There’s a (Parking) Place for Us

O

ne sunny Wednesday last September, a team of student volunteers and town employees met in Blacksburg with one purpose—to count the cars parked in downtown’s 1600 parking spaces. From 8 am to 10 pm, they recorded the occupancy and turnover of the parking spaces. Their study made several observations. First, downtown Blacksburg has two peak occupancy times—at lunchtime, between 11 am and noon, and again at dinnertime, between 6 and 7 pm. Second, many cars occupy a space in excess of five hours, which limits turnover in critical parking spaces intended for downtown patrons. Finally, while many of the spaces are occupied in the core of downtown, parking is still available at any time of the day, although it may not be in a preferred location. With the results of the study in hand, the town is now taking steps to manage parking more efficiently. “Blacksburg’s parking is really inexpensive for a community of our size with a vibrant downtown,” Matt Hanratty, the town’s housing and neighborhood services manager, said. “We need to keep turnover happening so more people can find parking and enjoy downtown.” Changes will be phased in over the next eighteen months, beginning with adding more motorcycle and handicapped spaces. “We want to do this slowly and steadily so residents and visitors can gradually adjust to the changes,” Hanratty said.

Old coin meters will be replaced with smart meters and pay stations. “This way you have more options to pay. You can still use coins, but also credit, debit, or phone app,” Hanratty said. The new meter systems will help increase turnover, stop meter feeding, and offer more convenient pay options for parkers. Overall, the cost of parking will increase slightly to pay for new technology and conveniences, but it will also set the stage for future parking needs in downtown. In addition to these changes, the town has purchased a former restaurant building in the Progress Street parking lot. Plans are to use this land for additional parking facilities; however, specifics for the project are still in the preliminary stages. Once these initial changes are implemented, the town will evaluate next steps. “As the downtown evolves and grows, it’s important that we proactively manage our parking needs,” Hanratty said.

So Much to Celebrate Festivals Bring Blacksburg Community Together “When you’re downtown, you’re always going to bump into a friend,” said Laureen Blakemore, who heads Downtown Blacksburg, Inc, the host of many of Blacksburg’s events, including Steppin Out and the Summer Solstice Fest. “We hope these events will get people connected,” she adds, “to one another, to local businesses, and to the community.” In its 34 years, Steppin Out has become a Blacksburg institution, and has inspired many other events with different focuses. “We started the Solstice Fest in 2007 as community fun day, and it features non-profits and activities,” Blakemore said. “Festivals are economic drivers,” said Diane Akers, president of the Blacksburg Partnership, which organizes Fork and Cork, Brew Do, and a new event, the Virginia Cheese Festival, coming in June 2015. “They give us an opportunity to showcase the wonderful attributes of our community and create a strong sense of belonging,” Akers said. “Every year our festivals get better and better,” Akers said, “and we want to grow our events responsibly.” Blakemore adds, “Summer Solstice was the first green event in Southwest Virginia. We’ve been excited that most of our events and activities have a green designation.” On October 4, Blacksburg will host another new event, the Virginia Science Festival, the first of a week of science-centered activities held across the state. “Being able to use the Drill Field, Moss Arts Center, and College Avenue makes for a great venue for the kind of kickoff we’re hoping to have,” Michael Hemphill, spokesperson for the Southwest Virginia Science Museum, said. The Best Job in Blacksburg

N

o day is typical for Wayne Garst, or as many in Blacksburg call him, firefighter Wayne. “I have one of the best jobs in town,” Garst said. “It is serious, and sometimes dangerous. But we ride in a fire truck every day.”

A Blacksburg native, Garst was first recruited to become a volunteer firefighter by a neighbor. “I thought I’d do it for a year or two,” he said. “I’ve been doing it for 29 years, and still learn things all the time.” In 2007, Garst’s job was reclassified to be both a firefighter and fire code official, so he performs inspections of commercial properties in town as well. “I think we’re making a difference,” Garst said. “Fires are down, and we investigate problems so they don’t happen again.” Outreach is one of his favorite parts of the job, and Garst especially enjoys working with children. “I try to prevent fires so we don’t have to put them out,” he said. When kids visit the fire station on field trips, he has a teacher or parent dress up in fire gear so the kids won’t be scared if they were ever to encounter a firefighter in an emergency situation. “We want to create a bond between the firefighter and the kids,” Garst said. His soft-spoken voice may resonate with kids, but is in contrast with his side business as an auctioneer for Garst Auctions. In his free time, Garst spends time with his teenage daughters. One of his daughters talked him into putting in a garden for the first time this summer. “My dad always had one,” Garst said. “Now I’ve got squash, zucchini, and cucumbers too.” Look for Wayne cruising the town in a fire engine during the week, and give a wave to the guy with the best job in Blacksburg.

The Last Piece in Place

T

hanks to a grant, good timing, and cooperation, the last piece of the Huckleberry Trail in Blacksburg will be completed by 2016. The last section of the Huckleberry Trail in Blacksburg will be finished by summer 2016, thanks to a grant and the good timing of an improvement project on Glade Road, which provided hundreds of dump trucks of fill dirt to help construct the trail. This portion of the Huckleberry will be 3,420 feet—about .6 miles, and will connect the trail from Prices Fork Road to Linwood Lane. Another small section will be built to connect the entire trail to Heritage Park. This new section crosses some wetlands, so part of the trail will be built as a boardwalk. “This provides a new experience for trail users, as no other sections of the Huckleberry are boardwalk,” Dean Crane, Parks and Recreation department director, said. “We don’t want to disturb the natural environment, so the boardwalk will be supported by a system of piers designed not to impact the wetlands,” Randy Formica, construction engineer with the town of Blacksburg, said. The project is supported in part by a Virginia Recreational Trails Program grant, which is funded by the Federal Highway Administration and the Virginia Department of Conservation and Recreation. The grant provides matching funds to create recreational trails, and requires a thorough environmental analysis. “This project marks the completion of a linear park, where you can skate, run, walk or bicycle,” Dean Crane said. “Upon completion, the Huckleberry Trail will be over ten miles long, stretching from downtown Christiansburg to the Jefferson National Forest,” Bill Ellenbogen, president of the Friends of the Huckleberry, said. “It should be a treat for all who wish to use it.”

DAYCARE, SCHOOLS AND OTHER GROUPS Groups planning to bring 10 or more swimmers during recreational swim hours are asked to schedule with the Aquatic Center at least one week in advance. Groups with children under the age of 10 are to have one adult supervising in the water, per eight children. CHILD SUPERVISION A supervising adult must be in the facility for children ages 6-13. Children 12 and younger must be accompanied and supervised by an adult. Children five and younger must be supervised by a paying, swimming adult in the pool and locker rooms and must be with arm’s reach at all times. Children over the age of three may not use the opposite gender locker room. The family changing room is available for parents with children over the age of three. POOL RENTALS All pool facility rentals are for two hours and must be made at least one week in advance to ensure adequate staffing LOBBY RENTAL Lobby rentals are available Saturdays 1-3pm or 4-6pm and Sundays 1:15-3:15pm or 3:45-5:45pm. Rentals include use of the lobby and pool admission for up to 15 people. The facility will remain open to the general public during lobby rentals.

Introductory rock climbing in West Virginia designed for the novice and intermediate climber. Trained climbing guides will provide you with the proper gear and instruction for an unforgettable experience. Instruction, equipment and transportation included.

WONDERS OF THE UNDERWORLD: INTRO TO CAVING

Experience total darkness. View unique cave formations such as stalactites, stalagmites, soda straws, and more. No experience is needed. All caving is in accordance to the Caving Protocols in Response to White-Nose Syndrome in Virginia.

WETLANDS WALK

Join David Darnell from the Virginia Native Plant Society and former wetland delineation specialist as we explore the Mt. Lake area in search of spruce bogs. David will also highlight other plant species commonly found around the area.

OUTDOOR PROGRAMS FALL FOLIAGE FLOAT ON THE JAMES

Canoe down the James River enjoying the beautiful colors and sounds of fall. This section of river provides relatively easy paddling with occasional fast moving riffles. Guides will provide you with a safety talk and a lesson.

SCENIC CANOE TOUR OF THE NEW

What better way to welcome in the fall season then paddling one of the most beautiful sections of the New River. Guides will provide you with a safety instruction and lesson on paddling fundamentals.

KAYAK SKILLS COURSE: INTRO TO KAYAKING

Ideal for the beginner to the advanced looking to fast track their learning curve or just get some pool time. Learn the fundamentals of the roll, bracing, and edge control. Equipment will be provided. Personal equipment welcome.

SUNSET KAYAK PADDLE

Relax and let the stress of the daily grind float away as you take in the peace and tranquility of the New River. Guides will provide you with equipment, safety talk, lesson on paddling fundamentals, and shuttle.

Water Aerobics Classes

M-F, 9-10am M & W, 7-8pm Conducted in deep and shallow water, the class will give you a total body workout with little or no impact. Class includes cardio, toning, and stretching. Participants should be comfortable in deep water. Flotation belts available.

Water Walking

Tu & Th, 1-2pm This low-impact, medium-intensity workout uses the natural resistance of the water to strengthen core muscles, increase balance, coordination and flexibility. Class takes place in the shallow end of the lap pool.

PRIVATE SWIM LESSONS

Private swim lessons are available for all ages and abilities. Instructors will develop a program which meets the goals, needs and schedules of students. Lessons are 30 minutes each and one hour lessons are available. Five 30 minute lessons $75. Ten 30 minute lessons $140.

TOTAL IMMERSION – PRIVATE INSTRUCTION

Five 30 minute lessons $150. Ten 30 minute lessons $275. Learn to move through the water more efficiently as you improve your skills, increase your speed and develop more confidence.

SEMI-PRIVATE SWIM LESSONS

Semi-private swim lessons are for two to three participants. Clients must form groups of similar ages and/or ability levels. Days and times are arranged per participant’s schedule. Lessons are 30 minutes each. Five 30 minute lessons $40 per person. Ten 30 minute lessons $70 per person. The Blacksburg Aquatic Center offers a full schedule of Group, Private and Semi-Private swim lessons, taught by employees of the facility. Outside organizations and individuals must adhere to our rental policy to provide instruction and coaching.

BABYSITTER’S TRAINING

Learn to care for children and infants, be a good leader and role model, make good decisions, solve problems, keep children safe, and handle emergencies such as injuries, illnesses and household accidents. Please bring lunch.

FIRST AID

To teach lay responders the knowledge and skills necessary to give care in an emergency, help sustain life and minimize the consequences of injury or sudden illness until medical help arrives.

LIFEGUARD TRAINING (15 + YEARS)

Lifeguard candidates will learn the skills and knowledge needed to prevent and respond to aquatic emergencies. Course content and activities prepare candidates to recognize and respond quickly and effectively to emergencies. Candidates must pass the following prerequisites: Swim 300 yards continuously using front crawl and breaststroke. Swim 20 yards using front crawl or breaststroke, surface dive 7-10 feet, retrieve a 10 lb object, return to the surface and swim 20 yards back to starting point with object and exit water without using a ladder or steps within one minute, 40 seconds. Tread water for two minutes without using hands Students must attend all class sessions, demonstrate competency in all required skills and activities, demonstrate competency in the three final skill scenarios and correctly answer 80% of the questions in the three sections of the final written exam. FITNESS CENTER PASSES

The Senior Fitness Center features treadmills, stationary bikes, elliptical trainers, weight machine, step machines and free weights. Five times pass $10; 30 times pass $35; 50 times pass $50. All passes are good for one year from date of purchase.

FITNESS CENTER ORIENTATION

After purchasing a pass for the fitness center, staff can provide general instruction on the proper use of the fitness center equipment. Once registered for the orientation, staff will set up an appointment. For exercise beginners or those with specific needs, try the Personal Training program with a certified trainer. PERSONAL TRAINING

Vans will be available to load no earlier than 30 minutes prior to departure unless otherwise specified in the trip description. Please arrive at least 15 minutes prior to departure. Your comfort is important to us, however, it is difficult to find the perfect temperature for every participant on the bus. We suggest cold natured bring sweater/coats and warm blooded dress in layers. We are happy to make adjustments to the temperature but don’t know unless you tell us. Please keep in mind that your safety is our primary concern so let the driver know at a time when he is not distracted while driving.

STORMWATER UTILITY FEE TO GO INTO EFFECT JANUARY Over the years the Town of Blacksburg has been proactive in managing stormwater issues, but new state and federal mandated regulations are requiring more resources. Earlier this year, Town Council adopted a Stormwater Utility to go into effect January 2015. This utility will preserve water quality in streams and waterways, keep the stormwater system operating as designed, and improve local and regional drainage problems. For a residence, the fee will be $6 per unit. For non-residential properties it will be charged by total area of hard surface on the property. Credits will be available and the credit program will be adopted this fall by Town Council.
