Die Stad het belowe om die 52 gesinne wat onder die vloedlyn woon na hoër grond op erf ST 1154-31 te verskuif, maar sommige weier om te skuif omdat hulle nie die verskuiwing kan bekostig nie. Sondag het die Kaapstadse burgemeester Patricia de Lille en die WesKaapse premier Helen Zille by ’n openbare vergadering terugvoering gegee oor swak dienslewering wat tot die protes in Meimaand gelei het. By dié vergadering, het De Lille gesê die gesinne sal voorsien word van beginners-boumateriaalpakke so-
wel as vragmotors en werkers vir die vervoer van die materiaal. Die Gazette het op 3 Julie berig dat, volgens die burgemeesterskomiteelid vir menslike nedersettingsraadslid Ernest Sonnenberg, van die gesinne egter huiwerig is om te verhuis omdat hulle voel die boumateriaal is ontoereikend om hul huise te herbou. “Sommige van die huise staan reeds vir 20 jaar en families van nege woon daarin. Hoe gaan mense huise bou as hulle nie geld het nie?” wou Dolphina Steenkamp, voorsitter van die Sir Lowry’s Pass Ontwikkelingskomitee weet. Volgens De Lille is ’n opvolgvergadering met die gesinne vir Donderdag geskeduleer om elkeen se behoefte aan spykers, houtpale en dakplate vas te stel.
Sonnenberg sê die verskuiwing is slegs tydelik, soos ander gevalle waar die behuisingsdirektoraat mense wat deur die oorstromings of ander rampe geraak is, verskuif het. Sonnenberg kon nie bevestig hoe lank die families op dié grond sou bly voordat permanente behuising beskikbaar gestel sou word nie. Hy sê die Stad kan net die verskuiwing van dié 52 families begin beplan. Op hierdie perseel sal daar later 200 erwe beskikbaar gestel word met water, krag en ’n rioolstelsel. Sonnenberg sê die erwe sal aan elke individuele huishouding behoort en hulle sal dit self kan ontwikkel. Hy sê die erwe wat volledige dienslewering sal hê, is deel van ’n HOP-ontwikkeling. ’n Tweede fase sal op ’n later stadium volg wanneer die gebied al die
infrastruktuur in plek het. Volgens Seth Maqetuka, uitvoerende direkteur van menslike nedersettings vir die Stad word ’n verdere 100 erwe vir die Rastakamp (erf 911) beplan. Dié grond wat aan die provinsiale regering behoort, is onlangs aan die Stad Kaapstad oorgedra. Die stad onderhandel tans met die departement van openbare werke vir 50 ha in die Pinetown-omgewing. Dié grond, tesame met grond wat aan Transnet behoort, sal aan hulle geskenk word, sê Maqetuka. Die vier eiendomme sal gesamentlik 600 behuisingsgeleenthede skep.

The canvas calls to Silindile NICOLE MCCAIN Lwandle is being immortalised on canvas by local artist Silindile Sihlangu, who takes his inspiration from the township life bustling around him. Silindile studied at the University of Cape Town’s graduate school of business, where, after fellow students and staff noticed his talent, he was asked to produce pieces for noteworthy occasions. Silindile painted a portrait for Desmond Tutu as a gift from the school, and his talent was noticed by the Raymond Ackerman Foundation, which funded his studies at the Ruth Prowse School of Art. He has since held several exhibitions and done work commissioned by the SABC. His love for art started at a young age. Silindile realised around the age of nine that he had a talent. “People around me used to give me compliments, which kept me going, and the passion grew from there.” He carried his love for art from Bakerville in the Eastern Cape to his home in Lwandle, where he joined Umnqophiso Primary School. “I used to draw people’s faces at school and laugh at them,” says Silindile, laughing. “And I used to love biology, because of all the drawings. Sometimes I even forgot the labels because I was enjoying drawing so much.”
He still takes this simple joy in art. “It gives me a form of expression. When you feel you don’t want to talk, you just use the blank space of the canvas to express it.” But he also enjoys the challenge of creating something from nothing. “I like the challenge of filling a blank canvas. And when it’s done, and I’ve defeated the challenge, I feel proud.” He has defeated many of these, but of all his artworks, one remains close to his heart. A canvas painting titled Childhood – of children in a township, two kicking a ball – is what Silindile says reminds him of the turning point in his life. “Just after I painted the painting for Desmond Tutu, I did this painting to celebrate myself. “It reminds me of my childhood and the environment around me. It gives me my passion to make a change – I see shacks all around me, and I want to see that change.” And he’s changing his community one artwork at a time. Silindile is involved with Sinebhongo Arts Academy, which teaches Lwandle youngsters fine art, music and dancing. He says it’s important for the youth to include the arts in their lives. “Activities like art give you something to lean on. It can be a career, or you can do it on the side.” And there’s the added benefit of keeping children off the street. “It’s good as a kid to keep your hands and mind busy. It keeps you safe.”

Illegal home sparks fire fears NICOLE MCCAIN

New era for Our Helder NICOLE MCCAIN After five years of operation, the Our Helder Early Childhood Development (ECD) Forum was finally given its official launch on Saturday 7 July at the Lwandle community hall. Among the 200 guests at the launch were representatives of the City of Cape Town, the Department of Social Development, local police and the Western Cape ECD Association. The forum, which is made up of 55 ECD cen-
tres in Lwandle, Asanda Village, Nomzamo, Strand and Sir Lowry’s Pass, was created in 2007. “The aim is to uplift one another and help each other,” says chairperson Mandisa December. The 55 members meet monthly to share information and learn from each other. The forum’s official launch helped to create awareness of its services in the community and among other forums, December says. “We hope to be recognised as a forum and as a voice. We want people to listen when we voice our concerns.”
Jobs and the youth: who’s responsible? NICOLE MCCAIN In 2009 the government announced a R5 billion injection into youth employment. Funds were supposed to have been given to companies to make it easier for them to train and hire young people from April this year. But the programme has yet to begin, with the government and Cosatu locked in discussions, and the DA marching for the subsidies to be started as soon as possible. Gazette took to the streets to hear what people had to say:

Charlton Mzolo from Mfuleni thinks the subsidies are a good idea, but feels let down by how long the process is taking. “It makes us feel like we can’t trust the government,” he says. He also thinks the unions have a place in the process, but within limits. “It’s good to have Cosatu involved so people have a voice, but it’s not right to hold up the process.” Mario de Angelo, from Somerset West, says while it is good to get subsidies from the government’s side, other parties can also get involved. “If companies came forward and did their bit, like giving more training, it would help. Communities must also do what they can by encouraging informal trading.”

Macassar residents have been living with the burnt-out shell of a home in Dakota Street for more than a year – and fears of fire have been rekindled since an illegal home was built on the site recently. Nine family members died in the fire on the property in March last year, and neighbours worry that it’ll happen again. “The bungalow has no electricity and the owners are using candles. That’s what started that fire in the first place,” says neighbour Stephen Carelse. Residents say they’ve reported the matter to Law Enforcement, but Richard Bosman, executive director of safety and security for the City of Cape Town, says no complaints had been received. Neighbours have before raised concerns about the state of the house, despite attempts by the family to clean up. Bosman has said demolition of the burntout home is a last resort, adding that the
site is being monitored by the City’s Problem Building Unit. “The last time the Problem Buildings Unit inspected this property, it was still in the same condition. There were no signs of any Wendy house on the property, so it must be newly erected.” After Gazette approached the City with the Dakota Street residents ’concerns, the Planning and Building Development Management Department investigated the area on Thursday. According to Hans Degenaar, acting director for this department, no building plans had been submitted for the structure. He said a notice ordering the owners to seek approval would be served within three working days of the visit. The Water and Sanitation Department also conducted an investigation of the premises and found that a water meter had been bypassed. “Remedial action” was said to have been taken. Judgement looms in Dewandry case Shamiela Stanley – the mother of sevenmonth-old Dewandry, who went missing in February last year – appeared in the Somerset West Regional Court on Friday 6 July. Stanley appeared on charges of child abandonment and defeating the ends of justice, and judgement will be handed out during her next appearance on 30 July. Stanley originally claimed the child had
been kidnapped from her home in Macassar, before saying that she had left him beside a river near to their home. After a month of psychiatric evaluation at Valkenberg Hospital, Stanley again came forward to say that a woman called Anthea had taken the child. According to a police source, no new leads have been found. Baby Dewandry remains missing.

With the Muslim holy month of Ramadan expected to start on Saturday 21 July, the Muslim community is in earnest preparation for this period of abstinence. Fasting is one of the five pillars of Islam; it involves staying without food, drink, smoking or sexual relations from sunrise to sunset. This period is regarded as a time of discipline to draw closer to the Creator and to humanity by putting yourself in the shoes of those less fortunate. The practice starts at a young age, with children being encouraged to gradually join in so that by the time they reach puberty they are able to fast the full day. Those starting to do so this year will be blessed with a relatively short day – 11 and a half hours compared to other countries with longer days. Children as young as six start by fasting only a few hours at a time – commonly known as fasting “halfday”. But parents use all sorts of incentives to encourage their offspring. “My mom laid a table for the kids and a grander one in the evening for the adults with all the most wonderful delicacies on it. We were told that once we fast the full
day, we could join the ‘big’ table,” Ahmed related on Muslim radio station Voice of the Cape (VOC). Other parents use a form of bribery. “My daddy told me if I fasted the whole day he would buy me a bicycle,” young These youngsters, who all fasted for the full day, show their ages. Alia (8) said. VOC annually runs a Ramadan campaign, urging children to write letters explaining why they are fasting. In previous years one good thing was done by Eskom: the management knew that it would be necessary sooner or later to increase Eskom’s power production, and certainly from the day that the people’s settlements would be provided with a better general power distribution network (without doubt a good and necessary step of improvement!). The budget for the improvement of the Eskom power capacity, which was steadily paid for in advance by the users of that time, was depleted with no consideration for its future needs, hence followed the power cuts that we experienced some time ago. Those needs accordingly became clearly visible, and Eskom was forced to improve its capacity – without the already spent budget! Hence the money had to come from
somewhere, and the only way left open was drastic increases: that’s where we stand now; it’s too late and irreversible! There is no other way to recover the money spent elsewhere, so we have to pay a second time! The only irregularity is that the paying public has no insight into Eskom’s spending – and, it being a public utility, one should have! All over the world, governments take the money wherever they can find it, often to spend in order to support their political image. When they can’t find it and it’s needed, the taxpayer has to provide it!

Western Cape team set off to Olympics MARK STUART On 10 July, Cultural affairs and sport MEC Dr Ivan Meyer greeted the Western Cape members of the South African Olympic team – three of whom are from Hottentots Holland Weightlifting Club in Strand. They are Hester Montgomery, who’ll be going as a technical official for the London Olympic weightlifting competition; Jean Greeff, a weightlifter in the 94 kg division; and Aveenash Pandoo, the national coach of the South African Weightlifting Federation. Montgomery is the only woman in a group of four officials selected from Africa to be part of the games, which happen from 27 July to 12 August. She is also the only category-one woman in SA set to referee at the games. In a spirit of cultural warmth, the MEC wished the qualifying athletes well at a function at the Athlone Stadium, shortly before the team’s departure to the Olympic Games in London. He delivered the keynote address and welcomed all guests, among them local
sports heroine Elana Meyer. He advised the athletes that ambition, vision, confidence, risk-taking, drive, persistence, self-criticism and leadership are the qualities required to achieve excellence. He told the athletes they do not only represent themselves, but the African continent as well – and that they should carry this responsibility with pride. On the behalf of Africa, and everyone present, he wished the athletes well. Elana Meyer, the first woman to have won an Olympic medal after South Africa’s return to the games, told the athletes of the unbelievable experience they would encounter at the Olympic Games. She said her silver medal actually meant gold to her. These athletes were inspired to move from goodness to greatness – being selected means that they are good, and through their participation in the Olympics they will achieve greatness. The South African Sports Confederation and Olympic Committee believe that the South African team could win 12 medals.
