Parking Smarter Smart meters and pay stations bring parking downtown into the 21st century.

Y

ou don’t have to

scrounge around for loose change to park downtown anymore. Newly installed smart meters and pay stations in downtown Blacksburg still accept change but they also take credit and debit cards. “The most convenient parking downtown is designed for people who are shopping and eating out,” Matt Hanratty, Blacksburg’s housing and neighborhood services manager, said. It can be a struggle to find convenient parking downtown. In 2013, a study of parking habits found that there are two peak parking times for downtown Blacksburg—one at lunch, and one at dinner time. The study also found that some drivers monopolized spaces for more than five hours. Downtown parking rates have increased to a dollar an hour to help pay for the new technology, and more importantly, to encourage parking turnover. Parking time limits—two hours for on street parking and four hours for the lots on Church and What you need to know Progress Streets—will be enforced. Meters “The new meters allow for $1 per hour better turnover of our downtown Two hour limit parking spaces,” Hanratty said. Pay by coins or credit/debit card With the rate changes and Pay stations $1 per hour enforcement, he adds, “there’s a better likelihood that you will be Two hour limit at Market Square Park and on College Avenue; four hour limit at able to find a space. Cooperation in Business Blacksburg businesses find success when they support each other

M

erchant associations were

common in the eras before shopping malls, when businesses might join forces to decorate for the holidays or coordinate hours. Today, merchant organizations can be critical for small business owners without the power to compete with big chains. In Blacksburg, three merchant organizations—Downtown Blacksburg, Inc., the South Main Merchant Association, and the University City Boulevard Merchant Association—are finding strength in numbers. All three groups have similar goals—to promote local businesses, to support one another, and to strengthen the town’s vibrant merchant community. “There is a large diversity of businesses here, many of them minority and women owned,” said Blake Mutschler, who owns Fun-n-Games and is president of the University City Boulevard Merchant Association. His group has drawn crowds at several successful, family-oriented events at the University Mall. “We’d like to launch an event on the eastern side of the street,” Mutschler said, as the mall only represents a fraction of the street’s businesses.” Downtown Blacksburg, Inc, is the oldest merchant association in town, and first came together to bring about what we now know and love as Steppin’ Out. “We’d like to have a full downtown, and we’re nearly there,” said Laureen Blakemore, director of Downtown Blacksburg, Inc., and owner of Uncommonly Gifted. “It is important to support the businesspeople who live here and keep the downtown vital,” she said. Paula Bolte is current president of the South Main Merchant Association and owns Annie Kay’s and Imaginations Toy Store. “Our goal is to work with all groups in town. We want to get to know our neighbors and cheer for Blacksburg,” she said. Bolte attributes Blacksburg’s unique mix of residents and visitors for helping make local businesses successful. “We have an amazing community that supports small business,” Bolte said.

The Parks and Recreation department has a wheelchair accessible bus with room to carry assistive devices. Staff is unable to personally assist individuals beyond loading and unloading the vehicle; therefore, we require a caretaker or aide to accompany those with special needs.

IMPORTANT TRIP INFORMATION

Vans will be available to load no earlier than 30 minutes prior to departure unless otherwise specified in the trip description. Please arrive at least 15 minutes prior to departure. It is difficult to find the perfect temperature for every participant on the bus. We suggest those who are cold-natured bring sweater/coats and warm-natured dress in layers. We are happy to make adjustments to the temperature but safety is our primary concern. Let the driver know at a time when he is not distracted about any temperature adjustments.
