W
hether it’s the leaves turning color, the climate becoming cooler or the coffee becoming pumpkin-flavored, Fall brings with it lots of changes. It also signals that we’re getting closer to the 2019 Legislative Session. For guidance during the upcoming Legislative Session, we turn to the Chamber’s Mission Statement that reads, “Leaders for prosperity. Advocates for business.” In order to be that leader and advocate for our business community, specifically at the Capitol, we have developed the Chamber’s 2019 Legislative Agenda. That Agenda is wide-ranging to match the needs of our members, but at the top are two key priorities: 1) advocating for legislation that would allow communities the ability to implement a street utility tax for use in the funding of infrastructure maintenance & development and 2) supporting legislation that would provide our region’s employers & workforce improved access to quality, affordable health services and resources. In addition to information on the Chamber’s 2019 Legislative Agenda, this month’s edition of the Connection features profiles of several professional women here in Bismarck-Mandan. The Chamber recently partnered with others in the community to host the first meeting of CORE Women Bismarck-Mandan; a quarterly meeting of professional women looking to connect and foster new ideas. This event perfectly matches our goal of developing new leaders and the profiles you’ll see this month are just a few examples of those incredible women that we’re privileged to have as part of our business community. And finally, an update on where we’re at with the proposed restructure of the Chamber and BMDA. Last month, the memberships of both organizations voted overwhelmingly to approve a merger that results in the creation of the Bismarck Mandan Chamber EDC. We are now working on the merger’s logistics such as office space, website development and more, but please note that until the end of the year each organization will continue to operate ‘as is.’ On January 1, 2019 though, we will begin operations as the Bismarck Mandan Chamber EDC! I want to personally thank you all for the support that you’ve shown me, my team and our leadership throughout this process. It’s not been easy and there are still challenges ahead of us, but we are incredibly excited for what the future holds.

WOMEN IN BUSINESS: STORIES OF SUCCESS By Cathryn Sprynczynatyk
From small business owners to the C-suites, women are successful in business across Bismarck-Mandan. Chamber Connection is profiling four businesswomen across four different sectors: energy, healthcare, finances, and restaurant and retail.
What motivates you? I get up and work out five days a week at Big Muddy Crossfit. It relieves stress, gets your day going. When I come to Fireflour, the customers motivates me, the loyal customers coming back. Seeing them happy when they are dining. It makes me want to get up every day and continue with the business. We have an awesome staff here too, which is like family. That makes me excited to come here. What’s the biggest risk you’ve ever taken? I would definitely say opening up Fireflour. With Fireflour we knew what we wanted to do, but we were financially scraping the barrel just to open this place. We didn’t really have help financially, but we were just determined and had this vision to be successful. What is your proudest accomplishment? It’s an amazing accomplishment to have successfully opened our restaurants Fireflour and Anima Cucina. It’s also a good feeling to know we employ 40 people.
KENDRA HOWARD Owner Fireflour Pizza and Anima Cucina Why did you choose this business? We love food. We love cooking. In San Francisco in our free time, (my husband and I) would go out to new restaurants to try new food. We decided that when we moved back to Bismarck we wanted to have a career together. We came up with Neapolitan pizza because who doesn’t love pizza? We developed our own dough recipe at home, made recipes, and sourced ingredients. We went to a training session in Colorado where they made the mobile wood fire ovens. We decided to test it out through mobile before jumping into the brick and mortar.

What would you say to other women looking to pursue a career in your field? Make sure they are passionate about food and serving people. If you’re not happy about that, I don’t think it’s worth pursuing. Find your niche. (Find) what drives you. Make it something that’s not in your community; make it something different to set you apart.
www.bismarckmandan.com What’s the biggest risk you’ve ever taken? When I wanted to change industries and change where I was working. In order to change industries, I took a lesser position — a position that I wasn’t sure where it would take me. Because I took that risk, it brought me to MDU Resources, which is exactly where I was meant to be. Taking a step back to move forward is a scary risk. It’s a risk that a lot of people don’t want to do. Anything of which you’re particularly proud? We have been a company since 1924. I am incredibly proud to be the first Chief Information Officer the company has ever had. (I am also proud) to be a woman in a leadership role in a career field that has been dominated by men and in an industry that has been dominated by men. I have an employer who is so supportive of me and has allowed me to be the first CIO. Sometimes I feel like I am ploughing the trail rather than following the trail.

Tell us about your career path. I didn’t think I was going to go into technology. Early in my career I had the opportunity to manage a team of technology professionals. I was just fascinated and hooked. Technology kind of chose me.
What would you say to other women looking to pursue a career in your field? We need more women. Encourage your daughters, your granddaughters, your friends to be part of the (Science, Technology, Engineering, and Math) programs. We need more women in technology. I don’t expect the path to be easy or clear, but it is really rewarding. Look for people to mentor you to inspire you to be your counselors and cheerleaders.
Who have been your mentors? Growing up in western North Dakota — whether it was your family, your team or your coaches, everybody was willing to mentor you and help you be better. I have found that in my professional career as well. People are willing to be your cheerleaders or mentors if you ask them. What are some of your milestones? The very first milestone was that first project. Someone gave me that first project to run and had that confidence in me. The first time someone who worked for me received an award for what they had done. That was an incredibly proud moment.

Tell us about your career path. I was really one of the fortunate ones. I knew early in my life what I wanted to be when I grew up. When I was a junior in high school, I lost my grandfather who was a family practice physician. I really admired him and his skills and the way he interacted with people. I loved his passion for healthcare, but my strengths were not clinical. I was business-minded. What are some of your milestones? Each step of the career path for me has been a milestone. That first position leading an organization (at age 23) was a great honor and taught me a lot. I went from a very small organization to a very large hospital, and that was a great experience. Early on that really taught me what I wanted in my professional career in terms of connecting with people. What’s the biggest risk you’ve ever taken? I’m such a calculated person that I don’t see myself as a risk taker. I see myself more as a decision maker. Taking risks seems almost irresponsible in a way, but no risk no reward. Leaving a position after 15 years with a very, solid, successful organization … coming to Bismarck to take on this VP role was very risky. But I really believe this is where I am supposed to be. Is it risk or is it having faith in the journey? I’m not sure. What would you say to other women looking to pursue a career in your field? I would say the challenges are tremendous in healthcare today, but the opportunity to make a difference is greater than it has ever been. If you are willing to invest your time and talent selflessly into creating a better tomorrow, healthcare is great place to be.
www.bismarckmandan.com What’s the biggest risk you’ve ever taken? Leaving a job I truly loved with Blue Cross Blue Shield of North Dakota and starting my own agency. That was probably the biggest risk for myself and my family. Starting a small business can be challenging. Without the support and encouragement from family, friends and colleagues, I wouldn’t be where I am today. That was the biggest risk I’ve taken personally and professionally, and I look forward to seeing it grow. What would you say to other women looking to pursue a career in your field? It’s not easy. However, if you have the courage to fail forward, it’s so, so rewarding to be in this industry and to be improving the lives of everybody that you touch. You provide people with options.
HEATHER FRIED CEO Fried Financial Services Tell us about your career path. Nobody grows up wanting to be an insurance agent that I know of. However, I started a little over 19 years ago with Blue Cross Blue Shield of North Dakota. I continued and grew and became much more knowledgeable in the industry, and then I was recruited by State Farm about four years ago to take over an agency in Mandan. It’s not a sexy job, but it really serves a purpose. When people are suffering from a death in the family or an illness and they don’t have a paycheck… what we do is so, so important. It’s very morbid, but it’s very rewarding in the same breath. Bad things happen to good people, and they don’t have to focus on the financial side of it. With our help, they can focus on healing, they can focus on grieving, rather than financial stresses that can come with it. What motivates you? Being better than I was yesterday. Having courage over comfort. Helping people is a big motivator, the customers I serve, the team I work with and the community I live in.
In the insurance field and the financial field in general, the female population in this industry has grown exponentially. We have the drive and compassion for people to have the success that we do. I met a woman last week that was one of the first female State Farm agents. It was very impressive, it was a little over 30 years ago. Over 30 years as an agent, and she was one of the first. We are making great headway in our industry, and I look forward to seeing us grow and succeed as an industry.

2019 BISMARCK-MANDAN CHAMBER LEGISLATIVE AGENDA
Bismarck-Mandan has a unique advantage among North Dakota communities as the home of the North Dakota State Capitol. The Bismarck-Mandan Chamber works to capitalize on its location in the capital city and works to be influential at local, state and federal levels. Planning for the 2019 North Dakota Legislative Assembly began in December 2017. The Chamber brought together the Government Affairs committee, Local Issues committee, Chamber Board of Directors, legislators and others to identify legislative priorities. Infrastructure, workforce, behavioral health, and healthcare were the four areas of focus.
2019 LEGISLATIVE PRIORITIES:

Q: WHAT WILL BE THE TOP THREE ISSUES IN THE UPCOMING LEGISLATIVE SESSION?
SEN. DICK DEVER, DISTRICT 32
A: “I think I would put No. 1 as behavioral health, at least that’s No. 1 to me. I think No. 2 would probably be the budget. When I say the budget, I think having gone through the boom and then the bust, we are now looking at a budget that will be more normal going forward. No. 3 in my list of priorities I think would be state employee compensation. They didn’t get a raise last time, and I have some real concerns about employee morale.” SEN. DWIGHT COOK, DISTRICT 34
A: “The legacy fund earnings, principal and interest, protecting that or funding a good purpose for that money — that’s going to be a big issue I think. I would say that infrastructure funding is going to be a very big issue that’s going to be discussed. And I would say oil tax revenue shared between MHA Nation and the state will be a big issue.” SEN. DIANE LARSON, DISTRICT 30
A: “One of them is obviously budget. That’s a big thing every single session. That even comes down to the end is working on the right ways to spend the budget. I would think this particular sessions we would spend some time talking about the plan that was rolled out earlier that Sen. Rich Wardner called the “Prairie Dog” legislation that would give more infrastructure funding to the Bismarck area as well as throughout the state. That is a topic that I think would probably take up a lot of time from the beginning to the middle to the end of the session.
REP. MIKE NATHE, DISTRICT 30
A: “I think the top three will be addressing the workforce needs that we have in this state. It has become an even more dire situation that we find more workforce. I think what we do with the legacy fund will be one of the other top priorities. And I think another one will be addressing infrastructure needs in North Dakota.
1. “The workforce topic has been a big issue for several years now. We have a huge desire to bring in new people. It’s going to be a combination, I think, of working with the legislature, working with the private sector to help fill those workforce needs, and I think it’s going to take a lot of work and a lot of discussion. 2. “As far as the legacy fund, there is going to be a lot of debate on what to do with the earnings of the legacy fund and how to invest it back into the state of North Dakota. What we invest it in is going to be up for debate, but I think that is going to be one of the hot topics. 3. “I’m part of that infrastructure bill that we rolled out in July. We have tens of billions of dollars of infrastructure needs over the next 10-20 years. That needs to be addressed. I think that is going to be one of the very top priorities for the legislature. It is our desire that we get the infrastructure bill passed through the legislature in the first half of the session, because the need is so great.”
“The second thing is behavioral health issues. Behavioral health includes both mental health and addiction. The opioid crisis and all of those things I think we will certainly be talking about a lot of mental health issues. To be able to get more providers, I would guess we will be talking about reciprocity issues with other states. I think we will also be talking about trying to reduce the prison population and all of those thing trying to reduce behavioral health issues. “Workforce shortage does involve more than just behavioral health. I think that sounds like another one we will spend some time on. I think again that will be reciprocity issues. We have heard over and over again that people move into start for one spouse, and then the other spouse can’t have their licensure accepted here.” Chamber Connection | 9

MEMBER PROFILE Featuring Dr. Michael Maier Q: Tell us about yourself and your role within the organization. A: I grew up in Bismarck, attending Century High and took an advanced placement biology class. Part of the requirement for this class was to job shadow health care professionals. I had the opportunity to job shadow an orthopedist, otolaryngologist, neurosurgeon, oral and maxillofacial surgeon and a general dentist. Dentistry separated itself from these other professions as it was the only one where a patient and their doctor had developed a unique personal relationship. When I witnessed these interactions, I knew this was the profession I desired to pursue. After graduating from high school, I received a bachelors degree in biology with a minor in chemistry from the University of North Dakota. Continuing my education, I attended the University of Minnesota’s School of Dentistry, receiving my Doctorate of Dental Surgery degree. Following dental school, I was excited to move back to my hometown of Bismarck. Being in North Dakota allows me to pursue the thing most - spending time with my wife (Lacey) and kids (Braden and Brielle.) 10 | Chamber Connection
DENTAL ASSOCIATES, INC. I’m fortunate to be able to raise my family in the same environment where my own life was cultivated. Additionally, I enjoy outdoor activities including grilling, triathlons, snow and water skiing.
I have been practicing dentistry in Mandan since 2011 and became a managing partner of Dental Associates in 2012. Each of the partners at Dental Associates has fallen into different management roles. Dr. Malaktaris has been practicing dentistry for over 40 year and has been a great mentor. Dr. Duckwitz tends to do more with the financial side of Dental Associates. That leave me as the IT/ technology guru. Q: Briefly tell us the history of Dental Associates, Inc. A: Dental Associates was started in 1973 by Dr. Don Moam and Dr. Thomas Lengowski. A year later, Dr. John Grunseth joined the practice. All three of the founding dentists have since retired and have been replaced by Dr. Anthony Malaktaris, Dr. Nicole Duckwitz and myself, Dr. Michael Maier. The dentists may have changed at Dental Associates of Mandan but the commitment to quality dentistry and the community remains the same.
www.bismarckmandan.com Q: How has the growth of Bismarck-Mandan impacted Dental Associates, Inc.? A: When Western North Dakota was experiencing an oil boom, Dental Associates tended to see more emergency patients who worked in the oil field. With our ease of scheduling, we made every effort to get patients scheduled as quickly who are in pain. Because our practice has three dentists and five hygienists, we are able to treat patients in a timely manner and are also able to accommodate the growing communities of Mandan, Bismarck and surrounding areas. Q: What industry trends are taking place? A: Currently there is a major shift towards digital dentistry. We have been embracing these digital trends. Some of the top tier technology that Dental Associates offers includes chair side scanner and mill (better known as Same Day Crowns), 3D printer and lab scanner.
Q: Dental Associates, Inc. became a member in 1976, why do you continue to renew each year? A: The Bismarck-Mandan Chamber of Commerce advocates for small businesses in the Bismarck-Mandan area. It allows business owners to network and collaborate. Q: What should Chamber members know about Dental Associates, Inc. that may assist them? A: New patients are always welcome and we accept most major dental insurances. Our knowledgeable doctors and friendly staff make for a comfortable dental experience. We understand that the dental office is not everyone’s favorite place to visit; however our commitment is to make every visit a comfortable experience. We believe that patients and doctors form a partnership because we care not only for your dental health, but also for you as an individual.
The chair side scanner allows us to scan a patients mouth and fabricate a crown in a single appointment without the use of messy impression material. Patients that have been cursed with terrible gag reflexes really appreciate this new technology.
With the lab scanner and 3D printer, we are able to design dentures, night guards, surgical guides for dental implants and other appliances. Because of this technology, Dental Associates can fabricate these items in house. Patients can receive their appliances faster, thus speeding treatment time. Additionally, because the dentists are more intimately overlooking the fabrication of these appliances, the quality is exceptional. In other words, Dental Associates digital technology allows more control and better predictability with an expedited time frame over the design of dental appliances. Q: What does the future of Dental Associates, Inc. look like and the industry as a whole look like to you? A: Dental Associates strives to continue to be at the forefront of advances in dentistry. This is currently exemplified in our investments into digital dentistry. Similar to the progression of the cellular phone, digital dentistry is changing the way dentistry is practiced and Dental Associates is committed to change with it. Future technology and software for designing and manufacturing dental prosthetics will continue to evolve. Better software and materials will further reduce the among of time and number appointments required while increasing accuracy, aesthetics and speed.

RESTRUCTURE PROCESS:
SUPPORT OF OUR COMMUNITY’S ENTREPRENEURS
One of the core tenets of economic development is entrepreneurial development and both the BMDA and Chamber’s Strategic Plans identify the support of our community’s entrepreneurs as a priority.
The BMDA’s approach to entrepreneurial development has been to serve as a feeder rather than a leader meaning we support entrepreneurs in their efforts their businesses rather than dictate to them how they should do so. We do so by first supporting & sponsoring events that bring entrepreneurs together such as those organized by Start Bismarck or Mandan’s Economic Opportunity & Prosperity (EOP) Committee Business StartUp 101 in hopes those events will spur economic activity. If an entrepreneur has a specific need, perhaps finance or real estate related, that is when we’ll step in and actively assist. The Chamber’s approach has been to both supporting and encouraging has been broader. Most notably, the Chamber facilitates the Lemonade Day Program by which we attempt to encourage entrepreneurship in our community’s youth by setting up and operating their first business; a lemonade stand. That program has seen tremendous growth going from 360 participants in 2017 to 556 this year. Additionally, the Chamber uses it’s wider reach and multiple communication channels to promote those entrepreneurial members growing their businesses right here in Bismarck-Mandan.
However, there are still barriers to entrepreneurial development such as an unorganized resource network and a general lack of support in the community. As one organization, we believe that we can address those concerns better than we have in the past. More specifically, we aim to do that by the following: 1. Continue to support events that bring together our community’s entrepreneurs in hopes that will spur even more entrepreneurial activity. 2. Reduce the confusion of knowing where to seek entrepreneurial support by having one business community organization instead of two.
3. Utilize the larger, combined reach and means of communications of one organization to promote our community’s entrepreneurs. Update on the Restructure Process In a recent vote, both BMDA and Chamber Memberships voted overwhelmingly to approve the proposed merger. In addition, the Attorney General’s Office has approved the merger as well and it appears as though we are on our way to fulfilling all the legal requirements of the proposed merger. AG. COMMITTEE CELEBRATES HARVEST WITH ANNUAL MIXER Despite the winterish weather, in honor of the annual harvest The Chamber’s Agricultural Committee invited all Chamber members to Open Road Honda in Mandan to enjoy food, music, and prizes as we learned about our pivotal agricultural industry from the committee’s Ag. Awareness Guest speaker Dr. Greg Lardy.
Industry as well as some of the endeavors NDSU has ahead. Though the snow fell outside, symbolizing the end of this year’s hard work in the field, Dr. Lardy assured that the work was not done, and that this winter and fall could bring big things to North Dakota through the upcoming Legislative Session.

BSC TO BECOME NORTH DAKOTA’S FIRST POLYTECHNIC INSTITUTION North Dakota’s State Board of Higher Education (SBHE) has given Bismarck State College (BSC) permission to pursue a new mission as a polytechnic institution that offers bachelor of applied science (BAS) degrees while maintaining the college’s current certificate, diploma, and associate degree offerings. As a four-year technical degree, a BAS is a building block to two-year technical degrees allowing graduates to advance in technical careers. BSC already coordinates with Dickinson State University, Minot State University and Valley City State University to offer a number of bachelor of arts and science degrees on the BSC campus. As a polytechnic institution, BSC will be able to offer additional highly affordable advanced degrees to students on campus and online, according to BSC President Dr. Larry C. Skogen. And affordability is one of the community college fundamentals that BSC will continue to be grounded in.

“This change means we can be more nimble in support of business and industry, but we will always maintain the spirit of a community college – a spirit of accessibility and affordability that has benefitted students since 1939,” he says. Skogen and his leadership team have explored the potential of becoming a polytechnic institution over the past few years as industry requests for advanced training have increased. BSC currently has approval from the SBHE to offer three BAS degrees -- in Energy Management, Cybersecurity and Geomatics. “It’s the support of industry that has allowed us to stand up the BAS degrees currently in play,” Skogen notes. “We are grateful to them, and expect that need will remain even after our mission changes.” BSC began offering a BAS in Energy Management in 2007. To date, 474 students have graduated from the program. A BAS in Cybersecurity and Information Technology will launch in the fall of 2019 (pending Higher Learning Commission (HLC) approval) thanks to $1.85 million in support from industry. The third BAS, in Geomatics has not moved forward due to a lack of funding. Skogen notes that industry leaders have asked BSC to look into a BAS in Instrumentation & Control, and North Dakota University System Chancellor Mark Hagerott has directed BSC to develop BAS in Manufacturing over the next few years. Should BSC become a polytechnic institution, the process for offering BAS degrees will be significantly streamlined. BSC Vice President for Academic Affairs Dr. Dan Leingang, will lead the next steps for the college – applying to HLC for accreditation as a polytechnic institution. Leingang expects that application and review process to take approximately one year.

The North Dakota State Library awarded the Bismarck Veterans Memorial Public Library the 2018 North Dakota Star Library Award for going above and beyond with the service they provide to their community. Bismarck Veterans Memorial Public Library was compared to other libraries in North Dakota with similar operating expenditures and population. They ranked in the top three libraries of their category. The awards were given based on circulation of collection, hours open to the public, program attendance, combined computer and Wi-Fi usage, and the percentage of North Dakota Library Coordinating Council Standards for Public Libraries met.
BISMARCK PARKS AND RECREATION DISTRICT EARNS NATIONAL ACCREDITATION
Bismarck Parks and Recreation District (BPRD) joins the ranks of elite park and recreation agencies across the country by earning accreditation through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and the National Recreation and Park Association (NRPA). This distinguished accomplishment was awarded during the 2018 NRPA Annual Conference in Indianapolis, Indiana. CAPRA accreditation is the only national accreditation for park and recreation agencies and is a measure of an agency’s overall quality of operation, management and service to the community. This mark of distinction indicates that an agency has met rigorous standards related to the management and administration of lands, facilities, resources, programs, safety and services. As part of the accreditation process, BPRD had to demonstrate compliance with 151 recognized standards and document all policies and procedures, all of which translate into higher quality service and operation to benefit the community. “There are over 12,000 park and recreation agencies in the country, and only 178 are accredited. Bismarck Parks and Recreation District is very proud of this distinction, and shares this honor with the citizens of Bismarck,” said Randy Bina, BPRD Executive Director. The process of accreditation is extensive, and involves a formal application, self-assessments, a site visit by a team of trained visitors that results in a written report, and a hearing with the commission to grant accreditation. Once accredited, the agency must uphold the standards by submitting an annual report and is reviewed again in five years. BPRD was first accredited in 2008 and was reaccredited in 2013. BPRD was the first and remains the only accredited park and recreation agency in North Dakota. TIME AND ALLY FINANCIAL HONOR BISMARCK DEALER The nomination of Jesse Peterson, president of Eide Chrysler Dodge Jeep Ram in Bismarck, North Dakota, for the 2019 TIME Dealer of the Year award was announced today by TIME.
Peterson is one of a select group of 51 dealer nominees from across the country who will be honored at the 102nd annual National Automobile Dealers Association (NADA) Show in San Francisco on January 25, 2019. The announcement of this year’s 50th annual award was made by Jorg Stratmann, publisher, TIME, and Doug Timmerman, president of Auto Finance for Ally Financial. The TIME Dealer of the Year award is one of the automobile industry’s most prestigious and highly coveted honors. Recipients are among the nation’s most successful auto dealers who also demonstrate a longstanding commitment to community service.
Peterson, 39, was chosen to represent the Automobile Dealers Association of North Dakota in the national competition – one of only 51 auto dealers nominated for the 50th annual award from more than 16,000 nationwide.
Dealers are nominated by the executives of state and metro dealer associations around the country. The award is sponsored by TIME in association with Ally Financial, and in cooperation with NADA. A panel of faculty members from the Tauber Institute for Global Operations at the University of Michigan will select one finalist from each of the four NADA regions and one national Dealer of the Year. Three finalists will receive an additional $5,000 for their favorite charities and the winner will receive an additional $10,000 to give to charity. Peterson was nominated for the TIME Dealer of the Year award by Matthew C. Larsgaard, president and CEO of the Automobile Dealers Association of North Dakota. He and his wife, Kristen, have two children.

Goldsbury was appointed to the role of president in 2008 to help oversee Bobcat Company’s transition from Ingersoll Rand to Doosan.
