he Blacksburg Police Department has strong ties with local law enforcement agencies—including the Virginia Tech Police Department, Christiansburg Police Department, and the Montgomery County Sheriff ’s Office, as well as state and federal agencies. Together, the agencies have created a culture of good communication and collaboration. The Play’s the Thing New, state-of-the-art equipment to refresh the Hand-in-Hand Playground
T
he turrets, spires, and bridges of the Hand-in-Hand Playground have enchanted and entertained countless children. Now the playground is slated for a complete refurbishment that will update the playscape but retain the experience. Blacksburg donated the land for the Hand-in-Hand Playground and community members worked to raise funds for equipment. The playground first opened on October 4, 1992, but its wooden structures make upkeep a challenge. “It has been very difficult to replace broken features, and over time, some things have been removed altogether”, Dean Crane, parks and recreation director, said. The new playground equipment will be metal and plastic, which is sturdier and easier to maintain. The new design will ensure a unique experience, with features to delight children of all ages. Children of every ability will be able to explore the new playground. “Right now there are lots of barriers,” Crane said. “The park will be refurbished in a better, safer fashion that meets national standards of safety.” The playground will retain a section for younger children, designed for two-to five-year-olds, and older children, geared toward five-to twelve-year-olds. “We definitely want to include more swings,” said Crane. “That is an activity everyone enjoys.” Dedicated funds from the town will pay for the upgraded equipment, and the pickets honoring donors will remain. There is also room for expansion, if any groups wish to donate funds to extend the play experience. Public meetings held in the next few months will allow community members to learn more and provide input to help guide the new designs. Groups and individuals will also be able to volunteer during the construction phase next year.

Ensuring Accessibility Blacksburg’s new ADA committee will help provide oversight new town committee is dedicated to keeping Blacksburg accessible to Aeveryone. “The main objective is to start a dialog about being compliant
with federal Americans with Disabilities Act regulations,” Matt Stolte, Assistant Director of Public Works and appointed ADA coordinator for the town, said. The town has a grievance process that allows people to report accessibility issues and ensures that any reported issues are addressed in a timely fashion. Grievances can also be made through At Your Request at www.blacksburg.gov/ayr. Town building codes also help to make sure structures meet ADA standards for accessible design. Some accessibility modifications the town has already put in place include curb cuts and ramps standard in all street designs, grinding down concrete sidewalks that have cracked or risen, audio components at busy pedestrian street crossings, and BT Access and other mass transit services. The committee is comprised of town employees and local stakeholders. “The ADA regulation builds upon Blacksburg’s organizational commitment to foster an open and accessible community and government,” Stolte said. The town will also bring in a consultant to review current ADA compliance and make recommendations for long-range ADA planning. Ellen Braaten, professor emerita of architecture at Virginia Tech, serves as a citizen member of the committee. “We address the many issues that confront differently-abled individuals, and aim to find resolutions and take actions to remedy these issues,” she said. “This is a hands-on committee of individuals dedicated to make Blacksburg a special place for all its citizens.” The committee meets quarterly and welcomes input from the community. Another One Rides the Bus Blacksburg Transit boasts one of the highest ridership levels in the state, and Tom Fox, transit director, sees many opportunities in his new role.
“The staff at BT has a lot to offer,” said Tom Fox. Since beginning as transit director for BT, Fox has ridden every bus route and met one-on-one with every office employee. “At BT, we have a team-based mentality, and everyone has something to contribute.”
Before coming to Blacksburg, Fox worked at the Memphis Area Transit Authority for 25 years, most recently serving as deputy general manager. He started with BT in November 2015. One thing that surprises Fox most is BT’s ridership levels, which are the 6th highest in the state after localities in Northern Virginia, Richmond, and Hampton Roads. “There can be 50 people waiting for the bus at peak times,” Fox said. Fox would like to increase service to meet some of that demand. “Running

buses every ten minutes instead of every fifteen could be incredibly helpful,” he said. BT recently purchased two articulated buses that can carry more riders and he would like to make bus service more consistent throughout the year. “We’d like to offer more service in the summer and evenings so it can be available to more community riders,” Fox said.

Picnic shelter reservations may be made at the recreation office, 615 Patrick Henry Drive, Monday - Friday, 8am-5pm or by phone. The fee is non-refundable unless inclement weather prevents use on the day of reservation.

The Aquatic Center will be closed August 29-September 5 for annual maintenance and will reopen Tuesday, September 6. Daycares, Schools and Other Groups
Groups planning to bring 10 or more swimmers during recreational swim hours are asked to schedule with the Aquatic Center at least one week in advance whenever possible. Groups with children under the age of 10 are to have one adult supervising in the water, per eight children.
Child Supervision
Children five and younger must be supervised by a paying, swimming adult in the pool and locker room and must be within arm’s reach at all times. A supervising adult must be in the facility for children ages 6-13. Children over the age of three may not use the opposite gender locker room. The family changing room is available for parents with children over the age of three.
Pool Rentals
All pool facility rentals are for two hours and must be made at least one week in advance to ensure adequate staffing.
Lobby Rental
Lobby rentals are available Saturdays and Sundays 1:15-3:15pm or 3:45-5:45pm. Includes use of the BAC lobby and pool admission for up to 15 people. Semi-private swim lessons are for two to three participants. Clients must form groups of similar ages and/or ability Lifeguard candidates will learn the skills and knowledge needed to prevent and respond to aquatic emergencies. Course content and activities prepare candidates to recognize and respond quickly and effectively to emergencies. Candidates must pass the following prerequisites: • Swim 300 yards continuously using front crawl and breaststroke. • Swim 20 yards using front crawl or breaststroke, surface dive 7-10 feet, retrieve a 10 lb object, return to the surface and swim 20 yards back to starting point with object and exit water without using a ladder or steps within one minute, 40 seconds. • Tread water for two minutes without using hands Students must attend all class sessions, demonstrate competency in all required skills and activities, demonstrate competency in the three final skill scenarios and correctly answer 80% of the questions in the three sections of the final written exam. One of Blacksburg’s favorite events kicks off at 4:30 pm with Santa at the Lyric Theatre. Then walk over to Henderson Lawn by 5:30 for the tree lighting and music provided by Downtown Blacksburg, Inc. The festivities conclude with the annual Holiday Parade on Friday at 7pm in downtown (Rain date - Saturday, December 3, 1 pm).
