Stormwater Enterprise Fund Proposed

T

his summer was one of the wettest historically in Blacksburg. Some rain is good for gardens and flowerbeds, the runoff from the rain is another story. Runoff, also known as stormwater, is the number one source of surface water pollution in the United States. In Blacksburg, stormwater flows into the New River, the Town’s source of drinking water and a place for recreation. Over the years the Town of Blacksburg has been proactive in managing stormwater issues, but new state and federal mandated regulations are requiring more resources. The Town is required to comply with these regulations by controlling both the quality and quantity of stormwater run off and maintaining water quality of streams. The added cost of enforcing the new stormwater regulations is left to the localities, and that is a rapidly growing expense. Last year, Town Council appointed the Stormwater Stakeholders Advisory Group (SSAG) and tasked them with developing a recommendation for addressing the mandated stormwater requirements. After a great deal of research and analysis, the SSAG is proposing a Stormwater Enterprise Fund to pay for these activities and programs within the Town. The fund is in the proposal stage and no public

hearing or a Town Council vote has been scheduled. The SSAG recommends a proposed $6 per month fee, based on 3300 square feet of hard surface. For home owners, that would be $6 a month addition to the utility bill. All other uses would be charged $6 monthly for every 3300 square feet of hard surface per parcel. Join the Town for a Stormwater Enterprise Fund Open House on September 11 and 12, 5-8 pm at the Blacksburg Community Center, 725 Patrick Henry Drive. Additional opportunities for comment will be available during the fall at the community meetings, Town Council meetings, and public hearing. The proposed effective date for the Stormwater Enterprise Fund is January 1, 2015. 100 Gig and Wifi Service To Transform Business Downtown Imagine leaving the chaos of

the office by heading downtown to work remotely on Henderson Lawn; or holding an important online meeting with a client while sitting on a bench at Market Square Park. This will soon be possible due to a partnership between the Town of Blacksburg, local technology firm TechPad, and a number of generous donors.

Bob Summers, Founder and Director of TechPad launched a campaign in the spring to raise money for a One Gigabyte project which would bring internet speeds 100 times faster than anything available in this region and free public wifi to downtown Blacksburg. The initial coverage area would be Main Street from Henderson Lawn to Clay Street and two blocks to the east and west. $85,000 was needed for startup costs and one year of service. In just one month, $92,400 was donated from all over the country, but most came from the Blacksburg community. Working with partners the Town of Blacksburg, Modea, VPT, G3 Systems, Montgomery County, The Hill Companies, Cisco Systems and NewCity Media, the project will be funded for the next few years. The network will be supported long term by new funding sources which include corporate users of the network. “Right now it’s a pilot network and as it matures transformational pricing for downtown businesses will be established,” said Summers. Summers has also received funding from US Ignite, a White House initiative which aims to realize the potential of fast, open, next-generation networks by facilitating a national high-speed broadband test bed for development and deployment of ultra-fast broadband applications. Blacksburg’s participation in the US Ignite initiative is being led by Blacksburg Town Manager Marc Verniel and Scott Midkiff, vice president of information technology at Virginia Tech, with support and interest from Blacksburg’s community of IT entrepreneurs and start-ups. “This project will help fuel the economy in Blacksburg,” said Summers. The availability of super high speeds will improve workflow for downtown employees by allowing faster uploads, downloads, credit card transactions and more. This means employees are more productive since they are spending more time working and less time waiting. Festival vendors at events like Steppin’ Out will even have the ability to do credit card transactions more efficiently. At this past Steppin’ Out, the wifi network was beta tested, and over 400 people connected seamlessly. Free downtown wireless will be available to the public by the end of October. New Program Encourages Residents to Speak Up!

G

ot a great idea that you think would benefit the town? Want to share it with

others? Then Speak Up Blacksburg!

Speak Up Blacksburg is an online forum allowing users to share their great ideas with the Town. Think of it as an online suggestion box. Within a few clicks, residents can easily offer suggestions on how to improve the way the Town does business. Users can suggest a service improvement, a policy change, a long range planning idea or provide other recommendations through the site. The site also allows them to conveniently participate in online discussion forums and surveys posted by the Town. For instance, members of the community can currently weigh in on a discussion about events and programs or participate in a forum about retail and dining options. The ideas and other feedback contributed on this website will go directly to policy makers and departmental leadership. Here’s how it works: Step One

Set up an account so you can post an idea and then track its progress. Step Two

Post your idea and then share it with your social media networks if you want to encourage others to support it. Step Three

Follow the status of your idea online and stay involved. Once posted, the user will receive a confirmation email acknowledging the post. From that point ideas will be monitored for additional comments and expressions of support from others. “Speak Up Blacksburg is one of many ways citizens can share their views and truly engage with the Town,” said Town Manager Marc Verniel. “We’re looking forward to the increased interaction this application will offer between the Town and our residents.” So Speak Up Blacksburg! Alexander Black House “Found” Items

W

hile working on the Alexander Black House, restoration crews found some items from the early 20th century.

This is a switch Alexander Black had under the table where he sat. As food would start to get low, he would use his foot to turn on the switch which would activate a buzzer in the kitchen. Kitchen staff would hear the buzzer and bring food out to the table.

This bowl is a bit of a mystery. While removing sheathing from the front of the house, workers found this item. If you know what it is, email info@blacksburghistory.org.

Blacksburg Police Go Pink for Cure

P

ink is the new blue for the Blacksburg Police Department. For the month of October, police officers will replace their blue patches with pink ones in support of breast cancer awareness. “Breast cancer has hit home to a lot of us in the police department,” said Blacksburg Police Chief Kim Crannis. “It is something we felt we needed to do to help fight this killer disease.” Blacksburg will also join Christiansburg, Montgomery County, and Virginia Tech Police Departments in taking the campaign on the road by adding a pink patrol car to its permanent fleet. The Blacksburg car will be revealed October 1 at the police department on Clay Street. After October, the breast cancer patches will go on sale to the public for $10 each. Patches can be purchased Monday through Friday, 8am – 5 pm, at the Blacksburg Police Department. All proceeds benefit Susan G. Komen for the Cure.

Children will learn to build circuits and robots in an engaging, hands-on class designed to develop science and technology skills. Class uses Snap Circuits jr, BeeBot turtle robot, and programmable LEGO® WeDo Robotics.

WOW LEGO ROBOTICS

Create and command robots that walk, talk, think and do anything with LEGO® WeDo and Mindstorms. There are step-by-step 3D building instructions to create different robots and bring them to life.

WOW FUNKY PHYSICS

Fun is the operative word in this awesome class. Introduces children to a variety of physics with hands on projects and experiments including building and testing: vehicles, straw rockets, paper airplanes and more.

WOW ENGINEERING UNLIMITED

STEM survey class will use a variety of awesome building materials including LEGOs, Engino, CitiBocks and more. Kids will build a variety of projects from motorized machines to bridges – a different theme in each class.

Sign up for this treetop adventure course at the Mountain Lake Conservancy designed for the novice yet adventure seeker at heart. Those ages 14 or under wishing to participate on the adult course must be accompanied on the course by an adult. WALK-N-WINE BOTTOM CREEK GORGE

Private swim lessons are available for all ages and abilities. Instructors will develop a program which meets the goals, needs and schedules of students. Lessons are 30 minutes each and one hour lessons are available. Five 30 minute lessons $75. Ten 30 minute lessons $140.

SEMI-PRIVATE SWIM LESSONS

Semi-private swim lessons are for two to three participants. Clients must form groups of similar ages and/or ability levels. Days and times are arranged per participant’s schedule. Lessons are 30 minutes each. Five 30 minute lessons $40 per person. Ten 30 minute lessons $70 per person.

RED CROSS COMMUNITY SAFETY PROGRAMS ADULT, CHILD, & INFANT CPR/AED

Learn to respond in an emergency situation with skills that can save a life. Skills include caring for conscious and unconscious choking victims, CPR and use of automated external defibrillator (AED) for sudden cardiac arrest.

BABYSITTER’S TRAINING

Learn to care for children and infants, be a good leader and role model, make good decisions, solve problems, keep children safe, and handle emergencies such as injuries, illnesses and household accidents. Please bring lunch.

FIRST AID

To teach lay responders the knowledge and skills necessary to give care in an emergency, help sustain life and minimize the consequences of injury or sudden illness until medical help arrives.

The Senior Center has a wheelchair accessible bus with room to carry assistive devices. Staff is unable to personally assist individuals beyond loading and unloading the vehicle; therefore, we require a caretaker or aide to accompany those with special needs.

IMPORTANT TRIP INFORMATION

Vans will be available to load no earlier than 30 minutes prior to departure unless otherwise specified in the trip description. Please arrive at least 15 minutes prior to departure. It is difficult to find the perfect temperature for every participant on the bus. It is suggested those who are cold-natured bring sweater/coats and warm-natured dress in layers. Staff is happy to make adjustments to the temperature but safety is the primary concern. Let the driver know at a time when he is not distracted about any temperature adjustments.
