“They spend class time with their children,” she exclaims with a smile. With tunnels, slides, inflatables, balls, bubbles, and balance beams, her classes are a haven from everyday distractions. “We have done a tumble tots class with my younger son, and he loved all of the fun choices for climbing and jumping and moving his body,” Justine Brantley, a parent and town resident said. The Blacksburg Community Center offers several classes for the not-yet-in-school-set. In addition to Rossi’s physical education classes, Marci Craig teaches music and Pam Congrove teaches art. “A major reason people come is because the teachers are so wonderful,” Randy Hall, programs supervisor, said.

In every class, play is purposeful. Children work on small and large motor skills, coordination, memorization, and confidence. “It is a wonderful way for us to spend time together,” Brantley said. Classes are open for children of all abilities, with appropriate levels for toddlers to kindergarteners and mixed groups for siblings. “We try to meet the community’s needs, and always welcome suggestions and feedback,” Jack Leahy, community center supervisor, said. Many friendships are also formed, among both children and parents. “You run into the same people, in classes, at the library, or the pool, and you form a bond,” Renee Kuhlman, a parent and town resident, said. In the summer, Rossi offers several weeks of camps, partnering with preschool teacher Lori Moench. The camps differ from her regular class offerings because they don’t require parent involvement, and they reinforce some important school preparations--like sharing and following directions. With themed days, music, water play, special guests, and arts and crafts, the focus is always on fun. “I really love the kids,” Rossi said. “It is a pure joy to work with them.” About Town Town || www.blacksburg.gov www.blacksburg.gov 3 || About
Public Art Gets Hopping The 16 Frogs project will bring art and ecological awareness downtown
T
he gentle burbling of a creek is a pleasant sound to hear as you walk across … a parking lot in Downtown Blacksburg? “Water has always been important to Blacksburg,” Leslie HagerSmith, vice mayor and town council member, said. When William Black and his friends mapped out the town’s first 16 blocks, access to water was an important consideration. Years of agricultural and urban development have taken a toll on the health of the water system, and the streams are largely paved over, diverted into underground pipes. Now a series of bronze amphibians will help remind downtown visitors of the critical resource beneath their feet, and inspire people to think twice before tossing a cigarette or disposable cup on the ground. 16 Frogs will be a public art installation that will place bronze frog statues strategically throughout downtown following the waterway, sunk into pavement, along knee walls, on storm drains and on window sills. Frogs can be indicators of environmental stress, and the statues will be a springboard for educating the community about the town’s delicate ecosystem. Their placement will allow for fun activities, like geocache trails or scavenger hunts. “It’s easy to enjoy public art,” Hager-Smith said. “We want to make sure the town’s freshwater heritage is not lost forever,” Mike Rosenzweig, a biology instructor at Virginia Tech and co-founder of SEEDS, a nonprofit dedicated to environmental education, said. “These areas must remain for the ecological health of our streams, and the betterment of our community.”

Building a Stronger Neighborhood By empowering more owner occupied homes, Blacksburg seeks to strengthen the Progress Street/Bennett Hill neighborhood makes a neighborhood Wanhatexcellent place to live?
Sidewalks, green spaces, and treelined streets. Safe and easy access to work, school, and recreation. Homes treated with love and care. And, maybe more than anything else, great neighbors. The Progress Street/Bennett Wilson Avenue homes, a collaboration of the Town of Hill neighborhood - the area Blacksburg and Community Housing Partners between Progress Street, McDonald Street, McConkey Street, and Harding Avenue - encompasses many of those desirable qualities. But the neighborhood’s proximity to downtown and Virginia Tech has also made it a very lucrative market for student rentals. “The neighborhood has about 29 percent owner-occupied homes and 71 percent student rentals,” Matt Hanratty, assistant to the town manager, said. The large population of transient, college-aged renters brings a host of challenges for the neighborhood - like noise, parking, litter, and over occupancy. To help curtail these obstacles proactively, the town launched the Progress St./Bennett Hill Neighborhood Stabilization Project which will use federal Community Development Block Grant funds to identify, purchase, and rehabilitate homes to then sell. The project is collaboration between the town, a committee of residents and neighborhood stakeholders, and Community Housing Partners. The properties will be available for qualified buyers with lowto-moderate incomes and will have a price cap. The homes will also have a 99 year deed restriction, ensuring they will remain owner occupied and affordable. “Our town is committed to encouraging owner-occupants, especially families and professionals, to move to and invest in our downtown neighborhoods,” Mark Cherbaka, a neighborhood resident and committee member, said. “The long-term effect will strengthen and diversify downtown businesses and neighborhoods, making Blacksburg a better place to live and work for all residents.” For more information, please contact Matt Hanratty, mhanratty@blacksburg. gov or 540-951-4337.

Preserving a Legacy The Westview and Lee Street Cemeteries hold a key to the town’s past What do members of Blacksburg’s
founding family, a confederate spy, and numerous Virginia Tech luminaries have in common? They are laid to rest in Blacksburg’s Westview Cemetery. William Black donated a few acres for the purpose of creating a cemetery in 1832. At that time, the property between Roanoke Street and Harding Avenue was considered the far reaches of town. Like many public spaces in the South, the cemetery was segregated, and an adjacent property across Roanoke Street, the Lee Street Cemetery, served the black community. Today, both properties make up the Westview Cemetery. Blacksburg Public Works employees maintain the cemeteries’ upkeep, and a committee, including the mayor, town staff, representatives from local funeral homes, and residents, meets quarterly to address matters pertaining to the properties. The cemeteries are one of the first examples of park cemeteries, and today serve as a tranquil green space between Blacksburg’s bustling downtown and residential neighborhoods. Not merely a relic of the town’s past, the cemetery expanded in 2010. Currently there are more than 550 plots available for purchase, and 80 percent of proceeds go into a trust dedicated to the care of the property. Anyone can purchase a

plot, although town residents receive a reduced rate. In June, one of the final components of the cemeteries’ landscape improvement plan will open. A new reception and service building will provide shelter, storage, and restroom facilities for visitors. The town will hold a ribbon cutting for the facility this summer. LEE STREET CEMETERY Land was donated to trustees of the Blacksburg Colored Graveyard Association in 1909 At the time the property was overseen by the St. Paul A.M.E. Methodist Church and First Baptist Church In 1998 the land was formally deeded to the Town of Blacksburg The Lee Street Cemetery was never formally divided into plots, therefore with few exceptions, it is impossible to know who is buried there.

Picnic shelter reservations may be made at the recreation office, 615 Patrick Henry Drive, Monday - Friday, 8am-5pm or by phone. Shelter reservation times are 10am-3pm, 4pm - dark or for the entire day. Fees are $30 for half day period or $50/all day. The fee is non-refundable unless inclement weather prevents use on the day of reservation.

The pool closes fifteen minutes before the building.
Groups planning to bring 10 or more swimmers during recreational swim hours are asked to schedule with the Aquatic Center at least one week in advance whenever possible. Groups with children under the age of 10 are to have one adult supervising in the water, per eight children.
Child Supervision
Children five and younger must be supervised by a paying, swimming adult in the pool and locker room and must be within arm’s reach at all times. A supervising adult must be in the facility for children ages 6-13. Children over the age of three may not use the opposite gender locker room. The family changing room is available for parents with children over the age of three.

The Virginia Birding and Wildlife Trail is the first statewide trail system of its kind in the United States. Along this fascinating trail you will find the Heritage Community Park and Natural Area located in Blacksburg, VA. This unique park offers visitors over 169 acres of opportunity to visit and array of habitats including: open meadows, hedge rows, floodplains and marshes. A large diversity of birds, white tail deer, wild turkey, red fox, various reptiles and insects inhabit the park as well. Beginning in May, juniors, (17 and under), can sign up for an annual golf pass for just $250. Every Saturday, from 9-10am, from May through August, we will offer instruction to all our juniors.

Beginning on April 4, join us every Monday night through August for a 9-hole scramble. Teams are set up by the pro-shop so you will play with different people each week. We do our best to split up the really good players. Each week, we give away closest to the pin prizes and pro shop gift certificates. Call the proshop that morning to reserve your spot. The Senior Center has a wheelchair accessible bus with room to carry assistive devices. Staff is unable to personally assist individuals beyond loading and unloading the vehicle; therefore, we require a caretaker or aide to accompany those with special needs.
IMPORTANT TRIP INFORMATION
Vans will be available to load no earlier than 30 minutes prior to departure unless otherwise specified in the trip description. Please arrive at least 15 minutes prior to departure. It is difficult to find the perfect temperature for every participant on the bus. It is suggested those who are cold-natured bring sweater/coats and warm-natured dress in layers. Staff is happy to make adjustments to the temperature but safety is the primary concern. Let the driver know at a time when he is not distracted about any temperature adjustments.
