a positive difference for the people that live in District 32 and for all the people that live in North Dakota. During my years of Legislative service, I have served on the Appropriations Committee, Education Committee, Transportation Committee, Government and Veterans Affairs Committee, Health Care and Human Services Committee. I also have and currently volunteer for many community organizations. I believe I work very well with people and am a good listener and always look at and seek out all the information in order to make well informed decisions. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? Top priorities for the next Legislative session will be working within our budget to provide needed services to our citizens along with looking at economic opportunities on how we can continue to assist and grow our state and job opportunities.

CARL YOUNG House of Representatives Democratic-NPL

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I am running for the House to bring a common sense voice back to Government, a voice that listens to the people in my district and places their interests over party politics. For more than 10 years, I have been advocating for systems change in the Behavioral Health world, and I hope to bring that voice to the Legislature. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? I'd like to see more reform in the Behavioral Health and Criminal Justice silos. We need to continue to break down the silos that exist in the Department of Human Services that prevent people from accessing services and supports that they need long before the criminal justice system gets involved in their lives. As a part of this reform, I see legalization of cannabis as a means to an end. Through legalization, we decrease the costs of a largely failed drug war. I say decrease, because there are drugs that will never and should never be legalized. We can use a tax on cannabis to enhance services for those who need them.


DISTRICT 32 DICK DEVER Senate Republican

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I will be forever grateful for the honor of serving the people of District 32 in the North Dakota State Senate. I served several sessions on the Human Services Committee and served the last two sessions on the Appropriations Committee. The last session, I chaired the sub-committee in the Senate that developed the Human Service budget. In those capacities, I have made a difference in the lives of a lot of people. I am running to continue that service to children with special needs, the elderly, and vulnerable populations. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? The pandemic and the downturn in oil revenues have created real challenges for the budget in the next session. In the last session, we did more to address Behavioral Health issues, both on the youth level and the adult level, than we ever have. The initiatives included support for schools and peer to peer support for addiction, among others. Those issues will not be resolved in one biennium. My first priority will be to ensure that those efforts will continue. A second priority will be to evaluate the response to the pandemic and consider appropriate changes to the authority granted to the Executive branch under emergency powers.

AMELIA DOLL Senate Democratic-NPL

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I am running to bring a young, working, female voice to the table when decisions about our state, children's education, and much more are being made. It is time for a change of representation in our District, and I am here to be that change. North Dakota’s government looks similar to many states across the nation — with an under-representation of young females. I am a working mom who will work hard for the people of North Dakota. My experience working for a nonprofit, a for-profit, and as a state employee will help me represent all of North Dakota. Additionally, I hold an undergraduate and master’s degree from North Dakota State University. Finally, I have a similar background to many others in North Dakota coming from a small, rural town in Montana. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? Providing adequate funding for the entire education system. PreK-higher education lays the foundation for a strong future for North Dakotans. We need to ensure schools have the funds necessary to continue to provide safe, high quality education, whether our students are in the classroom learning, or utilizing virtual learning tools and methods. Our education system is only as strong as our teachers and staff, North Dakota must continue to invest in current and future educators.

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I am running because I believe that there is a need for a greater diversity in the opinions ideologies that are currently represented in the state legislature. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? My top priority for the legislature in the next biennium will be to address current energy needs of our state including sustainability of the current energy industry, as well as energy transmission, and infrastructure. I will especially be concerned with how these topics relate to jobs — current, expiring, and new — and how public policy can be used to shape economic outcomes for the entire state.

WHY ARE YOU RUNNING FOR THE LEGISLATURE AND WHAT QUALIFIES YOU FOR THE POSITION? I am running for office because for too long I have seen North Dakotans pushed into the background as our current GOP-led legislature focuses on serving their mega donors, who are often out of state corporations. I am qualified to serve because in my job I have spent years advocating for the people of our great state, which first and foremost has taught me how to listen to their concerns. WHAT IS YOUR TOP PRIORITY FOR THE LEGISLATURE TO ADDRESS IN THE NEXT BIENNIUM? My top priority once elected will be to create programs that will help the thousands of individuals and families in our state who have been financially devastated by COVID-19. I would fight to secure funding for those North Dakotans from our state’s $6 billion-plus Legacy Fund, to help them pay their bills and feed their families. The Legacy Fund has been called our state’s rainy day fund. It does not rain any harder than it’s raining right now.

We have started shipping some gift items all over the country. What trends are taking place in your industry? A: Floral design & trends are constantly changing. One of the biggest changes in our store has been adjusting to our website and the amount variety of items sold on our website. It is like having a few different stores! Have there been any monumental changes within your industry that you've had to deal with? A: One of the changes is competitors local and nationwide. Learning to deal with non-brick and mortar stores. The business world is always changing, we find we have to be constantly changing, analyzing and ever vigilant.

CHAMBER EDC SPORTING CLAYS SHOOTOUT WAS A BLAST Chamber EDC members and their guests enjoyed this year’s Chamber EDC Sporting Clays Shootout presented by Knife River Corporation on Friday August 21st.

Nearly 100 Chamber EDC members blasted clays out of the sky at Capital City Sporting Clays.

We had weather so nice it seems as if we ordered it! Nice overcast weather for the shoot with a couple of drops of rain to keep us cool. Our shooters were able to blast some clays out of the sky, tried their hand at throwing axes, and feeling the boom of Tannerite. Followed by the skies opening up to enjoy lunch and beverages in the open air for some socially distanced networking. Thank you to Mark Sandness and the Capital City Sporting Clays staff for hosting and helping keep this event such a fun and popular event year after year. UNIVERSITY OF MARY OPENS NEW STATE-OFTHE-ART SCHOOL OF ENGINEERING FACILITY

In 2015, the University of Mary announced its intent for a new School of Engineering and began to dramatically increase technical course offerings in the fall of 2016. Since then, Dr. Terry Pilling has spent the last half decade soliciting opinions from local and regional firms, touring other colleges and universities, and listening to his own students, as to what they believe would make up the most ideal, most comprehensive, and most student and faculty friendly engineering program. growth, parents may find it helpful to provide their child(ren) with opportunities to practice learned and developing fine motor skills. Introducing children to tasks that strengthen their shoulders, wrists, hands, fingers, and the core serves as the foundation. Children often enjoy participating in animal walks (walk like a bear, hop like a frog, walk like a crab), ball partner exchanges (bounce and chest pass, behind the back turn and pass), crossing midline exercises (cross crawls, cross body toe touches), and child yoga poses. Participation in seated tasks can be challenging for children. In these situations, it may be helpful to present your child with preparatory hands-on tasks such as the use of the thumb and index finger or a pair of tweezers to complete small item activities like sorting or bead pegboards, to introduce different writing utensils (smelly markers, erasable pens, colored lead, etc.), or to present the same written task in a different way, like on a white board.
