T
he definition of change is the act or instance of becoming different. In North Dakota, October is a month of change as it pertains to the changing colors of the leaves and the brisk mornings and evenings as the temps begin to hover closer to the 40-50 degree range. At the Chamber, our programming remains constant but our leadership has changed. Just as I assure myself each year that I can get accustomed to the change in seasons bringing cooler temps, socks and sweaters, I am here to assure our membership that our Chamber is alive and well. We have experienced a blip on the radar with Scott’s departure but we are strong and capable of moving forward. We have been extremely blessed with the opportunity to work with Al Anderson as our Interim President and for those that know him, I’m sure you’ll agree we are in good hands. Al has a proven track record of helping teams work through transitions and we are honored he is willing to spend his retirement time with us at the Chamber. We have many events happening and I want to call your attention to just a few. Our Harvest Mixer is set for October 12 at Northern Plains Equipment in Mandan. This isn’t your ordinary mixer as we will have the opportunity to hear insight on the state agriculture industry and its impact on the Bismarck-Mandan community. In support of our strategic plan, we are offering a Workforce Summit. The Workforce Summit will be held on October 24 in partnership with Doosan Bobcat. The summit will provide attendees the opportunity to network and learn about solutions to solving our workforce issues. DisruptWell Summit is an event you won’t want to miss on October 31. Disruptive technology is changing our world at a rapid pace and Bismarck-Mandan is not going to be immune to the change. The Cloud, Advanced Robotics, 3D Printing, Autonomous Vehicles and the Internet are all making our lives easier and radically shifting the marketplace and workplace. This Summit will be like none other in our region and I’ll look forward to seeing you all at the BSC National Energy Center of Excellence on Halloween. University of Mary is going against the drumbeat of higher education. While other colleges are beating the drum on the demise of residence life, University of Mary is constructing new buildings to strengthen on-campus life.
On Sept. 8, the brand new Lumen Vitae University Center opened at University of Mary. Lumen Vitae, which means “Light of Life” in Latin, serves as the new student center and social hub of campus. The North Dakota business community served as partners with University of Mary. Scheels sponsored the Crow’s Nest, which serves not only as the university’s 24/7 dining center, but also as the new hub of campus life. Starion Bank and the Tom and Frances Leach Foundation have sponsored living rooms, where students work, study, and socialize by fireplaces and pianos. CHI St. Alexius Health hopes to open an on campus clinic. Next door is a branch of American Bank Center. All of this is housed in the Lumen Vitae University Center. In the past 18-months, University of Mary has added 200,000 square feet of new buildings on campus including construction on the field house, the university center, and a new women’s residence, Roers Hall. “To me the most heartwarming growth is the growth of our on-campus student body,” said Monsignor James Shea, President of University of Mary. “Everybody else is beating the drum on the demise of the on-campus residential life.” 4 | Chamber Connection
Greg Vetter, Executive Vice President for University of Mary, said the university used to be more like a commuter college. In contrast, University of Mary now attracts students from a much wider space. The new freshman class includes students from Minnesota, California, Virginia and Alaska. The current student body president is from Napa Valley, Calif. “Our largest growth has been on the national stage,” Shea said. “We’ve seen breathtaking growth from the world beyond who have heard of University of Mary and know we’re the most affordable Catholic college in North America.”
THE FOCUS ON RESIDENCE LIFE IS INTENTIONAL
“It’s healthy, it’s a cog in students’ learning,” Vetter said, “the community of a residence hall, being intentional about creating a community, sharing meals. We’re teaching you about the whole of life. If we teach you to be a CPA but don’t go any further than that, we’ve failed. We strive to educate for the whole.” The university’s new Year-Round Campus program is another way University of Mary is integrating students into life on campus and life in Bismarck-Mandan. Shea said the “drumbeat problems” in higher education are No 1. escalating costs and rising tuition; No. 2 student loan debt, which he described as being the next big bubble to burst; and No. 3 return on investment and the value of higher education.
YEAR-ROUND CAMPUS IS PART OF UNIVERSITY OF MARY’S ANSWER TO THESE PROBLEMS
University of Mary students have the option of completing a bachelor’s degree in 2.6 years and a master’s degree in four. The administration sees Year-Round Campus as a first-of-its-kind option to provide a new and radical pathway for completing traditional undergraduate and graduate degrees in less time and at a lower cost, with normal course loads and a full college experience. Based on the university’s analysis, the incremental savings, increased earnings, and reduced student loan balances would result in lifetime financial benefits of at least $322,000.

“We’re bringing people here; we need more people in BismarckMandan and North Dakota,” said Jerome Richter, Vice President for Public Affairs. “More than 50 percent of our students are from out-of-state. We have students from 36 states and seven foreign countries. We’re drawing them here, and they’re staying here.”

When Vision 2030 began, nearly 300 people participated and more than 300 initiatives were proposed and then boiled down to 50. “Engineering was a big deal,” Shea said. “The launch of the engineering school is something that I was skeptical of in the course of strategic planning, but I was convinced of it by the engineering community.” The proposal for the School of Engineering surprised the administration. University of Mary already had a hybrid engineering program which partnered with University of Minnesota and sent engineering students to Minneapolis-St. Paul for their upper classman years and internships. But that was the problem.

The new School of Engineering has established partnerships with local engineering firms like KLJ and Doosan Bobcat. The university got feedback from businesses in North Dakota on what they are looking for in new engineers. In turn, the businesses have established internships with University of Mary students in the new School of Engineering. “Our graduates are those who are culturally prepared for the workplace,” Shea said. “The University of Mary graduate is resilient; doesn’t give in to self-pity; has an ethical sense and a moral courage.” Shea said when people from the wide world look at University of Mary, they see an extremely affordable private education; degree options on a campus in which campus life is thriving; strong Midwestern values in a community that is safe and wholesome; and a place dedicated to strong Christian values in an uncompromising but cheerful way. “We’re going to stand up here in the wind,” Shea said. “We’re doing everything we can to innovate and to stay true to our core values. We’re used to wind. We’re in a windy place up here on the prairie bluff.”

TRUMP PITCHES TAX REFORM IN MANDAN

When President Donald Trump visited Mandan in September, he came to lay out his plan for reform of the federal tax code. With Mandan’s Andeavor Refinery as the backdrop, the President spoke on topics of interest to Chamber of Commerce members — from taxes to federal regulations to mentioning a few local businesses by name.
ON NORTH DAKOTA’S ENERGY INDUSTRY
“North Dakota is an inspiring example of the amazing things that are possible when we unleash the genius of American innovators, unite the red tape, and I’ll tell you — and we have to unite everything. And all that red tape becomes beautiful when you get rid of it. And we’re getting rid of — are we getting rid of a lot of red tape, by the way? Where is Julie? Hello, Julie. “Like many family ranchers, Julie worries about the death tax shutting down her family business and keeping her from passing it on to her children. It’s a devastating tax. Julie: We are not going to allow the death tax or the inheritance tax or the whatever-you-want-to-call-it to crush the American Dream. Not going to let it happen, so — fighting hard. Thank you, Julie.”
Central North Dakota residents and business owners were highlighted by President Donald Trump in his speech on tax reform at Mandan’s Andeavor Refinery on Sept. 6. These individuals gave their reactions to the president’s speech. Nick Hacker, President, North Dakota Guaranty and Title: “As a small business we have a significant portion of our employees that deserve and need tax reform on an individual basis and a reduction of tax burden, effectively. It really means more money in their paychecks, which makes a great deal of difference for our folks. Secondly, as a corporation the nightmare that we run through in the difference between book and tax accounting — the tax code has become so complicated that you have to have specialists in how to navigate the tax code in your annual tax filing.” Sen. Jessica Unruh, District-33: “We’ve already felt the impact here in North Dakota when it comes to the regulatory reform that the President’s Cabinet has been working on. We’ve seen the elimination of red tape as different industries have moved through the processes of getting federal approvals. … We need to simplify the code. We need to make it fair. And we need to make it predictable or we can’t expect businesses to invest their time and effort and money in the United States of America.” Julie Ellingson, Executive Vice President, North Dakota Stockman’s Association: “The North Dakota Stockman’s Association has had policy in our national organizations and many agricultural organizations to eliminate the estate tax, which is commonly referred to as the ‘death tax.’ What that does is it severely impairs the next generation carrying on family businesses, because of an incredible tax liability that they’re saddled with following the death of a loved one.”

Q: Tell us about yourself and your role within the organization. A: I am the majority owner of Leingang Home Center. I serve as the President and CEO of the company. My role in the company is to oversee the senior management team. I’m in charge of system management and work with our senior management team to implement and quantify our systems.
Q: Briefly tell us the history of Leingang Home Center. A: In 1977, we started our company by installing siding & attic insulation. Now, in 2017, we install windows, siding, roofing, gutters, decks, doors, bath-tub liners, custombuilt cabinets and countertops. Q: What differentiates Leingang Home Center from its competitors? A: We’ve been in business for over 40 years and have 75 employees. We offer a wider variety of products than most other companies in our industry; most companies only offer two or three products.

Q: How has the growth of Bismarck-Mandan impacted Leingang Home Center? A: It has allowed us to expand our business into products that we did not offer before, such as stone-coated metal roofing and maintenance-free decks. Community growth most certainly comes with more competition in the home improvement market, which helps us improve our products and service, putting us ahead of the other home improvement companies. Q: What industry trends are taking place? A: The amount of information available online can allow the customer to do their own research and know what products are available. Q: Have there been any monumental changes in the industry that you’ve had to deal with? A: There is a limited labor force. There is a strong demand for qualified employees to install all of our product lines. Customers have also become more aware and informed of energy saving products and are looking for the best products for the best price.

We continually are looking to come up with innovative products and technology to help us do our jobs more effectively and efficiently. A: Being a part of the Chamber is one of the most important aspects of being successful as a business. CHAMBER CELEBRATES COMMUNITY CHAMPIONS
September brings more than falling leaves and cooling temperatures as the Chamber hosts it’s annual Celebrate Bismarck-Mandan award ceremony.
In its 13th year of celebrating, the Chamber’s Excellence in Business and Education committee brought together its membership to behold an occasion that makes us all proud and grateful to live in the Bismarck-Mandan area. With special guests and surprised winners, over 400 attendees were reminded of how emotional this event is, as they stood for the winners of the Golden Eagle award – Veterans from the Burleigh Co. Senior Adults Program, and cried alongside award recipients who were grateful for friends, family, and overall community that have made them who they are. While awarding New Entrepreneur of the Year - Andrea Birst with Glance Spa & Salon, and Small Business Person of the Year - Kari Weigel with Sylvan Learning, we also acknowledged some up and comers as the recipients of this year’s Young Entrepreneurs of the Year – Macie & Isaac Grendahl with M&I’s Lemonade Shack. HEITKAMP HOLDS A ROUNDTABLE FOR MEMBERS
Business leaders and CEOs from the Bismarck-Mandan region joined Sen. Heidi Heitkamp for a business roundtable with the BismarckMandan Chamber of Commerce on Aug. 24 at Bartlett & West in Bismarck. Heitkamp outlined her work to reform the nation’s 70-year-old regulatory process through the Regulatory Reform Act, her bipartisan bill with Sen. Rob Portman of Ohio.
Business leaders and CEOs from the Bismarck-Mandan region joined Sen. Heidi Heitkamp for a business roundtable with the Bismarck-Mandan Chamber of Commerce on Aug. 24 at Bartlett & West.
During the meeting, Heitkamp spoke with BismarckMandan Chamber members, small business owners, manufacturers and area business leaders about the challenges they face in complying with federal regulations. Heitkamp discussed how the bipartisan Regulatory Accountability Act would help reduce the red tape businesses and families often encounter in their everyday lives while protecting the resources they rely on. “For years I’ve heard from North Dakota business owners, farmers, and workers that one of their biggest concerns is federal rules — often written with the intention of helping them flourish — that end up bogging them down in unnecessary red tape and prevent them from doing their jobs,” said Heitkamp in a statement from her office. “A big source of their frustration is rooted in the fact that our regulatory process hasn’t been touched in 70 years. We can’t allow the dust to accumulate while our businesses and communities suffer the consequences. It’s time we rolled up our sleeves to make that process thoughtful and more inclusive of the folks on the ground impacted by these rules the most.

That’s what my bipartisan legislation aims to do by helping rules work better and making sure those drafting them listen to the people on the ground who know best how the rules will impact them. We can keep families safe, protect the air we breathe — as regulations help do — while also making sure rules are written to help our communities prosper.” Heitkamp also fielded questions on the Farm Bill and infrastructure. The senator recently concluded a tour of western North Dakota to hear from North Dakota farmers, ranchers, researchers, and Farm Service Agency workers about the solutions they need now to weather the drought, and the critical programs that need to be protected and strengthened in the 2018 Farm Bill. “I think we’re going to get a Farm Bill; I don’t think it’s going to be this year,” Heitkamp said. “We are now stress-testing the Farm Bill in North Dakota. We’re learning lessons from that, especially in terms of livestock, what we need to do to create a stronger livestock safety net.”

The Bismarck-Mandan Chamber announced in September that Scott J. Meske has officially resigned from his post as President of the Bismarck-Mandan Chamber of Commerce. Meske had been President of the Chamber since May 2016. The Board of Directors has begun a search to fill Meske’s position. It was a fair-weather day out at the Raymond J. Bohn Armory for our annual Brats with the Brave event! In September we lit up the greens for a successful second annual in “Shot in the Dark” Night the Golf Scramble and what a radiant night it was! On Thursday, September 7th, we had 56 golfers CHAMBER NIGHT GOLF check-in and enjoy some delicious dinner provided by Blarney Stone before they teed off for a 9-hole scramble at the Mandan Municipal Golf Course.

CHAMBER NAMES ANDERSON AS INTERIM PRESIDENT
The Bismarck-Mandan Chamber of Commerce’s Executive Committee of the Board of Directors announced that Al Anderson has been named the organization’s Interim President. Anderson will assume the duties of interim president effective Monday, September 25, 2017.
“We have placed Al Anderson as the Interim Chamber President to help us ensure we continue to meet the needs and expectations of our members and the communities of Bismarck-Mandan,” said Brenda Nagel, Chair of the Board of Directors. “Al’s expertise in helping teams through transition periods will prove to be an asset for our Chamber and we are looking forward to the partnership.” The Chamber’s Executive Committee has assembled a search committee and will begin the search for a permanent Chamber President. The search committee hopes to have someone in place within the next 60-90 days.
Anderson recently retired as Commissioner from the North Dakota Department of Commerce in December 2016 where he oversaw the lead agency responsible for attracting, retaining and expanding wealth in North Dakota. He also has 30 years of leadership and development experience in the oil and gas industry, serving on the management team for the Tesoro Corporation. Anderson has served on numerous boards including the Bismarck-Mandan Chamber of Commerce and Bismarck State College. He was appointed to the North Dakota Oil and Gas Research Council and has been active with Dickinson State University’s Business Challenge, the Missouri Slope United Way and the American Red Cross. A native of Underwood, Anderson received a Bachelor of Science degree in Geological Engineering from the University of North Dakota and a Masters of Business Administration from the University of Utah. He and his wife, Kelly, have three children and five grandchildren.

The Lumen Vitae University Center opened in September and is a one-stop-shop for guests. Upon entrance, people will immediately be greeted with a welcoming waft of cuisine from the new Crow’s Nest Restaurant—open 24 hours a day, seven days a week. The Lumen Vitae University Center is linked to the McDowell Activity Center (MAC) by a corridor that features a convenience store, the Marauders book and clothing store, and the Marauders Hall of Fame. Adjacent to the Crow’s Nest on the upper level is the state-of-the-art Founders Hall named after the Benedictine Sisters of Annunciation who founded the university—a new preeminent community gathering space and stateroom that seats over 600 banquet guests and over 1,000 people for special events. UNIQUE TRAINING FACILITY OPENS IN BISMARCK
The North Dakota Safety Council (NDSC) held a ribbon cutting ceremony in September for the new Safety Training Campus in Bismarck.
Great strides have been made to improve safety in North Dakota, but citizens are still sustaining injuries from preventable incidents.
The campus is designed to reduce injuries and fatalities in homes, workplaces, and communities by improving access to hands-on safety training.
In 2016, 113 people died in traffic crashes on North Dakota roadways. From 2012 to 2016, 460 claims were made for workplace injuries sustained during falls from a ladder or scaffolding.* An additional 164 claims were submitted for injuries sustained while caught in or between a machine.* Hands-on simulations and interactive training techniques play a critical role when conveying safety knowledge and demonstrating safe behaviors in hazardous work environments. The new campus will include a hands-on training lab, allowing for more memorable and effective training, therefore having a greater impact on reducing these injuries and deaths. The NDSC’s new facility is located at 1710 Canary Ave.

TSA PREP® ENROLLMENT CENTER COMING TO BISMARCK AIRPORT The Transportation Security Administration (TSA) announced today that local residents will have the opportunity to enroll in the popular TSA PreP® expedited screening program at Bismarck Airport in October.
The enrollment center will be located in the airport’s Conference Room A starting Monday, October 9 through Friday, October 13. It will be open Monday through Thursday from 9:00am to 1:00pm and 2:00pm to 6:00pm On Friday, it will be open from 7:00am to 11:00am and 12:00pm to 4:00pm. TSA PreP® allows Trusted Travelers to leave on their shoes, light outerwear and belt. At some airports, passengers can keep their laptop in its case and keep 3-1-1 compliant liquids/gels in a carry-on bag. BISMARCK PUBLIC SCHOOL ENROLLMENT UP AGAIN
For 14 years in a row, Bismarck Public Schools has shown record enrollment growth. This fall, there are 103 more students than last year for a new total of 12,861. In the past four years, the district has grown 812 students. Last year enrollment was up 341 students in grades K-12. Superintendent of Schools Tamara Uselman says, “We project growth to continue, though at a slower pace. The growth is at our secondary schools, which we expected. Having more students to educate this year will be a challenge as our fund balance is low.” Middle school enrollment is up 97 students from a year ago. Construction projects have started at Horizon, Simle and Wachter to accommodate this growth. Horizon gained the most students at 58, Simle was down by 13 and Wachter was up 52. High schools gained a total of 28 students from last fall. Legacy is up 76, Century is up 40, while Bismarck High is down 72 students on the first day and South Central is down 16. Construction at CHS has begun and the BHS project will start in the spring. All five projects were approved by 85% of the voters during a bond election last school year. On the elementary level, enrollment is down by 22 students district-wide. Some K-5 schools are still increasing in enrollment while others are declining. For example, Murphy has the most growth at 41 additional students, followed by Solheim at 33, and Lincoln at 26. Roosevelt is down 30 students from a year ago, followed by Pioneer with 26 fewer students, Will-Moore with 23 fewer, and Liberty 22 less. Uselman says, “Sunrise and Northridge are slightly over capacity right now. Highland Acres has two portable classrooms to accommodate Promontory Point students. On the flip side, Roosevelt is down to only 110 students total with only 13 in third grade and 16 incoming kindergarteners. The Board continues to study enrollment trends and how to balance growth areas with areas that appear to be declining.”

BSC AND VCSU ANNOUNCE COLLABORATIVE ELEMENTARY EDUCATION BACHELOR’S DEGREE
Bismarck State College and Valley City State University have created a collaborative education program resulting in a Bachelor of Science degree in Elementary Education from Valley City State University earned on the BSC campus. “The beauty of the North Dakota University System is that we can work with other colleges and universities to help students meet their academic goals in a manner that is flexible and affordable for them,” BSC Vice President for Academic Affairs Dan Leingang said.
This collaboration is designed for students to earn an Associate in Science degree with an emphasis in elementary education from BSC and a Bachelor of Science degree in Elementary Education from VCSU. Students will be able to complete the Bachelor of Science degree in two years without having to leave the BSC campus. The VCSU elementary education coursework will be delivered to the BSC campus using various distance delivery technologies but mostly online.
“The VCSU Teacher Education program is pleased and excited to partner with BSC to offer our elementary education major to students from BSC. Students will also have the opportunity to earn endorsements in Special Education, Kindergarten, Reading, English Language Learners, STEM, Middle School or Early Childhood Education,” said Dr. Gary Thompson VCSU dean of education and graduate studies.
Both campuses will maintain compliance with state and national accreditation guidelines and will benefit the educational needs of the region by providing high quality elementary education graduates. STARION SPORTS COMPLEX COMMUNITY GRAND OPENING
The Starion Sports Complex, located at 111 Old Red Trail NE, celebrated its grand opening with a ribbon cutting ceremony on Friday, September 29. The celebration continued afterwards with tailgating events before the Mandan Braves kick-off football game against Legacy High School. The Starion Sports Complex will be home to Mandan Braves hockey, football, track and field and Dakota Star Gymnastics. The Starion Sports Complex boasts several unique areas within the 84,000 square foot building including over 450 paved parking spaces, eight locker rooms, a dryland skate training room, dual use concessions, press box, office space and a Mandan Park skate rental location. The complex features two sheets of ice, Schwan Cadillac Rink (competitive rink) and the Schwan Buick GMC Rink (practice rink). The Cadillac Rink has seating for 1,000 people, and the Buick GMC Rink will have 150 seats using portable bleachers. The concourse features glazed glass windows that offer a view to both rinks. The Schwan Cadillac Community Room allows space for approximately 50 people, is equipped with a kitchenette and overlooks the Cadillac Rink. The Leon House Track and Starion Sports Complex field will have 2,000 permanent seats. The turf football field is NCAA certified, which allows other user groups to utilize the field. The track includes eight lanes for events, along with field space for pole vault, long jump and throwing events. The Dakota Star Gymnastic facility has space for vaults, bars, beams and floor space. Other attributes include an in-ground trampoline and an in-ground tumble track. The gymnastics facility will have seating for 250 people. The Dakota Star Gymnastics facility is scheduled to open in late October. Starion Sports Complex enables Mandan to provide more recreational opportunities for all ages and improve the overall quality of life. NEW SANFORD AIRMED HELICOPTER READY TO TAKEOFF IN BISMARCK

Sanford AirMed has purchased a new EC-145 helicopter, which will provide life-saving air ambulance services to critically ill or injured patients in central and western North Dakota, eastern Montana and northern South Dakota. This new helicopter replaces the existing helicopter which was in need of repairs and upgrades.
“North Dakota is definitely a rural part of the country,” said Adam Parker, AirMed base manager in Bismarck. “Being able to fly right to the scene of an accident or fly a critically ill patient from their local hospital to a tertiary medical center is crucial in making sure the patient gets the adequate care they need.” The EC-145 helicopter can travel up to 167 mph and is equipped with onboard weather radar and traffic collision avoidance, night vision goggles and can hold two patients on board in addition to emergency medical staff. Sanford AirMed’s Bismarck base consists of a helicopter and a highly trained team of flight paramedics, flight nurses, pilots and mechanics chosen for their expertise in their fields. A flight paramedic, flight nurse and pilot are on duty 24 hours a day, seven days a week, 365 days a year. Sanford AirMed operates a fleet of four helicopters and four airplanes from bases in Bismarck, Fargo, Sioux Falls, Bemidji and Dickinson.

MANDAN PUBLIC BISMARCK CANCER SCHOOLS SEES CENTER EARNS ACR ENROLLMENT INCREASE ACCREDITATION On the first day of the 2017-2018 school year, Mandan Public Schools showed an increase in enrollment of 89 students in grades PreK-12 from the prior year – a 2.43 percent increase.
Bismarck Cancer Center has been awarded a three-year term of accreditation in radiation oncology as the result of a recent review by the American College of Radiology (ACR).
Mandan elementary schools has an additional 42 students in grades K-5, for a total of 1,747 students.
Bismarck Cancer Center underwent a comprehensive peer-review evaluation earlier this summer by boardcertified radiation oncologist and medical physicists who are experts in the field. Patient care and treatment, patient safety, personnel qualifications, adequacy of facility equipment, quality control procedures, and quality assurance programs are assessed.
Mandan Middle School has an additional 14 students in grades 6-8, for a total of 884 students. Mandan High School has an additional 40 students in grades 9-12, for a total of 1,069 students. Mandan’s Early Childhood Special Education had a decrease of seven students, for a total of 46 students. In the previous school year, 2016-2017, enrollment rose by 124 students. Mandan Public School District educates 3,746 students in six elementary schools, one middle school, one high school, and one alternative education center.
The ACR is the nation’s oldest and most widely accepted radiation oncology accrediting body, with over 650 accredited sites, and 29 years of accreditation experience. The ACR seal of accreditation represents the highest level of quality and patient safety. It is awarded only to facilities meeting specific Practice Guidelines and Technical Standards developed by ACR. “With this accreditation we are recognized for providing safe, high quality patient care,” said Executive Director Amy Gross. “Achieving accreditation from ACR is a team effort that will bring assurance to our patients that we have reached the highest level of patient safety standards.” The ACR is a national professional organization serving more than 36,000 diagnostic/interventional radiologists, radiation oncologists, nuclear medicine physicians, and medical physicists with programs focusing on the practice of medical imaging and radiation oncology and the delivery of comprehensive health care services. Bismarck Parks and Recreation District (BPRD) has been honored with the highest and most prestigious award attainable by a park and recreation agency; the 2017 Gold Medal Award for Excellence in Park and Recreation Management. BPRD was named one of the four Finalists for the award earlier this year. BISMARCK-BURLEIGH PUBLIC HEALTH AND HEARTVIEW FOUNDATION RECEIVE GRANT TO REDUCE OPIOID ABUSE AND OVERDOSE DEATHS Bismarck-Burleigh Public Health (BBPH) and Heartview Foundation have received a grant from the North Dakota Department of Human Services’ Behavioral Health Division to address opioid abuse and overdose deaths. Five communities were awarded grants after demonstrating a need for funding, as well as the capacity to implement evidence-based prevention, treatment and recovery strategies. The grant will support the Mayors’ Gold Star Community Task Force, a locally-driven, collaborative effort between the Bismarck-MandanLincoln communities in response to behavioral health and substance abuse issues in the community, and will be used for various interventions including prevention and education, increasing the availability and use of naloxone to prevent overdose deaths and increasing access to medication assisted treatment. The Mayors’ Gold Star Community task force met in July and identified education and prevention, intoxification/ withdrawal management and increased access to recovery and treatment as top priorities.
In August, the federal Commission on Combating Drug Addiction and the Opioid Crisis released its interim report and called for enhanced access to Medication-Assisted Treatment (MAT). According to the Centers for Disease Control (CDC), the most recent data estimates that 142 Americans die every day from a drug overdose. Overdose deaths in North Dakota increased from 20 deaths in 2013 to 61 deaths in 2015. According to the County Health Rankings, there were 10 drug overdose deaths in Burleigh County in 2015. As community partners and co-applicants of the grant, Heartview Foundation will administer the $180,000 grant. Eighty percent of which ($144,000) is focused on treatment and recovery. Twenty percent of the grant ($36,000) is focused on prevention and education. Bismarck-Burleigh Public Health will serve as a contractor to implement these strategies.

TEC installed Power Factor Correction to help with efficiency, Voltage Conditioning Units to control Voltages, and protect from Lightning Strikes and power Surges, as well as Facility Grounding. Next, they installed Smart Cool units on all HVAC loads to control run and compressor cycle times. TEC also installed a complete Lighting upgrade – including LED Lighting, which improved on light levels, while drastically lowering Energy Demands. “Since partnering with TEC we can save on energy costs which allows us to allocate funds elsewhere that can improve course conditions, clubhouse conditions, and customer experiences. BASIN ELECTRIC POWER COOPERATIVE GIVES $23,000 TO GREAT PLAINS FOOD BANK THROUGH CASUAL FOR A CAUSE
Through its annual Casual for a Cause campaign, Basin Electric Power Cooperative has made a substantial $23,000 donation to the Great Plains Food Bank to assist their efforts in supplying food assistance to 94,000 individuals each year. This gift will supply nearly 70,000 meals to those in need.
For the second year in a row, Basin Electric went ‘Casual for a Cause’ where employees made contributions to the cause and were allowed to wear jeans during the summer months. Nearly 175 Basin Electric employees participated in this year’s campaign that started Memorial Day and will run through Labor Day. “Basin Electric employees are among the most generous people I know, and I’m so proud of them for coming together for this cause,” said Paul Sukut, Basin Electric CEO and general manager.

Steele worked full time at HEI from 2004-2010 as a CAD Supervisor, he then took on a role teaching full time at Bismarck State College Mark Steele as a Professor of Engineering Technology and GIS. Demy Hall and Sara Henley of Dakota Eye Institute recently completed the Ophthalmic Coding Specialist (OCS) certification. OCS designation confirms the assistant’s expertise and proficiency specific to coding for ophthalmology services. The online test consists of 100 multiple choice questions focusing on all aspects of coding Sara Henley for ophthalmology. The American Academy of Ophthalmic Executives (AAOE) and the Joint Commission on Allied Health Personnel in Ophthalmology (JCAHPO) are partners in offering this exam. Both Hall and Henley have worked at DEI for two years. They join seven other employees at Dakota Eye who are also certified in ophthalmic coding.
Walker Earns Dakota Broadcasting Association’s Pioneer Award
Dwayne Walker was recently honored with the 2017 North Dakota Broadcasting Association’s Pioneer Award. NDBA states, “This prestigious award is given out annually to a true icon and legend in the broadcast industry.” Dwayne Walker Walker has 50 years in the television news industry, 45 of them with KFYR TV News in Bismarck. He has used every type of television format from film to drone photography. He has his own still and video business called Dwayne Walker Photography and is a licensed commercial drone pilot. During his years with KFYR TV, Walker traveled to Saudi Arabia, China, Germany, Guatemala and other places throughout the world, United States, and North Dakota. He covered the Gordon Kahl story and the Missouri River flooding. He has won numerous awards for his television news photography but he says, “This Pioneer Award means the most to me because I share the honor with former local colleagues such as Al Gustin, who nominated me, Dick Heidt, Rog Higgins, Tom Barr, Bob Denver and Dan Brannan, and other news people across the state like Charley Johnson, Marv Bossert, and Jim Adelson. Walker finished his 45th year with KFYR TV on August 31 and is now retired from the station, though he will continue to private still, video and drone photography. He lives in Bismarck and is married to Renae Hoffmann Walker, Bismarck Public Schools Community Relations Director, and has three children, four grandchildren, and four step-grandchildren.
